For mine production problems in mines with varying qualities, both open pit and underground, the linear programming method (LP) has been used successfully. By this method it is possible to keep the total production blend for each period within a required range of qualities while optimizing objectives like production costs, net return, ore grades, other qualities, or a combination of these. Technical restrictions like constrained capacities can be added to the model. This makes LP a flexible and powerful tool for mine production planning. Practical experiences have shown the major influence fix costs have on the actual economic result of a planning decision. It can be proven that fix costs cannot be included in LP models. We describe a way to address this fix cost problem by using mixed integer linear programming (MILP) as an extension to LP in the optimization of a mine planning problem. This raises the issue of complexity. We discuss the computational complexity of the resulting models and the enhancement of model flexibility for the user of a planning system. We demonstrate the method embedded in a practicable everyday planning system for a complex underground coal mine. By computational examples we show how the method improves the economical results of the planning.

A method for the feasibility assessment of open-pit operations using conventional shovel/ truck systems to mine steeply pitched coal seams has been applied at The Pennsylvania State University. Three computer models were developed for the analysis: a geology and reserves model (GEOL), an open-pit materials handling simulator (OPMHS), and a cash flow model (CASH) (Manula, Albert, and Burgos, 1976). GEOL provides the basic mining data; OPMHS simulates shovel/truck performance related to pit profiles and average mining locations to provide productivity rates needed to size the system; and CASH provides either a selling price or rate of return (ROR) for the product. The general flow of information generated by these models is shown in Fig. 1. Since the ratio of overburden-extracted to coal-produced places a definite economic limit upon a mining venture, geological data must be analyzed with the least possible manual effort to minimize computational errors. This is especially true if the property contains several seams that are steeply pitched. In this situation, a computerized analysis is by far the most efficient and effective method to determine coal reserves and waste tonnage. This chapter describes the reserve model developed at Penn State and provides an example to demonstrate its application.

The throughput and energy efficiency of comminution circuits is reduced when ore characteristics change, causing bottlenecks in some portions of the circuit while leaving excess capacity in others. The results of analysis of three years of daily grinding circuit operating data for a full-scale plant has shown that the location of bottle-necks in the circuit will change depending on the nature of the feed ore. The circuit tends to be limited by the primary mill capacity when the ore hardness increases, and limited by the secondary mill capacity with softer ores. Two methods are considered for shifting load in the circuit to relieve bottlenecks by taking advantage of excess capacity in other parts of the circuit: 1) Addition of supplemental comminution operations, such as high-pressure grinding rolls, to process specific size fractions that are not handled efficiently by the primary mill; and 2) Use of screens to shift grinding load upstream from the secondary mills back to the primary mills. In the case of the plant examined in this study, it was found that 58% of the time there was sufficient excess capacity in the primary mills that the throughput of the circuit could have been increased by using screens to shift the grinding load from the secondary mills to the primary mills.

Microprocessor technology has revolutionized the business community by placing tremendous computing power in the hands of the end-user for a very inexpensive price tag. The range of applications covers process control, to office automation, to personal computing capabilities. With the influx of this new technology, which these systems have to offer, also comes some unique operational and control considerations. But before we address these items, let us lay a foundation of common terms to be used throughout this presentation. Due to the rapid advances in microprocessor technology, where a new generation of computers is announced every two or three years, it becomes difficult to define a microprocessor system and have it valid for an extended period of time! Therefore, for this presentation, we will be dealing with a subset of microprocessors called Personal Computers or PC's. At the heart of a PC is a Central Processing Unit or CPU. The CPU performs the actual program and command execution. The programs dealing with driving the various peripheral equipment is referred to as the Operating System (for example: DOS : Disk Operating System, CP/M - Control Program/Microcomputers, etc.). The CPU is normally housed in an enclosure which contains power regulators, peripheral equipment interfacing 'cards', and expansion 'slots' to enlarge the capabilities of the PC system.

The cost of transportation of industrial minerals frequently is higher than the cost of the product. When a mine, industrial-mineral plant, or customer is served by a single railroad, because of the lack of competition, that railroad may in- crease rates and/or reduce service so that the economics of that mine, plant, or customer are affected adversely. Transloading of industrial minerals from rail-to-truck or truck-to-rail to improve economics and sales of product is not a new concept. However, transloading to create competition and reduce freight costs or to improve service is a relatively new concept brought on by the recent mergers of many of the main-line railroads, both in the eastern and western United States. For example, in 1998, with completion of the Burlington Northern/Santa Fe (BNSF) and the Union Pacific/Southern Pacific mergers (UPSP), the western United States has only two main-line railroads. The industrial-mineral producer, to reduce the cost of transportation or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition. This paper discusses industrial-mineral transloading and examines the case history of the Tucker Hill perlite project in southern Oregon. The Tucker Hill project is a classic study of industrial-minerals transloading where the project would have failed without the transloading.

