The most common method of determining airflow employed by mine ventilation engineers is the product of i) the average air velocity as measured by a vane anemometer and stopwatch through a continuous traversing technique, with ii) the cross-sectional area of the roadway. This method requires the vane anemometer to accumulate the total flow over the duration of the traverse. Historically, this has been facilitated by a mechanical analog instrument that has either a counter or set of dials that display the flow. Common instruments of this type are Airflow Development's AM5000, Davis's, or Taylor's Biram type anemometer. The AM5000 is widely used in the Canadian mining industry but is no longer available. Therefore, regulatory authorities have seen fit to evaluate presently available commercial instruments to replace the AM5000. This paper describes an instrument evaluation contracted by the Atomic Energy Control Board of Canada which regulates the uranium industry. Over the last two decades there have been numerous advances in the development of electronic air velocity meters. Currently available units have the following features: a) battery operation; b) are compact and can be hand-held; c) employ LCD's, and microelectronic circuitry; and d) provide a time integration for the duration of a traverse. These features make such instruments a possible replacement to the analog units and stopwatch determinations. This paper details five of the new generation of vane anemometers plus a vortex air meter, and it explores their limitations in comparison to analog units. Specific consideration is given to linear response, the effects of yaw, traversing speeds and ergonomics relating to both handling and use. The paper concludes with some features that are attractive and should be considered when purchasing a new anemometer.

We report measurements of the effects of rank, type, and grade of coal on grinding energy and grinding media consumption in a Pitt Mill. The rank of coal has a greater effect on grinding energy than does coal type. The effect of coal grade on grinding energy depends upon the relative grindability of the mineral matter and of the hydrocarbon components of the coal. The mineral matter is primarily responsible for abrasive media wear in a Pitt Mill. The widely recognized HGI test for coal breakage may yield misleading results, particularly for multiple-banded bright and dull coal where the screening procedure used in sample preparation favors the testing of the hardest coal fraction. The work reported here indicates that the Pitt Mill, which grinds the whole coal in a single stage and which yields easily interpreted results, is an excellent candidate for testing coal pulverization characteristics including energy requirements and equipment wear. The measurements of the effects of coal characteristics on grinding energy and on media consumption have been used to estimate the cost of fine grinding in a Pitt Mill. The results, based on a conceptual level evaluation of grinding at the rate of 1 TPH, show that there are trade-offs possible between the cost of energy and cost of media consumption which involve choice of grinding media size. The use of fine-size grinding media to lower grinding energy and to increase throughput can be deceptive because the total cost of grinding must consider both energy and media consumption.

