A questionnaire was sent out to three classes of mines to determine the extent of the heat problem in U.S. and Foreign underground mines. The following list shows the replies received from this questionnaire, however not all the known hot mines in the US replied. A complete listing of the results can be seen in Appendix I. 1) US coal mines - 37 replies 2) US non coal mines - 23 replies 3) Foreign non coal mines - 36 replies. At the present time there are approximately eleven non coal and one coal mine in the US experiencing heat problems which require special efforts to maintain an acceptable working place climate. However since the survey was completed some of them have been placed on standby. The Mine Safety & Health Administration (MSHA) does not have any specific regulations relating to heat stress. Informally the American Conference of Governmental Industrial Hygienists guidelines are followed which use wet bulb globe temperature (WBGT) with values ranging from 26.7°C to 31.1°C for a moderate workload, and different rest regimes. An MSHA report (Misaqi 1976) recommended that conditions should not exceed 26.1°C WBGT for men and 24.4°C WBGT for women. However, quite recently the organizations involved with planning two of the proposed nuclear waste repositories in the United States, have opted for the criteria of an air cooling power of 300 w/m2, and a WBGT of 27'C respectively.

A symposium on the characterization and toxicology of mineral dusts was held Sept. 19 and20 in Washington, D.C. The symposium was held to update the minerals industry, the health community, government agencies and academia on the technical, health and regulatory aspects of minerals to be evaluated by the International Agency for Research on Cancer (IARC).In October 1996, the IARC met in Lyon, France, to discuss and prepare “Volume 68 of the IARC Mono-graphs on the Evaluation of Carcinogenic Risks to Humans on Silica, Silicates, Dusts and Organic Fibers.”

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

For more than 35 years Lurgi has been providing its fluid bed roasters on a world­wide basis. The current total annual capaci­ty of the 250 Lurgi roasters approaches 26 million mt of sulphide minerals, including gold-bearing flotation pyrite concentrates. While the stationary fluid bed has been uti­lized for roasting exclusively, Lurgi has now commercially introduced its Circulating Fluid Bed (CFB) technology for gold roasting in a successful effort to maximize gold re­covery.

Due to disturbance of their traditional roosts, caves and tree hollows, more than half of the 44 bat species found in the United States and Canada now live in abandoned and inactive underground mines. The North American Bats and Mines Project was created two years ago by Bat Conservation International Inc. (BCI) in Austin, TX and the Bureau of Land Management (BLM) in response to the issue of mine closure and bat habitat. The partnership provides national coordination among government and private agencies and the mining industry to minimize the loss of bats living in mines. It also trains land managers on how to conduct cost-effective mine assessment and closure to protect both bats and people.

There is a misconception that mineral-project economic evaluations in the former Soviet Union are either nonexistent or very limited. This is not the case. In fact, there are at least two basic methods that can be utilized to evaluate the vast mineral resources of the Commonwealth of Independent States (CIS). Evaluation procedures are based either on a comparison to known projects, which may rely on limited available data, or on potential-profit calculations, which generally uses more extensive databases. Significant philosophical differences between these systems and those utilized in the Western world include the following: •Under the centralized-government system, the economic evaluation of a mineral project was based on artificially determined mineral prices and costs. Every ten to 12 years, prices for concentrates and metals were established by the Council of Ministers and remained unchanged until the next reconsideration of prices .

The mining industry is a major consumer of rock anchors in the United States. Due to the high humidity in the underground coal-mining environment, the rock anchors corrode and lose their load bearing capacity, which, in turn, reduces the life expectancy of the ground support. This creates operational difficulties and a number of safety concerns (Li and Linblad, 1999). Research on rock anchor corrosion has not been adequate in the past and the effects of several factors in the mine atmosphere and waters are not clearly understood. One of the probable reasons for this lack of research may be attributed to the time required for gathering meaningful data. Underground water samples from different mines in the Illinois coal basin were collected and the major chemical content was analyzed and used for laboratory testing. The corrosion performance of the different commercial rock anchors was investigated by techniques such as laboratory immersion tests in five different corrosion chambers and potentiodynamic polarization tests in simulated ground waters based on the Illinois coal basin. The tensile strengths were measured for the selected rock anchors taken every three months from the salt spray corrosion chambers maintained at different pH values and temperatures. The corrosion potential, corrosion current and the corresponding corrosion rates of the #5, #6, #6 epoxy-coated and #7 forged-head rebar steels, #6 and #7 threaded-head rebar steels were measured in the pHs of 5 and 8 at room temperature. The open circuit potential (OCP) readings of the different rock anchors were recorded in three selected underground coal mines (A, B & C) in the Illinois coal basin and the data compared with the laboratory electrochemical tests for analyzing the life of the rock anchors installed in the mines with respect to corrosion current measured.