The random variable transformation technique was introduced to make probabilistic structural analysis simple for such structures as slopes, dams, foundations, or retaining walls, where two shear strength parameters are required to analyze their stability by deterministic engineering methods. The Gaussian transformation was performed by using the Hermite orthogonal polynomial function. This transforms the experimental histogram into the standard normal distribution, whose mean is zero with a variance of one. Then, the transformed standard Gaussian variable was used for the bivariate normal probability analysis on the structure. The Gaussian transformation technique and the Hermite polynomial functions were chosen because the bivariate joint normal distribution is well-known and easily available for engineers. The binormal probability analysis was made on the probability region of a certain confidence level by superposing the critical line on the same probability region that divides the region into two zones: stable and unstable zones. The critical line was determined from the back calculation of the deterministic engineering method of the structural design. Finally, the probability of structural failure at a desired confidence level was calculated by simply integrating the volume of the binormal density surface above the unstable zone in the probability region. A simple case of slope analysis is introduced to illustrate this probabilistic approach, and its effectiveness and simplicity is demonstrated.

Data on dust-control practices, mining conditions and occupational exposures were gathered for approximately 80 underground continuous mining units. Despite silica contents on dust samples in excess of 5%, nearly forty units successfully maintained silica concentrations at or below 100 µg/m3 on a majority of occupational dust samples, while the remainder had difficulty maintaining this level. These two sample sets were termed Group A operations and Group B operations, respectively. This data was compared to identify causes of high occupational silica dust exposures. Analyses of dust-control parameters and geologies revealed only minor differences between these two groups. However, subsequent comparisons of face ventilation design showed considerable differences in silica exposure and silica content between Group A and Group B at the continuous mining machine and roof bolter operator occupations. These differences were minimal when using exhaust curtain ventilation with a dust scrubber. This face ventilation system can benefit operations having difficulty controlling silica dust exposure and silica dust content. The collected data also showed that occupational samples from Group B operations possessed generally higher silica exposures and silica content than similar samples from Group A. The single head roof bolter (helper) possessed among the highest silica exposures and silica contents in both groups.

INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.

INTRODUCTION AND SUMMARY This short paper deals with the history of the Nickel Plate Mine from 1898 to 1987, with the major focus on the time period 1984 to 1987. Operations from 1898 to 1955 are reviewed in a cursory manner with the emphasis on some interesting points in the early 20th century. A review of the major exploration work carried out in 1984 to 1987 is presented and the process of moving the project through feasibility, government permitting and construction is described. The Hedley gold camp is situated approximately 40 kilometres east-southeast of Princeton, in southern British Columbia. The area has had a long history of gold mining and between 1902 and 1955 approximately 1.5 million ounces of gold were won from several mineralized skarn orebodies. Most production came from the Nickel Plate and Hedley Mascot mines. AN EARLY TO MID 20TH CENTURY SUMMARY The Nickel Plate is one of the oldest mines in the province. The mine had operated from 1904 to 1930 and, after a period of shutdown, from 1934 to 1955. The mine was revived in 1967 for exploration and. will resume production during the first half of 1987. In the first period the Yale Mining Company and Daly Reduction Company operated for six years and Hedley Gold Mining Company for twenty-one. In the second period the mine was operated by the Kelowna Exploration Company Limited and Kelowna Mines Hedley Limited for twenty-one years. In the present period the mine has been revived by Mascot Gold Mines Limited.