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

INTRODUCTION The widespread use of desktop computers by an ever increasing number of people, both for personal and for business and government uses, has brought public attention to surprising stories about computer abuse. Before the advent of microcomputers in the information processing environment, hundreds of amazing misdeeds involving large computers had already been reported, most of them perpetrated by highly skilled professionals. The undreamed enlarging of microcomputer potential has steadily posed a major threat to complex mainframe computing systems, as joyful teenagers become familiar with the habit of hacking around someone else's large processing system, by means of makeshift phone communication networks, based on their intended homework for personal computers -- for the sheer fun of it. Now, the never ending capacity and speed improvement of commercially available micros has given rise to a brand new concern for society: the hazards of processing sensitive information in the powerful, but still unsafe microcomputer itself, whether or not linked to other micros or mainframe networks. This paper deals with some aspects of the problems and presents some practical hints as to enhance protection and minimize risks to sensitive and secretive information when processed on microcomputers. The physical considerations of computer security and pertinent safety precautions will not be discussed, because while essentially relevant to information protection, recommendations are well defined by processing resources suppliers and their importance is more widely recognized by users in general. Definitions and Classifications. The following definitions and classifications will be considered in this report: Information Assets: Any knowledge or information processing, storing or conveying device displayed in one's environment. It consists of two main categories: INFORMATION RESOURCES: End user's application data wherever recorded. PROCESSING RESOURCES: EDP skilled user's hardware, software, peripherals, magnetic media, communication devices, auxiliary equipment, supplies and related operational procedures. Information Protection: In a broad sense this is the set of necessary procedures to assure to the legitimate user the effective control of the operation and allow modifications of information assets, so that their physical or cognitive integrity be preserved or any unexpected loss minimized inspite of accidental occurrences or intentional actions. Classification Processes: Commonly two classification processes are used to define key terms in information protection: SENSITIVE CLASSIFICATION: Pre-defined standards for assessing the vulnerability to losses due to lack of proper processing continuity if information is destroyed, disclosed, secluded, or misused. SECRECY CLASSIFICATION: A spectrum of degrees as to the expectancy of holding exclusiveness of unique information whose destruction, disclosure, seclusion or misuse will cause a negative impact on the legitimate holder environment. Sensitive Information: Any knowledge whose destruction. disclosure. seclusion or misuse - - - implies losses to its legitimate holder. Introduction The cost of grinding may be divided into a fixed equipment cost portion and an operating cost portion. The fixed equipment cost is the amount of money required to purchase the grinding mill itself. This amount may be kept separate from the installation cost which, often, is taken as a percentage of the fixed equipment cost. A good average is 43%; therefore a $100,000 ball mill would cost approxi¬mately $143,000 installed. Operating costs are variable and paid per unit time for power, liner replacement, grinding charge replenishment, labor, and mainte¬nance including major parts replacement. Such costs depend on the geographical location and will vary with the cost of labor. Operating costs are difficult to estimate. Most mining companies consider such information proprietary. This section provides a means to obtain an estimate of the equip¬ment cost of a grinding mill with a rated accuracy of±l0%. Compara¬ble methods to determine operating costs are not available. Such costs are presented in table form with suggestions for updating them. Esti¬mating the cost of liners and steel replacement is possible as described in a later section. Capital Costs of Grinding Mills Grinding mill costs have been related,124 by means of equations and corresponding graphs, to the nominal horsepower requirements of mills. All graphs are based on a Marshall and Stevens cost index for Mining and Milling of 300, where a cost index is a ratio used to estimate current prices of equipment from obsolete prices. Where (Cost Index Now) Cost Now = (Cost Then) (Cost Index Then) (I) For example, the cost of an autogenous mill that requires a 3000¬hp motor is estimated as $500,000 (Fig. 95). This was the estimated price when the M&S (Marshall and Stevens, Mining and Milling) cost index had a value of 300. If the index is currently at 400, then the estimated current price of the autogenous mill is: Cost Now = ($500,000) (400) (300) = $667,000 Most professional journals will publish current values of cost indices at least once a month. In subsequent pages, each graph of grinding mill cost vs. mill horsepower has an associated graph of capacity vs. horsepower along with a table that relates mill size to horsepower. The associated graph and the table must be used with caution, since both apply to an average ore under average conditions. Example calculations showing how graphs should be used are shown in the following. It should be stressed that the cost data incorporated herein ex¬cludes the cost of pumps, motors, lines, and classifiers, unless other¬wise stated. Costs are not direct quotes; they are the averages of quotes supplied by manufacturers and analyzed by means of regression analysis. Example 1. Georgia?s Coastal Plain contains important sediment-hosted deposits of kaolin, bauxite, heavy minerals, sand and gravel, silica sand, carbonate rocks, and fuller's earth. Genesis, location, size, and quality of these deposits are related to terrestrial, marginal-marine, and shallow-marine depositional environments that evolved during development of the southeastern North American continental margin. From the Cretaceous to Eocene, kaolin and aluminous sediments, which contained mica and feldspar, were deposited in marshes, ponds, and bays located in deltas or behind barrier islands or spits. In the Cretaceous sediments, subsequent, intensive, in situ chemical weathering converted mica and feldspar to kaolin. Kaolin eroded from deeply weathered granitic rocks in the Georgia Piedmont was deposited in Paleocene to Eocene sediments. Subaerial exposure during the Paleocene and Eocene desilicated kaolin sediments to form bauxite. Sand and gravel, silica sand, and heavy-mineral deposits are found in Cretaceous to Eocene fluvial and shoreline sediments, some of which are associated with the kaolin and bauxite deposits. Source areas, intensive chemical weathering in the source areas, transportation by the major river systems, and deposition of these clastic sediments in similar or nearby depositional environments are common elements in the genesis of these resources. Eocene fuller's-earth deposits are opaline claystones in near-shore to shelf-marine sediments, which overlie the kaolin-bearing strata. These claystones consist of montmorillonite and opal/ cristobalite derived from alteration of diatom frustules. Favorable ocean currents provided nutrients for extensive planktonic growth. Oligocene and Miocene carbonate rocks were deposited principally in shallow-marine embayments. Miocene fuller's- earth deposits in south-central Georgia and adjacent parts of Florida contain palygorskite that formed through alteration of montmorillonite/bentonite clays. Deposition and subsequent alteration occurred in shallow, brackish-water lagoons under relatively high temperature and subtropical conditions. Middle and late Miocene phosphorites were deposited on a shallow carbonate-shelf platform and were concentrated proximal to anticlinal highs. Numerous marine transgressions and regressions since the beginning of the Pleistocene resulted in shoreline detrital deposits containing aggregate sand, silica sand, and heavy minerals on the Coastal Plain and on the Continental Shelf. Major river systems transported sand and heavy minerals from source areas in the Piedmont and Upper Coastal Plain. Deltaic deposits of heavy minerals were redistributed and concentrated by longshore currents, shoreline processes, and aeolian processes. River-terrace sediments, correlative with the Pleistocene shoreline deposits, contain sand-and-gravel and silica-sand deposits. Aeolian dune sands are associated with both Pleistocene fluvial and shoreline detrital deposits.

