This paper is a progress report on the study of mining methods and costs in the western United States and summarizes that part of the work pertaining to the undercut block-caving method of mining. Ore is mined on a large scale exclusively by the undercut block-caving method at the following six mines in the western United States: The Morenci branch of the Phelps Dodge Corporation, Morenci, Ariz.; the Ray mines of the Nevada Consolidated Copper Co. at Ray, Ariz.; the Inspiration Consolidated Copper Co. at Inspiration, Ariz.; the Miamo Copper Co. at Miami, Ariz.; the Ruth mine of the Nevada Consolidated Copper Co. at Ruth, Nev.; and the Consolidated Coppermines Corporation at Kimberly, Nev. The undercut block-caving method is also used at the mine of the Andes Copper Mining Co. at Potrerillos, Chile.

The paper outlines the 17 Mt/a Telfer Project plant process design from sample selection to feasibility study design. The 366 Mt Telfer mine reserve consists of a diverse range of copper and gold mineralisation, from massive sulfide reef ores to stockwork ore, oxide copper minerals to chalcopyrite, siltstone to competent quartzite, all with relatively high levels of gravity recoverable gold. The complexity of the orebody demanded a flexible plant that could recover copper and gold values by a combination of gravity recovery, flotation and concentrate leaching. The demands of treating ore from a high grade underground mine and a variable grade open pit (that includes underground old mine workings) necessitated a dual train approach from primary crushing to concentrate production in order to minimise the requirement for campaigning of different ore types. An extensive sampling, testwork and technical evaluation program was undertaken to identify processing characteristics and the optimum process route for each ore type. The design experience included: the development of robust primary stockpiling and pebble crushing concepts; detailed review of scale-up of SAG and ball mill pilot plant data to plant scale; the selection of two 15 MW SAG mills and two 13 MW ball mills for the grinding circuit; and detailed modelling of the pyrite concentrate carbon-in-leach (CIL)/sulfidisation acidification recovery thickening (SART)/acidification volatilisation recovery (AVR) process to optimise design for copper and cyanide recovery from leach liquors. The Telfer plant design also measures the development of process design based on experiences at the Cadia Hill Cu/Au concentrator, commissioned in 1998. The differences between the two plants are compared and contrasted.

An economic evaluation of the Bureau of Mines process for the separation of raw urban refuse into its metal, mineral, and energy components is presented. The process recovers ferrous metal, mixed nonferrous metals, aluminum, mixed-color glass cullet, and refuse-derived fuel products from raw refuse. Data for this evaluation were obtained from selected runs at the Bureau's pilot plant in Edmonston, Md. A cost estimate was prepared for a plant capable of processing 1,000 tons per day of raw urban refuse operating two shifts, 6 days per week. The fixed capital cost, based on second quarter 1976 equipment costs, is approximately $14.5 million excluding land and shipping containers. The estimated operating cost is approximately $8 per ton of refuse processed. This does not include credit for the products, transportation of the products, a tipping fee, or a dumping fee for wastes produced. No finance charges or taxes are included in the operating costs.

