The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using real-time aero- sol monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical font, a convection diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion. In this paper, comparative analyses of results (8 the controlled experiments with the predictions of the mathematical model are presented. In addition to the overall validity, the adequacy of the individual components of the model, such as deposition in the total and respirable range, and dispersion are examined in light of the experimental observations. The experimental data from controlled experiments compared more favorably with model predicted results for similar conditions as opposed to the comparative analysis results for in-mine experiments. Specifically, the model predictions for an 800-m stretch of a mine airway reveal some significant differences from the behavior noticed in the mine. The deposition was lower than that predicted by the model. Consequently, concentrations were higher than those predicted by the model. The implications of these and other findings for further investigations are discussed in the paper.

The Perama Hill gold project is an environmentally friendly project designed with the principle of zero discharge to the environment. The main issues of the proposed mine that are addressed in this paper are the water management, the dam and tailings management facility parameters as well as the mine closure plan, which demonstrate the sustainable design of the project. The water plant circuit will operate using 87% of recycled water and rainfalls, while the pumped aquifer is completely unsuitable for any other use. The proposed water management plan is based on different meteorological conditions for every month and optimizes the external water needs. The tailings pond area that is sited on intensely argilized rocks, will be composite-lined resulting in a permeability value of less than 10-10 m/s, and will exceed the safety parameters for maximum earthquake intensity, flood conditions and seepage. Tailings will contain less than 1 ppm cyanides (almost potable water ranges) and will be free of heavy metals (oxide ore material). The proposed rehabilitation plan comprises of decommissioning and demolition of the plant and auxiliary facilities, open pit partial back-filling and recontouring, appropriate capping of the tailings impoundment, revegetation, maintenance of area drainage system and monitoring for 5 years after rehabilitation. The plan is fullycosted, will be prepaid and through the agreed final land uses with the local community and the proposed actions of the corporate responsibility will attribute to the sustainable development of the area. The design of the Perama Hill project according to new EU and UN legislation and practices ensures that it will be the best example of gold mining operations in Greece.

In July, 1988, the Mine Safety and Health Administration (MSHA) Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines recommended that the Secretary of Labor set in motion a mechanism whereby a diesel particulate standard can be set. Prerequisite to establishing a standard would be the development and evaluation of instrumentation to measure diesel particulate. In response, the Mine Safety and Health Administration, Dust Division, has been evaluating instrumentation that can be used to determine diesel particulate levels in underground mines. This instrumentation employs the principle of impaction to separate particles by size, thereby, separating the diesel and nondiesel particulate. Separation of the particulate by size was chosen because diesel particulate is generally less than 1.0 micrometer in size. No other methods have been developed to successfully distinguish between the coal and diesel particulate. MSHA developed an impactor that is inexpensive and compatible with existing pumps and filter holders. The instrumentation evaluation has primarily focused on the repeatability and performance of several personal dust samplers. The samplers tested include the Sierra-Andersen Model 298 personal impactor and MSHA developed personal impactor. The MSHA impactor is inexpensive and compatible with the existing pumps and filter holders. In addition to evaluating the precision and performance of these instruments, tests have been conducted to determine background levels of submicron particulate in nondieselized coal mines and to measure the submicron particulate content in dieselized coal mines. Tests were conducted in coal mines where diesel equipment was used only in outby areas and also in coal mines where diesel equipment was used for face haulage. This paper describes the results of the tests and provides a description of the instrument at ion used to conduct the tests.

In vertical airways, falling material - solids-or water - may cause undesirable disturbances in the ventilation in the airway itself and also in neig¬bouring airways unless precautions are taken to stabilize the air flow. Such cases can occur, for example, - in shaft sinking by drilling from a pilot hole, - during the filling up of shafts, and - during the introduction of water into shafts in the case of mine fires. In an airway with upward ventilation the falling material will reduce the air flow and may even re¬verse its direction. In an airway with downward ventilation the air flow can only increase, but a reversal of the direction of ventilation may result in a parallel airway. These disturbances in the normal ventilation are undesirable as it must be the aim to have ventilation that is stable in quantity and direction throughout a mine. In order to be able to prepare suitable stabilization measures one must know the pressure generated by the falling material; this pressure will henceforth be called "aeromotive" pressure. The main factors determining the influence of falling material on the ventilation are - the amount of falling material and its height of fall, - the cross sectional area of the airway, - the pressure. difference prevailing in it, - the-position of the. airway in the ventilation. network, - the air velocity, and - other parameters, e. g. the density and grain size of the falling material. To determine the aeromotive pressure-measurements have been made underground during the sinking and filling of shafts and systematic studies have been carried out during the supply of water into a staple shaft. The present paper deals first with some fundamental theoretical considerations and then describes the measuring arrangements and the results of the series of experiments that have been carried out.

