The National Coal Resource Assessment – 2000 project was a multi-year effort by the U.S. Geological Survey to identify, characterize, and assess the coal resources that will supply a major part of the Nation’s energy needs during the 21st century. The purpose of the USGS National Coal Resource Assessment (NCRA) was to (1) digitally assess selected coal beds and zones that will be the most important in the next few decades, (2) create publically available stratigraphic, geochemical, and geographic information system (GIS) databases to answer a variety of questions of importance to government, industry and public decision makers, and (3) provide interpretive geologic and geochemical information for the primary coal resources of the Nation. Five priority regions were assessed: the Appalachian Basin, Illinois Basin, Gulf Coast, Illinois Basin, and Northern Rocky Mountains and Great Plains. The NCRA was a cooperative effort between the USGS and a number of State geological surveys in these coal-bearing regions. A study of coal resources on Federal lands was also conducted. Adequate energy supplies and the efficient use of those supplies are critical to the economic well being of a country. Affordable and reliable coal supplies are essential to the interests of our national and local policymakers. Policy makers require a range of information on the energy supply, as well as the economic and environmental issues associated with that energy source and its use. Formulation of an effective national energy policy and development of energy resources requires that we understand the geology, distribution, quality, and size of the national energy endowment.

The problem of estimating pillar capacity in coal mines has motivated development of a variety of empirical equations. Most of these equations have arisen from experience and a very limited set of measurements that have, necessarily, been focused on particular regions or coal fields. Their applicability is often limited to a specific range of pillar sizes. This is of particular concern in the design of large gateroad pillars and small barrier pillars between panels. The result has been a variety of equations and equation coefficients that can calculate load estimates to size pillars. Inclusion of these equations in more sophisticated loading models, such as boundary element methods (e.g. LaModel and MULSIM) has been hampered by absence of a function that describes specific variation of coal strength within the pillar. A singular exception, to our knowledge, is a function corresponding to the Bieniawski pillar strength equation. Because of this, it is the only coal strength criteria inherently available in most boundary element models. This paper presents a general method for deriving local coal strength, as a function of distance from the pillar rib, for an arbitrary pillar strength equation. Integration of this function provides the strength of pillar regions, or cells, needed for boundary element models. The method is demonstrated for the Bieniawski, Maleki and Holland-Gaddy equations. The Maleki and Holland-Gaddy equations contrast strongly with Bieniawski as strengths are extrapolated to large pillars and barriers. This development provides a tool for incorporating any of the proposed empirical equations into a boundary element model, thereby allowing the analyst to choose the most appropriate equation for a particular region, coal seam and/or pillar size.

How do you think the US Bureau of Mines closing will affect SME? The demise of the bureau represents a challenge, an opportunity and, above all, new responsibilities for our profession. A lot of good professionals are seeking new positions. A lot of worthwhile research is available for transfer to the private sector. Logic dictates that worthwhile projects of any defunded government activities should find support in the private sector. The bureau may be gone but its legacy is deeply rooted in the profession. The bureau’s contributions will be remembered as long as there are mines and miners. Its1994 research program was divided into three major areas: environ-mental technology; health, safety and mining technology; and minerals and materials science. There must be a place in either the government or private sector to continue these worthwhile activities.

Pilot scale flotation tests were conducted with a 1-ft-diam column at the Barrick Resources (USA) Mercur mine, Tooele County, UT, to scavenge unleached (0.01 to 0.018 oz/st) gold values from the tailings of a carbon-in-leach (CIL) circuit. The optimal recovery was 35 pct of the unamenable-to-leaching gold, at a grade of 0.353 ounces of gold per short ton, using a mixture of dithiophosphate, xanthate, and diesel fuel as a collector. This was achieved by floating approximately 1.6 wt pct of the CIL tailings. The gold values are believed to be contained in arsenic-bearing minerals, attrited carbon, and carbonaceous material in the ore. Redox potentials were measured with a gold electrode during the conditioning stage prior to flotation. The correlation between flotation recovery and redox potential values could be used to control reagent additions. Treatment of a previously leached and weathered tailings material, averaging about 0.055 ounces of gold per short ton, was also investigated using the column. The tailings were first water leached at approximately 600 C, and the water-leached tailings, which contained approximately 0.03 ounces of gold per short ton, were then fed to the column flotation unit. The effects of pH and sodium sulfide addition on gold flotation recovery and redox potentials were examined. maximum gold recovery, 36 pct, was achieved at pH 8.5 with a sodium sulfide addition of 0.18 lb/st.

