Starting in 1967 two major hydroelectric power projects have been implemented in East Africa viz. Kafue Gorge in Zambia and Great Ruaha in Tanzania. The two projects have similar characteristics and each consists of an underground power plant, a dam in connection with the power plant and a reservoir dam. The power plants are both designed and constructed according to principles applied in Scandinavia for a long time. Each consists of a headrace of a horizontal unlined rock tunnel with a length of about 10 km, vertical penstock shafts, machinery and transformer halls in large rock caverns and a tailrace of an unlined rock tunnel with a length of about 1 km. The head of the power plant of Kafue Gorge is 400 m, Great Ruaha 175 m, the capacity is 900 MW and 200 MW respectively. Both plants were executed in one stage, but building and erection works were made in two stages. However, the power plants show some interesting differences in design. The power plants are briefly described in the following, special regard being paid to the excavation works. In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

The resource classification methodologies have always been a topic of research and debate. There are both traditional and Geostatistical methods used in practice. Because of the uniqueness of each ore deposit, it seems almost impossible to have a single industry-accepted norm for resource classification. Therefore, some practitioners have adapted the methodologies to suit the deposits they are working on, but many simply use the methods they are comfortable with. Another reason for the existence of varying classification methodologies is the lack of an easy and established way to measure the confidence in the estimates. Therefore, their classification becomes a subject of debate. In this paper, a new approach is offered to classify the resources using a "Resource Classification Index." The approach using this index takes into account the local variation, the spatial data configuration around the block being estimated, as well as the traditional distance measures. A case study for a gold deposit is presented to demonstrate how this new index can be used to classify the resources. The results from this approach are compared to those from two popular classification methodologies.

The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write: "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accumulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common.

INTRODUCTION This paper summarizes an investigation conducted to determine the relationship, if any, between reported occurrences of abnormal levels of carbon dioxide (C02) gas and the construction of a 2.44meter diameter main sewer tunnel under South Eighty-Fourth Street, West Allis, Milwaukee, Wisconsin. Specific objectives of the study were to determine: (1) the sources of C02, (2) the significance of each C02 source, (3) how C02 could move to areas where it was reported to occur in abnormal concentrations, and (4) what actions could be implemented to eliminate elevated C02 levels associated with the tunneling operation. To accomplish study objectives, expertise from several scientific and engineering disciplines was required including chemistry, geochemistry, microbiology, hydraulics, and hydrology. Pertinent documents were reviewed and field data pertaining to each aspect of the study were collected as required and examined to evaluate existing conditions. Background On or about February 1, 1971, gas with a composition different from normal atmospheric air was reported to enter basements and wells of residences in the vicinity of South Eighty-Fourth Street, West Allis, Wisconsin. Examination of the gas composition revealed that it possessed an elevated concentration of C02 and a depleted concentration of oxygen (02). Public health officials who investigated the appearance of the objectionable gas concluded within reasonable certainty that the elevated C02 concentrations were associated with the tunnel construction under Eighty-Fourth Street.

The dispersion characteristics of apatite and magnetite minerals have been assessed based on zeta-potential measurements, using various inorganic and organic reagents, namely sodium silicate, sodium tripolyphosphate, sodium hexametaphosphate and lignin sulphonate. These results highlight that apatite is dispersed to a greater extent vis-à-vis magnetite. Further, the dispersion efficiency of the phosphate reagents is better than that of sodium silicate or lignin sulphonate, for both apatite and magnetite. Batch flotation tests on a high phosphate magnetite ore from Kiruna indicate that higher apatite recovery with minimum phosphorous loss to the magnetite fraction can be achieved using sodium silicate as a dispersant. Although comparable dephosphorization can be attained with lignin sulphonate dispersant, the recovery of magnetite in the non-float fraction is lower, possibly due to the adverse synergistic effect of this organic reagent with the Atrac collector, resulting in the flotation of magnetite. The high intensity conditioning of pulp for up to 30 min resulted in better apatite flotation with <0.015% phosphorous in the magnetite product.