THE desulphurization of molten iron and steel is a very complicated process. One way to arrive at a better understanding of this process is to break it down into several simpler chemical processes that can be studied individually in the laboratory. For a study of the different factors that influence the equilibrium distribution of sulphur between liquid metals and slags, several simpler equilibria may be investigated. One very important subject is the determination of the escaping tendency of sulphur in the liquid metal and its dependency on temperature and composition of the melt. Several papers in this field have recently been published.', ' Another subject is the study of the sulphur capacity of the slag. A molten slag is indeed complex, and even if sulphur distribution data for a large variety of molten slags may give empirical data about their desulphurizing power, the importance of the individual components is still not quite clear. It is accepted generally that lime is the most important desulphurizing component in the slag. The present investigation has as its purpose to study the desulphurizing power of lime in its standard state, and to provide a basis for thermodynamic calculations of the desulphurizing power of various lime-containing slags. The standard state of lime at steelmaking temperatures is solid calcium oxide, CaO. It can react with sulphur to form solid calcium sulphide, CaS. The relative stability of calcium oxide and calcium sulphide is expressed by the free energy of the reaction: 2Ca0 (s) + S1 (g) = 2CaS (s) + O2 (g) The existing free energy data for this reaction, listed by Kelley5 nd Osborn,' are uncertain to about 10 kcal and are of limited value for a calculation of equilibrium constants. Under the conditions prevailing in a melting furnace, the sulphur pressure may be expressed conveniently by the ratio H,S/H2 and the oxygen pressure by the ratio H,O/H, (or CO,/CO). The desulphurizing power of calcium oxide may, therefore, be studied by the reaction CaO + HIS = CaS + H2O. A study of this reaction may be complicated by certain side reactions: Water vapor and hydrogen sulphide may react. to form sulphur dioxide, and calcium sulphide may be oxidized to calcium sulphate. A thermodynamic calculation shows that these side reactions will be suppressed to insignificance if the equilibrium is studied in the presence of an excess of hydrogen. The apparatus used is shown in Fig. 1. About 10 g calcium oxide and 20 g calcium sulphide (laboratory qualities) were intimately mixed, and some water was added to make a thick paste. The paste was put into a thimble of zirconium silicate, which was placed within the constant temperature zone of a furnace, and capillary refractory tubes were attached in both ends. After the mixture had been heated in dry hydrogen at 1000°C for several hours all Ca(OH), and CaCO, had decomposed and CaSO, was reduced, so only CaO and CaS remained in the thimble forming a porous plug. The mixture was examined by X-ray diffraction after the initial reduction in dry hydrogen as well as after the subsequent experimental runs up to 1425 °C. It was shown that crystalline calcium oxide and calcium sulphide were always present together in about equal amounts. The unit cell edges were found to be 4.80A for CaO and 5.68A for CaS in good agreement with existing literature values." This shows that the mutual solid solubility is very small, and that the compounds are present in their standard states. Purified hydrogen was passed through water sat-urators kept at constant temperature in a thermostat bath. The amount of water vapor saturation was checked by means of a dew point method, not shown on Fig. 1. The gas mixture was passed through the capillary inlet into the furnace, where it was sifted through the porous plug of calcium oxide and calcium sulphide. The hydrogen sulphide present in the outgoing gas was absorbed in a zinc acetate solution and the hydrogen was collected over water. When one liter of hydrogen had been collected, the amount of hydrogen sulphide was determined by iodometric titration. As one molecule of H,O is used for the formation of each molecule of H,S, the equilibrium ratio H,S/H,O would be , where (H,O) is the molar concentration in the ingoing gas, and (H,S) the molar concentration in the outgoing gas. In the present work (H,S) was always very small compared to (H20). In order for the observed H,S/H20 ratio to represent the true equilibrium ratio the gas flow has to be: 1—Sufficiently slow to give a complete establishment of equilibrium, and 2—sufficiently fast to counteract thermal diffusion. Incomplete reaction would give a value decreasing with increasing flow rate, and thermal diffusion would give a value increasing with decreasing flow rate. When inlet and outlet tubes of about 2 sq mm cross-section were used, the observed gas ratio was independent of the flow rate between 15 and 125 cc per min, Fig. 2. Entrainment is a process by which fine and ultrafine particles are transferred to the flotation froth from the top of the flotation pulp, and eventually discharge to the concentrate product, evenwhen they are not attached to gas bubbles. Therefore, entrainment can be considered as a two-step process, one at the upper layer of the pulp to the flotation froth, and the other from froth to the concentrate. Entrainment is inevitable for both hydrophobic and hydrophilic minerals and is one of the significant factors affecting concentrate grade. This paper provides a comprehensive review of the entrainment mechanisms and entrainment models, as well as a summary of the main factors affecting entrainment and the techniques thatmay be used to lower or eliminate entrainment. Based on the review, we point out that selective aggregation of fine and ultrafine gangue minerals using appropriate process aids (polymeric depressants, inorganic salts, etc.) to increase their particle sizes appears to be a convenient and economical method. Directions of further research along this line are discussed.

