INTRODUCTION The solid fossil and nuclear fuels, but especially uranium, are given prominent, indeed leading, roles by energy experts in most long range estimates of world energy futures. Optimistic forecasts are inspired partly by the disproportionately large solid fuels resource base compared to present rates of consumption or to oil and gas resources, and partly by the vision of inexpensive high technology applications. Such a view overlooks the fact that while resource- use disparities and new technologies give allure to the promise of the solid fuels, they do not guarantee cheap solutions to the basic problems of solid fuel uses: viz., their relatively difficult conditions for efficient ignition and control, including the management of environmentally acceptable residuals disposal. Contrary to the varied versions of this optimistic hypothesis, this paper shows that a great many persistent economic and technical problems interfere with such a simple inference. These act as constraints which qualify or dispute much of the national energy policy based on existing modeling of solid fuel requirements and optimistic engineering evaluations. The assumptions and techniques of such exercises are sometimes at fault. As often as not, however, the distortions created in open market fuel com- petition due to misdirected national energy policies themselves are to blame for misdirected efforts. A number of interesting implications result. Among them are the distinct possibility that the low technology applications will dominate, so that more direct coal and less synfuel or nuclear use will occur; that, accordingly, exhaustion rates for uranium will be low, that the most extensive growth of solid fuel through 2000 will be in conventional pulverized coal cumbustors, and that the traded share of the world coal bum will be much larger than predicted. These trends will place much more pressure on oil and gas prices than forecast by most experts. On the way to these findings the paper demonstrates that solid fuel resource adequacy in situ, balanced against the projections of demands as capacity requirements, mean little as conventionally measured by years to exhaustion or potential supply schedules. Indeed, all stock concepts of demand requirements or of fuel re- sources must be tied to the paths of the unit costs and the deliverable prices of all substitute fuels and systems over time. This requires a dynamic analysis of supply and demand, integrated with geological and engineering constraints, to provide insights into the multiple modes of market and product substitution. Market forces rather than technical promise will determine the allocation of the solid fuels. Moreover, the equilibrium paths of individual fuel prices and market shares are not easily simulated by general or network models, and decision makers will continue to rely on the partial, local comparison of alternatives in their choices of fuel systems at any time. "INTRODUCTION Mining activities must be safe and profitable. These two requirements influence each other. The purchase and implementation of safety improvements costs money. Injuries and illnesses at mines stop or delay production and may result in additional costs or a loss of profit. Other effects of injuries and illnesses include the negative influence on employee morale, corporate reputation and conflicts with contract partners. Based on this researchers asked the question: are mines with lower rates of injuries and illnesses more profitable than mines with a higher frequencies? One aspect of this research is the evaluation of the safety situation and the measurement of benefits of safety improvements in the German mining industry. In the following paper, this part of the research will be examined. The main aim is the evaluation of injury rates in different German mining sectors and regions in Germany. SELECTION OF GERMAN MINING OPERATIONS The research team decided to focus the study on the salt and potash and the aggregate and industrial minerals mining industries in Germany. These two mining industries are different in the number and size of operators, structure of the industry, pricing and markets. The selection of two different industries adds to the clarity of the evaluation. Salt and potash mining industry The German salt and potash industry is primarily located central Germany. All salt and potash mines in Germany are underground operations. In 2015, the German potash industry employed 8,100 employees and generated a total revenue of 2 billion Euros. German potash reserves include magnesium compounds like kieserite (MgSO4·H2O), in addition to sylvite (KCl) and carnallite (KMgCl3·6(H2O)). The German salt industry employed 2,300 people in 2015 and generated revenue of 800 million Euros (Krueger, 2015) There are seven mining companies with salt and potash operations: esco-european salt company GmbH & Co. KG, K + S Kali GmbH, Saline Luisenhall GmbH, GSES Glückauf Sondershausen Entwicklungs- und Sicherungs-gesellschaft GmbH, Südwestdeutsche Salzwerke AG, Wacker Chemie AG and Südsalz GmbH. In this way, esco – european salt company GmbH & Co. KG is an affiliated company. Esco was founded as a joint venture of K + S and Solvay in 2002, since 2004 K + S is the sole holder (esco - european salt company GmbH & Co. KG, 2016). Likewise, the Südwestdeutsche Salzwerke AG has a controlling interest in Südsalz GmbH (Südsalz GmbH, 2016). Aggregate and industrial minerals mining industry The aggregate mining industry in Germany is comprised of many small mining operations and relevant companies. According to the German Department of Economics (BMWi, 2015), the following industrial materials are classified as aggregates: fluorite, barite, kaolin, quartz and quartz sand, quartzite, silica, loamy and foundry sand, pegmatite sand, shale, clay, bentonite, schistose, limestone and dolomite, gypsum and anhydrite, basaltic lava and lava sand, gravel and split, pebble and silicic sand and peat."

