This Bureau of Mines study estimates typical capital investments, operating costs, and selling prices for two bituminous coal strip mines in the Eastern and Interior provinces and a subbituminous coal operation in the Northern Great Plains province. The annual productions were based on tonnage required to fuel a 250-million-standard-cubic-foot-per-day, high-Btu gas plant. The annual tonnage for the Eastern province mine is 4.8 million tons; for the Interior province mine, 6.72 million tons; and for the Northern Great Plains province mine, 9.2 million tons. It is assumed that the mines have a 20-year life. Wages and union welfare payments are considered as of December 6, 1974, under the terms of the Bituminous Wage Agreement of 1974, and costs for material and equipment are based on 1975 indexes. Initial capital investment varies: $65,137,900 for the 4.8-million-ton-per-year (MM tpy) mine in the Eastern province, $78,514,600 for the 6.72-MM-tpy mine in the Interior province, and $42,050,100 for the 9.2-MM-tpy mine in the Northern Great Plains province. Total capital investments for the Eastern province mine, the Interior province mine, and the Northern Great Plains province mine are $86,969,900, $109,378,500, and $78,543,500, respectively. Corresponding selling prices for the coal, per ton, are $6.94, $6.03, and $3.39, assuming a 15-percent discounted cash flow rate of return after Federal income taxes. These studies are considered typical for the areas involved. Costs will vary depending on specific locations in these areas.

Noise-induced hearing loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and in coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing and evaluating administrative controls and a list of possible administrative controls are reported.

The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable.This edition describes reports and articles published during calendar years 1992 and 1993. The Bureau of Mines Minerals Availability System collected and analyzed data for 34 nonlaterite and 9 nickeliferous laterite domestic chromite deposits in order to assess their viability as sources of chromium under present technologic and economic conditions. These 43 deposits, none currently in production, contain approximately 6.3 and 22.3 million metric tons of Cr203 at the demonstrated and identified resource levels, respectively. Approximately 4.6 and 15.6 million metric tons of Cr203 are recoverable at the demonstrated and identified levels, respectively, for the 34 nonlaterite deposits. None of these resources are economically recoverable at January 1981 market prices. Production of metallurgical-grade chromite (market price $128 to $144) would require a minimum chromite market price of $237 per metric ton. Chemical-grade chromite production (market price $74 to $85) would require a chromite market price in excess of $188 per metric ton. From the 34 nonlaterite deposits, roughly 5.4 and 17.6 million metric tons of ferrochrome could be produced at the demonstrated and identified resource levels, respectively; however, a minimum market price of $770 per metric ton of ferrochrome would be required to stimulate production. The nine nickeliferous laterite deposits were not evaluated through production stages because of uncertainties in process technology and cost.

Table 10 and figure 4 show the number of fires and fire injuries occurring at the surface of underground coal mines by state during 199&1999. Table 10 also shows by state the risk rate, employees' working hours, and lost workdays. A total of 65 fires occurred in 10 states. Thirteen of those fires caused 12 injuries and 1 fatality (the yearly average was 6.5 fires and 1.2 injuries). Four fues and one fire injury involved con- tractors. The Ewhr value was 97 x l O6 hr (Irr = 0.025); the LWD value was 6,206. Pennsylvania had the most fues (20 fues and 5 injuries), followed by West Virginia (1 6 fires and 1 fatality) and Kentucky (1 5 fires and 3 injuries). Among these states, Pennsylvania had the highest injury risk rate value (Irr - 0.095). Table 1 1, partly illustrated in figure 5, shows by time period the number of fires, fire injuries, and fire fatalities; risk rates; employees' working hours; and lost workdays. The number of fires and fire injuries show a decrease followed by an increase during the five time periods, accompanied by a decline in employees' working hours throughout the periods (see table 11 and figure 5). The Irr values follow patterns similar to those shown by the injury values. Tables 12- 17 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 6 shows the major variables during 199&1999. Table 18 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