Visits to metallurgical research laboratories, Lake Baikal, and historical museums are enriching experience.

Despite a present, short-term economic recession, a remarkable enthusiasm exists in Hong Kong for building infrastructure including major tunnel projects. This paper provides details of current and recent bored tunnel works together with an insight into the impressive list of future underground projects planned by the MTRC,KCRC, Highways Department and Drainage Services Department for the next decade. Risks for each of these works including pipejacking, mixed face and rock tunnelling generally in Hong Kong are also identified. From this is evident that the scale and difficulty of such works continues to increase, requiring the use of more sophisticated methods of construction, the need for better methods of assessing and managing risks and for Government to utilize improved, more equitable Conditions of Contract for such major tunnelling projects.

The decision to accelerate development of Stillwater Mining's East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and Rail Systems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km (3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.

The Mineral Resources Institute (MRI) has developed a unique process for selective fatty-acid flotation of phosphate minerals from siliceous ores. The process takes advantage of preferential adsorption (over silica surfaces) and high reactivity of fatty-acid collectors toward apatite under slightly acidic conditions (pH 5 - 6.5). The process was successful in upgrading various Florida and North Carolina phosphate samples containing 7.7% to 15.3% P205 and 62.3% to 77.2% siliceous gangue (Insol). The resulting concentrates assayed 28.1 % to 33.1 % P205 and 4.1 % to 9.9% Insol, with high P205 recoveries of 81.8% to 92.2%. Depending on the degree of surface contamination of the silica particles in the flotation feed, one or more cleaning steps, with or without sodium silicate, would be required to achieve higher-grade phosphate concentrates.

At the East Sullivan site, pore-waters underlying a wood waste cover that prevents sulfide oxidation are characterized by an anoxic environment, abundance of dissolved organic substrates, and near neutral pHs. Such conditions favor sulfate reduction and base metals precipitation as sulfides, as well as carbonate-metal precipitation. Pore-water composition from 1992 to 1998 shows a significant Fe2+ decrease. Therefore, the restoration strategy of that site capitalizes on these alkaline and reductive properties. Since 1998, a novel treatment of acid effluents, based on the recirculation of water discharged around the impoundment through the organic cover, is tested on the site. Available data gathered in 1998 and 1999 shows that the pH of recirculated water flowing within the wood waste cover increases by 2 to 4 units and that Fe,, concentrations decrease by a factor greater than 6.