Today most belt conveyors used for the transportation of bulk solid materials are driven in a centralized way with all drives in one location. The dynamics of these systems has been studied since the early seventies of the previous century and are well understood. Compared to the more conventional belt conveyor system with a centralized drive station positioned at the head and/or tail of the system, a decentralized driven layout with drive stations distributed along the whole length of the belt offers a number of advantages. However, to make a decentralized driven configuration a good alternative to a centralized driven, the system designer will have to balance these benefits with the increased complexity. The full potential of a decentralized driven system can only be realized if the right balance is found between the locally applied drive force and the motion resistances occurring along the system. From previous research it was found that in a multiple driven belt conveyor system the most dominant belt behavior occurs in the belt section between the tensioning device and the first drive station. In this paper different possibilities are analyzed to improve this dominant belt response and optimize the starting behavior. This can be accomplished by changing the predescribed start up profile, starting the drive stations in sequence rather then all at the same time and altering the locations of the drive stations.

Sustainable development is a principle for the way we should act in the present. It ensures also options for the future to achieve a balance between social, economic and ecology development. The efficiency of raw material utilisation is being enhanced through technological developments, starting from extraction through all the following stages of the value creation chain. The use of domestically produced resources helps to assure the technological know-how. Additional indicators being collected and published by individual companies are questionable in countries with a tightly regulated legal framework such as in Germany, but make sense in developing and threshold countries. Sustainability in terms of efficient use of raw materials will manifest itself at the next stages of the value creation chain. Examples for efficiency improvement can be found in the steel, the power generation and agriculture industries. The approval procedures for German mining operations entail an internationally extremely strict assessment of the potential impact on the environment. All the mining activities include remediation and recultivation where the practise in Germany has become model character by international levels.

Introduction Coal preparation plants are continuously losing clean coal in their refuse and contaminating their clean coal product with impurities. This is due to the lack of a system by which the immediate efficiency of the cleaning operation can be determined at any given time. Moreover, the advantage of developing tagging/ tracing techniques would be a reduction in the time and money spent in evaluating the performance of advanced cleaning techniques. Currently, conventional sampling and testing, on-line analyses, and computer information systems are the major tools with which engineers analyze and control the efficiency of processing plants. Conventional sampling and testing is an effective analysis technique but it is slow. On-line analysis provides information on quality parameters rapidly, but these parameters do not provide all of the necessary information. The use of tagged particles in coal preparation plants may provide the necessary link between diagnosis and the application of computers to process control. In this work, a novel technique that uses tagged particles to generate partition data is presented (Leonard et al., 1982). Individually prepared tagged particles are added to the feed and detected in the product or refuse port of specific gravity based processes. Providing that a computer can interpret the output of a detection device and trace particles with predetermined physical properties through the coal preparation plant and that the trace particles actually represent desired raw material, sufficient partition data can be provided for computer analyses and control of processing efficiency. Coal tagging technique The use of tagged particles in coal preparation operations are in the early stages of development. Though there is a brief history of particle tracing in the mineral processing industry (Gardner et al., 1986; Foreman and Amundson, 1976; Poston et al., 1962), the concept has not yet been applied to the analysis and control of processing plant operations. Several methods for tagging coal particles have been identified. These include magnetic, radioactive, and fluorescent techniques. As far as the magnetic tagging of coal particles is concerned, a method has been developed to manufacture synthetic magnetic particles of various sizes and specific gravities. Ideally the synthetic particles would have identical size and density as the coal particles being separated.

