There is a critical need for effective instructional materials at the university level and for an upgrading of mine safety and health in the mining engineering curriculum. A fundamental approach to mine safety and health is recast into the familiar 3 E's: engineering, education, and enforcement, in that order. Each is briefly reviewed and their interdependence emphasized. A unique philosophy for successfully integrating safety and health principles into the mining engineering curriculum is offered. The concept of textbook ?tailoring? is discussed and defended, permitting rapid assemblage and synthesis of existing educational materials. Final recommendations are made for a u, comprehensive approach to mine safety and health education in the undergraduate curriculum.

Acid mine drainage became a reality through the exposure of the first bituminous coal seam, either by man or by nature. At first the small amount of acid formed was quickly and efficiently neutralized by basic rock strata and by neutral or alkaline water. As soon as extensive mining operations overtaxed nature's own defensive measures, acid mine drainage became a problem of concern to government and the coal industry. It was the purpose of the studies conducted at Mellon Institute to accumulate knowledge, both applied and fundamental, relating to the formation and disposal of acid mine effluents. It was during this program that the microbiology of acid mine water was studied. Most bituminous coal mine effluents are highly acidic and contain, along with other ions, high concentrations of ferrous iron. The acid is sulfuric, and. the iron is present as the sulfate; both are the oxidation products of iron sulfides (FeS2) which are present in the form of pyrites, marcasites, or other sulfuritic minerals. Design of the Bajo de la Alumbrera project started in June 1995. Concentrate production began early in the third quarter of 1997. The project is situated in northwestern Argentina. Alumbrera is being developed by Minera Alumbrera, which is owned by MIM Holdings of Australia (50%), North Limited of Australia (25%) and Rio Algom of Canada (25%). Alumbrera is Argentina's first modern copper mine. This article outlines the key process- and plant-layout features that were incorporated in the Alumbrera concentrator design. It explains the background of flowsheet and equipment selection for the plant. A feature of the flowsheet is that it incorporates gravity-gold circuits in both the primary and the regrind circuits for recovery of gold to dore as well as in the copper concentrate product.

Reflections on over ten years experience handling bituminous coal from railroad cars to ground storage and lake vessels. The arrangement of the facilities is described but the basic theme of the discussion is the experience gained and lessons learned from facility operation. The Great Lakes provide the maritime environment for the economical transport of vast quantities of raw materials from their source in the Upper Lakes (the Mesabi Range, for instance) to Lower Lake Ports. Lake Erie, because of its proximity to the steel centers , blossomed with the great ports that now line its southern shore - Toledo, Sandusky, Lorain, Cleveland, Huron, Ashtabula, Conneaut and Erie.

While costs of most commodities and services have increased markedly over the past 25 years, the cost of electricity has steadily declined. One of the reasons for this price decline is the improved efficiencies of generating plants which is shown in Fig. 1. 1,2 Another reason for this is the decline in coal production costs. Efficiencies for the best plant increased from about 32 percent in 1540 to about 40 percent in 1962 and then decreased slightly to 38 percent in 1965. The increase in efficiency for all plants (US average) has been even more notable, progressing from less than 15 percent in 1940 to about 32 percent in 1965. The chief reason for the improved efficiency is the change in operating steam temperatures. These increased about 12 F per year until 1200 F was reached in 1962. At this high temperature excessive corrosion of super-heater and reheater tubes was experienced and steam temperatures were dropped back to 1050 F and even 1000 F in some cases. To successfully compete against other energy sources for generating electricity, this corrosion problem must be solved so that operation at higher temperatures and thus, increased efficiencies will be possible.

