or more than 50 years the Portland Cement Association has represented the United States cement industry in matters relating to the technology and use of cement and concrete. Interestingly enough, PCA?s emphasis has been on concrete and its uses rather than on Portland cement. The cement industry realized long ago that cement is basic and serves its fundamental purpose as an ingredient in concrete. Cement could never be successful if concrete were not. Work with the users and specifiers of concrete had to be done at its end point of application--in a building, bridge, dam, highway or home. PCA, over its half century of existence, has been dedicated to this job. I should like to talk to you today on the less technical side of concrete--what it has been--what it is today--and what it can offer in future construction. Concrete, in many forms, has a long background extending from such notable historic times as the Roman Empire. Here, concrete made from pozzolanic cement from the slopes of Mt. Vesuvius was used to construct the Coliseum, home of the Roman circus; for the Appian Way, the ancient forerunner of the Interstate system; and the miles of aqueducts throughout Europe, many of which still carry water. In the United States, the occurrence of underground mine fires/explosions continue to decrease; however, they pose great danger to the miners and any subsequent mine rescue teams and/or fire brigades. Tragically, 19 coal miners lost their lives in 2006 at fires or explosions. Fires/explosions can devastate a mine and cause its permanent closure. It is vitally important to obtain accurate information on the gas content (concentration and composition) of the mine atmosphere after the event so that appropriate action can be instituted to rescue any trapped miners while not exposing the mine rescue teams to unnecessary hazards. Additionally, the fire fighting techniques (spraying water, sealing, etc.) will be dictated by the gas content. Finally, the gas content will determine when it is safe to recover the mine. The gas content of the air can be determined using detector tubes, handheld instruments, portable instruments, or gas chromatographs. No single instrument is suitable for all analyses. Each type of instrument has its advantages and disadvantages. This paper discusses these attributes.

The nature, usage and comparatively rare occurrence of ball clay is described. The importance of these white firing plastic clays in ceramics, particularly in the production of industrial sanitary ware and tiles, is emphasized. The US deposits are briefly discussed. What is known about relevant deposits in Brazil, Argentina, Colombia and Venezuela (the four largest ceramic producers in South America) is also described. The ceramic plants have been sited near the centers of population rather than the plastic clay deposits. At present, extraction is probably concentrated on surface residual deposits and lenses which require minimum investment. Native plastic clays are used exclusively in the tile plants, but in sanitary ware, they are often used as extenders of imported ball clays.

Operators are often challenged with the management of water throughout the life cycle of a mine. High water levels can lead to physical or chemical instability of water-retaining structures. Operators need to predict changes in water levels to make timely operational decisions and plan for contingencies, particularly in remote legacy mines. A closed mine in northern Canada with no permanent on-site personnel had a simple water balance model that was effective for decades to inform annual water treatment operations. In recent years challenging water quality and more stringent effluent quality criteria has strained those treatment operations and led to more water being stored. Additionally, the region has experienced more precipitation and higher water levels, which have triggered emergency response activities. A calibrated probabilistic model was used to provide enhanced prediction capabilities and to identify key sensitivities in the water balance for monitoring. A several-year case study shows the value that this modelling tool provided for mobilizing personnel and performing response actions, particularly the inclusion of probability paired with forecasted pond water levels. Annual drawdown targets were subsequently established which provided more certainty in scheduling of annual treatment operations

Powder River Basin (PRB) mines were originally built to serve power plants designed specifically for their coal. Sulfur was the major concern, with BTU and sodium limiting the market for some. The Clean Air Act has extended the PRB market into plants converting from other coals. These new customers are more sensitive to constituents affecting boiler and precipitator performance. At the same time, the prospect of deregulation is forcing power companies to control cost more stringently than ever. Jacobs Ranch Mine has responded to the changing marketplace with an expanded coal quality and customer service program.

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. Cliffs views the process as extending from mine planning to cargo loading including auxiliary systems such as material handling and plant utilities. Process automation is recognized as an area that can provide significant improvement opportunities with less capital requirement than major flowsheet modifications. This paper discusses the development and results of a strategy to allow and promote implementation of process automation improvements at individual mines based on their economic priorities taking advantage of common systems and concepts for use at multiple mines where practical. Specific process control upgrade projects a Hibbing Taconite Company and the Empire Mine are reviewed in detail.

