Polish coal mines are well equipped with methane monitoring systems,nevertheless the worsening conditions force a continuous impro- vement in the field of environmental monitoring. Application of modern electronic components make it possible to design the new modular telemonitoring system incorporating the best features of the older systems,widely employed in Polish collieries, eliminating their weak points. Several new sensors and portable instru- ments for methane monitoring and early fire detection have been developed and tested in mining conditions.

In the British coal mining industry, during the last decade, a great deal of environmental monitoring experience was acquired, particularly in the Doncaster Area of the Yorkshire coal- field, which had a long history of spontaneous combustion and gas emission problems. This paper summarises the experience obtained and shows how the introduction and operation of these systems has resulted in improved techniqu- es for fire detection and control. Some of these systems are described in detail with emphasis placed on the uses to which output data are put, and their impact upon management at colliery level. Reference is also made to the problems encountered in the development of such systems and how they were solved. The paper also makes reference to the recent Research and Development work of the NCB's Scientific Department and Mining Res- earch Development Establishment (MRDE), which was directed to the design and application of a range of underground sensors, and so ensured continuing progress in this field. The paper refers briefly to a new comprehensive monitoring unit and an integrated fire detection and data transmitting system which are currently being assessed in the Yorkshire coalfield.

The impact of recent legislation on Florida phosphate industry operations has been dramatic. The most significant influences are described: the National Environmental Policy Act of 1969; the Federal Water Pollution Control Act Amendments of 1972; and implementation of the Florida Environmental Land and Water Management Act of 1972. Further discussion includes: critical examination of the recently completed EPA Areawide EIS; potential effects of the Resource Conservation and Recovery Act of 1976; the Surface Mining Control and Reclamation Act of 1977; current local and state laws; and summary of studies on radiochemical effects of mining, seepage from gypsum ponds, and dewatering of waste clays.

A methodology of environmental performance evaluation in mining developments is proposed, as well as guidelines and procedures for obtaining information to improve their environmental performance. Environmental performance is the results of the mining activities and their relation to environmental issues. If this evaluation is carried out on an on-going basis, it is possible to anticipate or to identify the formation and development of an environmental impact in its early stages. Evidence or trends identified by environmental evaluation provide valuable information to prevent further damage. The proposed methodology is based on the significant environmental aspects of a selected monitored job site by environmental indicators which are then compared with previously defined environmental criteria and targets or goals. The methodology procedures also take into account the environmental accounting of the investments and expenditures.

The mining industry in Western Australia is a large sector of the WA economy providing $12 billion (1993) of the export income for the State. Historically, mining in WA developed from traditional prospecting in the late-1880s leading to major underground operations by the turn of the century. Large open pits were developed in WA following World War II and became increasingly common since the gold boom of the 1980s. With the development of the open pits has been concomitant evolution of mining legislation, principally the Mining Acts of 1904 and 1978, which has been also accompanied by a practical evolution of the administrative system within the Department of Minerals and Energy. The mining industry has recognised the need for sound environmental management at mine sites, taking up the challenge and becoming a world leader in rehabilitation techniques. Any environmental management program in the industry has three stages: approval by government; management by the industry; and return to the State in an environmentally acceptable condition. The WA environmental requirements, procedures and industry performance in these three stages are discussed.

As remaining gold deposits tend to become more refractory, some form of oxidative pre-treatment involving hydro or pyrometallurgy is necessary to maintain high metal recoveries. These pre-treatments include pressure oxidation, bio-leaching or roasting. In the past, the primary criterion for selection of oxidative pre-treatment relied mainly on the extent of gold recovery and relative economics. In this study, a different approach has been adopted, ie the quantitative determination of environmental performance of the oxidative pre-treatment processes bio-leaching, roasting and pressure oxidation to assess which had the least impact on the environment. By establishing the environmental performance of processes, waste minimisation can be addressed early in process selection. Using mass balances, the environmental theme method was applied to determine the performance, on the basis of gold treated, of the oxidative pre-treatment processes of selected plants. No clear trend was observed in the overall impacts of each of seven plants, with all but one of the environmental evaluation indices being of the same order of magnitude; this was probably due to masking effects arising from the large variations in feed composition, tonnage, and gold levels. Within each type of pre-oxidation plant however, certain trends were detectable. For instance, irrespective of plant size, ore composition or mineralogy, for the bio-leaching and pressure oxidation units, the general order of environmental impact from greatest to least was sequentially toxicity, acidification potential, depletion of resources, solid waste generation and greenhouse enhancement. For the roasters the acidification potential was the most significant. Determination of the environmental performance of the oxidative pre-treatment of a hypothetical ore in a plant of fixed tonnage was undertaken to remove the possible masking effects of variables associated with feeds of different mineralogy, gold tenor and tonnage. The bio-leaching process gave a marginally better performance than pressure oxidation, the roasting process the worst, although there was not a great difference between them. The decreasing order of contribution to the environmental index was acidification potential, toxicity, resource depletion, solid waste generation and greenhouse enhancement for bio-leaching and pressure oxidation; whereas it was acidification potential, solid waste generation, toxicity, resource depletion and greenhouse enhancement for roasting. Since the major contributor to the environmental index was the acidification potential, the environmental performance of treatment processes for the acidic effluents was calculated. After neutralisation of the net acid resulting from bio-oxidation and pressure oxidation, and the application of various scrubbing and product formation processes for the sulphur dioxide from the roasting process, it was shown that pressure oxidation gave a marginally better performance than bio-leaching, ahead of roasting. This study demonstrated the potential for the development of a predictive tool which could be used in determining the environmental performance, and thus the selection, optimisation, and improvement of pre-oxidation processes for least impact on the environment. These would allow operation of these processes within defined environmental performance limits and decisions regarding the desirability of processing various parts of a heterogeneous orebody to be made on environmental grounds.

