Rapid growth in the rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of Federal surface mining standards may cause those states containing Federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

Tests were conducted to investigate the potential for recovering anthracite from preparation plant tailings. Samples were collected from tailings streams or slurry ponds of several anthracite cleaning plants. A washability analysis was conducted on each sample. The use of gravity-and surface-based cleaning processes for treating the 28x200 mesh tailings material was examined. Simulations were performed for various cyclone staging arrangements using published partition data for both water-only and dense-medium cyclones. Froth flotation testing was done on both precleaned anthracite and tailings material. Grade-yield curves were determined for various conditions.

"This paper describes the optic fiber structural monitoring system implemented for Pavoncelli Bis tunnel. The paper highlights the optic fiber sensors customization capabilities, how they smoothly fit precast concrete lining processes and TBM operations, and how a lifelong service monitoring can be achieved. An overview of readings’ evolution during excavation concludes the paper.INTRODUCTIONPavoncelli Bis is a 10 km hydraulic tunnel designed to by-pass the existing Pavoncelli tunnel which experienced severe damages during the 1980 Irpino-Lucano earthquake, in south of Italy (Barla 2009). Pavoncelli Bis excavation work commenced in 1988-90, however, when excavation approached pk. 0+583 in 1992, water percolations became more and more consistent and resulted in work suspension. The tunnel was eventually sealed at pk. 0+383, leaving a flooded section between pk. 0.383 and pk. 0+583. Work resumed in 2012 where EPB-TBM excavation was adopted to cross the flooded section and to overcome complex hydro-geological conditions in various lito-types and, in particular, in the Varicolori Clay-shales area (Figure 1).Consequently, stress evolution monitoring is extremely important during construction and during the service life of tunnel lining in clay-shales and in faults areas. In particular, the paper focuses on the monitoring system proposed for the newly EPB-TBM excavated portion from pk 0+583 onwards where optic fiber sensing technology was chosen for its reading stability and reliability in presence of water and its ability to be connected in series and remotely interrogated at kilometers of distance. FBGS OPTICAL FIBER SENSOR TECHNOLOGYFiber Bragg Grating Sensors (FBGS) are gaining increasing attention in the field of experimental stress analysis. Basically, Fiber Optic Bragg Sensors are strain-measuring devices and therefore provide many of the advantages of the well-known metal foil strain gages (Kreuzer 2007).Bragg gratings are written into so called single-mode fibers. These fibers consist of a very small inner core of 4 to 9 µm diameter and an outer part (cladding) of pure glass (SiO2) of 125 µm diameter. The difference of refraction indexes between inner core and cladding causes the light to propagate only inside the small core."

During 1980-2000, the Florida Phosphate industry will deplete its Central Florida Polk County reserves. As a result, new mines will be built in the ?so-called? Southern Florida Reserve areas. These new mines will require new mining, beneficiation and tailings disposal technologies in that the southern reserves have different characteristics than have been encountered in the Central Florida deposits furthermore, government regulations will necessitate the development of new tailings and clay disposal methods. This paper reviews these challenges for the phosphate industry and how these opportunities can be expected to effect plant design and plant operating practices.

Blast engineers have been taking advantage of image-based rock fragmentation analysis methods for the past 3 decades to estimate rock size distributions. These methods utilize a wide range of image segmentation techniques, from manual to fully-automated, to delineate the edges of rocks in images. Rock delineation results are then converted to physical rock sizes (and percentage passing curves) by scaling the image pixels to correspond to physical measurements. The size scaling process is critical for acquiring physical measurements, but specific to the limitations of different applications. This article starts by presenting a shovel bucket-based fragmentation analysis system, where scaling is done using the known width of the shovel bucket within the image. Next, it describes methods that use pictures captured by digital cameras with scaling reference objects in the view. Finally, the article presents a method that uses three-dimensional imaging to capture images without the need for scaling reference objects. A portable device which utilizes a three-dimensional imaging method is proposed, and compared with the other methods. The proposed solution combines the generated three-dimensional points with the delineated rock boundaries in the image to reconstruct the surface, and generate accurate rock size estimates and percentage passing rock size distributions. System operation is described and its accuracy and performance are discussed for various scenarios. It is shown that since the device does not require a physical object for scaling reference, it is free from the limitations of other methods, and can be applied for automatic rock size measurement from various sources such as mining shovels, loaders, crushers, stockpiles, haul truck beds, and conveyor belts.

