IN the recent monograph on Broken Hill, N.S.W., by E. C. Andrews,* two independent petrological reports appear as Appendices 1 and n, by W. R. Browne and F. L. Stillwell respectively. In these considerable differences of opinion occur. Andrews contributes to some of the questions at issue, but no analytical review of the differences appears in the body of the report. Their development may invite question, and the following notes have been prepared partly in explanation and partly as a summary of some of the divergences. The soope of Browne's report extends over the whole district of Broken Hill, while Stillwell's deals with the rocks within 25 chains of the main lode. The more difficult and important rock-types occur in both areas, raising similar questions. In both cases observations extended beyond the limits of the prescribed areas. Broadly, Browne faces his problem as a study of a series of primary igneous rooks, acid and basio, whioh are intrusive into a series of sillimanite gneisses. The development of the sillimanite gneisses is regarded as belonging to an earlier period than the intrusion of the igneous rooks, while the gneissio structures of the latter are features which are incidental to their orystallization, and are not acquired subsequent to their consolidation. He finally produoes a picture in which his views of igneous injection and differentiation takes a prominent place. One direct result is the claim that three separate periods of metamorphism have oocurred in the Broken Hill area. Stillwell primarily examines the rooks as schists and gneisses since their present dominating features have been acquired during metamorphism. The effort is made to understand suoh differences as might arise from differing conditions of metamorphism upon rocks of similar and different oonstitution. The aim is to divest the rocks of those oharaoters which are due to metamorphism before approaching the questions of intrusive relatio'nships between igneous rocks andsediments.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

This paper reports on a research project supported by NSF, which aims at developing a multi-scale methodology for systematic microstructure prediction in thermo-mechanical processing of metals. This methodology is based on combining mesoscopic microstructure models with macroscopic process formulations and involves the following three main steps: (I) based on the given global processing conditions, the gross deformation patternof the entire workpiece is modeled using a continuum-based algorithm, (2) the resulting parameters are then extracted from the continuum-based simulation, post-processed and passed on to the mesoscopic numerical module, and (3) the microstructural changes are finally modeled at the mesoscopic scale. This approach is expected to overcome the disadvantages of current microstructure prediction practice employing empirical relationships between microstructural features and processing parameters. "Diesel particulate Matter (DPM) is a byproduct of fuel combustion in diesel engines. It is classified as a carcinogen, with associated respiratory and cardiovascular health effects. The composition, size, and concentration of DPM is dependent on factors such as engine type, loading and fuel composition. Though a number of DPM abatement and control strategies currently exist, particularly in underground mining environments, occupational exposures remain a serious health concern. As a novel abatement approach, DPM scavenging by fine water or “fog” droplets has been proposed and a laboratory set-up has been built to test the efficacy on engine exhaust. Here, we describe a series of tests that varied engine load, system flow rate and fog drop number density. While none of these factors had overwhelming effects on the results within the ranges tested, the improvement in DPM mass removal attributed to the fog treatment was about 45% on average in comparison to no treatment. INTRODUCTION Diesel engines have seen widespread use for well over a century due to their relatively high thermal efficiency and fuel economy1. More recently, however, adverse health risks of diesel exhaust have become increasingly clear. Many of these risks are associated with the physical and chemical properties of exhaust components1–3. The term diesel particulate matter (DPM) is used to refer to the solid components of diesel exhaust, which are a mixture of elemental and organic carbon (EC and OC) and minor constituents including sulfates and metal ash3. The OC fraction of DPM results from unburned fuel and lube oil, whereas EC or soot is formed during the combustion of locally rich regions within the fuel. DPM is classified as a carcinogen6,7 and epidemiological studies have demonstrated a positive correlation between long-term exposure to DPM and other combustion-related fine particulate and increased cardiovascular and pulmonary diseases8,9. Diesel engines operate in relative fuel rich/oxygen lean conditions and are characterized by relatively high emissions of particulate as compared to spark-ignition engines2,3,10. Typically, these emissions range from 107 – 109 particles/cc and cover two primary size ranges: the nuclei mode where particles have diameters less than about <50 nm, and the accumulation mode where diameters are from about 50-10,000 nm. Most OC resides in the nuclei mode as semi-volatile compounds, while most EC is in the accumulation mode3. The physical and chemical properties of DPM vary with the type of engine, fuel (e.g., petro- vs. bio-diesel) and operating conditions such as loading (i.e., a function of torque and rotational speed)2,3,9,11,12. Loading is a particularly important factor with respect to DPM toxicity9,13,14, and on the effectiveness of after-treatment technologies2,3,15. Engine load alone can affect the EC/OC ratio, and the size distribution and number density of DPM. For diesel engines, the load is roughly proportional to the equivalence ratio3, defined as the actual fuel/air ratio over the stoichiometric fuel/air ratio for complete combustion. Light loads generally favor the formation of OC and small particles. As load is increased the volatiles are oxidized leading to larger soot particles (i.e., EC), but lower total number density of DPM. With further loading, the formation of soot offsets the decrease in volatiles, resulting in increased DPM mean size and number density3."

