The new mineral royalty regime for South Africa was signed into law in November 2008, with its main objective being to compensate the State for the depletion of public minerals through a royalty charge payable from 1 March 2010. The aims of this paper are to establish the potential impact of mining royalties on State revenues, industry affordability, and explore whether the dual formula system is likely to encourage miners to become refiners. It also measures the royalty dispensation against economists? tax standards in an attempt to make a judgement on the ?equity? of the new system. This paper argues that most stakeholders should be comfortable with most of the requirements of the Act for most of the time. However, the new regime is unlikely to motivate miners to become refiners, as the benefit of the reduced rate on refined minerals appears to be insufficient to justify the additional costs to refine the mineral resource to the prescribed states of beneficiation.

A challenge in mine planning is the optimal allocation of resources to the appropriate workplaces within the shift cycle (labour, equipment type, and other resources) in order to carry out the shift cycle activities, achieve planned production targets, and ultimately maximize production within all infrastructure constraints. Generally, detailed mine planning is done on a monthly basis at a workplace level in order to determine the production targets. The production supervisor, mine overseer, or equivalent production manager must then make the appropriate resource allocation trade-off decisions on a daily basis per shift to try and deliver to the plan and required production target. Due to the complexity and number of permutations of possible resource allocation decisions, it is impossible for a human brain to make the appropriate and optimal allocation decisions that will result in achieving the maximum or target production. These allocation decision permutations must deal with the current status of workplaces (availability, position in the cycle etc.), the status of equipment availability (available, planned maintenance, or breakdown etc.), distance between the workplaces (traveling time of equipment between workplaces, etc.) and equipment type required for that shift cycle activity. All these factors need to be taken into account in resource allocation to plan for the shift, and even during the shift if a major piece of equipment becomes unavailable or a workplace activity is not progressing as planned. This paper is a case study on how an optimization algorithm can be used to create a production planning system for optimization of resource allocation in a mechanized underground platinum operation. A business case for optimal allocation of resources is demonstrated and compared to the current manual planned allocation.

Anhydrous zirconium tetrafluoride can be used as a precursor for the manufacturing of nuclear-grade zirconium metal. This can be done by fluorinating plasma-dissociated zircon with ammonium bifluoride in a batch reactor. This paper describes the batch process. It was proved that anhydrous zirconium tetrafluoride can be manufactured by this route as confirmed by X-ray diffraction. The process shows potential for scaling up to the kilogram scale and possibly the tonnage scale.

