Ground water inflow into a mine and the re¬sultant impact on district hydrology can be pre¬dicted on a site specific basis once the ground water flow systems at the site are sufficiently well under¬stood so that a valid conceptual model can be de¬veloped. Ground water flow systems are controlled by the hydrogeologic properties of the materials at the, site, including hydraulic continuity along flow paths, and boundary conditions. Preliminary delin¬eation of hydrostratigraphic units for conceptual models frequently can be based on surface water data; specifically, spring locations and the gain-loss reaches of streams. Quantitative predictions of mine water inflow and its impact on regional hydrology require col¬lection and analysis of numerous types of data. Hydraulic conductivity must be defined quantita¬tively both parallel and perpendicular to bedding as well as areally for each hydrostratigraphic unit. The characteristics of the Davis shale in case his¬tory number 2 illustrate this concept very well. The storage characteristics also must be determined for each hydrostratigraphic unit and the potential or hydrostatic head should be quantified vertically and areally for each unit. The potentiometric measure¬ments in the Bonneterre Formation as discussed in case history number 2 illustrate this point. The data collection and data analysis techniques constitute the weak link in the analysis of mine inflow and district impact. The technology for char¬acterizing a mine site in the field has lagged behind the technology for mathematical simulation; we at¬tribute this development to the fact that computer modeling is relatively inexpensive compared to field data collection and analysis. On-site tests provide the best means of quan¬tifying hydraulic conductivity parallel to bedding and the storage characteristics of the unit. Pump tests with multiple observation wells provide the best information from on site tests. Hydrogeologie boundaries can be located from such multiple well tests. Multiport piezometers provide a means for determining the vertical potential in a single borehole. Borehole geophysics can facilitate the def¬inition of hydrostratigraphic units. Vertical hy¬draulic conductivity is difficult but not impossible to quantify with existing field test methods; labo¬ratory tests of cores fail to give a value represent¬ative of the field situation. The storage characteristics of a confined (artesian) hydro¬stratigraphic unit can be difficult to quantify when pumping changes the confined unit to an uncon¬fined (water table) case after depressurization and dewatering. Transmissivity and storage coefficient can be approximated to some extent for given field con¬ditions by computer modeling if enough is known about hydrogeologic boundaries. Modeling can be used in a trial-and-error approach to match transmissivity and storage coefficients to existing water level data corresponding to estimated discharge rates. A solution can also be obtained using a tech¬nique referred to as the inverse method. Unfortu¬nately, such a solution is seldom unique. Fracture flow models exist but practicality usu¬ally necessitates reversion to a basic Darcy flow model. Data requirements for fracture flow models could be difficult to fulfill where fracture aperture, spacing, orientation, and length are required. Ob¬taining such data at depth prior to mining would be impossible for any mine simulation in fractured media. We are of the opinion that most fractured media simulations can be accomplished using con¬ventional Darcy flow models by viewing the field problem on a macroscopic scale. The real challenge is to delineate hydrostratigraphic units properly in the field. The question of whether a broken-up fault zone is an aquifer or a barrier boundary is seldom simple. The fractures usually can be treated as an equivalent porous medium in either case. Only a few techniques exist for predicting un¬derground mine water inflow. These techniques fre¬quently are designed to evaluate shaft or tunnel inflow under steady-state head conditions in a sin¬gle layer rather than in multiple hydrostratigraphic units. The Alligator Ridge mine is a near-surface gold mine located in a remote area 113 km (70 miles) northwest of Ely, NV. The deposit was discovered in 1976 by a lone prospector working under a grubstake contract for Amselco Minerals Inc. Evaluation of mine potential proceeded quickly. Favorable drilling results led to feasibility and mine design studies by the end of 1978. Mine construction began in early 1980. By September of that year, the process plant was fully operational. The first gold was poured a few months later. Alligator Ridge is designed to produce 1.9 t (60,000 oz) of gold each year. The projected mine life, based on proven reserves, is to mid-1988. However, Amselco is actively conducting exploration nearby for additional reserves to extend the mine's life. Amselco, a subsidiary of the British Petroleum Co., is based in Denver, CO. The company is mine operator and jointly owns the project with Nerco Minerals Inc., a wholly-owned subsidiary of Pacific Power and Light. Alligator Ridge is Amselco's first US mining operation. Geology Alligator Ridge, so named because it appears in outline to be an alligator at rest, contains disseminated micron gold embedded in iron-streaked siltstones. Although definitive conclusions have not been drawn on age and origin, the gold ore bodies are probably young by geological standards. They were formed in a recent volcanic period still evidenced in parts of Nevada by geysers and hot springs. As these superheated solutions rose through the permeable siltstones, they deposited minerals in the rock and formed the present gold ore bodies. During 1977, an extensive soil geochemical sampling program with additional geologic mapping and outcrop sampling were conducted. The results generated several drill targets. Initial drilling was performed in November and December 1977, and ore grade mineralization was encountered in the first drill hole. The Alligator Ridge mine is unusual in relation to other and more recent western US mineral discoveries in that it occupies an area that had no previous mining history. The ore deposits are hosted in upper