When a fire breaks out in a mine access road, the hot smoke, due to heat transfer with the surrounding strata, progressively cools as it moves forward. Depending upon the resulting temperature distribution, the density of the fluid changes. This change will bring about: Firstly, a variation in the resistance of the roads, a static factor which will affect ventilation flow rates; Secondly, the appearance of extensive aerodynamic driving loads in the vertical and angled roads, a dynamic factor which can have an extensive impact on ventilation. Because of the appearance of combustion and distillation products, the vaporization of water, which wets the timbering and strata, and the expansion of gases, fluid rates can at times be increased tenfold in the area of the fire. These disturbances may cause explosions and ventilation inversions, which fill other working areas with smoke toxic to workers, and which can come up upon rescue teams from behind. Due to the progressive heating of the surrounding rocks, which will slow down heat transfer, these dangerous conditions change over time. At the Lorraine Basin Coal Mines, programs have been set up and employed for the computer simulation of these phenomena over time. They serve to anticipate or to understand such phenomena, the input data being the characteristic parameters of the mine ventilation network, the operating curve of the main fans, and measurements or estimates of some temperatures. Two programs, employed together, have been developed for these studies: One program, called RESO, calculates the distribution of flow rates and pressures throughout the entire network; The other, called FEUMIN, determines smoke temperatures over their entire path.

This paper details an investigation into the feasibility of recirculating mine exhaust air in Saskatchewan potash mines. This project was initiated following a previous study at Ruttan Mine, Manitoba, which indicated that recirculation of exhaust air to reduce winter heating costs was feasible. The potash industry was selected for study because the mines use a minimum of blasting in their production methods and the exhaust temperature is significantly higher than that of most metal mines. These factors simplify the monitoring system required and have the potential for greater waste heat recovery. A series of measurements of underground mine pollutants was made at the main exhaust and intake shafts in order to determine the feasibility of introducing controlled recirculation of exhaust air. An experimental recirculation circuit was created by opening two existing doors situated between the return and intake shafts. During this recirculation trial, the air quality parameters at the intake, mixed intake and exhaust measuring stations were monitored. The results obtained from a questionnaire circulated to the regulatory agency and the major potash producers together with results obtained from underground field studies at Central Canada Potash (CCP) Division of Noranda Minerals indicated that controlled recirculation of mine exhaust air has potential application in these mines either to reduce heating costs and/ or to increase the face air quantities. A recirculation system is to be designed in conjunction with CCP and the Saskatchewan Ministry of Labour, Mine Safety Unit to attempt to implement a working recirculation system for CCP.

Today mine shaft and slope contracts include a greater amount of ancillary work such as level and pump stations, loading pockets, rotary and side dumps and connecting raises. This ancillary work requires the application of a number of construction methods often for short periods and often at short notice if the contractor is to maintain a profitable operation. In the next decade, the number of shafts that will be sunk by a boring method will outnumber those sunk by traditional methods. This will be particularly true of the deeper shafts where water problems are minimal. The increase of bored shaft work will not decrease the work completed by the shaft sinking contractor but it will change it. A greater emphasis will be placed on the speed of construction of station and other ancillary work. To meet this challenge the contractor requires full information on the ancillary work as well as the shaft work at an early date, preferably pre-bid. The two examples discussed in this paper illustrate the importance of early information. The two main factors of shaft ancillary work construction are sequence and ground support. This paper describes two examples completed recently by The Cementation Company of America Incorporated in Arizona. The first described is a Rotary Dump-Ore Pocket-Ore Pass complex and the second described is the excavation of the Main Station Level in a 2 Station-Loading Pocket-Ore Pass complex. Soil pollution, a very serious environmental problem, has been attracting considerable attention in recent years. It is now generally recognized that land as a component of the environment deserves the same attention and protection as water and air. This recognition has arisen perhaps because of increased incidents of land pollution, the scarcity of land, and increased awareness and concern about long-term effects of land pollution on terrestrial and aquatic eco-systems and on ground water quality. Contamination of land results from a wide range of human activities, including industrial discharge process, disposal of wastewater and agriculture. The environmental impact of exploration, production and refining of crude oil is a major concern in developed and developing countries. Because of the known adverse effects of petroleum hydrocarbons on soil ecology and fertility there has been growing interest in the development of efficient technologies for the remediation of contaminated land, with a view toward making it available for further use. Crude oil is a natural product and as such is susceptible to degradation by naturally occurring micro flora. Bioremediation has become an important method for the restoration of oil-polluted environments. A bench scale study was conducted to evaluate the bioremediation technique in treating soil contaminated with transformer oil. The steps involved in this study are: (1) Preparation of contaminated soil, (2) Extraction of PAHs and PCBs from contaminated soil, (3) Treatment of contaminated soil in slurry batch reactor, and (4) Analysis of PAHs and PCBs by gas chromatography technique. The performance of reactor was assessed by measuring parameters like COD, PAHs and PCBs. The study was con-ducted for six different pulp densities ranging from 20% to 40%. The maximum removal of PAHs and PCBs was observed for 20% pulp density.

