This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-MM-scfd, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 mi 11 ion tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of May 12, 1974, under the terms of the Bituminous Wage Agreement of 1971, and costs for material and equipment are based on 1973 and early 1974 indexes . Initial capital investment varies: $45,358,600 for the 4.8-million- ton-per-year (MM tpy) mine in the Eastern province, $54,603,000 for the 6.72 MM tpy mine in the Interior province, and $29,871,000 for the 9.2 MM tpy mine in the Northern Great Plains province. Total capital invest-ments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $61,070,000, $76,753,000, and $56,286,000, respectively. Corresponding selling prices for the coal, per ton, are $4.79, $4.23, and $2.66, assuming a 12-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

The blast -hole method for drilling and breaking ground is not new to the mining industry . For several years it has been used rather extensively in Canada , particularly in the gold mines , where it was first developed and where the major advances in the technique as applied to present - day mining problems have been made . At present , 40 mines in Canada and the United States are using the method in one form or another , and from all indications its use will increase in the future . In two California mines , blast -hole diamond drilling is now used for a part of or for all stoping operations , and in one of these it is used to some extent in development work . At the Mountain Copper Co.'s Hornet mine in Shasta County, about 50 percent of the pyritic sulfide ore produced is mined by the blast - hole method , and the U. S. Vanadium Corp. mines 80 percent of the ore produced at its Pine Creek tungsten mine in Inyo County by this method . At Pine Creek , long -hole drilling and blasting is used for mining pillars also , and in pre - stoping development . The blast -hole diamond - drilling method is not applicable to all types of ore bodies . A third property in California , the El Dorado Limestone Company , El Dorado County, tried the method for several months in 1943 and 1944 , but , owing to certain factors that greatly increased mining cost , the company soon returned to conventional mining methods .

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

The use of sulfur combined with either sand or waste copper tailings was investigated by the Bureau of Mines as a substitute for a good graded aggregate in asphalt paving materials. The research was part of a utilization program to develop meaningful uses for a projected oversupply of sulfur. Many sections of the country lack good aggregate for paving but do have available sources of sands and sulfur. The development of paving mixtures of desert sands or tailings with sulfur and asphalt was accomplished in the laboratory and tested by laying small paving test sections. Three types of material were studied for use with the sulfur and asphalt. They were (1) a concrete sand similar in gradation to river or beach sands, (2) desert blow sand, and (3) waste copper tailings. Desert blow sand and waste copper tailings are much finer than concrete sand. Mix designs were established for the three types of materials, sulfur, and asphalt used in the paving materials. The best mix designs were as follows, in weight-percent: 80.5 concrete sand, 13.5 sulfur, and 6 asphalt; and 77 either blow sand or tailings, 17 sulfur, and 6 asphalt. Small-scale testing showed that these mixtures were suitable paving materials but would require specialized equipment for transporting and laying. The chemical modification of sulfur to obtain properties that would allow placement of these materials with normal asphalt paving equipment was studied. Results indicate that reacting sulfur with dicyclopentadiene before adding it to the paving mixture was effective in modifying the sand-sulfur-asphalt paving so it could be placed and rolled with conventional equipment.