Paleozoic sedimentary rocks that consist predominantly of a thick carbonate sequence. The main ore host is the Devonian-Mississippian Pilot shale, which occurs locally as a sequence of thin bedded calcareous, carbonaceous siltstones and claystones. The maximum observed thickness of the Pilot section in the mine area is about 140 m (460 ft). Rocks in the Alligator Ridge area have been folded into a series of low amplitude anticlines and synclines that strike north-south and plunge to the south at about 20°, with limbs that dip nearly 20°. The folds have been truncated and deformed by later high-angle faults that generally strike northwest. Although multiple stages of movement are evident on the fault systems, the youngest period of activity is along the major northeast trend. The predominant structural pattern in the area is of the basin- and range-type high angle normal faults. Alligator Ridge is actually a horst block between two basin and range faults. Vantage Ore Deposits There are three principal ore deposits within the Vantage Basin and several smaller satellite mineralized areas. The three Vantage deposits are encompassed in a mineralized zone that covers an area 915 m (3,000 ft) long and 305 m (1,000 ft) wide. All mineralized zones have been outlined by more than 600 rotary drill holes, with an average depth of 150 m (500 ft). Mineralization occurs in both carbonaceous and oxidized rocks. The carbonaceous gold-bearing material is not amenable to current heap leaching practice. Therefore, only oxidized ores are now treated. The carbonaceous gold-bearing material is segregated and stockpiled as it is encountered during mining. Introduction Minicomputers have been gaining acceptance in mining. Low cost interactive processing and plotting can now be controlled by geologists or engineers needing rapid solutions and specialized mining software in formats that allow noncomputer personnel to readily interact with computer processes. User-oriented programs maximize the use of interactive display features and graphics, as shown by the HP9845 minicomputer, a unit with portability, processing power, graphics capabilities, capacity, and peripherals such as plotters, digitizers, disk drives, and printers. Application Coal exploration projects require that much effort be spent determining coal volumes within trial pit limits. This determines a prospect's viability and potential. Adapting volume calculations to a computer has been limited, since it was difficult to create reasonable representations of complex coal seam geometry with a digital process. So many of the simple mechanical procedures needed to produce pit reserves are still performed manually by geologists and engineers. But with new minicomputers and their interactive graphics, it is now practical to accurately model complex structures without tedious calculations. GEOSEM (Geomin Seam Oriented Exploration System) is a computer system designed to analyze coal prospects. The system shows how a coal prospect, with complex geology, can be quickly analyzed, modeled, displayed, and evaluated for mineable reserves. Its interactive graphics allow rapid visual presentation of data, high-speed tabular reports, and precision plotting. The system is most effective when used by a geologist or engineer who selects the required operations and specifies relevant parameters via screen and keyboard interaction. Rolling Hills The Rolling Hills prospect represents a typical Rocky Mountain coal deposit. Enough geological interpretation has been done to show a complex system of block faulting with coal seams following synclines of stratified lithologies. With the completion of initial drill hole exploration, questions arose concerning coal volumes and strip ratios involved with various pit limits. Quality information had been gathered on the coal intercepts. It was decided that coal vol¬umes and pit designs were of prime importance. The objective was to enter and display data, create a computer model based on interpretation, develop pit designs, compute seam/ waste volumes, and report various contents. The project, begun by entering data in the GEOSEM system, was completed in several days. Data Entry For modeling, the prime information was seam identity and drill hole intercept. Other information-rock type, Btu rating, and percent of ash, sulfur, and moisture-was also available. It, too, was entered into the data base through the computer keyboard and then reported, verified, and corrected. Various reports can be produced, according to user specified sort parameters. For example, from an analysis of available data, only 14 intercepts could be found with Btu value greater than 8000 and sulfur content less than 0.4%. The sort option can also be used prior to entry into the analysis routines. Data Analysis Though the objective was to create a seam model and compute reserves, it became necessary to project quality information into unsampled areas. Statistical analysis was then war-ranted. A typical analysis correlated the lack of relationship between percentage of ash and Btu. Although histograms were also produced, these typified a lack of samples and "ragged" distributions. A geostatistical analysis was also applied, showing the results of computing a 2-D variogram on the largest coal seam. Results showed an average range of 18 m, with a poorly defined variogram. Data Display and Drafting Scaled plans and sections were required so seam locations could be compared to hand drawn interpretations and drill coordinates verified. At the same time, topography could be interpolated from collar elevations to determine whether surface control points were needed for better definition. In addition, a new set of 50 final-scale drawings were required, showing new drilling information. By using the computer screen as a "scratch pad" device, various sections were displayed and then plotted on a drum plotter at the desired scale for overlay on original sections. Agglomeration for the heap leaching of gold and silver ores is the process of attaching fine ore particles-less than 150 µm (100 mesh)-to coarser particles. The fines are thus immobilized and uniformly distributed throughout the heap. This is needed to make heaps more porous and uniformly