There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. Gold-silver mineralised veins at Favona, represent a new low-sulfidation epithermal vein discovery that occurs less than 1 km southeast of the world-class Waihi deposit. The Favona vein is hosted in Late Miocene andesitic lava flows and local dacitic tuffs that are intensely altered to quartz, adularia, chlorite, illite or interstratified illite-smectite (with ten to 70 per cent smectite) and pyrite. Adularia is widespread and envelops the veins, whereas chlorite and illite are mostly restricted to the footwall, and illite-smectite is confined to the hanging wall of the Favona vein. At shallow levels, kaolinite, cristobalite and rare alunite overprint the above minerals. A polymict hydrothermal breccia also occurs above and in the hanging wall of the Favona vein and contains clasts of altered andesite and various quartz vein fragments. Fluid inclusions in quartz veins sampled over a 300 m vertical interval have a homogenisation temperature range of 175¦ to 266¦C and dilute apparent salinities of 220¦C and grading into illite-smectite and local smectite which formed at 2. In contrast, late kaolinite, cristobalite and alunite formed from descending steam-heated acid-sulfate waters. Overall, the Favona and Waihi deposits are interpreted to have formed at similar levels in a single low relief hydrothermal system, with each deposit representing a distinct zone of fluid upflow.

The formation of copper thio-complexes in sulfide solutions has been recognized for many years and the measured solubilities of certain copper sulfide minerals attributed to these complexes. Attempts to model this system have proposed either copper(I) or copper(II) thio-complexes, and these have been incorporated into computer programs for generating stability diagrams for the copper-sulfur-water system in order to delineate the region where the reductive dissolution of copper sulfide minerals is likely. In this paper it is proposed that the dissolution of copper from both ore bodies and sulfide tailings can be explained by the formation of the cupro-thio-complexes under anaerobic conditions. Stability diagrams are presented to depict the region and extent of the solubility.

Powerful, easy to manipulate, ventilation modeling software is readily available to most mining engineers. Too often when preparing an initial ventilation model, engineers will go overboard in their design, creating a complex model with hundreds of branches. When, in practice, the creation of a less complicated ?to the point? model, containing a few well-constructed branches, would have delivered the same results. In this paper the author will demonstrate, by using actual feasibility report examples, that when designing a ventilation model, engineers should make more use of the K.I.S.S. (?Keep It Simple, Stupid?) Principle. As mining industry consultants we must continue to improve on, and deliver timely and cost-effective results to our customers.

The inquiry into the explosion at the Moura No. 2 Mine in August 1994 recommended -?Emergency procedures should be exercised at each mine on a systematic basis, the minimum requirement being on an annual basis for each mine.? (Windridge et al. 1996). In December 1996 the ?Approved Standard for the Conduct of Emergency Procedures Exercises? was published and has been subsequently revised (Queensland Department of Mines and Energy Safety and Health Division 1999). This document provided guidelines for conducting mine site emergency exercises as well as the requirement for a test of state-wide emergency response by holding a Level 1 Mine Emergency Exercise at one mine on an annual basis. From 1998 to date (January 2008) ten Level 1 Mine Emergency Exercises have been held in Queensland, Australia. This paper discusses each of the exercises conducted to date as well as the logistics, scenario preparation, planning and organising required to conduct emergency exercises at this level.

The essence of the method consists in creation of drop of opposite sign at the isolating stoppings, by which air losses through the accident district change direction of their motion. The period of reversal is selected in that way so that air may not find itself in the zone of burning. The method of fighting the fire considered was repeatedly used in the coal mines of the Ukraine. The theoretical basis of efficiency and two examples of use of this method by fighting the underground fires are adduced in the paper.