This paper presents a review of published investigation dealing with the importance of sulfur compounds in the deterioration of materials or providing some basis for estimating the extent of loss shareable to such air pollution. Materials included are cement, stone, metals, paint, leather, paper, sand cloth. The investigations may be divided into two classes, one of the laboratory type in which the sulfur content and the humidity of the air were controlled and the other dealing with the exposure of materials to atmospheres not under control. The first type of work has shown that cement is subject to deterioration by the action of sulfur dioxide gas. The experiments with stone indicate that although limestone takes up sulfur dioxide, from the air, moist sulfur dioxide-air mixtures alone cannot be used for establishing- the comparative weathering- qualities of the different types of stone by accelerated test methods. Laboratory tests indicate that sulfur compounds in the air accelerate the corrosion of iron, steel, zinc, copper, and nickel at normal air temperatures and at certain relative humidities. It has also been indicated that certain types of paint are, affected by high sulfur dioxide concentrations, and that paper is attacked by sulfur dioxide in the atmosphere. The investigations of the second type show the amount or variation of corrosion in different localities and under different types of exposure. The investigations (10) (18)4/ during which sulfur determinations were made indicate that sulfur dioxide is a main controlling factor in the corrosion of iron and steel but according to Quick (18) may not be for some nonferrous metals. In general, the laboratory tests do not Jive definite data on the loss due to sulfur compounds at the concentrations normally found in the air. The data from atmospheric exposures are not complete from the standpoint of the exact effect of the sulfur compounds. Damage to materials so exposed is affected by factors such as other chemical contaminants, humidity, rainfall, solid deposits, and sunlight. The interest in the use of micro- organisms in the leaching of sulphide minerals has been traditionally exploited as a scavenger process for the recovery of valuable metal by- products from waste ore dumps. Environmental concern on sulphur emission from conventional pyrometallurgical plants together with the cost of stack cleaning systems to comply with legislative control also indicate baccerial leaching to offer a low cost treatment for the processing of sulphide minerals. The paper describes the effect and limits of relatively coarse particles on the complete leaching of pyrite and its importance to the practical application in dump leaching operations of sulphide minerals. It has also been demonstrated that static leaching techniques have encouraging economic potential for process plant operations compared with agitated leaching systems.

The economics of transporting minerals by sea in less than full cargo lots encompasses an analysis of production costs, sale and inventory calculations and a careful comparison of ocean freight costs all of which when pieced together will usually definitively indicate which of the ocean freight alternatives is the correct one for the economic factors involved. To illustrate: Let us assume that a production to be marketed yields 60,000 metric tons of copper concentrates over a twelve month period. Shipment is geographically viable through Vancouver, B.C. The production has been sold to a Japanese Smelter and the mine produces at a rate of 5,000 metric tons of concentrates per month. The copper has been sold CIF FO. The Seller has carefully investigated ocean freight rates Vancouver, B.C./Hibi, Japan and finds that he could obtain a twelve month freight contract at $15.00 per metric ton FIGS based on a loading/discharging speed of 4000/ 2000 metric tons per WWDSHEX (weather working day, Sundays and Holidays excluded) this freight rate being predicated on shipping in lots of minimum. 15,000 tons. A further freight investigation reveals that to ship at the same terms and conditions but in lots of 5,000 tons, and shipping each month (in accordance with the mine's actual production) would cost $20.00 per metric ton FIOS. The calculation that is now made is whether it is more desireable to pay a higher ocean freight by shipping in 5,000 ton lots or to pay the lower freight where here the ocean freight involves a difference of some $300,000.00.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

