This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

The Koidu Kimberlite Project is situated in the Kono District of Sierra Leone, approximately 330 km east of the capital city, Freetown. The mining lease area is 4 km2 and comprises 2 kimberlite pipes, 4 dyke zones and a number of blows off the dykes. Koidu Holdings established on the property and began dewatering and the removal of silt from the existing 30 m excavation of the No.1 Pipe in 2003. While the original planning for the pipes included conventional open pit operations, mitigating factors such as the proximity of the town, the presence of houses close to the perimeter of the pipe, the size of the pipe and the planned open pit depth with relevant stripping ratios, as well as uncertainties on the grades in respect of an underground operation, lent itself to the vertical pit concept. The vertical pit was established using an A-frame headgear for the hoisting arrangement, with sidewall support comprising a combination of 20 m and 40 m long cable anchors, rock bolts, wire mesh and pneumatically applied concrete. The pit reached steady state production in January 2007 and produced some 26,000 tonnes of head feed per month until August 2007 when mining reached a depth of 74 m below the pit collar (approximately 126 m below surface). Mining was suspended following a sidewall failure that disrupted operations. Now that the grades in No.1 Pipe have been validated, focus has been switched to an underground operation taking account of both No. 1 Pipe and No. 2 Pipe. While the mining costs for the vertical pit have been higher than for a conventional open pit, the concept did circumvent the social implications, the issue of grade consistency and diamond value at depth, as well as providing the time frame to carry out a full underground mining study.

Broken Hill Mines-1968, edited by M. Radmanovich and J. T. Woodcock, published by The Australian Institute of Mining and Metallurgy, Melbourne, 613 pages. Price $A15. This volume, containing some 65 technical papers, was produced for the 1968 annual conference of the Australasian Institute held at Broken Hill to mark the 75th Anniversary of that Institute, founded at Broken Hill in 1893. That conference also coincided with the 85th Anniversary of the discovery of the Broken Hill mining field. This closely reflects the position in this country, where the Witwatersrand gold fields were discovered in 1886, and our South African Institute of Mining and Metallurgy will in March, 1969 be celebrating the 75th Anniversary of the founding of the forerunners of our Institute. There is a comprehensive report of the geology of the Broken Hill area and the mineralogy of the ore body, and there are reports on the mining methods and the metallurgical procedures which have been developed over 85 years of operation of one of the great mining fields of the world. The value of most of the papers is enhanced by a large number of illustrations and photographs. An early section covers the academic and practical aspects of rock mechanics, prospecting, and exploration techniques are described in some detail. A third of the volume is devoted to mining, with papers on 26 aspects. The breadth of the coverage gives an indication of much specialized development, research, and consequent maturity in all departments. The detailed treatment of metallurgical aspects such as sizings of individual mineral particles throughout the milling stages and the development of an on-stream analysis system for lead will commend this volume to the specialist. The committee responsible for the production of this volume, which brings together much information previously only to be found after searching through numerous publications, are to be congratulated on a well produced comprehensive review of many aspects of the mining and metallurgical fields. Throughout the world, there are many orebodies or materials which have significant value but also contain arsenic, antimony, and mercury. As regulations on the transport, exposure, disposition and emission of these elements have become more stringent; it has become increasingly more difficult to derive the values from the resources. This paper outlines the fundamentals of alkaline sulfide hydrometallurgy and its successful application to arsenic, antimony and mercury bearing ores, concentrates, by-products, and other materials.

The stoping of platinum orebodies in the Bushveld has in the past been accomplished by using in-stope pillars to ensure stability of the workings. In the future, the use of continuous mining machines to mine the platinum orebodies is probable. It is not envisaged that such machines will cut in-stope pillars. This paper describes the alternative support systems that will replace the pillars and the stope geometries that will be required for this type of mining. The paper describes how the support resistance provided by in-stope pillars in current mining was determined and then evaluates support systems that can substitute for these pillars. Conceptual layouts based on existing breast mining layouts are presented. The layouts consist of panels of up to 100 m face length between rigid strike stabilizing pillars. A number of design charts are then proposed that allow for the design of appropriate support systems.

