INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. The Bureau of Mines is conducting an investigation to develop remediation techniques for residential water wells whose yield has been affected in the long term, by underground mining. Initial work relating to this project was conducted in 1984-1987 at a room and pillar mine in Indiana County, Pennsylvania. Piezometer nest data from the room and pillar mine reveals that a downward gradient in piezometric head exists in shallow strata as a result of drainage into the underlying mine void. The vertical gradient in head in turn results in well bore leakage in open-hole water wells. The relative yield of valley wells is only slightly affected however because the high surficial recharge rate through fractures more than compensates for fracture leakage into the underlying mine. The relative affect of well bore leakage on well yield is greater in certain hillside and hilltop wells that have comparatively low inflow rates at shallow depths. The static water level of such wells is determined to a much greater extent by the chance interception of deep outflow fractures, than is the case for wells drilled in a more intensively fractured valley bottom. The lower static water level of wells that intercept deep fractures does not necessarily reflect the water table conditions outside of a small radius around the affected well. The results suggest that permanently isolating well bore outflow fractures may remediate certain open-hole residential wells that have been affected by high extraction underground mining.

Humid tropical environments pose many problems for mineral exploration. The problems result from thick lateritic soils, dense vegetation, seasonally heavy rains, deep chemical weathering, few outcrops and thick saprolites. Although geochemical exploration should be potentially a useful technique in these environments, it appears from the scarcity of reports in the literature that insufficient attention has been paid to developing procedures that are specific to the needs of humid tropical areas. For this reason, the authors believe that this account of a geochemical study in a tropical coastal area on the edge of the Brazilian shield is of general interest and importance for potential geochemical exploration surveys in similar areas within the tropics. The objective of the geochemical study was to develop a practical technique of reconnaissance geochemical prospecting for copper deposits in Brazilian tropical coastal lowland areas. In order to achieve this objective, information concerning the secondary dispersion of copper in these areas was required. Consequently, an orientation survey was designed to provide this information. The present account contains details of the geochemical study and the information about the secondary dispersion of copper that was acquired during the course of the orientation survey. Location and Climate The field area is on the Atlantic coastal lowland of Brazil at latitude 13°S. It lies approximately 10 kilometers south of Maragojipe, a city of 15,000 inhabitants; this city is on the western side of the Bay de Todos os Santos about 45 airline kilo¬meters northwest of Salvador. (See Fig. 1) A good gravel road from Sao Felipe to Sao Roque do Paraguay crosses the southern part of the field area. The climate of the area is hot and moist, and is without prolonged dry periods. The mean annual rainfall is about 1600 mm (63 in.) and the greatest precipitation occurs during the winter months of May and June and the summer months of December

Planning and testing in advance of the mining operation are essential. This advance work can involve physical and chemical analysis of overburden cores, field test plots, green- house studies or any of a multitude of other baseline data collection activities. This paper presents the results of Central and South West's field test plots and how they relate to topsoil substitution. Besides the obvious need for testing in advance of mining, there are the inevitable regulatory requirements. Quoting from the office of Surface Mining Regulations concerning topsoil substitution: 216.22(e) TOPSOIL SUBSTITUTE AND SUPPLEMENTS -Selected overburden materials may be substituted for or used as a supplement to topsoil if the office determines that the resulting soil medium is equal to or more suitable for sustaining revegetation than is the available topsoil and the substitute material is the best available to support revegetation.

Load transfer capacity and failure mechanism of a fully grouted bolt installed across joints in shear is evaluated both experimentally and numerically in five types of bolts (low strength steel, rebar bolt and high strength steel). The strength of the concrete, bolt profile configuration, bolt mechanical properties and bolt pretension load play significant influence on the shear resistance, shear displacement and failure mechanism of the reinforced medium. Failure location moves towards the bolt joint intersection due to the increasing shear load, shear displacement and axial load developed along the bolt. Finally bolt failure occurs as a result of the induced axial and shear stresses acting between hinge points on either sides of the shear joint plane.

