The MSHA prescribed method for the determination of quartz in airborne respirable-dust samples from underground coal mines is the P-7 method, a combination of low-temperature, radio-frequency ashing (LTA) and infrared analysis (IR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive infrared (IR), Fourier-transform infrared (FTIR) and X-ray diffraction (XRD) methods are most commonly used for the analysis of quartz in powders. Several aspects of the experimental procedures, such as the preparation of the analysis sample from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist and data interpretation, affect the results from each of the methods differently. Significant differences in analytical results obtained from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All studies point to the need for reliable quartz analysis methods. In a recent research program, a procedure for preparing bulk-coal and host-rock samples for quantitative quartz analysis was developed. Further, the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle-size distribution, matrix and calibration on the analytical results. In this paper, several issues concerning the measurement of quartz in the samples of coal, host-rock and airborne respirable dust from mines are outlined and quantified.

Automation and mechanization in mining has no value of its own. It has to be measured in economic terms or in Increased safety or in the utilization of deposits which otherwise were unavailable. The mechanization and automation of workphases in the mining and rock construction process has led to the decrease of manual work. This has had a very essential importance in the countries where the labor is expensive or where there has been difficulties in the availability of labor. The work has become much more efficient. We would like to argue that the need of mechanization has been initiated mostly from the above mentioned reasons. The origin has seldom been the "process" approach or the real need or will to change the way mining is done. Through mechanization bigger unit sizes of machines and operations have become possible and better efficiency is achieved. This has led to new problems as well, but in most cases they have been solved so that better and more economic outcome than before has been the end result. The changes have thus been justified. It is perhaps feasible to state already at this stage that we see that the mechanization andautomation steps in the difficult conditions of mining have been remarkable. There is not a slightest underestimation of the achievements and importance of this development in our mind. Where we are to- day is the result of the experience, know-how and technological excellency of all the parties involved. The natural approach to automation has been through mechanization and automation of individual unit operations and machines. This has been the way as well in manufacturing industry as in mining. There may not have been any other way. The other presentations in this session tell us very clearly of the approach .which the machine manufacturers have taken. They have not done it alone but 'most of the initiatives have come from them. A good use of their present achievements gives many possibilities to increase the, efficiency in mining. We would, however, like to extend the view one step further to the future:

Ground water can pose major engineering and environmental problems to the new generation of large, deep gold mines currently being developed throughout the world. It is important that the potential magnitude of these problems be assessed early in the planning of such projects and that any necessary dewatering and environmental remediation programs be designed at least preliminarily in the feasibility stage. The assessment should begin with acquisition of hydrogeologic data during exploration drilling and be followed by carefully designed and analyzed aquifer tests. Once a sufficiently detailed conceptual hydrogeologic model has been defined, state-of-the-art numerical models should be used to estimate ground-water inflows to proposed pits and underground openings, to design and evaluate the potential effects of various dewatering schemes, to define specific environmental impacts, and to predict pore pressures in highwalls relative to slope stability. The modeling results will indicate which method(s) of dewatering will be most effective both technically and economically. If wells are used, it is imperative that they be as hydraulically efficient as possible. There are new methods of drilling and completing dewatering wells that can help assure maximum efficiency.

INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

English China Clays, the world's largest producer of China Clay, has its main production capacity in the South-West of England, where a complex of pits, refining plants, dryers and ports covers an area of approximately 100 square kilometres. The possibility of a computerised information network was first considered in 1980. The system was required to provide information at the central level and also at local plant level to improve co-ordination and control. Immediate access by any authorised user, and flexibility of interrogation were important aims. A small micro-based prototype system was implemented in 1981, and later that year development of the mainframe system commenced. This latter system will provide at least one terminal in every works location and will allow inter-communication of laboratory test data as well as detailed stock levels and production data. An integrated system for order processing will allow stock levels to be monitored in relation to anticipated requirements. The system has been developed by the Data Processing Department using the IDMS database package running on an ICL ME29 mainframe. It was decided to use microcomputers as terminals, which although more complicated because of protocol emulation allows stand-alone applications to be run on the same equipment. Those applications concerning Production Planning are outlined in the paper. Communication on the network is by synchronous transmission over dedicated lines. All data is stored on the central database with terminals accessing it in a star configuration. The system is currently partially implemented with 30 available screens at 18 separate worksites.

