The South Asian countries of India, Pakistan, Afghanistan, Ceylon, Nepal, Bhutan, and Sikkim arc to varying-degrees just beginning to achieve significant economic and industrial development. These countries are richly endowed with certain mineral resources, and development of these resources is being accelerated. In 1965, the mineral industry remained a relatively small sector of the region's economy, accounting for only about 1 percent of its estimated gross national product of $62,528 million. Nevertheless, the estimated $630 million total value of minerals produced in South Asia during 1965 represented an increase of nearly 15 percent t over that of 1964. India continued as the dominant mineral producer of the region, accounting for 85 percent of the total value of all minerals produced ill 1965. India increased its output of iron ore, manganese, mica, coal, and petroleum. Pakistan accounted for 13 percent of the value of the region's output and recorded increased output of iron ore, chromite, coal, natural gas, and most other minerals. The small mineral industry of Ceylon attained remarkable growth in the production of ilmenite, graphite, and gem stones. The mineral industry of Afghanistan remained relatively insignificant, although development of large known resources of natural gas was continued, Nepal, Bhutan, and Sikkim produced no commercially significant quantities of minerals in 1965.

This report is the 19th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations. The first 17 reports covered fiscal years; however, the 18th report3/ covered the 18 months from July 1, 1952, to December 31, 1953, to permit the publication of this and subsequent reports on a calendar-year basis. Most of the material in this report relates to publications by Bureau authors issued during the reporting period. Some work is referred to on which the results have not yet been published or may not be published for security or other reasons. In a few instances publications are mentioned that were issued before the reporting period but were not included in previous reports. Further details on the published work described herein may be found in the publications cited in the footnotes. Research and technologic work on coal by the Bureau is directed toward developing and encouraging increased conservation of coal resources through safer and more efficient mining, preparation, and utilization. Significant advances were made during the year in these fields, particularly in coal-mine safety and in preparation and utilization of the various ranks of coals.

Blast induced stress waves, propagating along the surface of a drift of an underground hardrock mine, were recorded and analyzed. Resistance strain gages, accelerometers and a velocity pickup were used in making the measurements. Although a full face blast was recorded, the stress waves were initiated by single borehole blasts for the majority of the project. A special instrument trailer was designed, constructed and utilized during the project. A reliable strain wave transducer was developed for measuring the stress waves propagating on the drift surface. A correlation study between strain and acceleration signals for P-waves was made which agreed well with theory. The use of stemming was found to reduce strain and acceleration magnitudes as predicted.

The Bureau of Mines recently observed its fortieth anniversary, and with the close of the fiscal year 1950 it completed 36 years of close cooperation with and helpfulness to the petroleum and natural-gas industries, whose technical problems it studies. Petroleum people likewise observed the ninetieth anniversary of the start of this truly American industry when "Colonel" Drake drilled the first well at Titusville, Pa., in 1859 (see fig. 1). Throughout the period, during which there have been many changes in the fuel and related economy of the country, this work has been carried on systematically by an organized entity of the Bureau first known as the Petroleum Division and in recent years as the Petroleum and Natural Gas Branch. Changes in the industries have been brought about partly by economic forces, partly by advances in technology, and in some measure by the impact of two world wars. As the needs of industry and the Nation have changed, so have the studies of the Bureau changed to meet these needs. Consistently, Bureau technologists and scientists have tried to keep in step with progressive movements; frequently, in fact, have taken the lead. Wherever possible, they have looked far ahead in their program of research, at the same time recognizing the needs of the hour.

A prototype mucking machine designed to operate in narrow-vein stopes was developed by Foster- Miller, Inc., Waltham, MA, under contract with the U.S. Bureau of Mines. The machine, called a compact loader-trammer, or minimucker, was designed to replace slusher muckers in narrow-vein underground mines. The minimucker is a six-wheel-drive, skid-steered, load-haul-dump (LHD) machine that loads muck at the front with a novel slide-bucket system and ejects it out the rear so that the machine does not have to be turned around. To correct deficiencies of the tether-remote-control system, a computer-based, radio-remote-control system was retrofitted to the minimucker. Initial tests indicated a need to assist the operator in guiding the machine in narrow stopes. An automatic guidance system that used ultrasonic ranging sensors and a wall-following algorithm was installed. Additional tests in a simulated test stope showed that these changes improved the operation of the minimucker. The design and functions of the minimucker and its computer-based, remote-control system are reviewed, and an ultrasonic-sensor-based guidance system is described.

Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure" or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", "canopies", "roll bars', "protective structures" and other such descriptive names. In this report, 'ROPS" describes the function of the structure; 'FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection.

Analyses have been performed on geotechnical properties of copper, uranium and phosphate (gypsum) tailings materials, with the intent of identifying typical measures of variability within and among sites, and of characterizing such variability for use in reliability modeling of tailings embankments. In all, data from approximately 41 sites were analysed. Fairly consistent results were obtained for within site variabilities. However no one probabilistic model was found to be applicable to all sites. The distributional forms for most of the data sets are regular, and tend toward Normality when spatial trends are removed. At many of the sites sufficient in situ data were available to allow estimates of vertical autocorrelation distances and measurement noise. Available data indicate that variability in pore pressures may have a more important effect than strength property variation. A major problem in interpreting available strength property data results from the unknown drainage conditions during testing.

Investigation of the discharge duration power and current relation required for ignition. The current and power amplitude-discharge time curve was found to flatten out over 3 ms. It is concluded that discharges having at least 3 ms power maximum are required for reliable testing of the ignition limit for resistive circuits. Investigation of the effect of molten cathode on the discharge duration and igniting ability of the discharge. The surface tension of the liquid metal causes a very fast separation and consequently a much shorter discharge duration than the solid electrode would have. The minimum discharge voltage effect overrides the effects of the temperature of electrode, material, or atmosphere. Investigation of the effect of different surface layers on the discharge duration. Oxides and sulfates were found to give significantly longer duration than the "clean" metal itself in most cases. The lowest ignition current was obtained with CdS04 coatings. Ignition was obtained with 0.7A at 30V, which is below the corresponding minimum igniting current obtained from the BASEEFA curve for circuits containing Cd, Zn or Mg.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

This Bureau of Mines publication presents a comprehensive review of mine electrical power-system theory and practice. It discusses fundamental theory and the vital aspects to be considered in planning and designing mine electrical power systems. The report is divided into three major sections. The first presents the history of electricity in mining and the fundamentals of electrical phenomena and components. The second focuses on power-system components: motors, grounding systems, cables, and protective equipment and devices. The final section includes mine power-center equipment, switchhouses and substations, batteries, and mine maintenance.

The safety record of the metal mining and milling industries in 1965 is reviewed by the Bureau of Mines. The overall injury-frequency rate of 23.77 per million man-hours was 5 percent lower than in 1964 and was the lowest annual rate in a statistical history beginning with 1931. The injury-severity rate of 3,521 days lost per million man-hours in 1965 represented a 5-percent improvement over 1964. However, the total of 3,825 disabling work injuries comprised 61 fatal and 3,764 nonfatal injuries, one and 92 more, respectively, than in 1964. At primary nonferrous smelters, refineries, and reduction plants, the injury-frequency rate of 8.97 per million man-hours in 1965 was 13 percent lower, but the severity rate percent higher than in 1964. these plants in 1965, 4 more of 1,173 days lost per million man-hours was 17 There were 12 fatal and 971 nonfatal injuries at and 28 fewer, respectively, than in 1964.

The Appalachian Mountains divide Pennsylvania into two distinct coal regions, bituminous and anthracite. The western region of the the state, where the majority of bituminous mines are located, is characterized by mountains and gently rolling hills. Bituminous coal seams underlie about 12,000 square miles in 28 counties. The anthracite coal region, located in the northeast, covers approximately 3,300 square miles. This area contains more than 20 different coal beds that vary in thickness from a few inches to 50 or 60 feet. The anthracite region is characterized by steeply pitching seams that require highly specialized mining techniques and present unique challenges for solving problems such as the mine subsidence associated with abandoned underground anthracite mines. For more than a century, coal has played a major role in the economic and industrial development of Pennsylvania, particularly the steel industry. Estimated bituminous reserves total 23 billion tons, or 5.3 percent of U.S. reserves, and anthracite reserves total 7.1 billion tons, or 97 percent of U.S. anthracite reserves. Pennsylvania received conditional approval of its regulatory program July 31, 1982. Pennsylvania's Abandoned Mine Land Program was approved on the same date.

