An underground investigation was designed and implemented by the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of pre-driven longwall recovery rooms supported with pumpable concrete roof supports. The pumpable roof supports were instrumented with hydraulic pressure cells to measure support loading. Displacement of the support was also measured to assess the support reaction to ground movements. Movement up to 12.5 m (40 ft) into the roof was measured with sonic probes and multipoint extensometers. Borehole pressure cells were installed in the panel fender and outby pillars to evaluate load transfer. Shield loading was also assessed to determine the impact of the panel fender yielding on face loading. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 3.12 m (10 ft) from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 15-20 cm (6-8 inches) once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 10 m (32 ft) horizon with total deformation ranging from five to 10 cm (2 to 4 inches), indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in instabilities that can lead to catastrophic results. Understanding the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields is providing valuable information for the refinement of the NIOSH Ground Reaction Curve for standing and intrinsic roof support system design.

The U.S. Department of Energy Pittsburgh Research Center,1 has developed and field tested a spatial, spectral sensor for measuring the thickness of mineral deposits. Knowledge of the dielectric constant of the material is not necessary because the electrical properties of the media are determined automatically along with the thickness or distance measurement. The technology was developed to measure the thickness of coal remaining in the roof and floor of a mine or the thickness of a coal pillar remaining between two mining entries for the purpose of guiding a mining machine. However, field tests have shown the new technique is equally valuable for measuring the thickness of each layer in a multilayer manmade structure such as highway paving or building foundations and the thickness of geological deposits other than coal, such as, salt, granite and sandstone. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple dipole sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data and enables frequency domain signal processing to solve the problem of media, target and antenna dispersion. The technique overcomes the problem of multipath reflections from nearby metal structures and avoids the use of radio frequency absorbing material. In its present form the system measures material thickness of zero to over 3 m to within ±2.5 cm accuracy. The system parameters are variable to suit the application but for most applications default values of 40 cm antenna motion with measurements made at 401 frequencies from 0.6 to 1.4 GHz at each of 32 antenna positions with a power level of 0 dBm or less are more than adequate to provide a satisfactory signal-to noise ratio. In the range of 0 to 10 m the system operates in the continuous wave mode and by simply turning off the transmitter for ranges beyond 10 m the problems of time domain processing are entirely avoided. The technique can be implemented with a vector network analyzer, a servo controlled L-band antenna positioner, an IEEE488 bus controller and a process computer. An electronics package designed and constructed to operate in the harsh mining environment and providing 1, 2 or 3 dimensional image presentation is being evaluated as a replacement for the network analyzer. "One phase of the Bureau of Mines' work in the field of health and safety is the promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To promote the development of such devices the Bureau has established schedules of minimum requirements for oxygen breathing apparatus3/ gas masks/, supplied-air respirators5/ (hose masks, airline respirators, and abrasive blasting helmets, hoods, or masks), and mechanical-filter respirators6/.Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.As a prerequisite to such submittal, the Bureau requires a statement that the device is completely developed and of the design and material the manufacturer believes suitable for a finished marketable device; that the device has been subjected to inspections and tests such as described in the schedules, and that it met those requirements when tested by the manufacturer or his testing agency; and a. statement regarding the nature, adequacy, and continuity of control of the quality of the respirator. If the manufacturer can satisfy these requirements, and if the device, when tested by the Bureau, meets its requirements, a certificate of approval is granted by the Bureau of Mines. The approved devices bear distinguishing marks that indicate that they have been approved, the purpose for which they are approved, and the limitations of their use. If it is found at any time that approved devices purchased in the oven market and tested do not meet the requirements of the schedule, the Bureau may rescind that approval. Lists7/ of approved devices are published periodically for the convenient information of the public.Respiratory equipment may be divided into two main groups: (1). Those that afford protection by removing atmospheric contaminants and (2) those by which a respirable atmosphere from an uncontaminated source is supplied to the wearer.The devices that protect by the removal of contaminants may be divided into two subgroups: (1) Those that protect against gaseous contaminants and (2) those that protect against particulate matter. There may, of course, be combinations of these two.The devices by which a respirable atmosphere is furnished to the wearer also may be divided into two subgroups: (1) The self-contained type, by which the supply of oxygen, or material from which the oxygen can be generated is carried by the wearer, and (2) the hose type, by which air is supplied to the wearer through a hose or tube."

