INTRODUCTION Technologic progress depends on new and innovative ideas, the practical application of these ideas, and finally as the technology is developed and demonstrated, the engineering improvement or replacement of existing capabilities. In many areas the new ideas, although known, are not immediately put to practical use in all applicable fields. Good technologic forecasting for research and development within the excavation field coupled with adequate technology transfer is necessary to ensure timely application of innovative ideas to remove bottlenecks in the total system. The purposes of this paper are (1) to show the potential ability of technologic forecasting to meet future demands in rapid excavation through the acceleration of excavation rates by research and development in several related technologic fields, (2) to provide a brief review of the initial development of the ARPA (Advanced Research Projects Agency) Rock Mechanics and Rapid Excavation Program, (3) to draw attention to the research projects completed or underway in the FY 1970-1972 ARPA program and explain where information or program results can be obtained, (4) to summarize the progress and accomplishments of applied research contracts in the rock disintegration element of the ARPA program, and (5) to discuss the research directions planned for the remaining years of the program. INTRODUCTION The basis for any measures in radiation protection is the quantitative assessment of the radiation exposure. Due to the extensive requirement in health physics manpower and related cost it is necessary to develop certain criteria regarding the necessity of monitoring and the selection of population groups to be monitored. Depending on the overall objective of the particular programme, the specific requirements for the measurement of atmospheric levels of radon, thoron and their daughters for practical radiation protection purposes differ significantly for those in the case of research applications, such as use of data for epidemiological studies. As part of the OECD-NEA Programme on Radon Dosimetry and Monitoring Task Group 1 reviewed available models for lung dosimetry in the case of inhalation of radon 222, radon 220 and their daughters (James et al., 1981). Using defined reference atmospheres for underground- and open-pit mining conditions as well as for dwellings, normalized conversion factors were calculated for the mean bronchial dose (mGy) per Working Level Month exposure (WLM). Task Group 2 discussed the features and adequacy of the Working Level (WL)-concept as a physical correlative of the absorbed lung dose and its limits of confidence and accuracy (Johnson and Leach, 1981). The WL-concept was found acceptable for radiation protection purposes provided that modifying factors like particle size, unattached fraction and respiratory minute volume did not cause the effective dose equivalent per WLM as calculated by either the James-Birchall or Jacobi-Eisfeld lung models to be more than 50 % above that given by ICRP of 0.01 Sv/WLM. For application in epidemiological studies the WLconcept is considered acceptable if the calculated absorbed dose to the tissue does not vary by more than 50 % (at the 95 % confidence level) from that given for defined reference conditions. In the following, objectives and requirements for the measurement of radon, thoron and their daughters are discussed for operational health physics routine and special research applications according to the scheme outlined in Fig. 1.

ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. A broad experience base accumulated over projects at various plants helps system integrators to provide services to clients. This experience enables the system integrator to

Introduction Raise boring is the most accepted form of mechanized hard rock boring in the mining industry. It appeared logical to take this mechanization one step further by introducing computers. Atlas Copco Jarva has produced a series of raise boring models that use an integrated computer. The company decided to use electronics and computerization, not for marketing purposes, but to make its equipment more cost-effective. Basis of Cost-Effective Design From the manufacturer's standpoint, it is possible for the equipment owner to reduce the cost of putting in raises by: • Replacing existing components with less expensive components that produce the same results; • Replacing existing components with more expensive components that make the equipment more productive; • Mechanizing equipment to reduce associated labor costs; and • Combining the above. Analysis of a standard raise boring machine (RBM) system showed that little could be done with less expensive components. It appeared, however, that the RBM could be more productive by transmitting more horsepower through the expensive drill string, while being precisely controlled by computers. An RBM system includes a basic machine, drill pipe, accessories, reamer, and cutters. The approximate percentage cost of various components on a standard system capable of boring 300 m (985 ft) long and 3-m-diam (10-ft-diam) aises