"According to Darcy’s equation, the rate of dewatering varies as inverse square of the surface area of the particles to be dewatered and is proportional to the pressure drop across a filter cake. Thus, the difficulty in dewatering fine mineral concentrates can be overcome by using high-pressure filters. When treating ultrafine particles, however, it is often necessary to further dewater the filter cake using a thermal dryer. In the present work, novel dewatering aids that can reduce the pressure requirement have been developed. The reagents are designed to reduce surface tension, increase particle hydrophobicity and increase capillary radius, all at the same time. They were tested for dewatering mineral and coal concentrates in both laboratory and pilot-scale tests. The results show that the use of the novel dewatering aids can substantially reduce cake moistures and, at the same time, increase throughput. In this communication, the case history of using the reagents commercially at the Garpenberg concentrator is given. The use of the novel dewatering aids allowed the operators to use a vacuum filter to obtain desired cake moistures and obviate the need to use a thermal dryer.INTRODUCTIONDewatering is an integral part of mineral and coal processing operations, as it is necessary to remove water from concentrates (or clean coal) to minimize shipping costs, meet contract specifications, and recycle the process water. Because mine haul trucks consume considerable quantities of fuel, they are ideal candidates for the adoption of cleaner and cheaper fuels like natural gas. Impressive fuel cost savings will be realized in regions where liquefied natural gas (LNG) has cost advantage to diesel fuel, while also providing significant reductions of air contaminants and greenhouse gases. High Pressure Direct Injection (HPDI) of natural gas utilizes the diesel cycle combustion process and therefore retains the diesel engine?s high performance and efficiency characteristics. HPDI has been demonstrated in on-road Class 8 trucks since 2001 accumulating almost 10 million kilometres to date. The supply of LNG fuel will be an essential parallel aspect in the introduction of HPDI to mining. LNG can be transported to site as diesel is today, or may be produced on or near mine operations that have access to methane sources or pipelines.

At first I read this paper with interest, which grew to fascination, and ended up with horror. Such reactions to a supposedly scientific contribution are rare, and I believe the coal mining community must be warned in the strongest possible terms against the recommendations that this paper makes. The paper purports to have assessed statistically two sets of data on methane concentrations recorded in the return air from Turkish longwalls. The first set of data, from their Table I, is reproduced in Table I below. The data have been rearranged in classes to indicate the underlying distribution. While there is only limited data (N=33), the distribution looks as if it could be the sum of two normal distributions with means around 0.5 and 0.8, or possibly a log-normal distribution. What is quite clear is that it is nota single normal distribution.

Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2.0 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH's Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis, and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items which require the constant attention of miners operating in these conditions. "A modular gold processing unit (MGPU) was designed, installed and operated over an eight-month period by RSW-Béroma at the Granada mine located near Rouyn-Noranda, Quebec. A description of the project geology, plant set up, as well as exploitation results, including productivity and profitability curves, are given for a small-scale mining operation in comparison with larger ones. IntroductionSmall-scale mining (SSM) is a widespread activity in Africa, Mexico, Central America and South America, where numerous small mineral deposits are exploited manually or by semimechanized methods. On the other hand, SSM is almost absent in Canada, where the mining industry traditionally exploits large deposits, using concentration plants with capacities of many thousands of tonnes per day. However, many small gold (and other metallic or industrial mineral) deposits are known in Canada. Their reserves are too small to justify the cost related to the construction of a standard mill and, if they are remote from a custom milling facility, they remain unexploited. With this in mind, RSW-Béroma has developed the modular gold processing unit (MGPU) that allows the profitable exploitation of small mineral deposits. The MGPU is the perfect tool for SSM and its main advantages are a much lower capital cost than a standard mill and its portability, which makes it easy to transport and reinstall on another site, once the exploitation of a small deposit is terminated. The denomination MGPU will be used hereafter in the text as it was primarily designed for gold deposits, although it must be kept in mind that this portable plant can be adapted to other mineral substances."

One of the most sought after answers in any consideration of blasting activities relative to mines and quarries is how to safely and efficiently use explosives. While that discussion might be relatively straightfonvard in a “site specific” situation. it becomes more complex when viewed from a broad geographic perspective. Such is the case in considering the operations of one United States producer of crushed stone with surface and underground mines spread over a thirteen state area. Differing geologic environments set conditions that dictate to the blaster as now specifically to get optimum results from the blast hole. This treatise is a discussion of the various methods, materials, and principles used in conducting such blasting operations.

For processing copper, continuous converting has been successfully employed in a variety of locations, but for nickel, there has yet to be a successful commercial implementation of continuous converting technology. At Inco?s Copper Cliff smelter, there are specific requirements for the production of Bessemer matte relating to downstream processing that makes continuous converting for nickel mattes even more challenging. The nickel carbonyl refineries require very low iron levels in the matte, and the sulphur deficiency must be carefully controlled such that the appropriate quantity of PGM-rich metallics are produced from matte separation. The present paper outlines continuous converter technologies that have been implemented in copper, and evaluates their potential for nickel converting. The challenges of producing a Bessemer matte to the required specifications are discussed. The economic and environmental driving forces, and the challenges of justifying a novel technology in place of productive existing equipment, are discussed.

Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. "It is difficult separating fluorite from Ca, Ba, Si intergrowth minerals than simple from Si, using common reagents such as combination of oleic acid or paraffin soap and water glass, but the finest quality fluorite concentrate whose grade is over 96%F must be required in chemical plant.This paper studies the flotation process of native fluorite from calcite, barite and silicate minerals whose flotation properties is similar to fluorite, using new effective collector H602 and new depressor S602 that is cheaper in cost, and describes the flotation properties. In order to determine optimum flotation separation condition, the effect of pulp pH, pulp temperature, pulp density and the effect of dosage of reagents on flotation were investigated and the flotation result was provided by oleic acid collector and the results of collector H602 were compared with those of collector oleic acid in the test. The test result of ore samples shows that at moderate pulp pH values (10.5-11.5) and other moderate technical conditions, the fluorite mineral can be obtained by new reagents and the rational reagents combination. The conclusion is 98%F of fluorite concentrate can be obtained, using the combination of H602 and S602 and only 5 steps in techniques. "The results of Mr. Klymowsky's research confirm the essential role played by oxidation products in the flotation of base metal sulphides. They invite a discussion on the subject of aeration which I may open by a brief description of the development and current practice of aeration. The first installation of pre-flotation aeration in Canadian milling practice was undertaken during the years 1928 and 29 at the then new Noranda Mill. C.G. McLachlan and his collaborators demonstrated that the flotation differential between chalcopyrite and iron sulphides was enhanced by aeration in soda ash alkaline pulps. The ores treated contained more than 80 per cent sulphides. It was proposed already then that the products of mineral oxidation assisted copper and retarded iron sulphides, at least pyrrhotite flotation. The concentration of thiosulphates was used as a measure of the progress of oxidation. Several papers by C.G. McLachlan elaborate on this subject.The aerator was also used as classifier since it was held that aeration, i.e. controlled oxidation, should go hand in hand with creation of new mineral surfaces. Grinding mills and aerators were placed in closed circuit. Figure 1. This aeration was essential for successful separation at Noranda.Following the application of aeration at Noranda the technique was applied to existing mills in N.W. Quebec. Impressive improvements in concentrate grades and recoveries were obtained. It was observedthat the zinc flotation benefitted from aeration as much as the preceding copper float. In the late forties and fifties the aerator classifier was installed in new mills associated with the Noranda group. A diagrammatic sketch of the Quemont flow-sheet (figure 2) may serve as a typical example."

A research team at the Iron and Steelmaking department at Primetals Technologies has established new upgrading measures for improving the efficiency of the beneficiation process in ironmaking plants, relying largely on pre-existing equipment. After the upgrade, the iron content in the final iron ore concentrate was shown to be significantly higher. Remarkably, the costs for employing the respective measures are surprisingly low.This case study is based on a Kazakh iron and steel producer, whose beneficiation process is currently generating a magnetite concentrate with a final iron content of 65.65 per cent. The study shows that the implementation of Primetals Technologies’ intelligent modification measures to the current beneficiation process, the realisation of more effective dewatering, and the utilisation of an innovative binder lead to an increased iron content in the resulting pellets, reaching a concentration of 69.17 per cent (iron ore concentrate) and 66.5 per cent (pellets).The current operation consists of three closed circuit grinding stages, four stages of low intensity magnetic separation, vacuum disc filters and straight-grate pelletising. By dividing the slurry after the second stage of grinding and the third stage of low intensity magnetic separation, it is possible to divert the more iron-rich fines before they would enter the third grinding stage and the fourth stage of magnetic separation. This then reduces the load on the existing third stage ball mill. Afterwards, the ground material is treated in an additional low intensity magnetic separator and mixed with the previously diverted fraction of the fines. An improved filtration procedure, combined with the application of a highly sophisticated binder, further reduces the amount of additives needed, so that a genuine direct reduced (DR)-grade iron concentrate is produced as a result.All laboratory, pilot and pelletising test work was executed at Primetals Technologies’ laboratories in Austria.CITATION:Martens, J, Petzold, L and Hiebl, B, 2017.
