Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

"INTRODUCTIONWestern Mines' copper-lead-zinc operations are located in Strathcona Provincial Park, near the geographic centre of Vancouver Island. This park includes Buttle Lake, which flows into the Campbell River water system. The latter provides domestic water for the Town of Campbell River, approximately fifty-eight miles from the mine site.Operation of the concentrator commenced in December 1966, at which time the tailings were discharged into a small tailings pond near the plant. On May 8, 1967 Permit No. 185 was granted to the company, allowing discharge of the tailings, through a submerged outfall, to the bottom of Buttle Lake.Needless to say, the concept of operating a mine within a park, and the discharge of tailings into Buttle Lake generated considerable controversy. However, this has all but been eliminated over the years by the proven effectiveness of Western Mines' pollution control program. In 1973 this program was further upgraded with the addition of an alkaline chlorination plant. Effluent treatment by this method became necessary as a result of process modifications, and has been effective in maintaining the levels of characteristics in the tailings within the ever increasing pollution control requirements imposed on the industry."

Major diamond pipes discovered in Western Australia in the late-1970s exhibited a number of unique features that not only resulted in Australia becoming the largest diamond producer in the world in volume terms by 1986 but also changed geological thinking on the primary occurrence of diamond. They were: - lamproite is an alternative primary diamond host to kimberlite. - the extremely high mean grade of the Argyle lamproite pipe at 5 ct per tonne. - the tectonic setting of the lamproite pipes in mobile zones mar- ginal to the Kimberley Craton in contrast to the traditional African setting within stable cratons. Diamond was one of the earliest economic minerals discovered in Australia but 128 years elapsed between its first recognition and the first Australian economic pipe discovery (Argyle). During that period some 200,000 ct of alluvial diamonds were mined in Australia (mostly in New South Wales), but such alluvial output is insignificant on the world scene where annual production today runs at 95 million ct of natural stones some 76010 of which comes from primary pipe sources such as Argyle which alone produces 30 million ct per annum. Of particular significance therefore is the geological nature of the primary diamond source rocks in Australia. The Argyle and Ellendale Pipes are lamproites, differing from kimberlite in their mineralogy and geochemistry, and characterised by the presence of typical lamproite minerals such as leucite, priderite, potassic richterite, and the abnormally high content of chemical elements incompatible with ultramafic rocks. "The Alberta and Northwest Chamber of Mines was founded in Edmonton, Alberta in 1935. The organization represented private sector mining explorers and developers in the province and north west Canada. The Chamber aided and abetted the establishment of the two territorial mining associations. Because of corporate human resource department creation by north of sixty mine operators, the Chamber refocused on Alberta and broadened its perspective to include activities beyond mining. In 1977 the name changed to the Alberta Chamber of resources. The slogan (in more modern terms vision, mandate, goal, etc) remains as Orderly Development of Canada's Resources.The sixty-three year reputation of the Chamber, built on volunteer rather than staff contribution, is the principal reason for any success. The key has truly been the reputation, not an image, as all activities have been solution oriented.This presentation provides insight into the structure and methodology applied by the organization, and reviews some of the successes and failures during the period 1985 to present. Pilot scale flotation tests were conducted with a 1-ft-diam column at the Barrick Resources (USA) Mercur mine, Tooele County, UT, to scavenge unleached (0.01 to 0.018 oz/st) gold values from the tailings of a carbon-in-leach (CIL) circuit. The optimal recovery was 35 pct of the unamenable-to-leaching gold, at a grade of 0.353 ounces of gold per short ton, using a mixture of dithiophosphate, xanthate, and diesel fuel as a collector. This was achieved by floating approximately 1.6 wt pct of the CIL tailings. The gold values are believed to be contained in arsenic-bearing minerals, attrited carbon, and carbonaceous material in the ore. Redox potentials were measured with a gold electrode during the conditioning stage prior to flotation. The correlation between flotation recovery and redox potential values could be used to control reagent additions. Treatment of a previously leached and weathered tailings material, averaging about 0.055 ounces of gold per short ton, was also investigated using the column. The tailings were first water leached at approximately 600 C, and the water-leached tailings, which contained approximately 0.03 ounces of gold per short ton, were then fed to the column flotation unit. The effects of pH and sodium sulfide addition on gold flotation recovery and redox potentials were examined. maximum gold recovery, 36 pct, was achieved at pH 8.5 with a sodium sulfide addition of 0.18 lb/st.