Much has been written and many discussions have been held concerning the prevention of accidents in coal mines , and considerable progress has been made in eliminating hazards to the health and safety of underground workmen . Although much progress has been made in the reduction of injury rates in the Pennsylvania anthracite field , the injury rates for the anthracite mines of Pennsylvania are generally higher than the average for coal mines in the United States as a whole , because the mining conditions , including the safety problems , in the Pennsylvania anthracite fields are more complex than in other coal fields of the United States . Several factors contribute to this extremely difficult problem , among which are : Multiple - vein mining , steeply pitching measures , folds or faults , hard smooth floors underneath the veins , and the remining or reclaiming of pillars in severely crushed , broken ground . In the early days of the Pennsylvania anthracite industry , only the more productive veins were mined , and this resulted in bypassing those veins that were relatively thin and those containing considerable proportions of impurities . However , the development of modern coal - preparation equipment , improved marketing conditions , and the adoption of mechanical equipment , such as the various types of conveyors and scraper loaders , have made possible the recovery of the thinner and poorer veins . Furthermore , in the early days , little or no attempt was made to recover the coal pillars , usually owing to the great amount of virgin coal available . Consequently , much of the anthracite produced within the last few years has been recovered by second and third mining and frequently by fourth mining - in areas where operations had been suspended for many years . In such areas , the coal veins and intervening strata are usually crushed as the result of gradual subsidence , which intensifies the hazards incidental to roof control , haulage , ventilation , and mine gases . Moreover , the use of coal - cutting equipment is not practicable in most anthracite mines because of. the inclination of the veins and because , in crushed -ground areas , the faces must be advanced slowly and for short distances at a time to permit the erection of timber sets and the placing of forepoles to support the roof and sides . Thus , the slow process of mining brought about by these conditions has resulted in the production of only 0.424 ton of anthracite for each man- hour worked , as compared with 0.753 ton? for each man - hour worked at other coal mines in the United States . A summary contained in Bulletin 462,8/ a publication of the Federal Bureau of Mines , reveals that the rate of fatal injuries in the Pennsylvania anthracite industry was improved from 13.47 deaths per million tons produced in 1870 to 3.88 deaths per million tons mined in 1942. During the period March 16 , 1942 to January 1 , 1947 , the fatality rate was reduced from 3.88 to 2.87 deaths for each million tons mined . On the million man-hour basis , the rate of fatal injuries was reduced from 1.643 to 1.130 and the nonfatalinjury rate was lowered from 119.01 to 83.12 during the same period . The improvements made in both the fatal- and nonfatal - injury rates have required the cooperation of the workmen , the mining companies , and the State and Federal inspection departments . Many individual mines and companies have achieved commendable safety records which contributed greatly to the over - all average for the industry , particularly during the 1942-47 period . One of the most outstanding of these is the Continental mine of the Continental -Archbald Coal Co. , a member of the Moffat Co. Interests .

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). A study of the records on file in the Bureau of Mines reveals that moray fire in coal mines have been started by electrical equipment or circuits. There the fires were of undetermined origin, electricity often was Strongly suspected as the probable cause. While it is unfortunate that positive evidence as to the cause is so often lost in the general destruction resulting from fires, there are many lessons to be learned from fire s in which the origin was definitely established as electrical. For modern high-speed methods of producing coal, electrically operated machinery has become virtually indispensable underground. With increases in the amount of equipment it has not always been necessary to increase the number of circuits in the mine where direct current is mainly used, but it has been necessary to increase the carrying capacity of these circuits. For example, lends such as heavy-haulage units drawing 1,000 amperes or more have brought boat the introduction of 6/0 and "No. 9 section" trolley wires. This has not made the task of fire prevention any easier, for it has meant that circuit breakers s must be set so high that partial short circuits fail to open them, therefore an arc of considerable proportions can be maintained without causing the, beaker to open. Thus, if as fall of roof brought a trolley wire down against a loaded car of coal, an arc might be struck that would ignite they cowl without opening the circuit breaker.

The Rush Creek district of Marion County, Ark., has had a more or less continuous record of zinc production over the past 40 years. The ore has come from many small mines working on oxidized and semi-oxidized deposits found in the Everton formation where that formation forms the present surface rock. Prospecting has been restricted to the hillsides above the creek levels, the actual ore outcrops being the guides. Little attention has been paid the possible sulfide zones. In August 1942, the United States Geological Survey and the Bureau of Mines recommended exploration of the Powell and Cotter formations, which underlie the Everton, for which purpose the Survey had previously located 18 proposed drill-hole sites in geological structures that seemed favorable to are deposition.

