In addressing the need for non-degree tertiary training, let us examine some recent reviews of engineering and geoscience education. The Finniston Report (1) criticised the formation of engineers in the UK and stated that this was largely due to the narrow British conception of engineering as a branch of applied science which militates against an effective marriage between theory and application. It also criticised the system for not giving students sufficient grounding in the synthesis of technical, human and financial considerations within their undergraduate courses. As we all know, this report has led to the restructuring of engineering education in the UK. More recently, a Review of the Discipline of Engineering was carried out in Australia by a committee chaired by Professor Sir Bruce Williams (2). The report stated that: Australia has a fairly good system of engineering education that should be made better. more should be done to develop the communication skills of both staff and students. more attention should be paid to changes in engineering practice and the human element in technology. there is a serious shortage of state of the art equipment in most engineering schools. female enrolments in engineering courses should be increased from the current level of about 7% to 20% by 1997. employers should develop a better understanding of the need for continuing education. staff in engineering schools should develop closer relations with employers of engineers. higher education institutions with engineering schools should give financial and other inducements to staff to increase the proportion of study leave or professional development leave spent working as engineers in the business sector. there is considerable room for improvements in the teaching process and in the development of evaluation schemes for assessing the teaching contributions of staff. In its recent report to the Council of the Institution of Engineers, Australia, the Task Force on Engineering Education(3) makes the following points: managerial, entrepreneurial, professional and interpersonal skills should be introduced and integrated into the undergraduate courses but studied in depth as part of continuing education. the continuing education policy of the Institution should be promoted and strengthened with all engineers required to pursue continuing education. the Institution should develop a comprehensive guide to continuing education available from universities, colleges and other public and private sector organisations.

An improved visibility system was developed for use on the large (100 ton+) haulage trucks typically operated in open pit and surface mines. The improved visibility system provides the truck driver' with a means of viewing hazardous situations that occur in the extensive blind areas adjacent to his true. The cost effective, reliable, visibility system consists of a closed-circuit television three unique fresnel viewers, and two improved mirrors. This report describes the visibility problems of Large trucks in the surface mining environment, shows the performance of existing mirrors, substantiates concept selection, and describes the prototype improved visibility system.

The author expresses it in terms of the thickness of rocks of an arbitrary density, 2.4, which might be considered wanting. The accordant heights of the summits, the depths of the folds, the deficiency in .gravity, and denudation he finds to be connected. The Alps float on the lightness of the folds of "sal" of weight 2.6 to 2.75 plunged into the heavier "Sima" according to a for-mula: P = h (2.7/2.8-2.7) where - P is the depth of fold-ing below sea level; 2.7 is the weight of the material accu-mulated in folding; 2.8 is the weight of the material dis-placed by it; and h is the mean height of the mountainous regions. For instance, between the valley of Saar and the Val de Bagne in Valais the depth of the folds according to Ar-gand's profiles is between 30 and 40 kilometers. The loss of gravity has been estimated in this region as 1450 X 2.4 = 3480 in units of weight. Obviously errors in the densities would profoundly affect the estimates of the thickness of folding, but his depths of folds are obtained from sections, and from them he works back to the densities. The U.S. Bureau of Mines has developed a regulated, intrinsically safe, rechargeable power supply for portable electronic equipment for underground use. The regulated output is ideal for microprocessor power requirements and is suited for operation in hazardous environments. Two rechargeable, sealed batteries are contained within the power supply. Provisions are made to use an external source of power if these batteries fail. Provisions are also made to charge these internal batteries when needed. The circuit is composed of three main circuits: the main regulator circuit, the input protection circuit, and the output protection circuit. The main regulator circuit provides remote voltage sensing, current sensing, fault monitoring, and internal thermal protection. The input protection circuit checks for excessive input current and low battery conditions. The output protection circuit contains two overvoltage detection devices. Schematics, a parts list, and a calibration procedure are provided in this report to enable readers to fabricate the power supply.

