1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

"Smoky River Coal Limited has successfully completed a major program involving the pattern rock anchoring of a high, steeply dipping footwall slope. The slope dips at approximately 65 to 70 degrees to the north, is benched for the upper 200 feet, is supported with rock anchors for another 240feet, and is unsupported at the pit bottom. In addition to the height and steepness, several structural features including shears, rolls and stratigraphic pinch- outs complicate footwall stability.This paper presents an overview of the project with descriptions of the engineering geology and footwall design, anchor installation, instrumentation and monitoring and a cost summary.IntroductionSmoky River Coal's mines are located in the foothills of the Rocky Mountains near Grande Cache, Alberta, approximately 200 miles west of Edmonton. The Smoky River coal leases were initially developed in the late 1960s and, except for minor shutdowns, have been in continuous operation since 1969 producing a low volatile metallurgical coal, mainly for the export market. Initial coal production was from underground mines; sur face mining started in 1971, and a large surface mine, No.9 Mine, was opened in 1974. Since that time, a number of open pits have been mined within the No.9 Mine area. Surface mining is by conventional shovel-truck method s with the use of a backhoe for mining the narrow pit bottoms.Coal recovery is mainly from the No.4 seam, which has a typical unstructured thickness of 20 feet. The most attractive opportunities for open-pit mining exist in areas of over thickening of the coal seam in the hinge zones of synclines and anticlines and in dip-slope situations. The mining of the more structurally complex pits and steeply-dipping footwall slopes requires that consideration be given to footwall stability."

Conventional underground mapping methods and diamond drilling are being applied in a study to determine the nature of the copper ore occurrences near the footwall of the Osceola lava flow top, commonly referred to as the Osceola Amygdaloid. Our work to date suggests that structures formed by relatively impermeable barriers, created by flowage and injection of still-molten lava from the interior of the flow into the solidified, brecciated crust, acted as the ore receptacles. Ascending hydrothermal fluids traveling near the footwall contact were trapped and confined in these barriers which retarded the direct upward movement of the ore fluids and caused deposition of copper. Oreshoots located near the footwall appear to have been formed spatially' independently from the hanging-wall oreshoots by fluids traveling simultaneously, but along different channelways. The barrier concept as advanced by earlier writers to explain the concentration of the ore-bearing, fluids into broad shoots con¬stituting entire ore bodies is found to be equally as applicable for the localization of smaller oreshoots within the Osceola ore body.

The mined-out Old Waite volcanogenic Cu-Zn deposit lies in the Noranda mining district of northwestern Quebec. The deposit has a distinctive pipe-like zone of alteration beneath the massive ore, extending into the stratigraphic footwall. The hydrothermal metasomatism within the alteration pipe produced a concentric zonation. with a peripheral quartz - sericite - chlorite mineral assemblage surrounding an axial core of magnesian chlorite - Phlogopite.

The PT. Adaro Coal Mine targeted in this research is located in South Kalimantan, Indonesia. The coal production of this mine is increasing year, with about 35 M tons of coal produced in 2006. This mine faces many ground control problems, especially instability of the footwall. Large-scale landslides occur often in the footwall; this may be because of weak rock and the effect of footwall rock weathering. Hence, prompt measures must be developed and followed in order to preserve the stability of the footwall and make this mine safe. Additionally, the final pit design is now being reconsidered because of the increasing demand for and high price of coal. With these issues in mind, this paper describes a solution for improving the stability of the footwall and discusses the final pit design based on the results of an on-site investigation and numerical analysis.

The Kiruna mine produced about 19 Mt processed iron ore in 1999 using sublevel caving. General failure in the hangingwall has been widely studied and its mechanism is rather well understood. Failure in the footwall is more recent and not perfectly explained. Plane shear failure and Hoek and BrayÆs circular failure charts were successfully used to match the first surveyed failure surfaces. The footwall is not free yet but covered by a caved waste rock abutment whose exact behaviour is poorly known. Based on new field data and numerical models (FLAC), the following paper presents recent improvements in understanding the Kiruna mineÆs footwall failure process.

Three basic questions must be answered by an engineer performing an economic analysis of a mineral property: (1) How much can the company afford to pay for the property; (2) At what rate should the property be mined; (3) What will be the return on the investment. These questions often defy reasonable analysis, because at the point in time at which they must be answered little may be known about the grade of ore and the reserve tonnage. The purpose of this report is twofold. First, to derive a method of determining purchase price, rate of production and return on investment which is valid under varying conditions of ore grade and tonnage reserve; and, second, to apply this method to the Margay deposit in an attempt to evaluate it as a business enterprise. This is an actual economic analysis of an existing nickel-copper deposit fictitiously named the Margay. It was carried out for a mining corporation and proved to be the determining factor in the subsequent purchase and development of the property. All data referring to costs, quality and quantity of ore, etc., are accurate and truly represented. Prices used are obsolete but the method is not dependent on those variables. Basic assumptions for the analysis are given in Table I, page 71.

