Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

There is recent evidence that high frequency screening can be a viable alternative to hydrocyclone classification for a wide variety of grinding applications. However, since high frequency screening is a relatively new development, the decision to use screens generally must be based on full scale screening tests of a slurry material of interest. In this paper the authors employ mathematical simulation models as an aid to evaluating the use of screens versus hydrocyclones for closed circuit fine grinding. This approach is validated in a pilot plant study and then demonstrated for the design of full-scale grinding circuit, including classifier cost comparisons. For the case of maximum production rates versus product size, without a constraint on fine product solids densities, results indicate that screening with Derrick sandwich type cloths can give higher grinding circuit production rates with more narrowly sized products than when hydrocyclones are used. These results are explained in terms of the bypass and Sharpness Index of the respective classifier partition curves. Classifier cost comparisons for the full scale circuit show that although the installed cost of screens is substantially higher than equivalent capacity hydrocylone operations, even modest increases in circuit capacity caused by screens; can significantly reduce total grinding costs.

A stochastic discrete fracture network (DFN) model is developed based on mine site core log data to predict the horizontal and vertical permeabilities from the surface to the top of the caved zone at a longwall mining site in southwestern Pennsylvania. One hundred DFN realizations were generated to determine permeabilities for the isolated zone over an abutment pillar after mining the second panel. The results from this study show that the vertical and horizontal permeabilities from the DFN model agree closely with field measurements, which indicates that the resultant permeability obtained from the field measurements is representative of the predicted permeabilities. With this agreement, the aperture data for other zones of the mine could be obtained from the geomechanical model — specifically, for the fractured zone over the gob. Based on the successful validation of this model, this model could be further developed to predict the permeability of the fractured zone over the gob with fracture aperture obtained from the geomechanical analysis. This will complete the fracture characterization of the overburden, which could be used to predict potential shale gas flow to the mine in the event of a breach. This prediction could provide information on the associated risk of a casing breach and determination of methods to proactively prevent such an occurrence.

The current situation of the global mining economy is increasingly focused on the utilization of materials previously discarded in the mining process. The waste from the past, through new processing routes, is gaining new contours for use as high-value-added products. The strategic mine planning process has consequently had to adapt to the new economic reality. In standard scenarios, the focus was primarily on mine sequencing aimed at the highest economic return, with all infrastructure allocated as a necessity of mining. This work aims, in strategic planning, to configure and select the best composition of mining structures. The entire Mine-Plant-Waste-Tailings-Products chain will be considered as a factor in the sequencing of a multimine complex, to achieve the most sustainable utilization of the current mines’ waste. The sequencing is based on concurrent flows of process configurations and capacities, structure sharing, and flexibility of feed types. These factors will guide the sequencing, which will be constrained by components such as waste and tailings disposal rates, lithology feed relationships, and especially product composition through market specifications, all while respecting product shipping capacities.

This paper examines the intrinsic mechanisms of cutter roof by combining field investigation, laboratory testings, underground instrumentations, and numerical modelling. Cutter roof developed during the development of a set of longwall panel entries in a West Virginia coal mine was presented as a case study. Mining alternatives applicable to the mine are recommended. Cutter roof occurred in two other West Virginia coal mines were also investigated Detailed comparisons were made among the three cases. As a result of the extensive investigation, intrinsic mechanisms of cutter roof failures under various conditions are presented from the practical and theoretical points of view.

The Lower Indus Basin deposits form a substantial unconfined alluvial aquifer of excellent quality. This aquifer contains basically highly saline groundwater, overlain in places by considerable amounts of freshwater whose origin can be traced to the present and historical courses of the River Indus. In the past the main source of groundwater recharge has been direct river seepage and water tables were generally deep. Since the establishment of a perennial irrigation regime however, deep percolation from the increased irrigation supplies has predominated and the water-table has risen to within a few feet of the surface. The river system itself is being progressively developed for irrigation and very shortly a situation will arise where the entire low winter flow will be utilised. Fresh groundwater will then be exploited to supplement the surface supplies, and at the same time a drainage system, mainly based on wells will be used to stabilise the water-table at safe depths. This paper discusses some of the methods used to ensure optimum-economic development of the fresh groundwater and describes the general design philosophy evolved by the authors firms for both irrigation and drainage wells, with respect to both well configuation and operation. Water quality standards are discussed in as much as they affect subsequent use of the groundwater. A few particular aspects are considered, including that of the values of the relevant aquifer constants, the construction of wells and the determination of screen losses. A major problem solved during the Lower Indus Project investigations has been the design of wells to-produce fresh water from layers overlying saline water. This solution is also discussed.