Interwest Mining Company has been collecting geologic data within the last decade in preparation for underground mining of extensive coal reserves in its Bridger Coal property in southwestern Wyoming. During a preliminary data collection program in 2000, Interwest Mining completed geologic investigations, including surface mapping, drilling, aerial photography, rock testing, and limited groundwater investigations. Core from 12 exploration boreholes in the area of interest was tested to determine the mechanical properties of the coal seam and the immediate roof and floor for evaluation of the feasibility of underground mining. Geologic investigations identified the presence of one 7-to-17-ft-thick coal seam throughout the reserve under 1400 ft of cover. During a geotechnical feasibility study in 2002, the authors reviewed available data while completing comparative analyses identifying critical deficiencies in these data. The study projected moderate-to-difficult mining conditions, considering the weak nature of near-seam strata and depth of cover, and thus recommended limiting the longwall reserves to an overburden depth of less than 900 ft. These shallow remaining reserves were located at depths within regional mining experience to justify longwall mining methods. Based on a critical examination of available data, Bridger proceeded with more detailed data collection to improve understanding of the depositional and structural setting of the reserve, hydrogeologic conditions, overburden strength, and premining stress conditions. Additional data was collected during 2003 and 2004 field programs. Since 2003, Bridger has had the opportunity to observe ground behavior in a series of up to 1200-1600-ft- long rectangular openings created during highwall mining. These narrow unsupported openings remained stable in the short term in large areas but the overburden subsided locally in the long-term depending on geologic and panel layout designs. These localized subsidence events allowed an examination of in-situ coal strength based on back analyses of stress. The unextracted highwall areas near Ramp 17 provided an ideal location to access the underground reserves using a 6-entry set of mains. The existing north-south oriented longwall layout for the Bridger Coal was selected by Bridger to maximize resource recovery from the D41 reserves while considering operational and geotechnical constraints. At 45-degrees deviation from preexisting joints and mild horizontal stress field, this orientation was considered beneficial for overall stability while using both sets of joints for facilitating the caving process. The present layout utilizes pillars on 80- to 90- by 200-ft centers, 17-ft entry spans and 750-ft wide longwall panels (Figure 1). Gate pillars are on wide spacings and are intended to act as abutment-abutment pillars to limit strata deformation over the gateroads during longwall mining.

ABSTRACT Health and safety indicators help mine sites predict the likelihood of an event, advance initiatives to control risks, and track progress. Although useful to encourage organizations to work together, executing such risk assessments comes with challenges. This paper focuses on one trona mine’s experience in the development and implementation of a field level risk assessment program to help its entire organization understand and manage risk to an acceptable level. Through a transformational process of ongoing support and communication, Solvay Green River fostered a culture of trust and safety grounded in risk assessment, safety interactions, and hazard correction. The application of consistent risk assessment (RA) tools was critical to create a participatory workforce that not only talks about safety, but actively identifies energies that contribute to hazards and potential incidents. In this paper, reflecting on the mine’s process of RA implementation provides examples of likely barriers that sites may encounter when trying to document and manage risks. As discussed, consistent efforts to establish a participatory risk management program are worth the initial struggle to ultimately reduce incidents. INTRODUCTION Work-related health and safety (H&S) incidents often account for lost days on the job, contributing to organizational/financial and personal/social burdens [1-2]. Accompanying research demonstrates that risk and ambiguity around risk contribute to almost every decision that individuals make throughout the day [3-4]. In response, understanding individual attitudes toward risk has been unquestionably linked to predicting H&S behavior [5]. Although an obvious need exists to identify more comprehensive methods to assess and mitigate potential hazards, some argue that risk management is not given adequate attention in occupational H&S [6]. Additionally, research suggests that a current lack of knowledge, skills, and motivation are primary barriers to mitigating workplace risks [3-6]. Therefore, enhancing knowledge and awareness around risk-based decisions, including individuals’ abilities to understand, measure, and assign levels of risk to determine an appropriate response, is increasingly important in hazardous environments to predict and prevent incidents. This paper focuses on tailored approaches to field level risk assessment (FLRA), measurement, and common barriers to participating in such activities. The authors use a trona mine in Green River, Wyoming, as a case study to illustrate how the organization overcame widespread and site-specific challenges to implement a proactive risk management program. By discussing the mine’s tailored FLRA program, this case study contributes to the literature by first, providing examples of critical components that need to be in place to ensure successful risk management and second, context for continuous quality improvement that can foster a higher level of trust and empowerment on site."