"It is well known that tunnelling involves a high degree of risk. Conventional risk management only evaluates risks and chooses mitigation measures before the start of a project. However, mitigation measures also introduce risks, which are ignored in the conventional risk control process when choosing different measures. The Multiphase Risk Management Method (MRMM) takes the risk of mitigation measures and dynamic risk control into consideration. This paper introduces this new method and provides a flow chart for better understanding. A case study of the MRMM is given based on Ningbo Metro Line 3, the first quasi rectangle shield tunnel in China. INTRODUCTION Tunnelling itself is generally complex and involves a high degree of uncertainty (Huang, 2006; Thompson and Thompson, 2006). In recent years, several metro tunnel projects in China have been involved in accidents (Wang, 2006; Gong and Zhang, 2012).As a result, Chinese tunnel engineers are paying more and more attention to risk management in tunnel projects (Xiao-lin and Ping et al., 2009; Zhong and Jia et al., 2014), and scholars around the world have put forward many management processes. Existing risk management mainly focuses on a particular stage of a tunneling project. Tunnel engineers or other project parties usually carry out risk assessment and set up schemes or choose mitigation measures before a project begins. The risk from this initial risk assessment may be defined as the initial risk (Bai and Dai et al., 2013). This kind of managing process has been widely used for its simplicity and comprehensibility. However, this static theory cannot properly reveal the dynamic character of the risk during tunnelling. In addition, to reduce the risk from unacceptable level to acceptable level also calls for optimum measures. Therefore, the multiphase risk management method was proposed (Bai and Dai et al., 2013). The purpose of this paper is to introduce and develop the MRMM, and to provide a brief flow chart to illustrate the risk management process based on it. Finally, an example of the first quasi rectangle shield tunnel in China in Ningbo Metro Line 3 is illustrated. It analyzes the initial and secondary risk and sets up a risk control system."

