A background characterisation study was carried out in the Sangre de Cristo mountains, New Mexico, to: quantify naturally occurring contaminant loads from mineralised areas; define site-specific background concentrations; and to determine key factors controlling spatial and temporal variations in contaminant concentrations. The study included a comprehensive sampling and testing program (paste pH/EC, ABA, leach extraction tests) of soil/bedrock from mineralised areas (including erosional scars), and a ground water and surface water quality monitoring program in selected mineralised watersheds. Results demonstrate that high concentrations of contaminants occur naturally in ground and surface water draining the mineralised area of the Red River basin. The erosional scars were found to represent the major source of acid rock drainage (ARD) (~66 per cent) in this area due to: high rates of weathering and erosion, which continually exposes sulfide-bearing outcrops; and high rates of run-off as a result of high elevation and lack of vegetation. The scar material is generally very acidic (paste pH ranges from 8.5 to 1.5; average = 3.6) with highly elevated concentrations of sulfate and leachable metals. The composition and concentration of leachable metals vary significantly, not only between scars but also within a given scar. While all streams draining the various scar watersheds are highly acidic, each has a characteristic æfingerprintÆ of sulfate and metal concentrations. Most of the run-off from the scars infiltrates into alluvial debris flow aprons and reaches the Red River via groundwater flow.

"Many used electronic and optical products contain cerium of rare earth oxides, but it is difficult to recover such rare earth compounds by traditional metallurgy methods. The proposed supercritical water metallurgy is a novel way, perhaps it will be very helpful for rare element recycling, but the thermodynamic properties at such special systems is not clear. In the paper the H20-CeO-CeO2 and H2O-CeO2-Ce2O3 ternary system phase diagram were produced under the pressure of30MPa with different temperature of350°C, 375°C and 400°C. The stability existing area of possible cerium compounds and different ions like Ce2+,Ce3+,Ce4+,W,HO2-,0ff ,CeOH2+,CeO+ and CeO2· were determined.IntroductionCerium is an extensively used metal element playing an important role in the rare earth elements. CeO2 is an apparently simple binary oxide with cubic fluorite structure [l]. Ce0O gives rise to a range of important technological applications because of its oxygen storage capacity at moderate temperatures as below: CeO2=CeO2.x+ X/2O2 [2]. The oxygen storage phenomenon gives ceria important technological uses in different fields as automobile exhaust purification catalyst [3-4], fluorescent powder, ultraviolet absorption material [5], polishing powder, fuel cell materials [ 6], and gas sensors, etc. The excellent properties of CeO2 nano powder make its synthesis and preparation become one of the hot spots of world scientists study."

Both temperature and humidity are important variables in electrical separations. By independent control of temperature and water vapor pressure, it is shown that charge depends primarily upon relative humidity, not on temperature or water pressure alone. All the effects of temperature changes other than modification of humidity are apparently small. However, humidity control can be achieved through manipulation of the more tractable variable, temperature. Both temperature and humidity are important variables in electrical separations. Some of their effects have been described in general by Fraas1,2 and by Ralston.3 The influence of temperature and humidity may be considered a problem in industrial separations because humidity, especially, is not normally controlled, hence leads to unpredicted quality control problems. The problem is significant whether the separation is based on conductivity differences or on contact electrification. There is no doubt that water adsorbs from humid atmospheres onto mineral surfaces resulting in conductivity changes.'-8 An empirical relationship between conductivity and humidity is1.4-6,8 where a and b are constants peculiar to the substrate, and s and h are the conductivity and relative humidity respectively. Some authors have taken advantage of differences in a and b among minerals to make or propose electrodynamic separations in which h is the key control variable. Fraasl,2 reported that the charge developed on quartz and feldspar through contact with aluminum is sensitive to humidity, as illustrated schematically in Fig. 1. A BRIEF account of the water-power potentialities of Tasmania is given, together with possible applications of the power commercially. A short history of the Waddamana development is then given, and the main works are described.WATER POWER POTENTIALITIESTasmania is an island of approximately 24,500 sq. miles area (exclusive of small islands). An area of 12,000 sq. miles is at an elevation of over 1000 ft. above sea-level, and of 2300 sq. miles at over 3000 ft. above sea-level. Average annual rainfall varies from' over 140 in. on West Coast to 20 in. on East Coast, and for the whole island averages 48.5 in. The total water-power available, based on conservative figures for run off and efficiency, is 6,000,000 b.h.p. Only a small percentage of this total will, under present conditions, and under likely conditions in the immediate future, be capable of being developed commercially.An extensive hydro-metric and water-power survey is at present being carried out in order to collect information concerning the most promising water-power schemes. Already 400,000 b.h.p. has been located in different proposals, and there is still a large area of very likely country along the West Coast which has not been investigated yet. Tasmania thus has very vast power potentialities, which, combined with good ports and communications and wonderful mineral and timber resources, should augur well for the establishment of the great key industries, particularly chemical and metallurgical.