The commissioning of a Distributed Digital Control. System for the grinding circuit at Cuajone, was completed by mid August, 1985. Development of a successful strategy, excellent operator acceptability and the visual aspects offered by the display of the central console, improved mill throughput significantly. The inherent features of a digital system enhanced the flexibility in grinding control and allowed the mills and classifiers to be operated at maximum capacity. This paper discusses in detail the strategy development, the production restrictions encountered, and evaluates the overall performance of the digital control system. 1.0 Introduction In November 1976, the Cuajone Concentrator, located on the western slope of the Andes in Southern Peru, was commissioned to treat a nominal 41,000 TPD of ore. A systematic elimination of production restrictions has resulted in a continual increase of concentrator throughput to 48,700 TPD before the grinding control was in- stalled.

In recent years, junior mining companies, mostly listed in Canada, have taken a beating in the finance markets. Simply put, potential investors have been leery of sinking millions into exploration and mining projects due to volatile commodities prices and an uncertain regulatory climate in developed and developing countries. The 2014 edition of the Prospectors and Developers Association of Canada (PDAC), however, seemed to be a bit different for some juniors. Equity valuations have improved and metals prices appear to be stabilizing. So, for some of the stronger junior companies, there is some hope. Merger and acquisition (M&A) activity is picking up and, believe it or not, companies are raising some capital. Billed as the largest annual mining meeting in North America, the PDAC conference attracted more than 25,000 mining and exploration professionals from around the world. Organizers were anticipating attendance to break the 30,000 mark. But, given the state of the exploration end of the mining business, 25,000 is still a respectable number. Junior companies that are in the project feasibility stage, or have made promising discoveries that stand a good chance of proceeding to production, are being looked at by potential investors. Those are the survivors of the last three years of dismal M&A activity. On the other side are the juniors that are still around ? and there are plenty of juniors that were at the PDAC last year but have since disappeared ? but have little or no working capital. One analyst calculated that there are about 850 companies with less than $200,000 in working capital and about 600 with negative working capital. This will likely result in fewer junior mining and exploration companies as the year progresses but the ones that remain should be stronger.

"During a year of challenges in the mining industry, two groups collaborated Aug. 17- 20 for a joint conference on industrial minerals of the Upper Midwest. Hosted in Minneapolis, MN, the 4th Annual SME Twin Cities technical conference and the 51st Annual Forum on the Geology of Industrial Minerals (FGIM) drew attendees from throughout the United States and Canada.Highlights of the event included a one-day field trip on Aug. 17 to a crushed stone and gravel mining and processing operations near the Twin Cities, followed by a visit to a historic mine tunnel within the St. Peter sandstone formation. The latter was used as a speakeasy during America’s prohibition era. A two-day field trip on Aug. 19-20 made stops in central and northeastern Minnesota at a granite quarry and processing plant, a peat harvesting and packaging plant, an iron mine and taconite processing plant, and a silica sand storage and loading operation. In a nod to one of Minnesota’s celebrated luminaries, the group also stopped in Hibbing to visit the boyhood home of Robert Allen Zimmerman, better known to the rest of the world as Bob Dylan.A full-day technical program featuring talks on environmental impacts of silica sand mining, regulatory updates, mine land reclamation and methods for identifying construction material failures (alkali-silica reaction) was bookended by the two field trips.According to Minnesota state geologist Harvey Thorleifson, the keynote speaker of the technical program, “This joint SME and Forum on the Geology of Industrial Minerals conference is a reflection of the important role of the mining industry in society, of the important role that partnerships play, and of the prominence of industrial minerals on the Twin Cities region and iron ore on a national scale.” He added, “While this is a tough year for the mining industry in the region, we are confident in the strength of the profession and the industry in the medium term, as we anticipate a superb SME national conference in Minneapolis in 2018.”"