When the original Mount Gunson joint venture, between CSR and United Uranium ceased operations in December 1971, an intensive ex- ploration campaign was launched to prospect for more ore in the Mount Gunson region. This campaign resulted in the discovery of the Cattle Grid deposit. A comprehensive sampling programme proved the existence of 4.6 million tonnes of ore, at a mean grade of 2.4% Cu, calculated at a 1.0% Cu cut-off. The planning and development programme that followed this discovery included not only the mining and metallurgical aspects of the exploration of the deposit, but also the en- vironmental aspects. Preliminary work included data collection with respect to meteorology, soil types, and existing flora and fauna.

This paper presents methods and results of environmental planning conducted for a proposed coal and iron ore transshipment terminal which would be located on reclaimed land west of Lisbon, Portugal. Oceanographic, navigational, marine, structural, material handling, and financial studies of the terminal were conducted along with the environmental analyses. However, because of the proximity of the terminal to heavily used recreational resources, residential areas, and biologically valuable habitat, anticipating and reducing the environmental effects of the terminal to minimum levels was a very important part of the overall project. The results of the study indicate that even the impacts associated with worst-case conditions would be acceptable because of appropriate pollution control measures and planning.

Unbridled mining operations can have a serious negative impact on the surroundings. With the recent increased awareness of the need for environmental conservation and the resulting advances in environmental control, the mine planner has new tools at his disposal for the successful implementation of mining projects while avoiding negative environmental effects. This paper discusses the environmental strategies adopted in the planning and commissioning of a trial underground coal mine. The minimization of negative environmental effects is demonstrated and, where applicable, environmental benefits are examined.

In July 1986, Cable Sands (W.A.) Pty Ltd commenced mining for mineral sands at Minninup, approximately 16 km south of Bunbury, Western Australia.The area being mined is from the heel of the foredune to the rear of the hind-dune. The vegetation is mostly native vegetation with some old degraded pasture.The mining operation will be by suction cutter dredge, with continuous dredging, mineral separation and re-depositing of the sand.

At the 25th Annual B.C. Mine Reclamation Symposium in September 2001, Huckleberry Mines Limited received the Jake MacDonald Reclamation Award for its exemplary mine waste management plan, conceived to prevent the onset of acid mine drainage and facilitate reclamation of the site. The mine is an excellent example of a total mine waste management plan, with all materials scheduled in detail for the life of the mine. The filling plan for the waste management facility takes into consideration the requirement for permanently flooding the potentially acid generating rock. From an acid generation point of view, the tailings fall in the zone of potentially acid generating material. To avoid long-term ARD concerns, it is planned to float pyrite out of the tailings towards the end of the mine life, thereby generating a non-acid generating tailings stream which will be used to cap the deposited mine waste. The pyrite-rich tailings will be discharged into the deeper portion of the impoundment. On closure, a permanent water cover will be maintained over the mine waste. Only beaches of non-acid generating tailings will remain exposed. Mining will be phased to also allow one of the pits to provide storage for potentially acid generating rock and to be flooded at the end of mine life.

The discussion in this paper centres on examples of mining that are drawn mainly from the coal mining industry. The intention is to review the opportunities that exist for incorporating environmental planning into mining industry practice in New Zealand. The coal mining examples serve to make some general points which have some application for many types of mining.

The paper briefly discusses the benefits to proponents of a formal environmental assessment process. It is argued that any process should be fair, cost effective and efficient, involve all affected parties, and should identify important issues at an early stage. The paper outlines the procedure used in Victoria, and the ways in which it attempts to address the above criteria.In conclusion the paper discusses progress towards a national approach to Environmental Impact Assessment. This is currently being pursued by the Australian and New Zealand Environment and Conservation Council.