A major share of the increase in the energy demands of Ontario province in the next decade will be supplied by bituminous coal mined in the U,S, To be competitive with alternative sources of energy, it is essential that the delivered cost of coal, inclusive of all transportation charges, be kept at a minimum. The Bessemer aid Lake Erie Railroad Company and the Pittsburgh and Conneaut Dock Company are currently building a shiploading terminal at Conneaut, Ohio, to service this tonnage, together with expected increases in coal consumption in the Eastern Lake Erie - Lake Ontario area, (see Fig, 1).

The Waste Isolation Pilot Plant (WIPP) Project was established in 1975 by the Department of Energy (DOE) under Public Law 193 to develop the necessary technology for safe disposal of radioactive wastes from the defense programs of the U.S. The technology development involves extensive theoretical, numerical, and laboratory programs, as well as construction of the WIPP facility in southeastern New Mexico for in situ testing and waste storage demonstration. If after the demonstration, the facility is found to comply with regulations of the Environmental Protection Agency, then the facility will become a repository for Transuranic (TRU) waste. The underground portion of the facility is 655 m beneath the ground surface in massive natural salt deposits of the Salado formation, as shown in Figure 1.

During the past fifteen years considerable progress has been made in the technology of slope design. It is possible to design rational slope angles if suitable data on geology, hydrology, and rock properties are available. It is of course preferable to conduct a full scale slope design study, but there are those situations where a full scale study is not feasible because of time and budget constraints. In this paper we will treat two situations: (1) choosing slope angles for a preliminary feasibility study at the exploration stage; and (2) dealing with a slope failure in an operating pit. In these instances slope angles must often be chosen on the basis of available or readily obtained data. In an exploration program all too often a feasibility study is initiates just a few months prior to the decision deadline to drop the property or to exercise an expensive purchase option. If all that is available at this point are a few cross sections at odd angles showing ore and waste contacts and a dog-earred map of the surface geology there may not be time to collect and organize enough information for design of slope angles. On the other hand if during the drilling program geologic cross sections are constructed and the structural data is presented in tabular form, rational slope angles can be determined within the allotted time. Certain types of data can be collected only at specific times during a project. Two prime examples are logging fracture intensity and collecting samples for rock testing before the core is split. It is particularly disheartening to ask to see the core and to be shown a tattered cardboard box filled with plastic bags of sample pulps.

Basic laboratory tests initiated the. Rock Mechanics program. The stress-strain curve, modulus of elasticity, Poisson's ratio, the uniaxial rock strengths, Mohr's envelope, the stress at failure, and creep were investigated. A series of underground problems were then approached using this information; and various field measuring devices, most of which were developed by the Bureau of Mines. Initially, stress concentrations near mine openings were evaluated using the stress relief technique. This required an accurate determination of the pre-mining stress field. Later, stress concentrations associated with the cave line .sere studied. After about thirty stress reliefs over an appropriate time interval the effects of one type of mining could be compared against another. The microseismic technique was used to investigate a possible application of warning devices near the cave line. A study of mane reorientation was made Problems related to the shape and size of pillars and barriers were studied. Partial extraction mining systems were evaluated. The effectiveness of roof bolting patterns were examined. Control of roof stresses was attempted. A new system of mining in heavy ground has been developed using the information secured in the Rock Mechanics program without this system, mining in more than one instance would Nave been next to impossible. Indeed; from this one discovery alone, the Rock Mechanics program has paid off in improved safety as well as in dollars.

This paper reviews various bauxite classification schemes with respect to the differences in texture, composition and geological associations of the deposits. It demonstrates that a techno-economic classification, based on: a) associated rock type - lateritic versus karstic, b) content of aluminum ore minerals - gibbsite, boehmite and diaspore, and c) gangue minerals (iron oxides etc.) has a geological basis with natural cut-off points for the bauxite types identified. Thus, this scheme is seen as applicable to bauxite resources. It also provides a basis for their rational exploitation taking into consideration the long-term interests of both the bauxite producing and consuming countries. Against this background, the industrial mineral or non-metallurgical grades of bauxite are seen as localised and relatively rare occurrences. Their consumption should, therefore, be aimed toward the specific (hence more remunerative) products as indicated by the bauxite characteristics.