METALLIC bismuth was known in the Middle Ages and the name is supposed to come from the German Wismut. The origin of the German name is uncertain. References to bismuth are found in the writings of Valentine, Paracelsus, and Agricola between 1450 and 1550. Early specimens of bismuth were very impure and often were confused with antimony, tin, and zinc. About the middle of the eighteenth century, J. H. Pott, C. J. Geoffroy, and Torbern Bergman succeeded in producing fairly pure bismuth and showed it to be an elementary metal similar in many respects to lead. H. S. Washington has estimated that bismuth occurs in the earth's crust about as abundantly as tungsten and silver; i.e., to the extent of 10-6 or 10-7 pct. It is found as native metal, both alone and associated with tin, copper, and other metals, and in a large variety of ores. The important ores are the sulfide (bismuthinite), the oxide (bismite), and the carbonates (bismutite and bismutosphaerite) . Other occurrences of bismuth are in the vanadate (pucherite), the selenide (guanajuatite), the telluride (tetradymite), and in many complex sulfides, arsenides, and antimonides. Bismuth minerals have been found in many parts of the world but very few of the bismuth deposits have been of economic value, the oxide ores from parts of China being the exception. The major portion of the bismuth production of today is the so-called by- product bismuth. After the milling and flotation of the platinum bearing ore, the flotation concentrate is electrically smelted in 6-in-line electric arc furnaces and the resulting furnace matte treated in Peirce Smith converters to remove the iron. The iron-free (less than 1% Fe) converter matte is granulated and sent to the base metals and precious metals refineries for further processing. During the smelting and converting processes two distinct gas-strength gas streams are produced: ?The Peirce Smith converter off-gas contains 4%?9% SO2which is treated in a conventional sulphuric acid plant to produce 94% H2SO4. ?The electric furnace off-gas contains 0.9% SO2which was (until September 2002) vented through a 91- metre high stack to atmosphere. In October 2002 Impala Platinum commissioned a SULFACID® plant at its smelter in Rustenburg, which recovers the SO2from the electric furnace off-gasses into a weak sulphuric acid solution. The SULFACID® technology utilizes wet activated carbon to oxidize the SO2toSO3. The SO3reacts with the water on the catalyst and is washed off the catalyst bed as a sulphuric acid solution with up to 13 wt. H2SO4. The plant operates at 60ºC and at atmospheric pressure. The SULFACID® technology is widely used in the pigment industry. This is, however, the first application of the technology on electric furnace off-gas. The present study investigated the extraction of uranium from a low-grade ore by sulfuric acid and the removal of radium from the leach residues by brine solutions. The optimum leaching conditions were found to be 1.5 mole [£]-1 H2SO4, 6.Og[9]-1NaClO3, 75°C,50% pulp density and 750 rpm with respect to the rate of uranium extraction. The maximum theoretical attainable rate of uranium extraction was determined to be V = 1.09 x 10 -2 mole [¢]-1h-1 with respect to pulp density. The order of reaction was found to be zero regarding the effect of sodium chlorate concentrations. The apparent activation energy of uranium extraction was calculated from the Arrhenius plot to be [A]E a - 2.36 kcal mole-1 (9.87 kJ mole-1). Based on a statistical design, an empirical equation has been developed describing the rate of uranium extraction with the leaching parameters. This equation can be used to generate data which may be useful for scaling up the process to pilot plant level. The most efficient brine solution for the extraction of radium - 226 from the leach residue was found to contain one mole[f] -1 CaCl2 and 0.01 mole [2] -1 HC1. The two step leaching with this solution resulted 87% removal of radium from the leach residue. On the basis of this study, a flow-sheet has been proposed for the extraction of uranium and radionuclides from the ore and leach residue to yield almost innocuous tailings.