"After nearly four decades of decline, the prevalence of coal workers’ pneumoconiosis (CWP, or black lung) in the United States has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of rapidly progressive disease such as progressive massive fibrosis (PMF) (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 U.S. coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85 percent) that had a normal radiograph on file to use as a baseline, 27 (17 percent) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84 percent) of the individuals in that study worked in Kentucky, West Virginia or Virginia, and 169 (88 percent) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern Kentucky. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, there has been some concern that these reports may overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression — such that effective interventions can be devised.The notable uptick in CWP and PMF rates among miners in central Appalachia has led to this region being called a hot spot for disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2014; Laney et al., 2017). While the geographic clustering has been well documented (Pollock et al., 2010; Antao et al., 2005; Wade et al., 2011; Wang et al., 2013), the root cause is still unknown. Leading hypotheses have focused on the relative amount of rock being cut along with coal in many central Appalachian mines, as there has been a tendency to mine increasingly thinner coal seams over the past couple of decades (Laney et al., 2010; Schatzel, 2009). This shift has likely been accompanied by changes in specific dust exposure factors, such as increased abundance of particularly harmful dust constituents (e.g., silica or silicates) or increased frequency of harmful exposures (e.g., due to work in more risky environments) (Pollock et al., 2010; Blackley et al., 2016; Cohen et al., 2016; Douglas et al., 1986)."

"Previously, Gibbs’ phase rule was applied to mass-balanced EH-pH diagrams for the Cu-As-S-H2O system. Diagrams were generated using the stoichiometry of enargite as a basis. In this study, the calculations were expanded to cover the stoichiometries of three other Cu-As-S minerals (tennantite, sinnerite, and lautite) and compared to enargite. Stability regions within the resulting EH-pH diagrams were found to change with stoichiometry such that a particular mineral would predominate if its stoichiometry was used in the calculation. Solution speciation was also found to vary, with thioarsenate being the best example. This stoichiometric effect helps to explain results reported in the literature and would be difficult to realize if it were not for mass-balanced calculations. INTRODUCTION A comprehensive thermodynamic review has recently been conducted on the aqueous copper-arsenic-sulfur system (Gow et al., 2014a-d). The free energies of over 100 species were collected from various authors and thermodynamic databases to produce mass-balanced EH-pH diagrams, using the thermodynamic equilibrium calculation software, STABCAL (Huang, 2014). The full database was listed and discussed by Gow et al. (2014A). Resulting diagrams were generated for enargite and confirmed with Raman spectroscopy using bulk mineral electrodes in order to identify reactions spectroelectrochemically. Theoretical calculations agreed well with the experimental results under alkaline conditions (Gow et al., 2014a), acid conditions (Gow et al., 2014b), and alkaline sulfide leaching conditions (Gow et al., 2014c). In this study, additional mass-balanced EH-pH diagrams are generated by changing the copper-arsenic-sulfur stoichiometry from enargite (Cu3AsS4) to tennantite (Cu12As4S13), sinnerite (Cu6As4S9) and lautite (CuAsS). Regions for the thermodynamically stable species are shown to change with the four different mineral compositions. Potential leach conditions, both for co-dissolution and selective dissolution techniques, were examined for differences in predominant species according to changing copper-to-arsenic ratios, sulfur compositions, and sulfur oxidation states."