INTRODUCTION Shrinkage stope mining can be employed in steeply dipping veins where both the wall and the vein material are sufficiently strong to stand with only minimal ground support. Shrinkage stope mining takes advantage of the swell in volume produced in breaking in-place ore. This expanded volume of ore is allowed to occupy part of the mined-out vein, and in so doing provides ground sup¬port and a working surface for the miners. Only enough of the ore is drawn after each stoping cut to allow work¬ing room. Not until the entire mining block has been broken is the full amount of broken ore drawn from the stope. DEVELOPMENT PRACTICES FOR SHRINKAGE STOPING The vein is developed into stoping blocks, each of which is 76 to 91 m (250 to 300 ft) in length and 61 m (200 ft) between levels. Level development, described later, is either on the vein or parallel to it with crosscuts periodically driven over to the vein. There are usually two exits from each stope. The first entry is a raise at one end driven either conventionally by raise climber, or by a raised borehole. Present practice is that this raise, put in from level to level, is either a 2.1- x 2.1-m (7- x 7-ft) Alimak raise or a 1.2- to 1.8-m (4- to 6-ft) diam borehole. Either raise system will require pro¬visions for an ore chute carried with the stope to the haulage level or the scram drift. At 9- to 12-m (30- to 40-ft) vertical intervals, dogholes are developed from the raise so that when stoping breaks back into these dogholes, timber or steel sets and necessary service facilities can be installed. The second entry to the stope may be either a similar raise at the stope endline, or more economically, a cribbed raise carried with the stope. As previously stated, development of the ore block is achieved by either drifting on the vein or by paralleling the vein with a footwall lateral and then crosscutting over to the vein at specified intervals. In the following discussion, three basic cases are illustrated in Figs. 1, 2, and 3. In Fig. 1, development is in the footwall by a 3- x 3-m (10- x 10-ft) trackless lateral. A heading is also driven on the ore and taken either full width or driven a standard size and slabbed to the vein width. Approxi¬mately 9-m (30-ft) long crosscuts on 7.6-m (25-ft) cen¬ters are driven from the lateral to the vein. For ease in muck handling they are usually put in on a slant rather than at right angles. A single orepass, located off the lateral and in the center of one stope block, can serve not only that stope, but also one on either side, up to a tramming distance of not more than 137 m (450 ft). Raises are put at the stope endlines on 91-m (300-ft) centers. The back of the vein is shot down and just enough broken material is drawn off to permit access for men to work off the broken ore. Development in Fig. 2 progresses by driving a 3- x 3-m (10- x 10-ft) trackless heading on the footwall side of the vein. The ore block is delineated by raises on 91-m (300-ft) centers. Crosscuts are again driven on 7.6-m (25-ft) centers over to the vein. Approximately four rounds are then taken up to the vein and each round is successively belled out so that all the crosscuts (pockets, in this case) connect. Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980's previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession's severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation's energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation's economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal's competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia's labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981. The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

"During the past nine years the number of cellular phones connected to a network has increased from 34 percent of the world’s population in 2005 to 93 percent in 2014. These phones are powered by a combination of materials including elements such as gold, silver, copper and rare earths. And, as more parts of the world become connected to networks, the number of phones being produced, and the elements they will need, will continue to increase. The demand comes as prices for these commodities are slumping and access to the commodities is getting more difficult, technically and socially.These mobile devices have connected people around the world in ways that could not have been imagined two decades before, and, ironically, this communication has strengthened opposition to the development of the mines that produce the very materials they need to operate.In his keynote address to the 2014 SME Arizona Conference at the JW Starr Pass Resort in Tucson, AZ, on Dec. 8, 2014, John O. Marsden, SME President and president of Metallurgium, spoke to more than 500 attendees about the challenge to produce the materials that society needs while at the same time challenging the general public’s perception of mining that is often inaccurate and less than favorable.Marsden highlighted the amount of raw materials that will be needed not just for phones, but also for things such as automobiles, including electric cars, as a way to illustrate the importance of mining. Even so-called green products such as Tesla cars, which require about 317 kg (700 lbs) of aluminum, 13 kg (30 lbs) of copper and 36 kg (80 lbs) of cobalt for their eco-friendly batteries, will need materials mining provides.These are some of the numbers that the general public is often unaware of. They are part of the necessary things that mining provides for society but are rarely reported on. Instead, it is the accidents like the tailings spill at the Mount Polley Mine in British Columbia and at the Buena Vista Mine (Sonora, Mexico) that grab headlines and stick in the minds of the public, adding more challenges to an industry that already has its own complex technical challenges to deal with."

