INTRODUCTION The composition of water used in the flotation process has always been of primary interest to the flotation metallurgist. It is by alteration of the chemistry of the water introduced to the process that flotation separation is effected. In only a few cases has it been necessary to treat available water prior to use in the process. In the past, flotation tailings were treated for the removal of solids via the tailings dam and water decanted from the dam was either recirculated to the process or discharged to the surface water system. The choice of recirculation or discharge was based upon water availability, effect of recycle water on the process, and economic considerations. The Federal Water Pollution Control Act Amendments of 1972 have charged the United States Environmental Protection Agency with establishing effluent limitations from point sources of discharge into the navigable water of the United States. A detailed study, sponsored by EPA, of the water of ore processing plants took place in 1974 and 1975 and guidelines for these plants will presumably have been published by the time this paper has been presented(1). The action of many of the individual states preceded the EPA in this attempt to regulate the quality of the water discharged from industrial point sources. Even with recycle of tailings water, some water is discharged from tailings dams into the substrata and at least one state is currently preparing guidelines for the quality of water discharged into the substrata.

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

In the last two years the Commission for the Environment has received four Environmental Impact Reports (EIR) for Audit and has been or is involved with at least four environmental impact assessments (EIA) related to mining. The EIRs have included Weavers Coal Mine, the Monowai-Maratoto mining proposal, the Martha Hill mine and the Wainui Road Mill. The EIAs are related mainly to coal fields in the Waikato but also included a further EIA on Martha Hill.

Mining is a very important economical activity in Peru which has been recently developed without considering environmental aspects. Here, we show an experience at the Milpo mine, situated 4,200 meters above sea level; a mining company that has the value of being one of few from the last decade that is engaged in consolidating a model of environmental protection. The model includes aspects of contamination prevention and control, with bioindicators such as pasture cultivation, vegetables, forests, and hydrobiological species breeding. Socially, through means of development programs in natural areas, forestation and support to rural agriculture, together with environmental education, it is being demonstrated that it is possible to ensure tangible results in environmental conservation and the well-being of the populations around the mine.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM). The mine produced lead and zinc during the first half of the 1900s. Because of acidic drainage and elevated levels of metals in tailings and waste rock, the site was evaluated in 1998 and 1999. After evaluation, the mine was remediated during 1999-2001 by the BLM. Since remediation, values of pH in water samples have been nearly neutral and specific conductance values have been much lower than before remediation. The Grizzly Gulch forest fire of July, 2002, consumed much of the Belle Eldridge site and resulted in greater than normal erosion and sediment flushing during the months following the wildfire. Had the site not been remediated and the tailings emplaced within a capped repository, generation of acidity and off-site migration of heavy metals within sediments could have been severe at downstream locations.

Coal mining reclamation is a worldwide concern. This paper presents a Brazilian example where the economic aspects of reclamation are considered. The basic goal of the study is to transform the reclamation procedures into an economic process by integrating the use of land after reclamation and developing profitable post operations. Some of the activities considered in this case study include: using of the coal pit as a landfill, considering appropriate landfill design and construction; using the area for forest development; and developing grassland, forests of native species and the construction of ponds for fishery. This study will conclude that the mined area is: capable of storing large quantities of waste at a competitive cost and at a low environmental risk; commercial forest development is economically feasible; and the lakes and other reclaimed areas can be integrated into the landscape creating a fresh water supply and an area to raise cattle.

Programs for new and existing properties and for properties which may be purchased will be outlined and potential solutions to problems will be discussed. In addition to the compliance aspects of operations, due diligence will be discussed.1.0 INTRODUCTIONThe impact of mining projects on the environment is an area of major concern to the public, governmental agencies and mining companies. Due to the ever increasing pressure on the government by special interest groups and the public, governments have implemented legislation to control potential environmental impact of mining, from the exploration phase through to close-out. By not planning for environmental issues during all phases of a mining operation, unavoidable delays and retrofitted environmental programmes will be expensive and cause projects to be delayed, which, ultimately, may cause the abandonment of a mining prospect. Most jurisdictions require at least one full year of background environmental data. Therefore, many thousands of dollars are wasted as construction is interfered with or held up due to data collection. This may be avoided by a thousand dollars worth of sample being collected and analyzed early in the project."