The past decade has witnessed an unprecendented proliferation of groundwater computer models. Some of these numerical models were developed for the purpose of simulating groundwater movement in mining environments and predicting inflow rates into active mines. However, a general acceptance of these models as routine planning tools by the mining industry has been slow. Until recently, the major use of these models in the industry is by consultants. There are several reasons that have contributed to this situation. Some of these factors - include scarcity or non-existence of an appropriate data base information required for executing these models, the difficulty and costs involved in acquiring data, and the fact that the instructions for using these models are often too involved and time consuming. Today, however, the state-of-the-art technology has been advanced to a level where numerical models can be routinely used to simulate and predict inflow rates into active mining environments. Such environments include highly fractured (longwall) and deforming flow media. Features integrated into these comprehensive and yet easy to use models are double-porosity-pressure, multiphase, and non-darcian flow conditions. This paper reviews the role that computer modeling has played in mining-related operations by presenting several case studies and the state-of-the-art tools currently in use. Included will be some of the practical field applications that have been compiled during the past decade.

Industrial wastes nowadays constitute one of the most serious threats for the future of our planet. Researchers around the world have very often proposed many kind of solutions in the management problem of industrial effluents. However in most cases suggested solutions are either too expensive to be applied in industrial scale, or they just transfer the problem (e.g. precipitation creates dangerous sludge) and so they create an even greater problem and threat. In the present study the exploitation of valuable hydraulic and adsorption properties of fly ash is studied. Fly ash can easily and cheaply be shaped into stable pellets. After ageing for a sort period of time, these structures can be used as adsorbents for the removal of heavy metals from industrial effluents. Experiments in aqueous solutions have shown excellent adsorption behavior concerning the removal of cadmium, copper, lead, chromium (III) and zinc. The advantage of this technology, except low cost, is that after saturation the pellets can be easily removed from the liquid phase and stabilized in concrete structures without any problem of desorption or leaching. Moreover in these structures a significant amount of cement in the concrete can be replaced by raw fly ash. (Ashcrete as it is called). The utilization of an industrial byproduct as fly ash in the form of pellets as adsorption means and their stabilization with concrete (or ashcrete) combines the useful properties of a solid waste in the treatment of liquid effluents and constitutes a green low cost technology.

Under drastically deteriorated situations, diesel equipment was introduced to some of local coal mines, aiming at higher productivity and better safety. To accommodate various diesel equipment in conventionally developed mines, mining system itself had to be modified; much larger trackless haulage ways were excavated. Possible health hazards of diesel not taken into account at the beginning become a serious concern and effective control measures are being searched for. The purpose of this paper is to study the diffusion characteristics of diesel exhaust in local coal mines. One of the parameters affecting dispersion of diesel contaminants is the coefficient of turbulent diffusion. Since CO2 is known to be closely correlated with other contaminants such as CO, NO, NQ, SO2 and RCD, it was chosen as a tracer gas in a series of dispersion experiments. A large diesel passage as well as a conventional track haulage way were the sites for the experiments. Rectangular dispersion pulses were generated for 30 ~60 seconds and CO2 concentrations were recorded at several locations 50~190 m downwind. The diffusion coefficients calculated graphically vary between 0.10~0.48 m2/s at both haulage ways. The results are analyzed to find any correlation with the air velocity and the distance from the disperser. The high copper grade in the Igarapé Bahia (Brazil) gold-copper ore restricts the direct application of the classical cyanidation process. Copper oxide and sulfide minerals react with cyanides in solution, causing high leach-reagent consumption, raising processing costs and decreasing gold recovery. According to studies, a feasible solution would be to pretreat the ore to remove copper minerals prior to cyanidation. The goal of this experimental work was to study the conditions for the removal of copper from the Igarapé Bahia gold-copper ore by sulfuric acid leaching, applying a statistical approach to the experimental design. By using the Plackett Burman method, it was possible to select the variables that exhibited the largest influence on copper extraction at the sulfuric acid leaching stage. These variables were leach solution temperature, stirring speed, sulfuric acid concentration in the leach solution and ore particle size. The individual effect of these variables and their interaction influences on the experimental response were analyzed by applying the replicated full-factorial design method. Finally, the selected variables were optimized by the ascending-path statistical method, which determined the best leach experimental conditions for maximum copper extraction. New technologies confront mining organizations with unprecedented human factors challenges. Likely problem areas range from the design of the human- machine interface to the design of work groups and mine organizational structures. However, these human design considerations are commonly ignored in most industries, resulting in a failure rate of 75% for advanced technology programs. The U.S. Bureau of Mines is addressing these concerns through a program of research on the human side of high technology mining systems. Interviews with mining industry participants and researchers have identified concern in several areas, including training and equipment design. Although new mining technologies promise to improve overall safety by relocating miners away from hazardous areas, data from MHSA accident reports and other sources suggest that certain types of new hazards may be created. Many of these new hazards can be reduced though a systems approach to ergonomic design of equipment, tasks, and work processes. This evidence, combined with reviews of high technology human-machine systems in other industries. can help in the design of safe and efficient future mining technologies.