INTRODUCTION Thermally induced fracture of rock is one of the oldest rock breakage techniques known to man. Primitive underground miners used fires to heat and crack rocks as early as the third century B.C. (Ref. 1). History aside, however, present-day tunneling and mining interests are reconsidering the use of modern heating units for rock fracture for some very good reasons. One of the most important advantages of many heating techniques is the lack of direct contact between the heating device and the rock. This means a lower wear rate relative to mechanical cutters, and no large reactant force to be supplied by the tunneling machine. In addition to avoiding physical contact, some heating systems (e.g., electron-beam guns and lasers) can deliver energy to a rock face much more intensely than can be conveniently handled mechanically. Thus, heating power densities of the order of lob to 107 watts/in.2 and greater can be achieved with high-power lasers. These high power levels allow much higher instantaneous penetration rates than can be achieved by mechanical cutting. Another advantage that accrues to some thermal techniques, such as, for example, surface spalling, is that the thermal fracture process works particularly well in certain rock types (e.g., granite) that are particularly hard to cut mechanically. Uranium and its decay series are associated with phosphate deposits of marine origin. Uranium concentrations are on the order of 100 to 200 ppm in matrix from the Bone Valley formation of Central Florida and about 25% this value in matrix mined from the Hawthorne formation in North Florida. Occupational radiation exposure due to this source has been under study in Florida since the mid 1970's (Windham, Partridge, Horton 1976; Roessler and Prince 1978). This report is based on findings of an industry-wide scoping survey conducted by the University of Florida during March 1976 through May 1977 and subsequent studies in selected individual facilities. PHOSPHATE MINING OPERATIONS Mining and beneficiation operations are diagramed in Figure 1. At the excavation site, electric powered draglines remove the overburden and expose the phosphate matrix (ore) which is then slurried and pumped to the beneficiation site. At the washer stage of the beneficiation plant, the matrix is subjected to washing and screening. A coarse product, "pebble" is produced and sent to storage piles while the fine fraction is passed through a series of cyclones to remove the clays. The generated clay suspension is sent to settling ponds while the remaining sand-sized fraction is sent to the flotation plant. At the flotation plant, phosphate particles are recovered from the fine sand particles of similar size through several stages of treatment with reagents, agitation and separation of floating and sinking fractions. The high grade concentrate produced is transferred to storage while the sand tailings are discarded. [ ]

The Consejo de Recursos Naturales No Renovables of the Mexican government entered into an agreement with the United Nations in 1964 for the mineral exploration of a large area in Estado de Sonora, Mexico. The agreement called for a systematic exploration for copper in northern Sonora based on photogeologic mapping, aerial reconnaissance, and geochemical stream sediment sampling. The UN-CRNNR investigations resulted in the detection of anomalous copper values in sediment from the Arroyo Cruz de Cafiada. The anomaly was followed upstream to its source, which ultimately proved to be the La Caridad ore body (see Fig. 1). Soil copper and molybdenum values were found over a large area, and further detailed geologic and geophysical investigations were instituted of the anomalous area. David Coolbaugh was largely responsible for the follow-up work. An induced polarization (IP) survey found a roughly circular region of "highs" that coincided with a high soil copper anomaly. The circular anomalies ringed the topographic feature that ultimately was found to contain the Caridad ore body. Soil geochemical copper response over the ore body was subdued, because the soils were derived from a leached capping, whereas leaching in fringe areas that contained less veining was less intense. The ore body was also ringed by the typical high pyrite zone, and this was the anomaly detected by the IP survey. The UN began drilling in the fall of 1966. Eleven holes tested the IP-Cu geochemical high, but none were of commercial interest. The project was returned to the Consejo and was reviewed in the field by G.P. Salas and V.F. Hollister. It was found that the leached capping had not been tested by the past activities, and the Consejo elected to explore that area in 1967. The capping was evaluated by Salas and Hollister and drilling by the Consejo began in 1967. Commercial grade ore intercepts were found in the first hole. The Consejo drilled nine holes, of which eight were commercial. At least 90.7 Mt (100 million tons) of 0.8% copper were indicated by the Consejo in eight holes. Many concerns have been expressed worldwide regarding the use of diesel equipment in underground mines due to the potential health risks associated with diesel particulate matter (DPM). In assessing the risk to the health of miners and designing control strategies for DPM, it is important to know the concentration of DPM in the working areas of a mine. In some mines, significant stratification occurs due to the characteristics of the diesel exhaust, affecting exposure and the ability to measure DPM concentrations accurately. This study outlines some of the concentration profile data obtained during sampling at three mines where diesels were employed. Mine #1 (a gold mine) employed large openings in which a diesel-powered roof bolter was used. Mines #2 and #3 are both room-and-pillar operations with varying conditions. Mine #2 is an experimental mine where two stationary diesels were utilized for sampling purposes, while Mine #3 is a traditional evaporite operation using two mobile diesel vehicles for section haulage. These field studies indicated that some level of stratification occurred in all the mines, but the stratification was not as pronounced in the case of Mine #2 due to the complex pattern of exhaust emissions generated by the vehicles. The stratification seemed to depend on the distance from the vehicle, the mine air velocity, whether the vehicles were moving or stationary, and whether the exhaust was diluted by equipment design features. The concentration of DPM was generally higher at samplers located near the roof and lower at samplers located near the floor. However, this was not found in all cases. This paper provides conclusions on how knowledge of stratification patterns can be utilized in sampling and control of DPM in mine atmospheres.

