Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. 1. The investigation shows that nine coal beds have been mined in Harlan County, of which the Harlan and Upper Elkhorn No, 3 are the most important from the standpoint of present production. Of less importance are the Hindman, Flag, Haddix, Wax, Fire Clay, Armburgy, and Upper Elkhorn No. 2. The Harlan, Upper Elkhorn No. 3, and Upper Elkhorn No. 2 beds contain the largest remaining known reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 2,138 million short tons as of January I, 1932. Of this total, 1,956 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study, Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Chlorofluorocarbons (CFC's), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC's is thought to deplete the Earth's ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC's), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC's), which fill an intermediate gap in the replacement of CFC's. As a result of the elimination of chlorine in the HFC's and the reduction of it in the HCFC's, these alternatives contain more fluorine than the CFC's do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC's, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

In 1943 the Bureau of Mines began a review of trends in consumption and prices of the more important nonmetallic minerals. The first report covering building materials4/ appeared in December of that year. The present paper, which deals with chemical raw materials and fertilizers, is the second of the series. The 34 years from 1910 to 1943, for which statistics are presented herein, comprise periods of uneventful peace, unparalleled prosperity, industrial depression almost to the point of stagnation, and two wars of world proportions.

The Bureau of Mines investigated the effect of gamma radiation on reactions between Pennsylvania anthracite and fluorine and chlorine. In the tests with fluorine about 90 percent of the coal reacted at 350° C to form volatile products whether or not irradiation was employed. Up to 0.8 ml of liquid products per gram of anthracite was collected. Among the 25 com-pounds indicated by gas chromatography, fluoroform and l,l-difluoroethylene were tentatively identified from their relative retention times and perfluoro-cyclopentane from its infrared spectrum. In addition, a clear, hard, wax, probably a fluorocarbon, was formed at 45° C in both the presence and absence of radiation. With chlorine there was no significant difference due to radiation, and preliminary tests indicated that the chlorine reacted more with the organic matter of anthracite at 200° C than with inorganic matter. At 400° C the results were inconclusive because of excessive corrosion in the reaction vessel.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

"INTRODUCTION The object of this investigation was to demonstrate a satisfactory method of storing slack subbituminous coal in open pits in a manner,that would minimize the cause of the physical deterioration and would have a practical application.The storage of coal by industrial plants is to their advantage, since an adequate operating supplying of fuel is available at all times as insurance against transportation delays, shortages, and strikes. Furthermore, it is possible to participate in low seasonal freight rates and mine costs by permitting the railroads to utilize idle equipment and by taking advantage of the off-peak production at the mines. For a number of years, one of the larger beet-sugar companies operating in the Rocky Mountain region has taken advantage of the lower prices and seasonal production of subbituminous slack coal during the summer months and purchased a large proportion of its requirements for the annual winter campaign. This company, operating sugar-refining plants in the 1943 campaign, used 256,613 tons of subbituminous coal. Of this quantity, 166,636 tons was purchased during the off-peak season and stored for use during the winter. It is the practice of this concern to place coal purchased through the months of January to October in underwater storage for use in the beet-sugar campaign, which lasts from October to as late as, January. The beet-sugar refining ""campaign"" period starts immediately after the beginning of the beet harvest and lasts 60 to 70 days."

Real gross national product increased at a larger-than- expected annual rate of 8.3 percent in the first quarter of 1984, with both consumption and investment spending increasing significantly in real terms (table 1). Residential and nonresidential fixed investment increased at annual rates of 25.7 and 14.6 percent during the first quarter of 1984, and investment in nonresidential structures, which declined in 1983, also increased during the first quarter of 1984, nearly attaining its 1982 level. The annual level of personal savings increased $27.7 billion, while the personal savings rate (the ratio of personal savings to disposable income) increased to 5.8 percent during the first quarter. The increase in the personal savings rate comes as welcome news to analysts concerned over the flow of loanable funds to the private sector and the impact on interest rates in 1984 of increased private and Government demands. U.S. Minerals Industry Performance A major upswing in the performance of the metal mining sector occurred during the first quarter of 1984, with production increasing almost 11.2 percent from January to March, The recovery of the metal sector is also reflected in the performance of primary metal industry profits, which were positive during fourth quarter 1983 following seven consecutive quarterly losses (table 1). Two thousand nine hundred more metal mining production workers were employed in February 1984 than in February 1983.

This U.S. Bureau of Mines report considers, from a psychological perspective, the perceptual process by which miners recognize and respond to mining hazards. It proposes that if the hazard recognition skills of miners can be improved, mining accidents may be reduced to a significant degree. Prior studies of hazard perception in mining are considered, as are relevant studies from investigations of military target identification, pilot and gunnery officer training, transportation safety, automobile operator behavior, research into sensory functioning and visual information processing. A general model of perception is introduced, and selected concepts from the psychology of perception that are applicable to the detection of mining hazards are reviewed. Hazard recognition is discussed as a function of the perceptual cues available to the miner as well as the cognitive resources and strategies employed by the miner. The development of expertise in responding to hazards is related to individual differences in the experience, aptitude, and personality of the worker. Potential applications to miner safety and training are presented.

Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalk-rock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I. Although the field is divided into several districts which are more or less clearly defined and separated by unproved territory the term Zwolle field", as used in this report, includes the entire area from Blue Lake on the west side, through Zwolle proper, and eastward, including the Many or Eastern extension.

