The creation and maintenance of a healthy working environment in surface mining operations require sustained efforts in pursuing advanced research initiatives toward the development and deployment of powered haulage technologies. This paper contains progress summary on a frontier research in truck dynamic control, vision and collision avoidance. This research is required to provide solutions to challenging problems regarding operator visibility in truck haulage in a surface mining environment. The paper focuses on truck control kinematics and dynamics, truck-haul road interactions, intelligent truck sensing, intelligent truck collision avoidance system, integrated system for situational awareness, augmented visualization and operator interface, and field testing and error variance modeling of developed technologies. A sensor suite of four subsystems, including front-side stereo-camera, front-side Doppler radar, close range sonar proximity sensors, and rear-side camera system have been recommended for developing a 360° truck operator vision to allow safe operations. This research initiative is significant because it will provide a strong basis for developing technologies to improve truck haulage safety in surface mines and construction sites.

INTRODUCTION The mining, extraction and refining of metals into useful materials is an honorable profession with an ancient and productive history. Civilizations have long depended upon metals for their implements, structures and machinery necessary for survival, growth, and development. Today, as in the future, metals and minerals are essential to the progress of mankind as we approach the 21st century with technologies and concepts that will require new concepts and production from the metal mining and processing industries. Today is the tomorrow we talked about yesterday and the implementation of new ideas is essential if we are to achieve "Frontier Technology in Mineral Processing". Unfortunately, the state-of-the-art mining, processing, smelting and refining methods historically employed were less than desirable environmentally, which has caused todays public to view the metal mining and processing industry with concern. Presently the ancient rock and chat tips connected with old Roman lead-zinc mines which were worked in Wales are causing stream contamination problems that must be corrected at considerable expense to the local governmental agencies (Firth, J.N.M., et al., 1981). However, improved progress has been made and the environmental control and clean-up procedures utilized by modern lead-zinc operations in the "Viburnum Trend" or "New Lead Belt" of South East Missouri may serve as a model to illustrate how alternative technologies, environmental concerns and cooperative efforts contribute to efficient mineral production within the confines of a U.S. National Forest region without significant environmental impacts. This area received international attention when it was opened within the boundaries of the Clark National Forest in the mid 1960's. By 1970 it ranked first in the world by producing 432,576 short tons of lead ore and has since continued in this position producing 451,153 short tons of lead ore in 1983 representing 91% of the total United States lead production (U.S. Bureau of idines, 1983). This production comes from a mining area approximately 40 miles long by 10 miles wide extending in a north-south direction. Geologically the lead is disseminated throughout the Cambrain age Bonneterre Formation, mostly a dolomite, at depths ranging from 700 to 1200 ft. (213.4 to 365.8 m). Galena (lead) is the principal ore mined with lesser quantities of sphalerite (zinc), chaleopyrite (copper) and silver being recovered as economic co-products. This new mining development in one of Missouri is most scenic areas could have led to a classic confrontation between industries and environmentalists. Instead, through the cooperation of industries, governmental agencies and university researchers, the Ozark environment has been protected, and may serve as a model for future coexistence of the mineral industry with the environment. Cooperative Program Development As early as 1965 five new mines and two lead smelters were being prepared for production and environmental concern was an essential part of that planning. All the mining companies became acquainted with representatives of the various federal and state agencies and scientists from the University of Missouri-Rolla (UMR). During the next six years, St. Joe Minerals Corporation, American Metal Climax, Inc., Cominco American Incorporated, Ozark Lead Company (Kennecott) and American Smelting and Refining Company participated in cooperative research efforts. The companies also participated in information exchange meetings, the development of improved analytical methods and the utilization of research findings in the modification or construction of pollution-abatement facilities. Early on research was carried out to determine background values and to establish natural baselines of trace metals in the surrounding environment. The unusual topography and drainage pattern of the mining area were helpful since it was possible to establish control sites and test sites below individual mine-mill operations to study waste-water effects on the receiving streams. I. INTRODUCTION Modern hydrometallurgy has its roots in such notable successes as heap leaching for recovery of copper, cyanidation of gold ores, the Bayer process, the Oxland process for tungsten, electrorefining of copper, roast/ leach/electrowin process for zinc, and production of yellowcake from lowgrade uranium ores. Metallurgical testing techniques, sampling and analytical procedures, operating and maintenance practices, and improved methods and materials of construction which were pioneered in these processes have promoted the extension of hydrometallurgy into other applications. Periodically, new tools such as solvent extraction, resin ion exchange, and flocculants have opened new avenues to hydrometallurgists. Conversely, pursuit of more complex mineralization, the rising costs of energy and environmental quality preservation, and declining ore grades continue to create new challenges. For much of this century, it can be fairly said that practically any hydrometallurgical development moved the frontier of technology. The 1970's and 1980fs, however, have seen a significant maturing of hydrometallurgy's role in process metallurgy. Simplistically, this maturing seems to derive from a growing awareness of the strengths and weaknesses of hydrometallurgy and a determined effort to capitalize on the strengths. For example, many of us were among those revolutionaries of the 1960's and 1970's who taught that "chemical smelting" was the answer to the treatment of all sulfides. We now recognize, however, that only in very special cases can hydrometallurgy offer economic advantage over the generally less energy-intensive pyrometallurgical systems. The maturing of hydrometallurgy does not, however, signal stagnation. Important innovations are being studied and developed in most extractive areas, and a number are approaching or have achieved commercialization. From our company's perspective, that of an organization dealing with the development of the most economic solutions to metallurgical problems, innovation must be defined as the commercially successful reduction of an idea to practice. There appears to be no shortage of ideas, nor has there ever been a shortage. Many ideas now being implemented were conceived decades ago, but reduction to practice was foiled by the lack of such technology as responsive process control and economical materials of construction capable of withstanding highly corrosive or erosive environments. Commercialization of a new process is a particularly challenging undertaking. Even if technical risks are reduced to a minimum through careful and thoughtful process development, there are inevitable uncertainties in feed characteristics, variable costs, and product prices. Commercialization takes courage, both on the part of innovators who may be staking their careers or reputations and of investors who may face financial disaster in the event of project failure. This paper discusses innovative programs and recently commercialized processes which either have been discussed in the literature or disclosed to Hazen Research staff in private nonconfidential conversations with contacts in industry. Regarding this latter category of information, relative ease of communication has resulted in many of our observations being of North American origin.