in medium to hard rock is shown in Table 1. Also shown is the increased cost above standard of the Jarva computerized machine, and the productivity of both. Increased Productivity Penetration is important during the reaming cycle for more productive raise boring. This is possible by increasing the cutter load with constant rpm or increasing the rpm with constant cutter load. To increase thrust and maintain rpm requires increased capacity in the cylinders, drive train, main thrust bearings, drill string, electrical motors, and power units. To increase rpm and maintain cutter load requires only increased capacity in the electrical motors and power units. This is possible because the torque requirement remains constant for a constant thrust load. Only the horsepower increases, proportional to rpm. Since cutter costs are a big factor in raise boring, changes in machine performance must be analyzed to assess the effect on cutter performance. With a standard or typical carbide cutter, as used on raise boring machines, the effects of increased thrust or rpm are shown in Table 2. The assumption is made that the base data is the current rpm and thrust range where the cutters are now operated. It is also assumed one variable is held constant while the other increases. The result of this comparison, approximately, is that a 50% penetration increase can be achieved with little or no increase in cutter cost if rpm is increased 50% and cutter load is maintained constant. A similar 50% penetration increase can be achieved with a 45% increase in cutter cost, if the cutter load is increased by 20% and maintained constant. From an equipment standpoint, it is significantly less expensive to increase rpm 50% than it is to in-

INTRODUCTION The application of micro-computers to the evaluation of an advanced exploration project is illustrated by reference to a large project in the Sudbury Basin region of Canada. The deposit in question is polymetalic (Cu, Pb, Zn, Au, Ag) with a strike length of 3048m (10000ft) and has been explored to a depth of 457m (1500ft) by approximately 1350 diamond drillhole of between 9 - 305m (30-1000ft) in length. The large amount of data involved and the ability to rapidly recalculate geological reserves in response to fluctuating metal prices were key factors in the application of a micro-computer based evaluation system. The evaluation software was implemented at two levels, with data capture implemented mainly on - an entry level workstation comprising an IBM-PC compatible (PC-XT) micro-computer equipped with a 20Mb hard disc, printer and RS-232 serial communication facilities. Data analysis, display, geo- logical modelling and processing was carried out on a high-level workstation based on a Hewlett-Packard 9000 super- micro computer and peripherals, including a 40Mb hard disc, tablet digitizer and plotter. Basic drillhole data was entered either directly at the super- micro or transferred from the PC via the RS-232 link. The evaluation process proceeds once the data is edited and in a "clean" format within a master project database. The software is comprised of a suite of modular, integrated programs based on ease of use, interactive graphics and optimized for the computer workstation. Drillhole data was displayed and plotted as hard copy plots on which geological interpretations were developed. The data was copied into small manageable projects consisting of 100 to 150 drillholes, within which a sectional model was created such that all the models are interconnected along the entire strike with no overlaps. Geological reserves were derived by developing a set of function variables, including Net Smelter Return, within the database. The values of these functions can be displayed on the model sections and "ore” zones defined in accordance with pre-determined cutoff values. Interpolation of the modelled data was then carried out and geological reserves calculated and reported. DATA CAPTURE Drillhole data for the project consisted mainly of existing drillhole logs, although the system allows for the entry of new information as it becomes available. The structure and format (i.e. number and length of variable fields) is user defined. The log for this project comprises an abbreviated section for name, competency, grain size, texture, colour and alteration. Fields are defined for structural information regarding bedding and fault angles and up to seven mineral identification columns and percentages are available. Assay information consisting of the sample number, width and six determinations (Cu%, Pb%, Zn%, Fe%, Au opt., Ag opt.) along with a comments section of 25 characters completes the log. One powerful feature of the data- base is the ability to set up function variables that are mathematical and/or logical combinations of the project variables, enabling the user to develop economic variables such as Net Smelter Return. These functions include current treatment costs, deductions and penalties and can be rapidly recalculated within the database to accommodate changes in metal prices, forecast recoveries and exchange rates (Table 1).

Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

Introduction Many gold and silver ores are refractory to conventional processing technologies. Thus, precious metals recovery is uneconomic. These resources can consist of ores, flotation concentrates, mill tailings, and other reserves. The refractory nature of these materials can be ascribed to such components as iron sulfide minerals, silica minerals, tellurides, organic compounds, and sulfosalts. Precious metals locked within iron sulfide minerals account for a large number of refractory gold ores. These minerals consist principally of pyrite or arsenopyrite. They must be oxidized to liberate the encapsulated precious metal and allow its contact with the leaching agent. Carbonaceous gold ores represent a unique class of refractory precious metal ores in general. Not only does gold encapsulation by iron sulfide minerals occur (Hausen, 1985), but these ores also contain organic matter that interferes with gold recovery by cyanidation. Direct interference can be attributed to either occlusion of gold within organic matter or formation of a stable gold-carbon complex. The magnitude of this problem is debatable. Wells and Mullens (1973) examined two carbonaceous gold ores and found no association between the gold and carbonaceous material. A more common problem is indirect interference, whereby the aurocyanide complex formed during cyanidation is sorbed by the native organic matter and is not available for recovery. This phenomenon is referred to as "preg robbing" (Osseo-Asare et al., 1984; Hausen and Bucknam, 1984). Guay (1981) summarized various methods that can reduce preg robbing during processing of carbonaceous gold ores. However, some are not applicable to carbonaceous ores that have significant amounts of gold locked in iron sulfide minerals. Several methods exist for oxidizing iron sulfide minerals and rendering refractory precious metal ore amenable to conventional recovery processes. These include various embodiments of roasting (Jha and Kramer, 1984; Brown, 1984; Arriagada and Os-seo-Asare, 1984; Smith, 1986), pressure oxidation (Muir et al., 1984; Beattie et al., 1985; Thompson, 1986; Weir et al., 1986; Argall, 1986), and chemical oxidation (Scheiner, 1971; Jackson, 1983; Van Weert et al., 1986). Each process has been successfully used for refractory precious metal ores. In many instances, however, their use is precluded by capital and operating costs relative to the value of the ore. An alternative to these methods is microbial pretreatment - a biological process whereby iron sulfide minerals are degraded and the liberated precious metal values can be recovered by conventional technologies. Bioleaching refractory precious metal ores is a relatively new concept compared to roasting and chemical oxidation. It is rapidly becoming established as a viable pretreatment alternative. Numerous studies have been conducted in the laboratory and on a pilot scale (Yudina et al., 1979; Lawrence and Bruynesteyn, 1983; Pol 'kin et al., 1985; Marchant, 1985; Livesey-Goldblatt, 1985; Gibbs et al., 1986). Comparative tests have demonstrated that bioleaching can be equal to or better than roasting or pressure oxidation in terms of product recovery and process economics (Fridman and Savari, 1983; Livesy-Goldblatt et al., 1983; Karavaiko et al., 1985; Gilbert et al., 1986; Hackl et al., 1986). Bioleaching's main drawback is that pretreatment requires days rather than hours. This can lead to excessive operating costs for difficult-to-treat ores. The chemistry and structure-activity relationships for four new classes of sulfide mineral and precious metals collectors developed recently are discussed in this paper. These collector classes are alkoxycarbonyl alkyl thionocarbamates and thioureas, dialkyl (or diaryl) monothiophosphates and dialkyl monothiophosphinates. The main emphasis will be to highlight the differences between collectors and their affinities for various minerals on the basis of data on kinetics of adsorption on pure minerals, natural ore flotation and microscopy of flotation concentrates. The mechanism of interaction of these collectors with sulfide minerals is also discussed with the available data on the FTIR and solution chemistry studies.

