In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. This paper reports on the behavior of mercury and its compounds during the thiosulfate leaching and recovery of gold. Thiosulfate solutions are shown to dissolve Hg0 and Hg2Cl2 to a similar extent as cyanide, but the leaching of HgS is significantly slower in thiosulfate solutions compared to cyanide. Hence, the use of thiosulfate may be an option for treating ores containing high levels of cinnabar, especially since the legislation concerning the discharge or sale of mercury is becoming more restrictive. The deportment of mercury during gold thiosulfate loading and recovery using a strongly basic anion-exchange resin was also studied. Although the mercury thiosulfate complex loads on the resin, the adsorption is weaker than for gold, with an equilibrium constant between gold and mercury of 51. Resin loaded with gold, mercury and copper was pre-eluted with thiosulfate (to remove copper) and eluted with a chloride and sulfite eluant. The majority of the mercury is eluted by the eluant and, hence, its deportment closely follows gold and the eluate would need to be treated to remove either mercury dur-ing or prior to gold electrowinning.

The selectivity curve -- a continuous function which predicts the expected proportion of feed material of a particular size that will appear as coarse material -- is the preferred model for describing classification. In a previous paper (I), the authors presented a technique for determining the selectivity curve of a classifier from experimental data. The separation process is defined by a binomial distribution of the form [ ] where s(x), the probability of particles of size x reporting to the coarse stream, is obviously the selectivity value for material of size x.

Regional radiometric, magnetic and geologic data point to Copper Mountain as an area of general uranium favorability. Sub-regional radiometric and magnetic data direct interest to a specific section of an overthrust Precambrian granite. Detailed magnetic and resistivity surveys in this area show local targets of interest, one of which corresponds to Rocky Mountain Energy's North Canning deposit. On the basis of these data a second and previously untested target was drilled resulting in the intersection of uranium horizons similar to those at North Canning. This integrated geophysical approach can be used for uranium exploration in geologically similar areas.

The addition of dolomite to iron ore pellets improves their high-temperature reduction properties primarily by increasing their reducibility and raising their softening temperature. In this study we prepared dolomite-fluxed pellets from three different concentrates; Hibbing, a magnetic taconite, Knob Lake, an earthy hematite; and Carol Lake, a mixture of specular hematite with magnetite. The composition n of the concentrates is given in Table I. The pellets were subjected to standard physical tests and the following reduction tests: low temperature degradation, swelling, softening, and thermogravimetric analysis. Petrographic examination and electron microprobe analysis allowed us to evaluate the effect of composition and firing on the phase assemblage. Further, we were able to interpret the test results in terms of chemistry and microstructure. This approach enabled us to determine which fluxed composition best suited each of the concentrates.

Prior to 1912, coal research for Republic Steel, Corporation was limited to a periodic box test conducted in a commercial coke oven. Then in 1912, a Koppers movable-wall test oven was -built to research wall pressures for selected blends and to conduct other varied research work. In the 1950's economic pressures caused a reassessment of position resulting in the establishment of a Coal and Coal Chemical research group in 1956. In 1958 this group, along with other groups of research endeavor were incorporated into the new Republic Steel Corporation Research Center at Independence¬ Ohio. Currently this section is divided into four groups. 1) Coal Preparation, 2) Coal-Chemicals, 3) Coal Characterization, and 4) Coal Carbonization. The objective of each group is described, and a brief listing of the work done under the first three groups is indicated. A more detailed description of the studies by the Coal Carbonization group of the coking characteristics of Republic Steel Corporation's coals as blended among themselves or in conjunction with selected purchased coals follows. The wall pressure, contraction, and stability index criteria are specified, and the method of assessing these criteria as a function of blend composition is indicated.

Unmodified pneumatic rock drills may have noise levels of 115 to 130 dB at the operator's position. Experimental modifications have been made to a standard drill to suppress the noise from the three main sources: the air exhaust noise, the noise radiated from the drill, and the resonance noise of the steel drill rods. A prototype model developed at the Bureau of Mines, Rolla Metallurgy Research Center, operates at a noise level below 100 dB. A close-fitting case and muffler unit, consisting of a metallic skeleton filled with viscoelastic absorber and having a durable cover, provided both muffling and noise absorption. Damping alloys were used at strategic points in the drill. Drill steel resonance noise was reduced by a constrained-layer treatment on the outside of the drill rod. The singular and combined effects of the treatments are presented in detail.

It is generally accepted, that oxygen is a necessary reagent for the flotation of galena with xanthate. Recent measurements have shown (1) that under plant conditions oxygen may be in a short supply to the extent that it limits the rate of flotation. Thus, it becomes important to define the exact role of oxygen and establish a model for the rational design and control of flotation separations, involving oxygen as a reagent. All theories or, the flotation of galena assign oxygen the role of an oxidant. However, they disagree on a number of questions: 1) Is the galena or the xanthate being oxidized? 2) Is a lead dixanthate or dixanthogen the actual collector? 3) Is the oxidation process in which oxygen participates of a chemical or an electrochemical nature? The last question arises from the observation (2) that an anodic bias as well as oxygen will make a galena surface hydrophobic in the presence of xanthate. Theories which are based an the premise that the influence of oxygen is of an electrochemical nature offer elegant models of galena flotation. However, full advantage has not been taken of available electrochemical techniques to discriminate between theories and this is the area towards which this research has been directed (3).

