The Bureau of Mines is establishing design criteria for effective roof support systems and is developing technology to improve mine planning and design. Geologic studies, surface and underground mine monitoring, and laboratory evaluations were conducted. The seven papers in this proceedings Information Circular present results of several investigations. Addressed are problems existing in both longwall and multiple-seam mines. Discussions include the effect of dewatering at a longwall mine site in the Pittsburgh coal seam and the effect of chain pillars on subsidence. Other results are measurement and characterization of longwall rock mass movement and an integrated design for stability in multiple-seam mining.

This digest, based upon a translation" of certain portions of the 1930 law, covers the pertinent points of what has been termed "The New Mining Law of Luxemburg," the Grand Ducal Order (Arrêté) of April 26, 1930, concerning the exploitation of "mines, minières, and carrières, 4 and abrogating the order of January 2, 1891, concerning the same subject." The Duchy of Luxemburg, which between 1735 and 1815 was French, adopted as its basic mining law the French Law of April 21, 1810, and an Imperial Decree of January 3, 1813. The Luxemburg Government later supplemented and modified this legislation by the laws of June 12, 1874, April 30, 1890, and May 10, 1898, which, with article 36 of the Constitution, are to be taken into consideration in a complete survey of mining legislation. The continuing development of the nuclear industry in the United States requires a program of waste disposal that insures against the release of large amounts of radioactivity to the environment. This paper describes research on one proposed means of disposal of this waste, that of injection into geologic formations at depth. Nuclear production plant wastes were simulated and injected into samples of sedimentary rock obtained from outcrops, quarries, and deep wells. Changes in the chemical and physical characteristics of the rocks caused by the interaction of ions and suspended particles in the waste solutions with the cementing material and claylike particles in the rock are discussed. Laboratory tests show that nuclear wastes can be injected into many natural porous, permeable geologic formations. Injectivity can be maintained over a longer period by monitoring the ionic balance and particle-size distribution of waste streams. The combination of permeability and porosity with low cation-retention capacity, as exhibited by most sandstones, would satisfy the engineering requirements for the subsurface disposal of nuclear waste. Shales and clays with their low permeability and high cation-retention capacity would make excellent confining formations. The amount of cation retained by sedimentary rocks increases with increasing valence or concentration of the cation or decreasing brine concentration. The use of rock cores as model reservoirs had proved successful in determining some of the parameters that need to be considered in full-scale field disposal of wastes.

An economic and technical evaluation of a proposed process to recover alumina by leaching calcined kaolinitic clay with sulfurous acid is presented in this Bureau of Mines report. After the insoluble portion of the clay has been removed by leaching, monobasic aluminum sulfite is precipitated from the pregnant leach solution by partial hydrothermal decomposition. Further heating completes the decomposition to an impure alumina hydrate. This intermediate is purified in a modified Bayer process, which includes dissolving the alumina hydrate in a caustic solution at high temperature and pressure, then decreasing the temperature and pressure to precipitate alumina trihydrate. Calcining the trihydrate produces the alumina product. A cost estimate was prepared for a plant producing 1,000 tons of alumina per day, 350 d/yr. The estimated operating cost is approximately $475 per ton of alumina. This is substantially higher than a comparable estimated operating cost for the Bayer process of $250 per ton of alumina. The proposed process does not appear economically attractive, even as a method to modify a current Bayer processing plant to use a kaolinitic clay feed. High capital costs and high energy requirements make the process prohibitively expensive.

Methane emission from two surface gob-degasification boreholes was measured by the Bureau of Mines. The investigation took place during mining of a 3,200-foot longwall panel in the Lower Kittanning coalbed in central Pennsylvania. The first hole was 500 feet from the start of mining, and the second hole was 2,200 feet. The first hole went on natural draft as soon as the longwall face passed it. This caused the methane flow in the return entries to drop 75 pct. In the 6 months required to complete the panel, the two holes emitted 69 MMcf of methane in varying percentages of concentration in air. In 3 years, the holes emitted a total of 150 MMcf of methane.