"Two source apportionment techniques have been applied by the U.S. Bureau of Mines to aerosol measurements in diesel-equipped underground noncoal mines. The first technique is based on size-selective sampling and the premise that the diesel exhaust fraction of the aerosol is predominately submicrometer in size while the mineral dust fraction of the aerosol is mostly supermicrometer in size. The second technique, chemical mass balance (CMB) modeling, was used to referee the analysis of diesel and mineral dust aerosol concentrations with the size selective method.The size-distribution data were modeled using a lognormal regression to parameterize the submicrometer and supermicrometer fractions of the sampled aerosol and to estimate the mineral and diesel contributions to each. Using this analysis, 97 ± 2 pct of the submicrometer aerosol mass was attributable to diesel exhaust aerosol.The CMB analysis, applied to both fractions of the respirable mi11e aerosol, yielded the amount contributed to each by the diesel and dust aerosol sources. On the basis of this analysis, 94± 10 pct of the submicrometer fraction was diesel exhaust aerosol. As much as 20 pct of the diesel aerosol, however, was found in the supermicrometer fraction, requiring a correction of the submicrometer fraction results to account for the missing diesel mass. More accurate measurements will require a carbon-specific analysis of the aerosol.INTRODUCTION Measurement of the contribution of diesel exhaust to respirable aerosol in mine environments has become increasingly important because of current concerns over the occupational health effects resulting from exposure to diesel emissions. In response to this, the U.S. Bureau of Mines is developing and evaluating new sampling methods for measuring diesel aerosol in underground mines. Two such techniques are being studied by the Bureau, size selective sampling and CMB modeling. These techniques use measurable physical or chemical characteristics of a mine aerosol sample to infer the amount of diesel particulate material contained in the sample."

A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

Background The resources of the Gippsland Basin include not only the coal and oil for which it is well known, but also the tourism resource and the quality of life which it offers its residents and visitors. To manage this group of resources requires an understanding and ability to predict the consequences of possible developments. The water of the streams and estuaries as a key component as it is both a resource and the means for transporting wastes from one area to another. To aid in the resource planning process there is a need for models of the estuarine hydraulic processes. This paper describes an appropriate modelling technique. Resource use conflicts may arise from developments in the catchment upstream of the estuarine reach. For example the diversion of water for domestic and industrial use will change the velocity and salinity structure of the downstream estuary. In turn these changes will affect sediment distribution and deposition patterns and may impose stress on the biological communities and ultimately on the fisheries resources and water quality. The manager of an estuarine system may have expertise in ecology, hydraulics or another of the specialist disciplines involved, but commonly will not. The manager will identify needs for resource and development and the broad options required to satisfy them. The manager will use these studies as the basis for his/her selection of the option for execution. Thus a model for'use by the manager of an estuarine system must have the following properties: (i) The model must be sufficiently accurate to throw up all the likely options. (ii) The model must be capable of being run by the manager, interactively, to answer `what if' questions. This requirement implies a simple code andhardware limited to a personal computer or possibly a desk top work station. (iii) The model must be robust so that unrealistic input oes not generate apparently useful output, and no output is generated for cases where the model is not designed to give results. (iv) The model must be capable of being used as part of a modelling system comprising models of all the geographic and demographic components

Rock property data is needed over a wide range of parameters for the optimum execution of rapid excavation research. Eight rock types were chosen by the Bureau of Mines for a standard rock suite for such research. Large rock blocks were quarried and the standard physical and mechanical properties measured and documented. The eight rock types that comprise the rock suite are Barre Granite, Berea Sandstone, Dresser basalt, Holston Limestone, Salem Lime-stone, Sioux Quartzite, St. Cloud Gray Granodiorite, and Westerly Granite. Geologic, petrographic, physical-property, and mechanical-property test data are reported for each rock type. The information is the first step in the building of a comprehensive property listing for the eight rock types. A limited number of rock cubes are available from the Bureau of Mines Twin Cities Mining Research Center for use by researchers to broaden the information available on the suite.