The research reported here was part of the effort to evaluate the safety of a process to recover TNT from MK-9 depth bombs by the autoclave melt out process. In this process the depth bombs are heated to 121°C so that the TNT will melt and run into a vat. Unfortunately, asphalt lining the inside surface of the bomb also melts and flows out with the TNT. It is not known what effect the asphalt contamination and the higher than normal process temperatures (12°C) would have on the sensitivity of the TNT. Testing was conducted on molten TNT and molten TNT contaminated with 2 pct asphalt at 90, 100, 110, 120, 125, and 130°C. In the liquid drop test apparatus with a 2 kg weight, the molten TNT yielded a 50 pct probability of initiation at a drop height of 6.5 cm at 110°C,decreasing to 4.5 cm at 130°C. Asphalt-contaminated TNT was somewhat less impact sensitive than pure TNT at temperatures of 110 to 125°C, but became more sensitive at 130°C; 50 pct probability of initiation at a drop height of 7.8 cm at 110°C, decreasing to 3.3cm at 130°C. In the card gap test, the molten TNT detonated at high velocity for a gap of 0.25 inches at 90 to 125°C and detonated at high velocity for a gap of 0.5 inches at 130°C. For gaps of 0.5 to 3 inches at 90 to 125°C and 0.75 inches to 3 inches at 130°C, the TNT did not detonate at high velocity but produced a violent explosion that caused significant damage to the test fixture. For gaps of 4 inches the TNT did not react. In the gap test there was no significant difference between the pure and asphalt-contaminated TNT. The thermal analysis test results showed that when asphalt is present in TNT, it greatly accelerates the exothermic decomposition of TNT, starting at temperatures near 200°C. The research demonstrated that asphalt-contamination of recovered TNT does not appear to have a significant effect on TNT shock sensitivity, but does adversely affect impact and thermal sensitivity. The results also showed that molten TNT seems to be more shock sensitive than previously suspected. It appears that at relatively low shock stimulus levels, the molten TNT may be undergoing a low velocity detonation, wherein the shock wave traveling through the gap test pipe cavitates the molten TNT, greatly increasing its sensitivity.

The Spring Canyon Mine Rescue Association is a cooperative association supported jointly by five coal-mining companies located in Spring Canyon, Utah. The properties of mining companies the Carbon Fuel Co, Rains , Utah, the Liberty Coal Co. , Latuda, Utah, the Standard Coal Co. , Standardville , Utan, the Spring Canyon Coal Co. , Storrs , Utah, and the Peerless Coal Co. , Peerless , Utah about a mile apart and normally employ a total of 915 men , 733 underground 182 on the surface . and The Association was organized on July 5, 1921 , and Rudolph Clark, fomerly first - aid miner on U. S. Bureau of Mines Rescue Car 11 , was placed in charge. as manager . A board of directors made up of a representative from each of the cooperating companies (usually the mine superintendent ) is the governing body of the Association and the expenses are prorated on a basis of the production of each of the five mines . The Association maintains eight sets of Gibbs rescue apparatus and a motor truck fitted up as a combined rescue truck and ambulance . Additional apparatus are to be purchased . Standardville is the central camp in the canyon and has been made the headquarters of the Association . The apparatus are now kept and the truck housed in a small station, but plans have been prepared for a large station which will be built this summer . This new station will have a large apparatus room , a test chamber, a suitable room. for training, and a garage on the first floor, while above will be the living quarters of the manager . There is a good road through the canyon and the other camps are all within two and one -half miles of Standardville .

