High purity, high brightness limestone deposits in the San Bernardino Mountains and Mojave Desert region occur in upper Paleozoic carbonate rocks which are part of an upper Precambrian and Paleozoic sequence that unconformably overlies crystalline basement. The Paleozoic strata are divided into formations and members, and correlated with strata of the inner Cordilleran miogeocline. The region has been affected by multiple Mesozoic intrusive, contact, and regional metamorphic events. Structure is complex, and includes polyphase Mesozoic folding and thrusting, and complex Cenozoic structures. The area continues to be seismically active. High brightness (white), high purity crystalline limestone deposits are uncommon because their formation is dependent on several geologic processes which include; 1) depositional environment, 2) contact and or regional metamorphism, 3) folding and faulting, 4) uplift and erosion, and 5) preservation through geologic time. The complex geologic history of the San Bernardino Mountains and Mojave Desert region has allowed the formation of several large high brightness, high purity limestone deposits which are currently being mined or will be mined in the future. Specialty Minerals, Inc. (formerly Ptizer), Pluess-Staufer (California), Inc. and Partins Limestone, Inc. produce high brightness, high purity limestone from several quarries in the San Bernardino Mountains. These active mines combined with undeveloped deposits controlled by Pluess-Staufer in the San Bernardino Mountains, New York Mountains, and Bristol Mountains in the Mojave area, contain proven and or indicated reserves sufficient to sustain production through the 21st century Detailed geologic mapping, intimate knowledge of stratigraphy, recognition of complex structures, sampling, drilling and assay data, are proven tools in the discovery and delineation of high brightness, high purity limestone deposits in the San Bernardino Mountains and Mojave Desert region of southern California.

A computer program has been developed to simulate evacuation of a mine in various configurations. The simulation input variables include characteristics of the mine, expressed, in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e. , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effects of the fire are not considered. The simulation output include the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure of the miners. Several illustrative simulations have been carried out to verify validity of the program and to demonstrate its capabilities. The computer program has been able to predict evacuation time, within 5 percent, for an actual fire drill. It is believed that this program can be used to evaluate evacuation performance of a mine, identify problem areas and demonstrate improvements due to the recommended corrective actions.

Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water' was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

Titan Group’s environmental policy and Sharrcem’s Corporate Social Responsibility (CSR) are the driving forces behind the development and implementation of a comprehensive Rehabilitation Plan at Dimce Quarry, which is the main raw material source for Sharrcem Cement Plant since the 1970’s, located in the municipality of Hani i Elezit in Kosovo. Based on an Environmental Impact Assessment Study and the approved Mining Plan and also on the principles prescribed in the Guidelines on Quarry Rehabilitation, released by the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD-CSI), Sharrcem has adopted a quarry operation and rehabilitation process in line with the best practices in the mining and cement sector. This paper discusses the background for the development of the rehabilitation plan and the results of rehabilitation activities, as have been implemented over the last few years. The main objective of the progressive rehabilitation plan at Dimce Quarry is to restore the depleted pit and return it back to the original land owners for resettlement. To date approx. 3,4Ha of former mining area has been restored by backfilling and levelling of the depleted closed pit and returned back to owners, who have built their houses and turned it into a living area again. This Quarry has turned out to be a real composition and practical example of preserving and returning back the natural resources in a state compatible with the surrounding environment and with respect to the needs of the local stakeholders. The motivation for business to engage in rehabilitation activities in the first place lies in the belief that the development and implementation of a progressive and practical Quarry rehabilitation plan and restitution of the land will deliver significant environmental and social benefits that outweigh the long-term rehabilitation costs, while maintaining the company’s reputation.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

Gravity separators such as spirals are commonly used in multistage cleaning and scavenging circuits to improve the quality and recovery of concentrates produced in the industrial minerals industry. Unfortunately, field surveys suggest that many industrial operations are poorly configured in terms of equipment layout. This shortcoming can often be attributed to a failure by engineers to make use of fundamental process engineering tools for circuit design. One of the most important of these is linear circuit analysis. This powerful tool makes it possible to mathematically compare the relative efficiency of circuit configurations in advance of experimental testing. This article provides a basic review of the linear circuit analysis concept and discusses some of the key insights it provides for the layout of multistage circuits. An industrial case study is provided to show the tremendous impact that this process engineering tool can have on the design of multistage spiral circuits in a heavy mineral wet plant.