Asbestos analysis is conceptually simple. The objective, in most environmental analyses, is to determine the number of asbestos fibers per unit area or volume in a sample. The sample may be a consumer product, an ambient air sample, or a water sample. This determination is complicated by several factors: (1) sample collection and preparation, (2) counting techniques, and (3) operational definitions of asbestos in use. Three different definitions have been used in the study of environmental samples and are summarized in Table 1. The analytical procedure and detail required in the analysis vary with the definition of asbestos. Accordingly, this may be the only type of environmental analysis where the definition of a substance dictates the choice of analytical methods, and the rigor demanded of the analysis. Lead, arsenic, or beryllium are sub- stances having a constant definition and the method of analysis chosen depends on the concentration and precision required. However, the meaning of the term asbestos fiber is dependent on the eye of the beholder. Macroscopically, asbestos has certain physical properties that make it highly useful. Rockforming minerals do not display similar characteristics. Now, the question arises as to how three definitions of asbestos came into being. This is a result of two factors: (1) the definition of asbestos on any scale intrinsically involves the morphology or shape of the material, and (2) the advent of the transmission electron microscope permits detection of asbestos fibers and other mineral fragments in a size range where the physical properties of asbestos such as tensile strength, flexibility, or thermal resistance are difficult, if not impossible, to measure. There is a good deal of controversy about which definition is most appropriate for regulatory purposes because of a lack of appropriate health effects data (Cooper, 1978). Most differences of opinion center on the questions surrounding the following: 11 Morphology-Is a 3:l aspect ratio an appropriate medical or physical lower limit for the definition of an asbestos fiber? 2) Length-Are asbestos fibers shorter than some arbitrary length (5 pm) as hazardous as longer fibers? 3) Mineralogy-Is the mineralogical distinction between asbestos and nonasbestos minerals medically significant? While these questions are directly resolvable only with the biological and health effects data, ultimately such data reflects the ability of analytical procedures to fully characterize the materials used in health effects studies on animal models, and to monitor the exposure to particulates with different physical attributes in the workplace or community (Cooper, 1978). The following sections outline the analytical problems involved in distinguishing the asbestos and nonasbestos varieties of the same mineral; the analytical procedures available for identifying asbestos and measuring its concentration in environmental samples; the ability of these methods to distinguish asbestos fibers from nonasbestos particles; and their precision and reproducibility. Finally, we suggest some future directions in terms of definition and procedure that would greatly improve the quality of such analyses. ASBESTOS VS. Shallow, gently dipping quartz veins at the Mineral Hill Mine are mined in room and pillar stopes. Ore zones are severely folded and fractured, thus actual pillar strength and physical properties of the rock mass deviate significantly from conventional laboratory tests and pillar theory. Laboratory specimens large enough to include pre-existing fractures proved to be representative of actual pillar strength. Further adjustment for specific pillars was based on RQD. Deformation and stress were measured in several pillars during pillar recovery. Stress data and finite element modeling were used to estimate absolute pillar stress at failure. The stress/strain relation provided an excellent indicator of pillar behavior. Good agreement between lab data and underground data was found.

Public Relations In describing public relations, a definition which is frequently quoted appeared in the PUBLIC RELATIONS NEWS, and is as follows: "The Management function which evaluates public attitudes, identifies the policies and procedures of an individual or organization with the public interest, and executes a program of action to earn public understanding and acceptance..' As you can see, this covers a "multitude of sins."

Wastewater sludge is a problem for environmental control and it is necessary alternative researches for its reuse. Industries can research the association of clay and sewage sludge as a source of ceramic mass. This procedure can contribute for the industry sustainability including in its raw materials, wastes of environmental concern. This paper presents the results of sewage sludge and clays characterization being analyzed particle size distribution (sedimentation), mineralogical (X-ray diffraction), chemical composition (X-ray fluorescence), thermal analysis, density, and Atterberg proprieties (liquid and plastic limit; plasticity index) and also their applications in ceramics. Results were used to determine moisture for mass of raw material and sewage sludge and there were realized tests of fired in kiln at temperatures used in ceramic industry for bricks production. In the test pieces were analyzed the properties for application as bricks.

Analysis of AI, As, Ba, Be, Ca, Cd, Co, Cu, Fe, K,. Mg, Mn, Mo, Na, Ni, Pb, Sb, Se, Sr, 11, V and Zn in various types of samples collected at Van Stone mine (a Pb-Zn deposit in Washington) and surrounding areas indicates that the concentrations of several elements in water, soil and sediment are higher than their background. values. Concentrations of metals in water decrease sharply downstream and are below the maximum contaminant levels specified for drinking water. Under present physico-chemical conditions, contamination of water is insignificant but the enrichment of heavy metals is found in soil and sediment.

Under sponsorship of the USBM and later of the DOE, a new type of rotary rock drill has been developed by The Bendix Corporation. Originally developed for the production of holes for the installation of longer than seam height roof bolts, the flexible drill is a useful tool for many drilling applications. This drill allows hands-off or remote production of holes for increased drilling speed and greater operator safety in any strata suitable for rotary drilling. The paper discusses various applications and experience for the flexible drill system in coal mining, metal/nonmetal mining, and for general civil engineering uses. Manual, remote control, and automatic roof bolter modules are also discussed.

One third of the world's and most US kaolin is produced from Late Cretaceous and Early Tertiary sedimentary strata in Georgia and South Carolina. The kaolin is part of a belt extending to Arkansas of aluminous lateritic deposits, including bauxite. Original sediments were profoundly altered by chemical weathering during Early Tertiary time. Mining exploits those uncommon deposits where extreme leaching and chemical recombination have produced a clay of nearly pure mineral kaolinite. . Its whiteness, brightness, fine particle size, platelet shape, surface chemistry, and chemical composition make kaolin an important pigment, filler, extender and chemical compound in the paper, paint, plastics, ceramics and catalyst industries.

Results obtained from conditional simulations and multiple indicator kriging were compared in the assessment of two different mining methods proposed for the extraction of the down-dip extension of a nickel-sulfide ore body located in the Thompson mining camp, Canada. An enhanced turning band simulation algorithm, supplemented with an unfolding technique, was used. A floating stope optimization process was used to effectively compare tonnage and grade figures. A calibration exercise was also conducted in the upper portion of the ore body. This study demonstrates that conditional simulations provide better spatial models for conceptual mine design and capital budgeting decisions.

