In modeling of hindered-settling bed separators, the published separation mechanisms are based on differences of particle density and size distributions, without the details of complexity of particles-liquid interactions. A fluid dynamic model for the separator is developed using Euler-Lagrange approach of Computational Fluid Dynamics (CFD). Fluid motion is obtained from solving the movement of liquid governing equations. The damping effect on flow pat-terns caused by the movement of particles resulted in liquid-particle coupling is included in the model. Effects of particle size, and particle density compositions, feed rate, feed water flow rate, upward fluidizing water flow rate, etc., are simulated in the 2-D separation model. Flow pattern effects on the separation of fine particles in the separators with center downward-flow and side cross-flow feed systems are investigated.

INTRODUCTION Background and Objectives Underground coal mining is a vital component of West Virginia's economy. However adverse environmental effects including ground subsidence and aquifer dewatering are often associated with such mining activities. Many families in northern West Virginia still rely on private water wells and springs for domestic water needs. In such areas where underground coal extraction and land subsidence have occurred, a disruption of the ground water flow system commonly exists with subsequent drainage of water to lower levels that may extent as deep as the mine workings; this causes loss of water supplies to landowners and represents a nuisance to mining companies 2 This report represents a summary of an M. S. thesis project in geology at West Virginia University by the senior author (3). The intent for this study was to document the effects of underground coal removal on ground water levels at selected mine sites in northern West Virginia, as observed from water wells, springs, and streams. This research should be useful to coal companies and regulatory agencies and aid in recommendations of future water well locations and specifications in areas of existing or proposed underground coal mines.

A collaborative research programme called 'DEEPMINE' was established in 1998 to investigate and research the problems of mining below three and five kilometres depths. Backfill is considered as an important support strategy to alleviate rockburst and rockfall problems in current depths and it will even become a more crucial mining strategy at ultra-deep level mining. In this paper, the evaluation and the application of the current backfill design criteria to the ultra-deep level mining environment are studied and a new backfill design criteria is proposed. The new criteria suggests that backfill should still be placed 60 - 70% of the area mined with a maximum fill to face distance of three metres. Furthermore, the vertical stress generated in backfill should be between 2 - 3 MPa at maximum 25 metres from the face at a corresponding strain value of maximum 10%.

Microtunneling is rarely a straight forward “business as usual” endeavor. More often than not, these projects take twists and turns that require on the fly, out of the box solutions to get the project completed. This paper is a case history of a 63-inch diameter, Permalok, microtunneling project, extending nearly 700 linear feet under a hill forming the left-hand abutment to an earth embankment tailings dam. The job had three major and unexpected challenges that required unorthodox solutions. Challenge #1— Face Configuration: The Santiago Formation, a cemented sand formation with widely varying strengths, presented a challenge to configuring the face with regards to the number and length of pics and cutters. Subtle differences in type and size of the tooling had a big impact on the performance of the machine. Challenge #2—Eccentric Loading: Issues at the launch shaft with the Permalok pipe adaptors caused eccentric loading on the casing pipe. This issue resulted in overstressing and breaking of several pipe joints that ultimately led to seizure of the tunnel. Challenge #3—Back-tunnel Excavation and MTBM Recovery: There were many detailed considerations into excavating a recovery tunnel to retrieve the MTBM, especially being under a high hazard earth embankment dam.

General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft). The exploitation of mineral deposits for economical recovery of the contained minerals has many aspects differing from other industrial or manufacturing operations. However, generally accepted principles of good organization and management applicable to industrial plants are similarly effective for mineral processing plants. A more detailed coverage of organizational structures and management techniques than is possible in this section can be obtained from many good books devoted wholly to these subjects. A few of the more readily available examples are included in the general references at the beginning of this section. The field of mineral processing encompass a wide variety of minerals, processes, flowsheets, equipment, and end products. Mineral deposits, mines, and related beneficiation plants are found in all parts of the globe, often in remote locations with no nearby support for supplies and maintenance. Available labor is frequently unskilled, sometimes primitive, and often untrained without machine and hand tools or heavy equipment experience. Such situations call for well- planned and conducted training programs covering the full range of mining-type job skills. Climates can range from arctic to tropical and from arid to extremes of rain or snow, and the mine and plant sites can be almost anywhere. However, it is often possible and sometimes necessary for

