The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

INTRODUCTION Underground drill and blast excavation is usually accomplished with small diameter holes loaded with high energy explosives. The detonation pressures are extremely high and an extensive amount of energy is dissipated in the process; however, very little of this energy is used to create the specified fracture planes required for excavation. The available energy is expended in producing radially outgoing stress waves, in crushing the adjacent rock, and in producing a dense, randomly oriented radial crack pattern about the holes. This causes several undesirable effects: 1. Overbreak at the perimeter, which results in more muck to remove and extra concrete or shotcrete to fill the voids. 2. Damage to or loosening of the remaining rock at the perimeter which may result in the need for additional support measures. 3. Ground vibrations and/or airblast, which could result in damage to nearby structures and complaints by people living or working in the area. Several steps may be taken to minimize these effects. Where control of the perimeter is desired, smooth blasting techniques are generally employed in which the spacing and burden of perimeter holes are reduced and lighter, decoupled charges are used. Where vibration damage to structures is feared, control is generally exercised by limiting the charge weight per delay period so that the ground vibrations at the nearest structure do not exceed a peak particle velocity of two inches per second. In the past ten years about 3000 wastewater treatment plants have been built in Poland. The result of this development has been a massive increase in overall sludge production. According to data supplied by the Ministry of Environmental Protection, 400,000 dry tons of sludge are generated every year in Poland (Koblak-Kalinska 1996). Still it is difficult to estimate the amount of sludge, which is used in agriculture or for reclamation purposes. However, it can be assumed that this comes to no more than 10 percent of all sludge produced in Poland on a yearly basis. Thus it became obvious that an urgent solution to this problem was needed. Local authorities in Silesia realized in the early 90?s that a demonstration was necessary to encourage the proper utilization of sludge. This was the basis for establishing the Biosolids Subpart of the Silesia Project, which addressed the use of biosolids in the reclamation of mining and smelting dumps (Stuczynski et al. 1996). Metal waste sites themselves are known to contain more than 87 million tons of waste (Pistelok et al. 1995). Each year this amount increases by approximately 400,000 tons. We realized that a simple solution for stabilizing these sites would be to cover them with vegetation in order to reduce leaching of toxic elements, as well as to keep metallic fugitive dust from entering the environment. The reclamation of smelter waste sites, which was carried out within the framework of the Silesia Project was a joint effort of local government, industry and international research institutions/agencies, including the US Environmental Protection Agency (EPA), the Center for Research and Control of the Environment (OBIKS), Virginia Polytechnic Institute and IUNG. One of the goals was to evaluate the possibility of adapting the rules of sludge management currently used in the United States to conditions commonly found here in industrial regions of Poland. However, the main objective of the Silesia Project was the development of guidelines concerning all aspects of sludge use for the reclamation of degraded lands and waste sites. Biological aspects related to reclamation of metal waste with the use of biosolids will be discussed in this paper.

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. INTRODUCTION Much of present fracture toughness testing con¬cerns chevron notched specimens (Newman Jr., 1984) since these, in principle, require neither fatigue precracking nor more registration than failure load to determine fracture toughness. Two such specimens which can be made from diamond drilled rock cores with minimal machining are the Short Rod (Barker, 1977) and the Chevron Edge Notch Round Bar in Bend¬ing or CENRBB Specimen (Ouchterlony, 1980). Even if the precracking property is especially valuable for a material like rock, practice has made the relative advantages of these chevron notched specimens much less apparent (Ouchterlony, 1982; Ouchterlony and Sun, 1983). Enough remains, however, to have the Commission on Testing Methods of the International Society for Rock Mechanics (ISRM) focus on them as standard configurations in a "Suggested Method for Determining Fracture Tough¬ness of Rock Material", which is in preparation. This paper presents material which supports the ISRM effort: 1. An experimental compliance calibration of the Chevron Bend (CENRBB or CB for short) and re¬sulting formulas. 2. Specimen tolerances, evaluation formulas, and loading rate requirements relating to both Short Rod and Chevron Bend Specimens of suggest¬ed standard proportions. 3. Some fracture toughness values obtained with the Chevron Bend Specimen. This material is mainly based on two reports (Ouchterlony, 1984 and 1985). Kidd Creek mine has recently completed upgrades of its primary ventilation systems enabling it to maintain a delivery of 1200 m3/s to continue mining ore zones extending to over 3000 m below surface. Following these upgrades the mine initiated a multi-stage review of their ventilation usage. The focus of these reviews, ranged from a brainstorming session of invited experts, through an evaluation of production plans to a detailed analysis of production data to determine if the ventilation system could be run more efficiently, thereby reducing the mine?s power consumption and associated operating costs. The initial review identified 1500 kW of installed fan power that could be eliminated from the primary ventilation system. The benefits of the subsequent analyses, so far, are not as measurable. The second and third analyses, respectively using long range production plan data and historic production data to determine ventilation requirements based upon diesel equipment, did not agree. Both were shown to have limitations, the future based analysis underestimating, and the historical analysis overestimating the requirements. Regardless of the failings of each method, important outcomes were achieved from the detailed analyses, namely, the ability for a mine to meet a forward analysis prediction of airflow depends on its ability to adjust the ventilation to meet the dynamic nature of the mining process. Also, to minimize total ventilation requirements, a mine must regularly redistribute its airflow; this not only reduces the total volume requirement but also increases the variability of the delivered flows which can provide further operational savings. Since the detailed analyses, the Kidd Creek mine has implemented a more frequent ventilation review and redistribution procedure; consequently, it now operates with an average delivery of 930 m3/s, which is 23% lower than in 2005 at the start of the review process.