In 1950 Kaiser Steel Corporation acquired control of the Utah Fuel Company, a pioneer Utah coal concern owning large reserves of high volatile coking coal near Sunnyside, Utah. The mines at Sunnyside have been producing high quality coking coal since the late 1890's. Kaiser Steel acquired the coal deposits at Sunnyside in order to supply the necessary coke for its steel plant at Fontana, California. The Sunnyside coal deposits are made up of two mineable beds, the upper and lower Sunnyside seams. Both seams outcrop along the southward facing escarpment of the Book Cliffs. The coal seams dip under the massive sandstones of the Book Cliffs to the northeast at 5 to 22 pct., with the steepest-part being near the outcrop. Mining at Sunnyside up to 1961 had been carried on with room and pillar methods. The deep cover and rotten roof conditions, along with the need of increased tonnage, required a change of mining technique. Numerous ideas were presented, discussed, and economically analyzed. Several people involved in these discussions, with the aid of W.W. II, had been introduced to the European methods of coal mining, namely the longwall technique. The European mines had long been plagued with near similar conditions as those at Sunnyside, particularly the deep cover problem. The longwall method seemed to be working very well under these conditions, and with the extensive studies given longwalling by the Kaiser Steel mining officials, it was decided to give longwalling a try.

The process of magnetic separation is based on the differences among magnetic susceptibilities of various mineral species. Performed either wet or dry, the separation has application in both the recovery and concentration of value minerals and in removing deleterious mineral constituents from a product stream. There are two major catagories to be considered when addressing magnetic separation of minerals. The first catagory refers to particle characterization and relative differences in magnetic susceptibility. The second catagory refers to design parameters and the magnetic field generated by the separator.

The siting, grading and fill usage for leach pads are important aspects of leach pad design. A method is presented that optimizes the cut and fill quantities (i.e. minimizes the cost) required to grade a leach pad with parallel cells; given the desired pad characteristics of maximum and minimum pad slopes, maximum cut and fill depths, etc. and the cut and fill costs. The method allows the variation of the cut and fill costs with depth, which allows the accurate modeling of the cost savings practice of using cheaper fill towards the bottom of a thick fill. This optimization could be incorporated into a CAD package, enabling a designer to simply draw a desired pad shape on a site plan, input the pad and heap characteristics (required heap volume, heap height, heap sideslopes, etc.) and then have the computer report both the adequacy of the pad area and the optimum grading for the particular pad shape. Using this, a designer could quickly and accurately assess the optimum, or cheapest, grading of many shapes and positions for a leach pad. This would be especially useful for large pads that need to be sited on rough terrain.

Newmont mine geologists have added substantial economic value developing over 1,150 tonnes into quality surface and underground gold reserves since 1986. However, the recent 5-year gold price slump from $387 to $262 per ounce has shifted mine geologists focus to optimizing open pit profitability and developing high-grade, high cash flow and low capital development underground reserves. More than $65 million projected revenue has been added to the Gold Quarry south layback following multi-departmental model reconciliation investigations. Kriged mine polygon construction, controlled blast heave and high-quality geologic advice in selective mining will have multi-million dollar beneficial impacts.

The Gross Rosebel gold deposits are located in theGuiana Shield of northcentral Suriname in South America. The property lies 80 km (50 miles) south of the capital city of Paramaribo. Gross Rosebel covers 170 km2 (65 sq miles) in an area of small hills covered primarily with secondary tropical rain forest, separated by discontinuous savannah (Fig. 1). The concession is accessible from Paramaribo by a 120-km (75-mile) paved and all-weather gravel road. Surficial gold was discovered in 1880 by local artisanal miners. This was followed by small-scale mechanized mining from 1885 to 1939. Placer Development carried out the first systematic exploration program from 1974 to 1977. In May 1992, Golden Star Resources optioned the property. Initial shallow reconnaissance diamond drilling of the extensive surface geochemical anomalies intersected sporadic gold mineralization with no apparent continuity between drill sections. Successive deep augering, trenching and systematic grid drilling, based on information from surface mapping, allowed the development of a preliminary geological model. Further drilling of specific structural-lithologic targets and more complete synthesis of geological data from the trenching and deep auger sampling added to the geological model and defined the multiple controls of gold mineralization. Carefully planned infill drilling on a tighter grid spacing resulted in progressive definition of reserves within six discrete gold deposits. Reserves based on $11.25/g ($350/oz) gold now stand at 35.5 Mt (39.1 million st) of 1.8 g/t (0.053 oz/st) gold, or 62.2 t (2 million oz) of gold.

