In 2005, NIOSH and Badger Mining Corporation entered a partnership to implement ergonomic interventions, including a systematic process, to address exposures to risk factors that may result in musculoskeletal disorders or other types of injuries/illnesses. As a result of this partnership, an ergonomics process was integrated with the existing safety and health program to promote an on-going application of ergonomic principles, and over 40 task-specific interventions were implemented during the first year of the process. This paper presents details of the process integration, and several examples of task-specific interventions that reduced exposures to risk factors.

The performance of Ecuador's mineral industry continued to be affected not only by depressed oil prices in recent years but also by natural disasters. In March 1987, Ecuador canceled foreign debt payments for the rest of the year and appealed for international aid because of a series of earth-quakes that destroyed villages and crippled the nation's oil industry. The earthquake destroyed a key section of the country's main oil pipeline and forced a halt to production and shipment of Ecuador's most important export product. Ecuador produces 240,000 barrels of oil per day and exports 144,000 barrels daily. Oil accounts for 60% of the nation's hard currency earnings. The Government of Ecuador asked the Organization of Petroleum Exporting Countries and other oil-producing countries to assume Ecuador's oil sales commitments. Ecuador agreed to pay the countries back in an equivalent amount of oil when it was able to resume exports.

Develop personal computer (PC) based software for analyzing and/or filtering time- and frequency-domain attributes of seismic and electromagnetic signals from geophysical surveys for the enhanced interpretation of rock masses and subsurface geologic structure. The Problem Both mining and petroleum geophysicists utilize seismic signals to characterize rock masses for delineating subsurface stratigraphy and structural conditions. However, a vast amount of information available in seismic project evaluation data often is unavailable for interpretation unless these data are enhanced. New processing technology increases the quality of these signals for analysis and interpretation. Comprehensive signal processing software is mostly written for petroleum exploration companies. Commercially available signal processing programs are often limited to a single application or are restricted for use with specific hardware, e.g., a digital oscilloscope or a mainframe computer. The programs may use computer codes that are proprietary, restrict user modification to expand capabilities, or may be hard to interface. They may have insufficient documentation for easy use and be support dependent.

Utilize innovative processing technology to prepare high-purity, ultrafine advanced ceramic powders with little or no contamination occurring during the milling process. Advanced ceramic materials made from these powders could substitute for high-temperature alloys containing critical materials such as chromium, cobalt, and nickel. Approach Modify and evaluate the Bureau's turbomill, developed earlier to grind a variety of ceramic raw materials (clay, mica, and talc), as a milling or size-reduction technique for hard and abrasive advanced ceramic powders, such as silicon carbide. Background Powders for producing ceramic materials, such as silicon carbide. silicon nitride, alumina, and zirconia, which arc being considered for use in severe applications requiring high-temperature and/or corrosion resistance, are very difficult to reduce to fine sizes for processing into finished parts. Traditional techniques of particle size reduction, such as ball milling and jet milling, are very energy intensive and/or slow. These traditional techniques often produce materials that have a nonuniform particle size distribution and are contaminated by the milling media or container.

Ammonium nitrate-fuel oil (AN-FO) mixtures are used as blasting agents in mining pyrite-bearing ores. The temperature of these ores can increase by the continuous, though at times slow, oxidation weathering of the pyrites. At elevated temperatures, AN-FO reacts exothermally with pyrite, and the reaction becomes self-sustained at 120° C ± 10° C. The Bureau of Mines has conducted an investigation to determine the reactivity of mixtures of AN-FO with pyrite containing ferrous sulfate. The results of tests in a heated vessel simulating a hot borehole demonstrate that small amounts of ferrous sulfate, a major product of pyrite weathering, initiate a self-sustained exothermic reaction with AN-FO at 80° C. Five pct by weight of urea was found sufficient to prevent a reaction among the three ingredients, at least within the limits of the test, which reached 180° C. Smaller amounts of urea and of potassium oxalate slowed down the reaction and delayed its onset to higher temperatures, but did not prevent it.

