The continuous operation of decanters in the mining industry relies heavily on the use of synthetic flocculants. Today, as plants seek to lower production costs by increasing throughput it is necessary to obtain optimum performance from the flocculant. Factors affecting such optimization include charge and molecular weight selection, and efficiency of mixing the highly viscous polymer solution with the feed slurry. Beyond maximizing dilution of the solution, the last factor is often ignored. This paper describes a series of calculations, based on fundamental transport theories, that have been used to describe flow conditions within decanter feed wells and to help select flocculant addition points. Examples are shown for the case of hydroxamated polyacrylamide flocculants in the Bayer Process, where proper selection of the addition points can result in lower flocculant dosage and better control of the decanters.

The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

To mine safely and efficiently the working conditions must be systematically de¬fined. Their uniqueness distinguishes mining from other engineering professions. The worst case in underground mining is delineated and termed "encumbered space'", since it "seriously impedes motion or action." Working space is inherently hazardous, transitory, and expensive, inducing it to be of low quality, tight and congested, vulnerable and deteriorating, and isolated and inaccessible. These adverse conditions, are damaging to cumbersome, mobile equipment, and affect all activities, including surface work. The conditions are reorganized using the fundamental engineering dimensions: space, matter time, people, and money. Comprehensive tables are presented with attention paid to "disaster potentials". Examples are cited.

Decisions affecting ground control design require detailed knowledge of roof rock geology. This is especially true when weak roof materials and anomalies create hazardous conditions and. if not properly supported, result in roof falls. The U.S. Bureau of Mines has developed a system to evaluate geological conditions by using a roof drill that will provide an estimate of the compressive strength of the roof rock in real time. Through the use of sensors and a microcomputer on the roof drill critical drilling parameters can be interpreted and analyzed almost instantaneously, making it possible to inform an operator of hazardous roof conditions such as voids and changes in strata during the drilling process. Geotechnical data can be downloaded to a portable semiconductor memory device, which is brought to the surface so that data can be directly accessed with a personal computer for further analysis. Results from field tests are presented.

On July 7, 1971, noise regulations for underground coal mines were implemented under provisions set forth in the Federal Coal Mine Health and Safety Act of 1969. These same regulations now also apply to coal mine surface facilities. In August 1971, in anticipation of these regulations, the Bureau of Mines, through the cooperation of the mine operators, conducted extensive noise surveys in three coal cleaning plants. The survey was conducted in an attempt to identify those occupations where exposures would exceed the proposed regulations.

Thank you Mr. Stevens. It's a pleasure for me to be speaking to this meeting of the Society of Mining Engineers of AIME this afternoon, and the Gypsum, Association is grateful for the invitation. A brief word about who we are: the Gypsum Association is the trade association for the gypsum industry - the manufacturers of gypsum board and lath a-d plaster. We have a membership of eight companies. These eight companies produce about 90% of the gypsum products manufactured in the United States ... closer to 94% actually. Our headquarters is in Evanston, Illinois. We have an east coast office in Washington, D.C. where the eastern manager handles technical and building code matters and maintains liaison between all of the government agencies and departments and our industry. We also have a west coast office in Los Angeles where our west coast representatives is heavily involved with the Uniform Building Code and ICBO. And then in the Evanston office our manager of technical and building code services, Herb Carlsen, bites his nails and loses his hair over these problems and various other projects that come in, such as conversion to metric and various other things. We also have a research associate at the National Bureau of Standards in Washington who is currently concentrating his efforts on the combustibility of building materials. His studies involve current testing methods, definitions, data analysis, and proposed new testing methods,.' It is anticipated that this program will lead to a better understanding of non-combustibility of building materials and systems. I mentioned that our members represent over 90% of gypsum products,' manufactured in the United States; it might be well to point out a couple of statistics about what that really means. INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

