The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

This paper was prepared upon request as a contribution to a symposium covering the manufacture, properties, and uses of the important non-ferraus metals. In approaching a subject as broad as this, there is a natural desire to build up a comprehensive and finished production which shall constitute a dependable source of information on all questions properly belonging to this branch of metal technology. There are, however, a number of circumstances, apart from the mere routine of labor and thought involved, which operate rather effectively against the possibility of completing such .an ambitious program at the present time. First of all, as far as any public record of results is concerned, the commercial rolling, drawing, and forming of zinc with relation to changes of structure and properties—and this we consider to constitute the clement~ of metal technology—might as well be an unpractised art. We have never seen a published photomicrograph showing the structural characteristics of either hard or soft sheet or strip, although the structure of castings has been frequently described, and other coarse-grained structures resulting from hard-hammering and annealing have been reproduced. Thus, an author in this field must proceed to his task without much assistance from the literature, and the outcome can represent only a personal estimate of principles, facts, or findings, and not a summary or survey of progress in the entire field as determined by varied experience, practice, and settled opinion.

Progress made by the quarrying and related industries of the United States during 1939 included increases in the number of men employed and the number of man-hours worked and reductions in the death and injury rates per million man-hours of exposure to risk. Forty-seven States reported quarries in operation; in each of 26 States the industry employed 1,000 or more men. Of these 26 States, 16 reported lower accident rates than in 1938. Among the operations of various types for which separate figures are published in this bulletin, the limestone, lime, and cement groups reported lower accident rates. During 1939, 79,449 men were employed in the quarrying industries. The period of operation of the plants averaged 236 clays per employee, with a total working time that equaled nearly 144 million man-hours. Accidents at the plants resulted in 48 deaths and 5,204 disabling injuries among the workers. Expressed as frequency rates, the accidents represented 0.33 fatality and 36.18 injuries for each million man-hours of work performed during the year. The major cause of fatal accidents inside the quarries was falls or slides of rock or overburden; nine deaths were reported from this cause. Four men were killed by explosives and four by falls of persons. Nonfatal injuries inside the quarries were clue chiefly to handling materials; about one-sixth of the total number at all operations in connection with quarries and related plants were in this class. Flying objects also caused numerous injuries, although only about one-half as many as did handling materials. Next in numerical importance were injuries from falls of persons. Then followed accidents caused by falls or slides of rock or overburden and accidents caused by machinery.

INTRODUCTION THE purpose of this chapter is to present the diagnostic features (geologic, mineralogic, chemical, and physical) of the principal types of hypogene ore deposits recognized in current genetic classifications, and to classify the ore deposits of the western United States into those types. The genetic divisions used and the criteria determining them are essentially those followed by Lindgren in his Mineral Deposits. Deviations from Lindgren represent either changed conceptions since 1928 (the date of the third edition of Mineral Deposits) due to advance in knowledge or the inevitable differences of opinion between experts in active fields of investigation. Though nineteen economic geologists have been given free hand in presenting their particular topics, there are no fundamental departures in the chapter from the principles set forth by Lindgren. It would be entirely beyond the capacity of a single chapter to give a comprehensive geologic description of all the ore deposits of the western United States. Descriptions of individual deposits have been restricted to those features that are of most diagnostic genetic value. All of the more important deposits receive that much attention. Deposits of lesser economic importance and those inadequately known geologically are treated more briefly or merely cited under what seems to be their proper genetic assignment. The geographic limits of the descriptive matter are the Black Hills and the United States between the Rocky Mountains and the pacific Coast. Capacity of the chapter has made it necessary to impose these geographic limits.

At the 1980 TMS-AIME world symposium, Dr. Davey mentioned that the traditional lead blast furnace is now being challenged by direct smelting processes. In the copper smelting field both the blast furnace and reverberatory furnace are also disappearing in favour of direct smelting processes such as Outokumpu flash smelting, Mitsubishi continuous smelting, Noranda furnace, Inco furnace and so on. Those new processes all have the following in common: (1) High degree of mechanization (2) Metallurgical reactions carried out in closed vessels (3) Application of oxygen and/or oxygen enriched air (4) Minimization of handling materials and gaseous volume (5) Minimum energy requirements (6) Removal of workers from near the furnace (7) Reduction of emissions of harmful gas to meet environmental regulations. (8) Improvement to the work place environment to avoid occupational hygiene hazards. Direct and continuous smelting of powdered concentrate in one vessel was a romance of the metallurgist since early times. However as mentioned above, in the copper field this objective is being achieved in practice. The industry however can't deny that the serious and severe regulation of environmental pollution in every country was the prime motive for the modernization of smelters. In early days, to meet regulations, it was anticipated that many economic difficulties such as higher capital and energy costs and extravagant use of resources and waste disposal would be the result. "Turn a misfortune into a blessing" is an old saying which reveals the current thinking and reacent developments in the nonferrous industries. In the last ten years in the lead smelting field, about two decades later than copper, commercial scale smelting using new furnance technology has started. The KIVCET process and QSL process, which is flash smelting and bath smelting respectively, are becoming major competitors. They will be sure to upgrade their processes to remain economically and environmentally viable in the comming decade.

