Zoning is the legal means by which land use can be controlled. Although zoning laws have historically been quick to prevent quarrying, one is hard pressed to find zoning ordinances which specifically state that land should be used (or held in reserve) for quarrying and prevent other uses such as recreation, housing, etc. This situation is especially true when the mineral to be quarried has a low intrinsic value such as sand, gravel, and crushed stone. The chance of a gold mine surviving urban sprawl is probably considerably greater than that of a sand and gravel pit, even though it is possible that the dollar value of the sand and gravel' would exceed that of the gold mine. The research reported herein was concerned with two major topics: to delineate the real costs associated with the non-protection of our construction aggregate resources (growth minerals) and to develop a computer simulation model which would aid planners in making economically sound decisions. This paper describes the problems faced by the mineral aggregate industry and discusses the role of computer simulation in planning problems. It briefly describes a simulation model which has been developed and previously reported12 and discusses the results of a pilot study conducted on the Tri-City area (Albany, Schenectady, and Troy, New York). 3

Originated and developed in the civil tunneling industry, the Ground Reaction Curve (GRC) has provided a robust methodology for evaluating and designing ground support in both tunnels and underground mining scenarios. This paper presents a preliminary assessment in the utilization of the GRC concept for the evaluation and design of the pillar-support system with respect to overburden stress and displacement. This initial assessment will be based on and backed by past research on this topic. Underground mine instrumentation is planned for a longwall mine in the Appalachian coal field based on the research and findings in this paper to support the postulated hypothesis. INTRODUCTION Since the early 1970’s, the mining industry has evaluated the structural stability of a pillar by dividing an approximated pillar load by an approximated pillar strength. While this design methodology has served the industry well in the past, as modern mining operations continue to develop in more complex geological and geometric conditions coupled with market economics, industry professionals are in dire need of a modified stability assessment approach which considers both the stress condition and material displacements. Within the civil tunneling industry, the GRC approach has been successfully utilized in designing underground support measures that enhance the stability of an underground excavation. Through the incorporation of current industry knowledge and understanding of ground and support behaviors this paper looks to investigate into preliminary assessment for the development of a Modified Support Response Method (MSRM) to further improve the analysis of local and global underground stability. CURRENT PILLAR DESIGN METHODS AND THEIR LIMITATIONS Globally, multiple pillar design methods have been utilized in the design of underground excavations. Each of these methods approaches the calculation of pillar stability a little differently with respect to material properties, underground geometries and stress conditions. Analytical solutions can be used to determine the strength of homogeneous materials like concrete, but not in case of non-homogeneous and non-isotropic mineral deposits in a mine. These equations are often derived using empirical methods. Pillar strength is defined as the maximum resistance of a pillar to axial loading (Brady & Brown, 1985). The strength of mine pillars is typically estimated through indirect methods. In the past, researchers have correlated the strength of a given size and width of a rock specimen to the strength of a mine pillar. The first study on the effect of geometry on rock strength was done by (Bauschiger, 1876) on Swiss sandstone samples. Since then several empirical equations to determine pillar strength had been published by many researchers like (Bunting, 1911), (Griffith & Conner, 1912), (Greenwald, Howarth, & Hartmann, 1939), (Holland & Gaddy, 1957), (Evana, Pomeroy, & Berenbaum, 1961) and (Holland C. , 1964).

U.S. National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the U.S. Mine Safety and Health Administration permissible exposure level of 90 dB(A). Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Office of Mine Safety and Health Research laboratory in Pittsburgh. The results show that the entire screen contributes to noise below 1 kHz, and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise in this range from 1-10 kHz. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam™ panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