This report presents a detailed study of low temperature, entrained-bed carbonization of an Australian coking coal. The coal studied was high-volatile B bituminous from the Foybrook mine, an open-cut operation in the Liddell seam, New South Wales, Australia. Carbonization was conducted in an 8-inch diameter, continuous vertical reactor at several temperatures from 960° to 1,300° F. It was demonstrated that this bituminous coal can be carbonized within this temperature range to produce tar and a nonagglomerated char, without prior oxidation or char recirculation. Carbonization rates from 138 to 287 lb/hr (as-carbonized basis) were investigated. It was found that the carbonization temperature and the air-to-coal ratio must exceed minimum values to insure continuous operation. At the higher air-to-coal ratios employed, all or most of the carbonization heat was provided by internal combustion with air in the reactor. At the lower air-to-coa1 ratios, part of the heat for carbonization was supplied externally. On the moisture-and ash-free basis, the yield of tar plus light oil ranged from about 26 to 44 gallons per ton, and the char yield ranged from approximately 1,160 to 1,370 pounds per ton. The heat in the gas ranged from about 900 to 3,000 Btu/lb of moisture-and ash-free coal. Carbonization product yields correlated well with air-to-coal ratio and carbonization temperatures. The volatile matter in the char was found to be temperature dependent. At 1,300° F carbonization, the volatile matter in the char was 8.7 percent (dry basis), whereas at 9600 F carbonization, the residual volatile matter was about 16 to 18 percent (dry basis).

In 1985, at the request of the U.S. Bureau of Land Management, the U. S. Bureau of Mines studied part of the 56,623-acre South McCullough Mountains Wilderness Study Area (NV-050-435) in order to evaluate its identified mineral resources. The area studied is located in Clark County, NV, about 30 miles southwest of Boulder City. No mineral resources were identified. The study area contains the eastern part of the unorganized McCullough Mountain (McClanahan) mining district which has had no recorded production. Between 1911 and 1982, 23 lode claims were located in the part of the mining district that is in the study area; four of these claims are currently held by assessment (1986). A total of 11 mineral sites were found and examined during the U.S. Bureau of Mines investigations; 26 mine workings were examined. Of the 11 sites, four are within the study area, and seven are nearby. Of the seven nearby sites, six are adjacent to the west boundary and consist of precious-and base-metals bearing vein occurrences in metamorphic rocks. The seventh site is near the east study area boundary, and consists of a tungsten-bearing vein occurrence that is also in metamorphic rocks. The four sites within the study area consist of vein occurrences in metamorphic rocks that contain silver, gold, arsenic, lead, zinc, and copper. The veins at these four sites are too small and low grade to be classified resources; however, there are indications that three of the sites may have silver and gold resources at depth. Detailed delineation of the veins, and determinations of tonnages and grades are needed. This would entail additional mapping and sampling, trenching and drilling, and opening inaccessible workings.

"A pneumoconiosis is best defined as the accumulation of dust in the lungs and the tissue's reaction to iu presence. Thus, silicosis is the name given to the fibrotic disease of the lungs caused by inhalation of dust containing silicon dioxide, primarily in the free crystalline form. Coal workers' pneumoconiosis (CWP), which was originally thought to be a variant of silicosis, results from inhalation of coal mine dust that usually contains relatively small amounts of free crystalline silica.HISTORYSilicosis is the older and more well known of these mineral pneumoconiosis. In contrast, CWP was not recognized as different from silicosis until the pivotal work of Collis and Gilchrist. 26 They noted that coal trimmers, i.e., special stevedores who leveled coal in the holds of ships at the Cardiff and Swansea docks in Wales, developed identical nodules on the chest radiograph to those of underground miners. The difference was that these men had never worked underground and that the coal was washed before it was loaded into ships; thus, it was unlikely that these men were exposed to silica. Gough54 examined the lungs of coal trimmers who died and found that the histologic appearance of the pulmonary lesions was distinctly different from the whorled nodules seen in silicosis. Gough,"" and subsequently Heppleston,"" then showed that the lung lesions in coal trimmers were similar to those in underground coal miners and different from those of classical silicosis. Nagelschmidt 78 analyzed the mineral content of miners' lungs that became available at autopsy. These studies caused him to propose a scheme in which the relative proportions of silica, other minerals, and/or coal deposited in the lungs determined the type of pulmonary response which develops, i.e., classical silicosis, mixed-dust disease, or CWP."

