Results of initial research by the Bureau of Mines are given on the dust explosion hazard of float coal and on the related factors of occurrence, rate of production, sampling techniques, transport, and deposition of float coal. Tentatively, it is suggested that where float coal deposits prevail, a mini-mum of 80 percent incombustible be maintained in the top 1/8-inch layer to neutralize the explosion hazard of the surficial coal deposit.

"INTRODUCTION An exposure of large beryl crystals in pegmatite on Beryl Mountain, in Sullivan County, N. H., was the basis for investigation by the Bureau of Mines to determine the extent of the beryl mineralization and to expose other parts of the same zone that were favorable for additional beryl-rich shoots. Testing by surface cuts, trenching, and tunneling was conducted by the Bureau of Mines from August to December 1943.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to the national security and economy. The deposit is reached from South Acworth over a gravel-surfaced road and about 1,000 feet of good truck trail (fig. 1).The nearest railroad siding is at Cold River, on the Boston & Maine Railroad, where there is also a fairly modern, but now idle, feldspar mill."

Underground fires often prove difficult to control , and a small fire can quickly grow into a large one , endangering life and causing large property damage . Even a small underground fire may produce enough noxious gases to cause suffocation ; therefore , every precaution should be taken to prevent and control such fires . It is ironic that mine fires should be caused when utilizing materials that are in themselves fire - resistant ; yet , cutting and welding of iron and steel are proving to be common causes of underground fires in metal mines . This paper includes 19 examples of underground fires of this nature , and undoubtedly this is only a fraction of the number of similar fires that have occurred in the last few years . This paper will review some metal - mine fires caused by cutting or welding and point out precautions to be taken to prevent other fires from this cause .

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions2 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made, Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

This U.S. Bureau of Mines (USBM) report conveys the results of an economic analysis of minerals in the West Mojave Management Area (WMMA), including the Desert Tortoise Priority Habitat (DTPH), a proposed special land management area. Undiscovered mineral resources were estimated for the entire WMMA, which totals 8.7 million acres. Known mineral resources were studied for the DTPH, which is an area of 1.2 million acres contained within the WMMA. Federal lands within the WMMA are managed by the Bureau of Land Management (BLM). The WMMA includes Federal, State, and private lands in the western portion of San Bernardino County and the eastern portion of Kern County. The center of the study area is 20 miles northwest of Barstow, California (Figures 1 and 2).

Hard rock mining has grown in importance in the Yukon Territory during the last 10 years while Alaskan hard rock mining has declined. One asbestos deposit in Alaska is dormant, but an asbestos deposit 55 miles to the east in the Yukon Territory is being mined by the Clinton Mine Div., Cassiar Asbestos Corp., Ltd. In this Bureau of Mines report, the economics of mining in the two locations were derived using the Clinton mine as a model. Both deposits were assumed to be of equal size and mined by similar methods. Conventional open pit mining and processing methods were assumed, and capital and operating costs were derived using flowsheets and standard costing methods. The estimated cost for the mine, mill, and support facilities in Alaska was about 30 percent more expensive than that in the Yukon Territory. The higher labor rates in Alaska were the primary contributor to the higher construction costs; freight rates added only slightly to the total costs. Approximately two-thirds of the additional annual costs of operating in Alaska were for wages and fringe benefits. The price required for the Alaskan asbestos fiber was $356.65 per ton compared with $287.44 for Yukon fiber, plus or minus 20 percent. A 12 percent discounted cash flow rate of return, 100 percent equity financing, and a rapid writeoff of assets were assumed.

The grinding characteristics of lignite in a ball mill were investigated. The variables studied were initial lignite moisture content, degree of in-the-mill drying, and lignite source. The mill tested was a pilot-p1ant-size conical ball mill which had a maximum output of from 80 to 180 lb/hr pulverized product depending on the lignite and test conditions. The capacity of the test mill ranged from 82 to 103 lb/hr depending upon mine source, in pulverization of as-mined lignite with minimum drying, The capabilities of the ball mill could not be correlated to Hardgrove index of the individual lignites or other observed physical properties. Predrying lignite from its 35 to 40 percent raw moisture content to about 10 percent moisture before grinding improved the mill capacity 87 percent, compared to an increase in capacity of 74 percent with in-the-mi11 drying to the same product moisture.

The feasibility of building a calibrator for the DuPont D-100 audio dosimeter is discussed. The desired specifications are used as guidelines but the possibility of their relaxation is also considered. Commercially available equipment is surveyed and found to not satisfy the guidelines. Several alternate concepts are investigated, and recommendations for further work are presented.