INTRODUCTION The two unit operations in cut-and-fill stoping that would benefit most from increased mechanization are drilling blastholes and moving broken ore to the ore¬passes. Drilling in current practice is done with hand¬held jackleg and stoper drills. Broken ore is commonly moved from the face to the orepass by a small slusher. This type of equipment can be easily moved through the raises. Hand-held drills have a slow drilling rate and require one operator for each machine. Drilling can be done much faster by small jumbo-mounted machines as two or more drills can be operated by one miner. Load-haul-dump (LHD) units move broken ore from the face to one or more orepasses at a much faster rate with less loss and dilution than slushers. These units are mobile and may be used at more than one place during a shift. The problem which must be overcome in applying this higher degree of mechanization is the restricted means of access inherent in current practices. Cut-and¬fill methods are usually applied to mining veins that are narrow, irregular in dip and strike, or where ground con¬ditions require the support of sand fill. The mechanized equipment which is needed to accomplish high produc¬tion cannot be raised or lowered through raises without being disassembled. A jumbo which will give the desired performance would be mounted on a rubber-tired carriage with a diesel engine for propulsion. Twin hydraulic booms run by a small air motor would carry pneumatic drills. Over¬all dimensions of the unit would be about 8 m (26 ft) in length, 1.6 m (5'/z ft) in width, and 1.6 m (5'/z ft) in height. An LHD of the desired capacity would be rubber¬tired and either diesel or electric-powered. The overall dimensions of a 2.3-m (3-cu yd) unit will be about 8 m (26 ft) in length, 1.8 m (6 ft) in width, and 1.5 m (5 ft) in height. It will weigh about 12 700 kg (28,000 1b). It can readily be seen that conventional raises can¬not handle this size equipment. The most desirable means of access enables equipment to be driven into the stoping areas. Ramps can enter the stope by being driven upward in the vein walls or by being developed in the vein on top of the fill as the stope advances. This ramp system not only permits the use of rubber-tired equipment in multiple working places but also enables its removal for repairs without component breakdown. In the proposed method, as in conventional cut-and¬fill stoping, sand fill will replace the mined-out ore. By constructing an inclined timber floor at one end of the stope, a ramp can be maintained on top of the fill and advanced as the stope is advanced cut by cut (Fig. 1). The ramp is, therefore, developed during the stoping process and is only driven as a tunnel when rising over and around the sill and crown pillars. A stoping section consists of three blocks of different geometric shapes. The first and last blocks to be mined will be triangular in the plane of the vein, and the blocks between will have the shape of parallelograms (Fig. 1). The first block will develop the initial ramp by breast stoping and filling to the ramp floor (Fig. 2). The ramp will need to be completed through to the next level be¬fore stoping of the subsequent block can begin. The subsequent blocks are mined by back stoping with the next ramp being developed at the other end of that block (Fig. 3). The length of each subsequent block can be varied without changing the slope of the ramp. As the new ramp is developed, the previous ramp is filled along with the stope cut. Access up and down is maintained through the stope. The final block is again breast stoped as no new ramp will be developed at the end line for jumbo egress. Boreholes provide ventilation between levels as well as utility access. They can also provide a secondary escapeway for personnel during periods of development. These boreholes would be located about 3 to 4.5 m (10 to 15 ft) in the footwall and spaced about 183 m (600 ft) apart along the vein. The orepasses are spaced about 61 m (200 ft) apart in the vein. This spacing allows not only a short tram for the LHD unit but also provides surge capacity for the ore between haulage trains. These passes are raised from the haulage levels. As development progresses, the raises are driven through the sill pillar, and then car¬ried in the fill as stoping progresses. Ventilation and utilities can be maintained through an orepass when it is not needed for ore. The end line orepasses are intended for this purpose as well as for personnel emergency egress. Overall dimensions and criteria assumed to illustrate the ramp method of access in a highly mechanized cut¬and-fill stope are: haulage level spacing of 61 m (200 ft); ramp gradient of 17%; average dip of approximately 1.57 rad (90°); initial stope length of 358 m (1177 ft); subsequent stope length of 179 m (588 ft); average stoping width of 3 m (10 ft) ; sill pillar thickness of 3.6 m (12 ft); crown pillar thickness of 1.8 m (6 ft); bored raises of 1.5-m (5-ft) diam; and cribbed orepasses of 1.2 x 1.2 m (4 x 4 ft) through the sill pillar and 1.2 m (4 ft) square inside the cribbed portion. DEVELOPMENT The ramp access system lends itself well to conduct¬ing the several phases of development concurrently. The time frame required to complete the National Environmental Policy Act (NEPA) process for a new mine, or for the expansion of an existing mine, can range between 9 months to 24 months, or more. The time frame will vary depending on whether an Environmental Assessment (EA) or an Environmental Impact Statement (EIS) will be completed. Completing properly designed baseline studies to collect natural resource data to support the EA or EIS prior to the start of the NEPA process can shorten this time frame. The two year natural resource baseline study completed by Homestake Mining Company for the Ruby Hill Mine, located in Eureka County, Nevada will be used as the case study to describe how properly designed and executed natural resource baseline studies streamlined the NEPA process.