Discussion by G. Le Bel The paper proposes three methods to determine optimum lifetime of a mining project 1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: •It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. •The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate. Discount rate selection The opportunity cost of capital represents the rate of return that would be obtained if the capital was instead invested in other opportunities considered to exist. Such opportunities must be bypassed if the available capital is invested in the project studied 2. If these other opportunities carry risk similar to the project under analysis (for example, if they are other mining projects), there is no need to add incremental [ ] risk factors. On the other hand, if these opportunities are represented by the acquisition of government bonds yielding 7%, a risk premium factor must be included. The types of risks associated with a mining venture are shown in Table 1. Together they represent the "business risk" of being a mining company. The individual project risk is important to investors if it differs substantially from the business risk of the company and that of the other investments in mining ventures that we must pass up to invest in this particular project. A risk premium or discount would then be required. This can be illustrated by the following example. Consider that a company has two investment alternatives: one is the Cavender hypothetical project located in Nevada, and the other is the same project located in a civil war zone of central Europe. The second project requires a risk premium factor on the discount rate. Conversely, a project showing highly uncertain returns that are negatively correlated with the returns of the firm's other assets may decrease the company's corporate risk. Deterministic character of NPV calculation The cash flows used in NPV calculations are obtained from a set of variables. These variables are estimated using one parameter obtained from the engineering studies. Each parameter is thus a single value that is often termed a "realistic" or "best estimate" as opposed to "optimistic" or "pessimistic." Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. In your estimation, how vulnerable is the US to foreign mineral suppliers? Let me make a distinction between dependency and vulnerability. The

At present the feasibility of developing underground facilities for the storage of a number of products including toxic waste, oil, nuclear waste and low pressure gas is under investigation in e number of countries. A possible method of storage is in large excavations, Preliminary ventilation design work has identified that the climatic conditions encountered within these large excavations are a limiting ventilation pollutant within the ventilation system. This paper examines the design of a variety of sizes of excavation from a ventilation viewpoint. The main phases of an excavations lifetime can be divided into four main phases, these being construction, civil and mechanical fitting, storage, full and sealed. The paper details ventilation design options for the first two phases of e vaults lifetime, giving climatic simulations to assess the likely climatic conditions within the excavations for e number of facility depths. The options for climatic control are given and analyzed by means of climatic simulations techniques. l. INTRODUCTION The feasibility of developing underground facilities for the storage of a number of products is under investigation at present in a number of countries. This paper details a possible design for such a facility where the product is to be stored in large underground excavations. A facility layout has been designed with the aim of allowing concurrent construction and storage operations. Thus from a ventilation perspective the facility consists of two circuits , a construction ventilation circuit and a product ventilation circuit both of which are served by an intake and a return surface connection The construction and storage circuits are considered as independent of each other , any interaction in the form of leakage must be from the construction to the storage circuit. From the facility design a ventilation network was developed to assess the ventilation requirements of the facility. In analyzing the pollutant loads for the construction circuit two pollutants were recognised to be critical to the ventilation design , these being diesel exhaust fumes and heat end humidity. In this paper ventilation design options for the construction and civil and mechanical fitting phases of the excavations are analyzed by means of climatic simulation and options for climatic control within the vaults are outlined . 2. FACILITY DESIGN A schematic diagram of a facility design is illustrated in Figure 1. There would be two distinct ventilation circuits , one to service the construction operations and the second to serve the storage operations which occur concurrently with construction , the circuits are separated by ventilation bulkheads . Access to the facility for intake air is provided by two drifts, one to serve each circuit. Two shafts act as returns to surface. The facility consists of two distinct zones for the storage of two types of product. One type is to be stored in smell linear excavations. The second zone is for the storage of a second product in larger excavations. The maximum cross-sectional area and perimeter for the smell linear excavations are 456.25 m2 and 83.2 m, while for the larger excavations they are 440.1 m2 and 86.4 m. Excavation construction consists of three phases: 1. Initial pilot tunnel development between main intake and return to provide through flow ventilation. 2. Enlargement to produce the required finished cross-section. 3. Civil and mechanical engineering work to fit out the excavation ready for storage. It is proposed to excavate the excavations using drill and blest methods utilising diesel equipment. Spoil is to be transported to surface by a conveyor belt system. At any one time the maximum number of working places requiring ventilation will consist of ; 3 storage sites, 2 excavations under construction, 2 excavations undergoing civil and mechanical fitting. Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? If so, when will subsidence take place? • Can a specific surface area be affected by subsi¬dence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