"Freeport-McMoRan’s Sierrita operations refines molybdenum disulfide in a ferric chloride leach to remove impurities. To understand bottlenecks in the leach process and the true capacity of the leach system, a cross-functional team was established to look at theoretical models, kinetics of the leaching process, equipment limitations and operational strategies. A series of in-plant tests were run which resulted in a road map for improved throughput. INTRODUCTION Molybdenum, a vital component in the steel industry, is often found in nature as molybdenum disulfide (MoS2). Molybdenum disulfide deposits can exist as standalone components in an ore body, or can also be found within copper porphyry nodes. Processing for these copper/molybdenum porphyry ore bodies involves a first stage of flotation to produce a bulk concentrate before separation of the copper and molybdenum concentrates in a second stage of flotation. In this second stage of flotation, a reagent is added to suppress the copper particles, while allowing the molybdenum disulfide particles to remain hydrophobic and continue to float. This separation is very good at keeping the molybdenum out of the copper concentrate; however a portion of the copper continues to float through the circuit. As a result, there is typically some amount of copper in the final molybdenum concentrate. This copper must be removed in order for the molybdenum disulfide product to meet product quality specifications. Once the raw molybdenum disulfide product has been made, a separate process must be applied to remove any copper, lead, or other impurities remaining in the concentrate. This process usually involves the selective leaching of impurities out of the bulk solid. Gupta mentions three specific types of leaching agents, sodium cyanide, ferric chloride, and hydrochloric acid for the removal of sulfide impurities. Sodium cyanide is useful for the removal of copper compounds such as bornite, covellite, and chalcocite.1 Sodium cyanide solution dissolves these copper compounds, and the remaining molybdenum solids are filtered to produce a pure molybdenum concentrate. Ferric chloride works similar to that of sodium cyanide, but is particularly efficient in removing chalcopyrite and galena compounds. These compounds are easily chlorinated at elevated temperatures, producing copper chloride and lead chloride, through the reactions presented below:"

"INTRODUCTION The characterization of groundwater hydrogeology is a common component in feasibility studies, geotechnical investigations and regulatory permitting for mining operations. The lithology at a location of interest may include several discrete water-bearing units; and the means of isolating each for testing can be accomplished through the use of inflatable packers. Consideration for testing during drilling program planning and communication between all stakeholders is essential to ensure that the Mine, Drilling Contractor and Hydrogeological Testing Specialist (Specialist) are ready to perform packer testing when the call is made to mobilize. Often, the notice to mobilize can be delayed and then occur with little warning due to the issues that can occur during drilling of very deep boreholes, as well as other factors. Hydrogeological investigation reports and journal articles generally discuss testing methods and results, with limited information available describing the planning and coordination of the field testing program, as evidenced by the lack of references cited below. The source of inspiration for the subject matter of this paper is grounded in the author’s past shortsightedness; with the hope that others not share similar misfortunes but experience success through thorough preparation for their future hydrogeological testing programs. The sections below focus on the planning stages of a field investigation using inflatable packers, including considerations for site specific conditions, designation of stakeholder responsibilities, and communication of testing expectations. Following these sections is a presentation of two examples of successful field programs and lessons learned in addressing problems encountered along the way. PRELIMINARY PROGRAM PLANNING & CONSIDERATIONS From the onset of planning for drilling programs, the Specialist should be in communication with the Mine to review plans and identify fatal flaws which could impede collection of hydrogeological data. Preliminary scope decisions can significantly affect the budget and duration of hydrogeological field programs and may dictate the means by which the field data is collected. The issues that need to be considered include the following factors. Testing Objectives The setup of the packer tool is dependent on the testing objectives. Is the goal to estimate bulk aquifer hydraulic conductivity or to identify discrete discontinuity hydraulic characteristics? Are groundwater samples needed? The answers to these questions affect selection of test interval length and what instrumentation might need to piggyback on the packer tool. Identifying the testing goals initially will provide adequate time to prepare packer equipment for mobilization. Borehole Size While inflatable packers come in many shapes and sizes, some sizes are more readily available and easier to procure on short notice. Packers for NQ and HQ size boreholes have been historically easy to procure and are commonly used in exploration drilling. Packer equipment is available for smaller holes, but it becomes more difficult to fit instrumentation down-hole as the borehole size decreases. This is particularly a consideration if collection of groundwater samples is required. In addition, risks of losing the hole or equipment downhole are greater for smaller boreholes. Larger boreholes require larger packers and clearly require more effort and heavier capacity machinery to manually manipulate due to the increased size."

Innovative mining technology came to Texas in the form of bucket wheel excavator/cross-pit spreader systems. Texas Utilities Mining Company put the first system to work at its Big Brown Mine in December 1985. The second such system was put into operation at the Monticello Mine in February 1991. The cross-pit spreader systems are mobile, electrically powered, excavation and conveyor systems, the principal components of which include bucket wheel excavators (BVE) and an across-the-pit conveyor (spreader). These crawler mounted machines operate as a unit; the BVE's excavate overburden, feed it via conveyors to the spreader which in turn conveys the material across the open pit and onto the developing spoil bank. The system at the Big Brown Mine is composed of 2 BVE's and an across-the-pit conveyor while the Monticello system is made up of 1 BVE and a spreader. The BVE's prestrip overburden preparing a dragline bench for the final removal of overburden. Numerous evaluations, including lignite production requirements, economics, overburden characteristics, rehandle reduction, spoil stability, and the compatibility with dragline operations, led to the selection of the cross-pit spreader system at the Big Brown Mine. The system has proven itself as a viable and economical means of prestripping. The system's success at the Big Brown Mine led to the development of a second such system at Monticello. The advent of the cross-pit spreader system is viewed by Texas Utilities Mining Company as a viable solution to recovering deeper lignite reserves in a safe and economical manner.

Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.

Planning the primary development of a mineral deposit usually is done only once during the life of a mine. As a consequence, not optimizing the primary development of a mineral deposit can cause disadvantages over the whole life of a mine and can lead to higher costs. As a contribution to an improved primary development design procedure beyond the already existing work a study of the identification and quantification of the influence of parameters on primary development based on operational data from working mining operations has been completed. Based upon such a quantification of the influence of parameters a sequenced decision model was developed, that enables to develop an initial concept for the design of the accesses from the surface based upon a few critical parameters. Such a model will not replace detailed planning work within a feasibility study, but it is intended to reduce the amount of planning efforts at an early project stage through providing information what are most likely economic solutions, based on simple rules.

Researchers at BCD Technologies and the University of Alabama have applied three statistical techniques to the information contained in a large database of measurements from a phosphate ore processing plant. The rust, Principal Components Analysis (PCA), replaces many measured variables with a few fundamental and un-correlated variables. The second technique, Projection to Latent Structures (PLS), is an extension of PCA that explores the relation between variables identified as either independent or dependent. The third technique, Cluster Analysis (CA), is applied to the results of the PCA or the PLS calculations, and identifies individual data clusters that represent uniform operating conditions in the plant. All three statistical methods can be seen as geometrical operations on the data viewed as points in space. A Viewer gives a corresponding graphical presentation of the data points. This paper describes the use of the above three techniques and the Viewer to explore part of the phosphate flotation database.

"One critical factor in mineral reserves reporting, as well as mine-reserves reconciliation, is the impact of dilution and ore loss in the mining process. This paper considers the implications of various factors on dilution and ore loss projections, by orebody geometry, mining method, and ore control systems. We also discuss the implications of resource estimation methodology on dilution for reserves. DEFINITIONS Dilution and ore loss are two critical concepts in mining, which address the differences encountered between modeled grade and tonnages and actual production. Dilution is volume increase and grade reduction caused by multiple factors, chief among which are mining of waste material along ore-waste contacts, mining of internal waste as ore, and misclassification of waste as ore in the ore control process. There are also geostatistical and estimation aspects sometimes lumped with dilution, including the volume-variance effect (the tendency for small volumes of material to include a less regular distribution of grade than large volumes of material). Ore loss is described as reductions of ore volumes in the mining process due to misclassification of ore as waste in the ore control process, exclusion of discontinuous mineralization from mining due to geometry or continuity, and mechanical losses in the mining process. Dilution is typically taken as an increase in tonnes of ore with no change in contained metal (and thus results in a reduction in grade.) (Some workers consider the likely grade of the diluting material as well, particularly in deposits with gradational grade boundaries—this will be addressed later in the text.) Ore loss is typically taken as a reduction in tonnes at average grade of the ore, and thus results in a reduction in both tonnes and contained metal. The Penetrating Cone Fracture (PCF) technology 1 is a new method of rock excavation developed by Sunburst Excavation, Inc. of Denver, Colorado. PCF is a rock excavation method which employs tensile breakage mechanisms under controlled conditions to enable the continuous excavation of rock?in underground and some surface applications. The technology has developed rapidly over the last two years to the point where it is now being prepared for commercial application in the mining and civil construction industries. The initial commercial application of PCF will be undertaken at the Perseverance Nickel Mine of Western Mining Corporation Limited in Western Australia beginning in May, 1994.

The emphasis in this paper is focussed on dry bulk car go or the same cargo converted to slurry form for ease of handling. It is this type of cargo which is of primary interest to the mining industry whose products it represents to a large extent. The design problems associated with the handling of liquid bulk and of unitized cargo are sufficiently different to be treated separately. This paper then will consider the port handling facilities of dry bulk commodities as part of a system consisting of (1) the movement of products to the port area, (2) the movement of products out of the port area and (3) the handling of products within the port area itself. Expanding within these three components of the total transportation system, the paper will discuss the various difficulties encountered concerning the mode of transport into the port area and the method of handling product from transport to stockpile. Secondly, and before discussing the port area itself and in order to complete the conditions under which the port must operate, the movement of products out of the port area will be covered dealing with such items as the accommodation of the ship, problem associated with the very large ships, optimum berthing arrangements and the need to consider the various costs associated with the vessel. Finally the paper will review within the port or interface area such items as stockpiles, method of recovery, inventory control and an outline of the common design difficulties encountered. In all cases the relative influence on the total transportation costs of each of these dry bulk transportation system components will be considered.