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

Pore-filling organic material concentrated uranium to form sandstone-hosted primary uranium deposits in the Jurassic Morrison Formation of the Grants uranium region, New Mexico. Petrographic observations and radiometric ages for primary ore in the Westwater Canyon Member require that the organic material was emplaced early in the diagenetic history of the host sandstone; in fact, organic material was emplaced before major compaction. This inferred early emplacement constrains models concerning the nature and origin of the organic material and thus also constrains models of ore genesis. Reconstruction of the burial history of the basin indicates that Late Jurassic-Early Cretaceous time, the interval of inferred emplacement of the organic material, was probably not a time of hydrocarbon generation and migration. Nuclear magnetic resonance analyses, elemental abundances, and isotopic studies provide further constraints on the nature of the organic material, and data from these studies are consistent with a humic acid rather than an oil origin. In addition, the overall tabular shape of primary uranium orebodies and the way these orebodies are suspended in the host sandstone mimics Recent deposits of humate, the precipitated form of humic acids. The critical clue that favors a humic acid origin for ore-related organic material is provided by the nature and patterns of postdepositional alterations that are spatially and temporally related to primary ore, specifically destruction of detrital magnetite and ilmenite (iron-titanium oxide) grains. Humic acids are implicated in the destruction of iron-titanium oxide grains because these organic acids are one of the most effective natural agents in leaching of Iron from these grains. Thus, timing constraints, chemical evidence, orebody geometry, and the nature and patterns of ore-related alterations favor a humic acid origin and suggest that an oil origin is highly unlikely. Because alteration of iron-titanium oxide grains tracks the pathways of humic-bearing solutions through the host sandstones, it is possible to trace these solutions back to their source. Alteration patterns in the Westwater Canyon Member suggest that the humic-bearing solutions originated as pore fluids in the mudflat facies of the overlying Brushy Basin Member and moved into adjacent sandstones during early dewatering of the mudstones. The humic acids precipitated, by the process of cation loading, in tabular layers. Uranium was concentrated within these tabular layers by complexation with the humic acids to form primary uranium orebodies.

For decades many of us who are associated with the mineral industry have tried to show the public its economic and strategic importance. Some of the mineral industry's proponents have been politically powerful figures and have been widely quoted. Yet, as measured by public opinion, legislative support, or almost any other standard, our efforts have been inadequate. It is apparent that a set of environmental beliefs that discredit industry, firmly held by a number of idealistic persons, has had wider coverage in the media and in schools than has the mineral industry's message. Although the fervor of our idealistic friends is often unfounded and, their stands unscientific, they must be considered seriously. Unless we address the issues in terms the idealists will understand, the mineral industry will have little influence on them or on the general public. A. striking thing is that, quite often, translation of idealists' views into action has been counterproductive. The reason is obvious. Excessive amounts of money and energy have been spent on relatively minor problems. The common result is that larger problems have been created. It may be possible to help anti-industry idealists understand their own dependence on minerals, and thus render their views more realistic, if they are shown more effective ways to reach their stated goals. If those goals can be shown to be held in common by all sensitive human beings -- including those in business and industry - the dialogue becomes one of how to achieve common ends. Individual mining companies acting by themselves have little possibility of success, and companies working in unison through trade associations have not been successful. Further, it is unlikely that industry in general can be successful in changing minds unless it seeks outside help. But friends among those who influence public opinion have been hard to find. Historically, help from media has proven difficult to get. Nor has enough help from educators been forthcoming. Yet, a war is going on in the technological, philosophical, and political trenches, even though much of the public is not aware of it. For the first time in years, there is row a significant and growing number of eloquent and brilliant thinkers on the side of free enterprise and industry, many of them environmentalists, but without the anti-industry mind-set. They have had remarkably little help from the private sector or even from the present administration. Industry may do far more for itself in the long run by encouraging these brave but bruised individuals and their organizations than by trying to work alone. These friends of free enterprise are working against a seemingly stacked deck relative to much of the media, the bureaucracy, and the educational system. However, despite their problems, their success to date has been remarkable. With more cooperation from industry they should do even better.