Many remnants of gold exploitation in the Middle Ages were found in the Lower Silesia region. The oldest evidence of such activity was found in the neighborhood of Zloty Stok and comes from the 7th century. Mining of precious and non-precious metal ores has a great relevance in the late Middle Ages when advanced metallurgic technologies were mastered, that allowed to obtain gold, silver, lead, copper, zinc and arsenic from complex ores occurring in the oldest middle part of Sudetes. Historically it concerned the area of the Swidnica Principality and Klodzko County. Experience obtained in Freiberg, which is located close to the Lower Silesia, was used in the development of mining. A high level of mining and metallurgic technology was obtained in the 15th century that caused significant increase of production of the metals mentioned above. Unfortunately, the good time of Lower Silesian mining lasted only up to the 18th century; the notion of preservation of cultural heritage was unknown at that time. The Lower Silesian medieval mines were not in such a fortunate situation as the ?Wieliczka? and ?Bochnia? mines, which are operating to present-day, and which made preservation of the most interesting headings and objects possible. All these objects are now available for visitors. However, in the case of the middle Sudetes it seems that it is often sufficient to localize old shafts and headings on the basis of careful observations and old maps and carry out some earthwork to uncover medieval headings and objects of underground mining activity. They are often preserved in amazingly good state; this also pertains to mining devices. Another issue is of course the permanent preservation of that heritage and its possible availability for re-searchers and tourists. Some success has been achieved in that field (Zloty Stok Gold Mine is a good example), but also problems were encountered in many cases. The Lower Silesian Coal Basin, which has not been exploited for 10 years is an evidence that there is not a holistic conception of mining heritage renovation. Many attractive mining objects disappeared irrecoverably from the mountainous landscape of the Middle Sudetes despite common consciousness of their significance for cultural development of Silesia and other regions.

The rheological properties of mineral suspensions affect the design and operation of transport, mixing, size classification, grinding, gravity concentration, flotation and de-watering systems. In many cases, the rheological properties can be modified to improve processing through the addition of chemical additives. These additives may be either organic or inorganic and generally affect the state of particle aggregation or dispersion. Inorganic modifiers act primarily by affecting the surface charge of mineral particles and thus control the magnitude of electrostatic attraction/repulsion between particles. The action of organic additives (polymers and surfactants) is a combination of electrostatic and steric forces – the latter being related to the molecular weight of these reagents. While low molecular weight polymers are dispersants (viscosity reducers), high molecular weight polymers are likely to induce flocculation and increase yield stress.

The possibility of beneficiating a low-grade alunite ore from the Tuscany region of Italy was examined. Flocculation and flotation techniques were investigated to separate alunite and kaolinite from the ore, which also contained feldspar and quartz. Flotation was performed at pH 6.5 with oleic acid as collector and sodium silicate as dispersant. A concentrate containing 12% alunite with a recovery of about 65% and a concentrate containing 28% alunite with a recovery of 84% were achieved from the -38-µm feed samples containing 5.0% and 12.9% alunite, respectively. Poor recovery of alunite was achieved by flocculation methods.

PT Freeport Indonesia’s (PTFI) latest expansion has increased total mill throughput to 125kt/d (137,700 stpd). The most recent expansion included the installation of a semiautogenous mill (SAG) designed to treat more ore than any other single SAG mill currently operating in the world. Also included in the expansion were two large ball mills, rougher and cleaner flotation, including conventional and column cells, and a regrind circuit. All equipment is supported by a modern distributed control system. PTFI’s operations are located in the Ertsberg mining district of Irian Jaya’s Jayawijaya Mountains, the eastern-most province of the republic of Indonesia on the Island of New Guinea. PTFI, the operator, is owned by Freeport McMoRan Copper and Gold (81.3%), the government of Indonesia (9.4%) and private Indonesian investors (9.3%).

Few departments of mining, metallurgical or petroleum engineering in the United States have critical mass. Cost per student credit hour (SCH) in departments across the country are usually the highest among engineering departments, which are the highest on campus. Almost all departments are operating at fixed costs and enrollments could easily double without incurring much additional cost. However, the cost per SCH would remain unacceptably high and the probability of doubling enrollment is nil. Declining enrollment is a more likely future. The pressure to reduce SCH from university administration is unrelenting. And it has the potential for doing serious damage to program quality when standards and requirements are lowered in attempts to maintain enrollments and increase retention.