PART A. ELECTRICAL EQUIPMENT – GENERAL Paragraph 1. Electrical Equipment; Examination. All electric equipment shall be examined, tested, and properly main¬tained by a qualified person to assure safe operating conditions. The examinations and tests shall be performed at intervals not exceeding six (6) months unless otherwise specified in Parts A, B, C, D, and E. When a potentially dangerous condition is found on electric equipment, such equipment shall be removed from service until such condition is corrected. A record of such examinations shall be kept and made available to an authorized representative of the Secretary and to the authorized repre¬sentative of the miners in such mine. Each item of major equipment, in¬cluding substations, switchgear, load centers, and so forth except powered hand tools, shall be recorded separately. The record of such examination shall include all dangerous conditions found, corrective action taken, and name of examiner, and shall be signed by the person responsible for main¬taining the equipment in safe operating condition, who shall also be a qualified person. Paragraph 2. Electrical Work; Qualified Personnel. No electrical work shall be performed on electrical distribution circuits or equipment, except by a qualified person or by a person trained to perform electrical work and to maintain electrical equipment under the direct supervision of a qualified person. Disconnecting devices shall be locked out and prominently tagged by the persons who perform such work, except that in cases where locking out is not possible, such devices shall be opened and prominently tagged by such persons. The Bureau of Mines has completed a survey of petroleum pipe - lines by direct correspondence with the oil companies and the use of the records of the Interstate Commerce Commission in order to cover both interstate and intrastate systems . The review shows that crude petroleum and product pipe -lines in the United States had a total length of 152,814 miles on January 1 , 1950 , an increase of 25,463 miles since May 1 , 1941 , the time of the last previous survey . The expansion in pipe -line systems was due largely to new trunk-line construction , as the mileage built to carry refined products increased by 11,880 miles , and those intended for crude -oil transportation gained 6,193 miles . Trunk lines represented 60 percent of all pipe -line mileage on January 1 , 1950 , compared with 58 percent in 1941 . The average diameter of trunk -lines for crude oil , as calculated on the various sizes and weighted according to their respective lengths , increased to 9.8 inches on January 1 , 1950 , compared with 8.4 inches on May 1 , 1941. The mileage for lines up to 8 inches used in crude trunklines has decreased since the 1941 survey , while those of larger sizes have increased . The extensive use of large- diameter oil pipe -lines has developed since the construction of two major lines from Texas to the East Coast at government expense as a World War II emergency measure . The successful operation of these lines proved their economic advantages over smallerdiameter lines as well as their effectiveness in moving unprecedented volumes of oil during the period when tanker movements were restricted by submarine action in the Atlantic Ocean . The 24-inch diameter " Big Inch " line carries over 300,000 barrels daily of crude oil , and the 20 -inch " Little Big Inch " carried over 230,000 barrels daily of gasoline and light fuel oils to destinations where they were urgently needed . Hence , Although these lines were sold and converted to natural -gas service in December 1946 , after fulfilling their wartime mission , their record proved to the industry that significantly lower operating and investment costs per barrel -mile of oil moved could be achieved than were possible with the comparatively small lines in general use up to that time . the several major oil pipe -line projects that have been constructed since the late war are of large diameter pipe . To assure supplies and market outlets of sufficient magnitude to support such lines and provide adequate flexibility , ownership is often shared by several large companies whose transport needs are served in common . The principal recent expansion in facilities has been from supply points in Southwestern States toward markets in the North and East and to Gulf tidewater .

During 1953-55, 31,105 miles of pipe for transporting crude petroleum and refined products was laid in the United States, a total slightly below that of the prior 3-year period, according to data compiled by the Bureau of Mines, United States Department of the Interior. The added mileage consisted of 22,571 miles of new pipe, representing about 2,163,807 tons of steel, plus 8,534 miles of secondhand pipe, equivalent to about 419,849 additional tons of steel. During the 3-year period, 13,069 miles of pipe was taken up. By January 1, 1956, the Nation had 188,540 miles of pipeline, an 11-percent gain over the 1952 total of 170,504 miles. The greater use of larger diameter pipelines indicated in recent surveys has continued, as the mileage for sizes 12 inches and over increased from 13 percent of the total mileage at the close of 1952 to 16 percent 3 years later. Crude-oil trunklines 12 inches and over in diameter gained 24 percent during 1953-55, and these larger lines represented 30 percent of the total mileage compared with 25 percent at the close of 1952. Furthermore, the mileage for crude-oil lines less than 12 inches in diameter declined 2 percent and made up only 70 percent of the 1955 total against 75 percent n the previous survey. Product Lines 8 inches and over increased 43 percent from 1952 through 1955 and composed 70 percent of the total mileage compared with 66 percent in 1952.