In many parts of the world deep level mining relies heavily on the use of refrigeration for providing safe thermal underground conditions. The trend in South Africa in recent years has been to locate the refrigeration plants on surface and to use these plants to chill water that is then distributed throughout the mine. The surface cooling installation normally consists of a pre-cooling tower in which water is first chilled before it is sent to one or more refrigeration plants for further cooling. Presently, the majority of these refrigeration plants use CFC refrigerants; however, to conform with the Montreal Protocol, these plants will have to be replaced or converted for use with alternative refrigerants. The optimum design criteria for installations using the new generation of refrigerants will be affected by their characteristics and are likely to be different from those currently in use. In light of these developments the industry is examining a number of alternative systems for future installations including water vapour refrigeration. Factors that affect the decision on the type of refrigeration system to be used in mine installations are reviewed. INTRODUCTION Gold mining has been carried out in South Africa for over 100 years and most of the reserves close to surface have been mined out; this has led to mining taking place at greater depths, approaching 4000 m below surface. One of the consequences of operating at these greater depths is that it is necessary to install refrigeration plants to cool the ventilation air so as to provide safe and healthy working conditions. With the current low precious metal prices there is pressure on mines to cut costs and in recent years there has been considerable effort devoted to the design of more cost effective and efficient refrigeration plants and cooling systems. In the last 10 years there have been many studies into the use of ice for specific applications (Eschenburg et al., 1986; Hemp, 1988 and Ramsden and Lloyd, 1992) and at present there are three ice making plants in operation on South African mines, each of which produces ice in different processes. In addition, detailed design studies have been carried out on the "split ammonia system" (Napier and Patterson, 1992). In this refrigeration system the evaporator is located underground close to where the cooling is needed, whilst the condenser and heat rejection system is on surface. As far as refrigeration plants are concerned the trend has been to move away from standard package units to custom built refrigeration installations. This has given the design engineer greater flexibility in the choice of key components for refrigeration installations. For example both screw and centrifugal compressors are used, the heat exchangers for the evaporators and condensers may be either plate or shell and tube, and in a number of installations evaporative condensers are used. In addition, the following refrigerants are in use, R12, R22 and ammonia. The acceptance of the Montreal Protocol and its amendments by the South African government will restrict the use of CFC refrigerants and it will be necessary to re-evaluate various refrigeration systems, including those that do not use conventional refrigerants, such as air cycle and water vapour systems, for new surface installations. Although new systems and refrigerants are being developed, only the following refrigeration installations will be compared in this paper: - a refrigeration system using R134a which has properties similar to R12 - refrigeration system using R22 or a new alternative refrigerant with very similar properties - an ammonia refrigeration system - a water vapour refrigeration system The benefits of new cooling systems are not discussed in detail, since they are largely mine specific and outside the scope of the present paper. Since the optimum design for an air cycle system (del Castillo, 1988) is dependent on the mine layout, this system is also not included.

INTRODUCTION Our present estimates of world P205 consumption for all uses show an average annual growth rate of approximately 1.9% per year. The estimated 1985 consumption of 41.5 million tonnes of P205 is predicted to increase to 57.1 million tonnes of P205 by the year 2005, which represents a growth from 157.7 million tonnes in 1985 to 217 million tonnes of phosphate rock in 2005. The present situation of oversupply and extremely weak phosphate product prices is, however, expected to continue in the short term and a normal supply/demand balance may not be achieved until after 1990. The growth in P205 demand, in conjunction with the higher cost of replacing low cost mines as they are depleted, will place economic pressure on world farm economies through the increased cost of phosphate fertilizers. The availability of rock supply is not