Ventilation is an expensive prerequisite for underground mining. Current mining trends, including increasing depth and mechanization and more stringent health regulations would generally dictate that more air volume is required in order to provide good working conditions underground. However, any increase in the mine’s intake airflow can produce a disproportionate increase in power consumption and hence operating costs due to the cubic relationship between the sup-plied air power and the airflow (Power a Flow3). Furthermore, forecasts of significant increase in energy prices and new commitments with regard to reductions of greenhouse gas(GHG) emissions, determined the mining industry to look into developing new concepts, design tools and incorporate the latest mining technologies in order to lower capital and operating costs while meeting commitments regarding GHG emissions. The advances in computing power and modelling software now make it possible to design, model and schedule a mine from opening to closure. A developing trend is to design and plan the mine by means of orebody modelling software, followed by using discrete-event simulation techniques to predict production rates and evaluate various operating scenarios throughout the life of the mine. The authors are currently evaluating how such process simulators could be adapted in order to forecast the need for materials or a specific resource, and one of these would be the mine’s “life-cycle” airflow demand as a function of scheduled production rates and mine operating characteristics. Further to this, based upon the mine’s life-cycle airflow demand schedule, the ventilation system could then be designed using a mine ventilation simulator. This new design approach would integrate in parallel the development of the ventilation system with the current mining conditions, therefore, heading towards “develop-as-you-go” as opposed to developing the system for final requirements with high upfront costs. This new ventilation system design criteria would also incorporate the use of the “ventilation-on-demand” technology, which will further lower development and production costs and implicitly, the mines’ GHG emissions.

Introduction Limestone injection work was completed in a 440-kW (1.5-million Btu per hour) pilot-scale combustor in preparation for a 50,000-kg/h (110,000-lb per hour) industrial steam boiler limestone injection test program. The main objectives were to: (1) identify the important variables that affect sulfur capture, (2) determine the maximum SO2 removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. A more detailed report is given by Lewis et al. (1985). The test program was divided into two phases. The objectives of Phase I were to determine the important variables that affect SO2 reduction and to investigate the effect of limestone addition on combustor operation and heat transfer surfaces. The objective of Phase II was to determine, using only the important variables identified during Phase I, the conditions that resulted in the greatest sulfur dioxide reduction. Phase I Test program Using one limestone, five variables were identified as having an effect on SO2 reduction. These are noted with their respective ranges: heat release rate [103 to 166 kW/m3 (10,000 to 16,000 Btu per hour-cu ft)], Ca/S molar ratio (0 to 3), flue gas oxygen concentration (3% to 5%), additive particle size [90% -150 µm (-100 mesh) and 90% -45 µm (-325 mesh)], and burner stoichiometry (SR = 0.75 and >1.15). A 2.3% sulfur northern West Virginia coal, pulverized to a nominal grind of 70% -75 µm (-200 mesh), was burned for the tests. The limestone used was obtained from a Maysville, KY, quarry and contained 51.75% (wt) CaO. An 11-run statistically designed program (plus three duplicates) was used to screen the five variables. The effect of limestone injection on the combustor heat transfer surfaces was determined by comparing the heat transfer rates through a slag panel and fouling probes during periods with and without limestone injection. Combustor operation was determined by noting any operating problems that occurred during the tests. Test procedure After furnace wall temperatures had stabilized at operating conditions, heat transfer surfaces (slag panel and fouling probes) and the convection section were blown clean, and a four-hour test was begun. In spite of the deflationary state of the minerals business today, there will be opportunities for those who can fulfill future needs. Since there are abundant supplies of ores and fuels to keep prices down, at least in peacetime scenarios, future needs may be as much political and social as technical and economic. Engineers and economists will develop new and innovative ways to find, mine, process and pay for mineral deposits. Pressure from governments and non-governmental organizations and the public will combine with market forces to provide opportunities for highly competitive, risk-taking enterprises who can leverage the qualities of their orebodies and employees by being good neighbors and partners.

Management is a major part of sustainability research. Many different aspects of sustainability have already received significant research attention, but the management processes in mining from the perspective of their impact on society are less understood and integrated as a holistic frame. It is evident that mining technology has received major blame in past ecological disasters and major mining-induced environmental hazards, but the management-mining process has escaped unscathed. This should not have happened. Instead, the management processes should share equal blame with obsolete technology for the failure to identify and monitor potential environmental hazards before their inception of mining. We will present an emergent style of management for the future of mining. It challenges the actual ?mind-set? of mining management. It describes balance and equilibrium: physical, chemical, and biological in nature as an understanding of nature?s language, which is Geomimic along side ?the bottom line?. The goal is to minimize loss instead of maximize profits (waste design) at the design stage of mining and to develop clean technologies (nature's values) to achieve non-social environmental impacts that provide a prosperous legacy to future generations.

INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.

