Although the economy in the Province of Saskatchewan has historically been agriculturally oriented, a major new source of wealth has been realized through natural resources such as petroleum and natural gas, coal and uranium and since the 1960's - potash. Potash or potassium chloride, in the form in which it is presently produced in Saskatchewan is used primarily as fertilizer, a source of potassium, one of three essential elements required for healthy plant growth with about 5 percent of production sold to the chemical industry for use in such products as soap and liquid detergent, glass and ceramics, textiles and some pharmaceuticals. Saskatchewan is estimated to have approximately 40 percent of known world potash reserves and its ten active mines account for some 25% of annual world production. The development of this resource was recognized to be important to the development of Saskathcewan. In an effort to guarantee a fair and lasting economic benefit to the Province of Saskatchewan the Potash Corporation of Saskatchewan (PCS) was created on February 4, 1975 through an Order-in-Council under the Crown Corporation's Act and later on April 1, 1976, the Potash Corporation Act provided for its continuation. PCS was given the mandate to acquire ownership of a significant portion of the potash mining capacity in Saskatchewan and to establish an organization capable of operating the facilities, marketing the product and conducting all of the other activities necessary for a successful corporation competing in the world potash industry.

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (K. McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project will be completed in early 1998.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. Introduction It has long been known that there are extensive deposits of phosphate-bearing deposits in the Coastal Plain of Georgia in many locations that are similar to those being mined commercially in central Florida. A major drilling program was conducted in 1966-67 by the Georgia Geological Survey (GGS). The economic potential of some of the material uncovered was evaluated at that time by a team at Georgia Institute of Technology led by Dr. J.E. Husted. There were some promising results. Since then, there has been little commercial interest in pursuing this matter, though the potential for development remains. In the long term, Georgia's phosphorite deposits could be a major source of income to the state if they were commercially processed. Phosphorite deposits contain significant levels of uranium and thorium. Uranium concentrations in Florida phosphate aggregates have been found to be 120 to 140 ppm. The presence of high concentrations of uranium means that there is a small but finite concentration of radium, which subsequently leads to radon gas emanation. It is the radon emanation and its progeny that may pose the largest health problem in many types of mining. Surface mining operations can possibly elevate the radon and radon daughter concentration in the vicinity. There is always some public concern whether any increase in the radon concentration in the atmosphere by mining (surface mining in the phosphorite case) could elevate the risk of cancer in the nearby population. At the present time, a great deal of attention has been devoted to the possible health effects of radon and its decay products in the inhaled air in mines and inside buildings built on mill tailings or uranium-bearing rock (Gesell and Lowder, 1980). Several evaluations have been published on the potential health effects of the Florida phosphate operations (Guimond and Windham, 1975; Roessler et al., 1980; Travis et al., 1979) and for buildings incorporating phosphate slag aggregates (Kahn, Eichholz, and Clarke, 1983; Roessler, Roessler, and Bolch, 1983). They all indicate that such potential effects are small, but tangible, compared with other radiation effects, for instance in the nuclear industry (Cohen, 1981). In view of the current concern, especially by the US Environmental Protection Agency (EPA), with the radiological consequences of large-scale mining of uranium-bearing phosphate rock (Guimond and Windham, 1975), it was decided to assess the potential radiological consequences if the Georgia deposits were developed. This paper presents an attempt to estimate the magnitude of any radon-based health effects that might arise from future mining operations in selected areas of the Georgia coastal region. To do this, a calculational model was developed that took into account the mining operations themselves, the atmospheric dispersion of the radon released, and the radon daughter concentrations in nearby towns. The model was applied to both extremes. The first application was a hypothetical mining operation in Echols County. Echols County is very sparsely populated and, unless living very close to the site, a person would probably experience little radiation exposure, if any. The model tries to prove this point. The second application was at a site near Savannah, Georgia. Both sites contain economically feasible phosphorite deposits and were not entirely hypothetical in that sense. Site selection In the course of the South Georgia Minerals Program (Furcron, 1967), an extensive series of drill core samples had been collected from various mineral occurrences in the coastal plain. It was found that the cores from the previous drilling program (Furcron, 1967), though carefully preserved, were not readily accessible. But the GGS reports did contain gamma logs of all the holes surveyed. With the cooperation of Dr. Neal Shapiro of the Survey, some core samples were selected and assayed, and used to calibrate the gamma log data. Samples from locations known to have detectable radioactivity were screened and counted. Their measured uranium content was used to calibrate the gamma log profiles for those same holes as obtained by the GGS. On this basis, two of the higher-level sites were selected and the calibration was used to obtain integrated uranium concentrations over the length of the borehole. It is customary to describe radon and radon-daughter concentrations in "working levels" (WL), where one WL represents a concentration of radon daughters capable of releasing 130 000 MeV of alpha particles, equivalent to 100 pCi of radon in equilibrium with its daughters per liter of air. A representative concentration is 0.15 WL, below which radon levels are widely considered to be negligible. For the mine sites selected, the surface area and rock volume were determined to estimate their radon content. Working-level values were then estimated for the assumed radon release from the crushed ore and the exposed surfaces of the mine pit. According to Kisielewski (1980), 93.4% of all radon released from open-pit operations is released from the ore zone; thus, the calculations assumed that those surface areas were the main sources.

INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

INTRODUCTION High energy breaking is an alternative to using ex¬plosives in underground secondary breaking operations. It also is a means of upgrading conventional hand-held breakers, manual sledge-hammer breaking, and scaling bar operations. Major areas of application are in sec¬ondary breaking over grizzlies and at drawpoints. Other applications include breaking down ripping lips in longwall seam mining, scaling in stopes and rooms, general demolition work, and roadway maintenance. There is considerable interest in high-energy impact breakers for use in primary ore breaking, but, as of 1977, all such applications have been only experimental (duToit, 1973; Joughin, 1976; Wayment and Grantmyre, 1976). EQUIPMENT Essentially, a high-energy impact hammer is a boom¬mounted pneumatically or hydraulically actuated breaker. The machine basically consists of a piston that oscillates in a housing and impacts the end of a tool or moil thrust against the rock. The force applied to the rock primarily depends upon the impact energy of the piston-the higher the impact or blow energy, the greater the force and, thus, the greater the rock break¬age. Among drill and breaker designers, a common expression for blow energy is "force of blow." Hand-held breakers are limited to blow energies of about 140 J (100 ft-lb), because the operator is unable to handle heavier machines efficiently or to absorb the recoil energy resulting from higher blow energies. How¬ever, these restrictions do not apply to boom mounted breakers; machines with blow energies on the order of 4000 J (3000 ft-lb) and higher are available commer¬cially for underground use. There is considerable evi¬dence to show that increasing the blow energy also in¬creases the efficiency of the breaking operation; i.e., more rock is broken per unit of energy expended (Grantmyre and Hawkes, 1975). Thus, there is a trend to higher blow-energy machines, particularly where high¬strength rocks are to be broken. In relation to rock breaking, the blow rate of boom¬mounted impact breakers is not as important as it is for rock drills. This is because the breaker must be moved over the work surface between blows. The blow rate is governed eventually by the power supply, and typical blow rates range between 200 and 600 blows per minute. As a general rule, light blow-energy machines have higher blow rates than heavier machines. Table 1 lists most of the boom-mounted impact breakers that were available commercially during 1977, and it gives details of the blow energies and machine weights. Restrictions are placed on the blow energy by the machine weight and size, and by the strength of the boom. Typically, boom-mounted impact hammers have a blow-energy to mass ratio of about 1.5, with lower values for lighter machines and higher values for heavier machines. In addition to supporting the hammer weight, the boom also has to absorb the recoil energy of the blow, which can be on the order of 1400 J (1000 ft-lb) for large hammers operating in a horizontal mode. Interesting exceptions to the general run of impactors are the Joy HEFTI hydraulic hammers. In these machines, the piston impacts onto a fluid cushion that is positioned between the piston and the impact tool. This approach allows very high piston velocities, over 30 m/s (100 fps), to be used without the risk of break¬ing the piston or impact tool. Steel on steel impacts must be limited to impact velocities of about 10 m/s (35 fps) due to the high impact stresses generated; thus, increased blow energies can be achieved only by increas¬ing the piston size. The Joy 514 HEFTI®, listed in Table 1, has a blow energy of 27 100 J (20,000 ft-lb), but, as of 1977, the machine has been used underground only on an experimental basis. Using a fluid cushion between the piston and the impact tool allows the use of light pistons, reducing the overall machine weight. The recoil energy, which must be absorbed by the boom for a given blow energy, is directly proportional to the piston to machine mass ratio, and operating with light pistons provides an addi¬tional benefit in reducing the requisite boom size. Both pneumatic and hydraulic hammers are avail¬able commercially. Although hydraulic hammers are a relatively recent development, they already outnumber the pneumatic machines in use. "Sustainable development is an influential ethical concept in modern mining management. However, the concept is not culturally neutral because it is based on Christian, Western values. These values can be very different from traditional values in emerging mining countries like Thailand, where Buddhist values are dominant. When applying the concept of sustainable development, these differences should be taken into account. Different values imply different interpretations of ‘good mining’. They have a significant impact on how mining operations are evaluated, perceived, operated and managed. This paper attempts to integrate Buddhist principles with approaches of the sustainable development concept. When local values are appreciated and maintained, mining companies and their external stakeholders can identify objectives and approaches that match with their own values and contexts. Practices based on this integrated ethic can help to promote sustainable mining and to minimize communication risks for enterprises in mining countries like Thailand. INTRODUCTION The objective of this paper is to integrate Buddhist principles to the application of sustainable development concept to mining activities. The structure of this paper is divided into four parts. An introduction provides basic information about Thailand, its mining industry and the role of Buddhism on the past development. The second part compares the differences between the sustainable mining framework and the implications of Buddhist principles on mining. In the third part, the core Buddhist teachings are integrated into the sustainable mining framework. This is followed by conclusions in the last part. THAILAND, BUDDHISM, AND MINING Thailand is a constitutional monarchy state in Southeastern Asia with a population size of around 65 million [1]. Its GDP in 2013 was 391 billion USD [2], predominantly deriving from manufacturing (38%), trade, transport and communication (24%), agriculture (8%) and mining and construction (4%). Still the largest part of the Thai workforce (39%) is working in the agricultural sector. The remaining part of the workforce is equally distributed across services, manufacturing, and mining and construction sectors. [3]"