INTRODUCTION The Scope of the Chapter This chapter discusses environmental regulation and closely-related public policies associated with mineral development in the United States. This chapter outlines the nature, extent, and amelioration of secondary effects of mineral development. It sketches the policy foundations of regulation; discusses the implementation of environmental law; describes land use conflicts and land management regimes; and surveys the costs and benefits of environmental regulation. Since regulations are subject to frequent change, the chapter emphasizes basic factual and conceptual material, rather than specific regulations. The goal is to familiarize the reader with the general nature of environmental impacts and mitigation which arise in the minerals industry, and with the issues surrounding the regulation debate. The chapter is organized as a series of sub- chapters. The first of these is a discussion of the conceptual foundations of regulatory policy. The second section summarizes the principal federal environmental statutes, and the implementation of such regulation. Following that, the third section summarizes the current state of knowledge regarding the types of environmental impacts associated with mineral development. This discussion, organized in a format similar to that used in environmental impact statements, can be thought of as a guide to reading and understanding such statements. Next, the fourth section surveys studies of the costs and benefits of environmental regulation. 'These empirical studies are evaluated in terms of the framework developed in the first section of the chapter. In the fifth section, the discussion turns to federal, state, and local approaches to land use control and siting, and the economic analysis of such conflicts. Included are discussions of the two principal forms of public lands mineral entry, the 1872 location patent system and the 1920 leasing approach. CONCEPTUAL FOUNDATIONS OF REGULATORY POLICY David A. Gulley The Role of Regulation in a Market Economy What is Regulation?: Regulation is the intervention of government in the activities of the private market. In a market society, the private sector is presumed to be the most appropriate economic agent. Given this presumption, regulation generally begins with a demonstration of persistent problems under laissez-faire in a given context. Environmental and related regulation occurs because the public believes the free market does not properly value environ- mental quality. In this section, concepts are advanced to aid the reader in understanding the government's role in this respect.

This paper was presented at the ‘17th U. S. Symposium on Rock Mechanics’ on August 29, 1976, at Snowbird, Utah, at the SME-AIME Fall Meeting on September 1, 1976, at Denver, Colorado, and at the Polish-American conference on Ground Control in Room-and-Pillar Mining on August 7, 1980 at Southern Illinois University, Carbondale, Illinois. Introduction The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement- fly ash mortar. Although the fully bonded bolt concept is not new as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1)(2)the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation's Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since Decmeber of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the group-rebar system.

"The seventh annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held last February at the SME Annual Conference & Expo in Phoenix, AZ. A total of 21 students entered the poster competition. The students were required to submit one-page abstracts, which were reviewed by the judges, after which they prepared posters to display their work. A panel of judges went to each student and listened as the student explained his/her research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. Recognizing the effort required to participate, the MPD provided monetary rewards to all participants. First place received $1,000; second, $500; and third through seventh, $200. All remaining entrants received $100 each. The winners have their abstracts published in this issue of Mining & Metallurgical Processing. As in past years, there were separate levels of competition for undergraduates and graduates.Now for the winners:Graduate winnersJoseph Halt won first place for research on the use of additives to starch binders to create iron ore pellets. Vivek Agarwal received second for working on using solvent extraction to concentrate lanthanum. Jordan Rutledge placed third for utilizing tannins to depress calcite in fluorite flotation. Fourth through seventh places were Vu Truong, Jacob McDonald, Hunter Sceats and Doug Schriner.Undergraduate winnersLaura Nugent won first place for using high-frame-rate cameras to follow bubbles as they moved from the pulp to the froth in flotation cells. Taylor Graham earned a second-place finish by researching how to acid leach low-grade manganese carbonate.Although its cliché to say everyone’s a winner, everyone can benefit from attending the MPD Student Poster contest. All the students were able to display their work to potential future employers, and industry professionals could talk to the up-and-coming engineers. Next year, there will be another competition for more posters and networking, so get ready to attend.Thank you to all the students for participating; Lisa Schlink for chairing the session; the judges, Aaron Noble, Debra Switzer, Mohammad Rezaee, Nick Gow and Ren Bryce, for evaluating the abstracts and posters; and the MPD sponsors for supporting the competition. KawatraGraduate student and professor and chair, respectively, Department of Chemical Engineering,Michigan Technological University, Houghton, MI, USAIntroductionIron ore pellets are hard spheres made by agglomerating iron ore concentrate and binders. Pellets are the preferred ironbearing feed for blast furnace ironmaking. Starch has been proposed as a binder because it has good adhesive properties, does not contaminate pellets and is relatively cheap. However, starch binders typically lead to weak pellets with rough surfaces, and these can cause high levels of dust within process equipment and when pellets are handled and shipped (Halt and Kawatra, 2014). Our research shows that by adding a small quantity of other additives, pellets made with starch binders become smooth and strong. The newly designed binder leads to significantly lower levels of fines when pellets are handled."