"The Floatability Characterisation Test Rig or FCTR is a highly instrumented, mobile flotation pilot plant built by Baker Process (now EIMCO) for the AMIRA P9 Project for use in flotation plant modelling and simulation studies. With the Mintek Floatstar system controlling the level in every cell, and the facility for full stream sampling on all streams, the FCTR is a unique tool for producing data of sufficient quality for flotation plant modelling. The plant was commissioned at Lonmin's Karee and Eastern Platinum concentrators in 1999/2000, and completed a number of test work programs to investigate the effect of power input and regrinding on metallurgical performance. Lonmin's experience with the FCTR has caused it to build two of its own to undertake further projects on its various mines. A campaign was undertaken during the greater part of 2001 at Noranda’s Brunswick mine concentrator to investigate the role of gas (air) superficial rate (Jg) distribution to the cells in the final Zn cleaning stage (bank of seven cells), i.e. the Jg profile. Three profiles were tested: “balanced” (each cell with same Jg), “increasing” (from cell 1 to 7 proportionally), and “decreasing,” along with an “as found” profile in a parallel control bank. The experimental design allowed for two confounding factors, changes in ore type and circulating load. The increasing profile consistently gave the best metallurgy (down-the-bank grade / recovery). The reason for improved performance was the response of the first cells in the bank where the increasing profile gave the highest selectivity of sphalerite against nonsulphide gangue (NSG). The other profiles gave lower selectivity and higher zinc recovery in the first cells, which combined to reduce overall bank performance. The higher selectivity with the Increasing profile is attributed to the low gas rate in the first cells reducing water recovery and hence limiting entrainment of NSG. The increasing profile was subsequently configured for all four stages in the zinc cleaner circuit.

The high temperature oxidation and ignition resistance of Mg-(0-6) wt% Nd alloys have been investigated via isothermal and continuous heating experiments conducted in air atmosphere. Alloy composition is observed to be effective in low levels (~ 0.5 %) in the ignition temperature (Ti) of the alloys; the Ti of pure Mg increased from 630 °C to 770 °C with 0.5 wt% Nd addition. However, no noteworthy improvement was achieved with further additions up to 6 wt% Nd. The initial microstructure was observed to determine the oxide structure on the surface due to the differing oxidation behavior of the phases (a-Mg + Mg12Nd intermetallics). It has been found that the formation of a Nd-depleted region at the subsurface due to extensive Nd oxidation at the oxide/intermetallic interface lowers the protective ability of the oxide scale.

The use of aquatic plants for the removal of heavy metals from wastewater has gained high interest. In this study, batch experiments were conducted to evaluate the adsorption of copper ions in aqueous solution by P. pectinatus L. under various conditions of contact time, initial pH of the solution, metal concentration and adsorbent dosage. The results showed that the maximum adsorption amount of copper ions by P. pectinatus L. was 22.60 mg/g when the initial copper ions concentration was 98.41 mg/L at pH 4.5. The Langmuir and Freundlich models were used to describe the adsorption equilibrium of copper ions on P. pectinatus L. and the adsorption followed the Langmuir isotherm. The adsorption kinetic was well-fitted with pseudo-second-order sorption equations.