"Purpose and Origin of Investigation.For many investigations of mineral products such as metallic and ceramic materials, especially refractories, a knowledge of thermal conductivity and specific heat at high temperature is required. Such data have been needed by the Bureau of Mines for checking heat balances in kilns, and computing heat loss through furnace walls.Design of apparatus for thermal conductivity tests was undertaken by the Bureau early in 1922, an industry at that time indicated that no equipment intended for extreme high-temperature observations was elsewhere available or likely to be in the immediate future.The Bureau's investigation was begun by C. R. Greenslade, assisted by F. A. Hartgen, and temporarily discontinued owing to their resignations in the summer of 1922. The work was later turned over to the writers of this report, and has been carried forward at intervals, along with other problems."

Beasley, the smelter superintendent, and his staff members.THE BLAST FURNACE AND PLANTThe general lay-out of the recently built (1917) Bunker Hill plant has been given in the technical press in articles that were cited in Report of Investigations 3088. In addition it may be noted that the description of an ideal smelter given by Riddell 5 a year later fits the Bunker Hill smelter very well, with some changes, such as the location of the stack, made necessary by topography. For purposes of this article on the blast furnace it may suffice to state that the plant is one of the ""side hill location"" type. The various successively lower benches may roughly be considered as made for (1) the stack, (2) Cottrells and bag houses, (3) Dwight and Lloyd sintering machines with the equipment or bins for handling or mixing the feed and storing the finished product, sinter, and (4) the blast furnace feed floor with a slightly rising gradient to the bottom of the bins for sinter, feed, and take. The lowest bench (5) might be considered that of the blast furnace tapping floor at which or at appropriately slightly lower elevations are located the units for softening, refining, and treating precious metals, and for casting and loading lead. A very careful study of grades was made in order to be able to handle the products easily. All units were left with at least one end open to permit expansion of the plant, it desired, and each unit was separated from the other, evidently so that the operators on one level would be annoyed as little as posssible with the products made on another."

Identity the difficulties of establishing vegetation on mining-related wastes resulting from adverse chemical, physical, and biological properties; describe the ecological and soil factors affecting the relationship between mycorrhizal fungi (soil microorganisms) and plants; and evaluate the feasibility of establishing vegetation on mine waste by introducing mycorrhizae. Problems in Revegetation Successfully using vegetation to stabilize a situ disturbed by mining-related activities depends on knowing the chemical, physical, and biological characteristics of the site prior to, or at the time of, stabilization. The primary objectives of mine land reclamation are to minimize environmental degradation and to facilitate the re-establishment of a functional plant-soil system. Mining disturbances can significantly alter the physical, chem¬ical, and biological characteristic of a site, thus affecting plant establishment, survival, and growth. The physical disturbance caused by the removal and replacement of soil and overburden, together with the waste material from ore processing, affect the chemical, physical, and biological process within the disturbed soil or waste. Additionally, variability in soil properties results from differences in climate, topography, vegetation, and parent material of the site.

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. The Bureau of Mines carbonized 21 coal samples from Fayette, Greene, and Washington Counties, Pa., at 900° C, using the Bureau of Mines-American Gas Association (BM-AGA) method, and determined yields of products and physical properties of the coke. These samples represented high-volatile A Pittsburgh, Sewickley, Waynesburg, and Upper Freeport and medium-volatile Upper Freeport and Lower Kittanning coals. About 20 percent of all coals presently carbonized in commercial coke ovens in the United States are mined in Greene and Washington Counties, principally from the Pittsburgh seam. Sulfur content of the Pittsburgh coals in these counties is moderately high (1.0 to 3.2 percent) but, because of extremely large reserves, accessibility to eastern United States markets and excellent blending characteristics to yield strong coke, these counties will continue to be an important source of metallurgical coals in the future. Most coals from the other seams contained more than 2 percent sulfur, which would limit their use as metallurgical coals.