"?irovski Vrh" Uranium deposit in Slovenia is type of mineralized sediments in ore bearing belts of deflected S-structure, in which the belt is less than 25% mineralized. Ore bodies of irregular small thickness, unreliably contoured, made difficult estimation of correct contours, which are necessary for design and exploitation works. The deposit was explored by vertical boreholes made at the surface and by boreholes fanned from drives. For the purpose of application of this estimation method, 1 m composites have been made in slices which were parallel to the referential belt plane. Estimation was made for 1,5m x 1,5m x lm blocks which do correspond to the size of the containers in the ore transport stage. Two variables have been used: the first, indicator of function (ore=1, waste material =0) and kriging method; the second, logarithmical content of Uranium and Minimum Mean Square Error Estimation (MMSEE) method. Based on estimated values of those variables, probability of ore quantity as well as Uranium content over determined cut-off were calculated for each block. Those two parameters enable determination of the most probable form of the ore body in ecah one metter slice. Estimation of sixteen small blocks in a large 1,5m x 1,5m x 1m block made possible estimation of ore quantity and its content for the determined cut-off, as well as categorization of exploration. This method is being used for estimation of ore reserves and planning of exploration operations. The described' methodology was tested in an exploitation block.

The important characteristics of a gas-promoted oil agglomeration process for cleaning coal particles in an aqueous suspension were determined. Numerous agglomeration tests with scale-model mixing systems of different sizes with controlled amounts of air were conducted. The tests were conducted on high- and mediumvolatile bituminous coals using either i-octane or hexadecane as an oily agglomerant. The performance of the system was characterized by employing the minimum time required to produce spherical agglomerates (tE), the mean agglomerate diameter (dp), coal recovery and product ash content. Among these parameters, tE was found the most useful. It is a key parameter in the scale-up of an agglomeration mixing system. This parameter was found to depend on a number of system and operating variables. By controlling these variables and conducting further agglomeration tests with mixing systems that varied in size, an appropriate size scale-up rule was established.

The U.S. Bureau of Mines has completed a laboratory evaluation of exhaust emissions from a diesel engine using an oxygenated diesel fuel. The fuels tested were soy methyl esters in a neat (100%) form and low sulfur, petroleum number 2 diesel fuel (D2). The engine tested was a Caterpillar 3304, indirect injection, naturally aspirated, 75 kW, diesel engine that is typical of engines used in underground mining applications. The objective was to determine the extent to which oxygenated fuels, such as methyl esters, reduce diesel particulate matter (DPM), and their influence on upon gaseous emissions such as total hydrocarbons, CO, NOx, NO2, formaldehyde, and other exhaust emissions. Heavy- and light-duty transient tests were used to simulate load cycles typical of mine applications. The soy methyl ester fuel produced greater amounts of volatile DPM (organic material) but much less nonvolatile DPM (carbon soot) for overall DPM reductions. A diesel oxidation catalyst (DOC) typical of the type commonly used in metal and nonmetal mines was tested with both fuels. The DOC further reduced the volatile and total DPM when used with the soy methyl esters, but increased the total DPM for D2 due to sulfate formation. The soy methyl ester fuel reduced CO and hydrocarbon, and NOx emissions. The DOC further reduced CO and hydrocarbon emissions.

Inco Limited operates nine underground mines on the rim of the Sudbury Basin. These operations are situated near the City of Sudbury, 589 km (365 miles) west of Montreal, and 363 km (225 miles) north of Toronto. The ores are mined primarily for nickel and copper, and the principal minerals are pentlandite, chalcopyrite, and pyrrhotite. Total ore production from underground is in excess of 51,000 tons per day. The total volume of fresh air supplied to the nine mines is six million cubic feet per minute. There are 50 main fans in operation at these mines, powered by electric motors totalling 11,200 kw (15,000 hp). The trend in metal mining during recent years towards mechanization and high-tonnage production methods has greatly increased ventilation requirements. The flow of air must quickly dilute and carry away diesel exhaust fumes, dust created by mining operations, and the fumes of the explosives used in blasting. Mechanical ventilation is required to obtain the necessary volume and control, as natural ventilation pressures alone are, for the most part, inadequate and unreliable. In the event of a mine fire or other needs, close control of ventilation is essential. There are two unique heating systems presently in operation at Inco: Creighton Natural Heat Ex- changer and Stobie Ice Stopes.