permeable to the flow of a leaching solution. This article describes liquids and binders used to form agglomerates. Agglomeration techniques and equipment are also described. These include drum and disk agglomerators, stockpile and belt agglomeration, and the use of vibrating deck and reverse-running conveyors. The need for agglomeration The main reason for agglomerating heap leachable ores is to prevent percolation problems in a heap. This is different than pelletizing iron ore. In the latter case, the purpose is to bond very finely ground material into coarser, strong particles. These particles can then withstand the rigors of transportation and the loading forces in a blast furnace. Most percolation problems in heaps are caused by the segregation of coarse and fine particles during heap construction. This segregation creates areas with significantly lower permeability because fines plug the channels between coarse particles. Consequently, the leach solutions are subject to channeling, following the path of least resistance. They percolate downward through the coarse ore areas and bypass or barely wet areas that contain large amounts of fines. This results in lower extraction, longer leach time, and higher reagent consumption. Permeability problems in heap leaching are compounded because of the vertical migration of fine particles after the heap has been built. These fines eventually accumulate in pockets or layers and impede uniform solution flow. The fines move because they are not attached to a coarser particle. Moreover, the sluicing action of leach solution flowing over the surface of particles may break the bond between fine and coarse particles. Some fines are also created by the decomposition of ores after being wetted. Percolation problems are minimized if the fines can be attached to the coarser particles. Fines are thus uniformly distributed and rendered immobile within the heap. Heinen (1979) conducted comparative tests of nonagglomerated and agglomerated gold and silver ores. He showed that percolation rates through agglomerated material usually are improved by 10 to 100 times. This reduces leach time for economic recovery to less than one-third of that for nonagglomerated material, and total recovery may be increased. Cyanide consumption is also reduced in most cases because of the shortened leach time. Even run of mine (ROM) ore should be agglomerated. This can be achieved with moderate success by passing each truckload of ore under a water spray to bring total moisture of the ore up to about 8% to 10%. The ROM ore will mix when the ore is dumped, when it cascades down the slope of a heap, or when it is pushed up with a dozer. Overall, agglomeration allows low-cost heap leaching technology be applied to gold and silver ores and tailings that could not be economically processed by conventional methods, according to Phariss (1982). How agglomeration works Agglomeration means that the clays and fine particles contained in the ore adhere to the coarser particles. This creates a coating of fines around the coarse particles. When the ore has few fines and the percolation problems are not severe, the addition of a liquid may be all that is necessary to make the few fines adhere to coarser particles. However, when the quantity of fines is substantial, e.g., +10% -75 µm (-200 mesh), a binding agent may be needed. Screens serve several important functions in CIL and CIP processes for gold extraction. One important screen application known as interstage screening allows slurry to be continuously transfered through a series of CIL or CIP tanks while retaining activated carbon in the tank. In some cases, this has been accomplished by using airlifts to carry slurry containing activated carbon to an external screen which separates carbon as oversize and returns it to the tank by gravity. The undersize slurry advances to the subsequent tank. More recently this has been accomplished using launder screens and Kambalda type screens. These are essentially static screens that rely on air blasts or mechanical sweepers to clear carbon away from the screen surfaces.

Analysis of Coal Pillar Stability (ACPS) software, released in 2018, integrates numerous empirical pillar design techniques. The ACPS program incorporates methodologies originally available as design tools from the National Institute for Occupational Safety & Health (NIOSH), including Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Analysis of Multiple Seam Stability (AMSS), and concepts including Coal Mine Roof Rating (CMRR), the Mark-Bieniawski pillar formula, and pressure arch loading. The design methodologies that are the basis of ACPS were developed via analysis of significant amounts of real-world data and have been standards of the United States coal industry for decades. While there are empirical factors built into ACPS, making it ideal for use in U.S. coalfields, the concepts in the program have proven to be applicable in variable mine settings, and the software was developed to allow for user-based, site-specific modifications of key design inputs. Application of ACPS to cases outside the regions for which it was developed must be approached carefully, and continuous development of site-specific data is mandatory. A case study is presented involving the application of ACPS to assess pillar stability and assist future design for an underground lignite mine in Eastern Europe. Assessment of in-mine observations, review of the geology of the lignite mine, and evaluation of specific conditions associated with a failure event resulted in “calibration” of key input factors to ACPS. Scenarios evaluated with ACPS suggest that pillar strength and overburden depth are key factors for the determination of pillar stability and design in future areas.

Over 25 years ago, SKEGA pioneered the use of rubber linings in grinding mills and rubber is today widely accepted and almost standard material chosen for Regrind -and Secondary Mills. There are, however, only a few Primary Mills in operation with "solid" rubber linings because available materials and designs are often not cost efficient in comparison with steel alloys on a cost per ton basis and/or downtime for liner replacement would be too high.