INTRODUCTION At present, the capability of production planning software based on Linear Programming (LP) is still limited to the optimization of the single LP-run. This is due to the LP-model itself which cannot consider the interdependencies between individual LP- runs. With regard to planning of selective mining this limited way of optimization frequently leads to situations, where the remaining and accessible ore blocks do no longer allow to produce ROM-ore in the qualitative composition required by the ore processing plant. However, many of the aspects taken into consideration when setting up production plans built from mutually dependent LP-runs cannot be modelled in a system of linear equations. They are thus unsuited for treatment with LP and have to be taken care of by the planning engineer without any assistance by the system. The KBS currently under development is intended to assist the planning engineer in designing a production plan under special consideration of the combination of consecutive LP-runs and blending beds. It is not necessarily intended to find the optimum solution within a given planning situation which is, anyway, hard to determine due to the multitude of influences. The objective is rather to work out a good and - from the practical point of view - feasible production plan. The new aspect with respect to mine planning is the integration of expert knowledge and experiences via the KBS into the planning process in order to support the planning engineer. The planning system is being developed in close cooperation with an iron-ore open pit mine. COMPONENTS OF THE PLANNING SYSTEM The software is being developed on a workstation under UNIX and comprises the components LP, CAD-module and the KBS. The applied multi-goal LP-algorithm is an in-house development of the Department of Mining Engineering at Technical University Berlin. It was already successfully implemented within other mine planning programmes and was only slightly adapted to the specific needs of the present system. Within individual LP- runs it finds the optimum qualitative composition of ore production in the sense of the selected optimizing criterion and under the given restrictions: i.e. it determines tonnages to be mined from blocks in order to optimally meet the requirements of the ore pro- cessing plant. A CAD-module based on the commercial SURPAC package in combination with a simulation device is used to graphically depict the block model and progress of mining. Both LP-algorithm and CAD-package are integrated in the KBS. It has been decided to use the shell NEXPERT OBJECT as it is a hybrid system which supports both rule-based and object-oriented knowledge representation. MINE-MODEL AND LP-MODEL KBS have to be tailor-made for specific planning problems. Therefore, it had to be decided which specifications of the iron-ore mine should be represented in the model. As the limited possibilities of a university institute do not allow to develop a KBS for mine planning which is ready to use in industry, it was decided to concentrate on those characteristics that can be regarded as typical for iron-ore surface mines and that seemed to be suited for treatment with knowledge-based techniques. The following chapter summarizes the most important features of the mine model. The description of the requirements to the mine's sales products is followed by an outline of the applied LP-model. Mine model • The model of the mine as it is used for planning consists of • the block model of the deposit, • the mobile equipment, • stockpiles and blending bed and • the requirements to the sales products. The deposit is described by a block model which contains data on the chemical composition, LOI, grain size and tonnages. Grain size was included as it is important for the two sales products of the mine. Furthermore, it is known whichs blocks require and which don't require blasting; this is relevant to the assignment of loading equipment to individual blocks. The blocks are devided in three categories: • ore, which will directly be taken to the blending bed; • waste, which will be put on the waste dump; and • blocks which will be either transported to the blending bed, to stockpiles or to the waste dump depending on the specific planning situation. This decision is made during planning. Neighboring blocks are combined in mining areas to which the loading equipment is individually assigned. Mobile equipment comprises shovels and wheel-loaders as well as trucks. The characteristics of the loading equipment are important for their ability to load different blocks and for the permissible degree of their re-positioning etc. The mine disposes of a blending bed for homogenization of the production, of a waste dump, and of several stockpiles with different ore qualities. The requirement to make only limited use of the stockpiles for economic reasons is included in the KBS. According to long term planning two commercial products have to be produced, which differ both in grain size and qualitative composition (TABLE 1). Their mass-proportions in the blending bed have to be within a fixed range. Not considered in long term planning is the occasional need for lump ore, which occurs at very short notice and has to be produced in a "campaign-like" manner. A lower moisture content for a clean coal product means increased Btu content, or increased yields at the same Btu content, and lower operating costs. The conventional surfactant-based dewatering aids effeciently lower the moisture content but often the presence of residual surfactant in the filtrate and recycle water causes problems downstream. ACCOAL-DRI 1000, a surfactant-based dewatering aid, was developed to solve this problem by minimizing the downstream effects while efficiently lowering the moisture content. The theory of the use of surfactants in filtration will be discussed as well as the development and field evaluation of this new product.