This paper is a case study using new laser-terrain-mapping technology by EagleScan, Inc., for creating topographic maps. Holnam, Inc., has used this technology to create maps and volumetric calculations of several mines in the United States. The information is superior to conventional methods through accuracy, manpower, time, and cost. Holnam, Inc., was the first cement manufacturer to use the Digital Airborne Topographic Imaging System (DATIS?). The technology uses the DATIS? to produce high-resolution terrain maps and volumetric assessments of any area. DATIS? is a mapping instrument that integrates (1) a Light Detection and Ranging (LIDAR) instrument to measure terrain elevation using laser light, (2) a large-format digital camera, (3) a relative position Global Positioning System (GPS) to measure aircraft position, and (4) an Inertial Measurement Unit (IMU) to measure aircraft attitude. The DATIS? can measure up to 220,000 elevation samples per mil. The system continually collects data on the aircraft's position and measures the time for each laser pulse transmission to return from the ground, giving each sample a GPS reference. The system can operate at night, in overcast sky, and during high-wind conditions and can measure terrain below vegetation cover, unlike standard aerial photography used for traditional surveying and mapping. Surveyed ground-control panels are no longer necessary with this new technology, and only one ground GPS base station located within 60 mi from the aircraft position is required. A computer elevation-point data file is created with the x, y, z coordinates of each laser elevation sample. With this file, CAD engineering programs can create topographic maps that rival products using conventional aerial mapping techniques. Volumetric measurements of stockpiles and pits are also available due to the high density of points collected from an area. This new technology radically changes the turnaround time for map users, giving a product in the format used by today's cartographers. The time line from flight to maps is measured in days instead of weeks.

13.1-SUBSIDENCE AND GROUND MOVEMENT ROBERT STEFANKO 13.1.1-SUBSIDENCE AND FAILURE This treatment of subsidence and ground movement will be confined to subsidence control for limiting surface damage by assessing the significant parameters affecting ground movements during mining to optimize mining techniques. The material will be equally applicable to evaporite mining as well as coal but will not deal with block caving or similar systems where failure is deliberately induced and surface protection is not necessary or provided. When an underground opening is established, the original equilibrium is disturbed with resultant stress concentrations. While many factors are involved in opening stability, the span (W) undoubtedly is one of the most important factors in failure. Assuming it is relatively small, the overlying rock strata can bridge across the opening and little if any movement or convergence of top and bottom will occur. However, as the span increases, a point is reached where the stress in the overlying rock strata exceeds some strength value of the rock, and the top breaks. If the opening span is limited to some subcritical value (-We) and/or is at great depth (D), a pseudo-arch will form, achielring stability before rupture occurs to the surface. The boundary of this arch is thought to approximate an ellipse in form with the major axis vertical and equal to four times W, although there has been little field research to substantiate this theory. However, if the width of this opening is increased at this horizon to some critical value (W,) or the same span is created in a shallower seam, the overlying strata ill progressively rupture to the surface and the characteristic subsidence trough is formed (Fig. 13-1) The area of the surface affected is much greater than the area of the seam extracted, depending on the "angle of draw" (a), which is the angle between a vertical line from the edge of the opening and another line extended to a point at which subsidence tails out to zero. This angle has been found to be about 35° in Europe but is rather academic, being a function of instrument precision in detecting subsidence. Since the subsidence effect is so small at any point beyond n 25° angle, this latter may be considered the practical limit of subsidence. Further- more, indications are that the angle of draw varies with depth and nature of the strata.' In a field study over a 1,000-ft-deep potash mine in New Mexico, the maximum angle of draw was found to be 51.5°.2 So far, only a single opening has been considered. However, the width of the excavation applies to any complex mining system of entries, rooms and longwalls as long as the seam has been fully extracted and the width represents the distance from one solid rib to another. It will be noted that the amount of vertical displacement varies from point to point on the surface (s), but the maximum subsidence for a given trough occurs at the center (S). This latter value may not he equal to the maximum possible subsidence (Sm) which occurs only if a critical or super- critical (+W,) width has been exceeded (Fig. 13-1). Substantial surface damage can result when subsidence occurs. Factors affecting the amount and type of ground movement are: thickness and properties of the seam, angle of draw, width of excavation, depth and type of overburden, inclinations of strata and surface, and the amount of support left in the gob. Control is a vital management function by which operations are brought into compliance with predetermined standards to achieve the goals of an enterprise. Events that are characterized by a low degree of expectation, avoidability, and intent necessarily have a low degree of control. Such events are difficult not only to predict but to control as well. Fortunately, very few industrial situations fall into that category of events. It is an axiom of control technology that in order to control, one must first measure; further to measure, one must know the characteristics of the subject (or environment) upon which the measurement must be made. Finally, if measurements are to be made reliably, the influences that affect the measurement must be known and, if possible, understood. The complete control cycle therefore consists of the following: (1) defining the objective, (2) planning to achieve the objective, (3) putting the plan into practice with appropriate instructions, (4) measuring variables or parameters of interest, (5) transmitting and transforming the measurements to analyze the system's status and to predict the future outcome, (6) comparing these with the defined objective, and (7) determining and taking corrective actions to bring the actual results closer to the objective. The management principle underlying the control cycle is the principle of management by exception. The application of the principle and the frequency with which corrective actions are taken vary according to the purposes of the review and control. For example, the control of a machine operation (e.g., truck on a haul road) may require adjustments and therefore data, analysis, and decisions, in intervals of seconds whereas the review for ore-grade control may take several hours. Reviews, on the other hand, for cost control may be done in intervals of weeks or months. In any case, three specific purposes of the control cycle are: (1) to correct the operation so that it follows the accepted plan closely, (2) to evaluate the operation and predict future outcomes in light of changes in the environment or of more experience, and (3) to review the objectives and modify these to be reasonable and realistic.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The foregoing information comes by courtesy of The Division of Nonmetallic Minerals of the U.S. Bureau of Mines, January 1973. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. On average, one to two fatalities occur every year when a miner is struck or pinned by a continuous mining machine (CMM). Proximity detection systems offer an effective means to prevent these types of injuries and fatalities by sensing the presence of a miner and automatically disabling machine motion. The Mine Safety and Health Administration (MSHA) is expected to finalize a regulation that would require the use of proximity detection systems on all CMMs. Approximately one-fourth of all CMMs in use in the United States are already equipped with such a system. The use of these systems will save lives, not only by automatically preventing accidents but also by acting as a tool for educating miners and reinforcing safe work practices. Researchers at the Office of Mine Safety and Health Research (OMSHR) have conducted a series of field evaluations to quantify the performance of these systems in an underground coal environment. These field evaluations measured the distance at which the warning and stop zones were activated. The technology provided consistent activation of the warning and stop zones under many of the conditions tested. However, some performance inconsistencies were observed which present opportunities to improve the reliability of proximity detection system technology. Some of the notable variables that caused significant changes in performance and should be considered in the design, implementation, and use of proximity detection systems include interaction with the trailing cable, performance changes during tramming, and orientation of the miner-worn component.