"Tunnel face instability is one of the most common issues in EPB tunneling. The evaluation of an ideal face support pressure is a critical element in the design and construction phases of EPB tunneling. In this study, measured tunnel face pressures in three EPB tunneling projects (University Link U230 and U220 projects and the Northgate Link Extension N125 Project) for Sound Transit in Seattle, WA are compared with the calculated analytical methods. This comparison shows that the analytical methods generally overestimate the required tunnel face support. The best practice for managing the face pressure in EPB tunneling operation is discussed based on the experience gained through these projects. Furthermore, the algorithm that is developed for identifying ground loss in these projects is addressed. INTRODUCTION Earth pressure balanced tunneling relies on using muck within the chamber to support the face. Muck is pressurized by controlling the advance rate of the tunnel boring machine and the speed of the screw conveyor. Target face pressure is typically calculated by using the geotechnical assumptions in the geotechnical baseline report. The concept behind EPB tunneling is that the application of sufficient face support pressure will prevent tunnel face instability and the resultant over excavation. Tunnel face instabilities caused by a lack of sufficient face support can lead to ground loss and surface settlement (Anagnostou & Kovári 1996, Kirsch 2010). A certain support pressure must be achieved to counteract water and earth pressure with an adequate factor of safety. While the water pressure can be predicted accurately, the determination of the resultant earth pressure on the face is less precise. This becomes manifested in the relatively high partial safety factors on the earth pressure."

In May 1998, Hanson Aggregates Midwest, as an outcome of mine planning, offered a 10-acre tract of land containing the famed fossil-bearing Silica formation, to the City of Sylvania, OH. in the form of a 99-year lease agreement. The Olander Park System, and Ohio code park operating within Sylvania Township, was then approved by Hanson and the City to manage and fund the park. All parties signed the lease in August of 1999. In November 2001, local residents voted to fund the park by a margin of 2 to 1. The park will consist of a shallow (approx. 20 ft.) former cement production quarry that is 700 ft. long by 300 ft. wide. Hanson’s motivation and vision for the park was fivefold: 1) the site was located away from long-term reserve access; 2) it would serve nicely as buffer property for the active quarry; 3) it had become an area of illegal dumping by locals in the past; 4) trespassing and safety issues would be limited by allowing supervised usage; and 5) the shallow outcropping contains the world famous, fossil-bearing Silica shale. Hanson will supply shale to the park perpetually via stripping activities in the process of uncovering quality construction aggregate limestone and dolomite reserves. Thousands of enthusiastic fossil hunters have already combed throughout the shale in their quest for “treasures”. The park’s master plan also features nature trails, picnic areas, a fossil-themed play area, amphitheater, visitor’s center and gift shop. Given the natural and people resources that Sylvania Fossil Park will have to offer, Hanson is confident that it will become the premier invertebrate fossil hunting site in the United States. It will also remain a solid community relations vehicle for years to come.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

Trackless vehicles, as the name implies, are machines not bound to rails, guide cables, or other direction controlling devices. They include, for the most part, vehicles which are wheel or crawler (track laying) mounted. Power sources may be self contained such as diesel or battery and can be defined as non-captive machines, while connected power sources such as compressed air or electric can be defined as captive machines. Trackless vehicles are used in all phases of underground excavation, loading, hauling and dumping. Early application found most machines with digging ability used to load those with payload hauling ability. As the versatility of trackless methods became more obvious the trackless vehicle has evolved to more productive machines such as the self loading haulers commonly referred to as Load-Haul-Dump equipment. Trackless vehicles find wide use in drifting and tunneling. Ability to negotiate adverse grades is especially noteworthy. Experience drawn from highly efficient room and pillar mining operations has lead to relatively wide application in drawpoint and cut and fill mining.

In this paper, the author will briefly discuss how the System works and how it can be put to use in automatic grinding circuit control. Throughout, detailed consideration will be given to the many factors that can significantly influence how successful a specific application is.

Fractures of sedimentary rocks in the vicinity of the outcrop are commonly encountered around the world. Mine highwalls and numerous highway cuts give excellent views for detailed study of surface fractures. This paper gives an explanation of the origin of fractures as well as characterization of the distribution and extent of joint system with reference to lithologic composition of the rocks. Practical implications of the joint system affecting mine operations are described. Among the subjects discussed are: discontinuous deformation as an effect of surface subsidence, stability of mine portals and near outcrop underground operations, and stability of highwalls, when using highwall miners and strip operations. Some design procedures are recommended that can minimize the problems encountered in mining areas with intense joint systems.