The effect of water infusion on the flow of methane and on the production of dust was investigated at an active face in the Pittsburgh coalbed. The average total flow of methane at the face decreased by approximately 79 percent, whereas the flow from the ribs increased about 24 percent after infusion. On the day after infusion, dust concentrations appear to have been reduced; however, the presence of large quantities of rock dust obscured the results on the following days.

The past 10 years has seen use of computers become widespread in the mining/exploration industry (including coal, precious and base metals, oil/gas and industrial minerals). This paper will concentrate on the use of computers as a tool to provide technical solutions (including data management, mine planning and operational support) to this industry rather than the use of computers to aid accounting, maintenance and inventory (æcommercialÆ) applications. This paper will review the processes and benefits of the use of computers in mining. We then review the use of technical computing locally here in New Zealand and see what business benefits local users have found from using computers in mining. We have, in research for this paper, spoken with mining software vendors from around the world to find out what is currently the æbest practiceÆ in the industry. The paper will then list what those vendors see as the ultimate improvement on the cards for the future of mining software.

"INTRODUCTION The Long Baseline Neutrino Facility (LBNF) Far Site Conventional Facilities are proposed to be sited at the Sanford Underground Research Facility (SURF) located within the former Homestake Gold Mine in Lead, South Dakota. The project involves excavation and support of three large caverns which will house four 10 kT fiducial volume liquid argon (LAr) neutrino detectors and cryogenic equipment, as well as numerous ancillary connecting drifts and chambers. This paper describes the geological setting of the project, the geotechnical investigation undertaken nearly a mile underground and the challenges associated with collection of reliable data in a high stress and geologically complex environment. The layout for the new facility will be presented, along with a description of some of the constraints that will impact construction, including shaft access and working within an operating research facility. THE LBNF PROJECT The global neutrino physics community is coming together to develop a leading-edge, dual-site experiment for neutrino science and proton decay studies, the Deep Underground Neutrino Experiment (DUNE). The facility required for this experiment, the Long-Baseline Neutrino Facility (LBNF), will be an internationally designed, coordinated and funded program, comprising the world's highest-intensity neutrino beam at the Fermi National Accelerator Laboratory (Fermilab) in Batavia, IL and the infrastructure necessary to support massive deep underground cryogenic detectors 800 miles (1,300 km) downstream at the LBNF Far Site at the Sanford Underground Research Facility (SURF), in Lead, South Dakota. The Deep Underground Neutrino Experiment is expected to achieve transformative discoveries, making definitive determinations of neutrino properties, the dynamics of the supernovae that produced the heavy elements necessary for life, and the possibility of proton decay. Neutrinos created by the LBNF beamline will travel on the 1,300 km (800 mi) path shown in Figure 1 leading straight through the earth's crust to intercept DUNE's massive, cutting-edge neutrino detector at the Sanford Lab. No tunnel is needed as neutrinos pass easily through soil and rock rarely interacting with the matter. The DUNE far detector will consist of four modules, each of which will be housed in a cryostat containing 17,000 metric tons of liquid argon target material, providing a 10kT fiducial volume. The LBNF Far Site Conventional Facilities project will excavate and fit out a set of four caverns 4850 ft underground in which to place them."

