This paper presents a comparison study done at VTT's new pilot plant facilities in Outokumpu, Finland, for chromite ore. The ore was ground in a rod mill -, a ball mill - and high pressure roller mill - ball mill circuit in the capacity range of 0.5 - 3.0 t / h. The main grinding characteristics are discussed and the quality of the products are compared from the mineralogical point of view. The benefits of high pressure roller mill comminution for further mineral processing of chromite is also discussed.

Gold is easily mobilized at temperatures within range 600-11OO°C by gases such as Cl2, CO, H2S, in gas mixtures, at low pressures. Such gases are relevant to conditions of granulite facies metaomorphism in environments of magma underplating. These observations suggest an efficient mechanism for moving gold to the upper crust during major thermal events. The efficiency of precipitation of gold at lower temperatures is related to available mineral surfaces and pyrite appears to be an excellent substrate for gold precipitation.

Hyperbaric filtration for the dewatering of fine coal cleaned by froth flotation was evaluated on a laboratory scale. A laboratory pressure filtration procedure designed to obtain a uniform cake structure from dilute slurries containing a significant amount of coarse material is described. Baseline tests were conducted to determine the optimum operating conditions for the eventual application of the process to a continuous pilot-scale hyperbaric filter. Investigated were filter operating parameters such as driving force, time, cake thickness, percent solids, viscosity and pH.

Previous efforts to remove and concentrate heavy-metal ions from wastewater streams via metalloprotein affinity metal chromatography (MAMC) were limited to the metal transport protein transferrin. Extension of the technique to the enzymes carbonic anhydrase and carboxypeptidase A, which possess different metal affinity properties, is described. Preliminary results indicate that the technique is capable of selectively removing and separating late first-row transition metal ions from aqueous solution. The results suggest that by properly choosing the matrix, i.e., protein or enzyme, MAMC may he applicable to problems involving a wide range of heavy-metal-hearing aqueous solutions.

The US Bureau of Mines is using Fourier-transform infrared (FT-IR) analysis to investigate the bonding mechanisrn that occurs during the dewatering of clay slurries. High-molecular-weight polymers are used as flocculating agents in these processes. This investigation presents the results of an FT-!R study of calcium-exchanged montmorillonite treated with polyacrylamide (PAM) and polyethylene oxide (PEO). Both thin film and attenuated total reflectance (ATR) spectroscopic techniques were employed to study this clay polymer system. Results suggest PAM is adsorbed to the clay via the nitrogen atom of the polymer. A waterbridge is involved in the bonding between the clay at d PEO. Evidence also suggests that PEO may be adsorbed directly onto the surface of the clay.

Silver cyanide adsorbs extremely well on activated carbons. This suggests that the addition of soluble silver salts to trace cyanide containing waste streams should allow efficient cyanide removal with active carbon. Silver losses, however, would make this method expensive and also objectionable, since silver has biocidal effects. When silver impregnated carbon is used, these problems are overcome. Test work has shown that such silver remains on or in the active carbon, that cyanide concentrations can be reduced to the level of detection (< 5 ppb) and that the silver impregnated carbon can be reactivated with equipment similar to that now in use at gold milling operations. Initial results on the type of carbon, the impregnation procedure and the level of silver, and the effect of repeated regeneration are discussed.

Based on current sedimentation theory an on-line thickener model was developed and coupled with an extended Kalman Filter to obtain additional information such as the compression zone level and concentration, a corrected underflow concentration, the inventory, and some rheological information. The on-line model was installed and tested for robustness for periods up to three days in an industrial environment giving good results. Emphasis was given to signal processing and selecting the appropriate input variables for filtering. The analysis of the thickener from a phenomenlogical point of view provides for better operation, establishes the limiting operating conditions, and assists in the design of control strategies.

Pilot-scale tests indicate that effective concentration of fine gold from Colorado River sands can be achieved by flotation with the air-sparged hydrocyclone. The fine sands (55% -400 mesh and 0.01 opt*) from gravity concentration were processed with a 5-cm air-sparged hydrocyclone (capacity ~1.0 t/h dry solids). Concentrate grades as high as 5.0 opt were produced in a single stage at a recovery of 75%. The separation efficiency was significantly better than that achieved in conventional batch flotation experiments.

The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. FirstMiss Gold installed a supervisory control system that is based on Pavilion Technology&apos;s Process Insights neural-network software and Oil System&apos;s PI data historian. The first successful control loop involved controlling the limestone feed rate to the neutralization circuit. The resulting improvements in the control of the circuit resulted in savings of $31,000 per month. Although it was the primary goal of the system, supervisory control of the preconditioning circuit was not achieved. However, information gained during the modeling suggested process modifications that resulted in cost savings of $54,000 per month in the preconditioning circuit.