"Numerical modelling is becoming universal in rock engineering practice. Most applications focus on the prediction of failure loads of 2D problems, where the numerical models are useful extensions to analytical methods and experience-based design criteria. For 3D problems and problems where the assessment of serviceability indicators – displacements, ground-structure response, etc. – are of importance, the selection of the constitutive models themselves and the implications of the selection of material parameters may have a very heavy impact on the reliability of the model outcome and its predictive capability.This paper overviews basic common aspects of constitutive equations used in practical rock engineering and summarizes some challenges that are frequently observed when reviewing numerical models performed for routine problems in rock engineering. INTRODUCTIONNumerical methodsFrom a philosophical perspective models, either analytical or numerical, are idealizations of a perceived reality. For us engineers, models are just tools we use to guide our judgement and understanding of the problem in hand. When dealing with problems in rock engineering, we resort to a wide range of techniques:1. Closed form solutions like confinement-convergence methods for circular tunnels: these methods satisfy equilibrium and compatibility requirements at the cost of a crude simplification of the material behavior and geometry;2. Limit analysis methods, like bearing capacity formulas: lower bound methods satisfy equilibrium but sacrifice compatibility, and upper bound methods do the opposite. Material behavior must be simple, geometry admits limited freedom;3. Limit equilibrium methods, like method of slices for slope stability: they satisfy restricted forms of equilibrium, do not satisfy compatibility requirements, require simple material behavior but have a much greater flexibility on geometry;4. Numerical methods, where a mesh is employed to discretize the problem geometry: when properly formulated, these methods satisfy equilibrium and compatibility requirements and give reasonable approximations to the behavior of very complex geometries and construction sequences. Very little restrictions remain on geometry and material behavior, but the cost of calibrating the material parameters can be very high."

High stress underground mining poses a significant challenge to rock mechanics and rock engineering. To overcome theses challenges significative improvements in solutions and best practices of the design and operation of mines under high stress have been developed and implemented. This paper presents certain topics related to the management of high stress for sustainable underground mining. The topics include; the effect of preconditioning techniques (destress blasting and hydraulic fracturing) in the seismic rock mass response to underground mining and the dynamic behaviour of rock support systems. The opportunities associated with research in rock mechanics and practical rock engineering are discussed.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial and logistic considerations influence the allocations, no objective criterion is usually given which determines the optimal allocation. Maximizing the gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function the following data are necessary: 1. The probability that an area contains a target must be estimated. 2. For each scale of exploration, four probabilities must be estimated: the probability that an anomaly is produced by the target; the probability that an anomaly is not produced by the target; the probability that an anomaly is produced by a barren area (false signal); and the probability that an anomaly is not produced by a barren area. Alternatively, the barren area can be replaced by other targets. To illustrate the allocation model, the optimal number of line kilometers/line spacing per area is determined for an aeromagnetic survey for iron in Egypt.

I gratefully acknowledge the help of a number of American and Canadian geologists, in both federal surveys and in private firms, who took the time to discuss this problem with me. Hans Landsberg and Bruce Netschert also followed the study with interest and encouragement. In their 1961 monograph, THE FUTURE SUPPLY OF THE MAJOR METALS, Bruce Netschert and Hans Landsberg noted that identified potential resources (that is, known but submarginal resources) of lead and zinc were much lower relative to reserves (that is, known and supermarginal resources) than was the same ratio for other metals.1/ Put another way, it seemed that for such metals as iron, manganese, copper, and aluminum, slightly more favorable economic conditions or modest advances in technology would greatly increase reserves by permitting the exploitation of vest quantities of leaner or deeper or otherwise less valuable mineral deposits. But for lead and zinc, Netschert and Landsberg concluded that either: "(1) there is relatively little material below present cutoff grades; [or] (2) such material exists, but for some reason there are no data.? 2/ This situation, which they called "the lead-zinc anomaly" has been subsequently discussed by other authors. The purpose of this paper is to carry the discussion further by examining the evidence in favor of (1) and (2) and by advancing a third alternative.

