The 109th Annual General Meeting of The South African Institute of Mining and Metallurgy was held at The Country Club, Johannesburg, Napier Road, Auckland Park on Wednesday, 16 August 2006. Special General Meeting A Special General Meeting to consider the changes to the Constitution was held immediately prior to the AGM. 1. Purpose In order for the SAIMM to remain relevant and ensure maximum value to all members, Council propose three changes to the Constitution. 2. Background Three changes to the Constitution were proposed by the Council on 21 July 2006. These changes now have to be approved by means of a ballot at a Special General Meeting. These three proposed changes are discussed briefly below:

It is common practice in the mineral processing industry to use hydrocyclones for particle classification. However, classification in the UG2 platinum circuits using the hydrocyclone poses major challenges due to the differences in density between silica and chromite, the two major components of this ore. Silica, the PGM carrying component, has an average density of 2.7 and the barren chromite component has an average density of 4.5. When conventional and flat bottom cyclones are used there is a misplacement of particles due to differences in density leading to inefficiencies in the classification by size. As a result of the density effect, coarse silica reports to the overflow, resulting in loss of recovery, and fine chromite reports to the underflow, resulting in loss of milling capacity and unnecessary production of fine chromite. A classifier based on a different concept was required in the classification of UG2 platinum ore. The three-product cyclone, which is a hydrocyclone with two concentric vortex finders to produce three distinct products, has been tested in the UG2 ore application and indications are that misplacement of particles due to differences in the component densities can be minimized through the use of this unit. Industrial and pilot plant trials were conducted and indications are that the three-product cyclone can be installed to selectively produce a middlings stream that can be screened using Pansep screens to provide a screen oversize, which is predominantly coarse silica that can be preferentially reground to recover the PGM values contained in the coarse silica.

It is important to know the breakage mechanism in materials since this knowledge influences the results of subsequent grinding operations. There are two distinct failure mechanisms in breakage: one is tensile micro crack generation at low stresses, which leads to macroscopic failure by disintegration, and the other is formation of shear zones under heavier dynamic impact forces, which generates more fines as seen in crush zones in blasting. Tensile fracturing simply breaks the material into fragments. It is seen as the disintegration of the specimen into two or more separate fragments. This happens under the absence of lateral stresses and the material is free to expand. On the other hand, compressive-shear breakage produces finer fragments due to shear stresses. The first mechanism is observed in laboratory tensile and bending strength tests and the second mechanism is observed both in laboratory brittleness tests and in situ blasting operations under dynamic impact forces. The friability of rocks and ores can be determined by a brittleness test. A test apparatus to determine the friability value has been designed to suit limestone strength characteristics used in cement production. The friability and stored strain energy values of barite, marble, limestone and bauxite have been determined and compared with the corresponding Bond work index (Wi) and grindability index (G) of these materials. The physico-mechanical properties of the tested materials have also been determined to investigate their effect on friability and grinding. The relationships obtained between the indices were in surprisingly good agreement, with high correlations (0.99 and 0.97). The Bond work index and grindability index can therefore be estimated from the friability value, which can be determined more rapidly than the Bond test. But for certain rock types such as andesites the relationships does not hold. Key words: comminution, tensile stress, shear forces, brittleness test, strain energy.

Selective Blast Mining (SBM) makes use of milli-second sequential blasting technology to separate the valuable reef material from waste rock in the blasting operation at stope faces in the mining of tabular ore bodies such as exist in the gold and platinum mines in South Africa. The waste rock is cast blast to the back of the stoping area, and the reef material is fractured and deposited close to the stope face. Only the reef material is transported to the surface. A simplified economic model is presented to evaluate the economic benefits of SBM. Although premature, in that adequate experimental demonstration of the validity of the model has not yet been possible, the model is presented since it indicates substantial benefits in the case of narrow reef gold mines. It is suggested that many marginal mines should seriously consider SBM. Benefits can also be realised in platinum mines, but a lot more experimental work is necessary to establish cost parameters more reliably. Some practical experience in the use of SBM in the mining of the UG2 reef is presented.

In their excellent paper, Milev and Spottiswoode have provided quantitative and definitive descriptions of an important phenomenon that hitherto has been largely the subject of conjecture. They convincingly show that ?site-response? can amplify the strong ground motions on the rock-wall of a stressed tunnel by a factor of 10 to 12 compared with the PPV in the solid rock mass (at the same distance from source). This knowledge gives us a firm foundation from which to begin to build an understanding of the mechanism of damage resulting from a rock burst. Regrettably this understanding is still far from adequate, in my opinion. The authors of this paper, however, have made some statements that are too reassuring and which tend to reinforce the sense of complacency that prevails among many members of the rock engineering community on the deep gold mines.