A mineralogical and geochemical characterization study was carried out on arsenic-bearing Ketza mine tailings to complement a column extraction test program with the purpose of assessing the potential of arsenic mobilization from the tailings. Two types of tailings samples (i.e., exposed tailings from the impoundment area and water covered tailings samples) were subjected to column tests under standing water cover and with no water cover but weekly flow-through flushing. The tailings have a uniform size distribution. The samples are characterized by high Fe2O3 (44.0 to 68.2 %) and As (3.7 to 4.4w%) concentrations. Ferric hydroxides are the dominant species that are mostly amorphous or cryptocrystalline. Arsenopyrite, scorodite, an Fe-Ca arsenate hydrate phase, an Fe-Bi-As phase and ferric hydroxides are the arsenic-bearing minerals. Arsenic is essentially contained in Ca-As goethite, Fe-Ca arsenate hydrate phase and scorodite. Goethite, although containing low levels of arsenic, could be a significant arsenic-bearing phase because of its high abundance. There does not appear to be any significant chemical or mineralogical difference between the original exposed tailings and the material left underwater with no flow-through for over a year. There are differences in terms of CaO, Fe2O3, SiO,, As, goethite, scorodite, calcite and dolomite concentrations between the exposed tailings and the column material after undergoing approximately two-year flow-through and aggressive leach tests. These differences are likely to be resulting from a combination of different column test conditions and sampling or heterogeneity of the material.

The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.

Introduction Engineering Health and Safety is concerned with the understanding of the complex interplay between the risk of injury with technological ,environmental, individual, organisational and legal factors. With this understanding, the design and decision making processes can be balanced with the other objectives of industry and employment to arrive at solutions which place appropriate controls on technology and other aspects of human activities to prevent disease and injury to personnel in the coal mining industry and the design of safe production machinery and ancillary equipment. Advances in the detection and diagnosis of causes of diseases and the need for engineering health and safety in the coal mining industry has increased the need for appropriate education and training. Hazards arise in many forms; exposure to toxic chemicals, escape of radio - active materials, explosion of pressure vessels, contact with moving machinery, exposure to dust, environmental dangers such as excessive noise, high temperatures and manual handling etc. As technology advances, these dangers become more complex and less clearly defined and less easily perceived. Consequently, the ways of controlling the dangers also become more complex and wide ranging. The need to educate and train people in coal mining applications of engineering health and safety has been enhanced over the last five years and courses should be established to fulfil the need for competent people to deal with the problems which modern coal mining technology creates together with the legislation that governs engineering health and safety and to carry out research and development work in the coal mining industry. Industrial Involvement The engineering health and safety experts must be prepared to take a more active part in monitoring conditions that exist in the mining industry, and not design from information obtained from the mechanical, electrical and hydraulic expertise and off-the-shelf components from other industries. Surveying and control of the operating environment must be essentially the concern of the engineering health and safety experts and, whilst it is not possible to create a perfect environment for each machine, every effort must be made to minimise failures and hence plan for designs which will maximise

Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital ; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. Whether a student's interest is in actual mining operations, business administration, engineering, finance, law, industrial relations, marketing and sales, or public affairs, a career opportunity is available in the industry.