It is a transitional region in which it is difficult to ascertain the mechanisms of adsorption of ions, molecules, etc. on mineral surfaces, as well as other secondary reactions which occur in interfacial regions. Thus, in this paper the authors deal with conceptual considerations from which hypotheses are set forth to describe the environmental- interfacial relationships for sulfide minerals.

The transfer of Langmuir-Blodgett (LB) monolayers of collector molecules to the surface of mineral crystals is an excellent method for the study of collector adsorption phenomena and is of particular significance in the understanding and development of improved flotation separations. The fatty acid/fluorite and amine/sylvite potation systems were investigated by the Fourier transform infrared/internal reflection spectroscopy (FT-IR/IRS) examination of transferred LB monolayers of collector molecules at the surfaces of the mineral crystals. The [ir]-A isotherm study of fatty acid and amine, typical anionic and cationic collectors, showed the different packing trends dependent upon the pH and/or type of subphase. This result clearly reflects the effect of pH on compound formation and dissociation of the collector molecules. Identification of the collector adsorption state and confirmation of the validity of the FT-IR/IRS adsorption density equation were included in this research effort. This allowed for a detailed discussion of collector adsorption phenomena. As a result of these experiments, it is possible to relate the hydrophobic character of a surface to the nature of the adsorbed collector structure and thus describe flotation behavior in greater detail. For example, it appears that in the case of oleate/ fluorite the equivalent of an LB monolayer can form spontaneously during adsorption from solution, and this structure is known as a self-assembled monolayer (SAM). Such a state is significantly more hydrophobic than the oleate structure which forms on the calcite surface at an equivalent adsorption density.

The determination of aqueous cyanide is accomplished by either detection in the sample as collected or by removal of the cyanide of the collected sample, followed by detection. The direct determination of the cyanide content of a solution can only be used in the simplest of systems, since many interferences can result in errors. Thus the most widely used method for total cyanide determination involve the reflux distillation of the sample using heat, acid and vacuum or air flow. The basic theory underlying this analytical approach is that by reducing the pH, the quality of molecular hydrogen cyanide will be in- creased and can be removed from the solution by elevating the temperature. The hydrogen cyanide is then collected in a caustic solution and analyzed. The general approach of removing the cyanide from the sample by distillation represented a major advance in this area of analytical chemistry. It enabled the determination of cyanide in many additional types of samples. When it became apparent that the tightly bonded cyanide complexes were not being detected by this approach, many methods fox complex ion destruction were proposed. These methods usually involved low pH adjustment with oxidizing mineral acids, coupled with the catalytic decomposition of the tightly hound complexes. All off the complexes except the strongest could he broken by these methods. The catalytic reflux distillation step has been found to have some negative aspects, since many materials that can be distilled with hydrogen cyanide will interfere with the color development step and result in a false positive reading.

Chemical and radioisotope stratification studies were carried out in an abandoned uranium tailings pile at Elliot Lake, Ontario, Canada. The tailings, with an average thickness of 7 m over an area of 16 hectares, were deposited approximately 20 years ago on a layer of black peaty material which overlays deposits of permeable glaciofluvial sands. Geohydro-chemical investigations of this tailings area have been ongoing since 1978. The radioisotope profile study was conducted on three adjacent sites. Solid core samples, collected with a split spoon sampler at various depths, were analyzed for various chemical and radioisotope constituents. The results indicated by 2 distinct zones of stratification; an upper zone, where the constituents were uniformly distributed, and a lower zone, near the peat-tailing interface, which showed increasing concentration with depth. Within the peat layer, the concentration decreased rapidly with no significant levels of contaminant penetration below the peat layers observed, though the samples were limited. The pH profile showed that the top 5 m of the tailings have been oxidized, the average soil pH in this zone was 3.4 compared to 5 .8 underneath it. The groundwater hydrology of the system was observed to be complex showing downward and lateral flow in the dry season and lateral and upward flow during the spring and periods of heavy rainfall. The results are discussed in terms of a model based on the combined segregation and settling process of the tailings fine fraction, and the geohydro-chemical interaction of the solid and liquid phases.

MTI Holland, IHC Merwede?s research and development company, has undertaken a number research efforts focused on the successful development of technology for the mining of deep sea minerals. This paper highlights a number of these efforts and illustrates IHC?s continued dedication for the research and development of technology to enable the commercial mining of deep sea minerals.