The possibility of using ultrasonic energy as a tool to improve the electrolytic deposition of copper and zinc from several electrolytes was investigated by the Federal Bureau of Mines. Sound with frequencies of 20, 26, 38, and 400 kilocycles per second and acoustical intensities of 0.25 to 1.5 watts per square centimeter was employed. Measurements of cell voltage, anode and cathode current efficiencies, and electrode potentials were made at various current densities. Effects of ultrasonics on the quality of the deposit and on anode corrosion also was noted. In the electrolytic recovery of copper from an acid copper sulfate solution at 50° C., adherent, well-consolidated deposits are normally obtained up to a current density of 30 amperes per square foot. As the current density is increased above this value, the deposits normally become progressively more spongy and less adherent. Ultrasonic irradiation resulted in adherent and well-consolidated deposits at current densities up to 300 amperes per square foot. Radiation also produced smaller grain size and preferred orientation of the copper crystals. In addition, radiation caused as much as 3-volt decreases in cell voltages at the higher current densities. These decreases were caused chiefly by depolarization of the anode, although small depolarization effects were also noted at the cathode. Radiation apparently did not greatly affect cathode-current efficiencies, but prevented excessive anode corrosion at the higher current densities and resulted in more uniform corrosion. Ultrasonic radiation at a frequency of 400 kilocycles per second was not as effective as radiation at the lower frequencies. Circulation of the electrolyte at rates up to 5 percent of the cell capacity per minute did not produce results comparable to those effected by ultrasonic radiation. Rapid rotation of the cathode up to 1,800 revolutions per minute gave results approaching those obtained with ultrasonics.

"Platelet activating factor (PAF) can be released from pneumocytes following exposure to occupational dust (Am. Rev. Respir. Dis. 135:83, 1987). In addition, PAF has been shown to induce pulmonary inflammation, edema, and bronchoconstriction (Hosp. Prac. 19, 67, 1983). This investigation reports the effects of PAF on the properties of three types of cells found in the lung. PAF (1-100, K1/2 = 2.5 pH) caused depolarization of neutrophils as well as generation of chemiluminescence and secretion of hydrogen peroxide. These responses were dependent on the presence of extracellular sodium. However, PAF did not alter oxygen consumption of neutrophils. Although PAF (10 uM) caused depolarization of alveolar macrophages, no stimulation of chemiluminestence, superoxide secretion, or oxygen consumption was observed. However, PAF (10 uM). did potentiate chemiluminescence and superoxide secretion in response to zymosan (2 mg/ml) by 55% and 36%, respectively. In addition, PAF (10-90 uM) caused aggregation of alveolar macrophages. PAF (2-10 uM) also caused depolarization of type II cells, but did not affect membrane integrity or oxygen consumption. However, PAF (10-18 PM) enhanced the activities of two distinct forms of cytochrome P-450 in type II cells and caused aggregation of type II cells at PAF doses above 18 uM. These data indicate that PAF can affect the secretory activity of pulmonary phagocytes and the ability• of type II cells to detoxify foreign compounds (Bureau of Mines Grant - G1175142).INTRODUCTIONPlatelet activating factor (PAF) is a glycerophospholipid (1-0-alkyl-2-acetylsn-glycerol-3-phosphoryl choline) which has been shown to Mediate a broad range of biological activities (1-3). Its pulmonary actions include contraction of pulmonary tissue (4), secretion of leukotrienes from leukocytes (5), airway constriction (6), pulmonary edema (7), and enhanced migration of neutrophils into the airspaces of the lungs (8,9).PAF can be released from several different cell types, such as, basophils, neutrophils and alveolar macrophages, in response to a variety of particulates or membrane stimulants which include zymosan, calcium ionophore, phorbol esters, chemotactic agents, and endotoxin (10-13). Therefore, PAP may play an important role in the development of pneumoconioses by mediating pulmonary responses of lung cells to a variety of occupational dusts. To investigate this possibility, we determined the effects of PAF on several physiological parameters of neutrophils, alveolar macrophages, and alveolar type II epithelial cells."