Case studies from four western states are used to illustrate the impact of the environmental compliance process on the mining industry. The case studies were not chosen as a statistically significant sample of all mining operations in the western United States but were chosen as representative of operations on both public and private lands and in locations that exhibited varying degrees of involvement by governmental units, non-governmental organizations and the general public. Basically, each case study was chosen because some aspect of their environmental compliance process helped to illustrate an interesting point in the regulatory process. The criteria used to select the case studies were: mines located in different jurisdictional areas, mines located in varying geological areas~ mines located in areas having different historical relationships with mining: and operations that are in production as well as those seeking an operating permit. The variety of such projects should provide the necessary foundation to evaluate the impacts of the environmental compliance process in each location.

The methane content of virgin bituminous coalbed can now be measured accurately in the field with exploration core samples from vertical boreholes. The gas content of the coal per unit weight can be used either to design a mine ventilation system or to determine if degasification of the coalbed will be necessary before mining, and to determine the gas resources in the coalbed. The equipment necessary to conduct the test costs less than $50. The gas con-tent of the coal in place in the ground is determined by summing the gas lost from coring, gas measured during desorption, and the residual gas in the coal. Upon removal from the borehole, the core sample is placed in an airtight container and des orbed for several weeks until the desorption rate is below 0.05 cm3/g for 5 consecutive days. The gas lost from the core while it was being cored and the residual gas are estimated by a new graphical method. The amount of gas remaining depends upon whether the coal is friable or blocky. Friability appears to relate to the depth of the sample below the surface, fixed carbon percentage, Hardgrove grindability index, and proximity to tectonic disturbance. Friable coals emit nearly 96 pct of the total gas during desorption whereas a blocky coal emits only 60 pct of its total gas. Coalbeds that are ill defined as to their blocky or friable nature must be tested in the laboratory for unambiguous analysis.

Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

[A survey of the literature relating to ignition temperatures of acetylene-air and acetylene-oxygen mixtures reveals rather wide disagreement in the reported results. In some instances the ignition temperatures of acetylene-air mixtures were reported to be lower then those of acetylene-oxygen mixtures, which is contrary to experience with other combustibles. To clear up some of the reported discrepancies, the authors have investigated the ignition temperatures of acetylene both in air and oxygen, and their results are presented in this report.]

"The author was a member of a Commission sent by the Secretary of the Interior to France to investigate developments in mining and metallurgy under stress of war conditions, and also to observe the extent and character of the destruction of the collieries and the steel and iron plants, and methods which were being taken to reestablish them. This commission consisted of F. G. Cottrell, Chief Metallurgist of the Bureau of Mines, Frank H. Probert, Dean of the University of California Mining School, and George S. Rice, Chief Mining Engineer of the Bureau. While conducting this investigation a trip was made to the Saar Basin to observe the conditions there. Following this Mr. Rice acted as advisor on mining matters to the Representative of the Economic Council in an Interallied conference held at Cologne in April 1919, and subsequently visited the mining districts in central and southern France, Belgium, and Great Britain.The Germans, in planning a campaign for world supremacy, had as one of their first objectives the seizing of the important Briey iron ore deposits of France and the coal fields of Belgium and northern France.Large resources of coal and iron have led to the commercial greatness of the countries possessing them, as exemplified by the great development first in England then in the United States, and in Germany when the minette high phosphorus iron ores became useful through the invention of the Thomas and Gilchrist dephosphorizing process in 1878. However, this development was anticipated by the German scientific advisors in 1871, and led to the then known deposit of minette ore in Lorraine being taken from France by Germany.When these ores became available, Germany made such tremendous strides that its minette ore developments were not sufficient and importation of ore was necessary. Meantime France, by drilling, had established the extension of the minette ore field into French Lorraine. Then it was discovered that France had greater resources, while the German resources were being rapidly depleted.Although Germany, in its Westphalian basin, possessed the most important coal field on the Continent, containing the largest resources in coking coal outside of Great Britain, its coal was distant from the sea coast, so it could not be an important factor in the export business. No doubt this fact caused the German Imperialists to look forward: to securing the coal basin of Belgium and northern France for future ocean trade.It was a striking feature in the German conduct of the war that, although the steel and iron plants of Belgium and France and other industrial establishments in the invaded regions of Belgium and France were utterly destroyed, the iron mines in French Lorraine were not destroyed nor materially damaged by the Germans in their retreat, while the destruction in France continued until the day of the Armistice. The other striking fact is that the coal mines Of Belgium were not destroyed. It can only be conjectured whether this was due to President Wilson's threat of retribution, which did not stay their hand in France, or was due to the fact that they did not consider Belgium as a real competitor. It was evident they wished to cripple France industrially when they could not hold these northern provinces."