Sodium silicate (Na2SiO3) is one of the most common reagents used in the froth flotation process, in which it is an efficient dispersant as well as a powerful gangue minerals depressant. Due to its high affinity with a lot of minerals, mostly silicates, it adsorbs on their surfaces and prevents the adsorption of the collectors, maintaining them hydrophilic. Hence, Na2SiO3 is widely used in the flotation separation of rare earth minerals, zinc minerals, iron minerals, scheelite, fluorite, apatite, and many other minerals. For decades, authors have demonstrated higher efficiency of Na2SiO3 when it is used in combination with sodium carbonate (Na2CO3), a common pH regulator. Among many well-known depressants, this system presented the best efficiency for many ores, including the Tabuaço scheelitebearing skarn studied herein. However, the mechanisms resulting in these strong positive synergistic effects are not well understood at the moment. Hence, the response surface methodology (RSM) was applied to this ore, considered as a case study, to optimize the depressing conditions and to study deeply the flotation behavior of this system. Strong synergistic effects between the two reagents were exhibited by the RSM, mostly affecting the scheelite, fluorite, and calcium-bearing silicates recoveries. This was attributed to surface carbonation of the minerals by Na2CO3, subsequently leading to a better depression by Na2SiO3. Overall, a 1:1 ratio between the two reagents displayed the best results in terms of WO3 grade and recovery. To gain understanding in the molecular mechanisms responsible for the aforementioned synergistic effects, FTIR studies were combined with state-of-the-art molecular modelling (Ab Initio Molecular Dynamics at 300 K) on fluorite, an archetype of calcium minerals. In recent years, the quality of iron ores has decreased due to the increase in the content of impurities, namely quartz, aluminum, phosphorus, and sulfur. It indicates that the removal of impurities from iron ore is an extremely challenging task. In particular, the high amount of phosphorus in iron ore could be a problem for energy consumption and CO2 emission in the steelmaking process. To reduce the impact of phosphorus, mainly two approaches: the utilisation of low-phosphorus iron ore, or dephosphorisation of high-phosphorus iron ore using mineral processing technology, have been suggested. In this paper, the removal of phosphorus from a low-grade high-phosphorus iron ore containing 0.1 mass% P and 57.5% Fe by alkaline roasting and wet grinding is discussed. The iron ore consists mainly of hematite, goethite, and quartz. Effects of sodium hydroxide concentration used as an alkaline source, roasting temperature, grinding time, and particle size on the dephosphorisation of highphosphorus iron ore were investigated. The dephosphorisation efficiency, iron loss, and mineralogical components of low-grade high-phosphorus iron ore under various experimental conditions were characterised by using XRD, SEM-EDS, and particle size distribution analysis. Results showed that the phosphorus content was lowered from 0.1 mass% to 0.034 mass%, while the iron grade reached 59.8 mass% from 57.5 mass% by alkaline roasting with 0.05 w/w NaOH at 300 °C for 2 h, followed by wet grinding in an attritor with water for 30 seconds at room temperature. Under the experimental conditions, the dephosphorisation rate was about 54.7%, and the solution obtained by wet grinding contained 22.7 mg/L of phosphorus and 21.5 mg/L of iron. Slake durability of rocks is an important property of rock-mass and rock-materials in geotechnical practice. The slake durability of rocks is closely related to their mechanical properties. In this paper, mechanical properties and slake durability tests for weak and clay-bearing rocks from Beypazari Trona Bed in Ankara, were performed in order to assess the slake durability and mechanical properties (especially rock strength) of these rocks as well as to understand the relationship between mechanical properties and slake durability. In performing this relationship, statistical based correlation has been applied.

Groups of up to twelve new recruits to the industry were subjected to climatic room acclimatization for either five, seven, eight or nine days prior to being tested for the degree to which they had been acclimatized. These tests were done at 32,2 0C (wet bulb) at a wind velocity of about 0,4 m/sec and the men worked for four hours at a rate of 215,6 kg m/min on one day and at a rate of 431,2 kg m/min on the second day. The results indicated that there is no significant difference between the degrees of acclimatization obtained by the eight- and nineday procedures which confirms the conculsions drawn in a previous report1. The eight-day procedure can thus be claimed to be perfectly adequate and safe. Decreasing the period of exposure to five or seven days would however, not be justified because of the significant differences in physiological responses that were observed on both test days between men acclimatized for these periods and those acclimatized for nine days. It is concluded that it would be unsafe to employ these shorter periods of acclimatization when underground environmental temperatures at which the men are to work, exceed 31 0C (wet bulb).

Leadbeater The present reviewer approached the above book as a relative novice on the intricate details of fracture mechanics. Thus, the review is based to a great extent on how easily the information presented can be assimilated and understood, and how the book's format and content facilitate this. In 1969 the Coal Division of the Anglo American Corporation was awarded the tender to supply coal to the new 3000 MW power station to be erected at Kriel, which is situated midway between the towns of Ogies and Bethal in the eastern Transvaal. The coal was to be supplied from the No. 4 Seam in the Kriel Area of the Witbank Coalfield. The No. 4 Seam in this area varies in depth of overburden from 75 m to 6 m, with an average of 55 m. Initially, the mine was planned as an underground mine incorporating a three-shaft system for transporting some 8 million tons of coal per annum to the power station. As the result of negotiations between Anglo and Escom to improve the volumetric extraction of coal from the new mine, the Kriel Division of Anglo Power Collieries was finally planned to produce 4,1 million tons of coal from an underground mine and 4,5 million tons from an opencast mine, with a resultant increase in volumetric extraction. This paper describes the opencast operation at Kriel, with particular reference to the water problems encountered and to the operation of the draglines on sloping ground to a depth of 40 m to the top of the coal seam.

