In the course of tire investigation into the causes, behavior, and control of mine fires, which the Bureau of Mines is now conducting, come attention was given to the subject of spontaneous heating. It is self-evident that the temperature of a pile of broken coal will rise if the rate of generation of heat exceeds the rate of heat dissipation and will fall if the opposite is the cane. Many mining operations rely on retention bulkheads to provide a barrier between impounded water and active mine workings. However, bulkhead failures can cause catastrophic flooding that puts the underground workforce at risk. Underground observations and evaluations of existing bulkheads indicate that a systems approach is required when building an underground water or slurry retention system. In addition to engineering the bulkhead, the designer must ensure the quality control of materials and workmanship of the bulkhead, the reaction of the mine strata when exposed to water under pressure, and methods to monitor the performance of the retention system. Researchers from the National Institute for Occupational Safety and Health (NIOSH), with the assistance of the Mine Safety and Health Administration (MSHA), conducted an extensive review of bulkhead permits submitted to the MSHA Technical Support office in Bruceton, PA. In addition, the researchers visited accessible bulkhead installations at undeground mining operations to gather information related to construction practices, maintenance issues, and monitoring and emergency response procedures. Several key items were identified that must be considered when permitting the installation of an underground fluid retention system.

As part of an effort to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California, the Bureau of Mines conducted investigations at the old Badger Hill placer mine in Nevada County, Calif., to collect data and information regarding drilling and sampling methods and deposit characteristics. Sampling studies involved the collection and processing of 400 tons of large-and small-volume samples from drill holes, underground workings, surface pits, and blasthole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicated that the bulk of the gold is within 40 feet of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of truck-mounted rotary, buckett and vibratory drills, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel..

That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

The U.S. Mine Safety and Health Administration (MSHA) has identified ore pass hazards as a significant safety problem in underground metal mines in the United States injury and fatality data show that many injuries are related to pulling or freeing ore pass chutes and structural failures of control gates and ore pass walls. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating these hazards and developing methods to improve safety during transport of ore and waste. Particle flow analysis methods were used to simulate chute and control gate response to various material loading scenarios. Results from computer models indicate that dynamic impacts from ore and waste rock might be considerably greater than theory predicts. Static and dynamic loads were measured in a laboratory setting using scaled ore (sass mock-ups. Field tests were initiated in an active ore pass to determine actual static and dynamic loads. Field data were compared to computer results and indicated that impact and total static loads were substantially less than the computer model results suggested. Damping factors, normal and shear stiffness, and mass frictional characteristics have a significant effect on particle flow and resulting impact loads.

THERMODYNAMIC data for manganese and its inorganic compounds have not been critically surveyed since the work of Maier (31) 3 in 1934. At that time data were lacking or inadequate for many of the important metallurgical compounds. Experimental work, conducted during the intervening years, has supplied so many new thermodynamic values that it is again desirable to examine the available data and compile them into a single publication for handy reference. This paper consists of three main sections. The first summarizes the basic metallurgical thermodynamic data for manganese and its compounds, including heat capacities, entropies, heat contents, temperatures and heats of phase changes, vapor pressures, and heats and free energies of formation. All data available to May 1959 have been considered. The second section contains heats, free energies, equilibrium pressures, and equilibrium constants of reactions of manganese compounds, with special emphasis on metallurgical reactions. The third section supplies basic thermodynamic data for other elements and compounds encountered in metallurgical reactions of manganese, thus making it possible for the reader to conduct thermodynamic calculations without recourse to other literature.

"INTRODUCTION Considerable interest has been shown in the prospective use of Diesel-powered haulage equipment in both coal and non-coal mines. Foreign technical magazines have devoted considerable space to discussions of the use of Diesel locomotives in European mines and some mention of it has been made in technical papers in the United States. The Bureau of Mines has extensively tested the gases produced in the exhaust of the Diesel engine under various atmospheres and conditions of use; it has established a schedule of tests for permissibility of Diesel engines for use in underground coal mines, including, gassy or dusty mines.This publication provides information as to the successful use of Diesel-powered equipment underground workings in the United States and Europe, briefly discusses the characteristics of some of the toxic gases found in the exhaust of Diesel engines, and points out that Diesel-powered equipment can be used with reasonable safety in underground minus if necessary and entirely feasible precautions are taken."