Laboratory-scale studies on defluorination of natural and synthetic fluorspars by pyrohydrolysis at 1,500° C. were made to determine the feasibility of developing a process for producing hydrogen fluoride from siliceous fluorspars. It was found that the reaction (at 1,500° C.) is not promising for process development, even though a silica-free offgas can be generated. The primary difficulty is the low hydrogen fluoride content of the offgases; an HF content of 6 percent was the best achieved. Previous research by the Bureau of Mines has demonstrated that offgases averaging 27 percent hydrogen fluoride can be produced under carefully controlled conditions at 1,280° C. The lower temperature process is a better method for production of HF. However, charges in which the CaF to Si02 mole ratio varied from 0.4 to 2 could be processed with similar results. Also, combined alumina and ferric oxide contents up to 25 mole-percent did not noticeably alter the rate of defluorination. Therefore, virtually any natural siliceous fluorspar would respond in essentially the same manner when exposed to water vapor at 1,500° C.

Over 5 million lb of chromium, 1 million lb of nickel, and 90,000 lb of molybdenum are lost annually in the dusts generated in the production of stain-less steel. Additional losses of these metals in the form of mill scale and grinding swarf may be double the dust losses. This Bureau of Mines report describes a process for recovering these and other metals in the form of an alloy steel suitable for recycling. Zinc and lead, when present in the wastes, are recovered as byproducts in the form of oxide fumes. The laboratory-scale process (10-to 25-lb charges) recovers up to 95 pct of the chromium, 100 pct of the nickel, and 100 pct of the iron. The resultant alloy contains from 10 to 20 pct chromium, 6 to 12 pct nickel, and 55 to 65 pct iron, with lesser amounts of molybdenum and manganese. The alloy is essentially free of zinc, lead, and sulfur. The zinc-lead fume obtained from the treatment contains about 40 pct zinc and 20 pct lead and represents essentially complete recovery of these metals.

The vapor pressures of liquid columbium and liquid hafnium were deter-mined by the Langmuir free evaporation method as a part of the Bureau of Mines program on the study of transition metals. An electron-beam furnace with a water-cooled copper crucible was used for melting. Temperature was measured with a two-color ratio pyrometer. Least-squares analyses of the vapor pres-sure data gave the following equations: [Logp (atm) = 5 .429 -31,310 T] for liquid columbium in the range 2,740° - 3,140° K, and [Log p (atm) = 5,690 28 T] for liquid zirconium in the range 2,500° -2,810° K. Third-law evaluations of each data set gave mean heats of sublimation (298.15° K) of 175.1±3.2 kcal/mole and 148.3±1.2 kcal/mole for columbium and hafnium, respectively. Second-law standard heats of sublimation determined from sigma plots and from sigma-prime plots agreed fairly well with the third-law values. The sigma-prime plots gave standard entropies of sublimation of 30.96±0.84 eu and 33.S6±0.44 eu for columbium and hafnium, respectively.

Recent investigations of finely ground materials have verified Rittinger's law of crushing.4, This law states that the surface produced is proportional to the work expended in the crushing operation. Thus, for a unit of work applied to crushing quartz a definite amount of surface will be produced. Obviously, this amount of work applied to some other mineral will not produce equivalent surface. It follows that in an investigation of mill practice, where ore is being crashed, the relative crushing resistance of the component minerals must be known. In a previous investigation of the Rittinger law,5 the crashing resistance that is, the work required to produce a unit of surface - was accurately determined for quartz. The surface values were obtained by means of the rite of dissolution of quartz in hydrofluoric acid.6 If it were possible so to measure surface on other minerals the determination of relative crushing, resistance would be a simple matter; however, the results obtained on minerals other than quartz by a dissolution method were not encouraging. Moreover, if accurate values could be obtained by dissolution this method could probably never be used on a mixture of minerals such as occurs in an ore.