"The recent discovery and exploitation of petroleum territory have resulted in the enactment of new petroleum laws in most of the South American Republics. The activities in the discovery of these new fields were engendered by the knowledge of the fact that present producing fields must within well defined periods be exhausted. Oil operators were willing to take the initial steps in exploitation in the absence of legislation that applied strictly to petroleum operations. The enactment of modern legislation in many of these Republics encouraging and protect¬ing exploitations may cause tremendous oil activities in these countries, and the results may be comparable with the magnitude of the undertakings and the prestige of the companies now entering this territory.These, oil fields are admirably located for convenient distribution of petroleum by water to all the Nations using oil as fuel for shipping and industrial concerns. The oil markets of the western coast of South America will derive immense benefits from the Panama Canal. This navigation route brings these markets into direct ocean shipment with the Atlantic coasts of the Western and Eastern Hemispheres.One deterrent to oil production in the Republics of South America is the want of inland. transportation facilities, but the recent laws of these Republics without exception provide for acquiring rights of way for pipe lines and other modes of transportation; and doubtless the great interests and. syndicates already operating in these regions will, as production increases, provide ample pipe line transportation sufficient to convey to the coast the oil produced. It way be assumed, from the legal guarantees afforded, and from operating equipment and machinery that are now being concentrated that refineries will be erected at shipping points for the purpose of making these petroleum products accessible to the world."

Provide the technology to remotely control a thin¬-seam continuous mining machine from a safe location hundreds of feet outby the working face in an underground room-and-pillar mine. Background and Approach Hard-wired or radio remote control of continuous mining machine has been commercially available since the early 1970's. This type of remote control, in low and high coal seams, situates the machine operator offboard, but within direct view of the underground coal face, Although positioned under supported roof, the operator can still be exposed to face area hazards that include roof-rib falls, dust, methane explosions, and equipment congestion. The U.S. Bureau of Mines approach has been to put the operator into a protected compartment at a location away from the working face. Since 1979, the Bureau has investigated innovative methods to better protect face area workers in under¬ground room-and-pillar mines. In 1989, the Bureau demonstrated an offboard, computer-based remote con¬trol system in a West Virginia highwall mining operation that stationed the operator hundreds of feet away from the working face. In late 1992, much of this technology, plus improvements, Was used to demonstrate, on the surface, how a thin-scam continuous mining machine could be remotely controlled 200 feet from the machine in a 36-inch working height.

Reduce the noise levels to which operators of double-drum longwall shearers are exposed without compromising the operational effectiveness of the shearer. The Problem Noise produced by double-drum longwall shearers can be harmful to machine operators. Typical noise levels at the lead-drum operator position range from 100 to 105 dBA, and Federal noise regulations allow only one to two hours of exposure per shift at these levels. Noise radiated by the shearer cutting drum is the primary contributor to the overall noise level. However, test of a noise-controlled cutting drum developed by the Bureau of Mines reduced the operator noise level to 95 dBA, thereby increasing the allowable operating time to four hours per shift. Approach The key design aspect of the noise-controlled shearer drum is its reduced vibration-al response to coal-cutting forces. Laboratory studies have shown that these forces are concentrated in the low-frequency region (500 Hz and below). To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. Shearer Operators on Intake Side of Lead Drum-At all mines surveyed, an important factor in controlling dust exposures at the shearer is the use of a cut ting sequence that allows the shearer operators to work most of the time on the intake air side of the lead drum. Provide d comprehensive source of up-to-date information about technology for revegetating coal mined lands. Approach A great deal of activity and research in the field of coal mine revegetation has been reported in technical literature, both before and after the passage of Public Law 95-87, the Surface Mining Control and Ruclamation Act of 1977 (SMCRA). This information is widely scattered throughout books, scientific journals, periodicals, Government reports, and other sources, and there has been a need to develop a method of accessing it quickly and efficiently. At the request of the Office of Surface Mining Reclamation and Enforcement which promulgates and enforces regulations implementing the act, the Bureau of Mines has prepared a document that identifies literature relevant to coal mine revegetation. Most of the literature available on this subject has been published during the past 15 years. To tap this reservoir of information, 14 data bases were accessed from DIALOG SDI (Selective Dissemination of Information) Service using three keyword combinations (surface mining and reclamation, strip mining and reclamation, and revegetation). This procedure generated over 7,000 listings. The U.S. Department of Energy's ENERGY data base was selected from the 14 DIALOG bases, both for its large number of listings and for its broad coverage of literature. This data base contains all the unclassified information that passes through the Technical Information Center of the Department of Energy, including reports, journal articles, conferences, patents, books, monographs, theses, and engineering materials relating to energy development.