[The steady increase of aluminum production means a corresponding increase of carbon consumption in the alumina-reduction cells. Improved petroleum techniques constantly reduce the amount of byproduct petroleum-coke production. These, trends threaten the alumina-reduction works with possible shortages of carbon, which must be supplied from some other source. In anticipation of this shortages, an investigation into the possibility of using coal as an alternative source of carbon was begun at the Northwest Experiment Station of the Federal Bureau of Mines. The investigation lit has developed bench-scale methods that produce carbon of higher purity than is required by specifications for anode carbon. Additional work will b required to bring these processes to pilot-plant seals and to prove the suitability of the carbons, produced or aluminum-anode consumption.]

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The 17th National First-Aid and Mine Rescue Contest was held in the Kentucky Fair and Exposition Center, Louisville, Ky., October 2, 3, and 4, 1957. The meet was under the auspices of the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with the National Coal Association, United Mine Workers of America, State mining departments, local mining institutes, and coal operators' associations. The Arrangements Committee, as authorized by the General Committee, made all the necessary arrangements for conducting the 1957 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Trevorrow, Bituminous Coal Operators' Association; and James Westfield, Federal Bureau of Mines.

Tin mining on Seward Peninsula, Alaska, has been intermittently active since the early 1900's. Most of the recorded production (over 2,200 short tons of metallic tin) has been obtained from placer deposits, but recent production also has resulted from development of lode deposits associated with intrusive rocks occurring in the western part of the peninsula. Generally, the lode deposits containing tin minerals (principally cassiterite) are found in dikes, in granite masses, and in silicate zones in limestone overlying the granite. Both the placer and lode deposits have been of considerable strategic interest to the Government because of the almost total absence of a domestic supply of tin. The most important tin-lode deposit discovered to date is in the Cassiterite dike at the Lost River mine, on Cassiterite Creek about 85 miles northwest of Nome. This highly altered, rhyolite porphyry dike averages 12 feet in thickness, strikes N. 75° to 85° E., and dips steeply to the south; it can be traced on the surface for about 8,000 feet. Throughout its explored length of about 2,200 feet the dike everywhere contains some tin and tungsten in veinlets and disseminations; economic concentration of the are minerals, however, is confined to definite shoots. The ore minerals include cassiterite, stannite, hulsite, paigeite, wolframite, scheelite, and base-metal sulfides; gangue minerals include fluorite, boron silicates, and lithium-bearing minerals. Some ore minerals also occur in the numerous other dikes and in the granite and intruded limestone in and adjacent to the mine.

Increased application and interest in the use of microseismic monitoring to deal with ground control problems, Particularly those resulting in violent failures, has brought about the need for practical guidelines with respect to all phases of microseismic monitoring. This report presents the results of an 18-month effort to review the microseismic method and develop needed practical guidelines. Microseismic activity and properties of microseismic events are treated so that these parameters can be taken into account when developing monitoring equipment. Microseismic equipment is discussed to provide familiarization with the components of monitoring systems. Factors to be considered and procedures for developing a microseismic monitoring system are presented. Both physical and electrical considerations for the installation of a monitoring system are discussed in detail. The operation of a microseismic system including data analysis procedures is presented. Field examples to illustrate use of microseismic data in evaluating ground control problems are presented in a number of case histories.

"The results of the fourth annual safety contest, 'mown as the National Safety Competition, contacted by the United States Bureau of Mines are herein announced. A bronze trophy, ‘Sentinels of Safety’, the gift of the Explosives Engineer magazine, has been awarded to the leading mine in each of the five groups into which the mines and quarries that participated in the contest were arranged. These five groups were: anthracite mines, bituminous coal mines, metal mines, nonmetallic-mineral mines, and carries and open-pit mines. The leading plant in each group was the mine whose employee lost the smallest number of days from accidents in proportion to the total number of man hours worked. Where two or more mines operated without a lost-time accident, the winner was adjudged to be the plant which operated the largest number of man hours during the year.The contest was based upon reports of accidents and exposure sent by the competing companies to the Bureau of Mines. Records of the five leading companies in each group were made known to a Committee of Award, consisting of the following seven members: H. Poster Bain, Secretary of the American Institute of Mining and Metallurgical Engineers; James F. Callbreath, Secretary of the American Mining Congress; W. H. Cameron, Managing Director of the National Safety Council; H. L. Gandy, Secretary of the National Coal Association; A. T. Goldbeck, Director of the Engineering Bureau of the National Crushed Stone Association; William Green, President of the American Federation of Labor; and A. J. R. Curtis, Assistant to the General Manager of the Portland Cement Association. Members of the committee voted for the winning company in each group in accordance with the rules governing the contest.. A majority vote prevailed."

Surface mining and reclamation of a southeastern Ohio site with sandstone-shale overburden resulted in (as compared to premining levels): 1) runoff volumes and peak rates that increased by a factor of from 2 to 10 during mining and after reclamation, 2) destruction of the "aquifer" perched on the underclay of the mined coal bed and gradual, but, as yet incomplete redevelopment of this aquifer after reclamation, 3) no immediate effect on another, lower perched "aquifer", 4) up to 100 times greater sediment concentrations in runoff. Results were influenced by increasing annual precipitation amounts through the period of record; 1978, 1979, and 1980 (postreclamation years) experienced precipitation amounts approaching or exceeding long-term normalcy for the area. Part of the reason that the site produced more runoff after reclamation than before mining is that the premine condition was one of an open, porous soil under woodland, while the postreclamation condition was one of a compacted, bulldozed soil. Sediment concentration results were influenced by failure of the postreclamation erosion control system and by a series of detention reservoirs above the stream monitoring station.