COMBUSTION of coal and transfer of heat from flames and gases to boiler surfaces continue to be of great interest to engineers here and abroad. Numerous investigations have been in progress to improve furnace and boiler performance and economy. The importance of better understanding of the processes and opportunities for improvement is apparent when it is remembered that heat from at least 500 million tons of coal a year the world over is being transferred to boiler water at efficiencies ranging mostly between 50 and 90 pct. Even slight gains in efficiency, economy, and labor saving become very significant when multiplied by the enormous quantity of fuel consumed. Also the competitive position of the large coal, oil, and gas industries in satisfying the fuel consumers is greatly affected by the achievements made through technical progress with each fuel. This paper is part of a continuing activity of Bituminous Coal Research, Inc., to extend the knowledge of coal utilization for steam generation and to seek promising directions for future research and development in cooperation with others. Particularly in the latter regard, numerous interviews were held during the last three years to seek the experience and advice of boiler and combustion- equipment manufacturers, electric-utility executives, and fuel engineers. A wealth of published information was also reviewed, which together with the interviews pointed to the advisability of further work on ash and sulphur control.

Uranium exploration technology historically has followed the economic cycle of demand, exploration spurt, and trailing supply; but with a greater lag. Greatest progress was made during the wane of demand as geological investigation caught up with the flood of new discoveries made during relatively short periods of peak demand. Updating brought technology to a new level based on the deposits which were discovered and not on the total range of deposit types which might exist. The technology was seldom able to predict new deposit types or new districts, which have consistently been surprises. Yet each new cycle of increased demand was at a new higher level, occasioned by a new use, which required the discovery of previously unrecognized larger types of deposits. Hindsight shows that data sufficient to have predicted most discoveries were available. The predicted growth of uranium demand far in excess of estimated resources is an incentive to examine current technology for data or promising techniques that might foster discovery by technical prediction rather than by systematic drilling. The world could well be reexamined systematically with new geophysical techniques including gamma spectrometry, radon emanometry, and magnetometry. Known occurrences could well be reevaluated in the light of new data on mineralization process and supergene leaching. Less-leachable extrinsic elements associated with uranium might he sought as clues to unleached uranium at depth. Uranium is increasingly being noted in environments containing coal and petroleum which might become targets. High-temperature replacement disseminations are increasingly reported and particularly attractive as exemplified by the Rossing district. The number of formations containing uranium occurrences is growing so that new, not necessarily fluvial, formations might be productive. Enough drilling has been done to indicate that uranium is selectively distributed regionally under some control yet to be determined. Exploration should address those environments and areas where uranium could occur rather than only those where it is already known.