The oil industry in the United States is further advanced than in any other country, because of American initiative and the development of industries dependent in some way on petroleum or its products. For this reason the output has constantly increased (fig. 1), and as a result this country has produced more than half of the total output of the world. Trw total past output of the world is approximately 7,000,000,000 barrels of 42 gallons each; of this the United States produced about 4,000,000,000 barrels, or about 57 per cent. The limit of production in this country is being approached, however, and although new fields undoubtedly await discovery, the yearly outpnt must inevitably decline, because the maintenance of a given output each year necessitates the drilling of an increasing number of wells. Such an increase becomes impossible after a certain point is reached, not only because of a lack of acreage to be drilled, but because of the great number of wells that will ultimately have to be drilled. According to figure 1, the daily production per well each year has increased during the last few years. However, this increase is abnormal, being caused by the new pools brought in. Although such a condition may continue for several years, the average production per well will finally begin to decrease on account of the lack of new pools to make up for the normal decline in production of the old ones.

THE Bureau of Mines has received many requests for Information concerning the methods its laboratories use for analyzing coal and coke and determining their heating value. The fuel investigations now conducted by the Bureau of Mines are an outgrowth of the work undertaken at the Government coal-testing plant erected in 1904 at the Louisiana Purchase Exposition in St. Louis, and the methods for proximate and ultimate analysis of coal used by the Bureau of Mines are based on those originally adopted by the chemists of the coal-testing plant and followed in the subsequent chemical work of the Government fuel-testing plants at St. Louis, Mo., Norfolk, Va., and Pittsburgh, Pa. The many valuable suggestions and criticisms received from N. W. Lord, director of the School of Mines, and from E. E. Somermeier, professor of metallurgy, of Ohio State University, at that time, are greatly appreciated; development of many of the methods for the proximate and ultimate analysis of coal now used by the Bureau of Mines is chiefly clue to these men.

A raíz de una mayor demanda de horas hombre para cumplir con el mantenimiento de la flota de camiones de acarreo de Antamina, se puso en marcha la optimización de la gestión del mantenimiento preventivo (PM), cuyas estrategias principales eran la reducción del tiempo de parada de los camiones por PM y la extensión del intervalo de frecuencia de los PM. Así, se logró extender la frecuencia del PM de cada 250 horas a cada 500 horas y se logró reducir el tiempo de parada mensual por PM de 21.0 a 10.5 h por camión, sin afectar la confiabilidad.

The formation of alloyed regions near the surface of metals using ion implantation is being investigated by the Bureau of Mines as a means of providing corrosion resistance using much smaller amounts of the strategic alloying metals. Two ion implantation systems that can implant low-energy chromium, nickel, or aluminum ions into low-cost substrate materials such as iron or carbon steel have been designed and constructed. The development of the ion source, ion beam acceleration stage, mass analysis system, and target chamber are described in detail. The ion-implanted alloys have been characterized using proton-induced x-ray emission to give the total number of atoms implanted and to determine the extent of any surface contamination introduced by the ion implantation process. Research conducted at other laboratories on metallurgical applications of ion implantation is given.

During recent years the designing of mine cars has become a very highly specialized art. Mechanical methods of mining, constantly increasing speeds of transportation and thin seams of coal have made it absolutely essential to develop low cars of maximum capacity. The producer of coal from thick seams, because of mechanical mining, which he is already employing or con- templating adopting, is now as much interested in low cars of high capacity, as is the thin seam operator. The mine car builder has been alert to this trend and is equipped with a specially trained corps of engineers and salesmen, who receive the necessary information from the producer and develop therefrom a suitable car design to fulfill the conditions.

