Strip mining has played a key role in the production of coal used to produce energy in this country. About 56 percent of the 1.3 x 106 hectares (3.2 x 106 acres) that had been disturbed by surface mining as of 1965 can be attributed to stripping (Udall, 1967). The runoff from these stripped areas is usually heavily polluted with high concentrations of total dissolved solids, iron, aluminum, manganese, sulfates, and has low pH values with high acidity. Another problem of a most serious nature in our large cities is the volume of treated solids to be disposed of after sewage treatment. Chicago is presently producing about 664 metric tons/day of dry weight solids (Horn and Earles, 1968). Disposal methods most commonly used include lagooning, incineration, and landfilling. The high cost of land in an urban community is prohibitive of lagoon storage. Incineration and landfill disposal create air and water pollution problems. Many countries including Australia, England and Israel have long realized the value of sewage solids if they are recycled back to the land. In the United States, the value of such solids in reclaiming strip mined land has been recognized by relatively few people. This paper is concerned with the use of anaerobically digested sludge to reclaim strip mined land.

In his time on earth, man has mined about 93.3 kt (3 billion oz) of gold. About one-half of this has been produced in the past 35 years. Roughly one-third of this gold is held as reserve in Central Banks. One-third held is in personal reserves. And one-third is held as jewelry or other fabricated products. The world per capita availability of mined gold is increasing. There are many forces shaping gold's future. Gold currently has a favorable exchange ratio. This is encouraging many new gold mining developments. Production is increasing and new recovery techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways. And gold is again fulfilling its role as a universal money, making its future predictable. Gold Today Man is currently mining gold at the rate of about 1.4 kt/a (44 million oz per year). This adds about 1.5% of newly mined gold to the total supply each year. This production plays a small role in the pricing mechanisms since much of the 93.3 kt (3 billion oz) mined is available to the market in some form. The Jamestown Mine is a 6.3-kt/d (7000-stpd) open-pit gold mining operation located in the central portion of California's historic Mother Lode district. Most early production from the Jamestown area occurred in underground operations from 1906 through 1916. Pit production began at Jamestown in early 1987 and continued until July 1994. Although additional mineral resources existed, they were deemed to be uneconomic. About 23.3 t (750,000 oz) of gold were produced from pit operations, compared to 31 t (100,000 oz) from early underground mining. Recent operations at Jamestown included two open pits, a flotation mill and a flotation tailings facility. Flotation concentrates were produced in Jamestown and shipped to Yerington, NV for cyanide leaching in a carbon-in-pulp (CIP) circuit.

Horizontal stresses are caused by global plate tectonic forces. During 1995 alone, they were largely responsible for closing two U.S. longwall mines. This paper presents six case histories from Pennsylvania. West Virginia, Kentucky and Alabama. In each case history, a mine encountered roof falls or difficult ground conditions in the headgate, caused by horizontal stress concentrations. The problems are detailed and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble-free. The paper also discusses detailed measurements made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel with the maximum horizontal stress, as previously thought but rather 200 in the stress shadow of the gob. Other stress control techniques, including artificial support, are briefly discussed.