As a step in the endeavor to reduce future tunneling costs in New York City, the Environmental Protection Administration, Dept. of Water Resources, instituted a program in 1972 to monitor the performance of the lining of one of its tunnels. A monitoring program was included as part of the contract specifications for the East Branch Interceptor Sewer tunnel for the Port Richmond Water Pollution Control Project in the hope that measured data would indicate possible future cost effective design or construction improvements. The monitoring program involved measuring ground deformations, circumferential liner stresses, longitudinal liner stresses, and jacking pressures. This paper presents some of the findings from these measurements, with emphasis on liner stresses. PROJECT DESCRIPTION The 3.05m (10 ft) diameter steel lined tunnel was constructed under two separate contracts. The easterly portion, Contract 3A, was approximately 3109m (10,200 ft) in length and constructed by Peter Kiewit Sons Co.1 The westerly portion, Contract 3B, was approximately 2160m (7100 ft) in length, and constructed by Richmond Constructors, a joint venture of Grow Tunneling Corp., MacLean Grove & Company, Inc., Grove, Shepherd. Wilson & Kruge, Inc., Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Each contract included three test stations, hence a total of six along the tunnel route. Excavated material along the tunnel route consisted primarily of dense fine to coarse sand with varying percentages of gravel and silt with occasional boulders. Pockets of organic silt were encountered on Contract 3B and a large portion of Contract 3A ran through slightly weathered serpentine and schist. Overlying material and the groundwater level varied considerably along the route as did the height of overburden. Figures 1 and 2 show the generalized soil profiles for Contracts 3A (PK stations) and 3B (RC stations) respectively.

The regulation of exposure of underground personnel to radon and its daughter products has significantly changed since the 1950's. The U.S. Bureau of Mines - Mining Enforcement and Safety Administration (MESA) - Mine Safety and Health Administration (MSHA) sequence of standards and regulations have lowered the maximum allowable occupational exposure and now the new Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants, effective in 1990, have further regulated uranium mine emissions. Under the authority of Section 112 of the Clean Air Act (42 U.S.C. 7401), the EPA has set regulations for the control of radon (Rn-222) emissions from underground uranium mines as well as other sources. Since the venting of radon from the mine atmosphere to the outside air is a major component of the miner's protection, and since this is the first quantitative effort to limit gaseous mine emissions to the environment, it was felt that it would be useful to examine the implementation of the EPA regulation at working mines. The concern was not only for determining compliance with the regulation but also for observing what effect the rule might have on mine air quality and thus on worker exposure. The regulation is stated in terms of the maximum permitted radiation dose to the closest potentially exposed individual, which is calculated from a computer program supplied by EPA and radon emission rates measured by the mine operator. Relative proximity to nearby populations determines the allowable magnitude of mine exhaust ventilation emissions. For some mines this is a serious operational constraint.