In flotation, hydrophobic particles are selectively collected by air bubbles, and the bubble-particle aggregates enter the froth phase. However, less hydrophobic particles drop off from the froth phase, while more hydrophobic particles are recovered. Thus, the froth phase provides an important cleaning mechanism. In the present communication, the froth-phase recovery process has been modeled by considering particle retention times and the carrying capacities of bubbles. The model predictions are compared with the experimental data reported by Seaman et al. (2006). The results show that the froth-phase recovery varies with particle size, particle hydrophobicity, and bubble coarsening.

Improvements in computer technology and associated software have allowed the improvement and development of more advanced ventilation modeling software packages including those that have the ability to simulate the effects of a mine fire on the ventilation system in terms of heat, smoke and gas distribution. This ability has real applications for the mining industry in terms of emergency planning, training and response. The primary focus of this paper will be the benefits to training programs that this type of software can provide to all types of training for various personnel, from the newly hired inexperienced miner, mine rescue, atmospheric monitoring personnel and emergency evacuation drills. The results of the simulations can then be used to give miner?s more detailed information on what types of conditions they may face based on the type and location of the fire and the program itself can be used to manipulate the ventilation system in a way that emergency response personnel may (i.e. tear down stoppings to reduce airflow to the fire area) and see the effects in real-time.

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

Barrick Goldstrike Mines, Inc. Betze-Post open pit operations, located in northeastern Nevada, have experienced slope instability attributed to the presence of generally weak rock mass conditions, local adverse structural geology and perched groundwater. Ground movements are monitored with acombination of optical survey, extensometers, inclinometers, and time domain reflectometry (TDR).The slope monitoring system at Goldstrike includes two robotics theodolites, which provide real-time coverage for all highwall areas. Survey instruments are housed in specially designed climate controlled shelters in locations where all slopes can be observed. A “remote” computer housed with each theodolite collects data. The “base” computer, located in the mine offices, is used to access data from the remote computers via radio modem.

The Acid Drainage Technology Initiative-Metal Mining Sector (ADTI-MMS) has established a Pit Lake Committee to enhance the science and understanding for the long-term management of pit lakes. Participation in this new committee is from members of federal and state agencies, industry, and academia, including numerous individuals representing 10 states. Work has begun on a pit lake literature search and review, database, classification, and sampling and monitoring procedures document. Coordination with the International Network for Acid Prevention (INAP) has been established. Future work will include preparing a prediction and assumption verification document, a report identifying variables upon which water quality is dependent, and an applied remediation technologies document, including an evaluation of the effects of backfilling.

In galena flotation, lead ethyl xanthate, Pb(EtX)2, is precipitated and is physically adsorbed in the form of multilayers on the chemically adsorbed first layer of Pb(EtX). 1,2) The solid particles are coated with layers of Pb(EtX)2 in heterogeneous manner over surface areas possessing both anodic and cathodic character (3,4) It is anticipated that the mode of formation of Pb(EtX)2 and the number of ions present, together with stable or unstable by-product species, have great influence on the surface characteristics of galena. The information obtained from a study of these parameters may have important practical applications in flotation. Lead ethyl xanthate is sparingly soluble in water. The metal and xanthate ions released to the aqueous solution during its dissolution undergo various types of reactions depending upon the pH values of the system. Extensive work (5,6) has been carried out to elucidate the mechanism involved in acid decomposition of xanthate ions. Different decomposition paths (7,8) have been proposed for the hydrolytic decomposition of xanthate in neutral and alkaline solutions, The concentrations of lead ions vary due to a number of chemical reactions, regulated by the pH and the temperature of the bulk phase. The hydrophobic character of Pb(EtX)2 may change with the nature of chemical reactions. Some of the numerous by-product species in solution may adsorb on the solid and change the properties of surface film either favourably or adversely. The flotation performance of galena, therefore, may depend to a considerable extent on the physical and chemical stabil¬ity of Pb(EtX)2 layers. Since little work has been reported in literature dealing with the stability of Pb(EtX)2 and its correlation with the flotation of galena, attempts have been made In this study to evaluate the behaviour of freshly formed Pb(EtX)2 in aqueous systems at various pH values.