the challenge; rather, it is the economics of new rock supply. This economic challenge of providing new rock supply is by no means limited to the United States. Even in centrally controlled economies, the cost of rock from domestic mines of marginal quality and economic viability, coupled with burdensome infra¬structure requirements, may result in tonnage additions at very high cost. Although government subsidies to offset higher production cost is a factor in some countries, world production in the next 20 years will be directed, if not governed, by economic factors. Established infrastructure, good quality reserves, and existing operations will provide a competitive advantage for new prod¬uction. It is our opinion that the current world supply structure will remain relatively stable through 2005, in that most of the traditional suppliers will retain supply roles. U.S. rock production, although it is not expected to grow beyond the present level, will still be a major contributor to world supply. Although dramatic changes within mining, fertilizer production and farm economics may appear disruptive, the current supply scenario will, in general, continue with the major issue being production economics. WORLD DEMAND Demand for P205 by region in the world has been estimated using projections of population, crops and yield, arable land, economic and other data as a basis for future demand projec¬tions by Blue-Johnson and Associates, our col¬laborators on a recent multi-client study. Non-fertilizer P205 demands were estimated in the same general manner. These estimates of future demand are based on an assumption of reasonable world political and economic stabil¬ity, debt repayment requirements maintained at workable levels, and resolution of problems in the agricultural economy to a point where normal supply/demand forces can interact freely to provide a basis for continued P205 supply. The results of these studies indicated an average growth rate of 1.9% per year through the year 2005. This growth could be as low as 1.5% per year, or as high as 2.5% per year. It is our opinion that the estimated rate of 1.9% per year is most probable. This moderate growth rate considers both the major economic constraints facing the world agricultural industry today and the general problem of affordability of fertilizers and other crop inputs. WORLD SUPPLY There are adequately defined world reserves of phosphate rock today to provide supply well into the future, even at much higher levels of demand than presently projected. Using the U.S. Bureau of Mines estimates, which are based on stringent criteria for definition of reserves, the present world reserves base is approximately 35 billion tonnes. Identified resources raise the potential for production by orders of magnitude. Potential resources based on geological trends, and including offshore deposits, would again result in orders of magnitude increases in rock resources. Morocco leads the world in reserves base with approxi¬mately 21 billion tonnes. The U.S. is second, followed by the Republic of South Africa and Russia. These four countries control about 87%

There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. INTRODUCTION This paper describes operational procedures and instrumentation which were developed to implement a patented method of detecting and locating uranium ore bodies. All equipment was designed for accurate and reliable use under difficult field conditions. Data resulting from these developments, some of which are incorporated in a companion paper for this conference*, have contributed to our understanding, of the nature and significance of naturally-occurring radon exposures. Further applications of these techniques may prove useful in studying anthropogenic radon in evaluating the significance of variability in radon flux, or in taking proper account of the contribution of natural radon to ambient radon concentrations, particularly in mineralized regions. OPERATIONAL PROCEDURES The uranium search technique employed by GEOMET begins with a [reconnaissance mode], which utilizes a series of ambient air filter samples taken from a moving or standing vehicle to detect anamalous concentrations of radon. These samples are normally taken at night under stable (temperature inversion) or neutral atmospheric conditions, to avoid the rapid dispersion of the radon clouds typical of daytime turbulent conditions. Radon daughters formed by the decay of radon quickly attach to ambient aerosol particles and are captured on the surface of a membrane filter during a five-minute sampling period. The filter is placed in a portable alpha scintillation counter, and a five-minute count is started at a preset time after the completion of the sampling period. This count is followed immediately by a second five-minute count to enable determination of the cloud age, based on consideration of the relative half-lives of the initial radon daughters. With the use of tables computed from the mathematics of the uranium decay process, and with the measured radon background accounted for, the first and second counts are used to estimate the time which has elapsed since the pure radon initially emanated from the earth's surface. This cloud age, combined with wind speed and direction measurements made at the beginning and end of each sample, as well as with an understanding of the effects of local terrain features on wind trajectory, provides an estimate of the Probable location of the source. In practice the reconnaissance mode involves one vehicle with a single operator to take the five-minute samples, moving or standing, along