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

Mineral sands make up only 3% of the value of mineral production in WA. However, the distribution of mining operations, close to the more highly populated south-west coastal areas, and the wide range of land-tenures and land-uses involved has resulted in the most complex range of regulatory procedures found anywhere in the State's mining industry.Mineral sands are mined on private agricultural and "minerals-to-owner" land, State forests, nature reserves, coastal reserves and vacant Crown land. Local Government authorities, State Government departments and private landholders can, depending on the land tenure, be involved in setting the environmental conditions for mining operations and supervising subsequent rehabilitation. In the past, rehabilitation was predominantly aimed at establishing an agricultural land-use after mining; however, it is now necessary for mining companies to rehabilitate mined areas to a much wider range of end land-uses.

The mining industry, in particular the coal industry, has experienced the implementation of some major environmental regulatory programs during the past two decades. Over the coming decade the coal industry will probably experience only "fine tuning" of the regulatory programs they now operate under. The rest of the indus- try, however, appears to be on the verge of coming under a major new regulatory effort by the Environmental Protection Agency. Litigation and resulting court decisions will be the main force driving further changes in the SHCRA (Surface Mine Control and Reclamation Act) regulatory program. These changes are anticipated to be minor in compar- ison to earlier changes. EPA, however, is preparing a regulatory program which may carry as much impact to the rest of the mining industry as SNRA was to coal. Details of this program have yet to be worked out. Changes in the way EPAts Clean Air Program is applied to mining could also significantly impact the mining industry.

Environmental regulation is an ever growing cost to the mining industry. Requirements for such items as air quality modeling, hazardous waste disposal, selenium concentration in water and sagebrush planting consume more of the mining industry’s resources each year. The mining industry is willing to make the necessary financial commitments to assure that the air, land and water resources are adequately protected and restored. However, it is sometimes difficult to explain to management and stockholders why money should be spent on a specific issue when science and common sense indicate it is being wasted. Common sense and sound science should dictate how mining is regulated.

Suncor Oil Sands employs delayed coking technology in converting bitumen into synthetic crude oil. Currently up to 10,000 m3 of delayed coke (coke) is produced per day as a byproduct of the upgrading process, of which up to 9,000 m3 per day is placed in dry storage on Lease 86/17. A review was completed to examine the case history of leachate potential experiments from the dry storage of coke and the environmental relevance of coke leachate studies conducted over the past decade. The review included an evaluation of the potential impacts of environmental conditions within the location of coke storage, including precipitation pH, as well as daily and annual ozone trends. Coke leachate potential has historically been characterized using standard leachate testing protocols (i.e., TLCP, SPLP) together with other studies that have employed strong acids and oxidizing agents in the extraction fluids. The present paper highlights prevailing conditions in the Athabasca Valley air-shed with emphasis given to ambient ozone (oxidizers), as well as precipitation pH and acid input deposition rates, and will demonstrate that TCLP / SPLP tests lack the intended environmental relevance relative to the conditions under which coke is stored.

Rheology is the science which deals with the deformation and flow of matter. Thus rheology is concerned with the flow of any material. The mining industry is concerned with digging things out of the ground, extracting the good stuff and throwing away the bad stuff. In the upgrading processes associated with mining, ie mineral processing, wet techniques are used where the primary material being handled is a particulate fluid, ie a suspension. After the processing operation, with the concentrates extracted, what is left behind generally is a wet material in suspension form, which may or may not contain reagents harmful to the environment. The amount of waste generated in any of the mining processes is large, in fact, the mining industry is the largest generator of solid waste in Australia. In order to minimise the waste generated within the industry it has become of interest to handle the particulate fluid wastes, or suspensions, at high concentrations, thus removing water and some of the reagents which may be harmful to the environment. The resultant highly concentrated suspension is a non-Newtonian fluid. Rheology deals with the flow of non-Newtonian fluids; therefore a combination of rheological understanding of high density suspensions, in conjunction with an understanding of the environmental problems being faced by the mining industry, can and has led to improved methods of waste disposal in the industry, ie waste minimisation. This paper describes the progress that has been made in the development of dry disposal technology in the mining and minerals industry in Australia.

This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.