Martin County Coal Corporation operates three underground mines and two surface mines on Wolf Creek in Martin County near Inez, Ky. The original underground development was begun in March of 1970. The property being developed is leased from Pocahontas Land Corporation. The A. T. Massey Coal Company, whose offices are located in Richmond, Virginia, is the parent company and sales agent for Martin County Coal. Duke Power Company is the customer who will take all the production from the mines which ultimately are scheduled to produce 2,500,000 tons annually. The Norfolk and Western Railway Company built a 24-mile railroad into this huge reserve of low-sulfur steam coal. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton seams are being deep-mined now and it is in three mines that the diesel haulage equipment is used. Those of you who attended the AIME meeting in Birmingham last October or the Diesel Symposium in Pittsburgh in January of this year are familiar with the introduction of trackless diesel-powered haulage equipment into our Martin County mines. I made a presentation at each of those meetings which dealt with our first experience with Wagner Mining Equipment haulage units. These machines are sold exclusively by Lake Shore, Inc. whose offices are in Iron Mountain, Michigan.

Heap leaching provides a method of economically recovering gold from low grade ores with low capital and reasonable operating costs. As with conventional methods, alkaline cyanide solutions are used for leaching. Since gold (and silver) is (are) present as the native metals, oxygen (as air) is required to oxidatively complex the metals with the cyanide. Oxygen depletion can readily occur adversely affecting recovery. The addition of low levels of hydrogen peroxide during leaching can lead to significant increases in both rate of recovery and total recovery. This process allows for the use of shorter pad times or deeper heaps and increases the gold (silver) concentration to the recovery circuit and thus can reduce cyanide losses by virtue of permitting the use of less total leach solution per ton of ore processed.

Bituminous sands of the Lower Cretaceous McMurray Formation in northern Alberta constitute the ore for the surface mining operation at Syncrude Canada Ltd. These sediments represent a complex succession of fluvial, estuarine and marine depositional environments. Grade prediction is realized through a combination of geological interpretation, computer modeling, and reference to past mining experience. Accurate forecasts of feed grade permit reliable predictions of volumes for removal to meet budgeted synthetic crude oil production. This planning facilitates efficient allocation of mining equipment and resources. The feed grade to the Extraction Plant is monitored at various points along the delivery system.

Although the fundamental principles of hindered bed classifiers are relatively simple, the complex interactions between the operating parameters provide a degree of difficulty that hinders the ability for on-line plant optimization. Thus, a dynamic population balance model was developed for determining the hindered settling velocity of particles varying in density and size. The steady-state results of the model include partition curves as a function of particle size and density as well as metallurgical data. A statistical comparison of the simulation results with those obtained from industrial units reveal a high level of accuracy with adjusted R2 values greater than 0.95.

The number and the type of trucks and shovels are two important factors in determining the optimal design parameters of an open-pit mining system. Characteristics of trucks' arrival and service-time distributions determine the performance measures of a truck-shovel system when it is modeled as a closed queuing network. In all of the previous analytical queuing studies of truck-shovel systems, trucks are assumed to be identical with respect to their arrival and service-time distributions. This assumption, although desirable for reducing computational difficulties, causes either underestimation or overestimation of the performance measures depending on the number and type of equipment used in the model. The relative error in performance measures could be significant when the number of different types of trucks and shovels is large. In this paper an analytical method is proposed to model the truck-shovel system as a multiple-chain closed queuing network. This approach would provide the capability of estimating system performance measures for planning purposes when the truck fleet is not necessarily composed of identical trucks. An example of truck-shovel systems is discussed to show how the incorporation of different types of trucks does affect performance measures.

At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the "advance and relieve" method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

Potash was first discovered in Saskatchewan in 1943 but its continuous extraction did not begin until 1962. In the years since then, potash has played an important role in the economic and political life of the province. And, as is well-known, the most eventful time in the life of the industry occurred in 1975 when the Government of Saskatchewan decided to become a major participant in potash production. To understand that decision, however, requires an understanding of the economic development of Saskatchewan and of relations between the industry and the government prior to 1975. This year, Saskatchewan celebrates its 75th year as a province. For most of those years, we have been an agrarian economy and society, dependent on exports of cereal grains, mostly wheat, for a livelihood. Even today, agriculture accounts for about 25% of the province's Gross Domestic Product (Economic Review, 1979, p. 7) and difficulties in agriculture spread rapidly to the rest of the provincial economy. The difficulties and risks that go hand in hand with being a "one crop" economy were known as long ago as 1920 but were not fully appreciated until the combination of depression and drought in the 1930's turned the prairie grain- belt into a dustbowl. Some idea of the severity of the depression is revealed by the following data: in 1928, Saskatchewan produced 321 million bushels of wheat. By 1931, the total fell to 132 million bushels and, in 1937, to a mere 37 million bushels. The value of agricultural products sold off farms fell from $273,000,000 in 1928 to a meagre $51,000,000 in 1937. The impact of such a fall of agricultural incomes was catastrophic since about 70% of the population of some 921,000 persons lived in rural, agriculture-dependent areas (Britnel.1, 1939, p. 14).