Oil-shale samples selected from a core of the Green River Basin (Wyoming) were studied to ascertain differences in the composition and/or chemical structure of the organic material in the samples relative to stratigraphic position within the Green River Formation. This involved a systematic study of the soluble organic material and the insoluble kerogen present in the samples. Emphasis was placed upon the distribution of the alkanes (normal and isoprenoid compounds) in the soluble extract and upon the aromaticity of the kerogen. In general, it was concluded that significant differences exist in the chemical structure of the oil-shale organic material from various strata within the Green River Formation of Wyoming. Most of the compositional and structural changes were not related to burial depth but were related to source material variations, environmental differences, or other factors.

Estimate costs for projected uranium in-situ mining operations. Approach Develop a computer model and an associated data base which will allow users to supply data applicable to a specific mining site in order to estimate total capital and operating costs for a potential in-situ mining operation at the site. How the Model Works The model requires a minimal amount of input from the user. The data input must be known or estimated information about a potential in-situ mining operation. The user can also supply any additional project specifications. The computer model uses a process-engineering approach and determines through a discounted cash flow analysis the total capital and operating costs for the life of the project. This time-span measures from the start of the pilot-scale operation through to the site's restoration and reclamation. The model will determine the production cost per pound of material mined subject to the rate of return identified by the user. Conversely, it will also solve for the rate of return realized for the specific sales price per pound. [ ] Currently the model's data base can tai ns costs, rates, and specifications for Texas and Wyoming, the only states where commercial uranium in-situ mining is being conducted. However, this model can be used by anyone who is conducting in-situ leaching or who plans to leach uranium in-situ. At least part of any uranium deposit has a potential for in-situ mining.

The heat content above 25.0° C up to 1,000° C was measured for six rock types: St. Cloud Gray Granodiorite, Holston Limestone, Sioux Quartzite, Rockville Quartz Monzonite, Salem Limestone, and the basalt at Dresser, Wis. The calorimetric data were obtained with an isothermal jacket-copper block calorimeter. The experimental heat content data for each rock type are presented, along with specific heat data obtained from the temperature derivative of the heat content. For the six rock types the maximum deviations of the specific heats at a given temperature were within 10 percent below 575° C and within 34 percent above 5750°C. The increase in the values of specific heat range from a minimum of 13 percent for the basalt at Dresser, Wis. (temperature range, 100° to 1,000° C) to a maximum of 46 percent for Holston Limestone (temperature range, 100° to 870° C).

This Bureau of Mines report describes the preparation characteristics of the significant coalbeds of Beaver and Lawrence Counties, Pa. Washability analyses were made on seven coalbed samples, none of which were of metallurgical quality as received. Five of the samples could be sufficiently upgraded to produce acceptable products, and the remaining two samples could not be upgraded to metallurgical quality because their sulfur contents could not be lowered to meet the standard. For steam or power generation, one sample was of low sulfur content as received, one sample could be upgraded to low sulfur content, and three samples could be upgraded to medium sulfur content. The original sulfur content of the remaining two samples can be appreciably reduced by removal of the sink 1.58 speci fic gravity material; however, these coals would be classified as medium sulfur coals both before and after removal of the sink material.