Changes in the 1980 quantity and value of the sales of various natural abrasives, compared with the data for 1979, were of a mixed nature. Output of garnet and special silica stone products increased in both tonnage and value during the year, while emery and tripoli-type materials production decreased in both tonnage and value. The reported quantity and value of sales of manufactured abrasive material-fused alumina and alumina-zirconia, silicon car-bidet and metallic iron and steel shot and grit-also decreased for 1980. "General.The term mica is probably derived from the Latin ""micare"", meaning to shine or glitter, for the brilliant reflection from mica flakes in rocks has directed more than ordinary attention to this group of minerals. Mica includes a group of several minerals all characterized by a perfect basal cleavage, by virtue of which they may be split into exceedingly thin plates. The minerals are of very common occurrence in all countries, constituting about 4 per cent of the igneous rocks of the world The term ""isinglass"" is sometimes applied to glazing mica, but this is incorrect, for true isinglass is a soluble combustible material made from the air bladders of certain fish. As a constituent of granites and schists, mica is present as flakes too small for commercial use. Mica occurs also as small scales in many sandstones. When granites decompose, the quartz and the white mica are the most resistant to weathering, and so remain when the other constituents have been decomposed and carried away. A secondary white mica known as sericite is formed by the metamorphosis of clay-bearing rocks, and thus, in extremely fine-grained form it constitutes an important constituent of slates and related rocks. Some schists contain a high percentage of mica, but the presence of large amounts of quartz and other minerals has up to the present time rendered them useless as commercial sources of mica for grinding. It is possible, however, that certain mica or seri-cite schists which are composed almost wholly of mica with very little quartz may be utilized for ground mica if found in large enough entity. Considerable micais sometimes found mixed with the residual kaolin that results from decomposition of pegmatites, and in one locality at least it has been recovered as a by-product in a clay purification plant."

Consumption and intensity of use trends for 12 metals, by industrial end use, were estimated for 1972 through 1982 by the Bureau of Mines and U.S. Department of Commerce. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following 4 of the 12 metals increased from 1972 to 1982 as follows: aluminum, 1.00%; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83%; titanium, 7.82%; and tungsten, 6.09%. Consumption for the remaining eight metals decreased at average annual rates ranging from 0.58% (copper) to 5.37% (manganese).

In 1987, the U.S. Bureau of Mines began a study of the 4.0 million acre Toiyabe National Forest located in eastern California and western Nevada. This report is a compilation of published, company, and field data for part of the Paradise Range, Nevada. The information is intended to aid the U.S. Forest Service in their long range management of minerals and augment the USBM data base. The Paradise Range study area, located 60 air mi northwest of Tonopah, NV, encompasses about 100,000 acres of which approximately 71,000 are administered by the USFS. The area is in the Basin and Range Province and consists of an east tilted block of sedimentary, metamorphic, and volcanic rocks which have been intruded by granitic rocks. Three major mining districts, the Ellsworth, Gabbs, and Fairplay are in, or extend into the study area. The earliest recorded mining activity occurred in the Ellsworth district in the early 1860's. Commodities produced from the study area include gold, silver, copper, lead, zinc, mercury, tungsten, iron ore, magnesite, and brucite. The Phelps Stokes Iron mine has produced about 1.1 million tons of iron ore, the Baxter-Hancock mine has produced over 10,000 stu WO3, and the Gabbs Brucite-Magnesite mine has produced millions of tons of brucite and magnesite. Numerous other mines have produced, but quantities are relatively small. According to company information the Gabbs mine, currently producing, has brucite-magnesite reserves that will last at least 50 years at current mining rates. One hundred thirty one million tons of identified copper-molybdenum resources exist at the B.C. Springs prospect according to company information, but molybdic oxide (Mo03) prices would need to double or triple from the current $3.00-3.10 per lb before mining of the deposit would be economical. Most company exploration activity in the study area is now focussed on precious metals. Active, or recently active mining claims appear to cover more than one-half of the 100,000 acres studied.