According to the analysis of surface powered haulage accidents involving off-highway haul trucks in openpit mining, the U.S. Mine Safety and Health Administration (MSHA), reported 1,300 fatal accidents from 1990 to 2005. Of these, 163 were considered off-highway truck haulage accidents, and at least 23 involved collisions of an off-highway truck with a neighboring vehicle or a worker on foot (Nieto and Dagdelen, 2006). In general, an average of 18 nonfatal accidents and three fatal accidents occurred in openpit mining per year when equipment backed over the edge of an embankment, stockpile or dump point (Fessak, et al., 2003). The specific problems that need to be solved can be determined by carefully studying the accidents involving haulage trucks (Marrara, et al., 2004). Solutions to haulage truck safety must consider the human factors affecting each task even when engineering solutions seem most appropriate. In surface haulage, human performance becomes a critical issue because of the unusual demand the vehicle?s places on their human operators: ? Roadways and working areas change frequently in mining operations. ? The sheer mass of mining equipment such as trucks requires control inputs (e.g., braking) far in advance of the desired action. ? Rough roads, loading and unloading impacts can subject the driver to dangerous shocks and vibration. ? Visibility is sharply curtailed by the bulk of the vehicle generating large blind spots. All of the above issues can be attributed partially to the lack of visibility (Pyles et al., 2003). Driver visibility and communications are key issues to reduce mining truck accidents. Analysis of fatalities and injuries involving mining equipment demonstrates the need to develop new intervention and control strategies to mitigate the risks associated with mining equipment operation. Ongoing development of these and other new strategies is required to achieve a reduction of injury in the mining industry

Solvent extraction has recently been introduced into Australian hydrometallurgical practice for the production of a high grade uranium concentrate from El Sherana ore by a sulphuric acid leach and solvent extraction process. The solvent is a 5 per cent solution of tri(iso-octyl)amine in kerosene modified with 4 per cent of a long chain alcohol. The stripping reagent is a molar solution of sodium chloride.Preliminary testing for the development of the process showed that the leach liquor was quite amenable to the solvent extraction process and that the equilibrium and rate considerations of both the extraction and stripping steps were very favourable.The industrial plant contains four stages of extraction, three stages of chloride stripping and one stage of secondary carbonate stripping. An internal type of mixer-settler is used for the stagewise contact, the design being based on tests with model equipment.The performance and control of the industrial plant is satisfactory; 99&#183;7 per cent of the uranium is recovered for a loss of 0&#183;3 gallons of kerosene and 0&#183; 4 pounds of amine per 1,000 gallons of liquor treated.INTRODUCTIONThe processing of El Sherana uranium ore from the South Alligator River valley commenced in April, 1959, and thereby introduced into Australian hydrometallurgical practice the unit operation of solvent extraction on an industrial scale. Although there are now some twelve mineral processing plants in the United States and Canada using solvent extraction, its application to the field of primary hydrometallurgy is quite new. Prior to 1956 none of these twelve plants was operating and hydrometallurgical application waslimited to the refining of comparatively high grade uranium compounds and fission products from nitrate and nitric acid solutions.

Longwall mining began within the Pittsburgh coalbed of Pennsylvania (PA) in the early 1970?s. Originally, longwall mine layouts were designed to fit within existing room-and-pillar operations, where panels were limited to that of typical production panels, e.g. a few hundred feet wide by a few thousand feet long. In these early designs, the gate entries were comprised of chain pillars similar to those found along main entry systems or within pillar recovery sections. The modern longwall mine has little in common with their 1970?s predecessors. Today the entire mine layout is designed around the longwall mining method. The longwall panels have grown to well over one thousand feet in width with lengths now measured in miles. In addition, development pillar sizes and shapes are matched to specific performance requirements.