Objective To improve seats on mine shuttle cars with ergonomic design and by reducing shock impact transmitted through the mine vehicle seat to the vehicle operator. Background Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of shock and whole-body vibration. Past studies have reported that as many as one-third of underground equipment operators could be exposed to adverse levels of shock and whole-body vibration. Moreover, seats on mining equipment, historically, are inadequate relative to the ergonomic needs of the equipment operator. In the extreme, amine vehicle seat has sometimes consisted of blocks of wood or a bent steel plate bolted to the machine frame. Also, the lack of sufficient vertical clearance in some underground mines is an impediment to providing adequate shock isolation systems on mine equipment seats. Approach The NIOSH Pittsburgh Research Center (PRC) is conducting research with viscoelastic foams to improve seats on mine shuttle cars. Viscoelastic foams were used in an ergonomically designed seat to reduce the amount of shock transmitted through the mine vehicle seat to the vehicle operator. Data on selected viscoelastic foams were analyzed from laboratory shock tests at PRC. Using information from the analysis, two ergonomic seats incorporating selected foam were constructed for in-mine testing on a shuttle car (Joy 21SC) in eastern Kentucky. The shuttle car operated in a 35-in-thick coal seam with an approximate mining height of 43 in. Operational data were recorded on the ergonomic and original seats. Further, the shuttle car operator was asked to compare these seats. Results When comparing the original seat (figure 1) with the ergonomic seat (figure 2), the shuttle car operator described the ergonomic seat as generally “much better” than the original seat. The operator explained. “It’s just easy to adjust. And it’s got the lower lumbar support. And the pad is thicker. It’s just much better all the way around.” He added, “It does support you more and [there is] less shock when you hit a hole...I liked the lower lumbar support. That’s where most of your shock is at, in your lower back.” The operational data supported the operator’s comments. In the full-load case, significant improvements in isolation were achieved(down to 15 Hz) with the ergonomic seat. Additional laboratory testing of seven viscoelastic foams was done to further improve the level of isolation from shock and better characterize the material properties of each foam. Data from this testing were used in an analytical model of the seat pan isolation system. Results showed that two of the viscoelastic foams, SUN-MATE EXTRA-SOFT and PUDGEE, gave the most effective shock isolation of the seven materials tested. A composite of EXTRA-SOFT and PUDGEE foams improved the isolation characteristics of the seat pan to approximately 4 Hz. Similarly, EXTRA-SOFT by itself provided isolation to 5 Hz. These results will be validated with future in-mine measurements. Cooperative Research Opportunity NIOSH is seeking cooperators to assist in further research and development of this technology. "One of the main functions of the U. S. Bureau of Mines, as authorized by Congress, is to investigate safety and health conditions, to disseminate information regarding safe and unsafe practices in mining, and to aid in improving safety and health conditions of mining communities and in promoting the welfare of the miner. Among several methods of reaching the miner and interesting him in safety work, perhaps the most effective is through the 11 mine safety stations and 11 railroad cars known as mine rescue, or more correctly, mine safety cars.Frequently, the Bureau of Mines receives requests for information regarding the purpose, equipment, personnel, and construction of its safety cars used in the field service. It is the intention of this circular to present to the mining public in particular, and to the public in general, some definite information regarding these safety cars and their functions.The cars are operated throughout the mining fields of the United States and are headquartered as follows (see fig. 1): Car 1, Reno, Nev.; Car 2, Raton, N. M.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa; Car 11, Anchorage, Alaska.One of the most important purposes of the U. S. Bureau of Mines safety cars is to render service at mine fires and explosions where human life is endangered. State mine inspectors and other interested persons are supplied with itineraries of the car operating in their districts from time to time, so that they may know at all times where the car can be found in case of emergency. When these disasters occur the car may be reached direct or through its field headquarters, and upon receiving word of a mine disaster, or request for assistance, it immediately proceeds to the scene of trouble. Frequently a special locomotive is supplied by the railroads and in many instances the movement of the car is given the right of way over all other railway traffic. Upon reaching the destination, the facilities and personnel of the car are immediately available for rescue and recovery operations.Following most mine disasters a thorough investigation is made by engineers of the Bureau of Mines, and a confidential report is submitted to the operator. The information gained in this manner from a large number of mine fires and explosions, together with the knowledge gained from the experimental work carried on at the Experimental mine of the bureau at Bruceton, Pa., serves as a basis upon which the bureau is able to recommend preventive measures whereby similar occurrences may be averted. The bureau car is often used as headquarters for the investigating engineer when such an examination is being made."

