As part of an experiment in the restoration of lands strip-mined for coal, revegetation studies were conducted at three backfilled strip-mine sites in north-central Pennsylvania. The sites were subdivided into plots that were given varying amounts of lime and fertilizer. In tests conducted cooperatively with State and Federal agronomy experts, the plots were then planted with a variety of trees, shrubs, and grass-legume mixtures. Initial tree and shrub survival was not appreciably affected by lime and fertilizer applications where the spoil pH was above 4.5. Of 14 species of trees and shrubs tested, Norway spruce, black locust, Japanese larch, pitch pine, and white pine were the hardiest. The ground-cover percentage of grass-legume mixtures in the second growing season was substantially increased by using lime and fertilizer. Mixtures comprised partly of fescue were the most satisfactory.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Samples of gas were obtained directly from the coalbed during drilling of horizontal and vertical boreholes in six different formations. The samples were analyzed by gas chromatography for C1 to C5 hydrocarbons and for O2, N2, H2, He, and Co2. Methane in the gas varied from 63 to 99 percent; carbon dioxide from 0.1 to 15 percent. The CH4/CO2 ratio varied and showed no apparent correlation with age, rank, or bed. The majority of samples contained ethane, propane, and butane; hydrogen and helium were found in some samples. Oxygen and nitrogen were usually present, possibly as a result of air contamination. A more extensive sampling program would be necessary to establish relationship between the amount and composition of the gas in the coalbed and other factors.

[Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has promoted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believe would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units. The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendations are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many ether problems will bring the most enduring benefits to the industry as a whole, the writer urges that the cost earnest consideration be given to this vital problem now facing the slate industry.]

The major fire and fire injury findings for all metal/nonmetal mining categories for 1990-2001 are shown in tables 64-65. Table 66, partly illustrated in figure 22, shows the number of fires, fire injuries, fire fatalities, risk rates, employees&apos; working hours, and lost workdays for all metal/nonmetal mining categories by time period. For all metal/nonmetal operations (including stone and sand and gravel), a total of 518 fires occurred during 1990-2001; 296 of those fires caused 308 injuries and 4 fatalities (Ewhr = 4,012 x 106 hr, In = 0.015, LWD = 36,204). Thirty fires and 26 injuries involved contractors. The greatest number of fires and fire injuries occurred at surface operations; the highest risk rate values were also calculated for surface operations. The number of fires increased during the first four 2-year time periods (1990-1991, 1992-1993, 1994-1995, and 1996-1997), then decreased during the last two periods (1998-1999 and 2000-2001). The number of injuries showed a decrease throughout the periods, accompanied by an increase in employees&apos; working hours. Twenty-five firefighting interventions by mine rescue teams in underground mines and at least 30 interventions at surface operations were required to combat these fires. However, 45 fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. Ninety-seven fires were detected late, and 30 fires were undetected. The ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flame (169 fires or 33% with 137 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (89 fires or 17% with 46 injuries and 3 fatalities), heat source/explosion and flammable liquids/ gas/refueling fuel on hot surfaces (98 fires or 19% with 73 injuries), electrical short/arcing (51 fires or 10% with 16 injuries), and spontaneous combustion/hot material (46 fires or 9% with 17 injuries). The flame cutting/welding spark/slag/flame source caused fires usually involving welders&apos; clothing or oxyfuel/grease and other materials (including chute and dust collector liners, flammable liquids, belt material, crusher, hopper and shaker deck materials, washer plants, equipment mechanical components, stampler breaker, hydraulic fluid, rubber tires and hoses, gear boxes, bin feeder, dump rope cables, screen liner and screen panel, kiln and shaft material, pipelines, liquor pumps, wood pallets, electrical junction boxes, handrails, grease, refuse, shop and wood). The spontaneous combustion/hot material and electrical fires were usually detected late due to lack of combustion gas/smoke detection systems. The changing demographics of the mining industry make successful passing of knowledge and skills to the next generation critical. Training methods and technologies are being developed to meet this need. Twenty years ago classroom training was largely a one-way transfer of knowledge through instructor lectures. In contrast, instructors today can use virtual reality technologies to guide trainees as they fully participate in learning experiences. Trainees can interact with the virtual work environment, co-workers, and equipment without being exposed to workplace hazards. The speed of advancement in mine safety, health, and production training shows no sign of slowing in the next 20 years. Researchers at the National Institute for Occupational Safety and Health have studied and participated in the evolution of miner training. A look at training materials they have created in the past and those they are currently developing reveals changes in methods and technologies over time and also key characteristics which have remained constant. Possibilities for the future can he discussed in the framework of an implementation of virtual reality in new miner training sessions. The example computer-based training package teaches new miners to read mine maps and provides opportunity to practice navigation skills in a virtual mine. With this &apos;serious game&apos;, trainees experience the look and feel of moving through an underground coal mine while in the safety of their classroom. During field-testing in 2007, trainees and instructors responded very favourably to this new way of learning. The software was usable by mine trainers with even limited computer expertise and could be installed on the affordable computers they were using for their more traditional slide presentations. The Underground Coal Mine Map Reading Training&apos;s foundation on past successful development strategies and its acceptance by today&apos;s instructors and trainees provide valuable lessons for developing training materials, strategies, and technologies for mining&apos;s future.