The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

The flotation has been and is still the most widely used mineral concentration method. Because of its complexity, the flotation process required the development of robust control strategies which was facilitated by the introduction of on-line sensing instruments such as x-ray fluorescence (XRF) on stream analyzer (OSA), gamma density gauges and electromagnetic flowmeters. The interest in developing control strategies has persisted because the benefits to be gained in terms of improved metallurgical performance are substantial. As the flotation control becomes more and more difficult due to the emergence of low grade and complex ore cases, other control strategies have to be introduced. Froth based control is one of the emerging useful control strategy This paper will focus on the state of the art in the on-line froth characterization as obtained by numerical image analysis. The technology of machine vision provides a novel solution to several of the problems encountered in conventional flotation systems for monitoring and control, and constitutes a powerful tool for the investigation and interpretation of the effect of various flotation parameters as driven for the froth phases. "Over the last decades, many authors have shown the importance of froth in the flotation process. Mineral recovery is related to froth recovery and flotation. Selectivity is affected by froth characteristics, especially structure and loading. The characteristics of froth textures could therefore be used for diagnosing flotation.Machine imaging, especially image texture analysis, allows on-line measurement of important froth characteristics and process state classification. The measured characteristics include froth texture, loading and stability indicators. To extract information from images, texture analysis tools are used as well as a block-matching algorithm (BMA). For process state classification, images are analyzed with the same tools and clustering is done with multivariate data analysis algorithms.Two case studies, Brunswick Mine Concentrator Cu/Pb circuit and LaRonde Mine Zn circuit, are presented to show that these indicators may be used for diagnosis and control. The influence of manipulated variables on measured froth features is shown as well as the relationship between froth characteristics, mineral recovery and flotation selectivity.INTRODUCTIONImaging is a way to depict abstract characteristics of a scene or an object; it is often related to other types of scientific observations, chemical component concentrations, for example (Geladi and Grahn, 1996). The recovery of apatite from the phoscorite ores occurring in the Transvaal, Republic of South Africa, involves a flotation process that is particularly difficult to characterize from a fundamental point of view. However, the reagents used, (tall oil fatty acid, nonylphenyltetraglycol ether, sodium silicate, and sodium hydroxide) can successfully bring about a separation of apatite from dolomitic calcite, which is the most troublesome gangue component. Recently, it has been demonstrated with some flotation feeds that the addition of certain polysaccharides can improve the flotation significantly. It has been shown that the metallurgy obtained is closely linked to the nature of the froth, and this, in turn, is influenced, often dramatically, by the presence or absence of certain of the reagents. The character of the froth depends less on the inherent frothing ability of these reagents than on the presence or absence of fine mineral particles in the froth, and on their surface characteristics and state of aggregation. The polyglycol ether and the polysaccharides have been shown to affect these properties, and it is suggested that a major function of these reagents is to modulate the properties of the fine particles in the pulp, thereby changing the character of the froth and giving rise to improved results.

DURING the development of froth flotation for the treatment of sulphide ores, a certain amount of information was collected about a few of the nonmetallic minerals, and occasionally the gangue minerals in the sulphide ores showed an embarrassing tendency to float. However, for many years efforts were expended to develop reagents that would cause wetting and depression of these minerals. Among the nonmetallics, the minerals sulphur, graphite, and talc probably should be classified as 'natural floaters', and perhaps sericite. They respond to almost any type of flotation reagent, and their beneficiation by flotation had been attempted years ago. Flotation of sulphur is now common practice, and graphite was concentrated during the World War in many mills, most of which have now closed down. A talc mill has just been constructed, and another may soon be erected. Second to the 'natural floaters' come the 'easy floaters', cassiterite, fluorite, barite, mica, colloidal gangue, and paper pulp from white water of paper mills. That these materials responded to some of the early flotation reagents, as oleic acid, has long been known; occasional references to their behaviour are found in the very early flotation literature and in that of today. In general, however, nonmetallic minerals, valued at $2.00 to $15.00 per ton, have for a long time been regarded as cheap products and not worth much beneficiation. Consequently, only high-grade natural deposits suitable for direct mining and sale have been gouged out. Furthermore, the mining of these minerals has too frequently been in the hands of 'super-practical' men-men of no technical or other training, willing to work for a very low compensation. From the social standpoint, nonmetallics has been the field for small, untrained enterprisers with little money to spend on plant or equipment. But times have been changing. The impact of technically trained men on the old industry has revealed appalling losses and inefficien-cies and proved the value of processing materials discarded or avoided by the old regime.