any available roads or trails in the area to be covered. Under the usual nighttime stable conditions the cool air flows downslope and downvalley, and the operator will pay special attention to locations along the axes and confluences of the natural downflow patterns. These facilitate sampling of large air drainage areas. Successful detection of sources of radon based on high concentrations of radon daughters, and substantiated by evidence of "fresh" clouds, are frequently made on the basis of a relatively few samples taken judiciously by an experienced operator during a reconnaissance. At this point he has a choice: he can continue to cover the designated reconnaissance area, leaving the localization of any anomalous radon detections to await the ranking of detections by priority, or he can continue with localization of the detected source, either alone or by radioing for another vehicle to assist in triangulation operations. Localization of a source involves skillful and experienced use of the continuously collected data on concentration, age, and wind speed and direction, together with knowledge of the terrain from observation and contour maps, and exploitation of the available roads. Since age ratios are dependent solely on proximity of the source and wind speed, decreasing [cloud ages] based on statistically significant increasing age ratios represent the most useful. information in localization. The [magnitude of the concentration] of radon daughter products is also useful; however, it may vary widely for a variety of reasons during sampling for a localization, thus making this a secondary parameter for localization. Large values of concentration are of course useful; typical results for successful detection of a strong anomaly would yield alpha counts ranging from 10 to 25 times background values. These counts are convertible to ambient radon concentrations by appropriate consideration of the decay process. Successful localizations of radon sources using this procedure with ambient atmospheric measurements normally will narrow a source location to within an area ranging in size from less than a quarter of a square mile to at most a square mile, and frequently give information on the probable shape of the source (in plan view) on the earth's surface. Judicious use of this procedure could undoubtedly provide finer localization, but the coarser results just described are adequate for this Phase of GEOMET's uranium exploration procedures.

The ability to process complex precious metal sulfide concentrates containing antimony and arsenic in an economic and environmentally safe manner is an important problem facing the mining industry in the United States. Preliminary experiments have been performed to evaluate the possibility of treating a complex sulfide concentrate to recover antimony and precious metals while fixing the arsenic and sulfur as calcium arsenate and calcium sulfate. The process involves: • the oxidation of the antimony and arsenic minerals in the presence of soda ash (to collect the sulfur dioxide and to keep the antimony and arsenic from forming volatile compounds), •the selective leaching of the arsenic from the roast calcine with a heated caustic solution, •the precipitation of the arsenic and sulfate with calcium hydroxide and/or calcium chloride, •the reduction of the residual antimony (collecting the precious metals), •fuming of the metal to form a marketable antimony oxide, and •crucible reduction of the residue to obtain a gold and silver dore. Batch experiments, using synthetic concentrates of stibnite and arsenopyrite, were performed to evaluate the first stage of this process. Variables studied included mixture weight fractions, temperature, gas flow rate, oxygen partial pressure, and time. All of the off gas dust and sulfur containing gases were collected and analyzed. The roast solid residues were subjected to arsenic leach tests, and the leach solutions were subjected to arsenic and sulfate precipitation tests. Introduction The ability to treat a precious metal ore containing appreciable amounts of antimony and arsenic is dependent upon the characteristics of the ore. For some ores, selective flotation can be used to separate the antimony and arsenic minerals, which are then treated separately. Unfortunately, many ores are not treatable in this way, and the concentrates obtained may contain appreciable contamination (which limits the ability to make acceptable grade antimony products). If we consider the added value of the precious metals in the concentrate, then it is worthwhile to evaluate the potential for new methods to treat these types of concentrates. In addition, the environmental difficulties associated with arsenic disposal must be taken into account in any proposed process. If there is appreciable arsenic present, then it must be either recovered as a marketable product or placed in an insoluble form. The problem addressed in this research program has become increasingly important as the precious metals mining industry is encountering more ores of this type. A large deposit of this type exists in Idaho where the antimony occurs primarily as stibnite, with minor amounts of kermesite and tetrahedrite (Cooper, 1951). The gold appears in association with arsenopyrite with minor amounts of other arsenic minerals. Flotation has been used to obtain an antimony concentrate. The concentrate, however, is contaminated with appreciable amounts of arsenic and also contains precious metals. If the ore or concentrate contains appreciable amounts of base metals, then the recovery process becomes much more difficult. There