"IntroductionFlue dust which results from the smelting of ores containing appreciable quantities of fines is one of the troublesome products of iron blast-furnace practice. Gases issuing from the furnaces at a high velocity carry small particles of coke, ore and flux into dust-collecting chambers. These particles constitute the flue dust. Lasses of iron ore through the production of flue dust vary between wide limits in the different furnaces, and depend on a number of factors, such as size and design of furnace, amount of fines in the ore, the operating conditions and the blast pressure.Blast-furnace operators of the Birmingham district keenly realize this waste. The ores are comparatively low grade and require more fuel than is ordinarily used elsewhere. Hence the flue dust is low in iron content and high in coke. As a result it is not in suitable condition for direct sintering. In many other iron and steel centers direct sintering is a common practice. In the Birmingham district efforts have been made to prevent this loss by recharging the dust into the furnace, but, as might be expected, a material fine enough to be blown out once will very likely be carried over again.In general, the flue-dust losses in this district will average 250 pounds per ton of pig iron produced, but at times the losses at different furnaces are substantially higher or lower than this figure. On the basis of the present rate of pig-iron production, the annual loss of flue dust exceeds 300,000 tons. The iron content of the dust probably averages 25 per cent, therefore about 75,000 tons of iron is wasted yearly, or about 3 per cent of the iron mined is lost in flue dust."

Engineered scavenger compounds (ESC's) developed by the U.S. Bureau of Mines are a novel class of compounds that selectively can recover a desired element from a solid or molten alloy. Lithium titanate (L2Ti307 or Li2O?3Ti02) is used as an ESC to recover lithium (Li) from aluminum-lithium (Al-Li) alloys. X-ray diffraction measurements have shown that Li2Ti307 undergoes a phase change during scavenging from an orthorhombic structure to a hexagonal structure. This change is due to the incorporation of lithium in the matrix of the material and the effect of temperature. Although both phases are metastable, the hexagonal phase that forms during the scavenging of lithium from Al-Li alloys appears to be the more stable phase. Recovering lithium from the ESC by electrodeposition does not cause the structure to revert to the orthorhombic phase. The orthorhombic and the hexagonal structures of Li2Ti307 have similar scavenging capacities for lithium. This report proposes a new mechanism for the phase transformation.

Safety first is no longer merely a motto ; in some industries and in some parts of the mining industry it is an accomplished fact . In connection with the National Safety Competition of 1928 in which 284 mines and quarries participated , 42 plants were operated without a single lost - time accident . The winning company in the bituminous group had an accident severity rate of 0.053 per thousand man hours of exposure . Excellent safety records of various kinds are becoming more and more frequent , and the indication is that in reality safety is first in many mines and qquuaarrrriieess .. The safety achievements in the Stewart mine of W. J. Rainey , Inc. , are unusual even among mines winning awards in the competition .

With the ever-increasing demand for energy in all forms, electrical energy generated from geothermal resources could become an important energy source in the next few decades. Geothermal fluids, which contain appreciable quantities of dissolved salts and gases, are generally corrosive to materials of construction. Since data on corrosion of materials in geothermal brines is limited, the literature was surveyed through February 1972 to obtain a compilation of information on corrosion resistance of aluminum and its alloys, copper and copper-base alloys, carbon steel and cast iron, stainless steels, chromium-iron alloys, nickel-and cobalt-base alloys, and titanium in heated brines including sea water.

A flat slot is created in rock to cause stress relief effects in a pair of hydraulic borehole pressure cells (previously installed in drill holes above and below the slot ) , which act as sensing devices . This relief is annulled by repressuring the slot by means of a flat hydraulic cell . The slot pressure at annulment is taken to be the existing ground stress at right angles to the plane of the slot . A number of trial installations in the rib of a mine drift showed that for a valid determination of ground stress the sensing devices that respond to relief and repressuring must be within a specified zone close to the pressure transmitter ; otherwise the indicated ground stress may be excessive . By using an additional pair of borehole pressure cells , installed a few feet away , the existing rock stress can be redetermined at intervals , irrespective of a change of stress intensity subsequent to the initial installation . Based on these findings , equipment and procedures have been developed that make possible the installation and operation of a permanent rock stress monitoring station for observing mining - induced stress changes . The station consists of a 12 - in - wide hydraulic pressure cell cemented in a flat slot and four 2- by 8 - in flat hydraulic pressure cells in nearby drill holes . All drilling for the installation can be done with an air leg drill and conventional bits . Once the installation is completed , all required information is obtained by Bourdon pressure gage readings . The apparatus is simple , relatively inexpensive , and reliable under operating conditions in a wet mine . Unlike most methods of rock stress determination , this scheme permits periodic remeasurement of absolute rock pressure over several years , without additional drilling or instrumentation . The Bureau of Mines observed two different types of longwall mining; the advancing longwall method and the retreating longwall method at seven bituminous coal mines located in five of the coal producing states. In two mines using the advancing face method, the coal faces were abandoned because of roof failures and poor production. In the other five mines using the retreating method, roof control was good as was production. The success of longwall mining depends on good roof control and good production. The use of self-advancing hydraulic roof supports, such as Westfalia, Dowty, and Wanheim props along with Westfalia coal planers and the Anderton and Eickhoff shearer-loaders have been a factor in recent successes.