ALTHOUGH great progress has been made in flotation of the Broken Hill silver-lead-zinc ores, no paper dealing with this subject has been presented to the members of the Institute since James Hebbard's valuable contribution in 1913. Almost every discovery or development in the history of flotation has formed the basis 6f a patent, and but few experimentalists have overlooked the fact that their investigations might lead to the establishment of a patentable process. This, together with the aftermath of patent litigation, naturally resulted in secrecy being maintained in matters appertaining to the art, and the industry as a whole has consequently suffered considerably. Much valuable time has been wasted through numbers ofmen repeating work along certain lines, which, unknown to them, had already been thoroughly exhausted by others, whereas a lot of this would have been avoided by a freer interchange of information amongst those directly concerned. Owing to differences in the ore treated and the various applications of flotation concentration in relation to gravity methods, the flotation problems of the various mines differ considerably. This, together with the secrecy previously referred to, hasresulted in the development of numerous systems and machines, most of which would appear, to the casual observer, to comprise separate and distinct processes. The author has endeavoured to show how much these processes have in common with one another, and, at the same time, has tried to convey some general ideas on flotation to those members of the Institute who are not directly associated with this branch of concentration.

ILMENITE is the most important raw material for manufacture of titanium dioxide.1 Industrially, several other products are made from ilmenite, the most important of which are: ferrotitanium, ferro carbon-titanium, copper-titanium, titanium carbide and titanium nitride. The production of titanium metal is still in the laboratory stage because of the difficulty of extraction and as yet no important application for the metal has been found. Ilmenite has received considerable attention as an industrial raw material. Imports of ilmenite concentrates for the first nine months of 1941 were 156,737 short tons, the chief source being Travancore, India.2 Domestic production of ilmenite has here-tofore been confined to Amherst and Nelson Counties, Virginia, where a complex rutile, ilmenite, and apatite ore is mined and treated to utilize all three of these minerals. A recent report3 has described development of the large titaniferous magnetite ore body at Tahawas, New York, where it is expected that 800 tons of ilmenite concentrates, containing 48 per cent Ti02 will be produced daily. Additional domestic production is expected from a large ilmenite deposit recently opened in Caldwell County, North Carolina. Flotation tests indicate that a high-grade concentrate containing 53 per cent Ti02 can be made from the North Carolina ore. Prospecting of domestic ores in other areas has been reported.4 It appears that increased domestic production of ilmenite may well save considerable shipping space so vitally needed in these times. The composition and chemical structure of pure ilmenite is given by Dana as: FeO, TiO2; Ti, 31.6 per cent, Fe, 36.8 per cent, 02, 31.6 per cent. This composition is variable in that some iron or titanium may be replaced, giving a variable iron-titanium ratio. As an example, the iron-titanium weight ratio of ilmenite in Caldwell County, North Carolina, has been determined to be 0.94 (using 97.1 per cent ilmenite concentrate obtained by heavy liquids on minus 150-mesh ore) compared with theoretical 1.16. No rutile was noted in this ore to account for the low value. This North Carolina ore is free of magnetite, which is a common associate of ilmenite ores. In view of a large potential production from North Carolina, the Tennessee Valley Authority conducted a study of methods of concentration of that ore, of which the results are reported herein. THE ORE Five samples of ore were taken from the deposit at various exposed locations and were mixed for the study and testing. An attempt was made to proportion the amount of weathered and unweathered portions in making the composite sample, so as to approximate actual operating conditions. An examination of representative specimens of the sample showed the following general facts: I. The black mineral comprising nearly 70 per cent of the ore is ilmenite.