INTRODUCTION Geotechnical investigations for tunneling projects typically use vertical test borings and, to a lesser extent, angled borings. Horizontal drilling applications were often limited to specialty testing programs and to perform probe drilling from a tunnel boring machine (TBM) as part of production tunneling. The former often involved cumbersome setups with skid rigs and cribbing in a pilot tunnel or shaft. The latter usually was limited to generic probing for rock quality and ground water conditions with no sampling. Neither yielded continuous core at production rates suitable for design and construction planning. Conventional vertical investigations still make sense in many instances, particularly for tunnels planned beneath urban settings where truck access is convenient and where the tunnel horizon is not readily accessible via a portal or shaft. However, equipment is presently available to conduct horizontal geotechnicall investigations at reasonable production rates and cost. Advantages include continuously sampling the tunneling horizon and minimizing “access drilling” to get the zone of interest at the underground construction horizon. Horizontal boring lengths of up to approximately 800 m are considered feasible and those in the range of 150 to300 m are now routine. These capabilities make horizontal borings an attractive option to consider when looking at deep tunnels beneath ridges, especially where access is limited. Fewer drilling staging sites can also mean reduced environmental impacts when investigating tunnels proposed beneath sensitive lands such as public wilderness areas. Investment in early construction packages to develop portals for investigation access and, possibly in excavating test shafts for the same purpose should even be considered. Potential benefits in the form of achieving improved overall project costs using horizontal borings exist because of the significant additional data collected in the tunnel horizon. For this reason they should be considered during the routine cost-benefit analyses generally conducted for planning geotechnical investigations for tunneling. Our aging infrastructure includes numerous tunnels that provide easy access through topographic and societal obstacles. These tunnels are renewable resources that require periodic maintenance and rehabilitation to extend their useful lifespan to hundreds or even thousands of years. However, as with any structural rehabilitation project, tunnel liner rehabilitation requires an inordinate amount of evaluation and care due often poorly documented original construction and subsequent repair construction methods and materials. This paper documents the investigation, planning, design, and construction efforts of the rehabilitation of a 74-year old, 216-meter (713 foot) long two-lane highway tunnel in moderately fractured to highly sheared basalt on the Oregon coast. The tunnel consists of four sections lined originally with timber and subsequently overlaid with concrete, and three unlined sections.

The growing availability of information and data analysis capabilities of recent years provides new opportunities for improving the performance of mining operations. By using real-time measurements and artificial intelligence, it is possible to respond faster to changing conditions, while accurate and timely information permits rapid evaluation of changes and fast business improvement decisions. This article presents a blueprint for alignment of systems, organizational design, and management practices to leverage these developments in performance-driven operations management in mining and mineral processing. The first component of the blueprint is a performance framework with a system of key performance indicators for production control that can be used across organizational levels. This system places improvement at the core of management activities, giving greater importance to improvement skills at lower organizational levels, so companies can leverage available information for improving operational control. Secondly, the blueprint defines an organizational structure that strengthens performance improvement with technological and change management capabilities. Finally, the blueprint proposes alignment of management practices, covering the optimization of short-interval controls, the application of an improvement project portfolio management system that determines the ownership of improvement projects, and the coordination of controls across the organization. This combination of systems, organizational design, and management alignment supports rapid decision-making at the right organizational level. Introduction of the presented blueprint for operations management enables mines to leverage the developments in information and analysis capabilities to improve the performance of operations.

This paper reviews the results of the subsidence research prop ram at Sandia National Laboratories. The manuscript highlights the following: the application of empirical methods (profile functions) to the subsidence above longwall panels in the U.S.; the use of the "rubble model" to describe the behavior of broken strata as it distends when it falls to the Mine floor (or top of the rubble pile) and then is subsequently compacted as it is loaded by overlying elements of strata; and, the application of physical modeling techniques (centrifuge simulations) and numerical techniques to study the failure mechanisms in highly structured stratigraphy. The capabilities of the latter two are illustrated ')y comparing their predictions to the results of a field case that has complicated stratigraphy.

The Alpine-Himalayan system, the only major active tectonic belt mainly exposed in a continental mass, is of increasing interest to exploration geologists as well as to theoreticians. Answers to the broader problems of plate tectonics are being sought in this intricate system where the geosynclinal concept was born and where the geotectonic cycle was first applied to metallogeny. The search is all the more intense because it involves scientists from more than a dozen countries with a stimulating variety in perspective. The international Geodynamics Project has allocated the Alpine-Himalayan system to two separate study groups with one directing its attention to the Alpine-Mediterranean region and the other giving consideration to the Himalayan region. This geographic division is accepted in this paper, with remarks being confined to the former and to the west of boundary zone between the European-Asian and the Southeast Asian plates as envisioned by Dewey and Bird (1970). The region is well-mapped in some parts and it includes some of the most intensely-studied geology, most classic mines, and newest orebody discoveries. Within the region, an Alpine-age copper-molybdenum metallogenic belt extends from Rumania to Pakistan. The belt can be considered in terms of plate tectonics, and there is the possibility of using plate tectonics concepts in exploration.