Discussion by N. Standish and P.N. Standish Leonard and Newman (1989) describe concepts and plans of their forthcoming project designed to increase the bulk density of broken coal at various stages of its production and handling. This is an excellent idea and something that will certainly be useful to the coal mining industry worldwide. The authors seek to achieve bulk density increase by "reducing oreliminating, through chemical additives and engineering design, particle voidage and enhance particle consolidation trickling between the point of breakage (at the face) and loading (in the shuttle car) to increase coal bulk density and productivity." In the paper, they present some supporting results of bulk density versus moisture, with or without oil addition, from the steel industry research. Unfortunately, the paper contains many misconceptions and half-truths that detract from an otherwise excellent objective of the project of increasing bulk density by reducing particle voidage-"the bottom line evaluator." Correct. Theory Definitions Coal bulk density is the ratio of the mass of a collection of discrete particles to the volume that it occupies (ASA, 1980). There can be no possible argument about this definition. Mass and volume are readily measured both in laboratory and large scale installations. So, to obtain the bulk density, one simply divides the measured mass by the measured volume. It is here that we come unstuck as everybody who has ever had to reconcile book values with the measured stock tonnages knows. Where does the problem originate? Almost invariably in a too casual a reading of the above definition and the words "a collection of discrete particles." The word collection means "a number of objects collected or gathered together, viewed as a whole" (The Oxford English Dictionary, 1989). Slurry system are the principal method for storage and transportation of solids within and between concentration operations In a mineral processing plant. A slurry 1s a mixture of solid particles In water, or a chemical solution, that behaves like a liquid. The design of slurry transportation systems is generally analagous to pumping and piping water, but with a few notable exceptions: • The interaction of particle on particle affects slurry transport. • Particles often interact with the fluid, particularly when chemicals have been added to the system. • Particles have a frustrating tendency to settle from the slurry suspension, especially into locations not considered In the design. • Solids have an affinity for wetted surf aces and tend to wear them away. Slurry transportation systems Include a number of separate components, each requiring special design considerations. A systematic evaluation of each component of a slurry transfer system will help overlooking the small details that could cause operational headaches. Most slurry transport systems include: • A receiving sump or tank that provides for mixing and/or momentary storage of slurry. • A driving force.. by a pump, atmospheric pressure or gravity. • A suitable conduit for transportation.. pipes or launders. • A delivery objective.. another sump or process vessel, or distribution system to several process points. • A control strategy and design to regulate the transfer operation. Thermovision monitoring of surface temperature has been examined for the purpose of detection of spontaneous combustion of early stage. Measurements were carried out in bituminous and subbituminous coal mines. It was found that surface temperature heterogenities can be considered as common phenomenon in mine openings. However, the most of the observed temperature heterogenities were not connected with coal spontaneous combustion of early stage. These, so called [non-spontaneous combustion] temperature heterogenities in surface of mine openings were found to be caused by: l. Different conditions of heat transfer between opening surface and air stream; 2. Low temperature (natural) oxidation of coal; 3. Dissipated heat loses of working machine. Sites of early stage spontaneous combustion of coal were characterized by: 1. More significant, local rise in surface temperature comparing with low temperature coal oxidation; 2. Evolution of carbon monoxide with local concentration near the surface of such site more than about 15 ppm (bituminous coals) or 30 ppm (subbituminous coals). INTRODUCTION Mine fires are a serious hazard to life and result in a considerable loss of coal reserves. Thus, great attention is paid to investigation of new methods enabling already early detection of self-heating of coal. The earlier a fire is observed, the easier would it be to deal with. Detection methods used in coal mines are mainly based on: 1. [Mine air analysis]. Changes in composition of mine air are examined. Products of spontaneous heating of coal, not being present in mine air under normal conditions, are considered as indicators of anomalous behaviour of coal (carbon monoxide, unsaturated hydrocarbons) (Mackenzie-Wood and Strang, 1990). 2. [Temperature measurements]. Sites of higher temperature level comparing surroundings are looking for underground using various direct or indirect methods of temperature measurements. This paper summarizes experience from thermovision monitoring, as one of the latest indirect temperature measurement technique, used for the purpose of early detection of self-heating of coal in mine openings. INFRARED THERMOVISION Infrared thermovision device of AGEMA Infrared systems AB (Sweden) was used for the in situ measurements. The constant value of emissivity factor, 0.95, was pre-set as the most probable level of emissivities of coal and rocks in mine conditions.

The conventional magnetic separators used in the mineral industry are equipped with traditional magnetic circuits or with permanent magnets (rare earth). However, when processing minerals with low magnetic susceptibilities or minerals of very small particle size, these separators are inefficient. In addition, a conventional magnetic circuit consumes considerable amounts of electricity to generate a relatively low magnetic field (~2 Tesla). The equipment is also heavy and bulky. Only a separator having a superconducting sole-noid can contribute in solving most of the problems, and only such a separator can produce high magnetic fields with low energy consumption. New developments and the experience acquired in using these superconducting magnets have resulted in new uses for magnetic separation, especially in the environmental area. This paper presents and describes a separation system that uses superconducting magnets that are completely automated and able to treat raw materials (concentration or purification) or liquid industrial effluents containing heavy metals in solution. Several industrial sectors, including the surface treatment, petroleum and chemical industries, are generating effluents containing heavy metal ions. The main metal ions found in such effluents include zinc, copper and vanadium. The purification of such effluents by magnetic separation is performed by adding a certain proportion of iron salts. The treated effluent passes through a superconducting separator where the flocs are retained in a matrix of steel wires. The efficiency of supraconducting high-gradient magnetic separation (HGMS) by this method exceeds 95%. Mineral separation and industrial-waste purification results are presented.

