Federal lands often contain extensive mineral resources and decisions affecting access to those lands are made with knowledge of the possible minerals-related consequences. Information is provided to the Bureau of Land Management (BLM) in this report for use in preparing environmental impact statements on the Western Mojave Management Area (WMMA) and the Desert Tortoise Priority Habitat (DTPH). To augment U.S. Bureau of Mines (USBM) efforts such as the Mineral Assessment of the Planned Foil Irwin Expansion, Modified Silurian Valley Alternative, San Bernardino County, California which is in progress, and the Economic Analysis of the Minerals Potential of the East Mojave National Scenic Area; California, the USBM studied mineral deposits and estimated the potential impacts of mining in a segment of the California desert; the 8.7-million-acre WMMA, an area which includes the 1.2-million-acre Desert Tortoise Priority Habitat (DTPH). In addition, this information is intended to assist administrators, legislators, and the concerned public in understanding the economic importance of mineral resources in the California desert, especially that portion designated as the WMMA. This Bureau of Mines report proposes a new methodology for estimating industrial dust explosion hazards in terms of three probabilities or co-factors: The dispersion of the dust, the existence of a flammable dust concentration, and the presence of an effective source of ignition. This method or rationale is proposed as a replacement for the "explosibility index" that was first suggested 25 yr ago, but which, by consen-sus among leading researchers in the field, is now outdated. This report presents a detailed critique of the deficiencies of that old, material-oriented index, and develops the logical rationale for its re-placement by an approach that is better suited for quantitative hazard evaluations. A variety of such evaluations are illustrated, which show how a quantitative prediction of explosion frequencies can be obtained from laboratory measurements and operating conditions in a given indus-trial facility. The method has some pitfalls, particularly as they re-late to the correlation of events or their randomness. These are discussed, as well as the method's other limitations and uncertainties. This work is intended to provide a beginning to a quantitative approach to explosion hazard assessment. To that end, a new method is proposed for estimating thermal ignition probabilities in terms of the measured laboratory autoignition temperature of a dust, its relationship to the operating temperature, and its distribution within a given industrial system.

The following are abstracts from papers presented at the 4th Symposium on Respirable Dust in the Mineral Industries and· were produced through research funding under the Generic Mineral Technology Center for Respirable Dust. Full articles appear in the proceedings published in July 1996 in Applied Occupational and Environmental Hygiene. (Volume 11, Number 7). The two addresses included in the proceedings point to the progress, prospects, problems, and perspectives on control of respirable dust and dust-related disease in the mineral industries. The symposium papers deal with respirable dust issues that are longstanding such as characterization, health effects, control of airborne coal dust, new and emerging issues such as iron toxicity, diesel particulates, and sampling. The papers were grouped into the following topics: continuous dust monitoring, encompassing the development of a fixed-site monitor that will provide continuous information on instantaneous and time-weighted respirable dust concentrations; mechanisms involved in the generation of dusts in mine environments, important for dust control at the source; characterization and control of diesel emissions (particularly diesel particulates) in mine atmospheres; mining systems effects and models; dust control in mine working faces and in milling environments; characterization of the physical, chemical mineralogical, and biological properties of the dust and their relevance to health effects and sampling; dust-lung interactions, encompassing results from several biomedical studies dealing with acute and chronic inhalation of airborne dusts and associated lung responses; the role of iron in causing lung injury; and therapeutic strategies for ·the control of pulmonary disease. All papers submitted to the organizers were peer-reviewed. In the proceedings, we have not differentiated among the platform and poster papers; rather, they have been grouped into the above topical areas. Taken together, these papers reveal significant progress in the control of dust generation, characterization of dust, understanding of dust-lung interaction, and mining and milling practices to reduce dust exposure - all essential for reducing dust-related occupational hazards at the workplace.

This report abstracts project work performed under USBM Grant GO155003 during the period 4 November 1975 to 3 November 1976. The research was funded, as a continuance of previous support from USBM Grants GO133077 and G0155003, to gain further knowledge in mine electrical system safety. Five reports have been separately produced, all under the grant title, "Coal Mine Electrical System Evaluation," and are as follows: 1. Volume I - Continuous Monitoring, 2. Volume II - Transient Analysis, 3. Volume III - Shielded Cables, 4. Volume IV - Computer Modeling, and 5. Volume V - Battery and Battery-charging Safety. Abstracts of these comprise the balance of this document with one exception. The task ?d-c offsett currents," does not fall under the scope of the other report volumes and, further, the material to be presented does not justify a separate report. Hence, this subject concludes the Executive Summary.