This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

Introduction The US has the largest total (364 Gt, or 401 billion st) and recoverable (182 Gt, or 201 billion st) coal reserves in the world (Steam/Its Generation and Use, 1978). However, progressive coal use in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. Since the promulgation of the Environmental Protection Agency (EPA) New Source Performance Standards (NSPS), it has become apparent that all US coals will require sulfur removal to comply with the new sulfur dioxide emission levels. If more stringent emission standards are imposed, through pending acid rain legislation or amendments to the Clean Air Act, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the development of new and advanced coal cleaning technologies to continue and promote the use of coal. Table 1 summarizes the EPA NSPS for sulfur dioxide emissions. Fortunately, the basis for determining sulfur dioxide removal is the Btu and total sulfur content of the run-of-mine coal. Thus, credit is given for any sulfur removed before combustion, e.g., through physical coal cleaning. Unfortunately, physical coal cleaning alone may be unable to produce a compliance coal with respect to the EPA NSPS. Therefore, all industrial and utility coal-fired boilers will require post combustion gas cleanup, e.g., flue gas desulfurization (FGD), to comply with the new regulations. Of these, chemical coal cleaning offers the advantages of providing (1) high quality fuel for combustion (low sulfur and ash, high Btu, and attenuated product variability); (2) a solid fuel product for use in retrofitted gas and oil boilers; and (3) a solid fuel product with multiple end uses, e.g., internal combustion engines, carbon electrodes, coke, or chemical feedstock. Gravimelt process In the Gravimelt process, 1.4 mm x 0 (14 mesh x 0), physically beneficiated coal of about 5% moisture is fed into a 3401 to 3901 C (644 ° to 734 ° F) molten bath of sodium hydroxide and potassium hydroxide. Organic and pyritic sulfur and most of the mineral matter in coal react with and are dissolved in a molten mixture of potassium hydroxide and sodium hydroxide. The reacted coal sulfur is converted to alkali sulfides and polysulfides, whereas the mineral matter is apparently converted to alkali-aluminum silicates and other byproducts that are water and acid soluble. Coal residence time is 60 to 240 minutes. The sodium hydroxide to potassium hydroxide ratio is about 9:1. The total hydroxide-to-coal ratio is no less than 10:1. The specific gravity of the caustic melt is about 1.8 g/cm3 . Thus, coal is buoyant in the bath, and insoluble mineral matter with density greater than 1.8 g/cm3 would sink. Reacted coal is first water-washed with an equal weight volume of water in a countercurrent mode of operation. The coal is filtered and the filtrate sent for regeneration. The coal is then acid-washed in 10% sulfuric acid. The acid-water/coal mixture is filtered to recover the final coal product, and the filtrate treated with lime to precipitate dissolved mineral matter. The precipitate is filtered from the mixture and discarded. The water is recycled to the plant. Filtrate from water-washing is treated to remove sodium sulfide. The sodium sulfide is chemically treated to produce hydrogen sulfide, calcium car¬bonate, sodium hydroxide, and other products. The hydrogen sulfide is treated to produce sulfuric acid for the acid-washing step. The calcium carbonate is treated further or discarded, and the sodium hydroxide is concentrated by evaporation and recycled to the reactor. The Gravimelt process is currently at the bench-scale stage of development. A 0.9-kg (2-lb) continuous reactor is in operation with a continuous water- and acid-washing section adjacent. The regeneration section is not developed to a meaningful extent, although key reactions have been tested in the laboratory. Process conditions, product recovery efficiencies, etc., however, have not been determined adequately and continuous regeneration operation has not been attempted. Work is now in progress to develop each section to a continuous bench-scale operation in processing coal at 9.1 kg/h (20 lb per hr). Microwave process The carbon and hydrogen in coal are relatively transparent to microwave radiation. However, water, caustic, pyrite, and other mineral matter components are strong conductors of microwave radiation energy at the proper frequency. As a result, selective heating of the noncarbonaceous materials occurs that enables the chemical reaction of sulfur and ash with caustic. Although very high temperatures may result from

On September 10, 1991, Secretary of the Department of Interior Manuel Lujan deleted the Silver Peak Range North Wilderness Study Area from the list of U.S. Bureau of Land Management lands in Nevada to be considered for wilderness designation. This decision was based in part on the U.S. Bureau of Mines mineral investigation of the wilderness study area which found that it has indications of precious metals resources. The following is a summary of the results of that mineral investigation. The study area lies between the Silver Peak and Dyer mining districts of west-central Nevada. The Silver Peak mining district, to the east, has a long mining history dating back to 1907 when precious-metals-bearing veins were discovered. The major producer in the Silver Peak district was Sunshine Mining Company's Sixteen-to-One silver mine. During the Bureau's study the Sixteen-to-One mine was operating; it has since been idled due to low silver prices. Precious metals-bearing veins were discovered in the Dyer district, to the west of the study area, in the 1860's. Mineral activity in Dyer district consisted mainly of prospecting. The Silver Peak study area itself has no mining history and contains only a few mining claims, but the Bureau examined 13 mineralized sites, most previously unknown and unclaimed. These sites are along two zones that cross the study area from the Silver Peak to the Dyer mining district. The two zones transect a volcanic center of fractured and altered rocks that contain epithermal veins of quartz, calcite, and jasperoid with gold, silver, and base metals. At the surface these veins are poorly defined and poorly mineralized. The more than forty veins examined in the study area are as thick as 17 feet and as long as 1,000 feet. Samples from surface exposures of these veins contained as much as 0.02 ounce per ton gold, 2.1 ounces per ton silver, 1.0 percent copper, 2.6 percent lead, and 0.4 percent zinc. Analyses of the Bureau data disclosed no vein large enough or of high enough grade to be classified a mineral resource. However, most do have indications of silver-and gold-bearing resources at depth. Subsurface exploration had to be done on the vein at the Sixteen-to-One mine to outline reserves (a vein averaging about 22 feet thick and containing 6-to 7-ounces per ton silver); the same is true of veins in the Silver Peak Range North Wilderness Study Area.