This paper is motivated by the belief that increasing drilling and blasting costs will not necessarily bring about better digging or crushing productivity. As a matter of fact it can be counter productive as the ensuing discussion will show. In the two case studies presented herein when powder factor increased, productivity at a rope shovel and at a primary crusher decreased. Experience has shown that equipment (shovel and primary crusher) productivity increases as the powder factor increases and concurrently operating costs decrease. This is illustrated by Figure 1where the graph shows (assuming drilling costs constant) that for increases in powder factor initially operating costs might fall till a certain point and then they start to go up again. By the same token we need to understand what is the behavior of the operation’s productivity. It seems intuitive productivity goes up for increases in powder factor but when an operation reaches the point of minimum operating cost one could say that productivity reached its maximum. For continuing increases in powder factor can productivity still go up or does it go down? This paper presents two examples where the productivities of a surface coal mine and of a quarry are reduced for increases in powder factor. This indicates that these two operations could be operating to the right of their minimum operating costs and maximum productivity and therefore wasting precious drilling and blasting dollars and resources. Moreover, their productivity is following the red dotted line in Figure 1 and the question becomes can they follow the blue dotted line for increased drilling and blasting costs? The industry owes to itself to determine this minimum operating cost point and what can be done in case that the productivity goes down afterwards despite an increase in drilling and blasting costs. In other words, utilize your drilling and blasting resources correctly. In the two examples that follow single explosive loading strategies make powder factor a valid means of comparing the results of productivity as a function of powder factor. Also, external factors such as equipment operator influence are eliminated due to the long time span considered in the analysis

"Faced with the serious managerial situations and diverse conditions and needs for mine safety, occupational health and environmental stewardship in Chinese mining communities, an evidence-based approach is proposed for the management of mine safety, health and environment integrity. By the proposed approach, tangible and effective scientific evidence should be collected and accumulated, and the authenticity, accuracy and applicability of the evidence should be assessed to form an evidence-based approach for characterizing mine safety, health and environmental hazards and risks from multidimensional perspectives. The results are then used to formulate diverse safety, health and environment functional requirements. In an evidence-based approach, the evidence is combined with the professional experiences and the actual economic and technological situations, availability and affordability of a mine. This approach is helpful to establish scientific, reasonable, acceptable and effective solutions for identifying and mitigating hazards and improving the level of mine safety, health and environment integrity of mining operations.Introduction / Background In recent years, economic reforms have opened China's economy so that Chinese society has rapidly modernized. Along with this advancement, the exploitation and utilization of mineral resources continues to be active and the scale of mining production continues to increase, which has created a deterioration in resource reserves and as well as the general condition of mining technology. There are many hazards and safety problems in mine production and occupational health as well as in the community environment in China’s mining industry. These problems threaten the security of China's mines and present serious obstacles and challenges to the industry and the government. According to the statistics from the State Administration of Work Safety Supervision, there were 50,500 mine safety incidents in China between 2001 and 2013, which consisted of 31,439 coal mine safety accidents and 19,061 non-coal mine safety accidents, resulting in 30 deaths (Qin 2014). At the same time, mineral dust and radioactive material from mine production processes have increased the morbidity rate of silicosis and cancer in mining workers."

Bacterial degasification of methane and conventional methane drainage for generation of power have become accepted practice. Comparative economies of both the techniques have been described. Authors have discussed an alternative technique, involving complete methane biocycle. The first stage of the entire process involves gasification of coal using a consortia of bacteria to generate methane. The generated methane has been proposed to be pumped,as in conventional methane drainage. Technique described is basically similar to underground coal gasification, with the difference that in place of coal combustion, degradation of coal to lower molecular weight compounds by one set of bacteria and then methanogenesis by methanogens, producing methane have been described. Brief account of communities of bacteria that may be employed have been dealt with. Three arguments in favour of proposed technology as an alternative to conventional coal mining are: 1.Total elimination of hazardous operation. 2.Availability of power plants based on methane drainage, assuring comparative economies. 3.Possibility of utilisation of fuel cell technology for power generation giving higher efficiency. All the three phases of complete blocycle viz (1) methane generation from coal (ii) conversion of methane to hydrogen and oxygen (iii) conversion of products so obtained to methane, thereby completing the cycle have been discussed. INTRODUCTION Drainage of methane by conventional pumping process (Boxho,et.al.,1980) not only is helpful in maintaining safe extraction of coal, but with utilisation of extracted gas for power generation, also helps in over all economy of coal mining. This is gradually becoming standard practice for mining of coal in highly gassy mines. An alternative technique (Thakur et. al., 1991) of bacterial degasification of coal seams is also gradually gaining ground. The bye products of this process that is carbondioxide and water, do not contribute towards economy of coal extraction process. However the technique has its own advantage particularly in goaf area for avoiding fire hazard and drainage of methane from coal seams prior to initiation of mining operation. Either of these techniques could be applied in specific situations with success.