Primary and secondary copper smelting dusts are being generated in varying quantities with very dissimilar characteristics due to the different compositions of feed materials and the type of process utilized. After categorizing the multitude of dust types, the criteria for on-site and off-site recycling of smelter dust in terms of type and concentrations of the accompanying elements are established. Thereby, consideration is given to the important aspects of: ? optimization of copper recovery ? quality of copper product ? valorization of accompanying elements ? elimination and disposal of deleterious impurities ? minimization of impact on operation ? effects on operating costs ? environmental impact of dust treatment on overall process Existing commercial, emerging and proposed copper smelting dusts, pyrometallurgical as well as hydrometallurgical, treatment schemes are reviewed and evaluated technically, economically and environmentally in an attempt to streamline the vast number of proposed options. Thereby, the high selectivity achievable in hydrometallurgical dust processing due to it being complementary to the smelting process is expected to be given increased consideration.

High-expansion foam was applied to the flames of six fuels burning in a 1-foot-diameter tray. The flames of three hydrocarbon fuels were more readily extinguished than the flames of methanol, acetone, or unsymmetrical dimethyl hydrazine. The result is rationalized on the basis that heat transfer from flame to fuel surface is primarily radiative with the hydrocarbons and more largely convective with the nonhydrocarbons. INTRODUCTION Equipment for producing high-expansion foams has been developed by the Bureau of Mines to control coal mine fires.5 Recently such equipment has been redesigned for portability and has now been produced commercially for other fire-fighting applications. In May 1961, a 50-by 50-foot gasoline fire was extinguished within 2 minutes by a trailer-mounted foam unit that produced 12,000 cu.ft./min. of high-expansion (1,000:1) foam.6

A novel variation of the GYPCIX process for the treatment of the acid mine effluent water from Grootvlei is described, in which a number of valuable by products can be obtained and the product water can be used for a variety of different purposes. A conceptual case study is presented in which the important cost parameters are described and certain critical path activities are indicated in order to derive a Return on Investment evaluation according to methods previously published. The study indicates that the treatment costs can be dramatically reduced, provided that proper utilization of the by products is taken into account. There are many possible uses for the water. However, by far the most advantageous contribution to the RDP and the best return on capital is derived if the water is used to establish small-lot farming activities providing work opportunities for thousands of people and contributing several hundred million Rands to the GDP. Vastly improved social conditions will be generated in an area of Gauteng that is in danger of rapid deterioration and a contribution will be made to maintaining mining activities in this area. The environmental impact is positive.

The Bureau of Mines annually canvasses the peat producers in the United states and publishes economic data on the peat industry, based upon reports submitted by producers. This publication lists all producers that reported commercial production to the Bureau for 1960 and presents data on individual plants. The companies named herein represent virtually all commercial producers, although a few small companies may not have been canvassed as the industry has many small operations that operate intermittently. Output of the various companies listed ranged from a few tons to more than 50,000 tons. Peat is included in the Bureau&apos;s annual surveys of the mineral industries because peat is classified as a mineral fuel. Although none is used for fuel in the United States, peat is a potential source of energy and ranks as one of our large mineral resources. The domestic peat industry sells peat, chiefly, for use as a soil amendment for general soil-improvement purposes. During the past decade the industry has expanded rapidly with operations increasing from 45 in 1947-494/ to 115 in 1960. Output during this period has more than tripled, increasing from 131,782 short tons to 470,889 short tons.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine&apos;s rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if&apos; significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

It is known from soluble salt flotation practice that the K, Mg double salts of kainite (KClMgSO43H2O), and carnallite (KClMgCl26H2O) are difficult to float and must be converted to other salts such as schoenite (K2SO4MgSO46H2O) and sylvite (KCl) in order to recover potash values. The flotation characteristics of these double salts have now been confirmed in some detail by carefully controlled laboratory experiments with both cationic and anionic collectors. The experimental results are discussed in view of recent experimental findings regarding the flotation characteristics of simple salts, in which the flotation response was shown to be determined by the interfacial water structure and whether the salt could be considered to be a water structure maker or a water structure breaker. The same approach can be use to explain the flotation response of the potassium double salts ; schoenite, kainite, and carnallite. In addition, the sign of the surface charge of schoenite (K2SO4MgSO46H2O), was determined as a function of pH from nonequilibrium electrophoretic mobility measurements. Schoenite appears to exhibit three charge reversals (CR) which can be explained based on surface hydrolysis reactions. The flotation behavior of schoenite is further considered based on solution chemistry calculations, electrophoretic mobility measurements, and microflotation results.