"IntroductionMany bituminous coal-mining companies have inaugurated extensive safety Programs, but the failure to have approved or permissible equipment or safe practice in only one part of a mine has resulted in disaster. The necessity of using only equipment bearing the U. S. Bureau of Mines approval plate is emphasized by the fact that many accidents are the direct result of carelessness on the part of trusted employees using non-permissible equipment. A concrete example is found in the case of an explosion on October 26, 1926, in a mine in the Pittsburgh district, Pennsylvania.Story of the ExplosionAt about 10 o'clock on the night of the explosion an examination was made in No 2 butt left and parallel off 7o. 14 north, and was found to be clear of dangerous accumulations of gas. (See figure). Several hours later a crew of two men brought a self-propelling rock-dusting machine within 50 feet of the face of Po. 2 butt parallel before they examined for gas. The machine operator found an accumulation of explosive gas about 18 inches from the roof. He began to wave his arms thoroughly mixing the gas and air. Undoubtedly a highly explosive mixture was created, and as the men attempted to run the machine back to fresh air an explosion occurred.The helper dropped to the floor and was burned about the face and wrists. The machine operator ran down the entry and was more severely burned about the face, neck, and arms. He later developed pneumonia and died. Both men reached the door in the chute between No. 14 and No. 15 north. A pumper, who had felt the rush of air, found the men and helped them to walk outside."

Bureau of Mines studies were made on the sensitivity of several ammonium nitrate-fuel oil (AN-FO) mixtures to bullet impact. The experimental work was done with one military rifle and two high-velocity sporting rifles with a variety of ammunition. For the three rifles used, the order of efficiency in initiating detonation in AN-FO mixtures was 220 Swift >300 Weatherby Magnum >30-&apos;06. The velocity of the bullet was found to be a decisive factor in the initiation. The sensitivity of various materials studied increased as follows: Clay-coated prills with 4 percent oil <fresh surfactant-coated prills with 4 or 6 percent oil <surfactant-coated prills with 4 or 6 percent oil and aged 270 days <crushed prills with 6 percent oil <very low-density, surfactant-coated prills (micronized), with 4 percent oil.

Supercompressibility factors, Fpv, were derived from experimental compressibility data for five helium-nitrogen mixtures containing from 50 to 100 pct helium. These Fpv values are required as volumetric correction factors for or if ice meter measurement of "crude helium" (helium-nitrogen) purchased by the Government in a program of helium conservation. Although compressibility measurements were made by the Burnett method (2)3 - for pressures from 100 to 3,400 psia and temperatures from 40° to 100° F, Fpv values were needed only for pressures from 400 to 2,000 psia. Consequently, values at increments of 2° F, 2 pct helium, and 10 psia were tabulated only for the required pressure range. Values for pressures outside this range can be calculated from information shown in the tables. Values for the second, third, and fourth coefficients in the equation Z = 1 + BP + CP2 + DP3 are also included.