This article concludes a two-part series on the safety, technology, and economic impact of eliminating safety fuse from metal and nonmetal mines. Discussed are the consequences of fuse abolishment, the technical feasibility of changing to an alternative system, and an economic analysis of initiation systems. Last month, part one (ME, pages 31-35) described current use of initiation systems, incidence of accidents, and consumption values for safety fuse and other initiation systems. Consequences of Fuse Abolishment Cap and Fuse Manufacturers Two major safety fuse manufacturers, Ensign Bickford and Apache Powder Co., share the US fuse market. Marketing of Ensign Bickford safety fuse is done by Dupont. Dupont manufactures electric caps as a main product and recently introduced a new nonelectric initiation system (Detaline). Therefore, Dupont would be only slightly affected by the elimination of safety fuse from metal and nonmetal mining. Ensign Bickford, though a larger manufacturer of fuse, does not appear to emphasize the safety fuse market. In fact, safety fuse sales represent only about 10% of Ensign Bickford's total sales volume. Ensign Bickford is strongly pushing its Nonel product. It appears, therefore, that the elimination of safety fuse would have a limited effect on Ensign Bickford, and could ultimately be to the company's advantage. Apache Powder Co., however, would be seriously affected if safety fuse was eliminated. Safety fuse, although not its only product, constitutes a major source of revenue for the company. It currently does not manufacture a substitute product. Apache Powder Co.'s manager agrees that prohibiting the use of safety fuse would result in a greater market share of initiators for Ensign Bickford. Hercules could also benefit from the prohibition of safety fuse. Metal and Nonmetal Mining Industry According to an explosive company contact, elimination of safety fuse by a mandatory regulation would force some of the small, marginal mines out of business. Another powder company representative believes that eliminating safety fuse will result in uneasy situations for small operators not familiar with other techniques. These operators try to minimize the costs and traditionally like safety fuse. He believes that insufficient proof exists to substantiate the overall safety increase if the fuse is eliminated. Fuse manufacturers and distributors disagree, then, about the impact of safety fuse elimination. However, they tend to agree on some important points: • Safety fuse can be a safe method if applied properly. • Electric blasting can be dangerous due to stray currents, and may have higher misfire rates than safety fuse. • It is very difficult to compare the rate of misfires and partial round failures for different systems. This is due simply to the nonavailability of such data. In many cases, the misfires are not even reported to the shift boss, as required by regulations. • Safety fuse has high acceptance in certain applications, such as a face where Nonel or detonating cord are used, or in open-pit blasting. • The safety fuse industry appears to be phasing out on its own. It is expected that the fate of the safety fuse market will be similar to that of black powder. An investigation by Nitro Noble of Sweden "clearly states that the diminishing use of safety fuse has considerably reduced the accidents in Swedish mines." Mine Data Acquisition and Analysis As a part of the study effort, visits were arranged to 24 metal and nonmetal mines. In most cases, underground visits were accomplished. At least one drilling and loading operation was witnessed. The mines were grouped into four mining areas: Wyoming, Montana, Idaho; western Colorado and eastern Utah; Missouri; and southern Arizona. Of all mines visted, the safety fuse system was used in 11 mines, electrical system in seven, Nonel in five, and the Hercudet system in one surface mine. At each mine, the manager, foreman, and blasting crew were interviewed for information and opinions. Besides informal discussions with mine officials, a questionnaire was also filled out for each mine. Due to the extensive length of the information gathered, these data are not presented here.

During last year's AIME meeting in New Orleans, Deepak Malhotra and I were discussing some of the topics that would be presented in this Symposium. It seemed appropriate that along with papers on specific reagent and flocculant types, we should address research management aspects of new product development. This development is a long, arduous task that requires a significant technical and fiscal commitment by the chemical company and potential users. A flow chart depicting the research process is shown in Figure 1. The sequence of events are plotted on an undefined time line. Our experience has shown that it takes 3-5 years to complete a typical reagent development project. A new project starts with an idea of how to do something better. The ideas range from relatively simple product modifications to opportunities created by technological change. An example of this is the use of flocculants in tailings operations to close the water recycle loop. The change was brought about by the need to conserve water and comply with environmental statutes. The result was the development and wide-spread use of synthetic polymers to help in solid-liquid separation. More recently the ups and downs of oil prices have led to development of coal water slurries as an alternative to fuel oil. The slurries contain high levels of chemicals (up to 3%) to insure proper stability and burn characteristics. There are technical changes under way right now that may lead to ideas for other new products. One exciting source of new technology is the ability to manipulate genetic material of microbes to select for specific capabilities. This has evolved by leaps and bounds over the past 5 years. Biologically assisted leaching and removal of wastewater impurities are two possible end uses. I'm sure that there are many others. The ideas can originate anywhere and are often half-baked at first, but to lead to new products they must be refined to provide project definition and eventually a research plan. A chemical ,development project cannot be started without approval to commit the company's resources. The internal selling job is often very difficult. The company must see clear financial benefits in order to launch efforts that may not pay off for many years. It is critical to project the total market, profitability, eventual market share, and timing of introduction of the new product. There is much uncertainty in this and the research manager is often skating on thin ice to retain his credibility. Once we obtain support from upper management, the research team is assembled to start the project. The teams generally consist of organic chemists, research metallurgists, and technicians. They have access to analytical scientists and technicians for surface and analytical