Slag-metal equilibrium experiments were conducted at 1500ºC and1580ºC under 0.03 atm, 0.05 atm and 0.83 atm CO partial pressures using silica and Cr-oxide crucibles. The complex slags belonged toSiO2-CaO-Al2O3-MgO-FeOx-CrOxand the metal phase to the Cr-Fe-C-Si-(S) systems. The carbon saturation of the metal phase was avoided using oxide crucibles and thus the results are pertinent to ferrochromium refining slags and processes. From equilibrium data and thermodynamic calculations, the CrO /(CrO+Cr2O3) ratio in the slag was determined as 0.75, 0.80 and 0.86 under 0.83 atm and 0.05 atm of CO pressure at 1500ºC and 0.03 atm and CO pressure at1580ºC, respectively. The results clearly demonstrated that a higher chromium content of the metal results in higher Cr in the slag, and chromium in slag decreases with increasing SiO2. The results were also sensitive to the crucibles used as these oxide crucibles saturated the slag either with respect to SiO2or Cr-oxides. It was also demonstrated that the relative amount of CrO in the slag was higher when SiO2crucibles were used in accord with thermo-dynamic calculations. Iso-concentration curves for carbon and chromium of the metal phase in equilibrium with the slag were drawn on a pseudo ternary SiO2? (AI2O3+CaO+MgO) ?(Cr2O3+Fe2O3) diagram. The activity coefficients and activities of carbon and chromium of the metal phase were also calculated from the experimental data and available thermodynamics information and were plotted as iso-activity curves in the same pseudo ternary diagram. Development and Validation of Ore Characterisation Test and its Use in Variability Campaigns of Comminution Circuits Impact testing was developed by assessing the fragmentation characteristics of ore samples after controlled impact. Standard methods are, however, limited to relatively large and coarse samples, which thus precludes their use in early stages of projects, as well as where only drill cores are available. The method described in this paper is based on the same concepts of controlled ore breakage, but using relatively smaller samples. It is particularly useful in assessing the variability of ore characteristics in early stages of greenfield projects, as well as in predicting the performance of existing grinding circuits. A validation program was carried out in which a good adherence to the original test results was obtained. The results were used for (a) simulation of a copper comminution circuit as a function of the ore characteristics, and (b) evaluation of sampling protocols used for assessing fragmentation characteristics.

The purpose of this program is to extend electromagnetic (EM) techniques for use in locating miners trapped in mines as deep as 1000 m. A previously developed EM system is considered adequate for use at mines less than 300 m deep where it has a probability of detection of 54%. A system for deep mines must keep underground equipment simple, and use extremely low frequencies (ELF), sensitive receivers, and noise cancellation. The proposed location method, developed by Develco for other applications, is based on vector field measurements from two or more static sensors and computation of source location by iterative techniques. During Phase II, very sensitive search coil sensors were built and used in a separate test to verify the feasibility of atmospheric noise cancellation. A "Breadboard" location system version without cancellation, which is a fieldable test bed to evaluate receiving and location functions, was tested and supplied. Very good results were achieved from the first in-mine test with the transmitter at a depth of 380 m. It is expected the results of this work, and additional evaluation tests in the future, will be used to define the requirements for a prototype operational system.

This publication summarizes, for potential contractors and other interested parties, the research, development, and demonstration contract projects programed by the Bureau of Mines for fiscal year 1979 (October 1, 1978-September 30, 1979) under its Mine Health and Safety Research program. The objective of these projects is to provide an ordered and sequenced series of advances toward the Bureau's overall goal of providing the system technology required to create a healthier and safer working environment for the Nation's miners.

Static tests give a measure of the balance between acid-producing and acid-neutralising mineral components in a material, while kinetic tests determine acid generation and neutralisation over a long period. Drill-core samples from the amphibolite and gneiss host rocks of the Stratoni lead-zinc sulphide deposit in Greece and mine/mill waste samples from Stratoni and Olympias were examined by the standard acid base accounting, BCR and net acid production tests. Mineralogical data on the materials and resulting residues were used to illustrate the differences between the methods and establish their ranges of applicability. BCR seems to simulate most closely the conditions prevailing during generation of acid mine drainage but is time-consuming and requires elaborate equipment. A brief review of the Waipipi Iron Sands Limited company history and operations over the past ten years is made along with a summary of the benefits of this mining company to New Zealand. Land rehabilitation procedures in coastal dune lands are described in detail and brief mention is made of a study of animal health and copper uptake. The paper concludes with a summary of the increased emphasis on agronomy and restoration as the mining operation commences dredging in a better class of grazing land.