Maintaining intake escapeways clear of contaminants from mine fires has been an issue for many years. Removing fire sources from these entries reduces the risk of contamination greatly. In recent years, concerns have been raised related to contamination of the intake escapeways by leakage when fires occur in adjacent airways. This paper discusses measured leakage rates for multiple stoppings at various pressure drops across stopping lines in a number of actual coal mines. Also addressed are methods for reducing the contamination risks for the intake escapeways, considering the ventilation system employed. The Effects of Air Leakage The effects of air leakage through ventilation controls has been well documented. While normal leakage is expected through stoppings, overcasts and other structures, abnormally high leakage results in an inefficient ventilation system and can increase operational costs for a mine. In addition, excessive leakage results in less control over mine ventilation airsplits. This may compromise the isolation of mine escapeways, and allow adjacent entries to be rapidly contaminated by products of combustion in the event of a mine fire. A study was conducted at ten mines in which air pressure and quantity measurements were taken near the active sections. The method used to construct the ventilation controls to separate airways was also noted. Stopping Construction Table 1 shows the type of stopping construction commonly used in the 10 mines included in this study. Main entry stoppings were normally built with mortared joints (wet stacked) with sealant applied to the high pressure side of the stopping. In most cases the entire face of the stoppings were sealed. In one case only the joints between blocks were sealed but the perimeters were sealed in all cases. Some mines also sealed the low pressure side of the stopping. Solid blocks were normally used for main entry construction and hollow blocks were sometimes used for longwall panel development. [ ]

Sweden is beginning to reap the rewards of a process that has transformed a country with a history of metal mining into one of Europe's most vibrant exploration regions. Exploration and mining companies from North America, Europe and Australia have joined local firms in the search of gold, base metals and diamonds. This has been due to changes in Sweden's mining laws in the early 1990s. These changes opened the way for unhindered private sector investment in the country's mineral industry. More than 20,000 km2 (4.9 million acres), mainly in northern Sweden, is now held under granted or applied exploration claims. Exploration permits diamonds, applied or granted covers more than half of Sweden's surface. This is a greater proportion of the country than ever before. Major mining companies and junior explorationists are evaluating a geological potential that bears favorable comparison to other major mining centers. Historically, Sweden's gold re- sources occur in greenstone belts in northernmost Sweden and in association with massive sulfide deposits in the Skellefte district. These are receiving particular attention by exploration companies. In addition, new areas in Sweden are also being explored for gold. This increases the probability that Swedish gold production - already the highest in Europe - will increase in the future (Table 1). Sweden's recorded mining history goes back for much of the last large pool of expertise in exploration, mining, equipment manufacturing and minerals industry research. In addition, the Geological Survey of Sweden provides sup- port for exploration in terms of data archives, processing and publications. Other benefits for exploration companies are Sweden's communications infrastructure, its member- ship in the European Union, bringing access to one of the world's major markets and the high level of educational, technical and language skills held by the country's work- force. And deregulation of the economy and the introduction of competitive corporate tax rates have made Sweden a favorable destination for investment in Europe.

INTRODUCTION The purpose of this paper is to summarize the current status of reagents used in the mineral industry plus present some current challenges and possible new technologies of the future. Table 1 lists the important families of reagents which, when taken together, constitute at least 95% of the current commercial reagent market. A very approximate estimate of the free world reagent market size in mineral applications is about 1.5 to 2.0 billion dollars (U.S.) using 1985 data. Obviously, to serve such a large market requires the effort of many different types of commercial supply sources. It is estimated that there are over 300 industrial firms in the free world that have a dedicated business/technical structure for supplying reagents related to the mining industry. There are a number of characteristics which are associated with the product families listed in Table 1. Understanding these characteristics helps to provide a realistic economic/technical basis for outlining future challenges in mining chemicals. 1.Essentially all of the products listed are old chemistry in the sense that the molecules have been known and manufactured for at least 25 years. This has not been a highly dynamic field of endeavor from the viewpoint of new product introduction. 2. The greater majority of the products listed can be viewed in commercial terms as "commodity" chemicals, that is, they are available from many sources and the pricing of a some- what generic product generally dominates differences in product quality or uniqueness. With commodity pricing, reagent suppliers significantly reduce research expenditures, loosen product quality somewhat if the applications of the reagents allow, etc. in order to be cost competitive.