The selective adsorption of chemisorbing fatty acids at high temperatures together with the addition of soda ash and lignin sulfonate as depressants is the key to the industrial processing of bastnaesite ores. This paper presents the results of a fundamental investigation that indicate that alkyl hydroxamates can be an alternative collector for the beneficiation of bastnaesite ores that contain barite and calcite as the principal gangue minerals. The primary mechanism for providing sites for the chemisorption of hydroxamate on bastnaesite appears to be through dissolution of cations, formation of the respective hydroxo complexes and readsorption at the interface.

In order to achieve a production of 6960 tpd, ITH drilling at 400 psi (28 bar) was selected. ITH drilling at this pressure will be one of the first underground applications. This paper will discuss the anticipated gains and show some preliminary results. The use of the rod handler will also be discussed.

Flotation is a mineral separation technology that uses the surface hydrophobic difference of valuable minerals and their associated gangue minerals to separate them. The flotation collector adsorbs on the valuable mineral surface to improve its hydrophobicity, and metal ions are usually used as activators to enhance the collector adsorption. Different mineral surfaces show different charging properties and adsorption behaviours with the collector or metal ions. Moreover, the order of adding metal ions and the collector also show significant and different flotation performance for the same mineral. The adsorption or flotation behaviour or both are governed by mineral surface chemistry, such as surface charging and reactivity. In our recent studies, force measurement using atomic force microscopy (AFM) was employed to study the surface charging and adsorption mechanism of metal ions and collectors. By preparing collector-functionalised AFM tips, AFM can directly measure the adsorption strength of the collector on the mineral surface to determine the anisotropy of mineral surface reactivity. The preparation of collector-functionalised AFM tips provides the foundation for further study of the activation role of metal ion in the collector adsorption. The application of AFM for force measurement in the surface chemistry of mineral flotation can provide important information on developing flotation reagents and lays the foundation for the specific regulation of mineral surface characteristics. An atomic force microscope (AFM) was used to measure the surface forces between silica plate and glass sphere in sodium oleate solutions. Hydrophobic forces were observed when the two surfaces were activated by CaOH+ or MgOH+ ions. The force measurements conducted in the absence of the surfactant showed that the activated silica surfaces do not exhibit the primary hydration forces that have been observed between unactivated surfaces. The activation mechanism was studied by calculating the contributions from electrostatic and chemical interactions to the total free energy change. The results suggest that the adsorption of the hydroxo-complexes is controlled mainly by the lateral interactions between the adsorbed species on the silica surface.

"Flotation is possible when the forces operating between a bubble and the attached particle are properly balanced. There are many forces operating in the bubble-particle aggregate. The magnitude, location and direction of the forces depend on the type of process. The simplest arrangement in flotation is when a spherical bubble is attached to a spherical particle and both are immersed in water. In such a system there are four essential forces which shape the stability of the bubble-particle aggregate. They are excess pressure and interfacial solid/liquid, solid/gas and liquid/gas forces. A proper analysis and balance of the size, location and direction of these four principal forces lead to a general equation delineating the stability of the spherical particle–attached bubble system. Specific cross sections of the system and solution of the general equation lead to different relationships including the Young formula as well as the well-known geometrical relation between contact angle, particle and bubble radiuses. The arrangement of forces in the proposed graphical representation of the Young law is different from that presently used in literature for a bubble attached to an unmovable solid particle. Many real solid/liquid/gas systems are more complex due to the presence of additional forces which change the regular curvature of the liquid/gas interface leading to advancing and receding contact angles.INTRODUCTIONThere are numerous papers (Athukorallage, Aulisa, Iyer & Zhang, 2015; Chau, Bruckard, Koh & Nguyen, 2009; Drzymala, 1994; Lubarda, 2012; Pellicer, Manzanares & Mafe, 1995; Wang, Cui, Zhou, Xu, Sun, & Zhu, 2014; Young, 1804) and books (Davies & Rideal, 1963; Defay & Prigogine, 1966; Lee, 2013; Lyklema, 2000) dealing with the solid/liquid/gas system. Many of them concern the three involved phases having the shape of a sphere or spherical cap and the formed contact angle. The contact angle is usually measured through the liquid phase and can be either smaller or greater than 90o. The essential part of these publications is a graphical representation of the system with the Young equation shown as a result of balance of only three forces that is the excess Gibbs (or Helmholz) free energy per unit area of the three involved interfaces (Davies & Rideal, 1963; Defay & Prigogine, 1966; Israelachvili, 1985) (Figs. 1a-c). A line of nine self-aspirating W emco cells, part of the Rougher circuit at Division Salvador, Codelco Chile, was retrofitted to allow operation with forced air. Each cell could be operated self-aspirated or with compressed air supplied through a 4-inch line equipped with a mass flow meter. Gas dispersion was characterized for the two modes of operation. Metallurgical performance was compared under self-aspirated conditions and with different gas profiles under forced air conditions. Cell characterization demonstrated that with forced-air the cells could not evenly distribute air across the cell volume. Bubble size increased with gas velocity, as expected, with no difference between self-aspirated and forced-air operation. A systematic increase in bubble size down the bank was found. Cumulative bubble surface area flux down the bank showed no major differences between surveys. However, grade-recovery curves revealed that the highest recoveries were invariably obtained with forced air operation. Plotting concentrate mass recovery vs. enrichment ratio showed that the line performance could be controlled over a wider range when forced air was used.