THE history of the froth flotation of coal is relatively short. The flotation process was applied to fine-coal cleaning about the time of the end of World War I. Coal flotation finds more widespread use in Europe than in the United States and is used on a commercial scale in nearly all major coal-producing countries in the world. In Fig. 1 the general arrangement of a froth-flotation plant at a British colliery is shown. GENERAL FEATIJIEES OF THE PROCESS Application The flotation process is applicable to the cleaning of the fine sizes, particularly minus 48-mesh coal, although it may be used on sizes as coarse as 1/8 in. Since most cleaning processes usually are not effective on sizes smaller than 48-mesh and certainly not effective on minus 100- mesh, the froth-flotation process offers a solution to the problem of cleaning these sizes. This process consists-of agitating the feed pulp with a small amount of reagents, usually 1.0 to 2 ½ lb. per ton of feed in the presence of water and air; the reagents help to form small bubbles that collect on the particles having a greater affinity for the bubble surface than for the water surface, in this case the fine coal, and the bubbles buoy these particles to the surface to form the frothor concentrate. Slate and shale particles remain wetted and suspended in the water to be drawn off as tailing. The frothers commonly used in coal flotation are cresylic acid, pine oil, and alcohols. More expensive frothers, used in ore flotation, work satisfactorily but do not compare with these cheaper reagents for over-all cost. THE production of fluorspar is one of the smaller nonmetallic indus-tries in the United, States with a capital investment-about $10,000,000. Shipments from United States mines1 in 1936 totaled 176,231 short tons valued at $3,111,268, an average price of $17.65 per ton. THE production of fluorspar is one of the smaller nonmetallic indus-tries in the United States with a capital investment-about $10,000,000. Shipments from United States mines' in 1936 totaled 176,231 short tons valued at $3,111,268, an average price of $17.65 per ton. An industrial wastewater, including plating wastes, is treated with sodium sulfide and ferrous sulfate to form a sulfide-oxide precipitate containing chromium and other toxic metals. Hydrocarbons, in the water, coat the sulfide-oxide particles, impeding metal recovery. Froth flotation, without reagent addition, was found to recover 93.9% of the solids from the sludge with simultaneous rejection of 89% of the water. Methyl isobutyl carbinol (MIBC) improved recovery and potassium amyl xanthate improved both recovery and grade. The process design has wastewater feed (without MIBC) to the rougher circuit. The rougher concentrate is conditioned with MIBC and fed to a cleaner circuit to achieve a high grade concentrate. About 95% of the water is recirculated to the waste treatment plant.

ONE of the outstanding achievements in connection with this country's war efforts has been the ability of our mining industry to supply from domestic sources many of the minerals of strategic importance that formerly were obtained principally from abroad. In order to meet the war-born demands for these scarce minerals, it has frequently been necessary to develop special methods for treating ores and waste products hitherto considered too low-grade to be workable; and to improve the efficiency of older beneficiation processes. Important in this respect have been the recent technological advances in the field of froth flotation of nonsulphide minerals. Because of the refractory nature of many of these domestic ores, and, in many cases, the limited available technical data regarding their treatment, much research work has been necessary. The following examples describe the procedures and reagents used, and the results obtained, in certain laboratory flotation investigations conducted by American Cyanamid Company's engineers at the Cyanamid Ore Dressing Laboratory on ores containing such minerals as scheelite, manganese oxides and carbonate, ilmenite, brookite, kyanite, garnet, spodumene, mica, feldspar, celestite, fluorite, chromite, corundum, and cassiterite. In presenting these data, we wish to point out that many of the minerals listed have previously been tested, and their amenability to flotation reported, by other investigators-notably those of the United States Bureau of Mines. In some instances the procedures and reagents used in the treatment of some of the following described ores follow rather well-established lines, and with one or two exceptions, the reagents used were well known. However, many of the ores tested did not respond well to simple conventional procedures and it was necessary to adopt special methods of conditioning and desliming, reversal of the usual order of floatability of some of the minerals, multiple cleaning, etc., in order to secure separations. Except where otherwise noted, all numbered and trade-marked reagents mentioned in this paper are marketed by the American Cyanamid Co. or the American Cyanamid and Chemical Corporation. TUNGSTEN ORES Tungsten minerals, vitally important in the war industries of the United States, rank high in the list of those we formerly had to import in order to supply our needs. Most of our domestic ores of tungsten contain scheelite as the valuable mineral. Today there are in the neighborhood of twelve tungsten operations in this country where flotation is used as the main or accessory form of benefication. It has, of course, been known for some time that scheelite and other tungsten minerals respond to treatment by flotation.