Technology development has played a crucial role in the minerals industry throughout history. The development of new technology allows mankind to produce metals and minerals at progressively lower cost of production in real terms, and therefore at progressively lower prices, improving their availability, accessibility and utilization worldwide. However, the developers of such technology are not guaranteed to reap the benefits from this effort: There is an expectation that technology developers will gain an advantage over their competitors. Is this a short-term benefit that results from a temporary cost or efficiency improvement, or is it a sustainable longer term "edge" that prevails even after metal or mineral price has been eroded by the implementation of a major step change technology? This issue is examined by reference to several case study examples in the copper industry. BACKGROUND The development and adoption of new technology has played a crucial role in the commodity minerals industry throughout history. As new, cost-efficient technologies are commercialized, the cost of production decreases, and this enables lower grade ore to be processed profitably. This in turn increases the availability and supply of the metal or mineral of interest, and ultimately (in a free market environment where the supply- demand balance determines price) inevitably decreases the metal or mineral price. This leads to the question: Why should mining companies invest in (new) technology development if the result is a decrease in the product price? Mining activities in the small historic mining camp of La Colorada in the state of Sonora, Mexico can be traced back to the mid eighteenth century when gold was discovered and exploited by Jesuit missionaries. Following one hundred and twenty six years of activity, the mines were shut down due to the Mexican revolution. Very little activity took place until 1989 when a company, Minera Las Cuevas, spent US $350,000.00 in mapping and sampling and diamond and reverse circulation drilling over a period of three years. During 1991 HRC Development Corporation entered into a joint venture agreement with Minerales de Sotula, S.A. de C.V. that allowed an earn in of 70% interest. Exploraciones Eldorado, S.A. de C.V. and it's parent company, Eldorado Corporation Ltd. were subsequently incorporated by HRC to hold the La Colorada project. Property evaluation ensued and a thirty thousand tonne Run of Mine test heap was leached from August of 1992 until May of 1993. Full scale commercial production commenced in late November, 1993 and the first gold/silver doré bar was poured early in January of 1994. Pre-production costs were a total of approximately four million dollars U.S. During the fall of 1994 a buyout of the venture partners' interest gave Eldorado one hundred percent ownership of the property. The first two years of mining have utilized a local contract mining fleet and have placed nearly two million tonnes of ore on a run of mine heap. Low cost ripping and dozing mining methods have been employed in conjunction with drip irrigation leaching. An initial pilot plant carbon adsorption circuit was supplemented with a Merrill Crowe recovery circuit in June of 1994 and was completely replaced with the construction of a second Merrill Crowe circuit in July of 1995. Approximately fifty thousand troy ounces of gold and over one hundred thirty thousand ounces of silver will have been poured by year end 1995. Ongoing, on site exploration continues to increase mineable reserves in the known deposits. A feasibility study is ongoing concurrent with the operations and will provide the basis for future elevated production levels. Exploraciones Eldorado continues to explore outward from the current operations and several anomalous outlying zones may play part to the long term economic growth of the company in Mexico.

The Coal Mining Section of the National Safety Council has selected hand and finger injuries of coal miners as a major topic for safety policy analysis [Tinney, 19851. So that facts about hand and finger injuries can be used to guide the Committee's work and the work of policy-makers, we present in this paper detailed analyses of the following factors related to hand and finger injuries received by coal miners between 1975 and 1983: occupations of the injured miners; activities of the miners when injured; machines involved; objects, substances, exposures, or bodily motions that produced or inflicted the injuries; principal physical characteristics of injuries; and events directly resulting in the injuries. We analyze hand injuries for underground and surface mines separately because of the remarkably different production methods and hazards evident in these two operating environments. We do not, however, provide information about hand and finger injuries that occurred in surface operations at underground sites (such as yards, shops, or tipples), auger mining operations, culm banks, dredging operations, mill or preparation plants, offices, or laboratories. The most comprehensive information about the safety of coal mining in the United States is assembled by the Health and Safety Analysis Center (HSAC) of the Mine Safety and Health Administration of the United States Department of Labor. Mine operators in the United States report to HSAC all injuries as required under Part 50, Title 30, of the Code of Federal Regulations (mandated by Section 103 the Federal Mine Safety and Health Amendments Act of 1977, Public Law 95-164). These regulations stipulate that injuries must be reported within ten days of their occurrence on a United States government data collection form, Mine Accident, Illness and Injury Report (MSHA Form 7000-1). HSAC maintains these data primarily to produce federally-mandated reports. HSAC resolves injury reports that are incomplete, checks for errors in data coding and handling, and corrects inconsistencies in data submitted by