chemistry. The projects are often augmented by help from university staff and consultants. This is particularly true where there is a need to develop fundamental understanding of the technology in addition to synthesis of chemicals. The project now proceeds along two lines. First, there is an emphasis on understanding the prior art. Extensive literature and patent searches are undertaken to provide research leads and to keep from "reinventing the wheel" and infringing on someone else's patent. The scientists and technologists are qualified to conduct computer-assisted library searches. This process usually uncovers 80-90% of the relevant information. The remainder is very much harder to get and requires the help of professional library search staff with scientific backgrounds. Along with literature searching, the team begins synthesis of new compounds. These are screened by use of techniques such as microflotation or filtration in a Buchner funnel. The scientists are looking for the direction of response as they modify structural features . Inevitably, a large number of candidates reach the next stage, a laboratory bench test. At this point it is possible to set up a research plan and use project management techniques to monitor progress. The bench tests are conducted in larger equipment, usually requiring 100-1000 grams of test substrate. Typical laboratory flotation tests are run in Denver or Wemco cells.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. Before discussing minicomputer software for the mineral industry, it is helpful to explain some of the computer program terminology. Most of the terms are the same as those applied to large computers. A computer system consists of a machine (hardware) with electronic and mechanical components and instructions (software) that define its operational logic and sequence. This logic is described by sets of commands grouped into programs. Each program has specific objectives related to the computer's operation and to production information from computer data that are input and processed. Software, therefore, is a general term applied to any type of computer program. Instructions to the computer are communicated through languages that convert logical and arithmetic statements into machine operations. The languages may consist of statements resembling mathematical or logical phrases understandable by humans, or they may be coded statements with no apparent resemblance to spoken language but readily understandable by the computer. Computers also translate higher level languages such as FORTRAN or COBOL into machine languages using other programs called Compilers. Programs written in these higher level languages are generally called source code. However, programs written in computer assembly language may also be called source code. The compiled version of the program after it has been translated by the compiler software is called object code. Programs used to "instruct computers how to be computers" are generally called systems software. They relate more to computer operation than to producing externally usable results. Programs producing information for many users-engineers, accountants, managers-are termed applications software. For the most part, applications software is the principal concern of the mineral industry. Programs are developed to fit user requirements as interpreted by programmers. Programs vary in quality, precision, efficiency, accuracy, and complexity, depending on programmer skills and abilities and programming decisions forcing design tradeoffs. A well written program should have speed, efficient use of available hardware resources, accuracy, and an inherently logical structure that aids documentation and subsequent modifications. Programs developed to fit specific requirements are termed customized software. A program organized and prepared for general commercial use is called a package, or a software package, and includes documentation for program use. A form of customized software that takes an existing program or package as its starting point and modifies it is called a customized package. A minicomputer program can be stored on computer cards, standard magnetic tape, magnetic cassette tape, floppy disk, or hard disk. The software purchaser or lessee may select one or more of these media when specifying a program in a software contract. Supporting documentation may include a listing of the program instructions linkages, hardware and storage resource requiremnents, flow charts, and programmer and user manuals. The purchaser must carefully make and clearly understand specifications for media and format of program delivery. This assures that delivered software is compatible with the intended hardware. Mineral Industry Attitudes Toward Computer Software The mining industry has traditionally been conservative concerning computer applications. Furthermore, large computer costs have made these systems accessible only to large companies, for the most part. But in the past few years, mining software systems developed at schools such as Pennsylvania State University and Virginia Polytechnic Institute have gained wider acceptance in the mineral industry. More mining engineers now have academic training in computer application, and computer use is now more acceptable to the mining industry. Mining managers in decisionmaking positions are faced with a new generation of computer technology resulting from the rapid evolution of minicomputers. Not too long ago, manufacturers such as Digital Equipment Corp., Data General, and Hewlett-Packard were considered newcomers. They are now established companies. In addition, Apple, Radio Shack, Commodore, and others have emerged in the growing microcomputer industry. So the mine manager or mining executive now has more options. Mining Software is Limited Along with the rapid evolution in hardware development, much general purpose software is now being developed for minicomputers. The 1981 Apple Software Directory can be obtained for about $14; Radio Shack published the Application Software Source Book in three volumes for $1.95 each. Brochures describing software can be obtained for other minicomputer manufacturers by contacting local sales representatives. Hewlett-Packard software can be obtained and exchanged through HP user's groups. Manufacturers' programming staffs are generally concerned with developing applications software. In some instances, manufacturers will recommend software developed by their hardware users. Until now, however, software development for mining applications has been minimal. This should not be surprising, since software development traditionally lags hardware development by several years. Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

