Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

The Putnam Coal Mine, at design capacity, will be the third largest underground bituminous coal mine in the world and will feature the world's longest single flight belt conveyor. Construction is now in process; initial mining will commence in early 1969 and design capacity will be reached in 1971. I'm Jerry Workman, Assistant Mining Manager for the Coal Group of the Mining and Metals Division of Union Carbide Corporation, and I am acting as Project Manager for installation and start-up of the Putnam Mine. The Putnam Coal Mine reserves are located in south-central West Virginia and contain approximately 27,000 acres of prime Pittsburgh No. 8 coal; reserves are sufficient to support a 3.5 MM tons per year operation for over 30 years. The mine portal area is located some six miles inland from the Kanawha River. The river loading facility is located approximately 156 miles by way of river from the market.

The Electric Power Research Institute (EPRI) and six EPRI-member utilities are sponsoring research to define relationships between coal properties and coal handling behavior. Deratings and outages caused by plugged chutes or bunkers or frozen coal can cost utilities millions of dollars annually in lost energy production as well as in manpower to restore coal flow. There is also the added expense of maintaining redundant equipment to assure a continuous coal feed to the boiler, a common practice for utilities. Over the past two years, researchers at CQ Inc. and Iowa state university have collected and analyzed coal samples to develop a coal handleability index for utilities to use when specifying coals for their power plants. These coal samples cover ranges in ash content, rank, grindability, size distribution, and moisture content--properties that affect the handling behavior of coals. Other properties, such as the washability and ash composition, are measured as well. Over the remaining two years of the project, all of these analyses will be correlated to handling behavior, measured using a triaxial shear tester that determines the strength of a coal under compression. An index will be developed and validated at host utility power plants.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

The practical and effective pulp distributor here presented is believed to be of a completely new and innovative design. It was developed at the San Nicolas Plant of the Marcona Mining Company in Peru, where it has been thoroughly plant tested using iron ore slurries of a particularly abrasive nature. It has proven to be superior to the apparatus originally installed, or to any observed in operation elsewhere. In plant practice the capacity and efficiency of many process units such as screens, magnetic separators, and jigs are strongly affected by the loading pattern, and for better results the flow of pulp must be proportioned across the receiving lip in equal quantities per unit width. The distributors originally installed on the drum magnetic separators in San Nicolas proved to be unsatisfactory, and several trial modifications failed to show any improvement. As is usually the case, feed rates were being steadily increased, and appreciable losses to tailings resulted. A check of the distributors on the market discloses no reasonable substitute, so efforts were directed toward devising an entirely new type. Required was a positive type of action which would guarantee that the pulp flow be spread equally along the length of the drum. Discussion As indicated, the motivation for development was simple necessity. The plant in San Nicolas crushes, grinds, and concentrates magnetic iron ores of a particularly abrasive nature, and depends largely on magnetic separation to obtain a marketable product. Feed to the numerous drum magnetic cobbers and finishers varies from rod mill discharge at a nominal minus ten mesh to a ball mill fine grind of seventy percent minus three hundred and twenty-five mesh. Diatomaceous earth or diatomite is a sedimentary rock of organic origin that is composed principally of the silicious skeletal remains of diatoms. Diatoms are microscopic single cell acquatic plants that are related to algae. Diatoms first became abundant in the Cretaceous period from about 65 to 135 million years ago. Most of the commercial deposits are of Pliocene through recent age, and are younger than 35 million years. Diatoms are still abundant in present day lakes and seas. The living diatom is supported and protected by two half cell walls or valves united by a connecting band or girdle. These valves are composed of opaline silica extracted from the water in which the diatom lives. After death of the diatom, the silicious remains settle in the lake or sea and accumulate at variable rates approaching several millimeters per year for very active diatom colonies. This accumulation of silicious sediments, after decay of the organism, burial, and uplift, can result in the formation of diatomaceous earth deposits.