(written discussion*).-In connection with Mr. Waring's quotation of Urbain's work, attention may be drawn to a remark found in the report of the session of the Société de Chimie Physique,1 held in December, 1909, that, while all blendes contain gallium in larger or smaller quantities, those blendes carrying indium are generally free from germanium, and vice versa. Urbain, furthermore, . expresses his conviction that this behavior, being related to the condi-tions of deposition of the ore, should be an important factor in determining the origin and mode of formation of zinc blende deposits., In. searching the literature for the naturally expected sequel to these remarks, there is found a report on the extraction of germanium from blende, after many months' work, on a commercial scale;2 then a paper3 on some Spanish blendes, all containing cadmium, examined by Urbain's 'method (this paper contains, also, very important work on the com-position and color of blendes, as well as on the occurrence of organic .matter and of inclusions in such blendes), and a second paper on Spanish blendes in general, in which this original point of Urbain's concerning the relative quantities of the three rare elements is taken up.4 Angel del Campo finds that of 68 specimens examined, four only were entirely free of germanium, gallium, and indium;. 38 had small proportions, while 19 were notably, and seven relatively rich in the three rare metals. He found the relative frequency to be: gallium in 60, germanium in, 50, and indium in 38; all three occurred in 29 cases; germanium and gallium together in 18; gallium and indium together in four; germanium and indium together without gallium, in none; four had gallium only, three had germanium only, and one had indium only; in 23 it appeared feasible to extract these elements. Part 1 of this report is concerned with the electric-furnace production of calcium aluminate and iron alloy from a variety of siliceous ferruginous ores of aluminum. The furnacing research was directed, first, to determine the extent of the field in the CaO-Al2O3-SiO2 system, in which calcium aluminates with the optimum leaching characteristics are obtained; second, to produce suitable quantities of these aluminate mixtures for pilot-plant leaching tests; third, to investigate the physical chemistry of the reduction reactions during furnacing; and, fourth, to study the economics of the process. The third and fourth steps were not completed. Part 2 comprises another phase of the work and will appear as a second Report of Investigations. It deals with the extraction of metallurgical-grade alumina from the calcium aluminate slag produced in the electric furnace and includes the following steps: leaching, desilicating, precipitating, dewatering, filtering, and washing of the aluminum hydrate. No claim is made that the data are complete, nor has the chronological order of obtaining data been followed. Rather, it is emphasized that additional work is necessary if the full possibilities of the process are to be evaluated. and made available.

Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California in 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemica 1 manufacturing; a shift in requirements from metals to nonmeta ls, from inorganics to organics, from natura 1 to synthet ic materia ls , and from distant to local sources of supply.

Last October a committee was appointed by The War Service Association of Manufacturers of Solder and Bearing Metals, Inc. to consider the report of the U. S. Bureau of Standards to the Conservation Division of the War Industries Board, a letter of the War Industries Board, and the discussions of this letter as reported at the meetings of association and to summarize the information thus obtained. The report of this committee has just been printed. The committee agrees with the Bureau of Standards that 99 per cent. tin can be used. It also finds that a very small amount of lead might increase the tendency of the bearing to crack and that lead has a hardening effect on babbitts up to a possible limit of 10 per cent. of lead. Still in the so-called genuine babbitts, in the presence of lead a certain proportion of low melting point eutectic is introduced which admits of the bearing being poured into thinner sections and is decidedly advantageous in the die-casting process in producing a much smoother casting. But the committee recommends that the Bureau of Standards thoroughly investigate this point. Lead-base babbitts, to give satisfactory service, must be carefully made of the proper raw materials. The bronze hearing that has been thoroughly tinned and containing the thinnest possible babbitt lining is now becoming recognized as the ideal bearing. For tunnelling in poor and heterogeneous ground a reliable on-site short-term prediction is required to allow a safe and economical construction. With the use of absolute displacement monitoring data and advanced software for evaluation of the data in combination with a routine update of the geological model a considerable increase in the reliability of the short-term prediction could be achieved. The paper deals with theoretical considerations, numerical studies and case histories from alpine tunnels in heterogeneous rock. Tunnelbau in schlechtem und heterogenem Gebirge erfordert auf der Baustelle eine verlaessliche Kurzzeitprognose, um ein sicheres und wirtschaftliches Bauwerk gewaehrleisten zu können. Die Verwendung von absoluten Verschiebungsmessdaten und deren Auswertung mit Hilfe von hoch entwickelten Softwareprogrammen in Kombination mit einer laufenden Aktualisierung des Gebirgsmodells ermöglicht eine erhebliche Erhöhung der Verlässlichkeit von Kurzzeitprognosen. Dieser Beitrag beschäftigt sich mit theoretischen Ansätzen, numerischen Modellen und Fallstudien von Tunnelvortrieben in heterogenem Gebirge. La construction de tunnels dans la montagne hétérogène de faible résistance exige un pronostic fiable à court terme sur le chantier, afin de pouvoir garantir un ouvrage sûr et économique. L'utilisation des données de mesure de décalage absolues et de leur évaluation à l'aide de logiciels sophistiqués en combinaison avec une mise à jour courante du modèle de la montagne permet une augmentation considérable de la fiabilité des pronostics à court terme. Cette contribution présente des approches théoriques, des modèles numériques et de cas pratiques de progressions de tunnels dans des montagnes hétérogènes.