Shotcrete has been used for approximately 20 years to facilitate tunnel excavation through poor ground. Early examples of such usage in North America include the recuperation of the Granduc Mines access tunnel in Northern British Columbia, and similar work performed in the Carley V. Porter and Big Walker Tunnels in the United States. Mining companies such as Craigmont Mines in B.C. and Hecla Mines have used shotcrete in their workings for the past ten years. Shotcrete is now a widely utilized fool in the mining and tunnel construction industries in North America, but the accumulated experience is too limited for many to fully appreciate the capability of shotcrete to control ground movements and to understand the limitations of this tool. It is common, for instance, to use shotcrete to "bridge the gap" between rock bolt-supported and steel-rib supported ground and to avoid the use of shotcrete in water-bearing ground. Shotcrete can, and has been, used economically and practically under most severe ground conditions.

The Geological Department, headed by the Chief Geologist, is part of the General Engineering Division and is under the direct supervision of the Chief Engineer. The Geological Department is responsible for the technical direction of all work concerned with the finding and outlining of ore. It provides the mine operating staffs, with the necessary plans and sections to enable them to design pit and underground layouts and to, extract ores' as required by outgoing cargoes. The department maintains grade and ore reserve statistics in conjunction with a mining recovery factor at year-end. These duties are performed through the co-operation of all departments participating in the overall operation. As a result, a steadily broadening use is being made of geology at Steep Rock.

It is well known in both the research field and in commercial flotation processes that the grades and recoveries obtained from flotation plants are heavily influenced by the structure and height of the froths produced in the flotation cells. The development of steady-state mathematical models of flotation processes based upon practical and readily obtained parameters have demanded detailed information about the structure of flotation froths. The important parameters are the distribution of floating values, gangue and water in the froth with respect to froth height, cell pulp density, cell air flow rates and flotation inducing additives. Little work has been conducted in this field although considerable attention has been paid to bubble loading and other factors close to the cell froth/pulp interface. Laboratory batch tests are prefaced for the derivation of the above mentioned parameters for both practical and economic reasons. The standard laboratory flotation tests using a batch cell produces a froth of low height (1 to 3 cms generally) together with a varying cell pulp density as the test progresses due to the addition of top up water and the removal of froth from the cell. This form of test can be considered only as giving information about froth conditions close to the cell froth/pulp interface under conditions of widely varying cell pulp densities. In commercial processes the froth heights are much larger (frequently greater than 10 cms); therefore the laboratory batch test, although useful in many ways, does not directly yield parameters relating the state of the froth flowing over the cell lip to process operating conditions. To investigate flotation conditions, where more realistic froth heights are developed, an equilibrium type of batch cell has been developed at Warren Spring 1 Laboratory . The possibility that a hypothesis explains almost all observed facts may be satisfying. Yet the almost gives a distinct sense of uncertainty. Moreover, overlooking the almost, reliance on the favored hypothesis may close our eyes to the discovery of new information and, in the field of mineral exploration, to the possibilities of finding new and hidden ores. A case in point is that of mines such as the Elizabeth and Ely, along the copper belt in eastern Vermont, principally in Orange County. The geology of the Strafford Quadrangle, where the Elizabeth Mine is located, has been described by Doll (1944). Two informative papers (McKinstry and Mikkola, 1954, Howard, 1959) present much valuable information about the geology of the Elizabeth Mine. Both reach the conclusion that the ores were emplaced after the peak of metamorphism, through the agency of metal-bearing hydrothermal solutions. Both, therefore, conclude that the source of the ores was somewhere below the outcrop area, presumably in some hidden intrusive mass. Neither yields a satisfactory guide for further exploration. Howard (1959) cites geophysical observations which show that there is a mass with a density similar to that of granite under the Strafford dome, adjacent to the Elizabeth Mine on the West. Yet examination of gneissic granite in the Chester dome, 25 miles to the South gives no suggestion of a young, near-surface intrusive capable of carrying or mobilizing large quantities of sulfur and metals. Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

The principal object of an underground coal mine transportation sys- tem is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside; it must move men in and out of the mine; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. As for ease of handling at a longwall face, conveyors are convenient because of their low height, ruggedness, and ability to operate while being advanced. Similarly, in low seam heights, conveyor systems are easier and more economic to operate than the regular track haulage because roof has to be taken down for handling mine cars of adequate size.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. There are several ways in which to classify refractories. The most suitable one is based on their general composition or raw material content. The categories are: 1. Aluminosilicate brick which include the fire clays and alumina and high alumina raw materials. 2. Basic brick which includes magnesia and chrome ore alone and in various combinations. 3. Silica brick which uses gannister or high purity gravels and sands. 4. Insulating brick are generally of the aluminosilicate type but may be most all refractory raw materials. 5. Special refractories are made from raw materials of zircon, zirconia, ultra high alumina, silicon carbide, fusion cast products, chromic oxide, carbon and graphite. The raw materials that make up these different categories are what we are briefly going to consider. Emphasis is placed more on the most important raw materials.