This paper presents methods and results of environmental planning conducted for a proposed coal and iron ore transshipment terminal which would be located on reclaimed land west of Lisbon, Portugal. Oceanographic, navigational, marine, structural, material handling, and financial studies of the terminal were conducted along with the environmental analyses. However, because of the proximity of the terminal to heavily used recreational resources, residential areas, and biologically valuable habitat, anticipating and reducing the environmental effects of the terminal to minimum levels was a very important part of the overall project. The results of the study indicate that even the impacts associated with worst-case conditions would be acceptable because of appropriate pollution control measures and planning.

INTRODUCTION In 1982 and 1983, as part of the mine design program for a New Brunswick potash mine, series of laboratory tests were conducted on potash and salt samples obtained during the mine exploration program. Concurrently, two rock mechanics monitoring programs were initiated in-situ the short term test at site A, and the long term test at site B (figures 1 and 2). SHORT TERM TEST (FIGURE 1) The purpose of this test was to obtain a quick confirmation of laboratory data and comparison of the rock response to excavation with the data available from Saskatchewan potash mines. Instrumentation in the main drift was installed on Day 4 after excavation, and the pressure cells were pressurized on Day 33. The packer type cells in the east crosscut were pressurized on Day 25. Excavation of the west cross-cut was begun on Day 71. This "mine by" test has provided important information required for calibration of laboratory tests, as will be shown later. The test data recorded are shown in a series of diagrams: a. initial room closures, main drift-figure 3; b. convergence graphs, main drift-figure 4; c. stresses recorded, main drift-figures 5 to 8 and, d. stresses recorded, east crosscut - figure15 Three types of instruments were used in this test. In the main drift. Saskatchewan Research Council water type hydraulic inclusions. encapsulated in potash, were used to measure lateral and vertical stresses. In the east crosscut a home-made packer type hydraulic inclusion was used to record radial stresses. The convergence stations consisted of end-grouted bars of reinforcing steel. LONG TERM TEST (FIGURE 2) The purpose of the long term test was to study the steady-state behaviour of a single opening in potash. Site B was placed in a remote area of the mine, well away from any anticipated early mining activities. To assure homogeneity of rock mass, the site was placed within a 30 meter thick vertical limb of a syncline-shaped ore body contained within a 360 metre thick vertical section of salt rocks. It was excavated mechanically as close as possible to the designed square cross-section for the entire length of the room. The square cross- section was chosen in order to achieve a comparable geometry in vertical and horizontal directions; that is, to eliminate any undesired effects of geometry interaction with lithostratigraphy which might have generated non-homogeneous behaviour. The site was extensively instrumented. As in site A, the convergence stations consisted of end-grouted bars of reinforcing steel. However, in order to avoid any measurement inaccuracies which would be associated with the brittle yield zone in the opening walls, bars were placed to the same depth in opposite sides of the opening. This allowed the convergence measurement to be obtained as the absolute convergence between two points, rather than the convergence of a single point with respect to a potentially unstable reference. For stress measurements the Saskatchewan Research Council cells were placed vertically, laterally and radially. Unfortunately, due to cost considerations, it was decided to use a compacted sand, rather than grout, to encapsulate the cells in the boreholes. Due to the extremely small strain rates, only radial ly placed cells could be adequately pressurized. The rest of the cells did not perform adequately, and are currently being replaced.

The reliability of large diameter, high horsepower ball mill is paramount when large production and minimum downtime is required. The 17 ft. x 56 ft. double compartment ball mill at St. Lawrence Cement Company has the first gearless drive built in North America and has the world's largest hydrodynamic bearings currently built and running. The machine has seen three years operation and has met its specifications. The mill was designed by Aerofall Mills Limited and the gearless drive built and designed by the Canadian General Electric Company. This paper discusses the operation of the first North American installation of a gearless drive ball mill from the mechanical, electrical and process aspects.