Since the commencement of its activities in Huelva in 1970, Atlantic Copper has maintained a course of action that has been more demanding than the successive environmental legislations current at different times. As its primary objective it has sought compatibility between the protection of the environment and both its industrial activity and the social and economic development of the area in which its Metallurgical Complex is located. For this reason, since the seventies it has maintained a continuous programme of investments which have allowed it to attain its present environmental situation. As a consequence of the Environmental Policy of Atlantic Copper, in April 1998 it obtained certification for its Integrated System of Environmental Management (SIGMA) according to international standard IS0-14001, and under European Community Regulation 1836/93 (replaced by the 76112001) for the Eco-Management and Eco-Audit System (EMAS). The SIGMA formalises the environmental management practices of Atlantic Copper and engages it to have available a system that can be fully audited. Atlantic Copper was the first European Company in the non-ferrous metallurgical sector to obtain both the UNE-EN-ISO 14001 certification and the EMAS registration. The present paper reviews the actions by Atlantic Copper in environmental matters that have allowed it to achieve its present position. It also describes the coming stages of improvement planned and the modifications to be carried out in the near future, in particular the criteria for the selection of technologies on the basis of the concept of BAT (Best Available Techniques) introduced by the European Union, and always guided by the final objective of converting Atlantic Copper into a reference within the sector, comparable to the best designed and operated installations in the world.

In 1997 Chile was the world's largest copper mine producer with around 3.4 million metric tomes of copper. Conventional technology (conminution-flotation- smelting-converting-electrorefining) for copper sulfide ores was used. For copper oxidized ores hydrometallurgical processes (heap leaching-solvent extraction- electrowinning) were employed. Consequently, the most important waste effluents include flotation tailings, gaseous emissions, smelter slags, acidic and alkaline wastewater, electrolytic sludges, solid residues from leaching, etc. The introduction of stricter environmental regulations are forcing the Chilean industry to minimise the generation of waste and promote cleaner production. Gas emissions such as SO2 and arsenic from smelters and process wastewater are the major problems at this stage. The environmental impact assessment of gas emissions in all six largest smelters namely Chuquicamata, Caletones, Potrenllos, Ventanas, Paipote and Chagres led to design a "decontamination plan." The implementation of this plan resulted in (i) the installation of sulfuric acid plants for SO2 abatement and (ii) the installation of electrostatic precipitators to remove arsenic oxides condensed from cooling gases. The aim of this paper is (i) to describe the type of waste associated to the various stages of the metallurgical processes and (ii) review the main abatement technologies used in medium and large size companies.

"The Irkutsk region is a raw material region. There are a lot of big enterprises for extraction and processing of oil, gas, coal, iron, gold and rock salt. Besides of it, refractory clays, limestone, mica, gypsum and talc are mined in the region. The most important type of mineral raw material is a gold. More than 8.5% of the total mining in the Russian Federation is extracted in Irkutsk region. It is about 0.7% of the world production. The environmental problems of mining and processing enterprises are a complex set of issues that requires of the searching of effective methods to be solved. One of the key environmental problems remains the reduction of waste generation and the introduction of environmentally safe waste management. After analysing different methods of environmental impact assessment it is established that the method of Life Cycle Assessment is one of the most effective methods for mining production. This method base? on the material balance of flows of raw materials, products and waste. The method of Life Cycle Assessment allows to identify the effects of environmental pollution under the influence of mining and processing at a quantitative level and to show real quantitative forecasts of the possibility of managing the flows of raw materials and waste.INTRODUCTION The Irkutsk region is a raw material region. This is a main location for the major ore companies such as “Vysochaishy”, which produces about 5.0 tons a gold per year; “Pervenets”(PJSC Polyus, the largest gold producer in Russia) - 4.5 tons/year, “Druza” - 0, 5 tons/year. Placer gold is extracted by more than 40 enterprises. In connection with this, there are many plans about a building of new and reconstruction of concentrating factories. Consequently, an increase in the volume of processing is expected. The main projects are the construction of a new mill of the Mining and processing plant GOK “Vysochaishy” with a capacity of 2.6 million tonnes of ore per year; the development of the “Uhakhan” gold-field - 23 km from the “Goltsa Vysochaishy” gold-field; the opening in the Bodaibo region the next parts of the gold-deposit ""Pervenets"". Hostility is a characteristic of the environment in underground mines. Nature opposes man's efforts to remove mineral deposits, and this condition is recognized when mining is described as winning minerals from the earth. Evidence of this conflict is the action of natural forces to close excavated passageways. In many mines, this behavior of the surrounding environment is an ever-present and ever-changing problem despite much research and empirical study. Geological conditions change abruptly and may result in rock bursts, the inrush of water, or variations in rock hardness. Although aspects of these problems will become intensified as the rate of mining increases, they are not considered in this discussion. Emphasis herein will be on the changes in the atmospheric environment. Men underground work in an ever-changing, alien, ambient atmosphere. Many conditions are encountered that will affect their health and safety unless properly controlled. Potentially explosive gases are released from minerals as they are mined or enter from the surrounding earth. Some mining methods generate noxious gases. Natural processes and diesel equipment can steal life-sustaining oxygen. Airborne dust may cause lung diseases when breathed by miners in excessive amounts and by affecting visibility, introduce safety hazards. Deep mines pose heat problems that may be aggravated by high-speed mining. The deleterious effects caused by these changes, and their mitigation, are subjects of this discussion. THE UNDERGROUND ATMOSPHERE Health and safety problems from changes in the underground atmosphere have been apparent since the beginning of mining. Alleviation of these problems has been by ventilation with normal air from the earth's surface that flushes away the vitiated mine atmosphere. The objective is to provide atmospheric conditions essentially similar to those that man is accustomed to on the surface.