In the mineral industry, the objective of a mining venture is to extract, process, and market a mineral commodity in such a manner that the profit of the venture is maximized. In a mining venture, a company normally has control over mine production scheduling, the selection and location of processing facilities (mineral beneficiation plants, smelting plants, refineries, or blending facilities), processed ore blending, and the selection of markets. The flexibility of the above factors provides many alternatives to satisfy the needs of each market with regard to quantity and quality of ore. The purpose of this paper is to present a mathematical model for determining the alternative that yields the maximum profit. Production planning is generally concerned with the best utilization of fixed resources, more specifically, with the determination of production and inventory levels to meet fluctuating demand requirements. A mine can be any source of ore such as an entire mine, a production unit within a mine, or an independent supplier. The objective of production scheduling is to determine the times at which each mine will be used and to allocate a required level of production. Production planning and scheduling problems are intimately associated with the location of new and existing mines and processing facilities. Although the location of the mines is usually fixed, there can be considerable flexibility in locating new processing facilities, in the selection of the processing plant, and in blending the ore before and after processing.

"It has been more than 10 years since Montana Resources’ copper/molybdenum mine has had a lost-time injury at its site in Butte, MT. With more than 350 employees and an average production of about 15.5 Mt/a (17 million stpy), which includes 29.5 kt (65 million lbs) of copper and 4 kt (9 million lbs) of molybdenum, the mine’s journey to a decade of exemplary safety is an impressive feat that has required hard work, commitment and, most of all, leadership from every level of the operation.It has not always been an easy journey, nor has it been one without scrapes and bumps along the way, but it is one that has produced stellar results. Mike McGivern, vice president of human resources, and Pete Steilman, safety manager at the mine, spoke with Mining Engineering about how the operation transformed from a site that was accustomed to collecting citations for safety violations to one that is now collecting awards for its safety record.Simply put, Montana Resources has made safety a value and the people its top priority.The operations faced many predictable challenges in 2003, when the mine was being brought back online after three years of sitting in care-and-maintenance status. It had been shuttered in 2000 because of low commodity prices and high operating costs, and, in the three years that the mine was idled, the equipment became dilapidated, and some of it was no longer in compliance. Less than half of the workforce returned to the site for the restart, and the team was challenged with getting the gears turning again to produce copper and molybdenum. But the most daunting challenge of all of was keeping the workforce safe during the transition.In the first few years of operation the mine racked up citations from the U.S. Mine Safety and Health Administration (MSHA) at an alarming pace, so much so that in May 2006, Montana Resources received a letter from the MSHA District Office informing the company that the operation was being placed on the Potential Pattern of Violations list due to its excessive citation history and high rate of significant and substantial citations. It was clear that something significant had to be done to change the course of action at the mine."

Despite a global slowdown in most mining sectors, Caterpillar, the world?s largest mining equipment maker continues to forge ahead with new, and improved offerings to the global mining industry. On Nov. 10, as part of its Loading and Hauling Mining Focus Session at its Tinaja Hills proving grounds south of Tucson, AZ, Caterpillar unveiled to customers and media its two latest mining products, the 994K wheel loader and 6020B hydraulic shovel. The Caterpillar 994K wheel loader builds on a nearly 25-year history of the 994 model but with one noticeable difference ? the 994K is bigger ? much bigger. Weighing in at 239,142 kg (527,218 lb) the 994 K is up to 20 percent larger and comes with up to 30 percent increase in payload capacity. This behemoth of a machine is currently being tested at Caterpillar?s Tucson Proving Grounds, Anglo Gold Ashanti?s Cripple Creek and Victor gold mine in Colorado and Taseko?s Gibraltor copper and molybdenum mine in British Columbia, Canada.