A. W. S. Schumann The first reason for todays success lies in the very high standard which was set by our speakers today and I think that we owe a very special vote of thanks to Messrs P. M. C. Wilson, A. A. Oakes, M. J. Deats, A. C. Coetzee, R. E. Burnton and J. G. Ferguson. This, however, cannot account for the fact that there was a tremendous response even before anyone knew who was going to speak or what they were going to speak about. I suggest that the response was enthusiastic because people expected a more informal gathering with a greater opportunity for feedback, for an exchange of views and for questions and answers. The very popularity of the idea has defeated its own ends to some extent. This gathering is too big and many people must have been left with questions unanswered. Possibly one should arrange for a number of meeting places-there are many in the Chamber and the surrounding mining houses-and then have separate meetings in the morning with joint reporting session in the afternoon. Alternatively, we could have a symposium after the colloquium, using Webster's definition of a symposium as as 'a drinking party of merry fellows'. We all know that it is easy to discuss mining into the small hours. Obviously one cannot summarise todays papers and discussions, but I would like to make a few comments on technical matters and after that I would like to speak for a moment about what I see as major trends or tendencies which arise from discussions of this nature. Regarding the question of placing a village on a mine or away from a mine, I would mention that there is quite a body of literature on the adverse sociological effects on the development of children in any community in which the great majority of parents share the same occupation. It is something to be avoided if possible. We discussed the concept of the moving stockpile. If this is proved to be successful, it could save a considerable amount of money for Escom who could then avoid the construction of very large and costly staithes which are now regarded as parts of power stations. One does not see why both a moving stockpile and a staith should be necessary. By the way, speaking of Escom, I see that Mr Bob Scott is here; he has stopped pulling my leg by saying that we sell stone to Escom; perhaps someone has told him that if this is true, it must be the cheapest stone you can buy in this country. My next point relates to the use of epidiascope. It struck me again that this instrument which provides a visual image to accompany your message, can be very effective if it is properly used. These papers speak of a great deal of hard work which went into their preparation, and one really feels that the authors should have taken a few minutes more to prepare their drawings specifically for the epidiascope. There should be nothing on the drawing which is not necessary to illustrate a particular point and there should be nothing on the drawing which is not visible from the back of the hall. In order to remove heavy metal ions from a large volume of wastewater with a low ion concentration, ion flotation appears to be promisingly effective. In the ion flotation process, because of the high ion removal percentage, the amount of water recovery percentage is a very important factor which determines the process efficiency. However, ion flotation suffers from relatively high collector concentration to achieve the high removal percentage to the desired limit, which subsequently increases the water recovery. In this study, functionalised graphene oxide (FGO) was synthesised, using a chemical method in the ion flotation process, applied as a collector for increasing process efficiency by reducing the collector consumption and water recovery. The high ion removal was achieved with both collectors of sodium dodecyl sulfate (SDS) and FGO, while the water recovery with a collector of SDS was 3.4% higher than that with a collector of FGO. The results indicated that the FGO could be effectively used for high ion removal and low water recovery in the ion flotation process. Ecstall Mining Limited, a subsidiary of Texas Gulf Sulphur Company, operates the Kidd Creek Mine, a 10000 tons per day base metal producer, near Timmins, Ontario. Two different types of ore are mined and milled: copper-zinc and silver-lead-zinc. At the highly automated Ecstall concentrator the ores are processed by selective flotation in three individual circuits. One of the most important metallurgical tools for process control is a sample system incorporating continuous on-stream X-ray analysis. Recently this system was automated further by the addition of computer control of reagents for two copper-zinc flotation circuits. The computer programs, utilizing optimum seeking methods and smelter contract terms, have increased copper recovery by 1.1 per cent, zinc recovery by 1.4 per cent, and have reduced reagent costs by 16 per cent. Although not expected, copper and zinc concentrate grades were improved slightly as well.