Pastefill is being increasingly considered as a viable fill by underground mine operators. Mount Isa Mines (MIM) chose pastefill to fill their deep copper mine (>1200m deep) after considering various other types of fill in the feasibility studies. During the development of pastefill at Mount Isa (1996 - to date) the Mining research of MIM developed two cost effective, reliable and simple testing methods and used. With the help of these tests the behaviour of MIM pastefill was studied thoroughly and the most optimum mix design for pastefill was achieved. The MIM's pastefill plant, the largest in the world with a capacity of 450rph continuous pastefill production and unique in the process used, has been built (1998-1999) to produce pastefill to the specification developed through extensive testing program using the Flow Cone and Mini Slump cone Tests. As a consequence, it is now possible to select the optimum pastefill mix designs and predict their flow behaviour in bore holes or pipe lines using only these tests. MIM Blended Tailings Pastefill (BTPF) uses 3-3.55 Portland cement and the cost of pastefill is much lower than the total tailings pastefill, that could be produced from the same tailings.

The remote face loading and entry convergence monitoring systems, employed at some of the Cyprus Amax's underground coal mines, have been able to continuously record changes in face shield resistance across and entry convergence ahead of the longwall face at any moment during longwall mining. The instrumental data obtained from these systems plus in-situ observations during the mining operation can help us better understand the mechanism of overburden strata movement above a longwall face and verify the effectiveness of the current face and entry supports. This paper describes the functions of both the face and entry monitoring systems, and discusses our findings and the issues related to successful ground control for longwall mining.

INTRODUCTION A very important factor in froth flotation is the use of surface-active chemicals to form a froth in which minerals or coals are retained, thus allowing for valuable component enrichment. In coal flotation reagents (frothers) specifically designed to provide an efficient froth are employed. It is this group of chemicals that will be the primary emphasis of this paper. Despite the importance of frothers, surprisingly little systematic scientific work has been performed with the goal of quantifying frother mechanisms and the influence of particles on froth stability. Based on direct experimental observations in both batch laboratory and continuous large-scale flotation cells, the use of a frother significantly increases first, the possibility of a particle- bubble contact, and second, the efficiency of sticking after such a contact. Thus, a major role of a frother is to significantly increase the rate of flotation. This rate modification by a surface-active agent occurs through several observable mechanisms including the formation of a froth of relatively consistent character (bubble size and bubble density) under a variety of operational conditions, an increase in the ability to disperse air in the flotation cell, a reduction in the rate of coalescence of individual bubbles in the cell, and a decrease in the rate of bubble rise to the pulp surface. It will not be the intention of this paper to exhaustively list all frother accomplishments related to research, development and use in coal flotation. Rather, the authors will attempt, based on their experience, to present a technology overview of the role of frothers in the chemistry of flotation as successfully practiced at the industrial level. A very useful framework for flotation is the concept suggested by Klimpel (1984, 1984a) of viewing flotation as a system consisting of three major components: chemistry, equipment and operating variables. This is illustrated in Figure 1. A major point of this figure is that flotation is a highly interactive system with many technical and economic combinations of component settings available to operators to achieve a given goal. Sometimes simultaneously changing various component settings will reinforce a particular attribute. Also various component settings can cancel or counteract each other if changes are not chosen wisely. Thus, coal flotation must be viewed by the plant operator as a complex system with the economic/technical optimization of a given flotation process being directly related to the operator's knowledge of how his particular flotation system behaves as a function of the major control variables he has at his disposal. Typical important component settings in coal flotation are collector dosage, frother type and dosage, air flow rate, feed rate, particle size, pulp density, and the surface oxidation conditions of the coal. Because of the above complexities, it is sometimes assumed (especially in laboratory studies) that the choice of frother type and dosage is not as crucial as some of the other factors such as collector type and dosage (e.g., Leja, 1982). Detailed plant level testing of all of the factors of Figure 1 performed in recent years, Klimpel (1980, 1980a, 1982, 1984, 1984a), Hansen (19861, Klimpel, Hansen and Meyer (1982), simply do not support this assumption. The above testing has shown rather clearly that certain frother chemical structures consistently exhibit predictable performance characteristics in both mineral and coal flotation. In addition, significant changes in both rate and recovery can be expected. In the remaining sections of this paper, the following topics will be covered: requirements of chemicals capable of use as frothers, types of chemicals used commercially as frothers, some general performance characteristics of existing commercial frothers, and recent work in developing new frother chemical structures.