The basic theme of this symposium and panel Is Rotation Pads: Are They Optimized? There Is a. reason for phrasing the title In the form of a question. There Is not only the technical competency which we must address; there Is the operating philosophy that must be evaluated on the part of both the customer and the supplier. Customers desire reagents which are trouble-free and capable of providing that extra amount of selectivity or recovery. When they receive ft, after the supplier has provided several years of Internal research, one of the first concerns/complaints Is the price of the product. This has a tendency to rapidly reduce a supplier's support level In the future. Suppliers are equally guilty from another perspective. When they approach a customer to Introduce a product, they often attempt to market by offering only a price Incentive. They then wonder why a customer doesn't respond Immediately to the incentive. They are often oblivious to the fact that the reagent cost is such a minor aspect of the operating budget, and the customer has many more pressing problems on a day-to-day basis In comparison to the reagent cost. We need to establish the understanding that reagent cost Is an Inconsequential cost of operation, and yet has such a disproportionately high Impact on the success of the entire operation. This understanding Is required by both the customer and the supplier. We say to each other,' why are we discussing this since this has been obvious for some time?' The reason is relatively simple in that we talk about it, acknowledge it, and yet we do not adhere to it. The supplier provides a product along with test data containing statistics, analysis, recovery, grade and cost calculations while most of the time ignoring the operating technique which must be applicable In the plant In order to optimize the product. He expects the reagent to be substituted In the plant for the existing reagent and ft works or does not work after trying several variables. The operating management Is equally guilty, In order to best explain this to both the customer and the supplier, ft becomes necessary to review the basic purpose of the major reagents utilized In flotation. A collector is basically to Impact selective, maximum water repellency on the surface of a particular mineral, The frother has the purpose of providing a chemically stabilized membrane on the surface of the bubble at the air-water interphase. This, then, provides a host environment for the attachment of the collector-coated mineral to a bubble. The depressant functions In the reverse of the collector and must demonstrate the same or greater degree of selectivity than expected of a collector. The key area which has been Ignored Is the rate by which these reactions occur and Interrelate. This has a very specific effect on the operating technique and the compatibility of the chemistry, equipment, and the operator himself. Researchers, suppliers, and customers provide reams of data to demonstrate how their products or design produce, for example, higher kinetics, more selectivity, or more recovery. The Information is often true. After all, we are all learned men and laboratory and actual plant data do not lie. However, we must remember the theme of this symposium and panel: Flotation Plants: Are They Optimized? and Optimizing of Flotation Reagents? The direct, honest comment to the two titles is very simple. OF COURSE THEY ARE NOT The plants, equipment, and reagents had better not be optimized or else we are in trouble. The Issue of this panel discussion is to approach this subject from a slightly different or perhaps mainly Ignored aspects of optimizing reagents in flotation. When we have reagents which provide higher kinetics, more selectivity, and better recovery, how do we use them? Since each reagent has a different physical characteristics of froth, rate of recovery, volume effect on the compatibility of equipment, and many more aspects too numerous to mention, the question which has been severely Ignored Is, 'What degree of study and cooperation by both the supplier and the operating management has been conducted In order to prepare the operator for maximizing the performance of a reagent In relation to the rest of the system?" Prior to testing a new reagent, how much time Is spent to bring the actual operator(s) Into the program to make them feel part of the program? How much time is spent explaining to the operator on the float floor how to possibly take advantage of a reagent with faster kinetics or one which Is Inherently more selective? What

The current financial state of the mineral industry, in general, is bad. Economic prospects for improvements in the near future are uncertain. What will improve mineral investment economics so the mining industry can return to a more normal (in terms of past experience) production level? Basically, mineral commodity prices must rise. They must rise to economically justify reopening closed mines and for management to seriously consider expansion or development of existing and new mines. With the worldwide economy depressed for more than a year now (longer for most segments of the mineral industry), supply/demand relationships for mineral commodities are such that prices are depressed-except for precious metals. In investment analysis of the economic potential of existing or new investments in any industry, product price generally is one of the key parameters having great impact on the economic viability of projects. Petroleum and synfuels industry development contracted last year for the same product price reasons that have brought mineral industry development to a standstill. Much of the new mine development activity now underway or in the serious planning stages around the world involves precious metals ore body development simply because precious metal prices are high enough now or are projected to be high enough in future production years to give overall satisfactory project economics. It will take significant improvement in nonprecious metal mineral commodity prices in 1983 to develop significant new mine investment interest except in very high grade ore body special situations. Mineral Investment Decision Making Before progressing further with the discussion of mineral investment considerations for the coming year, it should be emphasized that mineral investment decision making-like all industry or individual investment decision making does not relate just to economic considerations. Investment decision making should and generally does involve three analyses: • Economic analysis • Financial analysis • Intangible analysis Economic analysis evaluates the relative economic merits of investment situations from a profitability viewpoint based on discounted cash flow analysis of projected investment revenues and costs. Financial analysis, on the other hand, refers to where and how the funds for proposed investments will be obtained. Regardless of the project's economic potential, if you can't finance it, the project will not be done. Intangible analysis considers factors affecting investments but which cannot be quantified easily in economic terms. Typical intangible