Interparticle breakage is the main crushing mode of an inertia cone crusher according to its working principle and feeding condition. In this paper the breakage behaviour of an inertia cone crusher is investigated, based on energy controlled compression combined with the vibration theory, rather than geometry controlled compression (form conditioned) which plays a major role in conventional eccentric cone crushers. The effect of feeding and operating conditions on breakage behaviour was described quantitatively from the perspective of energy consumption and product size distribution. The influence of feeding conditions, discharge size settings and vibration exciter speeds on the crushing process and product quality has been studied according to the results of laboratory crushing experiments. The results of the experiments show that the particle size of broken products becomes finer with the decrease of a discharge gap within the gap range selected by the experiment. The product size increases significantly when the gap approaches the upper limit of 6 mm. The variation of eccentric speed has a more prominent effect on reducing the product size compared with the change of discharge gap. The change in product size is not apparent when the eccentric speed rises to a certain level. The throughput of an inertia cone crusher is sensitive to the change of discharge gap, which increases linearly with the discharge gap and decreases with the eccentric speed. Despite the four-decade study on ultrasound’s (US) impact on mineral’s floatabilities, there is still not clarity regarding its role in mineral surface wettability. For this purpose, the present investigation endeavours ……the hydrophobicity and floatability characteristics of a chalcopyrite-pyrite-quartz (Cp- Py-Qtz) system in the presence and absence of an ultrasonic pre-treatment. The ultrasonic process was carried out by a sonopuls at a constant frequency of 20 kHz with an adjustable power level from 30 to 200 W. Initially, the impact of sonication time (15, 30, 45, 60 and 90 s as well as 10, 20 and 30 min) and power magnitude (30, 60, 90, 120 and 180 W) were evaluated while the dissolved oxygen, temperature, conductivity and pH were also monitored. Collector-less micro-flotation tests were carried out on the non-pre-treated and the US pre-treated samples at 60 W and 15 s. The samples’ hydrophobicities were determined by the drop shape analysis approach. The dissolved-oxygen level was varied using a mini bench pressurised water reactor to study the effect of O2(aq) concentration on the chalcopyrite and pyrite wettability characteristics. The results showed that the minerals’ hydrophilicities were relatively more sensitive to the sonication’s time than its power that resulted in reducing all three minerals’ hydrophobicities. In addition, it was found that the dissolved-oxygen content and creation of sub-micron sized bubbles led to an improvement on chalcopyrite and pyrite hydrophobicities. Finally, we proved that the Cp’s floatability increased and Qtz’s recovery reduced while being subjected to the ultrasonic irradiation (15 s at 60 W); however, Py’s recovery remained constant. This conclusion confirmed the possibility of a selective separation in ultrasound-assisted copper ore flotation. We recommend that further advanced investigations be conducted, using an X-ray photoelectron spectroscopy (XPS) and atomic force microscopy (AFM) to thoroughly understand the surface modifications induced by the ultrasonication

Methane explosions in underground coal mines are a major concern across the mining industry. After the Pike River disaster, Arnot Coal became even more aware of the explosion risk. To determine whether Arnot has adequate precautions against a methane explosion, such as the one that led to the Pike River disaster, a literature survey covering the causes of the incident and what preventative measures should have been in place was conducted. Many different methane explosion prevention methods were evaluated, as well as codes of practice. Based on the findings, Arnot?s measures to prevent conditions favourable for a methane explosion were evaluated.

Nowadays the development of automatic on-line sampling systems has enabled large amounts of data to be available to plant managers. These data are inevitably prone to random and sometimes systematic errors. Data reconciliation methods are used to deal with random errors. In these methods, the measured data are adjusted in accordance to their error, so that the mass conservation law is satisfied at the same time. Measured data may also contain systematic errors, using these data in mass balancing software will result in inaccurate or even irrational results. In this paper three methods for detecting systematic errors (global test, node constraint test and maximum power constraint test) were presented. A step by step method to locate the systematic errors was demonstrated. Then, the new version of Movazen©, a mass balancing software, was introduced and used to locate systematic errors in the measurements taken from the Sarcheshmeh pilot plant copper flotation circuit. An editorial in the April 1990 edition of Mining Magazine is worth a wider audience in South Africa, particularly as the SAIMM enters its own centenary decade and the process of change in the minerals industry world-wide makes increasing demands on the professionalism of its leaders. The editorial considers the changing status of engineers, who up to the 1880s had been held in high regard by society. Alumina and bauxite Economists forecast a slower economic growth rate in 1990, but expect continued increase in demand for aluminum at a 3 per cent annual rate during the decade. Structural and numerical analysis Struceng & Femcad (structural analysis and finiteelement method) is a conference and exhibition that is to be held in Grenoble (France) on 17th and 18th October, 1990. It is sponsored by the Institute for Industrial Technology Transfer (ITT-International).