The Bureau of Mines used fiber-laden air to test two identical fibrous aerosol monitors (FAM) in order to establish the FAM-optical count correlation. The FAM is a unique instrument developed by GCA Corp. (GCA) to measure real-time fibrous aerosol concentrations. It will also respond to particulates that have sufficient shape irregularities to possess fiber characteristics such as the 3:1 length: diameter (L:D) aspect ratio. Results of the Bureau's laboratory tests showed that the FAM response is linearly correlated to concentration data obtained using the optical membrane filter count technique approved by the National Institute for Occupational Safety and Health (NIOSH), U.S. Department of Health, Education, and Welfare. A plot of the FAM-optical count correlation showed that FAM concentration readings are generally well within ±25 pct of the optical membrane filter count. Initial tests to estimate the best ratio control setting of the FAM for 5-µm fiber-length discrimination were performed using one instrument only (the ratio control setting determines the minimum threshold fiber length that will be detected by the FAM). The estimated setting was then used to correlate both FAM units. The result was a 65 pct difference in correlation between the two units. It appears that the major factor responsible for this difference was the internal adjustment of the photomultiplier detector sensitivity for each of the two FAM units.

The rapid growth of the organic chemical industry in the United States and abroad has focused attention on the future raw-material sources for this important industry. Chemical products are essential to modern civilization; and millions of tons of organic chemicals are used annually, ranging from basic raw materials to finished chemical products such as drugs, cosmetics, and soaps. Hundreds of chemical products are made directly or indirectly from coal, but in this report "coal chemicals" will be limited to crude tar, crud light oil, and ammonia recovered in the high-temperature carbonization of bituminous coal and the important principal products obtained by processing these materials. Specifically these include benzene} toluene, xylene, naphthalene, creosote oil, tar acid oil, pitch, and ammonium sulfate. Therefore the term "coal chemicals", wherever used in this report, includes only these products and does not include the secondary or intermediate products such as styrene, synthetic phenol, aniline, phthalic anhydride, or finished products made from these, such as synthetic rubber, plastics, and dyes. The United States leads the world in production and consumption of coal chemicals. In the past five years nearly one-fourth of the total output of coal-tar crudes in the world was produced in the United States. Consumption of some of the more important products derived from these crudes such as benzene, toluene, xylene, and naphthalene, however, ranged from about one-third to one-half of the world total because of imports and production of benzene, toluene, and xylene from petroleum. The synthetic organic chemical industry of the United States was established during World War I on chemical raw materials obtained by the high-temperature carbonization of bituminous coal but this source of supply currently furnishes less than 40 percent. More than 60 percent of the chemical raw materials used to produce organic and inorganic chemical is supplied by the petroleum industry and production of petrochemicals is rising rapidly.

Surface and subsurface stabilization of mining-related wastes through revegetation depends upon the physical, chemical, and biological condition of the waste following mining. Mining disturbances can significantly alter the soil physical, chemical, and biological characteristics of a site, reducing or eliminating mycorrhizal fungi from the soil. Mycorrhizae are economically and ecologically important because they can alleviate environmental stresses caused by lack of proper soil condition and because they are vital to stabilization of mining waste by increasing plant survival and biomass through increased nutrient and water uptake. This report discusses some of the ecological factors that may affect mycorrhizae-plant associations on mining-related wastes and provides general information on mycorrhizae inoculation technology.

The Bureau of Mines continued its research into the recovery of fluorine by the phosphoric acid acidulation defluorination of phosphate rock concentrates. A small process development unit with a capacity of about 10 kilo-grams of charge per hour was operated, and concentrates from both Idaho and Florida were processed. Over 80 percent of the fluorine was evolved and recovered as a dilute fluosilicic acid solution. Phosphate extraction from the concentrates always exceeded 98 percent. The fluorine was converted to a synthetic fluorspar product (3CaFa?SiOa) suitable for use as a slag conditioner in electric furnace steelmaking operations.