factors are legal considerations, public opinion, goodwill, environmental and ecological impacts, and regulatory or political considerations, to name a few. New mine development investment decision making in the US has been impacted heavily by intangible considerations in the past decade and will probably continue to be impacted by them in 1983. There is a common tendency in literature and management practice to interchange the terms economic analysis and financial analysis. This often leads to confusion about the rationale for investment decisions. For example, in the past year a majority of companies in all types of industries cut back budgets for new projects. Often this was done not because new project economics were unsatisfactory, but because cash flow from existing operations was reduced compared to previous years due to the recession, and debt service requirements were high from existing loans so new borrowing was undesirable. For financial reasons, in other words, many projects were shelved last year. That included some precious metal mining projects and many petroleum projects. Many other projects were shelved for economic reasons (sometimes combined with financial reasons in the case of marginal economic projects). New mine development for copper, lead, zinc, molybdenum, iron ore, and synthetic fuels are a few examples. Economic Uncertainty and Financial Considerations Mineral project analysis has always involved a lot of uncertainty with respect to determining ore grades, tonnage of producible reserves, operating and capital cost projects, and mineral commodity prices estimates. The wide swings in mineral commodity prices in recent years and the almost impossible task of projecting future prices with any degree of confidence or accuracy concerns mineral project investment decision makers. In developing a new copper or silver mine, it is not today's price of copper or silver that is relevant to economic analysis of the mine, but what the price will be during the producing years. There is no way to avoid projecting the escalation (or de-escalation) effects on revenues and costs. To analyze a project in terms of today's dollar revenues and costs implicitly assumes that escalation will not change today's project costs and revenues; or that, if they do change, the project economics will be unaffected by the changes. This often is not the best or even a realistic assumption. The inherent uncertainty associated with historical mineral price swings is exacerbated in 1983 by the uncertainty of when

The Eldorado Epidemiology Project formally began in late 1978. It consists of a retrospective cohort study, to be followed by and to leave in place the mechanism for a prospective cohort monitoring program. These present and future activities are intended to merge into one another. The current study includes all Eldorado employees past and present for whom records are available. The objectives of the undertaking are - 1) to obtain cause-and-effect, dose-response data with which to evaluate the risks to workers in radon and radon daughter containing atmospheres, and to provide additional quantitative information on which to base possible improvements in working conditions; 2) to identify any dead employees of E.N.L. whose cause of death suggests that a potential compensation claim right exists for their survivors, and to similarly identify living ex-employees of E.N.L. whose work histories and states of health suggest potential compensation claim rights. The nature of the study has been determined by the history of Eldorado, which will be described briefly. Eldorado began (as Eldorado Gold Mines) in the late 1920's, operating relatively unsuccessfully in Manitoba. In 1930-31 the emphasis shifted from gold to uranium, and what became the Port Radium mine was first staked. From the very early 1930's until 1942 the company's purpose was almost entirely devoted to the mining of pitchblende - uranium ore - from the Port Radium site, and the extraction of radium from this ore at the Port Hope refinery in Ontario, a process from which the uranium was a largely stockpiled byproduct. In 1942 the company was requested by the Canadian government to accelerate the production of ore, and of uranium. At the same time, all its stockpile of uranium (then being stored in silos as a "waste" product which might later "come in") was acquired for the Manhattan Project. In 1944 the company shares were bought by the Canadian government and the company itself became Eldorado Mining and Refining (1944) Limited; it has operated as a Crown corporation ever since. The name was changed to Eldorado Nuclear Limited in 1968. The Port Radium mine was closed in 1960, and since 1953 the Beaverlodge uranium mine complex has operated on the northern shores of Lake Athabasca. Radium production was discontinued in 1954 when the radium circuit was taken out of the refinery, and since that time the refinery's products have been various types of refined uranium (uranium dioxide, uranium trioxide and uranium hexafluoride) plus metallic uranium. The refinery, of course, processes the company's own yellowcake but as it is one of only five refineries in the western world, most of its work consists of custom refining for a large variety of customers. In addition to the mining and the refining operations, there have been three other divisions involved, and these are, respectively, Aviation, R. & D., and Exploration, in addition to the financial, corporate, administrative and support activities. MATERIAL AND METHODS The human study population (Abbatt, J.D. et al., 1980) consists of all Eldorado employees who have ever worked for E.N.L. and for whom records are available. The total nominal roll to December 31, 1980 is approximately 21,000 and consists of employees of the Mining, Refining, R. & D., Aviation and Exploration Divisions, as well as a relatively small number of other employees (Head Office, etc.). The basic epidemiologic design, as has been mentioned, is for a retrospective cohort study merging into a prospective cohort study, and depending very heavily upon automated record linkage and file matching. The original design called for an initial assembly of the bulk of the nominal roll, prior to the first of two matches with the National Mortality File. The first of these two matches is now complete and the second is to be separated from it in time by 18 months to two years. The second match will be the definitive match prior to the analysis, the interpretation of the data, and the publication of the results. The period between the two matches was designed to permit completion of the nominal roll, including: - addition of previously missing individuals and groups, elimination of duplicates, and amplification of identifying information, - assembly of work histories and exposure information for each individual, - digestion and application of lessons and modifications resulting from the first match with the National Mortality File at Statistics Canada, - preparation of files for the definitive second match. The analysis of data will be carried out by the National Cancer Institute of Canada Epidemiology Unit based at the University of Toronto. This group, with whom Eldorado Nuclear has a memorandum of understanding, have for a variety of reasons, including their familiarity with record linkage and their expertise, been members of the Project Team since