Because power system topographies for surface coal mines are significantly different from those for underground coal mines, the requirements for ground wire monitors for surface systems are somewhat different. This paper analyzes the problems faced by high-voltage ground wire monitors. Based on this analysis, some design requirements for monitors are suggested. Finally, results from laboratory evaluation of some of the commercially available monitors are presented.

Probabilities of encountering coalbed discontinuities during vertical or horizontal drilling in a specific coalbed can be estimated based on analysis of mined-out areas of the coalbed where the size, shape, orientation, and distribution of discontinuities are known. The result- ant probability estimates can be applied to cost-risk evaluations of drilling programs proposed for exploratory, developmental, or methane drainage purposes in undeveloped areas of that coalbed. Data compiled from mine maps of the Beckley Coalbed in southern West Virginia were used to estimate the probabilities that discontinuities would be encountered in two illustrative hypothetical drilling programs--one for drilling vertical boreholes and the other for drilling horizontal boreholes. Analysis based on a mined-out area of the Beckley Coalbed indicated that vertical methane drainage boreholes spaced 1,000 feet apart in a square grid pattern would each have a 29 percent probability of encountering a discontinuity in a geologically unexplored area of the coalbed. It was also determined that exploratory vertical drilling could locate most of the discontinuities if a borehole spacing of 2,500 feet were used. For horizontal drainage boreholes in the Beck- ley Coalbed, the analysis indicated a linear relationship between hole length and the probability of encountering a discontinuity.

It is one of a series of papers being prepared for and published by the United States Bureau of Mines on mining methods and costs in tae various mining districts in the United States. The U.S. Bureau of Mines has designed and tested a system called the Bag and Belt Cleaner Device (B&BCD) to reduce dust levels in and around the bag conveying and stacking process. The device physically cleans either 22.7 kg (50 lb) or 45.4 kg (100 lb) paper bags by using a combination of brushes and air jets. It is completely self-contained and is kept under negative pressure by a baghouse to ensure that dust and product removed from the bags during cleaning does not flow into the work environment and contaminate workers. The bags travel through the device on a chain conveyor, which permits any product or dust cleaned from the bags to fall into a hopper at the bottom of the device and be recycled back into the process via a screw conveyor. Once exiting the B&BCD, the outside of the bags and the conveyor are essentially product and dust free. The B&BCD was evaluated at two mineral processing plants to determine reductions with the device in use. The results of both field evaluations showed that the amount of product removed from the outside of the bags varied from 77 to 93 pet.

The National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, conducted a study of past mine explosions to identify the ignition locations and ignition sources responsible for the most severe explosion events resulting in death. Since the Scotia disaster of 1976, many fatalities from underground coal mine explosions have been linked to nonpermissible electrical equipment ignition sources located in intake air courses. With few exceptions, explosion protected equipment is generally not required in intake air courses of gassy underground coal mines in the US. Cigarette lighters were another prevalent ignition source for fatal explosions ignited in intake air courses. Several mine rescue/ recovery teams have encountered electrical ignition hazards. The study provides evidence that intake air courses of gassy underground coal mines fit the description of certain Hazardous (classified) locations described in the US National Electrical Code®. Class I Division 2 or Zone 2 explosion protection tech¬niques may be used to design intake air equipment so that it does not present an ignition source under normal operation, before mine power is shut down in emergency situations. Nonpermissible circuits in intake air courses that are likely to remain energized during emergencies, e.g. battery powered equipment, should be protected by more stringent Class I Division 1, Zone 1, or Zone 0 techniques, to protect rescue/recovery personnel.