Kennecott&apos;s Ray Mines Division (RMD) is located in central Arizona. The pit and silicate plants are located at Ray while the 27,500 tpd concentrating facilities are located at Hayden, approximately 20 miles away from the pit. Ore is delivered in 100 ton railroad cars, 60 cars per train via the Copper Basin Railroad. The side discharge cars are dumped into a 6,000 ton trackhopper. There are 6 Nico feeders, two per belt. Three 48" belts transport the -8" ore to three 7&apos; standard (secondary) Nordberg crushers. Each crusher is preceded by a 6&apos; x 12&apos; Tyler double deck screen. The secondary crushers are open circuit. The -1/21t material from the screens is transported directly to the fine ore bin at the mill. The discharge from the crushers and the intermediate product -2 1/411 x +1/2" is conveyed to a surge bin. The tertiary crusher feeder belts discharge onto five 61 x 161 Tyler double deck screens, each followed by a 7&apos; shorthead (tertiary) Nordberg crusher in closed circuit. The -1/2" product joins the -1/2" ore from the secondary crushers and both are conveyed along a 42", 4,230 foot long belt to the fine ore bin that feeds the grinding circuits. When hard ore is experienced at the concentrator the daily throughput decreases by up to 10%. This coupled with the fact that the ore is generally becoming harder with mine depth provided the incentive to improve the performance at the crushing plant.

As part of a study aimed at understanding the hydrology of in situ leach mining (ISLM), the Bureau of Mines, in cooperation with the Cyprus Casa Grande Corporation and the University of Arizona, is investigating dynamic transmissivity conditions during ISLM of a copper oxide ore deposit. Spatial and temporal variations in ore zone transmissivity during two years of ISLM operations at the Cyprus Casa Grande mine are evaluated during sixteen intervals of steady-state injection and recovery well operation. Direct inversion of an analytical hydrologic model is used to obtain estimates of transmissivity at 58 well locations during these intervals. Univariate statistical and geostatistical methods are used to describe the temporal and/or spatial relationships that exist between transmissivity and other ISLM parameters, including average well injection pressure, average sulfuric acid concentration in leach solution, and the relative configuration of injection and recovery wells. Average transmissivity during the sixteen steady-state time intervals varies between 6.00 x 10-6 m2/min. (6.46 x 10-5 ft2/min.) and 3.61 x 10-8 m2/ min. (3.89 x 10-7 ft2/min.). A trend toward decreas¬ing transmissivity is evident during two year of ISLM operations. This decreasing trend is found to correlate with a decreasing sulfuric acid concentration in injected leach solution, and suggests increasing geochemical precipitation within the deposit. Geostatistical analyses reveal a dynamic and anisotropic transmissivity structure within the target ore zone, that is dependent upon spatial and temporal changes in injection pressure and well configuration.

PROJECT The Walgautunnel is the heart of a new hydro scheme in Western Austria, which is supposed to go into operation in 1984. With it&apos;s length of 21,4 km, a bored diameter of 6,25 m and an internal operating pressure of 13,5 bar it will be the largest water conducting tunnel in Austria. Even compared with some of the country&apos;s world-famous highway tunnels like &apos;Tauern&apos; or &apos;Arlberg&apos; it has to be regarded as a major tunneling project. Owner is the Vorarlberger Illwerke AG, a power corpo¬ration founded in 1924. In the course of the past 6o years this company developed the &apos;Werksgruppe Obere Ill - Lünersee&apos;, consisting of 6 major power plants and 4 large reservoirs. The installed capacity is 1.114 MW in the generating and 529 MW in the pumping mode. The total power output amounts to 1.916 GWh. The water for power generation comes from the glaciers of the Silvrettagroup, as this corner of the Austrian Alps between Vorarlberg , Tyrol and Switzerland is called. The Walgauwerk utilises all the water accumulated by the existing schemes as well as the so far unused run-off water, passing by in the river Ill. The intake to the Walgau-Tunnel is situated right beside the lower reservoir of the recently completed pump-storage plant &apos;Rodund II&apos; at an elevation of 64o m above sea level. Though the head is a mere 162 m, 1 billion m3 of water will generate 356 GWh per annum. The power-output of the two Francis turbines is 86 MW.

"Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that&apos;s been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation&apos;s resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior&apos;s rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today&apos;s high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won&apos;t be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda&apos;s Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada&apos;s national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country&apos;s energy sources, resulted in acquisition of Texasgulf&apos;s Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.&apos;&apos; The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC&apos;s shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior&apos;s efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC&apos;s 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration.