he power generation industry may be required to reduce carbon dioxide (C02) emissions if regulations related to global climate change are enacted. Coal-fired generation emits more than 80% of the power sector CO2 and would be a likely target for CO2 reductions. Compliance with the Kyoto Protocol will require a 33% reduction from the projected year 2012 emission level, even with moderate load growth. This article describes an analysis of power industry CO2 reduction options and their costs. It assesses how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered. The Global Climate Change Treaty signed at the Rio de Janiero Earth Summit in June 1992 set the long-term goal of stabilizing CO2 concentration in the atmosphere. The December 1997 Kyoto Protocol established short-term mandatory targets for the United States and 37 other developed countries. The United States' target is a 7% decrease by 2012 from the 1990 "greenhouse gas" level. Developing countries are exempted from reductions, according to the Kyoto Protocol, despite projections that indicate a significant increase in their emission levels. The Kyoto Protocol must be ratified by the US Senate. US power industry carbon emissions were 490 Mt (540 million st) in 1990 and are projected to be 680 Mt (749 million st) in 2012, according to the US Energy Information Administration. Coal-fired generation emits more than 80% of the power sector CO2. Assuming that the power industry is only required to reduce emissions by a proportional share, a 33% emission reduction, or 225 Mt (248 million st) of carbon, would be required to comply with

On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.

Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

ABOUT BENTONITE TUNNELLING Much has been written and many learned papers given on this subject whose generic term is Slurry Tunnelling. This paper is about the particular form of slurry tunnelling known as the Bentonite Tunnelling System. This method. of tunnelling was invented by J.V. Bartlett of consulting engineers, Mott Hay and Anderson in 1964. The general principles are incorporated in British Patent No. 1083322. It was not until the early 1970's that serious experimental work was started to prove the technical feasibility of the process. In the U.K. in 1971 Edmund Nuttall Limited started on an experimental length of 3.8m diameter tunnel at New Cross in London. In Germany at about the same time Wayss and Freytag were starting on a 3.7m diameter collector sewer tunnel in Hamburg. In Japan early slurry tunnelling work was carried out in the 1960's. In the early 1970's a large number of slurry tunnels of various diameters were carried out in that country. This paper is being presented at a time when this system of tunnelling has become an accepted method throughout the developed world. As a result of the work carried out so far there is now a large amount of data existing regarding the effects on the ground in the immediate area of the tunnel, settlement at the surface and the ability of the system to cope with ground varying from clays to coarse gravels and containing large erratics such as granite boulders. Geochemical characteristics, shapes and surface textures of manganese nodules from two blocks located in the southern (9°N~11°N) (KR5) and northern parts (16°N~17°N) (KR2) of the Clarion-Clipperton fracture zone between 130°W and 133°W were investigated in terms of sediment distribution and metal contents for better understanding of controlling factors of seabed manganese nodule genesis. Two blocks, ~700 km away, are dominated by the nodules with different origins, each of which has distinctive chemical compositions and shapes. KR2 block is dominated by irregular and poly-type nodules of hydrogenetic origin with low Mn/Fe, Cu, and Ni contents and high Fe and Co contents, while KR5 block is dominated by discoidal and ellipsoidal nodules of diagenetic origin with high Mn/Fe, Cu, and Ni contents and low Fe and Co contents. In addition, nodules from two blocks show different surface textures: smooth and transitional in KR2 and dimorphic and rough in KR5. Sediment distribution is also distinctly different in two blocks. The study area consists of three sediment types: Unit 1 ? dark brown mud with an intermediate metal content, Unit 2 - yellowish brown mud with poor metal content, and Unit 3 ? black metalliferous mud. KR2 is characterized by the thick occurrences (<250 cm) of Unit 1 at the surface while Unit 1 distributes thin (<12 cm) in KR5. Higher primary production rate in the southern block proximal to equator and resulting high supply rate of metals to the sediment might be the cause for the dominance of diagenetic nodules in the southern block, but potential controls of different sediment distribution on the nodule genesis can not be excluded. If it is the case, Unit 1 with an intermediate metal content likely has been acting as a sink for metals by precipitating micro-nodules within the sediment column. Within the KR5, the hydrogenetic nodules occur preferentially on the seabed where Unit 3 distributes at shallower depth (<50 cm). Unit 3 has 2 or 3 times higher metal contents than other types of sediments. It might play the same role as Unit 1 in the northern block that prevents the supply of metals to the sediment surface. Introduction America&apos;s workforce is the heart of the nation&apos;s economy. The health of its members is a matter of national priority. Statistics show that the most common cause of job difficulties is excess use of alcohol or other drugs. Up to 75% of these troubled employees can be returned to productive careers at little expense and with great benefit to their industries. Of the 1.5 million private corporations in the US, only about 500 have alcohol treatment programs. Even fewer have drug abuse programs. It is time that the myths and prejudices surrounding alcohol and drug abuse are dispelled and help is offered. Corporations and labor unions are now finding that programs to treat these diseases benefit both the employees and the industry. The employee derives health and job security. The company sees increased productivity and decreased costs in sick pay and absenteeism. Unfortunately, three-fourths of the nation&apos;s 90.5 million workers are employed in establishments of fewer than 500 employees. In these settings, it is unlikely that either management or the unions will take the initiative in developing programs. Alcohol alone affects the health and productivity of nearly 8% of any workforce. This translates to more than 5 million employees in small business. These workers present an opportunity and a challenge. Alcohol abuse costs the nation nearly $116 billion annually. Seventy billion dollars is attributed to lost production. Medical expenditures related to alcohol are estimated to be nearly $13 billion. The National Institute on Drug Abuse (NIDA) estimates the cost of substance abuse to industry to be in excess of $4 billion a year. In addition to its economic impact, substance abuse has serious personal and social consequences. The mining industry experiences the same exposure as other industries to alcohol, drug abuse, and other employee problems. However, the existence of these problems poses special hazards because of the unique conditions found in mining. Mining has many safety and health hazards. Employees must have full control of their faculties and give full attention to the tasks at hand. Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. A comprehensive critical review on the subject of sulfates-induced swelling behavior of lime-treated soils is presented in this study. Starting with the description of a well documented case study, the mechanisms behind the swelling behavior and the factors that affect this behavior are discussed. Then, the major experimental methods of sulfates content determination are briefly presented. Finally, an attempt is made to categorize sulfates level and equivalent risk for civil infrastructure. The paper indicates that limited work has been done, not only on identifying safe conditions for use of chemical stabilizers in presence of sulfate rich soils, but also on developing materials and methods to avoid, or at least mitigate, the problem.