Results are presented that were gathered during pilot-and field-scale testing of an innovative technology, sulfate-reducing bacteria (SRB), designed to treat and control acid mine drainage (AMD). The project was performed under the Mine Waste Technology Program (MWTP), which is funded by the U.S. Environmental Protection Agency (EPA) and jointly administered by the EPA and the U.S. Department of Energy through an Interagency Agreement. The MWTP is implemented by MSE, Technology Applications, Inc., located in Butte, Montana. Sulfate-reducing bacteria, a common group of anaerobic bacteria, produce hydrogen sulfide and bicarbonate when supplied with sources of carbon and sulfate. Hydrogen sulfide reacts with metal ions in AMD, precipitating them as metal sulfides; the bicarbonate serves to help neutralized the drainage. Pilot-scale testing was performed within eight packed-bed reactors at a temperature representative of a field application of this technology in a northern climate, nominally 8°C. The reactors, packed with an organic substrate, were operated continuously in upflow configurations receiving AMD at a flow rate corresponding to a 5-day retention time over a test duration of 60 days. During this time, numerous physical and chemical parameters were monitored. Pilot-scale metal removal efficiencies reached 99% for zinc, 99% for aluminum, 96% for manganese, 98% for cadmium, and 96% for copper. Iron and arsenic removal was not as effective as the aforementioned metals, which was largely attributed to the high levels of iron and arsenic contaminating the organic substrate. Evidence existed that both adsorption and sulfate reduction were occurring within the reactors.

During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

The extraction and recovery of gold from copper electrorefining slimes by leaching and solvent extraction using dibutyl carbitol (DBC) has been practiced for several decades. Yet, the deportment of some common elements in this process has not been reported. The focus of this paper is to report the behavior of copper, bismuth, silver and selenium during the processing of industrial solutions by batch and continuous extraction on the laboratory scale. It was found that DBC, while an excellent extractor of gold from a highly oxidative chloride leach solution, also loads significant quantities of Cu, Bi, and Se. Silver was not present in significant quantities in the leach solution nor did it load appreciably. The deportment of gold and impurities are reported for batch and continuous operations of a two-stage extraction process using distribution ratios and separation factors.

The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) established a Technical study panel (the Panel) to provide recommendations on the utilization of belt air and new technology that may be available for increasing the fire resistance properties of conveyor belt used in underground coal mines. The Panel Report recommended use of the belt evaluation laboratory test (BELT) as the method for testing and approval of flame resistant conveyor belts used in underground coal mines. The research conducted to establish the correlation of the BELT with large-scale belt fire flammability tests was done using 91 - 107 cm (36- to 42-in.) wide conveyor belt. Due to today’s coal haulage capacity, the mining industry is using 183 cm (72 in.) and wider conveyor belts. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted a study to determine if the BELT will also qualify wider belts as fire resistant for use in underground coal mines. This paper describes the results of recent experiments comparing results from using the BELT and the large-scale tests for six different belts.

Rail access to Ontario International Airport (ONT) has long been a goal of San Bernardino County Transportation Authority (SBCTA) to increase public transit options to ONT and provide incoming ONT passengers improved access to San Bernardino County and the greater Southern California region. This paper describes the planning for the Design-Build-Operate-Maintain (DBOM) delivery of an emerging technology tunnel connection between the Rancho Cucamonga Metrolink station and ONT. The paper discusses key technical considerations, challenges, and opportunities; conceptual configuration development; and construction planning and establishment of the footprint for the underground connection.