"Since the Global Financial Crisis (GFC) in mid-2008, capital has been more difficult to access. Mining projects must contend with projects from other industries for scarce capital. A decision to invest available capital in mineral projects requires that valuation be conducted to assess the expected return on the projects. The discounted cash flow (DCF) analysis is generally applied for the valuation of mining projects, whereby future cash flows are discounted to present value using an appropriate discount rate. The discount rate significantly affects the outcome of a valuation. Economic and finance theory provides tools to calculate discount rates. The discount rate must account for factors such as the risk and stage of development of the mineral project; hence the appropriate discount rate to utilize in a project is often a subject of debate.The discount rate is the weighted sum of the cost of debt and equity. There are several methods for determining the cost of equity. This study considers the commonly applied Capital Asset Pricing Model (CAPM) and Gordon’s Wealth Growth Model because of their simplicity and availability of parameters required to estimate the cost of equity. This study explores how differences in the cost of equity obtained by these two methods can be explained for a mining environment. Data for empirical analysis were collected from the I-Net Bridge, McGregor BFA, and Bloomberg databases. It was found that Gordon’s Wealth Growth Model provides better estimates of the cost of equity compared to the CAPM under depressed market conditions. Therefore, this research recommends that Gordon’s Wealth Growth Model be used to estimate the discount rates for mining projects during periods of depressed market conditions."

The Honourable Mr Molefe, Premier of the North- West Province; Or Scot-Russel, Chairman of the CMMI's XV Congress; Mr Loton, Chairman of the CMMI; distinguished guests, ladies and gentlemen. At the outset may I express my sincere appreciation to the organisers of this Congress for their kind invitation to me to participate in the plenary session. May I also thank the CMMI for inviting me to be their fifth distinguished lecturer. This is a signal honour and one which is sincerely appreciated by my Group and myself. The subject of gold is a very emotive one. It conjures up different images in the minds of a wide variety of people. For many of us it is very simply the ultimate metal. In ancient times gold was sought after and treasured; it was the chosen metal for adornment and many of the best preserved artefacts of that time were hand-fashioned from gold which had been won by primitive mining techniques. Gold's rarity and its value was recognised by those who fashioned the earliest gold coins thus underlining gold's special place as a store of value.

The Skorpion Zinc Mine and Refinery is situated approximately 25 km north of Rosh Pinah, south-western Namibia. The supergene zinc oxide deposit at Skorpion is hosted in a volcano-sedimentary succession within the para-autochthonous Port Nolloth Zone of the Gariep Belt. Rock types hosting the ore deposit include altered and metamorphosed volcaniclastic and clastic sediments, limestone and rhyolite. At Skorpion, the metallurgical process is unique and the plant design requires minimal fluctuations within a selected feed grade. In addition, the presence of limestone inter-fingered with ore in some areas of the deposit results in dilution problems which may increase gangue acid consumption and therefore processing costs. Hence, selective mining is necessary to ensure the delivery of suitable ore to the processing plant, in order to keep the overall operating costs at a minimum. A complex control system is in place and is capable of a high degree of selectivity. The paper describes the grade control system in place at Skorpion Mine which ensures that the qualities of the blocks planned for mining and the material being mined meet the stringent process requirements of the refinery, i.e zinc grade, gangue acid consumption and deleterious elements that may impact on the efficiency and costs of the metallurgical process. The use of drilling rigs to increasingly mechanize stope drilling has been acknowledged as important for the S.A. mining industry in it ís efforts to tackle the challenges of low productivity, AIDS and an ageing driller workforce. The spin-offs of increased safety, cost-effectiveness and better mining performance provide advantages to all?from the driller to the shareholder. However, implementation or product rollout has varied from outright success to dismal failure. A study of various cases by Novatek and Anglogold TDS showed clear reasons for these differences. Whereas the successes were characterized by clear objectives, accountability, user buy-in, a commitment to make the technology work and no-nonsense reporting, these were typically absent in failed implementations. The attitude at unsuccessful mines was to ?trial? the equipment?even subconsciously, a ?trial? is a test where failure becomes an acceptable outcome. During the study it became clear that mining management are not adequately trained to manage the often-tricky rollout process. They are often also not empowered or clearly mandated to deal with the organizational, human and technical issues that must dovetail to create a success. The output of the study was to develop a basic rollout process that could be used to formally manage the implementation of new drilling technology. Creating an alignment between the mine, workforce and supplier promotes a win-win situation that will not otherwise spontaneously arise.

Smelting or converting of sulphide concentrates and mattes in a batch operation presents a challenge when directing the off- gas to a conventional acid plant. The Hindustan Zinc Ltd. (a division of the Vedanta Group of companies) Chanderia Lead Zinc smelter was presented with such a challenge that was met with the adoption of the Cansolv® SO2 Scrubbing System. The Ausmelt top submerged lance technology used at Hindustan Zinc generates a furnace gas stream that containsbetween 0.1 vol% and 12 vol% SO2 during the three stages of batch smelting. Cansolv® SO2 Scrubbing Technology captures the SO2 to ensure that treated flue gas exits the facility at a concentration below 100 ppmv SO2 and it releases SO2 in a controlled fashion, to more closely match the needs of the existing acid plant. The application of a regenerable scrubbing system to capture SO2 from a batch-operated furnace and convert it to acid in a conventional acid plant was a first of its kind in the world. This paper provides an update on the design and operation of the Hindustan Zinc SO2 recovery system and suggests two improvements to the basic flow sheet that optimize the cost of SO2 scrubbing further.