INTRODUCTION The components of the radiological hazard in uranium mines are: 1. exposure to radon and its short-lived daughters 2. exposure to long-lived ore dust 3. external irradiation With usual ventilation rates, the dosimetry relative to the first component only requires to know each miner&apos;s exposure to a potential energy of short-lived radon daughters, (EXP[a]). Presently in France, (EXP [a]) is determined monthly from radon concentration measurements. This is an indirect method based on ambient monitoring. After technical improvements achieved during the last years it is now possible to measure (EXP [a] directly with an individual portable monitor developed by the CEA. The purpose of this study is to analyze and compare monitoring results obtained by these methods. DETERMINATION OF INDIVIDUAL MONTHLY EXPOSURES TO[ a] POTENTIAL ENERGY OF SHORT-LIVED RADON DAUGHTERS [(EXP a) amb, by ambient monitoring] In this case, it is necessary to know individual monthly exposures to radon, (EXP Rn). As mentioned by Pradel, J.,et al., 1976, (EXP Rn) is estimated for each worker from informations both on radon concentrations (CRn) measured as described by Pradel, J., 1962 and times (t) elapsed in the various workplaces. (EXP Rn) is obtained by summing up the elementary radon exposures CRn x t relative to all the workplaces where the miner was successively engaged during the month. (EXP Rn) values are then corrected by an average equilibrium factor of 0.17 deduced from many measurements and taken as representative for all the French mines. Finally: [ ] (EXP [a])ind are obtained directly with an individual portable instrument described by Chapuis, A.M., et al., 1972. Samples of the air breathed by the miners are pumped continuously and radioactive aerosols containing the short-lived radon daughters are trapped on a filter. The principle of the measurement lies on track-etch detection of the a particles emitted by the deposited material. The technical aspects have been described by Duport, P., et al., 1980a, Mouden, A., et al., 1980 and Chapuis, A.M., 1980. As mentioned by Duport, P., et al., 1980, fiability is good. Indications on measurement reproducibility are given by Pradel, J., et al., 1977. PRESENTATION OF THE STUDY The underground miner population of a French mine was followed during a period of 8 months (October 1978 - May 1979). Monthly exposure values for each miner determined either by ambient or individual monitoring, (EXP [a])amb or (EXP[ a])ind, had been previously collected by Le Gac, J., 1980, who had also defined miner categories according to the characteristics of the work performed. Four groups are considered here, the "whole mine" and three categories as described in table 1. Data on the individual monthly exposures,(EXP [a])ind and (EXP [a])amb, were taken again to analyze the individual cumulative exposures instead of the "month by month" values. The influence of the mean habits of each individual on its surveillance results is thus taken into account. Each miner has a cumulative exposure as an individual of the "whole mine" and as an individual of each category in which he has worked. The results obtained by ambient or individual monitoring were analyzed (characteristics and adjustements of the distributions) and then compared (description of the discrepancies observed). Obviously, such a study is possible only if all the exposures are cumulated on a same duration. As miners have not worked during the same number of months in the course of the data collecting period, one must considerer the individual average monthly exposures, [(EXP a)]amb and[ (EXP a)]ind, instead of the individual cumulative exposures, which is typically the same thing. To be sure that the exposure values of a given group (A, B, C or D) are representative, only those miners really present for at least 3 months in this group were taken into account. Finally, each individual of the "whole mine" and of the various work categories has a pair of average monthly exposure values : [(EXP a)amb] determined by ambient monitoring and[ (EXP a)ind] deduced from the track-etch recording of the individual portable monitor. This paper is presented from the viewpoint of the mill operator and maintenance supervisor. Its purpose is to highlight the things that have been accomplished by the mill designers to lighten the load for the maintenance superintendent and to reduce the overall costs for the plant operator. The complexity of plant design, the civil and structural engineering problems encountered when the satisfactory maintenance layout is accomplished are appreciated, and the writer is fully aware of the complexities of these problems. However, it is not the purpose of this particular paper to dwell upon these problems, nor to emphasize or de-emphasize the problems of the civil, mechanical and electrical engineers. It is simply that the paper will attempt to review what these people have accomplished in spite of the many technical problems. This paper then is prepared with the operator and maintenance people?s viewpoint. What is their definition of design for maintenance? It is the writer&apos;s interpretation that the various design concepts which mean improved maintenance are such items as (I) maintenance areas, (2) laydown space for maintenance materials in specific maintenance jobs, (3) the inclusion of bridge cranes in the plant and specific design of the craneways to accomplish flexibilities for the cranes, and (4) the location of the piece of equipment to allow maintenance people to work around the equipment - - - this specifically includes the orientation of the particular piece of equipment.