Open pit blasting can be a low cost routine or a high cost bottleneck depending on geology, environment and the operator's ability to master site conditions. Because blasting is a repetitive operation, there should be ample opportunity to optimize the process; but ordinarily this optimization is rarely achieved and then only if conditions remain consistent and predictable. Often, however, and particularly with porphyry coppers, hidden differences in rock characteristics nullify the operator's best efforts. At a porphyry copper deposit being mined by Kennecott Copper Corporation, there are all of the following rock types: oxidized and fresh porphyry, altered and silicified limestone, explosion breccia, rhyolite, sandstone, shale and several others. The units can cover large areas or be limited to a few tens of feet in maximum dimension. They are rarely visible on the bench surface and often do not show up in the bench slope. Even though the blastability of these rocks varies substantially, a generally-uniform blasting pattern was formerly used with disappointing results. Secondary blasting was often required and high bottoms occurred frequently; overblasting wasted drilling time, and explosives caused excessive throw. Several possible methods for improving the blast design were considered and a geophysical method was chosen for testing. There had been reports in the journals that seismic methods were being used in Europe as aids for blasting design. A literature search turned up work by Haxby 1/ on use of a refraction seismograph for measuring pit bench rock strength. Using his work as a springboard, equipment was purchased and a program was planned and carried out for developing, evaluating and implementing the seismic method for routine mine use. "Diesel exhaust is a major cause of large number of occupational diseases. Acute and continuous exposure to Diesel Particulate Matter (DPM) can cause numerous health issues including respiratory disease, reduced lung capacity, heart disease etc. The National Institute of Occupational Safety and Health (NIOSH) and the International Agency for Research on Cancer (IARC) consider diesel engine exhaust as carcinogenic. In large underground metal and nonmetal mining operations, regulatory compliance regarding miner’s exposure to airborne particles especially DPM is a big challenge. Complex mine networks add more difficulties in controlling DPM. MSHA relies on the NIOSH 5040 method for DPM compliance. The NIOSH 5040 method is a shift average based method which inherits some limitations. Due to these inherent limitations of the NIOSH 5040 method the concept of real-time DPM monitoring is promoted in the mining industry. Several real-time DPM monitors have been used by the researchers and efforts still continues to improve their measuring techniques and understanding. Real-time monitoring of DPM is vital to gain understanding of rapid changes in the mine atmosphere. The current study highlights the advancement in real-time DPM monitoring and mainly covers a review of several studies in which DPM concentrations were measured by utilizing real-time DPM monitors. INTRODUCTION Ventilation of underground mines is an important aspect of mining operations. Mining is a continuous activity and the ventilation networks in modern mines change with extended developments. Proper understanding of the ventilation network is a key design factor of an optimum mine ventilation plan. An important task of underground mine ventilation engineers is to provide clean air with sufficient quantity to the underground miners (Khan M. U. and Gillies A.D.S. 2015). The amount of fresh air supplied to the mine should be adequate to dilute the concentrations of contaminants present in the mine atmosphere. In the United States it is estimated that diesel powered equipment is used in thousands of mining operations (Stephenson D. J. et al. 2006). Use of diesel powered equipment is an attractive option in underground mines due to its several advantages over other available alternates. Diesel engines are rugged, dependable and fuel efficient (McKinnon 1999). It is common for diesel engines in heavy duty trucks to have a life of 1.6 million kilometers (McKinnon 1999). Looking at the developments in other energy alternatives, it can be assumed that the underground mining industry will maintain its reliance on diesel powered equipment (Anon 2001). DPM is an important source of mine air contamination in many non-gassy underground mines (Khan M. U. and Gillies A.D.S. 2015). Diesel exhaust is harmful for humans. Acute and continuous exposure to diesel exhaust concentrations can cause several health issues. Some of the health diseases caused by DPM exposure are respiratory diseases, reduced lung capacity, heart disease, and lung cancer (National Research Council. 1981, Mine Safety. 2005). In addition, NIOSH regards diesel exhaust as “potential carcinogen” (Centers for Disease Control 1988) and IARC has declared that “diesel engine exhaust is carcinogenic to humans” (IARC 2012). NIOSH has also declared that the reductions in DPM exposure would reduce cancer risks (Centers for Disease Control 1988)."