Bureau of Mines research has resulted in load-flow, fault, grounding, reliability, short-circuit, transient, and cable ampacity computer models that enable mine power system engineers to analyze their system or to design a system. This report describes the capabilities of the program.

Low-temperature heat capacities of chiolite (Na5Al3F14) were determined by adiabatic calorimetry in the temperature range 5.8 to 300 K. The derived standard entropy (S°, 298.15) was 115.6 ± 0.2 cal/deg-mole. High temperature enthalpies relative to 298.15 K were obtained by precision drop calorimetry up to 1,000 K. Tables of experimental data and related thermodynamic functions are given for the temperature range of experimental observations.

"INTRODUCTIONOne of the outstanding problems in the normetallic industries, and one which involves two of the greatest of these industries, cement and gypsum, is the reaction of Portland cement with calcium sulphate. To all Portland cement clinker there is added in the manufacturing process, a small amount of retarder, as a necessary ingredient of the finished product. This retards the initial set, increases the strength, and adds to the plasticity of the cement so it will have the desired working and setting qualities. The retarder commonly used is gypsum, (CaSOA.2HO), which is the hydrous form calcium sulphate. Calcium sulphate is also available as plaster of Paris (CaSO4 1/2 HC) and anhydrite (CaSO4). The purpose of this inquiry was to determine the form or mixture of forms best adapted for retarder. The problem is complicated by the fact that cement clinker is a complex mixture of calcium silicates and aluminates, and that clinker from different mills, making cement of approximately equal quality, differs considerably in chemical constitution. Thus the same retarder may give very different results with different types of clinker, especially in the percentage of retarder required for the same degree of retardation.It has been known for some time that a small percentage of plaster of Paris will greatly retard the time of set of Portland cement as well as increase its strength and plasticity, but whether gypsum and anhydrite will have a similar effect is as such disputed question. The offects of gypsum have received little consideration in laboratory research because, even though it will not retard a clinker when the two are mixed in the laboratory, as has been noted in some instances, the cement will have a normal set when the two arc mixed in the large tube mill at the plant, so that practically, gypsum seems to be equally as goou as plaster of Paris, and because of the great saving in cost it has been used almost exclusively."

A new mining law for the Recublic of Polend was promulgated by presiden- tial decree dated November 29, 1930, published in the Journal of Lews (Dzienni stex) No. E, text 654, December E, 1530, and wes to become effective January 1, 1932, in all Polend except Silesie. Its adoption in Silesia wes dependent pon the action of the Silesian Diet. As the new law is considered an im- provement over the old Austrian Mining Lew, which is operative in the Silesian districts of Bielsk and Cieszyn, and the Prussian Kining Law, which is opera- tive in Upper Silesia, no delay in its adoption for Silesin was looked for. This new law codifies the various juridical regulations pertaining to ines existing in different parts of the Polish Republic but does not include legislation with respect to the extraction of minerel oil, especially crude oil. Petroleum legislation was postponed to a later date in order to facili- tate codification in other fields. Koreover, as the oil industry exists in Galicia elone, deley will not be detrimental.

In 2007, a total of 4,639 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 31.2% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,051; 44.2%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=373; 8.0%), followed by Texas (n=352; 7.6%).