One of the many difficult problems that confront the present day coal-mine operator is the safeguarding of his employees and property from disasters such as fires, explosions, squeezes, and inundations. Those operators having gaseous or ev en dusty mines have a double responsibility resting upon them in this respect. The introduction of electrical machinery and appera tus in mining operations has been very rapid, and at the present time it is difficult to mention any kind of mining work in which electrical machinery is not used. This extended introduc- tion of electrical equipment has added not a little to the mine operators' safety problem, and it is the desire of the United States Bureau of Mines to aid the mine operator, and the inspection departments having jurisdiction, in solving their electrical safety problems. With this idea in mind, the Bureau has prepared and published schedules setting forth the qualities it considers essential to the safety of various classes of mining equipment, and the conditions under which it will test and give the stamp of its approval to satisfactory designs. Portable electric lamps of the permissible* type are almost universally used in gaseous mines, but the use of permissible electrical machinery has not been so widespread. Until recently the Bureau had issued approvals for only one class. of machinery involving the use of electric motors that is, permissible coal- cutting machines. However, the day is undoubtedly not far distant when the operator, who so desires, will be able to obtain a permissible room hoist, pump, or coal- loading outfit. During the year 1921 the first of a growing list of storage-battery locomotive approvals was granted by the Bureau, and it is with considerable satis- faction that the Bureau how announces the approval of a third class of motor equip- "merit- namely, slectric drills.

Despite the use of warning alarms to alert miners to the backward movement of large mining equipment, miners still are injured too frequently in backup accidents. Currently approved backup alarm technology consists of continuous sounding alarm systems. New technology has developed a warning system that initiates an alarm only if there is an object close behind the vehicle. This advancement eliminates constant exposure to the alarm because a warning is given only in case of a potential collision. Adoption of this development can improve safety and reduce damage, especially for front-end loaders (FEL's). It will also eliminate a source of nuisance noise in urban and residential areas. This Bureau of Mines report describes the general characteristics of infrared (IR) light, ultrasonic wave, and Doppler radar technology as used for backup alarms, and reviews the testing of the most promising detection devices.

GENERAL INFORMATIONSince its introduction into coal mines, the use of Airdox has grown in popularity, especially in the Indiana and Illinois coal fields. Its use permits breaking dawn coal on shift, whereas the use of explosives for blasting coal on shift is prohibited by law in those States. Many of the hazards connected with the use of explosives are eliminated. The accident experience in the use of Airdox has been excellent with respect to the number of fatalities or serious injuries per million tons mined.The Federal Mine Safety Code specifies that Airdox lines should be grounded at the compressor and at other points of low resistance along the lines but should not be connected to tracks, pipe lines, or other possible power conductors. "Magnetite iron deposits on Tolstoi Mountain were examined as part of the investigations by the Bureau of Mines of iron and copper ores on Prince of Wales Island. The Tolstoi Mountain project was a part of a program for investigating mineral deposits in Alaska, under the general supervision of R. S. Sanford, acting branch chief.A preliminary examination was made by S. P. Holt, mining engineer of the Bureau of Mines, in company with John Reed, L. A. Warner, and W. S. Twenhofel of the Federal Geological Survey, on July 14, l943. Three samples were taken, rough estimates were made, and it was proposed that the area be mapped, topographically and geologically,. Dip-needle work was added to the program, and it was decided that, should results warrant, the deposits would be diamond-drilled.From March 26 to May 28, 1944, the deposits were examined thoroughly by Bureau of Mines personnel under the direction of the author. Thirty-two acres were mapped with contour intervals of 10 feet, grids were established covering the principal outcrops, over 1,500 dip-needle readings were secured, and the magnetite bodies were outlined. Additional information was gathered by trench inch and channel-sampling, 600 linear feet of trench being dug and 32 channel samples being cut. Finally, the mapped area was checked for nonoutcropping deposits by taking dip-needle readings at 10-foot intervals along the traverse lines, creeks, trails, and all outstanding topographical features. This re-connaissance work gave sufficient coverage of the 32 acres to eliminate the possibility of further magnetite bodies of any consequence remaining undiscovered.Acknowledgment is made to Nile Johannsen, assayer, Territorial Department of Mines, Ketchfkan, Alaska, for determination of samples.The deposits are on Prince of Wales Island in Southeastern Alaska near Tolstoi Pay, a deep-water indentation at the northwest and of Kasdan Peninsula. The physical features are shown on figures 1 and 2 and the location of the deposition figure 3. Old workings were found on the west side of Tolstoi Mountain; between elevations of 650 and 1,150 feet, at distances of 3/4 to 1-1/4 miles from the east shore of Tolstoi Bay.Access to the area is over a brushed foot trail built by the Bureau of Mines. Topography would permit construction of either surface or aerial tramways at moderate cost but would make road building expensive. Deep-water navigation, permitting inexpensive water transportation, is possible the year around.Kasaan Peninsula is an area of moderate relief, being considerably less rugged than the mainland to the east. Most of the mountains and ridges are less than 2,500 feet in height and show evidence of having been covered by the ice cap of the Pleistocene age. Rock exposures below elevations of 2,000 feet are limited, as extensive overburden 2 to 20 feet deep covers the greater part of the peninsula."