A mine collapse severs communication with trapped miners. Landlines are crushed and commercially available radios cannot penetrate hundreds of feet of dense, conductive earth without the use of regenerative repeaters that may also be crushed. This paper describes a proof-of-concept device that uses seismic P-waves, instead of radio waves, to allow communication of a code that represents prearranged messages, including the safe haven location identifier, number of people and air quality, from trapped miners to aboveground rescue units. The transmitter designed is about 0.03 m3 (1 ft3) in size and can broadcast for four hours from its 27-kg (60-lb) battery pack. The receiver consists of a geophone and a 2.5-kg (5.5- lb) signal conditioning unit attached to a laptop computer, which displays the communication signal in real time. Testing in a bituminous coal mine with an MSHA representative revealed the device was able to transmit through 271 m (890 ft) of overburden, at 0° and 12° from vertical, using 500 W of power.

INTRODUCTION Lesotho is a mountainous area of southern Africa from which water is to be exported in an extensive tunnel system, to industrial regions inland. The related tunnelling project has involved a num- ber of drives using tunnel boring machines [TBMs] to excavate about 100 km of 5 m diameter water tunnels [von Glehn and Bluhm, 1995). This paper describes the ventilation and cooling of some of the tunnel drives from both the operational and design points-of-view with a particular focus on heat generation. There were many common features in all of the drives but this paper is focused mainly on the Hlotse drive which was 18,4 km long. The drives were ventilated using forced ventilation systems to provide appropriate air flow throughout the tunnels and face zones. In addition, the Hlotse drive required refrigeration equip- ment which provided chilled water to the tunnel. While the sec- ondary ventilation systems play an important role in gas and dust handling, the paper concentrates on the primary ventilation and cooling issues. The ventilation of these tunnels was an exacting exercise be- cause: • Rock temperatures and geothermal heat flow were high. • TBMs with relatively high power ratings were used. • Diesel locomotives were used. • Drives were relatively long. • High altitude meant a low air density. An important feature was the simulation and monitoring of the ventilation and heat flow components and the project was characterised by analysis, monitoring and ongoing tactical decision-making throughout the progress. The thermodynamics of the systems were complex because there were many interactive effects and analyses were carried out using special computer pro- grams. The monitoring confirmed the accuracy of the models, and in this manner it was possible to confidently ensure healthy and safe working conditions and still minimise costs. Local ambient climate conditions range from temperatures higher than 35 "C in summer to below -10 OC in winter. Based on available statistical data and the thermal storage/damping effects in the system, design summer ambient conditions were taken as 15 OC/25 "C wet-bulb/dry-bulb. The barometric pressure was 80 kPa and due to the altitude, the ambient air density was only 0,9 kg/m3. The local Authority specified a maximum in-tunnel wet- bulb temperature [at any point] of 32,O OC and a mean wet-bulb temperature [from all locations] of 27,5 OC maximum. The maxi- mum height of ground cover above the tunnel was 1 200 m and the maximum virgin rock temperature was 41 OC; see Figure 1. Diesel dilution criteria specified by the local Authority was a minimum of 0.1 m3/s per rated kW of diesel engine. Other requirements related to gases such as CO, CO2, NOx and CH4 [and the need for intrinsically safe equipment] but these are not of direct relevance to this paper. The actual average face advance was about 30 m/d with good days achieving 60 m/d and good months achieving 1 000 m [23 working days]. The original design tunnelling rate was 50 m/d. DESCRIPTION OF HLOTSE DRIVE VENTILATION AND COOLING SYSTEM The ventilation requirements in the tunnels were dictated by heat and diesel dilution needs. The best ventilation and cooling policy is generally a balance between using increased quantities of fresh air or refrigeration [or both]. In this particular scenario it turned out that, since the diesel emission criteria required large quantities of air, the refrigeration