After location and verification of exploitable mineral resources, mineral development re- quires capital goods, labor, and energy to extract the deposit. In addition, a growing social awareness of the need for a healthy environment re- quires inclusion of environmental burdens to the total costs incurred. This is because mineral development is detrimental to the environment in a number of ways. All mining .operations involve the separation of valuable minerals from the surrounding waste rock, which in turn re- quires permanent disposal of unwanted or un- used materials. Mine overburden, wastes, and tailings are often transferred to peripheral areas where they remain as unsightly features in the natural landscape. Some mine spoils contain harmful or contaminating substances as heavy metal salts or acid forming materials which subsequently are released to the environment. Many types of mining operations handle significant quantities of water during extraction or beneficiation processes. When discharged, the quality of such water often is unsuitable for residential, agricultural, or recreational use. Since mining activity disturbs the natural vegetation in the project area, water may be allowed to transport soil materials into streams, causing erosion and siltation. In particular, surface mining operations disturb the top layers of soils, resulting in losses of productivity for long periods of time. Excavation, transportation, and further processing of large volumes of both ores and waste materials generate substantial quantities of particulate and gaseous emissions, some of which contain metal dusts or compounds of sulfur. Such fugitive and point source emissions can be transported beyond the confines of mineral operations to cause annoyance and damage at more distant locations. Environmental degredation or pollution can be viewed as the alteration of the environment by man through the introduction of materials which represent potential or real hazards to hu- man health, disruption to living resources and ecological systems, impairment to structures or amenity, or interference with socially desired uses of the environment. The significance of environmental degradation is reflected in its effects on a range of receptors, including humans as well as the resources and ecological systems upon which we depend. Pollution also is judged in the social context of damage to environmental structures and amenities. The demand for restoration and maintenance of environmental quality presents the mineral industry with a challenge to successfully man- age discharges and returns to the environment in order to avoid undesirable and harmful consequences. INTRODUCTION The development of nuclear industry in Taiwan requires an increasing supply of uranium. Uranium recovery from phosphate ores, becomes an important item of the R & D programs. Many countries have already started such a program. USA has set up an industrial-scale production plant; South Africa, Israel, Morocco and other countries have also engaged in the development of extraction technology of uranium from phosphate ores and started setting up the production plant. In Taiwan, a feasibility study of establishing the production plant was started in 1977. A pilot plant was completed, tested, and operated in 1979. The main source material. - phosphate ores is obtained from China Phosphate Company. The annual yield of the pilot plant has been planned to be one ton of ammonium diuranate (ADU). The Health Physics Division of Institute of Nuclear Energy Research (INER), Atomic Energy Council of Republic of China (ROC AEC), is responsible for the radiation safety control of the plant. The purpose of the radiation safety control is to collect radiation safety information of the plant of this type, to evaluate possible radiation hazards to the personnel, and to analyze the radiation safety of the immediate environment adjacent to the plant. Furthermore, the information and experience obtained are used as the basis for applying radiation safety control to the production plant. The main emphases of the radiation safety control are therefore the arrangement of radiation safety control areas and the collection and evaluation of the health physics data. This report includes the past one and half years' experiences of the radiation safety control of the pilot plant, the planning of the production plant with an annual yield of 10 ton ADU, and considerations given in improving the radiation safety control of the production plant. PILOT PLANT AND ITS OPERATION PROCESS The pilot plant occupies an area of 350 m2 and is a two-story rectangular building. Exits are provided by a front and a rear door. An additional small door at the central right side of the building is connected to the maintenance area located outside the main building. The interior of the building is divided into interconnected offices, laboratories and process area (Figs. 1 and 2). A stairway to the process area of the second floor is located in the central part of the first floor. The second floor offices are accessible by the additional front and rear stairways. The main process area of the first floor is furnished with plastic floor, and the second floor with poriferous iron-grid floor. The building is not furnished with centralized air-conditioning system. Individual air conditioners are, however, available to some laboratories. Because the back door of the building is frequently open, the product storage room is provided with a blower to maintain good ventilation. Natural uranium contents of phosphoric acid solution vary in the range from 0.07 to 0.11 kg/m3. The process consists mainly of the uranium concentration cycle and the purification cycle. A flow diagram of the process is shown in Fig. 3. CONSIDERATIONS GIVEN FOR RADIATION SAFETY CONTROL AND THE ESTABLISHMENT OF RADIATION CONTROLLED AREAS The radiation safety control of the pilot plant is carried out on the basis of the considerations listed below:1,2 1) Since the wet process is adopted, and the flow of the radioactive material is confined to closed pipes and containers, air contamination is therefore not too much of concern. 2) The concentrations of radioactive material of the whole process are mostly less than 10 ppm. An exception is the final ADU product after precipitation and centrifugal separation, which contains up to 50% natural uranium. It is therefore necessary to apply radiation safety control to the process area where

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge. Experiments have been carried out to determine the efficacy of bubble column flocculation. An acid-base neutralization method was used to determine the mixing time in a 0.064 m x l.5 m bubble column equipped with a Mott porous sparger. The mixing times decreased as the tracer injection point approached the gas sparger. Preliminary flocculation experiments on two clay samples were carried out. The effects of frother addition and air flow rate are presented and discussed.

In essence, any magnetic separator operates on the basis of imparting a preferential magnetic force on particles of higher magnetic susceptibility which are to be separated from particles of lower magnetic susceptibility. A certain amount of directional deviation to the particles takes place thus allowing for collecting each category of particles separately. The forces in action on particles in a wet magnetic separator of the established designs can be analyzed in a simple manner as shown in Figure 1.