Five sulfide minerals from the Magiwnt mine, southeast Missouri were analyzed for 31 trace elements in over 300 samples by laser microprobe spectrographic analysis of polished sections. The concentration of several trace elements shows a pattern of progressive variation with depth (space) and variation with different paragenetic stages (time) of each mineral. Factor analysis of the geochemical data shows sympathetic correlation both in space and in time of Bi, Cd, Ge, and Sn in galena and sphalerite, and Ni and Co in sphalerite and marcasite.

The growing demand and a diminishing supply of conventional crude oil in North America are bringing about an ever increasing interest in the so-called "synthetic fuels". With one commercial plant already in full production, another in the planning and engineering stage, and still others being seriously considered, the Athabasca tar sands is proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.1 This major source of new oil is about ready to play a significant role in the filling of ever increasing market demand. When and if fully developed, the Athabasca tat sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulphur synthetic crude, is beginning to enter the market place at a most favourable time.

The continued decline In the production of synthetic soda ash (sodium carbonate) due to high costs and associated environmental factors, has improved the world demand for natural soda ash. The largest resource of natural soda ash is the mineable trona deposits of Southwestern Wyoming. Wyoming trona, a lacustrine evaporite of Eocene Age, is mined by five producers which process over 90% of the United States and 20% of the worlds soda ash. Total world consumption of soda ash is forecast to grow 1% annually. Increased expansion into foreign market's is absorbing the domestic overcapacity.

The microstructural relationships in dolomitic fluxed taconite pellets were studied. The influence of basicity (in the range 0.75 to 2.1) and firing temperature (to 1340°C) on the grain structure, macrostructure, and mineralogical phase relationships are described. Extensive slag bonding of hematite grains begins at temperatures between 1220 and 1230°C, and results in fundamental changes in grain structure. Successive temperature increases result in little change in grain structure until 1340°C, when extensive coalescence of the hematite grains begins.' Increasing flux additions have little effect on grain structure but greatly influence pore character. The compressive strength decreases with increasing flux addition, increases with increasing firing temperature, and is related to the macrostructure of the pellet. The compositions of the slag phases are represented on the CaO-Fe2O3-SiO2 phase diagram, and the compositional path of slag development is described.

The New York Trap Rock Corporation has four plants located along the Hudson River, all within 70 miles of New York City. The company produces crushed stone for use as construction aggregate, with a total annual production amounting to 6 million tons. The crushed stone is moved to markets in metropolitan New York, New Jersey and Long island areas by water transportation. There are daily deliveries of approximately 35 scowloads to the market area. Its customers are contractors with ready-mixed concrete and asphalt plants located on the water, where the aggregate is unloaded for its ultimate use. For a number of years capital equipment was replaced only when the current operating machinery was no longer serviceable, or when' a need was apparent for a different type of equipment. There was no particular regard for efficiency or for operating and maintenance costs. Such lack of system often resulted in the emergency purchase of equipment which was later found to be unsuitable for the job. A few years ago it became apparent that a systematic procedure was necessary. After evaluation of several systems, an individualized plan was evolved from the basic pattern developed by the Machinery and Allied Products Institute. The system adopted by New York Trap Rock has proved wholly satisfactory.

"While mines generally focus on achieving operational efficiency, creating shared value for all stakeholders is also a management goal. This includes taking a holistic view of their supply chains and increasing local participation. This paper examines the role of supply chain management in mine management; in particular the effect of a strong local supply chain on regional economic impacts. Using input-output analysis, the impact of a local supply chain on a mining sector’s regional economic impact is examined by increasing local sourcing (increasing local purchase percentage -- LPP) for 10 key commodities. An approach, based on multipliers and excess local capacity is used to identify key commodities. The impacts examined are sales, employment, labor income, and value added. The work is illustrated with stone mining and quarrying in Missouri. Ten percent increases in LPP of the key commodities, in this example, result in $4.1 million additional impact on the Missouri economy. This work can provide insight on how to better create shared value for all stakeholders. INTRODUCTION Little research has been published on improving mine supply chain management (SCM) to enhance regional economic impacts. Although some extensive academic research has explored the importance of an industries’ supply chain, not much is known about how a locally-based supply chain increases shared value in the resource sector. Across industries, traditional SCM is getting more and more complex. This is true of the mining sector as well. However, this increased sophistication is not directed towards increasing shared value for all stakeholders, particularly, the local communities. Further research is required to develop new SCM strategies that enhance local participation. One major point of difference between this work and traditional supply chain management is the inclusion of stakeholders’ shared value as a goal in SCM. Creating shared value has become a business goal in recent years (Porter and Kramer, 2011). The authors use input-output analysis (Leeuw, 2012) to evaluate the regional economic impacts of supply chain decisions, which is not part of traditional SCM. Although input-output analysis has been applied to SCM for decades, most of the research uses input-output analysis as a tool to advance an industries’ own operational efficiency (Accenture, 2014)."