"Diesel Particulate Matter (DPM) measurements were taken at Tronox’s Westvaco Trona mine in Wyoming. Both shift-average and real-time monitoring using Elf pumps and Airtec analyzers, were used. The mine’s underground transportation fleet consists of more than 250 diesel-powered vehicles. A vehicle monitoring log tracked fleet usage during the test; logged data consisted of vehicle type, direction of travel, and time. The log was used in analysis to determine the DPM spread rate, of normally operating equipment, in the different entries with respect to vehicle location. Airflow velocity measurements at the stations were taken during the survey. The survey results also identified vehicles with higher emission rates. An ECOM gas and a MAHA DPM analyzer, both located in the mine’s underground emission shop, were used to obtain various vehicle emission rates. The correlation of the workshop and field measurements was investigated with regard to the machine activity, fuel usage and atmospheric conditions. The results were used to identify and execute a ventilation project to reroute 45% of diesel shop air back to intake entries, by interlocking an automated door and a regulator. The result is reduced DPM downstream. INTRODUCTION DPM has been classified as a potential occupational carcinogen by the National Institute for Occupational Safety and Health (NIOSH).The Mine Safety and Health Administration (MSHA) rule governing DPM exposures in metal and nonmetal mines cites total carbon (TC), a summation of elemental carbon (EC) and organic carbon (OC) obtained by NIOSH Method 5040, as a surrogate for determining DPM exposures (Noll, 2006). MSHA personnel use the 1973 sampling criteria outlined by the American Conference of Government Industrial Hygienists (ACGIH) for collecting compliance-based respirable and inhalation samples in metal/nonmetal mines. Instrumentation developments are allowing improved real time monitoring of ventilation parameters. DPM is within the aerodynamic particle size range of the samplers used for respirable and inhalable dust measurements. If a sampler used by MSHA to collect inhalable or respirable dust samples in underground metal/nonmetal mines was used to collect DPM, both the DPM and mine ore dust would accumulate on the sample filter (Noll, 2006). To comply with the requirement and lower the DPM exposure, mines are implementing a variety of control technologies such as emission based maintenance programs where adjustments or repairs are performed on the vehicles (McGinn, 2000)."

Evolution is continuing in the field of rock drilling, Campbell Limestone Company is experimenting in the higher air pressure phase of drilling, It has been determined that there is a definite relationship between Air Pressure, Penetration Rate, Bit & Tool Wear and Life, In our drilling we have determined that &e higher air pressure gives a better penetration rate with less bit wear per foot. Drilling with 180 to 200 PSI air pressure, instead of 100 PSI for air and/or churn drills, has decreased our primary costs by approximately one half.

Restricted fields of vision are a common problem with underground mining equipment. Also, when lighting systems are provided, they may be positioned where they cause glare. This restricts the visibility around the machines even further. To help address these problems, the U.S. Bureau of Mines has developed a PC based software package to aid in the analysis of certain human engineering aspects of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines.

Over the past 12 years, Exxon Coal U.S.A., Inc. has shipped over 150 million tons of coal from two mines, Rawhide and Caballo, located in the Gillette, Wyoming, area. These mines are operated by The Carter Mining Company, a division of Exxon Coal. Shipments have moved to more than 25 electric utility plants in the west, midwest, southwest, and south. The customer plants have represented a wide variety of configurations, sizes. design criteria, emission standards, and operations in different parts of the country. We have learned a great deal about the performance of Gillette area coals in utility power plants during this period. This paper covers some of the highlights of Exxon's experience with these coals in customer plants. I will focus specifically on things mining engineers may be able to do to make the product better for the customer's use.

This view is misleading because the degree of fragmentation achieved by blasting can have a significant effect on the efficiency of these processes and, hence, on the overall cost of the mining operation. By 1968 Cyprus Pima was milling 38,000 tpd of copper ore using a conventional flowsheet consisting of three stages of crushing rod mills and ball mills. A 15,000 tpd expansion was put on stream late in 1971 using primary crushing, semiautogenous mills, and ball mills. Identical ore is treated in both concentrators. This paper shows the weight and life of each individual liner for each crusher and each mill over a four year period from 1974-1977. Power and media consumption are shown for the same period and a comparison is made between the two reduction methods.

This paper describes a mineral dressing process for the upgrading of tin ores. The process described is called 'agglomeration' and. is similar in many respects to flotation. Many variables have been examined experimentally both on batch and continuous operations and are reported upon herein... Using a Mt. Pleasant tin ore, assaying 0.5% Sn, an upgrading to 8% Sn, with a recovery of 95% could be obtained by this process.