INTRODUCTION A trend which is obvious in the United Kingdom and is thought to be evident in other parts of the Western world is the disproportionate rise in the cost of tunnel mining labour compared with other tunnel cost increases. This disproportionate increase in labour costs has been accompanied by, and may be the result of, a shortage of skilled working labour. To combat this problem there has been a steady increase in the use of machines for excavation and for the erection of tunnel linings to keep the amount of skilled labour working below ground to a minimum. The typical tunnelling cycle, where the ground needs continuous support can be excavation, temporary support, temporary lining, grouting and permanent lining. It is obviously an advantage to combine as many of these operations as possible and carry out as much as possible by machine. Machines have been developed which will, either alone or used in combination with a shield, excavate and, when necessary, temporarily support the excavation. If a segmental lining is used, it can be so designed that it will form the permanent lining and reduce the cycle time and skilled labour requirement to a minimum. In cases in which the ground can be cut accurately to a smooth profile and will stand without support for a sufficient time, the lining can be expanded against the ground and the necessity of grouting eliminated. In cases in which ground will not stand without support, the usual method is to use a bolted lining and to grout behind it preferably as the shield is shoved forward. With the signing of the North American Free Trade Agreement (NAFTA), Canada, the United States and Mexico entered into an international experiment in economics amid a cloud of controversy that still lingers. Central to the controversy are the disparities in wages that exist among workers in the signing countries. Wage surveys completed by Western Mine Engineering show the degree of disparity that exists among the mining industries of those three countries. Labor costs constitute 30% to 50% of operating costs. So these wage differences are a matter of interest to the mining industry. It is unclear how much of a factor they are in determining where companies search for and develop new mines. That depends on where minable deposits are expected to be found. However, a deposit that may not be minable in the United States or Canada may be minable in Mexico because of lower labor costs. Some adjustments are anticipated for the Mexican mining industry if and when its wages begin to approach comparability with US and Canadian wages. Table 1 combines the results of four recent surveys. It lists benchmark wages for mining job titles common to all the countries. About 220 mines are covered by the combined surveys. Canadian miners&apos; wages, converted to US dollars, are typically 75% to 95% of US wages, while Mexican miners&apos; wages are less than 10% of those in the United States. Table 1 also shows that wage disparities are not confined to international borders. In fact, the difference in average wages between the US coal industry and the US metal and industrial mineral industries is greater than between the Canadian and the US mining industries overall. Table 2 shows that managerial, technical and administrative salaries show similar, but less pronounced differences among the three countries. Salaried personnel at Canadian mines earn 80% to 90% as much as their US counterparts, while those in Mexico earn 20% to 30% as much. Here again, average US coal salaries exceed average salaries for the US metal and industrial mineral industries.