"Getting minerals out of ores is messy, but mineral processors learn to have fun with it. Celebrating the innate joys of the industry was the theme of this year’s Colorado MPD Conference. At the same time, attendees dug deeper for insights into problems that continue to dog the community, including tailings dam crises, water resource challenges, and a dwindling number of academics to teach and train the workforce (see box).Tailings dam crisesMatt Fuller of Tierra Group International Ltd. brought some of the audience to tears with his impassioned talk on “The Infamous Legacy of Upstream Tailings Dams,” which won the conference’s Lou Cope award for best paper. The talk was especially poignant coming on the heels of the January tailings dam failure in Vale S.A.’s Córrego do Feijão iron ore mine in Brazil, the latest in a series of catastrophic dam failures over the past decade that includes the Fundão dam failure in 2015.Noting that the two dams share a common characteristic — both are upstream tailing dams — Fuller explained the three basic dam construction methods and why certain upstream tailing dams are susceptible to failure (Fig. 1). The downstream, centerline and upstream methods denote the direction the centerline of the dam crest moves with each successive raise in elevation of the dam. With the downstream dam, the foundation for future raises is essentially the same as that of the starter dam, he explained. With the centerline dam, half of the dam is constructed on the same foundation as the starter dam, and with the upstream dam, each successive raise is built out over the top of the tailings.“Downstream dams are expensive to build because each successive raise is bigger, so the sustaining capex to build them keeps growing,” Fuller said. Many decades ago, mine owners realized they could construct a starter dam, put their tailings through a hydrocyclone, generate a coarse sand fraction and stack the sand over the top of the tailings to build the next raise. “Then, there is no sustaining capex, it all comes out of operations,” Fuller added. The footprint is smaller, and it is a favorable means of retaining the tailings."

Swelling clay soils have been problematic to many types of infrastructure in the United States. However, their impact on underground construction is often misunderstood. The use of swell pressures in design of initial tunnel and shaft support lacks proper guidance and is often mis-interpreted. This paper provides insight and guidance on how to implement a geotechnical investigation program to determine if swelling soil exists at a site and how it impacts the design of temporary support systems for underground projects. An example is provided for how swell pressures were incorporated into the design of an initial support system for a rib and lagging tunnel system and problems that occurred.

"The proposed Baltimore Red Line light rail system includes a 3.4 mile downtown tunnel (DTT) with five underground stations. The design of the underground stations involved overcoming several challenges, including limited right-of-way, high groundwater and uplift pressures, and metamorphic rock within the station depths. An innovative design was developed to maximize the internal station space while minimizing cost. The station designs use slurry walls for temporary and permanent support and groundwater control. Depths within rock are supported with cast-in-place concrete walls, the thickness of which are minimized through the use of permanent rock anchors for support of the rock mass and slurry wall toes. Permanent tiedown anchors are used for uplift resistance, which minimizes the station depths, volume of rock excavation, and the volume of deadweight concrete. Design considerations regarding individual elements and overall integration of the slurry walls, CIP walls, and multiple anchor types are presented.INTRODUCTION The Baltimore Red Line (BRL) project is a proposed light rail transit line for the Maryland Transit Administration (MTA) that runs east to west through Baltimore City and County. The project includes the Downtown Tunnel (DTT) consisting of 3.0 miles of twin running tunnels, two portals, five underground stations, and a pedestrian tunnel, as shown in Figure 1. The tunnels have an outside diameter of 21.8 feet and are designed to be mined using pressurized face tunnel boring machines (TBMs). The stations, portals, and the pedestrian tunnel are designed as cut-and-cover structures using slurry walls (concrete diaphragm walls) for both temporary support of excavation (SOE) and permanent structural walls. The dimensions of the five underground stations are summarized in Table 1. Design challenges included limited right-of-way (ROW), challenging soils conditions, strong metamorphic rock within the station depths, and high groundwater conditions. The final station designs included innovative use of slurry walls, tieback anchors, rock anchors, and tiedown anchors."