In the past few years the advance of the Sunshine mine to national prominence as the chief silver-producing mine of the United States has revived interest in the area in which it is situated. Although this area lies between the great lead-Zinc-silver mines at Kellogg and those in the vicinity of Burke and Mullan it was generally presumed to be almost barren, as little ore had been found there until substantial ore bodies were developed on deep levels of the Sunshine mine. In early days it was called the "dry belt" because its ores were siliceous and contained little lead; but the classification of ores in smelting as wet or dry, although once customary, has long been obsolete The area will therefore be referred to in this paper as the silver belt of the Coeur d'Alene district because the value of its ore is due chiefly to silver, the current production of which is large, providing over 60 percent of the silver output of Idaho. Silver Belt - Its Limits and Character With a daily production of half a ten of silver or more from the Sunshine mine, the silver belt has become the scene of extensive exploration at many properties, and the outlook for its future seems promising enough to warrant the lively interest now being displayed in the area by the public.

"In flotation concentration, various machines are employed for agitation and aeration of the ore pulp in the operation of frothing. The power required in the operation of these machines varies considerably with the type and make of machine used. The object of this investigation was to determine the effect of certain physical properties of the pulp particularly viscosity, density, and temperature - upon the power required by certain forms of pulp agitators.The viscosity factor is most involved because it is affected by temperature and by density. Viscosity of liquids and suspensions has been extensively studied and the physics and mathematics of the subject are much enlarged upon in books and in the literature. It is not, however, the intention of this study to become involved in the intricacies of these phases of the subject.The agitation of the various mediums in the experimental work did not last long enough to cause a measurable rise in temperature from the ""beating"" of the medium, hence no cognizance is taken of this factor.No attempt has been made to correlate the data obtained with the impeller with any information regarding centrifugal pumps. The object sought here is quite foreign to the problems of pumping. The impellers used are ""open"" and air is involved.The experiments performed and the data obtained are presented. Only that amount of discussion necessary to make the results understandable is given.Tap water was used in all experiments. A comparison of distilled water and tap water showed no measurable difference. In the experiment in which sodium chloride was needed, the commercial salt as used in fire assaying was taken. The quartz was of the ""bull quartz"" variety, thoroughly washed free of iron oxide."

Heat-capacity measurements of sodium dimolybdate (Na2Mo207) and sodium ditungstate (Na2W207) were conducted over the temperature range from 51° to 298° K. The entropies of the two compounds at 298.15° K were calculated from the heat-capacity values and were used, in conjunction with other entropy data, to evaluate the entropies of formation of the compounds from their constituent elements and oxides.

Exposure to excessive noise over time can cause permanent hearing loss. Workers in the mining industry are frequently exposed to A-weighted sound levels in excess of 90 dB. The A-weighted sound level at the roof bolter operator’s location can exceed 100 dB while drilling. The National Institute for Occupational Safety and Health (NIOSH) measured the sound pressure at the roof bolter operator’s position and utilized a phased array of microphones with beamforming software to identify noise sources on a roof bolting machine while drilling. The test data indicates the sound level at the operator’s position is dominated by the 2000 Hz through 5000 Hz one-third­octave-band sound levels. The beamforming results indicate that the drilling noise is primarily from two areas: the portion of the drill steel just below the rock and the drill steel-chuck interface. This paper will discuss the methods used to identify the primary noise sources.

Roasting research involving small , batch experiments was conducted to explore the use of solid reductants for converting nonmagnetic iron ore to a magnetic type . Three typical Minnesota ores were tested with one or more of the following reductants : Lignite , lignite chars , anthracite , bituminous coal , petroleum coke , peat , and pyrite . Reductive roasting was accomplished in a 3- by 4- inch externally heated rotating drum . Ore and reductant were placed in the drum and heated to a desired temperature , which was maintained for a predetermined period . Recoveries of over 90 percent of the iron in magnetic concentrates were achieved at 650 ° C , using lignite , some lignite chars , a high- volatile bituminous coal , peat , and pyrite . Pyrite is a novel reductant , which is superior to carbonaceous materials other than lignite and some chars .