"One of the most serious long term health problems associated with underground,mining is Coal Workers Pneumoconiosis (CWI'), more commonly known as Black Lung Disease. It occurs in some coal workers, normally after 15 or more years of exposure to coal mine dust, and leads to a variety of respiratory problems. Two types of pneumoconiosis are recognized simple CWP, which has been estimated to affect 6.9 percent of miners and is a condition that does not impair the miner's ability to work nor reduce life expectancy; and a more severe form of black lung (called progressive massive fibrosis) that occurs in about one percent of the cases and results in severe lung damage.Although the relationship between coal dust and CWP has long been recognized, detailed knowledge of the relationship is insufficient for setting up authoritative guidelines to reduce the health risks for those employed in dusty,underground environments. CWP is not only a health problem for workers that causes considerable distress, it is also a very expensive problem the total annual costs associated with CWP approach two billion dollars.As part of its efforts to combat CWP, the U.S. Bureau of Mines in 1983 established a Generic Mineral Technology Center to carry out basic research into all aspects of respirable coal dust:— control of dust generation — the behavior of dust in the mine — characterization of dust particles interaction of dust and lung— the relationships among dust generation and mobility and the mine environment, geology, and seam characteristics,Penn State, West Virginia University, the University of Minnesota, and the Massachusetts Institute of Technology are involved in this research, which is administered from the Department of Mineral Engineering at Penn State.Our work is one of the seven projects to be conducted at Penn Slate. We are concerned particularly with the characterization of dust and its relationships with the mine environment, and our main goal is to establish standard procedures for describing and measuring these variables.Coal DustCoal dust is a very complex material that varies greatly in chemical and mineralogical properties. Moreover, it is not the only constituent of respirable dust in the mine. When a coal seam is mined, it is inevitable that rock particles other than coal are included in the material. This rock comes from the mine roof, the floor, and the partings and inclusions within the coal scams. Since the roof and floor strata, the partings and inclusions are often stronger than the coal, mining them frequently causes more dust than mining the coal itself. One of the objectives of our research is to find the relationships between a specific coal's characteristics before it is mined and the respirable dust characteristics after it is mined. We are particularly interested in the size distribution of particles, the chemical properties, and the mineralogical properties."

Table 1 and figure 1 show the number of fires and fire in¬juries that occurred in underground coal mines by state during 1990-1999. Table 1 also shows by state the risk rates, employ¬ees' working hours, lost workdays, and coal production. Over¬all, 87 fires occurred in 12 states. Twenty-seven of those fires caused 34 injuries (the yearly average was 8.7 fires and 3.4 injuries). One fire and one injury involved a contractor. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations followed by 13 mine/section sealing/flooding/CO2/N2, gas injections. The Ewhr value was 1,003 x 106 hr (In = 0.007), the CP value was 4,008 x 106 st (Frr = 0.022), and the LWD value was 208. Virginia had the most fires (15 fires and 7 injuries). Pennsyl¬vania had the most fire injuries (12 fires and 9 injuries), fol¬lowed by Kentucky (12 fires and 6 injuries), and Alabama (12 fires and 4 injuries). Among these states, Alabama had the highest fire risk rate value (Frr = 0.073), whereas Pennsylvania had the highest injury risk rate value (In = 0.016). Table 2, partly illustrated in figure 2, shows by time period the number of fires, fire injuries, risk rates, employees' working hours, lost workdays, and coal production. The number of fires and fire injuries show a decrease followed by an increase during the five time periods (see table 2 and figure 2). This was ac¬companied by a decline in employees' working hours throughout the periods and an overall small decrease in coal production. The In and Frr values follow patterns similar to those shown by the fire and injury values. By comparison, data from Pomroy and Carigiet [1995] show that during 1978-1992 a total of 11 states were involved in 164 underground coal mine fires (yearly average, 10.8) with 43 injuries (yearly average, 2.9) and 27 fatalities (yearly average, 2; however, the 27 deaths occurred during a single fire caused by an overheated air compressor [MSHA 1984]). The CP value was 5,340 x 106 st (yearly average, 356 x 106 st) (Fn = 0.031). Data on employees' working hours and injury risk rates were not available. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables during 1990-1999. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