The Stevens Gateway Project is an expansion of the Stevens Institute campus overlooking the Hudson River in Hoboken, NJ. The plans call for 90,000 ft2 (8360 m2) of new classroom, research, and student life facilities in new, 4-story buildings. The excavations for the building footprints were bounded by city streets and existing buildings, including the historic Carnegie Laboratory of Engineering, built in 1902. Pit underpinning was originally specified for the Carnegie building. However, given the depth of cut, construction time required for the 13 ft (4.9 m) deep pits would be substantial. The geotechnical contractor retained for the support of excavation work therefore offered an innovative active soil nail wall design that would meet project requirements in a shorter timeframe. Unlike the passive soil nail systems common in the industry that are chiefly used for soil slope stabilization, active soil nail walls contain pre-stressed anchor components to resist soil movement and limit settlement of soil and structures being contained. In addition to a discussion of the overall design approach of the active soil nail wall system, this paper will include a detailed description of its constructability and effectiveness. This project’s use of a conventional slope stabilization technique for an unconventional purpose may have positive implications going forward. INTRODUCTION Stevens Institute of Technology is a private university in Hoboken, New Jersey that sits on the cliffs of the City of Hoboken overlooking the Hudson River and Manhattan Island to the east of the campus. In recent years, the university has executed numerous plans to expand and upgrade its campus academic, student life, and residential facilities. One such project is the Academic Gateway Complex. The plan adds 90,000 ft2 (8360 m2) of new classroom, research, and residential facilities while also enhancing community connections by building a park to serve as a green corridor for the city. The proposed construction took place on the north and south side of 6th Street between Hudson Street and River Street. The project included the demolition of an existing university building followed by the construction of two, 4-story buildings on the north and south property lots. The north and south buildings will be connected by a second floor bridge spanning 6th Street. The buildings each contain a full basement extending from the proposed ground floor at approximately El. 41ft (12.5 m) to the basement subgrade at El. 26 ft (7.9 m). Each building will be constructed on respective mat foundations. Figure 1 presents an overview of the project area.

A concerted effort between Akan International Limited and the National Research Council of Canada (NRC) has been initiated to develop a liquid-based slurrymaking process, dubbed SEED (Swirled Enthalpy Equilibration Device) for semi-solid forming. The technology is presently entering the industrial and commercial stages, and will be used by the first customers at the end of 2006. Semi-solid processing of aluminium alloys offers many advantages in fabricating economically near-net-shape parts of superior quality. The SEED process helps to overcome problems experienced with thixocasting and especially the high cost of feedstock. The SEED process involves two main steps: 1) heat extraction to achieve a desired liquid/solid mixture, and 2) drainage of an excess liquid to produce a self-supporting semi-solid slug that is formed under pressure. The heat transfer plays an important role (enthalpy equilibrium) during the manufacture of the semi-solid slurry and its analysis is briefly described. The semisolid material is obtained using different processing times and initial conditions. The impact on the solid fraction distribution and the morphological evolution of the microstructure is presented. The influence of the SEED processing parameters (slurry preparation) and the resulting mechanical properties for the alloy A356 are also reported.

"Modeling of the magnetohydrodynamical (MHD) and thermodynamical processes during the industrial scale Direct Chill (DC) casting of aluminum slabs is performed using a combination of ANSYS/CFX and ANSYS/EMAG software. The electromagnetic field is modeled through ANSYS/EMAG, while hydrodynamic and thermodynamic processes are modeled through ANSYS/CFX. Both packages were modified in order to calculate MHD flows in the liquid pool that forms during aluminum DC casting, and they were unified into a software combination that provides simultaneous simulation of all the above processes. The simulation shows that the electromagnetic stirring of the molten aluminum changes the shape of the solidification front (solid-liquid interface) very dramatically, namely it becomes significantly flatter. This effect should improve the internal structure of aluminum DC slabs and allows us to increase the casting velocity.IntroductionProduction of Aluminum alloys with high mechanical properties and structural uniformity is one of the main goals of industry. The preferred production method of aluminum alloys in most modern plants is Direct Chill (hereafter DC) casting because it offers high productivity and commercial success. One important limitation of this technology is the development of centerline shrinkage in slabs larger than about 1 meter. The improvement of the internal structure of long DC cast slabs can be achieved by electromagnetic stirring (hereafter ES) of the liquid metal above the solidification front. This intensifies heat transport in the zone close to the solidification front and suppresses shrinkage formation."

Productivity and operating expenses are everything when it comes to judging how well your mine and company are doing. Stakeholders are always looking at these numbers and trying to understand if productivity is improving, if operating costs are trending downward and what you are basing your decisions on. o make improvements you first need to understand how you are performing. If you can?t get this basic information, you will never improve. You will not be able to make simple decisions related to maintenance, operations or production. Forget about planning, as you will only be guessing based on the numbers some stakeholder or your executive wants to see. The problem miners run into is not that the data doesn?t exist; it does, but typically it?s raw, it?s everywhere and its volume is huge. Today there is more on-board computing capability in shovels than we had on our desktops three years ago. Add other mobile equipment, plant systems and multiple OEM vendors to the equation and the challenge is daunting.