A study of the literature shows that the greater part of research work on annealing of cold-worked iron has been for the purpose of studying the effect on grain-size and properties other than hardness. No reference has been found of experimental work of the same nature as that explained in this short paper. The material used throughout was Vismera iron, an iron containing 0.03 carbon and made several years ago by the Inland Steel Co. One-half inch stock was cut into cylinders % in. long. Introduction Of the techniques reported for cyanide removal from effluents, alkaline chlorination is the most common (Fisher and Wasser, 1969; Reidt, 1969). Shortcomings with this technique are the high reagent costs, chlorine contamination, and potential formation of cyanogen chloride. Chemical oxidation methods are also not suitable to remove cyanide from effluents containing sulphides in suspension, such as flotation tailings. An inexpensive method for removing cyanide, combined cyanide and related species from waste waters has been developed in Inco laboratories. The method is based on the use of sulfur dioxide (or a sulfite), lime, and air as the reagents. The decomposition reactions of cyanide, combined cyanide, and related species are catalyzed by copper in solution. Complete removal of cyanide species, most of which are oxidized to cyanate, is obtained by treating copper containing cyanide effluents with sulfur dioxide-air mistures while maintaining the pH between 6 and 10 with addition of lime. The new approach can also be applied to selective destruction of cyanide and combined cyanide in effluents containing sulphides in suspension, such as pyrrhotite. Again, a sufficient amount of dissolved copper must be present or added. Metals and precious metals present in the effluents are recovered as hydroxides by adjusting the pH of the treated effluents to about 9-10. Using the new method, the anionic species are removed in the following order: Free CN- > Complex CN- > Thiocyanate The above removal sequence is unusual as oxidants such as chlorine and ozone oxidize thiocyanate preferentially over the combined cyanide.

Acid mine drainage (AMD) is a common problem in different areas with a past history of mining activities, which is characterized by low pH (2-4.5) and significant toxic metals concentration. The main aim of the present work was to perform a process feasibility analysis in order to remove heavy metals (Cd, Zn, Ni, Mn, Cu) from AMD (Acid Mine Drainage) in a relatively cheap and environmentally friendly way, by means of electrowinning and biosorption. A first characterization of an Italian AMD sample was performed evidencing a zinc concentration around 2 g/L, cadmium and nickel content of about 4 mg/L, manganese of 85 mg/L and iron 190 mg/L. Electrowinning tests lead to the following metal removal after three hours treatment: Zn 99%, Ni 99.9%, Cd 99.9%, Cu 99%, Mn 87%, Fe 96%. Moreover, an high grade of purity of the metal deposit has been achieved (Zn>95%), as observed by X-ray diffraction analysis. Considering that metals concentration in the effluent was still above legal limits (in particular for Zn, Mn and Fe), a further biosorption treatment was planned in order to produce an effluent fitting environmental limits. Experimental electrowinning tests and literature multimetal column biosorption data have been used in order to perform a preliminary techno-economic feasibility analysis of the process aimed at metal removal from AMD. A treatment cost of about 6.5 ?/m3 AMD has been estimated, for a plant capacity of 10 m3/h AMD inlet flow rate.

The dielectric constant .has been frequently referred to as an important property in electrostatic separation whore the particles are in an air ambient. Hatfield (1) has studied the problem on the basis of fundamental theory, with the conclusion that separations in air dependent on the differences in dielectric constant, in conjunction with a nonhomogeneous field, are not feasible, because of the low dielectric strength of the air. Although Hatfield has made the statement without showing the calculation or data, calculated values substantiating this under certain conditions of the problem will be given in the following text. However, under other Conditions, these conclusions do not hold, and it is probable that the dielectric constant is indirectly influential.

Solid Energy New Zealand Limited owns and operates the Ohai coal field (Wairaki Coal Mining Licence, CML) in western Southland. The Morley Stream passes directly through the middle of the CML and has required diversion in the past to enable open cast mining to proceed. Solid Energy is evaluating two new open cast pits at Ohai. Commissioning these new pits would necessitate further diversion of the Morley Stream. One of these potential new mines is adjacent to an abandoned State Coal Mines (State Coal) pit and there is an opportunity to substantially rehabilitate this old pit as a corollary to the new mine and the stream diversion project.   Past Morley Stream diversions were undertaken by State Coal and so they predated the Resource Management Act 1991 and the degree of community environmental awareness and involvement that has become the norm these days. Not surprisingly the design and construction of the historic stream diversions was based purely upon mining (operational) and engineering considerations. This led to the stream being diverted in a manner that achieved the clinical conveyance of design volumes of water from points A and B.   Solid Energy realised that the proposed new diversions need to adopt more holistic and environmentally sustainable design principles while also including appropriate mining and engineering constraints. This project involved the design of a 1.7 km diversion of the Morley Stream (median flow of about 1000 litres/second) that would enable progressive prestripping and development of the new mines and would also address final rehabilitation (of the stream), geotechnical risks, hydrological and ecological issues. To address all of these factors the project required a multidisciplinary approach. Moreover, it required a clear understanding of how the mining operational constraints could be integrated with the environmental considerations. A significant aspect of the project was how to take account of fishery instream habitat needs, the resource consent requirements and most of all, the involvement of key stakeholders such as the Fish & Game Council, Department of Conservation, the Iwi and local community in the design process. This was achieved through coordinated consultation and stakeholder involvement in a technical design workshop.