"Accidents at coal mines in the United States in September 1926 resulted in the loss of 170 lives, according to information furnished to the Bureau of Mines, Department of Commerce, by State mine inspectors. Of this number 125 occurred at bituminous mines and 45 in the anthracite field. As the bituminous output of coal for September was 48,976,000 tons, and the production of anthracite was 8,444,000 tons, the fatalities reported represented a death rate of 2.55 per million tons for bituminous mines and 5.33 for anthracite mines. The industry as a whole showed a fatality rate of 2.6 per million tons of coal produced in September 1925 the rate for bituminous coal mines was 3.29; the anthracite mines were idle in September last year due to a strike.During the first nine months of the present year 1,759 men have been killed by accidents at the coal mines throughout the United States, resulting in a death rate, per million tons of coal produced, of 3.76 as compared with 3.95 for the same period in 1925. Reports for bituminous mines alone showed a nine-month fatality rate of 3.53 which was about the same as the corresponding rate from January to September in 1925. The anthracite rate for the present year, however, shows a decrease of about 17 per cent; that is, the rate has declined from 6.36 to 5.28.Records covering the first nine months of 1926 show that 12 ""major"" disasters, that is, disasters in which five or more men were killed at one time, have resulted in the loss of 271 lives as against 10 disasters and 199 deaths in the corresponding months in 1925. The fatality rates for these disaster: alone were 0.579 and 0.465, respectively. One major explosion occurred at Tahona, Oklahoma, on September 3, 1926, in which 16 men lost their lives.An analysis of the principal causes of the 1,759 fatalities for the first nine months of the present year shows a reduction in the death rate as a whole and for falls of roof and coal and for explosives, but an increase in haulage, gas and dust explosions, and electricity. National Institute for Occupational Safety and Health method 7703 is a portable field procedure for the analysis of workplace air filter samples for hexavalent chromium (CrVI) content immediately after the samples are collected. The field method prescribes CrVI extraction from air filter samples with an ammonium sulfate/ammonium hydroxide extraction buffer using ultrasonic extraction (UE). Strong anion-exchange solidphase extraction (SAE-SPE) is then used to separate CrVI from trivalent chromium and other interferences. Portable spectrophotometric measurement of CrVI is then conducted using the 1,5-diphenylcarbazide (DPC) method. However, it has been found that the ammonium extraction buffer does not dequately bring insoluble CrVI compounds into solution during the UE process. Thus, it was deemed necessary to modify the field method so that it would provide acceptable recoveries for insoluble CrVI compounds. To this end, a more alkaline extraction solution—sodium carbonate/sodium bicarbonate buffer—was investigated. The modified procedure using the highly alkaline extraction solution was demonstrated to be compatible with SAE-SPE cartridges when determining insoluble CrVI in air filter samples. It was found that the carbonate/bicarbonate buffer was equally effective for complete dissolution of both insoluble and soluble forms of CrVI. Furthermore, the modified procedure met desired performance criteria established for air sampling and analytical methods. GOLD output in Alaska in 1950, following a 2-year decline, increased to the highest point since 1942. Tills unexpected gain in production of the Territory's greatest value commodity was largely responsible for the increase in the over-all value of mineral output in the Territory to $17,852,000 from $15,549,000 in 1949. Although coal continued to rank second to gold in value of output, production was slightly less than the record production of 1949. The mining of platinum continued to be an important factor in the mineral industry, with production of crude platinum metals exceeding that of 1949. The output of lead was three times the 1949 production, and silver gained 46 percent over the previous year's total. Copper and zinc production-entirely as byproducts from other ores-showed an increase, but remained minor. Production of tin was relatively small, but substantially above the total for 1949.

This publication contains 14,242 analyses of gas samples from oil and gas wells and natural gas pipelines in 40 States and 24 foreign countries. These gas samples were collected in the period 1917-85 as part of the Bureau of Mines survey for helium occurrences. The gas analyses contained herein were made by several methods over the period covered. Analytical work on samples collected early in the period was done on the Orsat apparatus. The one-cut apparatus and four-cut fractional distillation equipment were added later. A mass spectrometer was acquired in 1949 and used for all gas analyses made after that time. From 1917 to 1978, helium analyses were made on special helium analytical equipment designed and built by the Bureau of Mines Helium Operations Laboratory. In 1978, this apparatus was replaced in the quantitative helium analysis work by a gas chromatograph.