We have worked on several flooded pits from coal-mining activities in the former East Germany, as well as ones associated with hard- rock mining, including the B-zone pit discussed in the above technical paper. We found the paper to be a useful summary, but, unfortunately, it failed to give an adequate comparison of the physical limnology of the flooded pits, which is an essential component. While the title suggests that the primary focus of the review is physical limnology, it appears that it is essentially pit-lake chemistry being presented. Physical limnology requires that factors such as fetch, latitude, light penetration, relation to ground water table, methods of flooding and the physical shape of the pits be defined. These physical aspects of a pit interact with the chemical and biological processes taking place in it, all of which contribute to the character of a water body. Few of these physical aspects are presented, however. The conclusion that the authors reach suggests that meromixis may be a condition that would serve as an effective containment mechanism for contaminants in a pit. Although this may be desirable, such limnological conditions are not clearly supported by the data presented for any of the pits. These data should be summarized to facilitate comparison between the same structural units of the pit water - the epi- and metalimnion for example. The thermocline depth is a reflection of the physical forces mixing the water body, and pit dimensions affect these forces. Due to the use of different scales in Figs. 2 through 5, it is difficult to determine whether the thermocline is at the expected depth, because the fetch is not given. Moreover, the status of a water body cannot be determined unless measurements cover a period of at least one year, and depth profiles are completed to represent the entire depth of the pit. This shortcoming is most notable in the case of the Berkeley pit, where data are given for depths of only 20 and 35 m (66 and 115 ft), although the pit is reported to be 242 m (794 ft) deep. Limnological data to define the status of the pit water have to be collected at regular intervals, for the same parameters. The authors present temperature measurements for 1-m (3.3-ft) intervals, but fail to use that interval for other parameters, such as dissolved oxygen or, in some cases, for contaminant concentrations. Furthermore, the profiles for the deepest part of the pit display only part of the picture, because pits are rarely conical. Profiles can be considered to represent the status of a water body only after other stations in the pit have been monitored regularly and the consistency is determined. For example, fresh water, which can enter a pit at any depth, would interfere with the proposed meromictic conditions. Similarly, organic material at the bottom of a pit, such as the fish-waste deposited in the Gunnar pit, contribute to oxygen consumption. Oxygen depletion alone is not indicative of meromixis. It is interesting to note that the Dpit arsenic concentrations could possibly be slightly higher than the B-zone pit concentrations at depth, although this is difficult to determine accurately when a log scale is used for the D-pit and not for the B-zone pit. In our investigations, we noted arsenic removal in the B-zone pit bottom water, which was due to the formation of particles that are relegated to the newly forming sediment in the bottom of the pit. Particle-carrying contaminants form due to a combination of geochemical and biological factors and TSS contributed from erosion of the upper parts of the pit walls, whereas the settling out of particles from the water column is controlled by the physical conditions or turn over, for example. during ice cover in the B-zone pit. Although meromictic conditions for flooded pits may be desirable at decommissioning, this would depend largely on the physical conditions of the pit, because, under no circumstances, would this water be of desirable ground-water quality. Under meromictic conditions, acidity, if an environmental issue, may be reduced by microbial acid-neutralizing activity, and several heavy metals may form more or less stable sulphitic compounds. These may stay suspended in the water if conditions are such that they are not relegated to the sediments, i.e., in the absence of turnover. These processes do not take place in meromictic conditions only, but meromixis does require autochthonous and/or allochthonous organic substrate supplies, which are generated under aerobic conditions. Specific limnological (biological, chemical and physical) features of the pit lake under consideration have to be defined, such that water quality parameters can be predicted, and the objectives of the decommissioning activities, environ-

Energy demand is expected to increase significantly in the coming decades - placing even more emphasis on supply, security and environmental impact issues. ? Several countries are taking steps to nationalize their own resources thus safeguarding their supplies and reducing exports of natural resources. ? Understanding the future availability of critical minerals requires a global perspective. It is essential to know where deposits are located, their reserves and resources, the technologies necessary for production, and the costs of producing and transporting the products to consumers. ? As mining companies look to maintain or increase their operating capabilities and increase their mineral resource bases, the search for commodities expands beyond developed terrestrial regions of the world, to include marine resources. (Figure 1) Operating challenges in these locations include finding skilled workers, building infrastructure, improving recovery technologies and practicing sustainable development.

Amax Gold's Sleeper Mine was brought to production as an open pit mining, cyanidation milling operation in March 1986. The Sleeper deposit is unique in that it contains zones of very high grade gold ore. Despite blending of ore, mill head grades have varied over a broad range. These grade variations were anticipated during mill design and affected, in particular, the sizing and selection of equipment for the CIP circuit. When grades proved to be even higher than anticipated, design operating parameters were adjusted shortly after start-up to accommodate the higher grades. Operating results have been excellent: during the first 18 months of operations the Sleeper mill has processed 375,600 tons of ore and produced 229,000 ounces of gold.