"Based on the introduction of production technology of Anqian mining company, the stope ore mass distribution was analyzed in detail. The processability indexes of different grade ores were obtained with magnetic tube whereas the grinding time, concentrate grade and concentrate yield were measured. On the basis of digital ore deposit model which integrates ore natural attributes and processing attributes, two stages of ore blending optimization models were established. The first stage model sought the minimum of stope ore transportation cost under the restraints of output ore grade and stope production. The second stage was a system optional model that aimed at the furthest use of resources meeting not only the production constraints of mining field and process field but also ore beneficiability and the system output requirements of the concentrate grade. Lastly, the solving method of big M simplex algorithm was discussed and used in production. 1. Foreword China is the biggest iron ore consumption market. But most of iron ore deposits in china possess such features as low grade, complex compositions, weak magneticity and refractoriness. Under the current economic and technical conditions, rational utilization of low-grade and refractory iron ore is strongly needed to improve the utilization ratio of mineral resources and keep mine development sustainable (Lei 2011). In recent years, the domestic research institutions and mines made a lot of achievements of rational development and utilization of low grade iron ore resources in the beneficiation technology and equipment, high and low grade balance, cost and tax analysis (Wang and Zhao 2013, Zhang 2014, Zhu and Li 2014), laying the foundation for reasonable utilization of low grade iron ore. In this paper, Anqian mining company is taken as an example in which the production conditions, raw ore quality control, different grade of ore processability, and ore blending optimization mode in mining pit and processing plant were discussed to achieve the maximum utilization of low-grade refractory ores under the economical and reasonable conditions. This will ensure the stable operation of mining joint ventures and maximize the enterprise's production life and therefore, maximize the economic and social benefits in the enterprise life cycle."

A chartered bus with about 30 attendees of the just completed 1998 SME Annual Meeting headed toward Green Cove Springs, FL, which the author had been told was located somewhere south of Jacksonville, FL. In conjunction with the meeting in Orlando, RGC (USA) Mineral Sands provided a tour of its facility. The author had worked with heavy minerals on a laboratory scale, performing the usual gravity and magnetic separations, but had never been to a heavy mineral mine and processing facility. Years ago as a metallurgist, the author once applied for a job in a heavy mineral operation in Florida -it may have been the same operation. After turning north on to Highway 95, the endless billboards promoting beach-front retirement communities proved the Atlantic ocean was just a few miles away (although the author never caught a glimpse of it). After another hour, the bus suddenly turned west and continued inland for about 65 km (40 miles). The thought occurred, "We are talking about beach sands, what are we doing heading away from the ocean?" As the bus continued inland, the author was struck by the flatness of the land and by the lakes, rivers and wetlands. He was also impressed by the many fine stands of pine and hardwoods. The office of RGC (USA) Mineral Sands is located about 16 km (10 miles) south of Green Cove Springs. Upon leaving the bus, members of the tour were greeted by Graeme Sloan, general manager, and Elliot Mallard, manager of mining. They provided some general information about the operation, including a slide show. RGC's Florida operation produces four concentrates: zircon (ZrSiO,), rutile (TiO,), ilmenite (FeTiO,) and leucoxene (an alteration product of ilmenite containing 67% to 70% TiO,). With a work force of about 170, the annual production of the above products is about 23,27, 45 and 14 kt (25,000 30,000 50,000 and 15,000 st), respectively. RGC also has other mineral sand operations, in addition to gold and base metal mines, mostly in Australia.

The 71st Annual Meeting of the Minnesota Section of SME and the 59th Annual University of Minnesota Mining Symposium were held jointly April 14-16, 1998, in Duluth, MN. Registration was estimated at 450 people, about the same as last year's attendance. A short course on mine productivity and a trade show that included about 75 exhibitors were also held in conjunction with the SME meeting. This year's theme was "Iron ore and integrated steel - where are we going?" Although generally optimistic in the near term, the general feeling among the attendees is that the industry faces serious competitive challenges. The iron mining industry in Minnesota experienced a tremendous rebound from the devastating downturn of the 1980s. Today, however, all seven of Minnesota's taconite plants are operating at full capacity. And these high production levels are expected to continue during the next several years. Longer-term, however, Minnesota's producers face an increasingly competitive worldwide market, including stiff competition from Canadian operations. Because of the increasing competition, industry representatives in Minnesota believe that it is critical to strengthen their operations. To accomplish this, companies are looking to: ? Further reduce production costs. ? Bring new technologies into their operations. ? Develop value-added facilities such as direct-reduced iron. ? Expand their markets. The industry is also seeking more collaboration between industry and government. The National Steel Pellet Co. and Minntac are looking at using ported kilns, which would reduce energy consumption significantly. Cleveland Cliffs, EVTAC, Northshore Mining and Minnesota Iron and Steel are all looking at building value-added plants. One such project that received attention among the attendees was Minnesota Iron and Steel's proposed $1.2 billion combined mine, taconite plant, direct reduced iron facility and steel production facility. If the operation is built, it would produce about 3.4 Mt/a (3.39 million ltpy) of direct-reduced iron pellets. Financing is pending. An announcement is expected in the fall of 1998. The pellets, containing 70% iron, would be processed into steel in electric arc furnaces. The steel produced would then be processed into hot-rolled coil, which is used by the appliance and automobile industries. The keynote addresses and technical sessions focused on these issues as well as on environmental issues.