"This paper will describe the methods and the results of studies to integrate polymetallic nodule extractive metallurgy methods into existing and operating technologies or plants with the aim of reducing the capital cost of deep-sea mining challenges and to streamline the supply chain of raw materials where such opportunities exist (Moa Bay and others). It will also assess the possibility to carry out pre-industrial processing operations with productivity corresponding to pilot mining operation in the Clarion Clipperton Fracture Zone (5–10% of assumed annual production) with the use of existing facilities. The present study shows the results of high pressure acid leaching of polymetallic nodules (PN) mixed with laterite non-commercial ore. It also presents PN processing in the presence of ammoniacal tailings obtained from the Caron process. The experiments were carried out according to 24 full factorial design. The regression equations were determined for extractions of Ni, Co, Cu, Zn, Fe and Mn. The obtained results show that increasing temperature, the acid/ mineral ratio and the leaching time have a positive and significant effect on extraction of all the studied metals. However, increasing the tailings addition favors the extraction of the Co, Zn and Mn. The extraction of Fe diminishes, while the extraction of Ni is not affected. In the following conditions; 180 min, 260°C, 0.5 kg acid /kg minerals and 2.5 kg PN/kg tailing; the following extractions were achieved; 96% Ni, 90% Co, 97% Cu, 99.9% Zn, 43% Mn and 26% Fe."

A sedimentação consiste em uma operação unitária de separação entre sólidos e líquido, realizada em tanques denominados sedimentadores, que se baseia na ação do campo gravitacional sobre as partículas para decantá-las e removê-las da água. Sua eficácia é extremamente dependente do tamanho das partículas, tendo em vista que a velocidade de sedimentação é diretamente proporcional ao tamanho delas. Dessa forma, no espessamento das lamas, é imprescindível a utilização de reagentes químicos (coagulante e floculante) que possibilitem a formação de agregados de maior tamanho. Neste contexto, realizou-se esse trabalho para investigar o efeito da dosagem desses reagentes sobre a sedimentação de lamas de minério de ferro. Para isso, empregou-se o Planejamento Fatorial, por meio do qual se planejou uma série de ensaios de sedimentação, variando-se as dosagens desses reagentes. As variáveis resposta monitoradas foram: a área unitária de sedimentação, o índice de turbidez do líquido sobrenadante e o percentual de sólido do material sedimentado. Baseado nos resultados experimentais, concluiu-se que os menores valores de área unitária de espessamento foram obtidos em dosagens maiores de coagulante e floculante, ao passo que dosagens excessivas desses reagentes, especialmente de floculante, provocaram um aumento do índice de turbidez do líquido sobrenadante e uma redução do grau de adensamento da polpa espessada.

As impurezas associadas ao minério de ferro em determinadas porções das minas são elevadas, principalmente os teores de manganês. Assim, vislumbrando o entendimento do comportamento dos minerais portadores de manganês no processo de tratamento via separação magnética, foram coletadas amostras diárias que alimentam o concentrador magnético e que representam o mix das minas do Complexo minerador, nas etapas de alimentação, concentrado e rejeito, por um período de oito meses. Nessas amostras, foram determinadas as granulometrias, análises químicas por faixas e mineralogias. Em uma segunda etapa de trabalho, foram coletadas duas amostras da mina 1 e duas amostras da mina 2, representativas dos materiais impuros, para identificação das fases minerais majoritárias através de difratometria de raios X, pesquisa microestrutural e microanálise química dos portadores de manganês através de análises em MEV-EDS. Os resultados mostraram que o manganês possui duas formas de ocorrência: uma como mineral liberado e a outra como minerais componentes de partículas mistas. Nesta última forma de ocorrência, pode-se obter maior concentração do teor de manganês no produto da separação magnética e/ou perda do elemento ferro para o rejeito, pois as partículas mistas (hematita + manganês) não são atraídas pelo campo magnético.