"Diesel exhaust soots were assayed in the Ames Salmonella typhimurium histidine reversion assay system using TA 98, the soots being applied as the following preparations: dispersion in dipaimitoyl glycerophosphoryl choline (DPL), dispersion in dipalmitoyl phosphatidylethanolamine (DPP!), and dispersion in dipalmitoyl phosphatidic acid (DPPA) in physiological saline, and in physiological saline without added surfactant. The extracts of soots by dichloromethane / dimethylsulfoxide (DCM/BHSO) were also assayed. Studies were performed both with and without :IQ microsomal activation of the soot preparations. The DPP! and DPPA surfactants were chosen as phospholiridz with two palmitic acid moieties esterified to a glycerol as is the case with DPL, but with hydrophilic groups having different electrophilic characters. The soots, without S9 activation, showed mutegenic activity when extracted in the conventional procedure with DCM/DMSO. The mutagenic activity of soots dispersed in DPL was quantitatively comparable to, and in some cases greater than, the activity expressed by an equal mass of soot extracted by DCM/DMSO. Soots in other surfactantpreparations, DPP! and DPPA, also expressed positive mutagenic activity. Praincubation with S9 microsomal enzyme fraction reduced the activity of solvent extracted soots, and greatly diminished the activity of DPL dispersed soots. Initial sister chromatid exchange (SCE) assays using the Chinese hamster V79 cell line indicated DPL dispersed soot also can cause SCR in mammalian cells. Results thus far suggest that surfactant suspended or ""solubilized"" respirable soot particles could provide a mechanism for transport and expression of mutagens in the lung."

A semicommercia1, high-temperature electrostatic precipitator and adjunct equipment are described, and operating characteristics at 1,470° F and 80 psig are presented for both positive and negative polarity. Removal efficiency for negative corona waS about 91 to 96 percent while that for positive corona was only about 75 to 77 percent. Results are compared with those from bench-scale investigations, and equipment limitations are discussed. Theoretical aspects of the precipitation process are related to the operating characteristics.

Develop rugged, cost-effective fire protection for hydraulic shovels and backhoes. Approach Automatic fire sensing and suppression systems were designed and built for use on hydraulic shovels and backhoes. How It Works A line-type temperature sensor is mounted in the machine's engine and hydraulic pump areas to detect the heat from a fire while it is still small and easy to control. Two systems were tested. In one, the inside of the sensor consists of two conductors separated by a ceramic material whose electrical resistance decreases with increases in temperature. When heated to a predetermined temperature) the control circuit responds to the resistance drop. In the second system, the detection element of the sensor is comprised of a thin metal tube containing a hydrogen charged metal hydride wire. The tube is sealed at one end and is connected to a sensitive pressure switch at the other end. When exposed to the heat from a fire, hydrogen gas released from the metal hydride wire actuates the pressure switch.

Information on vertical magnetic noise in the voice frequency band, both within and above coal mines, is needed for the evaluation of through-the-earth baseband electromagnetic communications at mines where horizontal loop antennas are used. This report discusses the theory of the source of electromagnetic noise, the propagation of this noise to an observation point above a mine, and its interaction with the local earth conductivity structure, which gives rise to vertical magnetic noise. The relationship of surface noise to underground noise is also discussed. Bureau of Mines investigators made surface and underground vertical magnetic noise measurements at a number of coal mines located through- out the United States. These data were modeled through regression analysis to characterize expected noise levels. The results are presented, including results in one-third octaves for use in evaluating the expected performance of through-the-earth communication systems by articulation-index studies.

Laboratory tests were conducted by the Bureau of Mines to determine the effect of depth of cut and bit type on respirable coal dust generation. Apparatuses were constructed to contain the coal samples, measure the linear cutting forces, and analyze the dust generated. Single-bit tests were conducted in Illinois No. 5 and Pittsburgh seam coals with five bit types at four depths of cut. The results showed that bit type did not significantly influence dust production. On the other hand, deep-cutting bits were more efficient and generated substantially less respirable dust per pound of coal broke than shallow-cutting bits.

The recent determination by Eckman and Rossini of the heat of formation of sulphur dioxide appears to be of much greater accuracy than any previous measurement . The value obtained by them , 70,940 cal . , is in good agreement with that of Thomsen ( 71,080 ) , but differs by about 1,700 calories from Berthelot's result ( 69,260 ) , and by 1,940 calories from the provisional figure ( 69,000 ) adopted by Lewis and Randall in their studies of the free energies of the sulphur compounds . This large discrepancy suggested the desirability of a recalculation of the free energy of sulphur dioxide . In addition it is now possiblt to fix the specific heat of S₂ gas with greater certainty than at the time of the original calculations . These two changes are incorporated in the recalculations described below , and directly affect the values of AH , and the Ar terms in the free energy equation . In the determination of the integration constant of the latter equation , the free energies and specific heats of water vapor and the oxides of carbon are required as auxiliary data . In this work these are based , with certain exceptions , upon the equations previously deduced , which differ appreciably from the corresponding equations of Lewis and Randall . 56 · The principal equilibria employed below , and the plan of calculation , remain the same as in the calculations of Lewis and Randall . Before beginning this revision a search of the literature was made , extending to August , 1930 , for studies of additional equilibria . Only one reaction was found that gives promise of increased accuracy . This is the equilibrium of sulphur dioxide with copper , cuprous oxide , and cuprous sulphide . In this case , however , certain of the subsidiary data are lacking , and until they become available , the existing studies of the equilibrium in this system can not be successfully utilized . The changes in the numerical data mentioned above , especially in the thermochemical constants , are therefore solely responsible for the rather significant differences of the revised from the original values of the free energy .