INTRODUCTION If a uranium mill worker is involved in an accident, analysis of excreta for uranium content and[in vivo] counting methods are used to estimate the extent of the possible exposure and to predict the pattern of uranium distribution among tissues (Spitz, [et al]., 1980). Interpretations of urinary excretion data are based on studies of human exposures to single uranium compounds including U02, U308, U03, UF4, U02F2 and UF6 (Alexander, 1974). Refined uranium ore (yellowcake) is a variable mixture of U03-NH3-H20 adducts (ammonium diuranate, ADU) and their thermal conversion product, U308. The variability in composition of yellowcake (Kalkwarf, 1979; Eidson and Mewhinney, 1980; Dennis, Blauer and Kent, 1981) complicates the interpretation of bioassay data from individuals that might have inhaled any single yellowcake material. A test system would be useful to estimate the dissolution behavior of a particular yellowcake aerosol inhaled by a worker and aid in the interpretation of bioassay data collected before and after an accident. A series of experiments was conducted for this purpose. The objectives of these studies were to: 1) develop specific criteria for comparing [in vitro] dissolution systems and 2) use the criteria to evaluate solvents, methods and experimental temperature and pH conditions used in previous studies. Dissolution experiments were conducted using different combinations of solvents, conditions and methods with a common yellowcake sample. Because little information is available from human yellowcake inhalation exposures to evaluate the [in vitro] results, criteria for evaluation of different tests were derived from a model of yellowcake dissolution in lung constructed from a number of cases in which humans were exposed to single uranium compounds known to be in yellowcake (Mercer, 1975). MATERIALS AND METHODS Materials The powder used in the tests was taken from one lot of yellowcake obtained from a commercial uranium mill. The same powder was previously designated as Mill D in Eidson and Mewhinney, 1980 and Mill 2 in Kalkwarf, 1979. The ammonium diuranate content was measured by infrared absorption to be 25% ± 1% (Eidson and Mewhinney, 1980). Solvents The compositions of the two biological fluid simulants used are compared in Table 1. Simulated lung fluid (SLF) (Kalkwarf, 1979; Dennis, Blauer and Kent, 1981) was chosen to simulate the composition [ ] of lung fluid as closely as practical (Moss, 1979). Simulated blood serum ultrafiltrate (SUF) (Eidson and Mewhinney, 1980) was chosen because of previous successful efforts to model human urinary excretion of inhaled plutonium aerosols (Kanapilly Raabe and Boyd, 1974) and the dissolution rate of 241Am02 in Beagle dogs (Mewhinney and Griffith, 1981). Major differences are that simulated lung fluid contains Mg2+ and a higher Ca2+ concentration than SUF and that SUF contains ammonium ion. Both solvents include protein substitutes; acetate is used in SLF, while amino acids are used in SUF. Both solvents include phosphate but the chelating agent diethylenetriaminepentaacetic acid (DTPA) is included in SUF to prevent possible formation of insoluble uranyl phosphate precipitates that would result in an underestimation of solubility. In addition to the above solvents, modified solvent compositions were prepared to investigate the role of specific salts in yellowcake dissolution studies. Solutions of SUF (Table 1) were prepared without DTPA (SUF-DTPA) and without amino acids (SUF-amino acids). No solution excluded both DTPA and amino acids. It is the hope of the author that this paper, largely a compilation of observations and opinions built up over 20 years of experience in cold and remote areas may be of some help to others in designing better plants for the future in the north. The north is not as difficult to operate in as the better story tellers make it appear to be. ()n the other hand for 6 months of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut a multi-million dollar plant down at -4n' F with a 4n M.P.H, wind. It only takes one man door improperly latched to freeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later while you are having Christmas dinner, a watchman will call up to report that the whole plant is flooded because the main water line just froze up and burst. Basic things to remember in plant design for cold and remote areas are: everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore he kept to an acceptable minimum. Service areas on the other hand must he adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles for instance have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50° F, you won't be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze up. People in a remote area are expensive. The capital investment per employee may be as high as $30,000; with fringe benefits per annum costs of an employee will he as high as 812,000 per year regardless of basic wage rate. It