In processing heavy mineral sands, the low feed concentration and respective high value of the desired minerals require high capacity production and sharp classification/separation techniques to reduce the specific production costs. The allflux® separator, a new process system introduced to the heavy mineral industry, meets these criteria in an economical way. Its two-stage process, a combination of rising current and fluidized bed technology, allows the treatment of extremely high massflows in a single unit. Using concepts that have proven successful in processing concrete sands for many years, testwork in coal, iron ore, and heavy minerals looks very promising.

Discussion by R.W. Hutchinson Minter&apos;s excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney&apos;s discussion broadens Minter&apos;s 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney&apos;s discussion and Minter&apos;s reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in abroad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin&apos;s Archean hinterland and its affects on Witwatersrand sedimentation. Since the epigenetic hydrothermal hypothesis was essentially discarded in favor of placerist origin, the gold source for these great deposits has generally been attributed to the weathering of lodes in greenstones or granites of the uplifted, older Archean hinterland to the north and west. However, Hutchinson & Viljoen (1988) present evidence that this explanation is inadequate, as well as data in support of an alternative explanation. They suggest that the gold and accompanying abundant, clearly detrital and auriferous pyrite in the conglomerate reefs were derived by erosional degradation of auriferous-pyritic exhalite previously deposited, by shallow marine discharge of hydrothermal fluids, along the fault-bound northwestern margins of the Witwatersrand depository. The auriferous-pyritic exhalites were generated by fluid-rock reactions in the subsurface, particularly in the highly-altered lavas of the Dominion Group but also in adjacent basement granitic rocks. The process envisaged is comparable to that observed in sea floor hydrothermal systems today, although, in this case, it occurred at the margin of a rapidly subsiding, shallow marine or continental basin. Important evidence for this explanation is the anomalous gold content of the ferruginous, shaley strata occurring throughout the Witwatersrand Supergroup and including the distinctive contorted bed that is an iron formation. These layers have been interpreted (Hutchinson and Viljoen, 1988 and 1990) to represent the more distal, finer-grained, mixed chemical/clastic sedimentary strata. Thus, they are the basinal equivalents of the proximal, auriferous-pyritic exhalites that were deposited along the basin&apos;s margin and subsequently reworked by sedimentary processes. This gold source explanation resolves many of the enigmatic questions regarding Witwatersrand geology and the reawakened controversy between proponents of hydrothermal and placerist genetic hypotheses. The theory invokes a hydrothermal origin for the gold in the basin-margin pyritic exhalites, thus explaining the visible hydrothermal characteristics (Figs. 1 and 2). It also provides compelling evidence for placer origin by encompassing all of the fluvio-deltaic processes of clastic sedimentary transport and deposition that are clearly summarized by Minter. These characteristics result from the degradational reworking of the pyritic exhalites along the depository&apos;s margins. Fluvial reworking, transport and deltaic redeposition of this detritus, along with additional detritus carried into the depository from the hinterland, then formed the conglomerate reefs. Other enigmatic aspects of Witwatersrand geology include: • the rarity of magnetite and ilmenite (the two most common heavy minerals in placer deposits) and the contrary abundance of leucoxene in the conglomerate reefs; • the presence of differing varieties of pyrite (authigenic, allogenic, compact and porous) all of which are auriferous; and • the presence of well-rounded pebbles, even cobbles, of pyrite that, in view of the brittleness of the mineral, could not have been transported great distances from a hinterland.