SYNOPSIS The corrosion characteristics of a new steel, 14Cr, which is a modification of the well-known 3CR12, in aqueous sulphate solution were studied through polarization diagrams and a computer analysis based on the polarization¬resistance technique. It was found that the corrosion rate of 14Cr steel is independent of pH for pH values above 6, but, below a pH value of 4, the corrosion rate increases sharply with decreasing pH. In air-saturated solutions of neutral and mildly alkaline pH, the corrosion rate is approximately 60 µm per year. The 14Cr steel shows a twentyfold improvement in corrosion resistance over that of 3CR12 in sulphate solutions at pH 2,0. This is considered to be due to the beneficial effect of its higher chromium and nickel contents.

The project involves the research into available cost effective and easy to operate technology. The paper covers the experimental and theoretical work that was conducted. The results were used to determine the best equipment and method for melting and casting brass scrap.

Surface defects on continuously cast slabs require treatment by grinding. This extra phase in the process causes lower throughput of final product and extra energy costs. The elimination of slab treatment after casting implies that slabs can be direct rolled or hot charged, resulting in higher throughput and lower energy costs. To increase the number of slabs that can be direct rolled or hot charged, defects have to be predicted before a slab has completed the casting process. Transversal and longitudinal cracking, casting powder entrapment and other inclusions, bleeders, deep and uneven oscillation marks, stop marks and depressions are the defects thatare considered for prediction. A structure with two models is proposed. The first model describes the effect of mould level, water inlet temperature and casting speed (MV?manipulated variables) on 38 thermocouple temperatures (IV?intermediate variable). Casting speed is a manipulated variable while mould level and water inlet temperature are treated as measured disturbances. This model is known as the MV to IV model, and is used to control the occurrence of defects. The second model describes the effect of the thermocouple temperatures on the defects at different positions and locations on the slabs (OV?output variables). This model is known as the IV to OV model and is the predictor of defects. The models are determined using time-series methods in the form of auto regression with exogenous input using data of approximately 500 slabs cast over a period of 6 months. The models are validated using plant data from 44 slabs gathered three years later, with good results. As an example, published results give a sensitivity and specificity of 61.5 per cent and 75 per cent respectively for longitudinal cracks on validation data, while the presented method gives 63.6 per cent and 93.5 percent, respectively. The IV to OV model is used in an inversion to determine the optimal thermocouple temperatures for each slab width. Historically bauxite-based refractories have been used in applications where andalusite-based refractories could work. Bauxite-based refractories were chosen over andalusite-based refractories mainly because of the availability of low-cost Chinese bauxite and also because many furnaces were designed by international companies that cannot easily access high-quality products. Currently, the availability of low-cost bauxite is under threat as a result of high export duties and tariffs as well as restrictions on the amount of material that China allows to be exported. South Africa is a major producer of andalusite, and this guarantees stability with respect to both availability and price. Refractories based on andalusite have an added economic advantage over bauxite-based refractories in that unlike bauxite, which requires high-temperature calcination before use, andalusite is used in its raw state. This paper constitutes a literature study of the merits, both technical and economic, of using refractories based on andalusite compared to bauxite-based refractories. Introducing your Council. Mr J. S. Freer, Pr. Eng., after matriculating at Michaelhouse in 1944, obtained a B.8c. degree in chemistry and biology (1948) and a B.Sc. (Hons.) in chemistry (1949) from the University of the Witwatersrand. Mr G. C. Thompson matriculated at Dale College in 1951. He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

The accident at Unit No. 2 of the Three Mile Island nuclear reactor (TMI-2) on 28 March 1979 was the worst nuclear accident in US history and crippled the nuclear industry. An international Vessel Investigation Project was formed to assess the integrity of the vessel. However, it was not possible to remove specimens from the lower head until January?March 1990. Fourteen of the fifteen specimens removed by electrical discharge machining were from under the debris pile that accumulated on the lower head due to melting of approximately 19 000 kg (45%) of the core. Specimens were previously cut from the lower head of a cancelled reactor of very similar size and design destined for Midland, Michigan. These specimens were subjected to controlled heating cycles with peak temperatures from 800°C to 1100°C for periods of 1 to 100 minutes. The initial study qualitatively compared the structures in the 15 specimens from TMI-2 to the control specimens from the Midland lower head. The writer used the same specimens and employed microindentation hardness traverses, electron microprobe analysis, and selective etching followed by quantitative metallography (by image analysis) to obtain a far more detailed description of the thermal exposure experienced.