This report records a chapter in the history of the development of an electrolytic manganese industry in the United States. Nearly all the manganese requirements of the United States have been imported. Although there are large quantities of manganese ore in the United States, most of it is low-grade and cannot be used for the production of ferromanganese. Since the electrolytic production of manganese carried out by a process developed in the laboratories of the Bureau of Mines offers a method whereby the extensive low-grade deposits may be utilized and since commercial development had proceeded slowly, the Bureau constructed a new and larger pilot plant at Boulder City, Nev., where abundant electric power was available. An authorization in November 1940 covered a plant of only several hundred pounds daily capacity. Additions to some sections author¬ized by subsequent appropriations have enabled the plant to produce over 2,000 pounds a day for extended periods.

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work. Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

An emergency is defined as an unforeseen combination of circumstances that calls for immediate action. When applied to a coal mine, an emergency may call for prompt removal of the men to the surface through travelways other than the haulageway or intake airways, which are generally contaminated with irrespirable air as a result of an explosion or fire. Therefore, maintenance of adequate and travelable escapeways from all working areas of a mine is vitally important insurance against disaster. Several mine disasters could have been avoided if well-defined escape routes had been provided and made known to all mine employees. Such occurrences, unnecessary as they generally are, unfairly indict the industry when only a small segment thereof is involved. As a result of a rather recent disaster, which might not have happened if good escape routes had been provided, the Bureau of Mines decided to delve into the escape procedure to determine (1) what is being done in the industry and (2) what might be done at reasonable cost.

This report is the 24th in a series summarizing research on coal and related investigations3 by the Bureau of Mines. The coal programs of the Bureau of Mines include a wide range of theoretical and applied studies--such as fundamental studies of coal structure and properties, the development and evaluation of new mining techniques, and work toward more effective processing and utilization of coal. The scope of these programs is indicated, in topical outline, by the table of contents. These investigations are integrated into a broad but coordinated effort to develop information on coal that will benefit the coal mining industry and the coal consumer while promoting the wise conservation and utilization of our national coal resources. Any attempt to summarize in one volume the progress in all of the program areas indicated must necessarily be limited to a brief review of developments, without detailed reporting of the data. However, while the brief discussion in each section will present only the highlights of the Bureau's work during the year, details of many of the operations or investigations described here can be found in the publications cited throughout the text. Other work, reported here for the first time, will be covered in greater detail in later publications.

"The measured strength of an explosive depends to a certain extent on which it is determined. An earlier investigation showed the relative propulsive strength of dynamites as determined in one type of apparatus, ballistic pendulum.4 The aim of this paper is to precept strength data on these same dynamites determined in another type of apparatus, the Trauzl lead block, and to compare the results with those of the ballistic pendulum. Trauzl lead block have been in use many years for the determination of thy strength of explosives, under moderate confinement.5 The common practice is to shoot 10 grams of explosive, in tinfoil wrapper,- and then to measure the volume of the cavity produced by the shot. The volume of the original borehole is deducted from the gross expansion and sometimes a correction is made for the expansion produced by the detonator. Dry sand is used for stemming the charge.It has been found that the expansion in Trauzl blocks is not strictly proportional to the charge. Naoum5 believed that for scientific accuracy the charge should undoubtedly be regulated to give the same average expansion for each sample tested, but for expansions of 200 to 400 cubic, centimeters the deviation from proportionality is not sufficient to give results appreciably in error.Neubner7 found that the proportionality curve is tangent to the charge-expansion curve at about 300 cubic centimeters expansion, provided that no deductions are made for the volume of the original borehole or the effect of the detonator; the total or gross expansion is proportional to the charge between expansions of 250 to 350 cubic centimeters without serious error."