The demand for mineral raw materials, especially in the major industrialized nations, has grown rapidly during the past three decades. One consequence of this growth has been an increasing reliance by the large industrialized countries upon nondomestic mineral supplies. These mineral supplies, to a large extent, have been developed by capital from the major industrialized countries. Until recently, most foreign mining ventures were either wholly-owned subsidiaries or joint ventures between two or more mining companies. The recent rise of economic nationalism has substantially changed the business climate and parameters under which foreign investors operate. This paper describes some of the underlying reasons for this change and notes how investors have adapted to the new business conditions.

INTRODUCTION FMC's Paradise Peak mine, located 13 Ian (8 miles) south of Gabbs, Nevada, became opera¬tional in April of 1986 (Figure 1). It was designed and built by Davy McKee, who was instrumental in equipment design and selection. It is the 7th largest gold deposit in the United States with defined reserves of 10.9 mt (12 million st) containing 34 million gms (1.1 million tr oz) of recoverable gold and 933 million gms (30 million tr oz) of recoverable silver. The mine extracts ore by the open-pit method, taking advantage of a 1.5:1 stripping ratio. The mill operates at a 3600 mt/day (4000 st/d) capacity. Crushing is done in three stages to achieve an ore size of minus 0.635 cm (0.25 inches). Grinding further reduces the ore to 85% minus 100 mesh. The ground ore is treated with cyanide in agitated leach tanks and then washed in the counter-current decantation (OCD) thickeners. Zinc is added to the clarified, deaerated pregnant solution to precipitate the precious metals. The precipitate is acid digested to eliminate excess zinc, filtered and retorted to drive off contained mercury. The retorted precipitate is then fluxed, melted and poured through cascade molds. Dore bars are cleaned for shipment and the slag is sent to an in-house slag treatment system. ELECTROSTATIC SEPARATION The dry electrostatic slag treatment system at Paradise Peak is the first installation of its kind. Electrostatic separation has been widely used in mineral processing since the early 1950's. A brief discussion of the theory behind the process is helpful to those not familiar to electrostatic separation. Charging and sepa¬rating slags, dry minerals or other materials by ion bombardment is the most common form of electrostatic separation. Millions of tonnes of minerals are processed each year by this method. In an ion bombardment separation, granular material is fed onto a grounded metal cylinder (or roll) and charged by a corona-producing electrode placed above the roll's surface (Figure 2). While both conductors and non¬conductors become charged, only the conductor is able to lose its charge. The charged non¬conductor, as it rests on the roll's surface, "sees" an oppositely charged image of itself in the metal surface. It is attracted to the image charge, becomes electrostatically pinned to, and moves with the roll's surface. The conductive particle also sees an image and is attracted to it. But upon touching the roll's surface, it discharges rapidly to the grounded surface and is thrown free from the roll's surface with a projectile motion. In the case of precious metal slags, the con¬ductive particles would be metallic prills of dore metal; and the nonconductive particles would be the slag, free of metal. Middling grains, generally, are in the form of a metallic prill encased in or incompletely liberated from slag. LABORATORY TESTING A number of precious metal slag samples have been tested in the laboratory. It has been found that the composition of slags vary widely from one refinery operation to another. Typical laboratory procedure is to crush and size the slag followed by two-stage lab-scale electro¬static separation. The conductor fractions from the first and second pass are then combined as a prill concentrate; middlings fraction and clean slag tailings from the second pass are held separate. Selected results from laboratory testing are shown in Table 1. It is important to note in Table 1 that the assays represent overall silver and gold, not metallic values. From experience, the laboratory results are typically lower in grade and recovery than the industrial installations. This is largely due to the hydroscopic nature of precious metal slags coupled with the high local humidity in Carpco's Jacksonville, Florida, location. Engelhard Corporation is one of the leading producers of kaolin based products in the world, having acquired the assets of Freeport Kaolin company in 1985. Much of the production technology used in the kaolin industry was pioneered by Engelhard and Freeport, including Ultraflotation for improving product brightness, delamination to produce kaolin platelet products, calcination to produce ANSILEX® high opacity titanium dioxide pigment extender and pipeline slurry operations to economically transport kaolin from the mine to beneficiation facilities. Engelhard traces its roots back to 1870 when the Edgar family discovered kaolin behind their property in Bonhamtown, New Jersey. Today the company produces the broadest line of premium coating pigments with extensive sales throughout the world. The international scope of the company's business has led Engelhard to evaluate kaolin deposits throughout the world as possible grass roots production sites. Most kaolin products are used in the paper industry -- the largest volume end-user 80% of the total market -- as filler and coating pigments. Lower volume specialized applications include fillers and reinforcements for plastics and TiO2 extender pigments for paints and coatings.