Two rare evaporite minerals, nahcolite (NaHC03) and trona (Na2C03?NaHC03?2H20), are both widely used in the production of sodium carbonate (Na2CO3) The largest natural carbonate deposits (trona) are in Wyoming, USA, the second largest deposits are in Turkey, in a lacustrine basin (Beypazari) where nahcolite and trona are located within the Miocene Hirka Formation. The Hirka Formation is mainly composed of bituminous shale, claystone, marlstone, tuffltuffite, and dolomitic limestones. Although numerous trona beds are interbedded within the above mentioned sedimentary units, there are only two beds of trona that are of economic interest. The lower part of the lower trona bed is rich in double carbonates such as pirrsonite (NA2C03? CaC03?2H20) and gaylussite (Na2C03?CaC03?5H20), indicating a change in Ca/Na ratio in the solutions which are responsible for the formation of soda occurrences. In contrast, the upper part of the upper trona bed is rich in nahcolite. This minerological pattern has been found in every drill- hole in the basin. While both trona beds average up to 10 m (33 ft) thick, the average thickness of nahcolite is approximately 0.5 m (1.6 ft). Also, thin section studies show that many fibrous and lath-like trona crystals contain small radial nahcolite crystals; all of them are euhedral and equi-dimensional. Geochemical studies of major, minor, and trace element contents also support this coexistence. Macroscopic and microscopic observations reveal that the nahcolites principally were formed as a result of an incongruent dissolution process of trona. In conclusion, the presence of nahcolite in the Beypazari basin is due to the dissolution process of trona, particularly during the last stage of evaporation, as a result of fresh water entering the basin. During that time, an increase in the HC03/ C03 ratio resulted in nahcolite-trona phase transitions.

Bacterial leaching is a mature technology and has been applied in six commercial plants with others in the design stage or under construction. Bacterial oxidation is a relatively inexpensive process which uses naturally occurring soil bacteria to assist in extraction of base and precious metals. Bacterial oxidation has ini­tially been applied for gold recovery but the technology is now being transferred to base metal leaching with processes already developed for copper, cobalt and nickel. Bacterial oxidation plants often have capital and operating cost advantages over competing technologies and do not need a highly skilled workforce. The most common species found in the conditions used for bacterial oxidation and bacterial leaching are Thiobacillus fer­rooxidans and Thiobacillus thiooxidans. One common species other than Thiobaci!lus found in the commercial bacterial leach cultures is Leptospirillum ferrooxidans. Mixed cultures of the three species named here have formed the basis of the technolo­gy applied in most of the commercial applications of bacterial leaching to date. These bacterial species already mentioned all belong in the classification of mesophiles and have an operating range from 20 to 43°C. One other culture, a moderate thermophile operating over the range 40 to 50°C, has been used in one commercial plant in Western Australia. Bacterial oxidation takes place in acidic solutions under aer­obic conditions. The oxidation reaction normally produces iron (II) in solution which is ultimately conve1ted into the iron (III) form. The pH value falls naturally as the sulphide minerals are oxidised and the starting pH value can fall as low as pH 0.6 as the oxidation reaction proceeds. This paper examines the impact of the technology selection and its application on the design, engineering and operation of a bacterial oxidation plant. The effect of the changes to these para­meters on the cost of the bacterial oxidation plant is discussed.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. An active underground lead mine produces water having a pH of 8.0 with 0.4 to 0.6 mg/L of Pb and 0.36 mg/L. of Zn. This water is pumped at the rate of 1.200 gpm into a five-cell, bioreactor system covering about 5 acres. The gravity flow system is composed of a settling basin followed by two anaerobic bioreactors arranged in parallel which discharge into a rock filter polishing cell that is followed by a final aeration polishing pond. The primary lead removal mechanism is sulfate reduction/sulfide precipitation. The discharge has met stringent in-stream water quality requirements since its commissioning in 19%. However, there have been startup and operational difficulties. The system was designed to last about 12 years, but estimates suggest a much longer life based on anticipated carbon consumption in the anaerobic cells.

During the next five years, there will be a trend toward performing belt cleaner maintenance while the conveyor is in operation. Most mines and industrial sites that use belt conveyors have an in-house safety rule that the belt must be stopped before maintenance work can be performed on any belt-cleaning device. This is a good rule. Most cleaning devices are positioned against the belt with hardware that requires the service technician to reach or climb into the chute to change the cleaning blades. But this simple rule becomes more complicated as production demands require higher conveyor availability and provide fewer conveyor outages. In many cases, today’s conveyors are expected to be available 98% to100% of the time.