The Bureau of Mines experimentally burned Pittsburgh Seam coal and other combustible materials found in mines in order to obtain a better knowledge of their emission products. These experiments were conducted in the Bureau's intermediate-scale fire tunnel, which simulates environ-mental conditions in underground mines. Smoke characteristics, gas concentrations, mass loss, and ventilation were measured. From these values, heat-release rates, particle sizes, obscuration rates, combustion yields, and production constants were calculated. This information was sought as part of a comprehensive study of combustible materials that will ultimately advance the design of more efficient fire detection and suppression systems. The coal combustion measurements presented in this report, together with previous analyses of wood and transformer fluid fires form a data base by which future studies of other mine combustibles can be compared.

A dynamic gas-mixing system assembled by the Bureau of Mines for the generation of precise gas mixtures from sources of concentrated or pure gases and diluent gases is described. A set of electronic mass flow controllers with maximum flows ranging from 10 to 5,000 ml/min, a so-called Pure Air Generator, and gases in cylinders are used to generate differing gas concentrations. The repeatability of the delivery rate of a flow controller, measured on different days, has a precision of 0.3 pct of the setting. This dynamic gas-mixing system reduces the cylinder inventory and the demurrage charges for special gas mixtures. Gas mixtures that cannot be shipped commercially, such as flammable mixtures of methane in air, can be conveniently prepared by this system. The maximum dilution ratio is 2.5 x 104. Thus, gas mixtures can be made over a wide range of concentrations, from the percent region (by dilution of a pure single-component gas) to fractional parts per million (by dilution of a premixed standard, e.g., a 1,000-ppm mixture). This system is especially useful in determining the response of gas detection devices over the entire range of their measurement. Because the controllers are voltage controlled they lend themselves easily to automated control using computer-based systems.

This U.S. Bureau of Mines (USBM) report describes various fire-fighting resources available to the mining industry and examines the fire preparedness of four western coal mines. Information regarding fire-fighting equipment indicates that an inadequate maintenance program may cause component failure of fire extinguishers, damage to waterhoses is usually a result of improper care, and foam may be a convenient means of conveying water to the fire. Performance data relative to water nozzles (throw distance) and specific practices to improve the state of preparedness in many of these areas are discussed. Studies also indicated that a high-expansion foam plug, will travel down an entry, with a 1% rise in elevation, 207 m (680 ft) before a plywood stopping separating the generator and plug failed. The advance rate of the foam plug decreased when the entry is dry, requiring more foam concentrate and as the foam spread further down the entry. An examination of the mines showed state-of-the-art monitoring systems were common at the minesites. Fire safety was also stressed, including early detection and rapid response of the miners to evacuate the mine. However, the mines placed little emphasis on performance of water nozzles, or personal protective clothing for the underground firefighters.

Low-cost housing, like automobiles, should be appraised in the light not merely of first cost but of upkeep as well. Even more important than the number of miles the family car will go on a gallon of gasoline is the number of days the family home can be kept comfortable on a ton of fuel. A furnace tender who tossed every third shovelful of coal into the ashcan would lose his job promptly, but the effect is the same when homes continue year after year to pour out precious heat through uninsulated roofs and walls, Greater economy in household heating means even more to the national economy than to the individual, especially now that we are preparing for defense. Our fuel resources, although large, should be conserved. If less fuel is used for civilian needs, augmented requirements for defense can be met without unduly increasing the number of men needed at the coal mines and oil ells or adding new producing units that might complicate ultimate readjustment to peacetime conditions when the emergency is past and over-expansion of many industries brings new problems if unnecessary demands for transportation facilities are reduced, public carriers will be able to haul more munitions, and manpower needed for national defense will be released; and by protecting workers from health hazards in their homes additional man-hours of productive effort will be gained. Moreover, reducing the running expenses of houses by proper heat insulation helps home owners to maintain payments on property, and by minimizing foreclosures helps to stabilize the financial structure of the country. In short, here is a situation where the interests of the individual and the Nation are identical and the greatest good for the greatest number is obtained without sacrifice to anyone.