are a number of other known deposits of this type in Alaska, Canada, Montana and elsewhere. The objective of this research program was to develop a fundamental understanding of the oxidation and leaching chemistry of the arsenic and antimony minerals so that technology may be developed to treat these ores in an economic and environmentally safe manner. Wendt (1949) and Koster and Royer (1940) discussed the possibilities of oxidative roasting of stibnite concentrates containing arsenic. Wendt describes a process used at a smelter in Czechoslovakia (in the 1930s) where roasting was carried out in rotary furnaces at 723° K (500° C). Most of the arsenic was removed as fume, as well as 25% of the antimony. No sulfur dioxide containment was described. The oxide fume from the furnace went to a heated caustic water leach, where the arsenic was preferentially dissolved and then precipitated with calcium chloride as calcium arsenate following solid-liquid separation. The antimony oxide was sold, and the solid oxide discharge from the rotary furnace was sent to a blast furnace where the antimony metal, containing the precious metals, was recovered. The metal was fumed to obtain antimony oxide, and the precious metals were left in the residue and collected with copper. The copper

A paradigm shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results can invoke questions such as how much was produced, at what cost, and was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as pre-eminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured and formed new coalitions. Investments in new technology and a concentration on productivity have been an essential part of these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. This situation presents an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now night offer some interesting opportunities for the Future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work Force. The Work Crew Performance Model (WCPM) is one approach to defining, capturing and transferring this expertise. The WCPM suggests a paradigm shift, moving from a focus on products (quantity) to a focus on the process (quality). It also involves a slight change in the process -- a different way to think and work. Of great importance, it entails a belief and a commitment to people within the organization; a commitment to collect simple (but interesting) data; exploration for insightful ways to plot and integrate that data; and finally the search for creative methods to reinvest that knowledge back into the organization, that is, back into the work force. As a way of thinking, the WCPM subordinates information about how much is produced daily or how many were injured over a year's time to concern and detail for how the individual's and the work crew's performance contribute toward meeting organizational goals. Drawing upon the expertise within members of that work crew to address and solve operational problems is one approach for meeting organizational goals. This everyday focus on how we work is hypothesized by the WCPM to make the difference between a good section supervisor and the average one; an exemplar continuous-miner operator and the run-of-the-mill one; a mining crew that produces consistently high quantities, but, inadvertently, degrades the production of other units. The WCPM permits objective and reliable performance data to be collected. This data then can be used to define variability within tasks of work crew members; to relate observed variability to a cost consequence; and to more meaningfully analyze performance through the integration of traditional analytical tools, such as the production simulator, CONSIM, with a recommended behavioral approach, the WCPM. Basis for engineering test Most equipment selections and purchases involve a field trial test of the system. Technology is routinely bench tested at the manufacturer's facility, government agencies and the mine site. The WCPM suggests a similar, but more practical, method for testing the performance of a work system -a test for how technology is used (by people) at the work site. It implies learning from veteran mining personnel that have gone well "beyond the book." This approach to learning and to integrating training with everyday work life can help answer questions such as: What constitutes desirable perfor¬mance as, for examples, a shuttle-car operator, a miner operator or a bulldozer operator; what characterizes exem¬plary performance within the context of the work system, the technology and the work crew; how can investments in the worker he linked to measurable results within the organiza¬tion? This paper explores these questions and makes recom¬mendations for enhancing the cost-linkages between invest¬ments in people and the mine's monthly cost sheets.

The Goldstrike Mine is in Eureka County, Nevada, approximately 23 miles northwest of the town of Carlin. The mine is at the north end of the Tuscarora Spur of the Tuscarora mountains at elevations of 5,300 feet to 5,950 feet. It is part of the Bluestar/Goldstrike subdistrict of the Carlin Trend of sediment hosted, disseminated gold deposits. The Carlin trend comprises over 15 major gold deposits with production, reserves and geological resources of approximately 50 million ounces of gold (Fig. 1). In the Bluestar/Goldstrike subdistrict, there are four major deposits; Post, Betze, Bluestar, and Genesis, plus numerous smaller deposits (Fig. 2). Betze is located on property controlled by Barrick Goldstrike Mines; Bluestar and Genesis on Newmont Gold property; and Post on both Barrick and Newmont property.