The Getchell Mine is located in Humboldt County, Nevada, approximately 70 km northeast of Winnemucca. Slope management has been a critical factor in the feasibility of mining operations since they began in the early 1930's. Although underground entries began in 1937, underground production was limited because hanging walls consisting of clay gouge and crushed rock tended to collapse into the workings. Controlling these collapses required extensive timbering. Due to these poor ground conditions, surface open-pit mining was the primary mode of production from 1938 to 1967 with only minor contributions from underground operations. Mining was suspended in 1967 due to economic pressures. From 1960 to 1967, the previous operator mined the property in three open pits. Initially, these pits were constructed with footwall benches, but these failed. These failures were aggravated by construction of 60° slopes in footwalls with shale partings dipping into the pit at 43° to 60°, resulting in large planar failures and wedge failures. In response, the previous operator adopted a slope parallel to the bedding planes.

The use of yield index, the product of the yield and gangue rejection, for the optimization of separation processes is presented. The characteristics of the yield index are contrasted with separation efficiency calculations and applied to laboratory froth flotation and washability data. Data from continuous froth flotation tests conducted to "optimize" froth flotation using process optimization software were also evaluated with the yield index procedure.

Ventilation 'is currently used in mines to sustain human life, prevent explosions, and provide a more healthful work place. Future automated-mining systems could use ventilation techniques quite. different from today's practices. The Bureau of Mines is anticipating various methodologies for ventilating the automated mining systems which are now beginning to emerge in the mining industry. This paper examines the special ventilation requirements for automated mining systems. Topics include requirements for automated systems, current studies with blowup ventilation tubing, and ventilation of two types of highwall -ripper type mining machines.

Standing support is often used in conjunction with underground retreat mining. Knowledge of the load-displacement behavior of a standing support, and loading induced by the mine opening is critical to proper support selection. The NIOSH STOP database contains load-displacement laboratory test data for most commonly used standing supports. Hydraulic load cells currently used to measure in-situ loading of standing supports have exhibited leakage under load, producing irregularities within the dataset. An improved hydraulic load cell eliminates leakage and produces more consistent data. INTRODUCTION A hydraulic load cell, more commonly known by “flat jack” or JackPack, is a device installed to determine the loading characteristics of roof to floor supports. These standing or roof to floor supports include, but are not limited to: pumpable cribs, cans, wooden cribs (4-point, 9-point, etc.), metal props, wood timbers, concrete donut cribs, and other variations of these standing supports. Flat jack devices have been used previously to determine the loading of such roof to floor supports. The most commonly used load cell for standing supports is based on a design intended for pre-stressing standing supports, not load measurement. These load cells are produced in South Africa, and can be formed into several different shapes depending on the applications (Barczak). Flat Jacks are manufactured in various shapes and sizes depending on the application, common shapes are square and round that are 25.4 mm (1.0 inch) thick when collapsed as shown in Figure 1. The sheet metal that makes up the bladder is comprised of 19 gauge or 1.11125 mm (0.04375 inch) thickness, the top and bottom pieces of sheet metal are resistance seam welded around the perimeter. There are two different ports installed on one of the bladder skin corners of the flat jacks; these ports allow a fluid to fill the unit and the other port has a relief valve. The fill port is comprised of a check valve. The pressure relief valve is located in the second port; preset to 1724 kPa (250 psi), pressure relief valve will keep the load cell from bursting. Bursting of these load cells typically causes a small tear in the metal skin allowing the fluid to leak out without a large catastrophic failure. The effective inflation range of these load cells is between 25.4 mm (1.0 inch) to 254.0 mm (10.0 inches) thick. Different types of fluids can inflate these load cells but the most common and easily accessible fluid for testing applications is water. Water pressure from the mine supply line can inflate these load cells to the desired load. Depending on the pre-stressing requirements a pneumatic powered pump, hydraulic pump or hand pump may be required to inflate the load cells.