The Henderson Mine is a large underground panel cave molybdenum mine located near Empire, Colorado. Secondary blasting requirements have varied from one shot per 27 tonnes (30 tons) to one shot per 900 tonnes (1,000 tons) of ore. Geology, structure, cave abutment loads, and location of the ore in the column all affect the amount of oversize boulders (greater than three-fourths cubic meter or one cubic yard) that require secondary breakage. The primary method of breakage utilizes cone charges (plastic funnels filled with an emulsion) placed on accessible oversize rocks. Hangups in the brow area of the drawpoint are drilled with a self contained diesel hydraulic drill and loaded with gelatin dynamite. High hang-ups located beyond the reach of the secondary drill are "bombed" in with strategically placed emulsion bundles or ANFO bags loaded in place though a sectioned aluminum pipe.

Choosing a mining method for an underground ore body is a complicated and often iterative process. Advances in technology give the design team an overwhelming array of possibilities for methods and equipment. Hecla's recent discovery of the deep Gold Hunter ore body has given the staff at the Lucky Friday Mine the exciting challenge of determining the optimum mining method. Taking an ore body from prospect to production requires traditional resource characterization, including drilling, delineating and modeling. Developing the mining plan is an evolving process, changing with each new piece of information as the project progresses through exploration and development.

"The Montreal Metro Blue Line Extension Project is part of a metropolitan Program that was launched in 2009 by the Transportation Ministry of Quebec to add additional extensions to existing metro lines in the cities of Montreal, Longueil and Laval with the intention to meet current demand and future growth within the Montreal agglomeration. Specifically the Blue Line Extension Project will add five underground stations to the East of the Montreal. The paper addresses the preparation and the implementation of a three-step geotechnical and geo-environmental investigation program and preliminary design considerations such as the selection of a preferred horizontal and vertical alignment, the selection of construction methods based on previous local experience and current industry trends, as well as preliminary sizing of underground infrastructures. PROJECT BACKGROUND An agreement between the three mayors of the Montreal Metropolitan City agglomeration, namely, Montreal, Longueil and Laval prompted the Government of the Province of Quebec to create a project office to oversee the studies of extending the existing metro network. The last extension of the existing metro network was completed in 2008 with the Laval extension, which consisted of adding three stations from the existing Orange line. The current extension Program consists of three different extensions, namely extending the Orange Line to Laval and finishing the loop, extending the Blue Line to the East of Montreal by adding five stations, and adding five stations on the Southshore of the St-Lawrence River for the Yellow Line extension. The extension program also requires the construction of an underground storage and maintenance garage located to the north-west of the existing Cote-Vertu station on the Orange line. Figure 1 shows the overall extension program with the existing network."

Synthetically produced magnesium hydroxide serves as the precursor for much of the magnesium oxide produced in the world today. Magnesium oxide, in a variety of physical and chemically reactive forms, is a very important commodity. It is used as the main component in refractories employed in steelmaking furnaces and in many base metal refining furnaces. In the chemical industry, it serves as a raw material in the production of epsom salts, rayon acetate, oxychloride and oxysulfate cements and magnesium sulfonates. It is a minor component in fertilizers and animal feeds. It serves as the starting material for producing fused magnesia, used as an electrical insulator in electric heating elements. It is employed in the magnesium sulfite process for pulp digestion in the paper industry. Additional uses are in SO2 scrubbers, as a neutralizing agent in the tanning industry and as a component in rubber compounding. Magnesium oxide is produced not only from synthetically produced magnesium hydroxide. It is produced from natural magnesites, natural brucites, and natural and synthetic hydro-magnesites. Synthetic magnesium hydroxide, as a starting material provides more control of the chemical purity and chemical reactivity of resulting magnesium oxide products because of the uniform nature, chemical and physical, of the hydroxide that can be produced. Synthetic magnesium hydroxide is produced by precipitation of Mg (OH)2 from magnesium chloride bearing seawater or natural brines through the use of a base such as Ca(OH)2 or NaOH.

Copper and nickel are extracted from their elemental state, complex sulfides, ores, and other materials such as scrap by leaching them with a solution containing halogen salts - bromine/bromide, and/or iodide/iodine, oxygen and sodium or potassium nitrate. This US patented process is extremely effective yielding 98% recovery in15 minutes for the treatment of chalcopyrite and pentlandite in an autoclave at a temperature of 100°C - 150°C.

Raptors are birds of prey. In recent years, these birds have become highly regarded and have been given protection under various state and federal statutes. Surface coal mining can have both negative and positive impacts on raptors. Mitigation strategies and enhancement techniques can be implemented to alleviate negative impacts. The success of habitat reclamation will determine the long-range impact of mining on raptors.