It was first pointed out in 1934 by Gaudin (1) that the "oily" oxidation product of the alkyl xanthate ion-dialkyl dixanthogen, might be the "active flotation agent" on sulphide minerals and there have been a number of studies supporting this hypothesis (2,3,4). However, all of these studies have relied largely on electrochemical evidence. Galena, being a semiconductor, may be used as an electrode in aqueous solution and it was shown that ethyl xanthate ion does not adsorb with charge transfer in the absence of oxygen unless the potential of the galena surface is above -100 mv versus the hydrogen electrode (H2 E). At this potential the galena surface is slightly hydrophobic but does not become strongly hydrophobic unless the potential is raised to 210 mv (versus H2 E). It is suggested that, at potentials of 210 mv or above, ethyl xanthate ions are oxidised to diethyl dixanthogen and that chemisorption of oxygen raises the galena surface to this potential. On the other hand, examination of xanthated galena surfaces by chemical or physical methods (5,6,7) has failed to detect dixanthogen and it has been shown that dixanthogen may be reduced to lead xanthate at a lead sulphide surface. It was suggested by Leja and Poling (5) that, as dixanthogen is a neutral molecule it would not be repelled by the negatively charged galena surface so that the adsorption was envisaged as taking place through homogeneous oxidation of the xanthate ion to dixanthogen, adsorption and reduction of the dixanthogen to a chemisorbed lead xanthate species. In paper I of this series (11) it was shown that the thiosulphate ion, which forms on galena surfaces in slurries at the pH normally used for flotation, will reduce dixanthogen. There is, therefore, the impasse that the electrochemical evidence requires that xanthate ion be oxidised to dixanthogen at the galena surface while the chemical evidence shows that the reverse reaction takes place.

The chemical states and ions interaction were significant interest to understanding columbite mineral/acid solution interface dissolution and reaction. The present research work was focus to explore the specific cations ( Nb5+, Fe2+, Fe3+) distribution near the ferrocolumbite mineral/acid solution interface, and determine these cations leaching sequence in sulfuric acid solution. X-ray photoelectron spectroscopy had the potential to provide detailed dissolution information by resolving chemical state and ion distribution of ferrocolumbite during sulfuric acid leaching process. The binding energy decreased in sequence as Nb5+- O < Fe2+- O < Fe3+- O, and increased in sequence as Fe3+- SO4 < Fe2+- SO4 < Nb5+- SO4 which revealed Nb in ferrocolumbite mineral more easily leached comparing to Fe. The ratio of Fe2+- O/Fe3+-O on leaching residue decreased, and Fe2+- SO4/Fe3+-SO4 ratio increased as sulfuric acid contraction increasing suggested that the Fe2+ oxidized to Fe3+ and released Nb from mineral and dissolved into leaching solution. The ratio of Nb/Fe was lower 0.07 with sulfuric acid contraction increasing which meant Nb dissolution promoted by oxidation of iron. The dissolution mechanism of Fe element in ferrocolumbite mineral was Fe2+- O broken and generated Fe2+. Fe2+ was oxidized to Fe3+ in concentrated sulfuric acid leaching solution. The dissolution mechanism of Nb in ferrocolumbite was that Nb5+- O was directly digested by H+, and the released Nb5+ complex with SO4 2− ion formed cation − anion pairs. The coordination of formation Nb5+- SO4 pairs and oxidation Fe2+ in mineral could promote ferrocolumbite dissolution.

The impact of a methane explosion on mining operations cannot be over-emphasized. The explosion is a result of rapid combustion when a methane/air mixture is ignited by an unexpected energy release, such as a mine fire, electrical arc or sparks caused by frictions or rock falls. In most cases, an ignition of methane/air mixture could result in a deflagration other than detonation. Resulting flames and overpressure induced by a methane deflagration will harm neighboring miners and local ventilation control devices.. ,It is essential that the mechanism of an explosion and associated destructiveness be fully understood. This research seeks to predict an influence region of an incident happened within a representative underground mine geometry. The most common geometric changes in an underground coal mine are bends, regulators/doors, obstacle in airways and changes in sectional area. These geometric changes could result in an attenuation of the flame and pressure wave as a result of a methane deflagration. A study of this phenomenon could enable mine planners to have better understanding of the over-pressure redistribution due to the explosion. Both numerical and experimental work has been done in this study to ascertain a better insight of this potentially devastating event. The experimental data are also used to validate the turbulence and combustion models used in this test.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The São Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.