"So much has been written on the ore genesis of the Comstock Lode that it is sufficient here to describe the original ores as consisting chiefly of quartz and some calcite. In places .a considerable amount of pyrite appears. There are also minor amounts of galena, chalcopyrite, and sphalerite. The chief silver minerals are argentite, stephanite, and polybasite. Most of the gold is native.A composite analysis of the ore; obtained by averaging the results from the early workings of several mines, is shown in Table 1.The history of the milling of Comstock ores from the Sixties to date would call for a review of the development of precious-metal metallurgy. However, a brief outline of the methods employed will give a better basis for studying the difficulties that are to be expected in the final retreatment of the remaining residues.In the earliest days amalgamation was accepted as the main recovery method. The large tonnage of good-grade ore from the Comstock Lode attracted the best metal¬lurgical talent of the time, and developed there the highest skill in the art of amalgamation, including the auxiliary chemical preparation of the ores and the mechanical operation. In this work 0.5 to 6.0 pounds of mercury was used per ton of ore. The mercury loss probably averaged about 2.5 pounds per ton of ore treated.The better grade of tailings from the ores milled were impounded, often near the works. In many cases the same tailings were reworked several times before they entered the main outflow waste stream that had its course down Seven Mile Canyon to the Carson River. Following the water course down the canyon the tailings were re-impounded, and, as metallurgy advanced, new plants were erected to again re-treat them. The most successful of these plants used forms of amalgamation, chlorination, and cyanide methods of recovery. To the tailings from the re-treatment plants, smaller tonnages of untreated tailings produced by milling lower-grade ore are continually added.Along the stream bed down the canyon a series of blanket runways were constructed, and each was independently operated for years by one or more men. All, or the heavier portion of the stream flow was run over the blankets; in this way much of the heavier concentrate, mostly sulphides and mercury products, was reclaimed.All of the residues finally entered the run-off flow along with the sewage from Virginia City and waste from the gas works, saw mills, and stables. As the accumulation along the bed of the Carson River became a nuisance, the lighter and better grade of tailings was impounded on the banks of the river. This accounts for the large dumps locally known as ""Douglas tailings."""

To determine the relative permeability of the soil a series of percolation tests were performed at the three locations of interest at Lanse, i.e., 3C, 03A and strip bank, and KA and KB at Kato. Soil cores were removed to 2, 8, 16, 24 and 32 inch depths with the thin wall sampler tube, each core separated from the next by about fifteen feet. Then two-foot-long thin-wall tubes were inserted into the 2, 8, and 16 inch deep holes and three-foot long tubes were inserted into the 24 and 36 inch deep holes. Each tube was tamped down about one inch further to assure a bottom seal; the tubes were filled with water and the rate of fall was measured. The test is similar to those done for septic tank percolation studies 6; but is not quantitatively related to Darcy's coefficient of hydraulic conductivity because the water can flow in three dimensions from the bottom of the tube. The measurements are dependent on the length of test, since the rate of fall is a function of the head. Therefore, it should be noted that the 24 and 32 inch deep tubes should give faster percolation rates because of the one foot greater head. At locations 03A and 3C the data show a sharp decrease in percolation at increasing depth, Table XV. However, the percolation at 03A and 32 inch depth is much higher than at 3C (0.2 vs. 0.01 inches/hour); the fragipan layer must be deeper at the 3C location since this area does experience a perched water table. On the strip bank the rates of falling head are randomly variable, appearing to be as much dependent on the particular location of insertion as on depth of placement. For example, water drained from the 16 inch tube as fast as it was added, probably into a sub-surface cavity or crevice. At Kato the tubes were more difficult to place because of interference of tree roots. For this reason 2 inch deep tubes were not inserted. These short tests at Kato were inconclusive, varying extensively when the tubes were moved. Field permeability tests were also performed in two (previously described) eight-inch diameter permeater tubes at Lanse and one at Kato. Because the soil is confined inside the tube, hydraulic conductivity can be calculated according to Darcy's flow equation. The high values reported in Table XVI experienced when the tubes were rewetted from a dry surface condition, enable us to conclude that infiltration is faster than the saturated permeability of the soil. In contrast to the falling head percolation tests, these permeability results do not show a high variation between locations.

HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. 1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