Meerschaum or sepiolite is employed principally in tobacco pipes and cigar and cigarette holders, although a few other uses of minor importance are Down. The unique value of a meerschaum pipe is derived from the owner&apos;s pleasure in watching the color deepen with smoking and in having the color "set" at the desired shade. The name "meerschaum" (German for "sea foam") is applied because the material, when pure and dry, will float on water. Owing to its resemblance to the porous, bonelike structure of the cuttlefish, or septa, it is also known as sepiolite. There are a few scattered deposits of meerschaum in. the United States which have yielded a small product ion, but the world&apos;s supply of the&apos; material is obtained fined principally from Asia Minor, Meerschaum deposits near Eski-Shehir, Turkey, are said to have been worked 2,000 years ago, but commercial exploitation is a development of the last hundred years DESCRIPTION AND PROPERTIES Meerschaum is a hydrous magnesium silicate (H4Mg2Si3010) having the following theoretical analysis: Si02, 60.8 percent; MgO, 27.1 percent; H20, 12.1 percent. It is a soft. (H.2 - 2.5), fine-grained, earthy, white, gray, or yellow material. It is very light weight when pure (specific gravity, 1 to 2) and is highly absorbent. Because of its porosity the proportion of water present in the mineral is affected by the humidity&apos;of the atmosphere. In a moist atmosphere the water content may be as much as 21.7 percent. Then wet the material is soft and somewhat plastic. When dried again it becomes lard and tough. The toughness is especially apparent in some forms that have a fibrous or leathery texture.

The Bureau of Mines is developing a method to recover Ni, Co, and Cu from laterites containing less than 1.2 pct Ni and 0.25 pct Co. The method consists of the following basic unit operations: (1) reduction roasting, (2) leaching, (3) solvent extraction, and (4) electrowinning. The method reflects three Bureau of Mines objectives: (1) recovery of critical minerals that are domestically in short supply from low-grade domestic laterites, (2) lower processing energy requirements, and (3) solution recycling. This report deals with the extraction of cobalt and the preparation of a suitable cobalt electrolyte by solvent extraction from liquor produced by this method. Nickel and copper are coextracted with LIX64N from an ammoniacal ammonium sulfate leach liquor containing about 1.00 g/l Ni, 0.30 g/l Co, 0.03 g/l Cu, and 0.02 g/l Zn. Cobalt (III) in the nickel-copper barren raffinate is reduced to cobalt (II) with cobalt metal. Reduction of cobalt (III) to cobalt (II) greatly aids subsequent extraction. Commercially available XI-51 extracts about 94 pct of the cobalt from the treated raffinate in one stage in a laboratory mixer-settler continuous circuit. Ammonia loaded on the solvent is removed in two washing steps. About 94 pct of the cobalt then is stripped from the XI-51 in one stage with spent cobalt electrolyte containing about 77 g/l Co and 18 g/l sulfuric acid (H2S04), Electrolytes containing less H2S04 also may be used. Preliminary data indicate that coextracted zinc may be removed from pregnant cobalt eletrolyte containing 3 g/l or less H2S04 with di-(2 ethylhexyl) phosphoric acid (D2EHPA).

The Bureau of Mines investigated thermodynamic properties of Mn304 (manganomanganic oxide) and Mn203 (manganese sesquioxide). The standard Gibbs energies of formation (?Gf°) of Mn304 and Mn203 from their lower oxides were determined with high-temperature galvanic cells using stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnO, Mn304//Zr0 2//02(g, 0.0112 atm), Pt, with the overall cell reaction 6Mn0(c) + 02(g, 0.0112 atm) = 2Mn304(c), where- 02 refers to indicated partial pressure of oxygen at the reference electrode. Similar measurements were obtained for the cell Pt, Mn304, Mn203//ZrO2//02(g, 0.0115 atm), Pt, with the overall cell reaction 4Mn304(c) + 02(g, 0.0115 atm) = 6Mn203(c). Equilibrium oxygen pressures for the Mn0-Mn304-02 and Mn304-Mn203-02 systems were measured and may be expressed for the respective systems as [23,400 109 P02 T + 11.91 (764.9 - 1,208.6 K) and log p02 = - 11,957 + 9.66 T (968.6 - 1,208.2 K),] where pressure (p02) is in atmospheres and temperature (T) is in kelvins. Standard thermodynamic properties of Mn304 and Mn203 were derived from these measurements and auxiliary thermodynamic data from the literature.