Electric utilities depend heavily on coal as a major fuel source for power generation, annually producing more than 85 million ton'> of ash, boiler slag and FGD (flue gas desulfurization -"scrubber") materials as by-products. Utilities and others who burn coal have traditionally disposed of these by-products in ponds or landfills. However, in the last 10-15 years there has been a greatly increased emphasis on beneficial utilization of these materials by the producers themselves as well as by customers who purchase the by-products. The requirements of metals by modern society have created big challenges for mining engineers minerals processing engineers, metallurgical engineers and economists to produce these metals economically from mineral deposits which contain, with time, less and less value. The advances of science and technology allow, today, the exploitation of mineral deposits which only few years ago would not have been considered economical. However, there are limitations both on the minimum grade of recoverable values contained in the ore to be fed to a mill or on the concentrate to be smelted, and on the maximum content of "impurities" i.e. chemical elements which are difficult or expensive to refine from the ore, from the concentrate or from the metal. It is also known that the cost of treatment in a mill or in a smelter, for unit of metal contained in the ore or in the concentrate, increases as the grade of the recoverable values contained in them decreases and also if the content of impurities increases. "An average of 1.2 fatalities occur per year in underground coal mines in the United States when a miner is struck or pinned by a remote-controlled continuous mining machine. Proximity detection technology provides a means to prevent these types of accidents by disabling all machine motion when a miner is in close proximity. Researchers at the National Institute for Occupational Safety and Health (NIOSH) have developed the intelligent Proximity Detection (iPD) system, which continuously tracks the position of miners near the machine and disables only those machine motions that could cause a pinning accident. This system, previously demonstrated using non-permissible proximity detection hardware, has now been shown to be effective when implemented using an MSHA-approved system as a platform. Performance tests have shown accuracy, repeatability, and stop zone identification to be comparable to or better than the system demonstrated with non-permissible hardware. INTRODUCTION Underground coal mining room-and-pillar operations typically use Continuous Mining Machines (CMMs), such as the one shown in Figure 1. When CMMs first became available, they were operated from an on-board operator’s compartment that protected operators from roof falls and other hazards but severely restricted visibility and subjected them to machine vibration and high levels of dust and noise. To solve these problems, remote controls were developed to operate CMMs. Now CMM operators are free to position themselves for best visibility of each mining task and are no longer subjected to the rough motion of the CMM during mining operations or the dust and noise generated by the machine. However, this technological advance removed operators from the protection afforded by the operator’s compartment and exposed them to the hazard of being struck or pinned by the CMM or other large moving machines."

As the number of environmental laws continues to steadily increase and the economic penalties for contamination problems become more severe, environmental management represents an important management function within today's U. S. mining industry. The economic impact to a mining company for contamination is not only realized in legal fees and fines but also in the cost of doing normal business. For example, a mining company with contaminated property applying for a loan may be refused because of a lending institution's reluctance to finance due to liability concerns. Or, an insurance company may decide to greatly increase its annual premiums because of existing or potential contamination problems. One of the main duties of the environmental manager is to seek ways to reduce these types of problems by eliminating contamination or by knowing what problems exist and designing corrective measures to prevent the situation from worsening.

"INTRODUCTION As underground mining continues to operate at deeper depths and in more complex geologic and geometric conditions, there has been an increased demand for higher design standards in ground control safety and stability within the mining industry. Over the past 20 years, NIOSH has developed, validated, and distributed a number of free software packages (ALPS, ARMPS, AMSS, ARBS, etc.) for the safe design of underground coal mines with respect to ground control. While these programs were initially developed on a, “stand alone model,” where all program data resides on an individual or workgroup computer, modern day web applications have begun to migrate toward a, “multiple-tier model,” allowing multiple users to access an application through an Internet connection. webGroundControl provides users with access to NIOSH ground control design software (ARBS, ALPS, and ARMPS) utilizing a web-based three-tier architecture allowing users to easily access ground control designs, perform on-demand calculations, and provide online collaboration between operational personnel and engineers through a web server. Given advancements in cloud computing as well as the expansion of Internet connectivity on the surface and underground, webGroundControl users will be able to access the applications anywhere (where permissible) at any time. As web-based computing technologies continue to advance and cloud computing gains popularity and momentum, there is an industry need to develop Internet based applications for mine and ground control design (Barczak et al., 2016). The purpose of this paper is to introduce and familiarize those in the mining industry with the basic framework and, more specifically, the user-interface of the webGroundControl application. It is expected that the mining industry will rapidly embrace this new product and webGroundControl will be a new paradigm for mining engineering computer applications. APPLICATION ARCHITECTURE With the advent of cloud computing, web-based applications have become more popular with their adoption of multiple-tier, or n-tier, architecture containing independently operating tiers. The three-tier application architecture utilized in webGroundControl (as outlined in Agioutantis and Newman, 2016) contains a Presentation Tier (Web Server), Logic Tier (Logic/Application Server), and Data Tier (Data Server) as shown in Figure 1. While tiers have the ability to be deployed across and operating on multiple servers, webGroundControl is currently being deployed on a single server located on a university desktop computer. The separation of the application into a series of tiers greatly increases the maintainability and scalability allowing for the adoption of new technologies that can be applied to a single tier without redesigning the software package. The Presentation Tier maintains the user interface translating client requests (through a web server) and displaying results (through a web browser). The Presentation Tier allows for on-demand access from multiple users and compatibility with a variety of personal computers, Smartphones, tablets, etc. on different operating systems. The Presentation Tier has been developed with respect to the HTML and JavaScript languages. Through the utilization of CSS, a coding language which describes the style of an HTML document, the webGroundControl display is able to spontaneously adapt to any browser and any screen. The development of the Presentation Tier will be discussed in more detail in subsequent sections of this paper."