The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. NIOSH has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by 9 decibels. The ?Inquiring Ears Want to Know? fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

Physical and chemical characterization and solid/liquid separation of turbid waters from a river affected by an iron tailing rupture disaster (Gualaxo do Norte River, Brazil) were studied at bench scale. Parameters such as turbidity, pH, surface tension, electrical conductivity, total suspended solids (TSS), particle size distribution (micro- and nanoparticles), and zeta potential were analyzed from samples collected at three different river depths. The results in all samples showed the presence of micro- and nanoparticles, ranging in diameters from 100 nm to 200 μm. Best results for flocculation and settling were obtained at pH 7.5, through an innovative combination of eco-friendly reagents: (i) ferric hydroxide precipitates (10 mg L−1 Fe3+) to sweep (enmesh) the dispersed solids and (ii) gelatinized starch (5 mg L−1 ) to form large flocs. The results showed removals between 90 and 100% of total suspended solids (micro- and nanoparticles), resulting in clear water with residual turbidity < 7 NTU. It is believed that this innovative alternative has a high potential for flocculating and treating the turbid water at Gualaxo do Norte River, assisting the water treatment stations.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

According to the analysis of surface powered haulage accidents involving off-highway haul trucks in openpit mining, the U.S. Mine Safety and Health Administration (MSHA), reported 1,300 fatal accidents from 1990 to 2005. Of these, 163 were considered off-highway truck haulage accidents, and at least 23 involved collisions of an off-highway truck with a neighboring vehicle or a worker on foot (Nieto and Dagdelen, 2006). In general, an average of 18 nonfatal accidents and three fatal accidents occurred in openpit mining per year when equipment backed over the edge of an embankment, stockpile or dump point (Fessak, et al., 2003). The specific problems that need to be solved can be determined by carefully studying the accidents involving haulage trucks (Marrara, et al., 2004). Solutions to haulage truck safety must consider the human factors affecting each task even when engineering solutions seem most appropriate. In surface haulage, human performance becomes a critical issue because of the unusual demand the vehicle?s places on their human operators: ? Roadways and working areas change frequently in mining operations. ? The sheer mass of mining equipment such as trucks requires control inputs (e.g., braking) far in advance of the desired action. ? Rough roads, loading and unloading impacts can subject the driver to dangerous shocks and vibration. ? Visibility is sharply curtailed by the bulk of the vehicle generating large blind spots. All of the above issues can be attributed partially to the lack of visibility (Pyles et al., 2003). Driver visibility and communications are key issues to reduce mining truck accidents. Analysis of fatalities and injuries involving mining equipment demonstrates the need to develop new intervention and control strategies to mitigate the risks associated with mining equipment operation. Ongoing development of these and other new strategies is required to achieve a reduction of injury in the mining industry

Longwall mining began within the Pittsburgh coalbed of Pennsylvania (PA) in the early 1970?s. Originally, longwall mine layouts were designed to fit within existing room-and-pillar operations, where panels were limited to that of typical production panels, e.g. a few hundred feet wide by a few thousand feet long. In these early designs, the gate entries were comprised of chain pillars similar to those found along main entry systems or within pillar recovery sections. The modern longwall mine has little in common with their 1970?s predecessors. Today the entire mine layout is designed around the longwall mining method. The longwall panels have grown to well over one thousand feet in width with lengths now measured in miles. In addition, development pillar sizes and shapes are matched to specific performance requirements.