"Whenever a manometer has been used for recording explosion pressures it has been calibrated under a series of static pressures. Whether the readings taken during the rapidly changing pressures of an explosion (dynamic pressures) truly represent the actual pressures therefore is an open question. The authors had hoped to solve this problem by conducting the calibration with the aid of known pressures, applied at about the ammo rate as in an explosion, for example, by means of a cylinder and piston, the piston being driven in by an eccentric cam at a rate which would be determined accurately by the shape and rate of revolution of the cam. If the rate of compression were great enough, then the pressure in the cylinder (to which the manometer is attached) could be calculated from the laws of adiabatic changes of pressure and volume. It seems highly probably, however, from H. T. Tizard's observations on pressure changes in a cylinder during rapid compression (55) 4/ that there is much heat loss, therefore pressure loss, in the very small interval of time during compression; although Tizard was able to estimate the amount thereof, he did so only by relying on his nanometer, which is exactly the procedure that the authors challenge on the grounds that the manometer was not standardized under the conditions of its use. Hence the authors were driven from this scheme of calibration to another, namely, comparing records of ono and the same explosion taken simultaneously on several instruments of as varied a type as possible. If 2 of a number of instruments agree, perhaps both are accurate; if 3 agree, probably each of the 3 is accurate; if 4 agree, it is almost certain each of the 4 is accurate.There was a second objective in the present work. If the Bureau of Mines and the B.C.D. (British Coal Dust) manometers differ in their records, then from a sufficiently comprehensive series of experiments it may be possible to coordinate the extensive results already obtained at the American and British stations.Thirdly, it was hoped to learn which is the best available instrument for observing the pressures of coal-dust and as explosions and, if possible, to indicate means for improvement in manometry."

ALTHOUGH the element titanium was discovered by William Gregor in 1790, over a hundred years passed before it was put to commercial use. The first commercial application of titanium was as an alloy additive to iron and steel, and the first ferroalloys were produced domestically in 1906. Titanium pigments were developed somewhat later and have been produced in the United States since 1918. The use of titaniferous material in welding-rod coatings first gained acceptance ill the mid-30's. The metal titanium has only had commercial importance since 1948; domestic production for that year was 10 tons. The relative importance of these major uses of titanium in various forms may he gaged by the consumption of titanium dioxide (Ti02) for these purposes in 1954. Of a total of 440,000 short tons of Ti02 consumed in 1954, 95 percent of the total was consumed for pigments; 2 percent for welding-rod coatings; 1 percent for non-titanium-base alloys and carbide; and 2 percent for miscellaneous uses. The titanium-metal industry is in its infancy, but it has more than doubled its output every year from 1948 to 1954, reaching 5,370 short tons in 1954.

Workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., were back on the job December 1, after agreeing to a new 3-year contract. The old contract had expired November 15. On December 20, the Aluminum Company of America reportedly shut down a 42,000-ton-per-year potline at its Wenatchee, Wash., primary aluminum smelter and half of a 23,000-ton-per-year potline at its Vancouver, Wash., smelter as a result of a power cutback by the Bonneville Power Administration. A1 so in December, Kaiser Aluminum & Chemical Corp. reduced overall power at its Mead and Tacoma, Mash,, smelters and shut down one of eight 27,500-ton-per-year potlines at Mead. Reported shutdowns for the firms since September have amounted to 76,000 tons for Alcoa and 50,000 tons for Kaiser. Alcan Aluminum Ltd. announced plans to double the generating capacity at its Kemano hydroelectric power plant in British Columbia to 1,916 megawatts. The additional power would be equal to that required of a primary aluminum smelter with an annual capacity of 567,000 tons.

Aluminum Production. -By October 1, Aluminum Company of America will restart a 35,000-ton-per-year unit at its aluminum smelter at Rockdale, Tex., restoring that facility to its full capacity of 325,000 tons annually. Primary Ingot Price Increase. -Most U.S. aluminum producers in mid-September were quoting a price of 72 cents per pound for primary aluminum ingot. On September 19, Kaiser Aluminum & Chemical Corp. announced that it would increase the price of primary aluminum ingot 4 cents to 76 cents per pound.

For 11 years, under authorization of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325), and amendments, the Bureau of Mines has carried on an extensive research and development program to establish methods for producing oil from coal and from oil shale. This act was passed by the 78th Congress primarily because of the stress of wartime demands for liquid fuels to supply our armed forces during World War II. The act was progressively extended by the 80th and 81st Congresses, as later peace-time demand for oil and oil products continued to increase.

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.