The International Organization for Standardization (ISO) standard ISO 2631 [1,2] provides three methods for evaluation of human exposure to vibrations that contain occasional shocks or impacts. Part 1 of the standard specifies the running r.m.s. or maximum transient vibration method (MTVV) and the fourth power vibration dose value (VDV). Part 5 of the standard provides a method of computing the stress in the lumbar spine for humans exposed to multiple shocks. Alem et al [3] have reported application of these methods to data for tactical ground vehicles. This paper reports and compares VDV and spinal stress evaluations of more than 90 hours of vibration and shock measurements on North American locomotives engaged in through freight operations. The measurements evaluated in this paper were obtained for full crew shifts on 19 freight locomotive runs on mainline track in locations from New York to California. The shifts ranged in duration from 187 minutes to 497 minutes. The average speeds for the shifts were from 21.0 mph to 54.6 mph. All measurements were made on locomotives hauling freight trains in regular revenue service. Data Acquisition and Processing The results reported here were computed using test data acquired from a tri-axial seat pad, accelerometer at a sample rate of 400Hz with an anti-aliasing filter corner frequency of 100Hz. The VDVs and the lateral and longitudinal spinal stress values were computed directly from the acquired test data according to the procedures specified and described in [1] and [2]. The vertical spinal stress values were computed by converting the as-acquired test data to a sample rate of 160Hz for input to the vertical spine model, as required in [2]. The conversion of the test data from the as-acquired sample rate of 400Hz to the required sample rate of 160Hz involved up sampling or interpolating the test data to an equivalent sample rate of 800Hz, band limiting the resultant data with a low-pass filter corner frequency of 60Hz and finally down sampling or decimating the 800Hz data to a sample frequency of 160Hz. Discussion The vertical VDVs computed according to [2] for the 19 shifts ranged from 2.68 to 9.33 m/s1.75. In all but one case, the vertical values were greater than the values for the lateral or longitudinal directions. Note that the health guidance in [1] puts the lower boundary of the health guidance caution zone at a VDV value of 8.5 and the upper boundary at 17 m/s1.75. The daily equivalent static compression dose computed following [2] ranged from 0.123 to 0.434 MPa. Health guidance provided in [2] states that there is a low probability of an adverse health effect if the daily dose is less than 0.5 MPa.

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

"The U.S. Bureau of Mines established on August 15, 1983, the Generic Mineral Technology Center for Respirable Dust within the Mining and Mineral Resources Research Institutes (MRIs) at The Pennsylvania State University and West Virginia University in association with participating MRIs at Massachusetts Institute of Technology and the University of Minnesota. The Center's research program has been developed with recognition of the stated objective of the Federal Mine Safety and Health laws which is to ""... permit each miner the opportunity to work underground during the period of his entire adult working life without incurring any disability from pneumoconiosis or any other occupation-related disease . . . ."" The Center's program is designed to permit an accelerated attack on the fundamental research problems for the control of respirable dust in mines.The primary goal of the Center is to reduce the incidence and severity of respirable dust disease through advancing the fundamental understanding of all aspects of respirable dust associated with mining and milling and the interaction of dust and lungs. The Generic Technology Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the fundamental dust-lung interaction processes that lead to mine worker disability. The work concentrates on: (1) control of dust generation; (2) dilution, dispersion and collection in mine airways; (3) characterization of dust particles; (4) interaction of dust and lungs; and (5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated. The Center activities involve the training of engineers and scientists, graduate students and undergraduate students through their respective institutions, and the technology transfer to the industry. The Center also serves as the reference center for publications' in the respirable dust area.The Center is composed of faculty from the four universities/institutes listed above. The personnel, facilities and equipment that are available to the Center from these entities are diverse, complementary and comprehensive. More than fifty scientists, engineers; and medical personnel in the Center are engaged in respirable dust research. Additionally, the expertise and facilities of the NIOSH--Division of Respirable Disease Studies are available as a result of the existing relationship between NIOSH and West Virginia University.The breakdown of the dust research program into the five areas mentioned above recognizes the importance of an integrated fundamental research approach to the respirable dust problem compatible and complementary with the existing and ongoing U.S. Bureau of Mines activities. The specific projects in the research areas are a result of a careful evaluation of the past and ongoing research activities, the identification of areas where data and information are scarce, and awareness of the recommendation of the National Academy of Sciences Study on the Measurement and Control of Respirable Dust. Penn State is the administrative unit for the Center. Funding to date is nearly $6.5 million."