Lump coal with high volatility is used for providing heat and reductive gas, and ensuring permeability in COREX. However, it is apt to be pulverized in transport and storage process. Therefore, comprehensive utilization of the pulverized coal to produce coal briquettes with appropriate binders is significant, among which the molasses binder cannot meet the technological requirements. In this paper, coal tar pitch binder and BJ additive were used in briquetting and carbonizing process of coal powder. The results showed that BJ effectively activated cold state cohesiveness of the pitch and make it bond the coke particles to a firm briquette at room temperature .Carbonizations of coal and coal tar pitch achieved obvious constriction and formed a carbonized skeleton. The drop resistance of wet briquettes reached over 50 times/1meter. When cured at 1000 °C for 1h under nitrogen atmosphere, the compressive strength of carbonized briquettes came to 6.43 Mpa.

A bearing isolator is a noncontact, nonwearing, permanent bearing protection device. It has a rotor and a stator, and the two are unitized, so that they do not separate from one another while in use. The rotor turns with a rotating shaft, while the stator is pressed into a bearing housing. The two components interact to keep contamination out of the bearing enclosure and the lubricant in. Bearing isolators do not require lubrication or any particular shaft finish or condition. The best bearing isolators are made of metal, usually bronze. They use a vapor-blocking feature that inhibits the free transfer of vapor contamination when the rotating equipment is cycled on and off.

The comminution at grain size level for the liberation of valuable minerals usually requires the highest size-specific energy. Therefore, the full understanding of the comminution process at this level is essential. Models based on the Discrete Element Method (DEM) could be a helpful tool for this purpose. In those, the mineral microstructure, which has a dominant influence on the fracture behaviour, can be described in great detail. One major concern, however, is the missing representativeness of simulated models. In this study, a method to overcome this limitation is presented. The authors show how a realistic microstructure can be implemented into a particle bed comminution simulation using a two-dimensional Bonded Particle Model (BPM). The improved algorithm based modelling approach is exemplarily compared to an equivalent real experiment. Thereby, the focus is set on the analysis of the interfacial breakage and the capability of the simulation to reproduce the experimental results. The comparison of the results shows that simulations at grain size level allow a more detailed evaluation of the fracturing behaviour. This is of special interest as the aim of comminution in mineral processing is not only the size reduction of coarse particles, but an efficient liberation of the valuable components. Hence, simulations with automatically generated real mineral microstructures will help to further improve the efficiency of ore processing. Most processing plants use automatic samplers to extract ore aliquots along a producing shift. These aliquots are combined into a sample normally sent to lab analysis. The sampler used in the extraction of an aliquot from a continuous flow of ore, i.e. a belt conveyor is required to be both precise and accurate. Surprisingly, not all commercial automatic samplers exhibit these two mandatory properties. Consequently, it is recommended the development of a procedure able to check sample assays reproducibility obtained using a given sampling protocol. This paper uses the Gy’s sampling theory to evaluate coal quality control practices at a washing plant using an automatic sampler extracting coal increments from the ROM feeding belt conveyor. Gy’s theory provides the means to establish the precision limits for a given sampling protocol. Various ore properties are required to be determined in combination with sample mass and mass of the lot sampled. All this information leads to the definition of the precision limit. The precision limit obtained was checked via an experiment mimicking what happens in situations where both miner and consumer use the same and appropriate sampling practices. The experiment demonstrates that sampling theory precision limits were valid if unbiased samplers are used by both parties, i.e. miner and consumer. Keywords: sampling, quality control, coal

G.A. Carmody and L.B. Anderson We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10