The sodium smectitic clays (bentonites), have more industrial applications in that class of mineral, a driving force to obtain this mineral. In Brazil, there are several occurrences of smectitic clays, unfortunately they are polycationic, with a distribution of several exchangeable cations, where the cation sodium occurs in minor quantity. In this work, the original polycationic smectitic clay was firstly proper characterized and then treated with sodium carbonate obtaining homoionic sodium smectitic clay. The rheological tests in the optimized sodium smectitic clay showed good results for drilling fluids, typical of a sodium bentonite ones.

This paper describes the development of a novel selective flocculation technique for recovering phosphate values from ores containing silicate or carbonate gangue minerals. Data from initial flocculation response and reagent adsorption studies on component mineral suspensions and synthetic mixtures were used to assess the influence of various process parameters (e.g., reagent dosages, particle size, solids concentration, and conditioning regimes) on single-stage selective flocculation tests involving natural silicate and carbonate ores. In these tests a high degree of selectivity was achieved using low dosages of a low-molecular-weight cationic dispersant and a mid-range molecular weight cationic flocculant. Testwork was then extended to the evaluation of several floc recovery systems (sedimentation, hydrocyclones, and floc flotation) in a multi-stage process involving redispersion and reflocculation. Results from these tests clearly demonstrated the feasibility of producing marketable phosphate concentrates from both ore types.

The effects of eight independent variables on froth flotation product yield, ash content, and coal recovery were studied using laboratory batch flotation of 0.6 am x 0 coal. The eight flotation variables investigated were air feed rate, pre-dispersion of collector oil, impeller speed, product collection time, initial solids concentration, collector conditioning time, frother (methyl isobutyl carbinol) concentration, and collector (No. 2 fuel oil) dosage. The two-level Plackett-Burman screening design and the three-level Box-Behnken design were used. Within the ranges studied, air feed rate had no effect on product yield. Pre-dispersion of collector oil, impeller speed, product collection time, initial solids concentration, and collector conditioning time showed only minor effects on the product yield and quality. Frother concentration (mg/L) in the process water and collector oil dosage (g/kg) were shown to be the dominant independent variables in coal froth flotation. Flotation experiments that vary initial solids concentration at constant frother dosage (g/kg) confound the effects of frother concentration (mg/L) and solids concentration. The dominating effects of frother concentration and oil dosage on coal recovery and froth product ash content are illustrated with three-dimensional plots. The relationship between froth product ash and coal recovery is also clearly illustrated by the flotation data.