It is known from soluble salt flotation practice that the K, Mg double salts of kainite (KClMgSO43H2O), and carnallite (KClMgCl26H2O) are difficult to float and must be converted to other salts such as schoenite (K2SO4MgSO46H2O) and sylvite (KCl) in order to recover potash values. The flotation characteristics of these double salts have now been confirmed in some detail by carefully controlled laboratory experiments with both cationic and anionic collectors. The experimental results are discussed in view of recent experimental findings regarding the flotation characteristics of simple salts, in which the flotation response was shown to be determined by the interfacial water structure and whether the salt could be considered to be a water structure maker or a water structure breaker. The same approach can be use to explain the flotation response of the potassium double salts ; schoenite, kainite, and carnallite. In addition, the sign of the surface charge of schoenite (K2SO4MgSO46H2O), was determined as a function of pH from nonequilibrium electrophoretic mobility measurements. Schoenite appears to exhibit three charge reversals (CR) which can be explained based on surface hydrolysis reactions. The flotation behavior of schoenite is further considered based on solution chemistry calculations, electrophoretic mobility measurements, and microflotation results.

Separation of dolomite from phosphate is the most challenging problem in phosphate mineral processing. Over 50% of the future phosphate reserve in Florida contains too much dolomite to process using the current industry practice. The current phosphoric acid production practice requires less than 1% MgO in the phosphate concentrate as the feed material. The Florida Industrial and Phosphate (FIPR) Institute has collaborated with worldwide experts in the field to address this issue. As a result, the industry is now offered three feasible options. Option 1 offers three methods for reducing MgO content in the concentrate from the Crago process, including adding a dolomite depressant in the rougher flotation step, dolomite flotation of the cleaner concentrate, and scrubbing the cleaner concentrate in quartz sand. These methods could reduce MgO content in the final concentrate by 20–40%. Option 2 involves crushing and grinding of high-dolomite phosphate pebbles followed by dolomite flotation at slightly acidic pH using a new collector that does not require phosphoric acid as a phosphate depressant, achieving a final concentrate analyzing less than 0.9% MgO at about 87% P2O5 recovery. Option 3 is a gravity separation technique using an innovative separation jig, and its full potential remains to be demonstrated.

The trend for using larger equipment in open pit mining to achieve cost effectiveness raises the question about the optimum economic point of scale in the current world of globalization. The present paper treats this question through the prism of a new methodology of assessing the impact of the size of production equipment on the economic outcomes of coal mining ventures. The methodology incorporates a production scheduling optimization model that implements both principles of mine planning, coal quality optimization and waste deferment. The implementation of the waste deferment principle dealing with the spatial and time aspects of the mine sequence arrangement allows the adequate modeling of the optimality of production equipment scale through the use of mine investment parameters, such as, purchase and ownership costs and discounted cash flows analysis. A case study is provided to illustrate the applicability of the new methodology.

Recent three-dimensional surveying techniques have opened up new opportunities for the registration and monitoring of underground cavities. There are essentially two main methods available: Laser scanning, which is used both above surface and increasingly underground, and photogrammetry, which is also experiencing a renaissance with techniques like structure from motion through the algorithm-based orientation of high-resolution images. Both methods provide the capability to reconstruct reality by various 3-D products like points clouds and meshed models. However, they differ significantly in the steps of registration and calculation as well as in the resulting evaluation options.

The health & safety of all workers in an underground environment is paramount to the success of our operations. The diesel emission reduction projects are key to improving such an environment. However, care must be taken to reduce the risk to personnel during such tests and prevent exposure to other hazards. VALE Inco works in a close partnership with its unionized employees, manufactures, suppliers, researchers and government officials to ensure projects are done safely and efficiently to successful completion. The Creighton Mine Diesel Particulate Filter (DPF) project is an example of such a project that is currently under way to evaluate new and innovative technology that will further our search for improved environment for our workplace. This paper will discuss the issues and processes that are followed to ensure Diesel Particulate Filter (DPF) field tests are conducted safely and productively.