A SIMAN and CINEMA PC-based simulation model was developed to simulate and animate the truck-shovel operations of surface mines. The model is capable of simulating one mathematical dispatching strategy using linear and dynamic programming and six heuristic dispatching strategies. Data were collected from an actual operating mine through time studies and analysis of historical records. The statistical analyses were performed and appropriate theoretical distributions were fitted for various time events in the truck-shovel work cycle. The model was then applied to study overall impact of these dispatching strategies on constrained and unconstrained mine productivity. The simulation/animation model developed in this study seems to be an efficient planning tool for choosing optimal fleets and finding an 'optimal" dispatching strategy to produce an equilibrium between "the quality and quantity of production.

Froth flotation is a process commonly employed for the selective separation of phosphate from unwanted mineral. Column flotation has become widely accepted in the mineral processing industry, including phosphate industries, due to its ability to improve selectivity, lower operating cost, lower capital cost, and superior control. In this work, a hybrid model is developed that combines a physicochemical model with artificial neural networks. The physicochemical model is based on axial dispersion with first order collection rates. A new approach, in which both frankolite (the desired mineral containing phosphate) and gangue (undesired product) are modeled, enables prediction of grade of the recovered product. Thus, two basic parameters are required in this model: flotation rate constants for frankolite and gangue. Artificial neural networks are used to predict flotation rate constants. The model also takes into account the particle size distribution and predicts grade and recovery for each particle size range. The model then combines grade and recovery for each particle size range to determine the overall grade and recovery of the column. The model is validated against laboratory column data.

The results of using a simple analytical solution and a relatively complex numerical model to estimate ground-water inflow to an open pit mine are compared. The analytical solution assumes lateral, radial flow to a fully penetrating pit in an idealized confined aquifer, whereas the numerical model simulates fully three-dimensional flow to a partially penetrating pit from a water table aquifer. The latter is obviously a more realistic simulation of the problem, but the former method is significantly easier to use, Comparison of the results obtained with the two methods for some typical hydrogeologic conditions encountered in mining yields ratios between them in the range of 0.15 to 0.60. These values can be used as a coefficient in the Pit Flow analytical solution to produce reasonable estimates of in-flow even when there are significant differences from the idealized conditions implicit in its application.

The overall success of steep slope (>20°) contour mining is dependent upon many factors. The major factor is the selection of the mining method that best suits the premining site conditions both environmentally and economically. These conditions can be divided into three major categories: 1) Geometric Conditions --machine limitations, slope stability restrictions, erosion capacity, among others; 2) Physical Conditions--material properties, rock strengths, diggability, driving surfaces, among others; 3) Chemical Conditions --acid/base relationships, blending or selective placement of overburden, among others. This paper incorporates these conditions through conceptually modeling compliance oriented contour mining methods; in particular Haulback methods, utilizing: 1) the Front-End Loader (FEL)/Truck; 2) Tractor Scrapers; and 3) Combined FEL-Truck/Scraper. Engineering analyses including machine selection, sequencing, ease of varying production rates, slope requirements (for stability and running surfaces), drainage requirements and many others can be performed after the geometric constraints dictated by in-situ conditions and regulatory requirements have been conceptualized. Once all generalized geometries have been established, reduction to idealized three-dimensional views is achieved. These are then reduced to two-dimensional symbolic models, mainly plan views, but also elevations and sections. Equipment activities and operations are then conveniently overlayed. Without this simple two-dimensional reduction, technology transfer remains awkward and non-analytical.

The use of activated carbon to improve the selectivity in the separation of base metal minerals from bulk concentrates played an important role in the development of separation techniques employed at Tsumeb Corporation's Tsumeb and Kombat mines. In this paper the Kornbat mill flowsheet and metallurgical data are given with particular reference made to the separation techniques using activated carbon. The mine's historical background, geology and mining methods are described briefly.