After a good year in 1979-strong mineral demand, adequate prices for most metals, minimal labor problems-1980 was not so good. The US produced $24.8 billion worth of nonfuel minerals last year, up 3.5% from 1979, according to preliminary US Bureau of Mines figures. But the $800 million increase was the smallest annual gain since 1977 and reflected reduced auto and construction industry demand, strikes, and energy shortages. Preliminary figures for 68 minerals show that production of 42 decreased, 25 increased, and one was unchanged. Production of 11 of 21 US-produced minerals was up. Noteworthy mineral events in 1980 included a copper industry strike, increased gold and silver prices, troubles in the iron ore and uranium industries, discussion about a US nonfuels mineral policy, and corporate interest in mining companies as merger targets. Recessionary conditions experienced by the Western world in 1980 resulted in a slowdown in new mine development, evident in the relative scarcity of major new base metal projects. This could lead to short term supply/demand anomalies within the next few years which, in turn, could have a significant effect on metal prices, according to Mining Magazine (Jan. 1981). World Mining (Sept. 1980) noted that US mining strength is in open pit operations. A much lower tonnage is mined underground and is centralized in trona, uranium, lead, zinc, molybdenum, potash and, to a lesser extent, copper. The most notable increase in new underground mines has been in Wyoming's trona district where new mines are being developed and production will increase, the magazine said.

Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Top 10 risky countries in 2012 are estimated to be North Korea, India, Honduras, Indonesia, Kazakhstan, Burkina Faso, Mongolia, Cuba, Bolivia, and Peru. The study is a primary trial of researching on resource nationalism and provides some insights for theoretical building and simulation on the issue.

First reports of microbial coal solubilization appeared in the early 1980's (Fakoussa, 1981; Fakoussa and Truper, 1983; Cohen and Gabriele, 1982). These degradations, which occurred at ambient temperature and pressure, resulted in a dark brown to black viscous liquid and required days to weeks to occur. Rates and degrees of coal biodegradation varied from coal to coal. Hard coals were not extensively degraded (5-7%) while low-rank coals such as Leonardite, a sublignite, were completely solubilized. A correlation between degree of weathering or oxidation of coal and the coals susceptibility to biological attack was observed. This led to oxidative pretreatments as a method to enhance microbial degradation of coal (Strandberg and Lewis, 1986). Products of microbial degradation of coal are water soluble solids that do not have significant solubilities in organic solvents (Wilson, et. al., 1987; Quigley, et. al., 1987; Quigley, et. al., 1988a). Solutions of solubilized coal did not separate or form precipitates which suggested that they were true solutions and not colloidal suspensions. Biosolubilized coal contained more oxygen than starting material suggesting that microbial attack of coals involved oxidative cleavage of carbon-carbon bonds. This small change in oxygen content was the only change observed in coal structure during the biosolubilization process. Many coal solubilizing microorganisms have been isolated. Some are lignin degrading organisms such as Phanerochaete chrysosporium and various Streptomyces species (Gupta, et. al., 1988; Wilson, et. al., 1987). This was not unexpected since the structures of lignin and low-rank coals are similar. These organisms produce an enzyme complex, ligninase, that utilizes hydrogen peroxide to oxidatively cleave the bond between a and ß carbons of an aliphatic chain bound to an aromatic nucleus. Another important organism is Trametes versacolor (syn. Coriolus versacolor, Polyporus versacolor). Even though this organism produces a ligninase (Dodson, et.al., 1987), coal solubilization has been attributed to the enzyme laccase (Pyne, et. al., 1987). Laccase utilizes molecular oxygen to oxidatively cleave a - ß bonds using a mechanism similar to that observed for ligninases (Kawai, et. al., 1988). Other coal solubilizing microorganisms have been isolated from coal outcrops (Ward, 1985; Ward, 1988), but enzyme activities responsible for coal solubilization have not been identified.