Canada's coal production is approximately 65.4 million tonnes of which 95 % is produced by surface mining methods mostly from the three Western provinces (British Columbia, Alberta and Saskatchewan). The mines are highly mechanized; productivity gains during the past few years have ranged from 60 -80%. Truck/Shovel methods are common although Saskatchewan lignite is almost exclusively mined by draglines. This paper provides an overview of Canadian Coal mining industry vis a vis surface mining. Emphasis is on application and utilization of mining equipment and associated mining methods.

The Miami In-situ mine of BHP Copper is located in Globe-Miami, Arizona. The mine leaches mineralized leach capping over a supergene enriched sulfide deposit, and has produced over 500 million lbs of copper during the last 50 years. The Miami unit has identified several opportunities to enhance and expand in-situ production. A computer block model consisting of strict geologic controls, mineralogy, and metallurgical data was developed to assist in the determination of the leachable copper resource. An understanding of the accessibility and solubility of the resource to leaching solutions and the integration of hydrogeologic and hydrometallurgical information was necessary for completion of this project.

"The 13.2 m external diameter double deck Istanbul Strait Road Tube Crossing is one of the most challenging underwater tunnel projects in the world. Subjected to 11 bars of hydrostatic pressure, variable geology, and being in a very active seismic area, the execution of the project required innovative solutions, sophisticated construction techniques, and prudent risk management approach. The 5 km tunnel consists of 3.4 km TBM bored tunnel, 1 km twin NATM tunnels, and cut and cover sections. The project is being delivered in a Build-Operate-Transfer (BOT) contract in a public-private partnership. The technical challenges, coupled with financial and commercial risks required the implementation of sophisticated risk management tactics including the provision of Independent Design Verification. Presently, the project is in its advanced stages of construction with a recent successful TBM breakthrough on August 22nd 2015. The paper presents the technical challenges of the project from the design, construction, and risk management aspects and provides the status of the construction. PROJECT BACKGROUND The $1.245 billion Istanbul Strait Road Tunnel Crossing project, dubbed the Eurasia Tunnel, is one of several major infrastructure projects being implemented in the Republic of Turkey in a public-private partnership approach. The project provides a direct and easy connection between the Anatolian (Asian) side of Istanbul and the heart of its historical district on the European side across the Bosphorus Strait which connects the Black Sea with the Sea of Marmara. Upon its completion in 2017, the project will improve connections to a wide network of motorways on both sides, increase capacity across the Bosphorus by 100,000 vehicles a day, reduce congestion and save motorists an average of 45 minutes of commuting time in each direction, and bringing significant economic benefits to the city and the region; it will ease traffic across the strait, reduce congestion, decrease pollutants and emission while maintaining the historical silhouette of the city. Figure 1 provides a general view of the project location and alignment. The overall project consists of three parts totaling 14.6km. Parts 1 and 3 consist mainly of widening existing motorways, providing connections to existing roads, reconstructing local bridges and underpasses on the European and Anatolian sides respectively. Part 2 is the tunnel crossing across the Bosphorus; it is the most complex part of the project with the greatest challenges and risks. Part 2 is 5.4 km long consisting of 3.4 km of 13.2m external diameter TBM bored tunnel under the Bosphorus Strait, 1-km of twin NATM tunnels on the Asian side, cut and cover transition boxes in the Asian and the European sides and depressed approaches on both sides. In addition, this segment includes the toll plazas, ventilation buildings, and the tunnel control and maintenance facilities."