PURPOSE This report provides an integrative review of 52 recently published research reports that examine the associations between long working hours and illnesses, injuries, health behaviors, and performance. The report is restricted to a description of the findings and methods and is not intended as an exhaustive discussion of all important issues related to long working hours. Findings and methods are summarized as reported by the original authors, and the study methods are not critically evaluated for quality. SUMMARY In 16 of 22 studies addressing general health effects, overtime was associated with poorer perceived general health, increased injury rates, more illnesses, or increased mortality. One meta-analysis of long work hours suggested a possible weak relationship with preterm birth. Overtime was associated with unhealthy weight gain in two studies, increased alcohol use in two of three studies, increased smoking in one of two studies, and poorer neuropsychological test performance in one study. Some reports did not support this trend, finding no relationship between long work hours and leisure-time physical activity (two of three studies) and no relationship with drug abuse (one study). A pattern of deteriorating performance on psycho physiological tests as well as injuries while working long hours was observed across study findings, particularly with very long shifts and when 12-hour shifts combined with more than 40 hours of work a week. Four studies that focused on effects during extended shifts reported that the9thto 12th hours of work were associated with feelings of decreased alertness and increased fatigue, lower cognitive function, declines in vigilance on task measures, and increased injuries. Two studies examining physicians who worked very long shifts reported deterioration on various measures of cognitive performance. When 12-hour shifts combined with other work-related demands, a pattern of more adverse findings was detected across studies. Six studies examining 12-hour shifts combined with more than 40 hours of work per week reported increases in health complaints, deterioration in performance, or slower pace of work. Two studies com-paring 8- and 12-hour schedules during day and night shifts reported that 12-hour night shifts were associated with more physical fatigue, smoking, or alcohol use. Two studies examining start times for 12-hour shifts reported that decrements in alertness or more health complaints were associated with early 6:00 a.m. start times. One study examining 12-hour shifts in hot work environments reported a slower pace of work as compared with shorter shifts. Another study examining high workloads during 12-hour shifts showed increased discomfort and deterioration in performance as compared with shorter shifts. More definitive statements about differences between 8-hour and 12-hour shifts are difficult because of the inconsistencies in the types of work schedules examined across studies. Work schedules differed by the time of day (i.e., day, evening, night), fixed versus rotating schedules, speed of rotation, direction of rotation, number of hours worked per week, number of consecutive days worked, number of rest days, and number of weekends off. All of these factors could have interacted with overtime and influenced study results. This report presents the results of preliminary studies for the evaluation of some fused-salt electrolytes for refining tungsten metal, and describes the equipment used. Some impurities could be eliminated with electrolytes composed of sodium chloride, sodium iodide, or sodium tetraborate in combination with tungstic oxide or sodium tungstate. Electrolytes composed entirely of chlorides were unusable because of the volatility of tungsten chloride. Refining 96-to 98-percent tungsten to produce a commercial grade was more successful than further refining of 99.9-percent tungsten. No electrolyte tested yielded a product pure in all respects. Electrolyte temperatures of about 900° C were necessary to maintain a good dissolution rate at the anode and acceptable cell operation. Cathode current densities at the beginning of a deposition cycle were limited to approximately 1 ampere per square inch. Higher current densities resulted in a finely divided product that frequently failed to adhere to the cathode. The most conspicuous impurities in the tungsten produced were carbon, iron, and molybdenum; the former two came from the iron cell and the graphite cell liner. Electrolytes com-posed of tungstic oxide or sodium tungstate in sodium iodide, or 2Na, 0.B203, were capable of producing tungsten carbide.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing, and grinding methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that in many instances publication of total production costs may cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The following report deals with the methods employed by the Malvern Clay Co., Malvern, Carroll County, Ohio. The author wishes to acknowledge the assistance of the following persons: H. C.