Physiol. 11): L365–L374, 1994.—Although integrity of the alveolar basement membrane may influence progression of lung injury induced by inhaled particulates, little is known about direct effects of coal dusts on the alveolar epithelium or its extracellu¬lar matrix (ECM). Effects of dust on synthesis of cell and ECM proteins by type II cells (T2P) was thus investigated. Three coal dusts (anthracite no. 867; bituminous no. 1451 and no. 1361) and mine dust MIT-3, of respirable size, were studied as a function of dose and time over 3 days of primary T2P culture. On day 1, 750 µg/ml of 867 were required to increase relative synthesis of ECM proteins (ECM/cell). MIT-3, 1451, and 1361 were without effect. By day 3, 867 or MIT-3 increased ECM/ cell 60-100% at 300 µg/ml; 1451 produced modest, dose-dependent stimulation, whereas 1361 remained without effect. None of the dusts caused significant cytotoxicity. The results show dose- and time-dependent effects of well-characterized coal and mine dusts to modify partitioning of newly synthesized proteins into the ECM and suggest that coal dust exposure may modulate structure or function of the subepithelial basement membrane.basement membrane; cell culture; inorganic dust; lung injury; extracellular matrix deposition; pulmonary epitheliumCHRONIC EXPOSURE to coal dust may be associated with development of pulmonary fibrosis and consequent loss of normal lung function (see Ref. 26 for review). Al¬though the pathways of inorganic dust-induced lung injury are recognized to involve an inflammatory re¬sponse, the underlying pathogenic mechanisms are not understood in detail. Acute and chronic responses to dust exposure involve a variety of interacting cells of the immune system, including macrophages, T cells, and B cells, along with pulmonary fibroblasts. These responses reflect direct effects of the dust particles, as well as indirect effects mediated by soluble factors, including cytokines and eicosanoids (see Ref. 41 for review).Studies of pulmonary macrophages and fibroblasts following silica exposure suggest that dust-induced damage at the airway surface may involve cellular injury through oxidant-mediated pathways. Coal dusts and related inorganic particulates can activate the alveolar macrophage (42) to produce fibronectin (15) and cytokines, such as interleukin-1 or tumor necrosis factor (4) and/or other soluble products which act locally (29) to cause acute cellular injury and to initiate the progression of fibrotic lung damage (16). Type I epithelial cells are typically more susceptible than type II cells to oxidant injury. Type I cell damage and subsequent death leads to denudation of the subepithelial basement membrane (2, 21) and can be associated with leakage of plasma constituents from the pulmonary vasculature into the alveolar compartment (13)."

In 1876 cassiterite was identified in the placer gold from the northern Black Hills, and such a mixture could have come only from Nigger Hill or one of the streams draining the hill, because in no other hart of the northern hills have cassiterite anti gold been found together. Nigger Hill is in western Lawrence County, South Dakota, and on it is the little camp of Tinton. The Wyoming line runs along the west side of the hill and crosses the ridge which is the hill's continuation about miles north-northwest of Tinton.