Production caving started for Lift 2 at Northparkes in August 2004. In a period of less than 3 months, more than 10 000 seismic events were recorded. Events up to local magnitude +2.9 were induced near the mine during caving, with event rates of up to 500 per day. This paper documents the seismicity related to cave initiation and cave propagation during the initial production of Lift 2. The seismogenic zone of events initially moved at a rate of about 0.5 metres per day, accelerating to 2 to 3 metres per day after a few months of cave production. Seismic data analysis infers that the crown pillar between Lift 1 and Lift 2 was destressed over a vertical height of about 100 metres. As the seismogenic zone approached the crown pillar, a macroseismic episode occurred, with more than 20 events of at least local magnitude +1 occurring in a two-week period. Based on the seismicity recorded for Lift 2 at Northparkes Mines, a caving mechanics model is proposed. Comments and suggestions are made for seismic data analysis and design of seismic monitoring systems in block caving mines.

This paper presents recent advancements in the MillMapper software technology, developed and used for thickness gauging of liners of cylindrical grinding mills used for mineral comminution. MillMapper uses calibrated laser scanner data captured inside a mill to determine thickness at several million points on all liner surfaces with millimetre accuracy. The paper is structured as follows. First, a review of the technology and its numerous advantages over existing techniques and the value it adds to operations are presented. These are followed by discussion of recently-implemented innovations, including improved visualisation and inspection tools, automatic ball charge volume measurement and automatic mill liner volume/weight measurement. Results from its application at several sites in Australia are presented throughout.

Careful monitoring of the position of the cave front is essential for well-managed block cave mining. Seismic monitoring systems yield 3-D information about the location of fracturing ahead of the cave. However, because the a seismic gap between cave surface and seismogenic zone is of unknown extent, the cluster of micro-seismicity can only yield an upper bound for the cave height. The large velocity contrast between the fractured rock in the aseismic gap and the broken loose material within the cave can be used by an inversion procedure to find a few simple geometric parameters (such as height of the top of the cave) if a simple 3-D shape?for example a paraboloid?is assumed for the cave. Ray-tracing must be used as the large velocity contrasts cause seismic waves to bend around the cave, but the inversion takes the form of a minimization problem in only a few dimensions and so the computational time is feasible. This technique has been successfully tested on realistic synthetic data.

The productivity indices of the Republic of South Africa compare poorly with those of its competitors in the rest of the world. The theory of productivity is relatively simple, and various models are available to demonstrate this. The problem is how to apply the theory in practice and to convert it into a practical management system that will guarantee results. The secret lies in a management approach that aims at a continuous improvement in achievement and that involves the entire work force down to the lowest level in the process. Good management systems ensuring the necessary attention to, among others, management by objectives, finance, personnel, maintenance, planning, and control are a prerequisite for continued improvement and staff involvement. The net result of such an approach is described by the term performance management, which encompasses the total integration of al a company's management systems.

"A new method is introduced for the simulation by computer of the flow of liquid underground. The method has application in simulating, for example, liquid withdrawal systems, injection systems or injection-well systems. The computer simulation of liquid flow permits the utilization of the known properties of the rock in developing a model of the permeable rock mass.The flow properties of the rock at a specific site arc generated statistically using a random number generator. After defining in this manner the rock properties of each element in the computer grid, the streamlines or flow paths of the liquid are traced using the new method. The simulation is designed especially for computers. The meandering character of the liquids paths is displayed clearly as the fluid moves underground, thus providing the technical information required for the control of the movement of liquid."