An important goal in the development of coal mining explosives has been to improve their safety characteristics through suitable formulation. In the United States no systematic effort to establish factors influencing the incendivity to firedamp and to coal dust of explosives through research was made until the last decade. In consequence, American permissible explosives underwent only very slight modifications and many remained substantially the same as in the early years. As part of a long range program for increasing the safety of permissible explosives, the Bureau of Mines undertook to determine how the amounts and particle sizes of the principal constituents of these explosives affect their incendivity. It was found that an increase in the relative amount of sodium chloride and a decrease in its particle size significantly decreased the incendivity of our permissible explosives to firedamp (7-9).6 This is in agreement with findings reported by Dolan (4) for compositions of nitroglycerin and salt. One important result of the work at the Bruceton station has been the recent introduction of salt-formulated permissibles by several explosives manufacturers. This paper describes a statistically designed experiment for studying the effects of the particle size of ammonium nitrate and the type of carbonaceous materials used on the incendivity of permissible explosives. Interest in these particular effects goes back as far as the first formulations of coal mine explosives, around 1910 in the United States and even earlier in Great Britain and other countries. The Bureau of Mines has developed a process to utilize waste heat from electric arc steelmaking furnace gases to preheat the ferrous material charged to the furnace. Four heat exchangers were designed, tested, and operated successfully on 1-ton electric arc furnaces. Briquets and pellets were charged continuously, both countercurrent to the hot furnace offgasses and at ambient temperatures. A comparison of the electrical energy consumed in each situation showed that preheating can lower energy requirements as much as 15.6 percent.

Methane-drainage holes must be completely filled by grout before mining to prevent the emission of large quantities of gas during mine-through, which would constitute an explosion hazard. In November 1980, seven horizontal holes at the multipurpose borehole, a small-diameter shaft drilled as a Bureau of Mines coalbed methane-drainage installation on the property of the Federal No. 2 Mine, Monongalia County, WV, were plugged using a sodium silicate gel grout. This report de- scribes the grout mix and the use of the grout at the multipurpose borehole, and discusses the results observed upon mine-through of the holes in early 1981. Cost data for the sodium silicate grout are also presented.

Spark ignition of combustible-gas mixtures is a relatively old subject of investigation and has been treated both experimentally and analytically by many people. Elements of static and current electricity are almost always present in mining and industrial operations, and the spark can be an extremely efficient source of ignition. Thus the practical interest of such problems as the "intrinsic safety" of electrical apparatus is obvious. Ignition and quenching phenomena are the primary laboratory representatives of combustion phenomena that are dynamically nonsteady, and such nonsteady phenomena playa considerable part both in industrial processes and in safety matters, although they are of less immediate practical interest. Considerable effort has been expended by the Federal Bureau of Mines in investigations of spark ignition.5 6 7 8/ Primarily, this work has established the significance of several of the parameters involved. This report describes preliminary studies by the Bureau of Mines to develop a procedure for extracting the fluorine from low-grade fluorspar ores in which the CaF2 particles are finely locked in the calcite matrix. A combination of flotation beneficiation and pyrohydrolysis is applied to recover and to liberate the fluorine. Flotation of a finely locked high-calcite fluorspar ore containing only 11.7 pct CaF2 recovered over 92 pct of the fluorspar at a grade of 51 to 52 pct CaF2. Pyrohydrolysis of the flotation concentrate liberated nearly 90 pct of the fluorine as aqueous HF. By this procedure over 80 pct of the fluorine contained in the original ore was extracted.

During an underground mine fire, the importance of controlling the spread of smoke and toxic gases with suitable ventilation structures has been proven. However, under certain conditions, control of the propagation of the fire itself may be even more critical in insuring a safe mine evacuation. Fire doors offer the means for accomplishing both objectives. In 1978, the Bureau of Mines initiated research to evaluate the state of fire-door technology and develop and test a fire door suitable for large openings (10 by 12 ft or larger) in noncoal underground mines. This report discusses current fire-door technology in the context of the underground mine environment and the design, fabrication, lab testing, and in-mine field testing of a mineworthy fire door. This door has a 1.5-h fire resistance rating and limits temperature rise across the door to 2500 F during the first 30 min of fire exposure.

The following paper is one of a series on mining methods and practices being published by the United States Bureau of Mines, and deals with the sinking of the Pim shaft (No. 7) of the St. Louis Smelting and Refining Works of the National Lead Co. in the southeast Missouri lead belt. The shaft was sunk in 1922 and 1923 on a tract several miles south of the company&apos;s main plant located at St. Francois, Mo., in St. Francois County. The author is indebted to W. H. Comins, local manager of the company, with whose permission this article has been written, for his helpful criticism; and to E. T. Campbell, geologist, and M. Cross, underground shop foreman; and to W. A. Cole, manager of the E. J. Longyear Development Co., who had general supervision of the work and supplied detailed performance and cost data.