needs were modest. The drive was ventilated using a ducted, forced ventilation system from fans located at the portal. The maximum ventilation requirement was 51 m3/s when the drive was at 18.4 km. From a heat flow point of view, the worst scenario was a heat load of 3.5 MW when the drive was at 7 km. This was cooled by the ventilation air and a supply of chilled water to the tunnel. Refrigeration and chilled water system In the design phase, a detailed comparison was carried out between two general alternatives for providing refrigeration. First, was a system in which refrigeration sets and air coolers are installed on the TBM train; the refrigeration sets are cooled by condenser water piped to and from cooling towers at the portal. Second, was a system in which refrigeration water chillers are in- stalled at the portal and chilled water is piped into the tunnel. The detailed comparison indicated that the capital and running costs of the second system were at least 60 % lower than the in-tunnel plant. There were also many obvious practical benefits for favouring the portal system. The refrigeration plant supplied 23 11s of cold water at a temperature of 10 OC. After providing the cooling effect in the drive, the water returned to the portal where it was initially cooled in open-circuit evaporative pre-cooling towers, chilled in the refrigeration plant and then returned to the tunnel. The cold water flowed into the tunnel in an insulated supply pipe and returned in an uninsulated pipe; the water was simply circulated to the end of the pipe and returned. The cooling effect in the tunnel was achieved entirely through heat transfer from the pipe [long linear heat exchanger] and no air coils or other heat exchangers were required. The cooling requirements were satisfied by the heat transfer to the returns chilled water steel pipe [200 mm]. The pipes were eventually installed to a maximum distance of 10,8 km in what was considered a very practical and cost effective solution.

The 150 MWe circulating fluidized bed (CFB) power plant described in this paper is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The inherent ability of CFB boilers to burn low grade fuels makes it possible to also burn low ranking coals or coal wastes, including anthracite culm, coal mine rejects, and coal wash plant waste slurry. The impact of fuel characteristics on plant design is addressed. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements.

The use of a laboratory-scale magnetic fluid-based separator for coal separations was examined. A Frantz laboratory magnetic separator was modified by fabricating new pole pieces of the appropriate geometry to provide the proper magnetic field gradients. Two separation chambers, which were constructed out of Plexiglas, were designed to fit between the pole pieces. A commercially available, water-based, ferro-magnetic fluid was used as the separating medium. The separating density was changed by varying the intensity of the electromagnet. Both batch and continuous separations were made using 0.59x0.50 and 0.18x0.15 mm coal. The results are compared to those obtained using organic liquids.

The Bureau of Mines has developed an equation which describes the dewatering of clay slurries with polyethylene oxide. This dewatering equation is An _ kC + b where n, k. and b are empirical constants and C is the concentration of polymer solution used for dewatering. The minimum amount of polymer required for dewatering. A is determined by titration of the clay slurry with a polymer solution. In this report, the dewatering equation is applied to data obtained for a polyacrylamide dewatering sequence. Fundamental similarities between the dewatering properties of clays and the viscosity of polymer solutions were observed. These similarities were explained by correlating an equation describing polymer configuration in solution with the dewatering equation. This correlation showed that amount of polymer required for dewatering and polymer solution viscosity are both consequences of the frictional interaction of entangled polymer coils.

The operation of the Home-stake gravity gold circuit has increased gravity gold recovery to over 50%, improved overall recovery and increased mill availability for increased tonnage. The gravity circuit consists of three gravity gold recovery stages. The Circuit has four (4) duplex jigs, four (4) belt concentrating strakes and four (4) concentrating tables.