This paper will discuss Fordertechnik dawatering screens and their application in process industries. Fordertechnik screens were designed for the dewatering of deslimed, wet fines materials encountered in the mineral beneficiation, sand and coal processing industries. However, these screens have also been used in such industries as municipal waste treatment, paper pulp, chemicals and the food industries. Fordertechnik screens are of simple design and, as a result, offer low capital and maintenance costs. The design is based on the use of twin counter-rotating vibratory motors which provide high frequency, low amplitude linear movement of the screen deck which is essential for high production requirements. "Fording Coal Limited is one of Canada's largest producers of metallurgical coal for the export market. Medium- to highvolatile coals are mined at its Fording River operations in southeastern British Columbia. This paper discusses some of the mine design and production related problems encountered, and how they have been resolved. Other aspects of the operation such as geography, geology and standard mining methods employed are also covered.IntroductionFording Coal Limited was formed in 1968 to mine and market metallurgical coal resources held by the company in the East Kootenay region of southeastern British Columbia<1>. The company, at its Fording River operations, holds approximately 19,635 hectares of coal lands, having an estimated resource of 3.5 billion tonnes of metallurgical coal. Total reserves are approximately 520 million tonnes.Fording Coal is owned 600Jo by Canadian Pacific Enterprises Limited and 400Jo by Cominco Limited. Cominco itself is owned approximately 540Jo by Canadian Pacific Enterprises. The company, originally staffed and managed by Cominco, has been independent since January 1978, with its own board of directors, management, staff and employees. The head office is in Calgary, Alberta. The Fording River operations are located in British Columbia, approximately 70 km north of the Crowsnest Pass, near the Alberta/ British Columbia boundary, only 150 km by air and 320 km by road from Calgary.A contract was signed in 1969 with the Japanese steel mills to provide 45. 7 million tonnes of metallurgical coal over fifteen years, commencing in 1972, at an annual rate of 3 .05 million tonnes per year. The mine is presently expanding annual production capacity from the original 3.0 million long tons (3.05 million tonnes) to in excess of 5.0 million tonnes.Concurrent with this production expansion, a vigorous marketing effort has diversified Fording's customers to include additional countries in the Pacific Rim area. Three cleaned coal products are now marketed compared to the single ""standard blend"" product originally shipped to satisfy the Japanese contract. The product specifications are listed in Table I."

"In October of 1980, Fording&apos;s 15 000-ton capacity clean coal silo was put into operation. The silo was unique in that it was designed to allow the mass flow of material, coupled with a sophisticated computer-controlled dynamic loadout/weighing system.On May 1, 1982, an explosion, attributed to a methane buildup, devastated the top of the silo. .As a contingent plan to minimize the effect of the production loss the conveyance to the silo top was reconstructed and the silo&apos; was back in operation by mid-June 1982, although the silo top was left open to prevent further methane buildup. As dust emissions occurred during loading ofthe silo, an extensive study was undertaken to establish dust control for the silo, while at the same time providing methane detection and control.The study, conducted for Fording by the Cambrian Engineering Group of Calgary, involved an extensive search and investigation of existing coal silos. The study concluded that there IS no universally accepted method of controlling methane emissions in coal silos.The study also produced a unique conceptual design for handling methane, while at the same time, protecting the environment . Fording&apos;s Clean Coal SiloThe silo, located at Fording Coal&apos;s Fording River metallurgical coal operation, is utilized for the storage and load out of cleaned thermally-dried metallurgical coal.The silo was constructed in 1979 and 1980 to reduce unit train loadout times and to facilitate the handling of “special shipments"" of coal. The silo went into operation in October 1980, under manual control and utilized computerized, automated loading by February 198I.The silo is 21 m in diameter and 76 m high, with a nominal capacity of IS 000 live tonnes. The coal storage portion of the silo is 21 m in diameter and 48 m high, utilizing 2 steep-angled hopper outlets allowing mass flow of the stored coal during train loading. Each hopper has a control gate and a discharge chute, one chute for bulk loading, the other for trim loading of coal into the rail cars."