An explosion occurred in a high-pressure compressed-air line in October, 1930, at an Arizona copper mine. The air is delivered to the loco- motives at a pressure of 1000 pounds per square inch. There are no receivers in the system. The air for running the locomotives is compressed by one three-stage and two four-stage compressors which have capacities of 600 and 300 cubic feet per minute, respectively. These machines are operated by electric power, and are in an end of the main compressor building in which air is compressed to supply the air drills in the mine. Whenever the demand decreases, as at the noon hour, one or more of the Compressors are shut down. On this particular occasion, at the end of the noon hour, one of the operators was approaching the high-pressure compressors to start the two smaller machines that were not running, when the explosion took place under the floor a few fost ahead of him. The man was mocked down and received some superficial cuts and bruises, but was not seriously injured. The floor was torn , the side of the building blown out, and holes imo cited in the roof some twenty feet above. The explosion was immediately followed by a fire which was quickly put out by the plant operators with hand fire extinguishers. At the time of the explosion the 600 cubic foot compressor was running alone, and the pressure in the system at the machine registered 1040 pounds por square inch. On examination it was found that two 6-fout sections of pipe, about tan feet apart, were completely ruptured into twisted fragments; the rest of the pipe line, apparently, was not injured. The destroyed sections were in that part of the pipe near the large compressor and above the connection from the two smaller machines. It is not definitely mom what caused the explosion. Explosions in other compressed-air systems have taken place, and, although of rare occurrence, have caused loss of life. Such explosions are not confined to high-pressure installations and several have occurred at plants compressing air te one hundred pounds per square inch, or less. plosions of this nature are not to be confused with the rupturing of compressor cylinders from excessive air pressure caused by the discharge valve being closed.

"Churn drills for blast-hole drilling are important to the operation of most open-pit metal mines, but certain hazards are created through their use that cause fatal and nonfatal accidents.2/ The purpose of this circular is to present a code of safe practice prepared and followed at a large Arizona open-pit copper mine, where safety is recognized as a definite operating problem. Such a code, based upon a thorough study of available published information as well as practical experience gained from accidents and near accidents, is the result of considerable effort and monetary expenditure. It is hoped that other operations using churn drills may benefit by the code presented, either in comparison with existing rules or in the preparation of new operating instructions.The code presented is in use at the Morenci Branch of the Phelps Dodge Corn., Morenci, Ariz. Similar codes are used at the New Cornelia Branch, Ajo, Ariz., and in the waste-pit operation at the United Verde Branch, Jerome, Ariz.The authors gratefully acknowledge the cooperation of the Phelps Dodge Corp., whose personnel made: possible the collection of information included in this circular. Larsen, general drilling and blasting foreman, Morenci Branch, Morenci, Ariz.The importance of churn drills in Arizona mining is apparent when it is realized that at all the open-pit copper mines blast holes are drilled with this equipment. At Morenci, approximately 98 percent of the ground is broken by primary blasting of churn-drill holes.There has been a growing tendency in Arizona's copper-mining industry to change from underground to open-pit mining, with consequent increase in the use of churn-drill blast holes for primary blasting.3/Thirty-three churn drills are in use at Morenci for blast-hole drilling. The drills operate with 440-volt alternating current, and trailing drill cables, in 500-foot sections, connect with the portable drill transformer station.4/ Three Diesel-driven churn drills for drilling prospect holes also are in use. About 25 churn-drill shifts are operated currently on a three-shift basis. Ordinarily, a two-man crew is assigned to each drill; however, with prospect-drill crews a third man is added to handle the sampling.Benches are carried at a uniform height of 50 feet. Churn-drill holes are 9 or 12 inches in diameter and about 60 feet deep. The holes are 18 feet apart in hard waste and 21 feet in soft waste and ore, with toes from 11 to 13 yards at the shovel grade. Both the hole spacing and the toe have been increased gradually, until they are now 2 yards longer than in 1940. The average ground broken per hole is 3,500 tons, or 60 tons of ore per foot of hole drilled. The holes are drilled 10 feet below the bench to avoid leaving hard bottom, which requires secondary drilling and blasting.Starting with a 12-inch casing, the prospect holes average 1,200 to 1,500 feet in depth and terminate with 6-inch casing; the deepest hole drilled to date went to 1,735 feet.In addition, churn-drills are used at Morenci to drill blast holes in the silica pit, limestone quarry, and the tailings dam. Other irregular applications are the drilling of holes to set trolley roles and for concrete piling in building foundations."

Figure 1, Respirable Dust Center Projects and Activities, presents the various projects in the five major areas of investigation and the scope of characterized dust samples, the suite of tests, the sampling and dust generation methods, and the size, chemical and mineralogical analysis performed in the center. Table 3 presents a summary distribution of the 95 publications and presentations that have emanated from the center. In addition there are more than thirty presentations made at each annual Dust Center review meeting.