"In presenting this list of permissible explosives and blasting devices, the Bureau of Mines desires to call attention to pages 20 and 25 outlining the conditions in use under which, and only under which, the explosive or blasting device is permissible.In view of a recent publication recounting trade practice favoring the use of a blasting device without stemming, particular emphasis is placed upon condition 4 on page 20 and condition 2 on page 25. An explosive or a blasting device enumerated in the permissible lists of this Bureau is not permissible in use unless it is properly confined with clay or other incombustible stemming.PERMISSIBLE EXPLOSIVES TESTED UNDER SCHEDULE 17CAn active list of permissible explosives was published in October 1938 as part of Bureau of Mines Report of Investigations 3421, under the title ""Active List of Permissible Explosives and. Blasting Devices Approved Prior to June 30, 1938."" This list included 191 brand names.Changes in the list that have been authorized to June 30, 1939, placed 56 additional brands of permissible explosives on the active permissible list as a result of tests, changes in brand names, or transfer from the inactive list. Fifty-seven permissible explosives were transferred from the active to the inactive list. The brand names of four explosives were rescinded curing the year. The present list contains 18G brand names. This report presents results of a cooperative research project between the U.S. Bureau of Mines and Beth Energy Mines, Inc. Four coreholes (two before mining and two after mining) were drilled at a longwall mine operating in the Lower Kittanning Coalbed to obtain coal and rock samples from overlying strata to determine their gas content at various times in the mining cycle. The results of those tests indicate that 91 pct of the gas removed from the overlying strata came from coalbeds. Material balance calculations were made to compare the volume of gas produced both from gob gas vent holes drilled on the panel and gas removed by the mine's ventilation system with the volume of gas removed from strata directly overlying the panel to a height of 275 ft. This analysis indicates that only 40 pct of the total gas produced from the panel actually came from the strata directly overlying the panel. The remaining volume of gas production probably migrated to the Iongwall gob from overlying, and perhaps underlying, strata immediately adjacent to the panel and perhaps from greater distances downdip because of the establishment of a long-term pressure gradient in the study area.

The Madison RARE II study area has four prospects with identified resources. These are listed in table 1 and are described in the following text. A high potential for Sillimanite exists at the Placer Creek occurrence (fig. 1, no. 7) and potential for phosphate rack in all areas underlain by the Phosphoria Formation. Some prospects exhibit minor potential for copper, lead, zinc, silver, and gold in the southern portion and very minor potential in the northern portion. Deposits in the northern end also have low potential for rare earth, asbestiform anthophyllite, or kyanite group minerals (including sillimanite).

On-the-job training is a common means of training or retraining workers and the practice may seem simple and straightforward. Doing it effectively however requires more thought and preparation than simply having someone follow an experienced worker around and watch what they're doing. Over the years, various techniques and practices have evolved that pass on the skills and knowledge of a trainer or coach in a manner that leads an inexperienced trainee to really absorb the information being taught. On-the-job training thus becomes less a haphazard show-and-tell and more a real transfer of information. The goal of this document is to describe how to develop or manage an on-the-job training program so that information is passed on from trainer/coach to trainee efficiently and effectively. By efficient is meant the best use of time and resources of all those involved in the training process, and by effective is meant that the trainee truly learns the skills and internalizes the knowledge needed to perform the job well. The first part of the document discusses topics to think about when developing a formal on- the-job training program. A structure based on coaching is suggested. Then a workshop designed to prepare trainers as coaches is described. Workshop materials include an instructor’s guide and trainee workbook. These materials can be used to train coaches and to assist trainees as they go through the learning process. Content related to specific jobs can be added to these materials to create targeted on-the job-training manuals. Structuring a formal on-the-job training program It is likely that some form of on-the-job training (OJT) is being conducted at your workplace. The formality of that training can range from a structured program to an informal “follow Joe around” method. If your program is completely unstructured, it may not be meeting current training needs. Worse, it may perpetuate bad habits and create “trained” employees who are not given the same information or evaluated to the same standards. Wiehagen et al. comment that, “Success in using unplanned OJT is usually dependent on the luck of the draw, that is, whether the informal trainer is competent at the task he or she is teaching, is motivated to teach, can organize the job into logical components, and knows something about good practices in teaching and evaluating” (2002, p. 27). It is only through planning a structured OJT program that consistency can be created and maintained. At the least, all trainees who have successfully completed such a program can be expected to perform at an established level—they will know what they must do to be successful.