Chromite ore processing residue (COPR) is a hazardous waste containing high concentration of chromium. We describe here a pioneer trial of detoxification of COPR in column reactor with an indigenous chromate reducing bacterium Leucobacter sp. Ch1, which showed high chromate reducing ability at high pH. Under the optimum conditions, at 30°C and pH 10.0, pH of leachate decreased from 10.3 to 8.3, and Cr(VI) concentration in solution decreased to zero mg L-1, and 76.4% of Cr(VI) was removed from COPR samples. The leaching toxicity of detoxified residue was 1.1 mg L-1 that was lower than national standard of China.

A review of blast designs and improved blasting practices at the Ekati??Diamond Mine is presented along with the results of three blast-monitoring experiments. Blast monitoring was undertaken to investigate blast damage mechanisms in the mine's well jointed rock mass. Rock mass damage caused by production, pre-shear and wall control blasts was measured. Ekati??uses 270mm holes for production blasting, and 165mm holes loaded with a decoupled charge for pre-shearing. The production blasts are loaded with bulk emulsion / ANFO blends. The mine plan involves using 30m double benches. A 30m high pre-shear is drilled and blasted prior to the production blasting that is done with sequential 15m benches. This paper summarizes the monitoring equipment and data gathered to date.

WE assemble again today in this comfortable, hospitable Inn to begin this, the 58th, Meeting of our Society. It is just a year ago when last we met but that year was, probably, the most portentious year in the whole history of mankind. In that year, the German 'Atlantic Wall' was broached, the Rhine was crossed, and Germany, as a Nation, has ceased to be. The agony of Europe is over; convalescence may be, probably will be, slow. But blood no longer flows in Europe. Time will heal the sores, cover the scars, regenerate the industries, rebuild the cities, and re-establish the people. True, the war of all wars is not yet over. True, a bloody conflict remains . But, the power of the United Nations now converges on one target. The rain of blood will be heavy. We can hope the storm will be short. The sun is on the horizon. The light of peace 1s in the sky. What of that Peace? Are we ready for it? Have we a 'sure foundation ' for our future world? Are the footings under that foundation broad and substantial? Can we look forward with confidence to a lasting peace and a fruitful life? The United Nations, even as this is being written, are in conference in San Francisco, placing the footings, rearing the foundations for a world edifice. There are bickerings; there are jealousies. The world is tired, and a tired family always squabbles. We can, we must, believe that the decisions they make, the edifices they rear, will be better than anything we each could effect separately. It will be a compromise, probably; it will carry things that will hurt us, just as it will carry things that will hurt others. We can, we must, believe that the good of the whole is a greater good than the good of the part. Each Nation within the United Nations must sacrifice something, each part of each Nation must sacrifice something, each individual within each part of each nation must contribute something, if the whole is to be wholesome. Sacrifice and contribution must be the order of the day if the New World we are about to build is to be worth while. What of Nova Scotia? The world has travelled far in the last year; how far has Nova Scotia gone? Canada has preparations for the Peace under way; what has Nova Scotia done? Is Nova Scotia preparing counter measures for the sacrifices it must make? Is each of us ready to contribute his share?

Natural resources are the reservoir from which society draws its material sustenance. Although there is a growing awareness of the need for aesthetic resources such as space for recreation and natural beauty, the basic resources are soil, air, water, and minerals including fuel. Minera's and all sources of energy gain in relative importance with advancing technology and expanding industrilization. In the highly industrialized economy of the United States, almost every aspect of man's life is touched in some way by a product of, the mineral; industries. Agriculture owes much of its productivity to mineral-based fertilizers, insecticides, and mechanical equipment. Modern construction, manufacturing, communications, and transportation are all dependent on nonmetallic minerals, metals, and fuels. Throughout history, those nations with access to minerals, and the technology for using them, have gained ascendency. Before World War II the leading powers also were, leading coal producers. In order of declining rank the five leading' coal producers were the United States, the United Kingdom, Germany, the USSR, and Japan. That the military victory went to the side with the greater' capacity to convert iron and coal into tools of industry, and weapons, is' more than coincidence. It is a fundamental' fact of existence. It is axiomatic that the United States must have a continually increasing supply of minerals if we are to meet the needs of our burgeoning population for a comfortable standard of living and for national security.