The Homer-Wauseca Mine is operated by the Hanna Mining Company, three miles north of Iron River, Michigan on the Menominee Iron Range. The mine produces 5,300 tons of direct shipping iron ore daily. The present main producing level is at a depth of 1,500 feet below the collar. The ore body continues to a depth of 2,700 feet below the collar, to which depth the modern circular concrete shaft has been completed. A view of the property is shown in Figure #1. This paper is a report on the development of large underground boreholes used initially to conduct stope filling material into inaccessible, mined-out stopes. Later holes were drilled for ventilation raises, for mine drainage, for passageway for power cable, also for the primary breaking point for long hole stoping. Some, which were drilled as ventilation raises, were later stripped to a suitable size for a manway or ladder road. The holes varied in size from 6" to 30" with the present popular, economical working size being 16 1/4", used as a stope fill passage in mined out areas and for ventilation in deeper development. Foremost has been the desire to develop equipment suitable for drilling raises large enough for manways.

The Vesta Preparation Plant of the Jones & Laughlin Steel Corporation is located on the Monongahela River, eight miles south of Brownsville, Pennsylvania. This plant is capable of cleaning 2400 NT/hr of a mixture of Pittsburgh seam high volatile coals from the Vesta and Shannopin mines to produce a metallurgical coal of 6.75% ash and a steam coal containing 14% ash. Heavy media vessels are utilized to upgrade the coarse coal while launders and tables. handle the -1/4" fraction of the raw coal feed. Cleaned -coal goes to boot classifiers where the +48 mesh material settles and is removed by bucket elevators. This 1/4 x 48 mesh material is then sent to centrifugal driers for dewatering. As designed, the minus 48 mesh fraction overflows the boot as a 7 to 8% solids slurry and is recovered by cyclones and a thickener and dewatered by filtration. The-products of the heavy media circuit, the launder-table-boot-drier circuit and the cyclone-thickener-filter circuit are combined to constitute the shipped metallurgical coal. This Vesta-Shannopin mix is combined at J&L's Pittsburgh and Aliquippa Works with purchased low and medium volatile coals for the production of metallurgical coke.

EASTERN COAL CORPORATION is located in the heart of the Appalachian Mountain area of extreme Eastern Kentucky, The mountains are of sedimentary origin, and have been deeply eroded by streams as the area has been thrust up during geologic time. There are many seams of coal interspersed between beds of shale and sandstone. While some of the seams are thin, there are a number that can be economically mined. We are mining the Pond Creek, or No. 2 Gas Seam, at a rate in excess of 6,000 tons per day. Our central preparation plant utilizes tromp baths for the plus 3/8" size and Rheolaveur for the minus 3/8" portion. No provision was made to recover the fine coal, which was included with the plant effluent pumped to a 12 acre refuse pond. The pond is impounded behind the coarse refuse dump. This pond rose 15 feet last year. Obviously, no pond could stand many years at this rate. Limited pond space in this rugged area of steep hills and narrow valleys dictated a revised disposal method. Our first thought was that it would be necessary to dry the fine refuse sufficiently to permit inclusion with the coarse refuse, which is hauled uphill by monitor and then trucked to final disposal.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and therefore only assist in recalibrating the operators' vision when major deviations occur. An image analysis system has been developed by IMC Fertilizer to improve upon the accuracy and precision of the composition estimation process. It still relies upon the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. This paper describes the system and its use and presents comparative results for various process streams.

Gentlemen, the title of my paper is Surface Mining An Interim Land Use. Surface mining has become one of the major controversies of our time. This has happened in spite of the fact that all surface mining to date has involved only 6 million acres out of a total of 2300 million or approximately one-fourth of one percent of the total land area in the United States. I'm not going to dwell on whether peoples' perspectives are out of focus in light of the area involved, the energy crisis, national security, or the international balance of payments problem. While these things are all critically important, it is not the function of this paper to relate to them. Maybe the amount of attention attracted to surface mining is out of proportion to a lot of other things, but I don't feel that we should use that as a basis for procrastination. However, let me categorically state that anything that affects the surface of the earth is a form of land use --- be it an interstate highway, a power plant site, a golf course, a corn field, a strip mine, or the plot of ground on which your house is located.