Namibia is one of Africa&apos;s newest nations. A German colony until 1915, it then became a South African protectorate until 1990, when it gained independence after an armed struggle that lasted more than two decades. However, no trace of past bitterness can be found today in the capital, Windhoek, or in the countryside. Namibia is now one of the safest parts of Africa. Namibia&apos;s industrial base and infrastructure have been untouched by war. Swapo, the ruling party, has embarked on a successful policy of reconciliation and economic development. The GNP per capita is a surprising $1500 (from the World Bank), one of the highest in Africa. Namibia&apos;s population stands at 1.3 million, including about 100,000 whites. Namibia is a very sparsely populated country (1.7 inhabitants per km2). About 70% of the people are farmers. Namibia has a surface area of 824,232 km2 (318,261 sq miles), about the size of France and Germany combined. The semi-arid climate and generally flat morphology make the country well suited to mineral exploration. About 40% of the country presents abundant rock outcrops. The rest is buried under the Kalahari sands. However, this cover in most of the country hardly exceeds 200 m (655 ft), and Australian technology has shown that large mineral deposits (Roxby Downs) can nowadays be found at even greater depths. Mining is Namibia&apos;s largest industry. In 1991, it accounted for 22% of the country&apos;s GDP, about 70% to 80% of its exports by value and 25% of internally generated government revenues. The Ministry of Mines and Energy (MME) is responsible for formulating and implementing national mineral policies. This agency has recently introduced legislation aimed at encouraging new and long-term investment in the mineral sector. The variety of Namibian mineral resources, both metallic and nonmetallic, is rivaled by few countries worldwide.

"The European aluminium industry, through its member organisation the European Aluminium Association (EAA), initiated a program on sustainable development for the aluminium industry in 2001. The first step involved the development of a set of sustainable development (SD) indicators for the industry, taking into account of the different interests involved and also the different existing conventions. The indicator set was developed during 2001 and 2002 with the assistance of recognised partners, including Wuppertal Institute from Germany and Versailles University from France. As well, both internal and external stakeholder groups were involved in order to validate the indicators. This has resulted in a set of thirty-four indicators used in the first survey exercise. In the survey the EAA, together with the national aluminium associations, attempted to cover all European plants producing alumina, primary aluminium, rolling ingots, extrusion ingots, foil and recycled aluminium -covering approximately 800 plants. The survey used two points in time, 1997 and 2002, in order to start developing a trend for the individual indicators and to measure progress over time. The industry response to the survey was very positive, with a total industry coverage based on tonnage reported of over 80% for 2002 data and 70% for 1997 data. The results also show a solid progress for most indicators and particularly for social indicators such as training performance, community involvement and employees health programmes. The EAA is committed to conducting this as a regular exercise and is engaged in a number of stakeholder workshops in order to present the survey results, to review the indicators used and to also consider adjustments of these based on feedback from stakeholders and experiences from the first data collection."

BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

Anyone with geothermal experience can readily attest that geothermal operations are a natural extension of oil and gas operations. A geothermal company and an oil company need the same type of people to do the same kind of work. In the geothermal industry, geologists and geophysicists define prospects through surface geology, analysis of surface seeps, magnetics, gravity, and resistivity surveys - techniques similar to those used in the petroleum industry. In addition, shallow (250-ft) temperature gradient holes often are used in geothermal operations. Landmen take geothermal leases that are patterned after oil and gas leases. Exploratory drilling is done with the same drilling contractors and same drilling rigs, with minor modification. Drilling foremen and drilling engineers share the same objective of making the most hole, in the shortest time, at the least cost, with a proper completion. Petroleum engineers test the wells, design the completions, determine the reserves, make economic calculations, work with the tax assessor, and manage the reservoirs. Production engineers build roads, locations and pipelines, install gas/liquid separators and meters, and operate production and injection facilities. A contract to sell steam to a public utility is required. Various governmental regulations, permits, environmental concerns, and public affairs pose similar problems in both industries. Also required of both are top management people who are acquainted with geologic risk, prepared to accept million dollar dry holes, willing to bid competitively at lease sales, and able to invest large sums based on a technology not yet fully proven. Successful geothermal development requires in-depth financial ability similar to that required for petroleum development. INTRODUCTION The U. S. Army Corps of Engineers is developing chemical explosive excavation as a construction technique for use on Civil Works projects. Large chemical charges are being used in multiple charge arrays in a variety of media and topographic situations to achieve actual construction projects. The target is the development of chemical and nuclear explosive excavation as an accepted cost-competitive construction technique. Military research using explosive excavation is also being conducted to apply this technique to military engineering for combat purposes and to military construction. The information gained from both the civil and military research is integrated into the overall development of explosive excavation. This research and development work is being conducted under the auspices of the U. S. Army Engineer Waterways Experiment Station Explosive Excavation Research Laboratory (EERL) located at Livermore, California. This organization was formed in 1962 as the Nuclear Cratering Group (NCG) to carry out the Corps of Engineers (OCE) portion of a joint agreement with the Atomic Energy Commission (AEC) to develop nuclear explosives for construction purposes. The AEC, through the Plowshare Division of the Lawrence Livermore Laboratory at Livermore, California, has been responsible for developing nuclear explosives, conducting nuclear cratering experiments, developing nuclear safety information, and developing methods for predicting the shape of the craters. Liquid carbon dioxide can be used as a replacement for organic solvents in the extraction of anionic platinum group metal complexes from an aqueous phase. However, because conventional extractant-metal complexes are not soluble in liquid carbon dioxide, this can be achieved only if highly carbon dioxide-soluble extractants are developed. For example, trioctylamine-gold chloride is not soluble in liquid carbon dioxide, although trioctylamine is CO2 soluble. The novel CO2-soluble extractants presented in this paper have a CO2-philic fluorinated tail to enhance solubility and a conventional amine head group for extraction of metals. Both the extractant and the extractant-metal complex are soluble at ambient temperature at pressures from 7 to 35 MPa. Efficiency factors as high as 2.23 have been measured using 1,1,2-trichlorotrifluoroethane (TCTFE), a low pressure screening liquid for carbon dioxide, indicating that these compounds will strongly bind the metal chloride. For example, 84% of Pt-chloride was extracted into TCTFE using a 3.5:1 ratio of a double¬tailed fluoroalkyl amine extractant: metal chloride. An 88% recovery of Pt-chloride into high-pressure liquid carbon dioxide was achieved using the same extractant at a 3.5:1 ratio. Therefore, it appears possible to replace organic solvents with liquid carbon dioxide during the extraction of platinum chlorides if highly carbon dioxide-soluble extractants agents are employed.

This paper describes a two-part program funded by the Florida Institute of Phosphate Research and performed by Jacobs. The first part of the program was to examine the application of ultrasonic treatment to clean phosphate particle surfaces. Florida phosphate pebble and rougher flotation feeds were treated in an ultrasonic trough to remove clays. Also, the de-oiling of rougher concentrates by ultrasonic treatment was tested. In order to improve the clay removal efficiency, viscosities of primary cyclone overflow from six beneficiation plants were studied in the second part of the program. Viscosities for different samples at the same clay % solids vary significantly, and increase exponentially with clay % solids content for the same sample. A method of controlling cyclone operation using on-line viscosity measurements and pump box level sensors is proposed to logically improve primary cyclone performance.

During the past decade, operators and researchers have worked toward a better understanding of the mechanisms operating in flotation. As reported by W. J. Trahar in 1981, this work commenced with the operators determining a relationship between recovery and particle size. They defined three particle size ranges, that being fine, intermediate and coarse. It was noted that the fine and the coarse ranges had slower flotation rates than the intermediate range as demonstrated by their lower recoveries.