Selective extraction through leaching of an amorphous slag obtained from a base metal smelter plant in Botswana is investigated in this paper, where the main objective is to optimise the experimental variables that would result in the maximum selective extraction of the three base metals (Ni, Cu and Co) from the slag waste. Mineralogical tests showed that the sample is composed mainly of fayalite (Fe2SiO4), with a total entrapped metal sulphides content of about 1.0 wt.% occurring as fine occlusions in the fayalite phase. In our experimental program, we compare the effectiveness of two common leaching techniques. In the first method, we use sulphuric acid to carry out atmospheric beaker leaching tests, and in the second method we use high pressure oxidative leaching. The effects of acid concentration, oxidant addition/oxygen partial pressure and pulp density on metal dissolution rate are examined. The optimal Ni, Cu, Co extractions of 80.5%, 81.9 and 98% respectively were obtained under high pressure oxidative leaching conditions (150 oC, 0.6 M H2SO4, 0.5 MPa O2), with substantially low dissolved Fe of 9.6%, the majority of which was removed as jarosite in the residue. Atmospheric beaker leaching yielded poor extractions of Ni below 40% when sulphuric acid combined with hydrogen peroxide (1.0 M and 0.6 M respectively, 65 oC) were used for leaching, while Fe, Cu and Co dissolutions were each about 80%. Therefore, using high pressure oxidative leaching provides a possibility to effectively extract Ni, Cu and Co while producing an environmentally benign residue, thus alleviating the current adverse environmental issues associated with the abandoned smelter slag. The overall supply of platinum is forecast to rise more than the demand, and market deficit will narrow somewhat, but is still substantial at about 480 000 ounces. Because of this deficit, the price of platinum is expected to remain high, not taking into account the impetus from funds and speculators. With this strong demand for platinum and the high price, platinum producers still need to initiate projects to not only sustain current production, but also expand output into the high demand. However, the rise in the platinum price does not entirely offset the drop in revenue due to the strong rand. Consequently, in the current economic environment, executives and managers are under extreme pressure to initiate only the highest yielding projects and implementing them successfully. During the initiation phase of a project, the cost of changing concepts is the least, and strategic project decisions are the most important. It is during this phase that the most value can be added to a project, therefore requiring inputs from highly skilled, creative and experienced people. This paper will discuss thought processes and paradigms during the initiation of projects that will assist project owners in the selection and initiation of successful and profitable projects. The project initiation process will also be discussed outlining selection models, risk analyses and funding considerations.

The present paper provides a brief overview of the thermodynamics of titania rich slags, an outline of the Multi-Phase Equilibrium (MPE) package and its application to ilmenite smelting. Through assessment of published experimental data on various systems containing TiOx, it was found that despite considerable scatter in measured phase equilibria data for the binary Ti2O3-TiO2system,the behaviour of binary and higher order titania rich slags and oxide solid solutions phases could be represented by solution models in the MPE package. Results from the applications of the MPE model on the stability of solid phases and slag-refractory interactions will be presented and discussed. Parallels will be drawn between the predictions by the model and observations made during pilot plant tests. Some of the challenges facing the flotation of base metal sulphides are the opening of new and varying ore bodies as well as maintaining essential skills in plants. Flotation reagent research focuses not only on improving flotation grade and recovery, but also on producing reagents robust enough to cope with changes. A group of recently developed co-collectors, activators, depressants and frothers are described together with a summary of results measured on base metal sulphide ores.

"The feed ore to Agh-Darreh gold processing plant (Takab City, Iran) contains 2 ppm Au, 7 ppm Ag, and 120 ppm Hg. After cyanide leaching of the feed at pH 10.4, 80% of the total mercury (in the form of cinnabar and metacinnabar) goes to the tailings dam. In this research, separation of mercury from the tailings by flotation was investigated. The effects of collector type and dosage, pH, and the number of cleaner stages were studied. The results showed that after two stages of cleaning a 40–62% recovery of Hg at a grade of 14.3% Hg is attainable. Recycle water from a test in which 50 g/t amyl xanthate and 30 g/t pine oil was used in the flotation stage showed no adverse effect on the leaching and adsorption of gold onto activated carbon.IntroductionMercury, most commonly found in the nature as the mineral cinnabar (HgS), is a hazardous substance because of its mobility and toxicity (Kyle et al., 2012). Roasting is the wellestablished treatment method for mercury ores, in which the sulphur is burned and volatilized and mercury recovered subsequently by cooling and condensation. However, for low-grade ores, flotation is mainly applied for primary concentration due to its comparatively low costs, low environmental hazards, and flexibility regarding feed variations (Bulatovic, 2007). Particularly, cinnabar can be easily recovered by flotation using pine oil and a collector such as xanthate (Bulatovic, 2007; Crozier, 1991). Floatability of cinnabar is reduced due to surface oxidation when it is exposed to the atmosphere after crushing. This problem can be eliminated by adding copper sulphate and lead nitrate or acetate. The best pH for cinnabar flotation is in the range of 6.5 to 8.5 according to Erspamer and Wells, (1954), who reported that cinnabar and stibnite can be floated with long-chain xanthate collectors and an alcohol frother, with cumulative recoveries of 97.8% and 94.7%, respectively. Lead acetate was used as an activator."