The depletion of thicker coal reserves has resulted in the thinner seams being economically attractive. Surface protection against subsidence limits the extraction ratio to 50% for the room and pillar method as a "no subsidence condition". That rule was developed for pillars with smaller width/height ratio because seams mined at the time were commonly 6 feet thick. Over time pillar ribs deteriorate around the pillar perimeter and thus decrease the area of the pillar. Using 50% extraction as the no subsidence condition in the squat pillar category (below 42 in with w/h > 7) causes unnecessary losses of reserves because squat pillars are stronger. In this paper a method is presented for design of long-term pillars. Based on the analysis of pillar deterioration and field observations, an increase of the "no subsidence" extraction rate to 60% for squat pillars is proposed.

The decision to accelerate development of Stillwater Mining's East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and Rail Systems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km (3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

The sensitivity of radiochemical techniques makes possible the study of the initial-stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. This Bureau of Mines study of the initial leaching of chalcopyrite used techniques to evaluate the molecular and electrochemical processes. High-grade Transvaal chalcopyrite was neutron-irradiated in a TRIGA reactor4 to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes, during which time significant anomalies were observed. First was an initial period of rapid dissolution lasting a few minutes; second, an arrest or ?plateau? region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effects of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured.

The Mineral Resources Institute (MRI) has developed a unique process for selective fatty-acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption (over silica surfaces) and high reactivity of fatty-acid collectors toward apatite under slightly acidic conditions (pH 5 - 6.5). The process was successful in upgrading various Florida and North Carolina phosphate samples containing 7.7% to 15.3% P205 and 62.3% to 77.2% siliceous gangue (Insol). The resulting concentrates assayed 28.1 % to 33.1 % P205 and 4.1 % to 9.9% Insol, with high P205 recoveries of 81.8% to 92.2%. Depending on the degree of surface contamination of the silica particles in the flotation feed, one or more cleaning steps, with or without sodium silicate, would be required to achieve higher-grade phosphate concentrates.

The Bureau of Mines, through contract with Ultrasystems, Inc., obtained data on the oxidative degradative behavior of a number of materials used in coal mines. Tests were performed using a stagnation burner arrangement. Materials examined included those used in typical coal mining operations such as (1) polyvinyl chloride-containing materials. (2) neoprene compositions, (3) rigid foams (urethanes/isocyanates), (4) miscellaneous materials (including jute, fiber glass, and polyethylene), (5) coal, (6) fluids (phosphate esters, organic esters, oil-water emulsions), and (7) composites. The composite comprised a mixture of a phosphate ester fluid with (1) coal, (2) a representative polyvinyl chloride sample, or (3) a neoprene-type composition. A number of decomposition products are identified that could represent a potential health hazard to miners including HC1, CO, SO2 and H2S, if they were generated to exceed toxic levels.

At the East Sullivan site, pore-waters underlying a wood waste cover that prevents sulfide oxidation are characterized by an anoxic environment, abundance of dissolved organic substrates, and near neutral pHs. Such conditions favor sulfate reduction and base metals precipitation as sulfides, as well as carbonate-metal precipitation. Pore-water composition from 1992 to 1998 shows a significant Fe2+ decrease. Therefore, the restoration strategy of that site capitalizes on these alkaline and reductive properties. Since 1998, a novel treatment of acid effluents, based on the recirculation of water discharged around the impoundment through the organic cover, is tested on the site. Available data gathered in 1998 and 1999 shows that the pH of recirculated water flowing within the wood waste cover increases by 2 to 4 units and that Fe,, concentrations decrease by a factor greater than 6.

US 4,192,851-Recovery of elemental sulfur and the metal values from a complex sulfide ore containing two or more of the metals zinc, lead, copper, silver, gold and/or other metals. A mixture of ore and sulfuric acid and/or spent electrolyte is flowed at optimum temperature and pressure in a quiescent zone to dissolve selected metals and sulfur and coalesce the sulfur. The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

A new formulation is given to conduct a probabilistic block theory analysis. A new computer code (BTAC) has been developed to perform both deterministic and probabilistic block theory analyses. The variability of the discontinuity orientation and shear strength is incorporated in the probabilistic block theory analysis. Discontinuity orientation is treated as a bivariate random variable including the correlation that exists between the dip angle and dip direction. BTAC code was applied to perform both deterministic and probabilistic block theory analyses for a part of an open pit mine in the U.S. Needed geological and geotechnical data for the analyses were obtained from field and laboratory investigations. The variability of the discontinuity orientations resulted in important differences between the probabilistic and deterministic block theory analyses results. The results confirmed that the design value selected for the Maximum Safe Slope Angle (MSSA) for a particular region in the open pit mine based on the deterministic block theory analysis can be on the unsafe side. In summary, the results showed clearly the superiority of probabilistic block theory analysis over the deterministic block theory analysis in obtaining additional important information with respect to designing rock slopes.