To operate a mine in California requires compliance with State environmental regulations, including assessment of risks and associated financial assurances for postulated worst case catastrophic event scenarios. Carson Hill Gold Mine, an open pit, heap leach operation, completed new risk assessment catastrophic event analyses in 1988. The risk assessment was performed at the same time that a new leach site (Leach Site 3) was being designed. Leach Site 3 is located about 400 m upslope of New Melones Reservoir, which is a public recreation facility and a source of drinking water. Release of leachate (pregnant solution) or ore containing cyanide and metals from Leach Site 3 into New Melones Reservoir was considered to pose the largest risk of environmental damage.Flow failure of the ore heap, potentially induced as a result of liquefaction of the saturated portion of the ore, and/or overtopping of the leach site containment embankment due to excessive precipitation were found to be the most plausible leachate release scenarios. Yearly combined probabilities of various downstream release volumes were estimated. The release volume corresponding to a yearly probability of 0.05 percent was then used to estimate potential environmental impacts and mitigation costs. The costs include earthwork to restore the geometry of the ore heap and repair the fill slope below the Leach Site 3 containment, and impacts on New Melones Reservoir.

The rapid industrialisation in China has consumed large amounts of various industrial raw materials, which has left behind large quantities of industrial solid wastes produced from the processes of mining, mineral processing and smelting. The storage of huge quantities of industrial solid wastes is an obvious risk to the environment and human well-being. As the first step to fully appreciate the scale of this risk, it is necessary to carry out research for developing a pollution source environmental risk assessment system (PSERAS), especially for the typical staple industrial solid waste (TSISW). This paper aims to discuss the frame of the PSERAS for TSISW for large scale production. This system consists of two aspects: predicted factors and accidental ones, which involve physical, chemical and biological risk assessments, on-site and during transportation process. Two analysis methods, the analytic hierarchy process (AHP) and fuzzy logic assessment (FLA) were used to handle the complexity of environment and non-quantitative data. The risk assessment system for such a complex objective is difficult and the assessment of relative factors is problematic through the usual quantitative analysis. With the proposed PSERAS, it is possible to define the risk class of pollution sources. Furthermore, the risk assessment results will be helpful to the decision-maker, especially when facing unknown risks in the environmental management of industrial solid wastes. "The aim of NPO RIVS research and practice activities is to minimize impact of the mineral processing plants (MPP) on environment by using new concentration methods, high-technology equipment, implementation of engineering solutions directed to reduce emission of polluting substances (PS) into atmosphere, application of low-waste technologies, decrease of water withdrawal from a surface water or groundwater source for process needs. In our studies environmental safety of mineral flotation is provided through technologies using highly selective chemicals, that leads not only to reducing reagent consumption, and production of saleable products of high content of extracted minerals, but also to reducing pollutant emissions, decreasing supply of surfactants (SAA) in natural geosystems, primarily, in ground and surface waters. Decrease of water withdrawal from a surface water or groundwater sources for process needs can be achieved by using closed circuits and waste water treatment for further use in process operations, recycled water conditioning to obtain optimum quality parameters for process operations of concentration. Concentration in water (wet processing), tailings dewatering and semidry and dry (filtration cake) stockpiling in tailing ponds, efficient dust-collecting systems contribute to pollutant emission reduction. Use of mineral wastes – concentration tailings as a source of valued components, facilitates efficient use of natural resources and reduces wastes and its impact on natural ecosystems due to smaller areas of damaged lands during waste products disposal. Process and engineering solutions of NPO RIVS that allow diminishing impact of MPP on natural environment (NE) have been implemented in mining and processing complexes of Russia, Kazakhstan, Ukraine, Kirghizia and Mongolia. Toxic substances in On solutions can retard biological leaching of copper sulfide dump ores. On solutions were analyzed for metals, organics, and chloride, and showed inhibitory concentrations of aluminum, manganese, and chloride. Inhibition of bacterial activity by the solid fraction of On solution, with and without the organic constituents, was evaluated. Toxicity to bacterial species was evaluated by monitoring bacterial numbers, pH, Eh, and rates of iron oxidation. The On solution solids were toxic at 50 -60% of their field concentration. Most of the toxicity of the On solution was due to the organic fraction. Different SX reagents show varying degrees of inhibition of T. ferrooxidans. Bacterial inhibitory effects of carriers and lixiviants used in the SX plant should be determined so that entrained SX reagents do not retard biological dump leach systems. The reagents used should be the most cost effective and the least toxic.

The Hamburg smelter of Norddeutsche Affinerie AG is situated near the city of Hamburg’s downtown and is therefore particularly subjected to fulfill environmental requirements according to the German legal regulations. Thus, investments related to increasing concentrate throughput are always linked to packages to enhance the emission status of the smelter. This connection between environmental protection and productivity enhancement should be explained by the example of the Peirce-Smith converter plant of the Hamburg smelter. Such outstanding investments can be demonstrated by the transition from scrap charging via boat from the front side to a fully automatic and completely sucked scrap charging system.