The U. S. Bureau of Mines has been investigating methods and technology that, when applied to existing continuous coal mining machines, may improve production and safety. Toward those goals, a microcomputer network has been designed that provides automated control and monitoring of all mining machine systems using a single twisted pair cable (two conductor stranded wire twisted together to provide a level of noise rejection). The network also provides -connections for intelligent sensors and systems for navigation and diagnostics. The flexibility of the network is demonstrated in that features can be added and removed without redesigning the whole system. A general description of the network's integration to a Joy' 16CM, Joy 14CM, Jeffrey 102, and a custom built auger machine is provided. The microcomputer networks for the Joy 16CM and the Jeffrey 102 have been installed onboard the mining machines and have been extensively tested at the Bureau of Mines test facility. The Jeffrey 102 system has also been tested in an actual highwall coal seam. Both systems have performed satisfactorily. The microcomputer networks for the Joy 14CM and the Auger Miner have been tested and await installation on the respective machines.

INTRODUCTION Mount Isa Mines Ltd. operates a copper and silver- lead-zinc property at Mount Isa in northwest Queens- land, Australia. Mount Isa is located in the tropics at latitude 20°43'S and longitude 139°30’E (Fig. 1). It is on the upper watershed of the Leichhardt River and at an elevation of 365 m above sea level. The average rain- fall is 360 mm/y, the greater part of which falls in January to March (the hot summer months). The mean summer temperature for these months is 30°C (dry bulb), with a maximum temperature of 43°C; the mean wet bulb temperature is 25°C with a maximum of 28°C. Mount Isa is located geologically towards the western edge of the Precambrian Shield of northwestern Queensland. This complex forms a north-tilting dissected peneplain which extends in the north-south direction for 640 km, with widths varying from 32 km to 190 km. The combination of differential erosion, regional strike, and steep dips has produced a corrugated topography of low north-south orientated hills and valleys. The field was first discovered in 1923 as a silver- lead-zinc field. Mount Isa Mines Ltd. was formed the following year and subsequently became the sole operating company on the field. Lead and copper ore have been mined and treated separately and simultaneously at Mount Isa since 1953. Intensive exploration commenced in 1954 and an active exploration program provided the justification for a series of production expansion programs in both silver- lead-zinc and copper (see Table 1 ). The most recent and largest production expansion program at Mount Isa commenced when a decision was reached in December 1969 calling for an increase in copper production from 100 000 to 150 000 t/y of blister copper. A major factor which influenced this decision was the substantial additions to the ore reserves in the so-called 1100 ore body which is a massive copper sulfide ore body with a known strike length of approximately 2500 m, a height which is variable up to 300 m, and a width of generally 300 m up to a maximum of 370 m (see Figs. 2 and 3). Host to the copper mineralization is a complex and variable rock generally called "silica dolomite." The ore body strikes 6.02 to 6.1 rad (345° to 350°), dips west between 0.78 and 1.13 rad (45° and 65°), and is truncated at depth by fault implaced basement rocks. It first occurs some 600 m below the surface and bottoms at about 1000 m below the surface. The unconfined compressive strength of the silica dolomite ore varies from 150 to 250 MPa, whereas the basement rocks, carbonaceous mylonite, slaty shale, buck quartz, and greenstone (a chloritic schist) are considerably weaker, varying in strength from 20 to 80 MPa. The distribution of mineralization within the ore body is variable, but can be considered as generally high grade at or just above the basement contact and diminishing towards the upper reaches of the ore body. The Minntac complex is a facility for production of iron ore pellets located on the Mesabi Range at mountain iron, Minnesota. It consists basically of a mine, crushing plant, concentrator, and a pelletizer producing twelve and one-half million tons of pellets annually. This paper deals with some of the aspects of the grinding circuits; but prior to that discussion, it might be well to briefly describe the flow of material in the operation. The crude ore, containing from 20% to 25% magnetic iron, is mined by 14-yard electric shovels. .the blasted ore is loaded directly into 50-yard side dump railroad cars and hauled to the crushing plant. Crushing is done in three stages, originally, two 60" primary crushers; four 7-foot standard secondary crushers; and six 7-foot short head tertiary crushers were installed, when the plant was expanded to double its capacity, five secondary and ten tertiary crushers were added. These were duplicates of the original 7-foot standard and short head crushers used in the original construction, there was no expansion of the primary crushers but a one-half-million-ton surge pile of tertiary crusher feed was added.