INTRODUCTION Placer Dome's Turquoise Ridge Joint Venture operation is located some 75 km northeast of Winnemucca, a community in north central Nevada. Formerly known as the Getchell Gold Corporation and First Miss Gold, the operation mines refractory ore from the Getchell and Turquoise Ridge gold deposits located on the east flank of the Osgood Mountain Range above the Kelly Creek Basin in the Potosi Mining District. Mining has been ongoing at Getchell since shortly after its discovery in 1934, and was the nation's second leading producer of gold after Homestake in the early 1940s. Over its history the Getchell property has been mined for gold, tungsten, molybdenum and arsenic; mining methods varied from open pit mining to underground mining; processing options included conventional milling, flotation, roasting, heap leaching, and most recently pressure oxidation followed by CIL (carbon-in-leach). As an historical note, the US Bureau of Mines developed the use of carbon for gold recovery at Getchell during the 1940s (Horton 1999). Placer Dome acquired the property in May 1999. The pressure oxidation plant was mothballed in July 1999 and the property was placed on care and maintenance in February 2002 pending further exploration results. The property is currently ramping up to full production status. 1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

INTRODUCTION Cost Management is the evaluation and control of project scope, budgets, and costs with the objective to minimize costs and maximize the benefits to be derived from the use of project resources in conformance with Criteria stipulated or approved by the Owner. In order of importance, Cost Management is one of the most prominent Project Management functions because of its impact on the financial success of the venture. Cost Control and Cost Accounting are essential parts of Cost Management. The principal objectives of Cost Control are to monitor project commitments and expenditures, and measure performance for the detection of variances from acceptable standards and from control budgets so that timely action can be initiated to minimize costs. Cost Control is evaluation of current costs and projection of future costs, rather than the reporting of actual costs. Cost Control is not Cost Accounting. The primary objectives of Cost Accounting are the determination, classification, analysis and reporting in useful detail of actual costs. Following are some considerations on Cost Management and Cost Control as practiced by Owners and Contractors of industrial projects, Mining and Metallurgical projects in particular. COST MANAGEMENT Functions Conforming with the requirements of Owner's Criteria, the principal Cost Management functions are to • evaluate estimates of project costs and establish budgets for a scope of work and schedule; conversely, evaluate the scope of work that can be executed most effectively within a budget and schedule. • promote investigations and comparative evaluations of alternate designs and plans to find the most cost effective way to execute a project and minimize its operating costs. • based on Cost Control and Cost Accounting input, evaluate and initiate appropriate actions to correct deviations from approved budgets. assess project economics, the effect of changes on project economics and, if necessary, revise Project Criteria to modify their impact on costs.

Water is increasingly recognized as a critical issue for sustainable development, becoming as important as carbon to corporate responsibility and reputation. Although the cement industry’s overall ‘water footprint’ is relatively small compared to other sectors, the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD/CSI) has recognized the importance of water and the need to take actions towards efficient water management, with developing standardizing practices and employing a risk-based assessment approach, mostly at local level where individual facilities and activities can have implications for other water users in the area. Sharrcem, a member of the Titan Cement Group, has made significant investments to upgrade its production facilities, the technological process and apply environmentally friendly technologies. Under this frame, Sharrcem implemented a project for the construction of a Waste Water Treatment Plant (WWTP) in the Cement Plant facilities, which has been successfully operating since early 2016. This paper discusses the technology applied at the new WWTP and the results achieved already, with significant improvement in the quality of the treated water, as compared to the previous situation where untreated wastewater was directly discharged to the nearby Dimce Stream. The WWTP project is a major investment of Sharrcem that aims to improve the quality of the discharged water effluents and thus prevent potential river pollution and overall protect the environment and the health of Sharrcem employees and local community. The WWTP operates with the Sequencing Batch Reactors (SBR) technology, is fully automated and has been also connected with few households of the neighboring community to treat also their sewage water. The plant can be expanded in the future – to connect with additional households - without increasing the size of the treatment tanks. One of the benefits of this project is that by removing a variety of contaminants from water it becomes usable again, depending on the nature of the contaminants and the end use of the water treated. According to the monitoring results the treated water that comes out of the WWTP fully meets quality requirements according to the EU and local limit values standards