Dr. Taylor’s portfolio encompasses lab work, pilot-plant projects, research, and process development across various metals, with an impressive array of authored papers, presentations, and nine patents to his name. A soughtafter consultant for over 20 companies and an esteemed expert witness, Dr. Taylor also led the Kroll Institute for Extractive Metallurgy at Colorado School of Mines. "The Lower and Middle River Des Peres (LMRDP) CSO Storage Tunnel is the largest single component of Metropolitan St. Louis Sewer District’s (MSD) CSO control system improvements planned to meet consent decree requirements for MSD’s Lemay Service Area. The 13.7-km (8.5-mile) long, deep, hard rock tunnel will have a finished diameter of 9.1 m (30 ft). Beginning at the Lemay Wastewater Treatment Plant (WWTP), the alignment follows the channelized River Des Peres to the outfall of the existing Forest Park tubes, as indicated in Fig. 1.The project includes three construction shafts, 34 intakes and a deep, cavern-style pump station located adjacent to the WWTP. The tunnel will be driven from the Defense Mapping shaft to the Macklind shaft. Another shaft is located near the midpoint at the tunnel in River Des Peres Park.The Forest Park intake, located at the upstream end of the tunnel just beyond the Macklind shaft, is a large, tangential vortex intake structure. With a peak flow rate of 170 m3/s (6,000 cfs), it will have a 6.1-m (20-ft) diameter dropshaft to transfer flow into the tunnel.The project includes another three large tangential vortex-flow intake structures with peak flow rates ranging from 28 to 44.5 m3/s (990 to 1,570 cfs). These large intakes are located at points where three large sewers (formerly creeks) enter the River Des Peres. Dropshaft diameters for these intakes range from 3 to 3.7 m (10 to 12 ft) in diameter. The 30 remaining intakes are smaller tangential vortex-style, with dropshafts in the range of 0.8 to 1.7 m (30 to 66 in.) in diameter.Each intake structure drops flow into a deaeration chamber constructed adjacent to the tunnel at tunnel depth. Intake tunnels transfer flow from the deaeration chambers to the main tunnel. Most of the intake tunnels are short. However, two are long. The Glaise Creek tunnel will extend 762 m (2,500 ft) from the main tunnel to the Alaska Park intake, while the Rock Creek tunnel will extend 823 m (2,700 ft) from the main tunnel to the Rock Creek intake. The dewatering pump station, located at the downstream end of the tunnel, will be built inside a large, horseshoe-shaped cavern with two access shafts. Excavation of the cavern and its access shafts will be performed by the tunnel contractor. Build-out of the dewatering pump station will be performed under separate contract."

United States Steel Corporation began mining coal in southern West Virginia at the turn of the century, and until the late 40's production was confined to underground mines. Surface mining was initiated in our southern West Virginia -holdings as a means of recovering coal that could not be obtained by underground mining methods. After observing and evaluating surface mining methods employed by other companies, some of which operated on lands of U. S. Steel on a lease basis, we undertook the establishment of a surface mining operation. Our method, as, initiated in the early 50's, remains basically the same today. Variations have come about primarily by equipment modifications. The method consists' of a pioneer cut to establish the coal outcrop, a drill bench for drilling, blasting, and removal of the overburden from the top of the coal. The land is rugged except for the flood plains of some of the larger streams. The mountains have steep slopes, averaging 30 degrees, with relatively sharp ridges and very narrow valleys,. Geologically, the coals_ lie in the Pocahontas formation of the Pottsville group in the Pennsylvanian system. This means that the coals in our area of operation lie at the base of. The coal measures in the Appalachian range. The coal that we have mined is primarily the Pocahontas nos. 3 and 4 seams. We have mined negligible amounts of other seams in the Pocahontas groups above the no. 4 seam. The Pocahontas no. 3 seam, which is the lowest mineable seam geologically in this area, lies anywhere from 700 feet below: the valley floor up to 400 feet above the floor. This is occasioned by the Anticlinal formation which gives us grades Of about 9% at the anticline, decreasing to about 1 to 1-1/2% on the extreme flanks. We have the opportunity to engage in surface mining where the coal seams intercept the surface above the valley floors.

Calcium-based scale precipitation is a common problem in mill reclaim waters. An accumulation of these adherent deposits can result in a rapid reduction in water flow, loss of pump efficiency and eventual interruption in ore production. Heap leach applications can also experience the added problems of plugged sprinkler heads, blinded leach pads and fouled carbon columns when scale control is not maintained. The primary cause of scaling in precious metal recovery is the relative insolubility of calcium carbonate. The presence of the calcium ion and bicarbonate alkalinity is common in almost every water source. If the temperature or pH of the water is allowed to increase, the bicarbonate breaks down to carbonate and combines with calcium by the following reaction: Ca +2 +2HCO3 ? CaCO3 + H2 + CO2

One of the most difficult tasks a project manager will have in pre-mine planning is dealing with the mine site's hydrologic regime. Numerous federal statutes passed by Congress in the last decade have made the coal mining industry more responsive to the environmental impact during all phases of the mining process. Permitting these mines has dictated a cradle to grave approach in dealing with water related issues. This paper will attempt to explore the application of these technology- based laws and their direct application to the unique environment found in Alaska's interior regions.