The objective was to determine operating protocols for a lead and silver column flotation cleaner, being considered for installation at Sunshine Mining & Refining Co.’s Kellogg mill in Northern Idaho. In this column, tetrahedrite and galena were floated, and pyrite and other gangue minerals, including siderite and silica, were depressed. The procedure was to develop a dynamic simulation using a linear transfer function approach. The transfer function related cause and effect variables such as the influence of collector and depressant dosages on recovery and grades. Bench-scale flotation tests followed by pilot column testing provided the data used to develop a linear transfer function. The transfer function was derived using a spreadsheet. This model was applied to simulate how the flotation column could be made to respond to disturbances in feedgrade. The results were that xanthate, zinc sulfate, and sodium cyanide were found to be suitable controls for grade and recovery. Simulations showed the best sequence of manipulations of these reagents, and these sequences were useful for future operator training. The conclusion was that linear transfer functions were able to simulate lead and silver recovery, develop scenarios for operator training, and provide a foundation for future on-line control.

Before and during in situ mining at the Santa Cruz In Situ Copper Mining Research Project test site, hydraulic testing was conducted at injection and recovery test wells to characterize patterns of fluid movement in the 5-spot well field. Testing included borehole spinner flow meter surveys, single-well and multiple-well injection and recovery tests, straddle packer injection tests, and bromide pulse tracer tests. Results of hydraulic testing for determination of fluid flow regimes were used to modify well and mining zone hydraulics for the purpose of increasing fluid migration in flow pathways of the mining zone with higher copper grade.

The occurrence and distribution of organic sulfur in coals may be investigated using electron probe microanalysis, scanning electron microscopy, and optical petrography. A general relationship exists between macerals and organic sulfur contents in individual coals: sporinite, resinite = micrinite, vitrinite > pseudovitrinite = semifusinite = macrinite > fusinite. With increasing organic sulfur content of a coal, the total range in organic sulfur content between macerals containing high and low organic sulfur contents likewise increases. Furthermore, the organic sulfur content of the vitrinite in most coals equals the organic sulfur content of the coal. For any individual coal, organic sulfur contents of macerals correlate inversely with reflectance-in-oil measurements, but the amount the organic sulfur contents vary between macerals cannot be calculated based solely on the coal's rank. Formation of pyrite following peatification has no effect on organic sulfur contents of surrounding macerals.

With copper at its host depressed price in several years, producers are looking at every opportunity to cut costs in order to continue operating. Some of the measures that have been applied by different companies include reduction in manpower, high grading, and in some cases partial shutdowns. The most beneficial cost cutting measure implemented by Southern Peru Copper Corporation was to steepen the slope of the final pit limit from a conservative 37 degrees to an average of 48 degrees. By doing so, substantial cash outlays were saved. Southern Peru Copper Corporation (SPCC) operates two open pit copper mines and concentrators in the southern part of Peru, about 150 kilometers from the Chilean bordar. The Toquepala Mine went into production in 1960 and the Cuajone Mine in 1976. Both mines use shovel, truck and train operations. The trains, which haul ore to the crusher or waste to the dumps, are loaded either directly by shovels or by a transfer system. The Toquepala Concentrator treats an average of 43,000 tons per day and the Cuajone Concentrator an average of 55,000 tons per day. Concentrates are shipped via a 200 kilometer railroad to the port city of Ilo where the SPCC smelter is located. The annual production in the smelter from both mines is 290,000 tons of blister copper.

The Grangcold Pellet Process - for which patents have been applied or already granted in a number of countries - uses a hydraulic adhesive such as Portland cement, slag cements, pozzolanic cements, etc., for the production of cold bonded pellets. The idea of using a hydraulic binder for the agglomeration of iron ore fines is not new. Portland cement was proposed as an adhesive for cold bonded iron ore briquettes in patents granted more than 50 years ago (1). In a report on the briquetting of iron ore fines, published in Stahl and Eisen 1959 (2), it is stated that briquettes bonded with Portland cement are used on a small scale at on ironwork in Germany. According to the report, the briquettes showed excellent strength in the blast furnace although their general use was made impossible because they required a long hardening time, during which they are sticky, soft and difficult to store and handle. The Grangcold Pellet "recess has overcome this particular disadvantage by mixing the balls with a suitable amount of the balling concentrate before storing them. The pellets are embedded in the concentrate during storing in such a way that they are isolated from each other and thus prevented from sticking together to form clusters. Thanks to the embedding concentrate, the pellets are subjected to a more or less uniform pressure from all sides which does not deform them. Thus the mixture can he stored in a stockpile or in a silo until the pellets have hardened sufficiently. The concentrate is separated from the pellets by means of screening. The concentrate is returned to the balling operation and the pellets are either shipped to the blast furnace or stored for final hardening.
